WILTON - You might refer to it as the butterfly effect. Within days, if not at this very moment, hundreds will flock to the Wilton Wildlife Preserve and Park. The visitors will be there for one reason, to watch the brood of a tiny butterfly, the Karner blue, flutter over a field of wildflowers. The federally protected vibrant blue males and copper-colored females thrive in the meadows of this preserve. And every July, tens of thousands of chrysalises hatch, freeing butterflies that will savor the nectar of lupine, milkweed, bush clover and New Jersey tea. And when not feeding, they will mate and lay eggs to create the next brood of butterflies that will hatch next year. When asked why it’s important to keep the cycle alive, preserve Executive Director Margo Olson responded with a question. “Why are rainbows beautiful? I don’t mean to be flip about it, but they are also canaries in the coal mine. Any species loss speaks of our lost connection to the natural world. If there are changes that are happening and are causing the disappearance of a species, it’s a wakeup call to us that we are creating conditions that are not conducive to life on our planet.” To understand the butterfly’s attraction to Wilton and this preserve, one must look back to the last Ice Age, about 15,000 years ago. That’s when a glacier, that once enveloped the town, started to melt. And as the glacial waters flowed down into the Hudson River, what was left behind were sand dunes. The undulating sandy soil, known as the Saratoga Sand Plains, appeared to be fallow ground. But in the intervening years, the sand plains transformed into a flowering meadow — the ideal habitat for the endangered Karner blue as well as the frosted elfin butterfly, which is threatened. Olson said that in 1996 then-town Supervisor Roy McDonald realized the significance

of the butterfly and agreed to transfer 1.1 acres to the Nature Conservancy in an effort to protect them. In the succeeding years, the property has grown to 2,400 acres that are owned and managed by a consortium: the town of Wilton, Saratoga County, the state Department of Environmental Conservation and the Nature Conservancy. And in order to keep the preserve and its conservation efforts top of mind, Olson seeks grants to present year-round programs on the preserve, which also includes an old Boy Scout camp known as Camp Saratoga. did not respond to repeated requests for comment. Markwood Enterprises, an investment and development firm, is based in Beverly Hills, Calif. The current owner, Mahnaz Mehdizadeh, also lives in Beverly Hills. City officials did not know whether Mark-wood represents the property’s current owner or its prospective buyer. Residents took the letter seriously. Last Friday, with the help of workers from RISE Housing and Support Services and the Salvation Army, they packed up all of their belongings and began taking apart shelters that they had spent years erecting. “I don’t want trouble,” said resident Lorie Savage, adding, “They have a right to do what they want when they own the property. Moving will save a lot of problems. Sooner or later, they are going to build.” She’s lived there for four years. With salvaged pallets and tree trunks, she built a small shack. “I really can’t move my shack in three days,” she said. “If it does take longer (for development to start), I plan to do it piece by piece. Especially my floor. It’s nice and solid and off the ground.” For now she will use a tent. ‘Not trespassing’

Public Safety Commissioner James Montagnino said the police cannot issue trespassing tickets if residents stay. “It’s not fenced. It’s not posted,” he said. “People tell me it’s been an encampment for decades. Since the land is not posted, you’re not trespassing.” Residents said they had lived there for years. That means they must get formally evicted, Montagnino said. “You can’t simply throw them out,” he said. “These folks have certain rights.” He speculated that some might even be able to claim ownership under adverse possession rights. “I’d love to see an enterprising young attorney say, ‘This is not a simple eviction,’” he said. In any case, he said, the police will not get involved. “We’re not going to evict for a private owner,” he said. Saratoga County History Saratoga County Fair – Tumultuous Two Years Submitted by Sarah Welch June 29, 2022 Sarah Welch is a lifetime resident of Saratoga County. Sarah has been a member of the Board of Directors of the Saratoga County Agricultural Society since 1994. Sarah has been the treasurer of the Society from 1999 through 2015 and continues to be a Director and Historian of the Society. In the summer of 2020, I recounted the early history of the Saratoga County Fair in a previous article. Much has changed in the last two years, so I thought I would update the story. 2020 was an unusual year for the Saratoga County Fair and the world. Due to the virus that has invaded the United States and the rest of the world, we had to enact many changes so that we could continue to exist. When things began to be closed or canceled by Governor Cuomo, the Board of Directors unanimously voted to cancel the fair. Most of the other activities were also cancelled. We opened the grounds to some of our food vendors. People were able to come on the grounds at no entrance fee and buy fair food that seemed to be missed by many people. Another important event in 2020 was the fate of the grandstand which was in poor condition. After many suggestions on how to treat the problem, the Board voted unanimously to have the grandstand demolished. It had been built in 1896 at a cost of $4000 and had a dirt floor until 1977. In that year a concrete floor was poured and petitions built to divide the area to be used for the 4H food stand and other display areas. In the late 1990’s the education department under the direction of Susan Leahey was located under the grandstand. In the early 2000’s, the front wall of the foundation of the grandstand was replaced. It was discovered during a building inspection that the wall had collapsed in some areas and a new wall was necessary to support the grandstand and make it safe for occupancy. In 2019 it was confirmed that the grandstand was contaminated with lead paint on the siding and asbestos in the roof area and was declared to be unfit for occupancy. We had many estimates on how to repair the building. We would have had to remove the lead and asbestos and to bring it up to

code including handicap accessibility. It was determined due to the high cost to renovate the 125-year-old structure the only feasible solution was to demolish it. In November the grandstand was taken down by Greenbriar owned by Griffin Gillette who was also a vendor for the fair. It took several days to prepare the area to contain the asbestos. When one support wall was taken down the grandstand collapsed upon itself and caved in. The total demolition and removal were accomplished in two weeks at a cost exceeding $50,000 that included a $2000 fee paid to NYS for proper asbestos removal. Several members of the Board of Directors, Susan Rhoades Executive Director and a few of the neighbors gathered on the fairgrounds to watch the operation. In November Mike Smith, Supervisor from the town of Galway was instrumental in getting approval for the Saratoga County Board of Supervisors to include a grant of $250,000 in the 2021 budget to help with the cost of replacing the grandstand. To be eligible to receive this grant, the fair had to match the grant with $250,000 from donations, to replace the grandstand. Our next project was to raise this money through donations. At a Board meeting in December, it was determined to replace the grandstand and a plan was developed to secure the needed donations. In 2020 the fair lost several of its many faithful people instrumental in the success of our past fairs. Dorothy Rowland from the culinary department, Jim Coleman from the grounds crew and bottle collector for over thirty years and Richie Pine that ran the shop of the antique building for 20 years, Tony Eastwood active in the conservation department and Tim Barnes that took care of all the flower beds on the grounds are a few of the people we lost that year. In April 2021 the Board of Directors voted unanimously not to have a full six day fair due to lack of finances and regulations that would have to be followed given the ongoing pandemic. Instead, the Board planned a threeday event including, horses, cattle and other animals, some food vendors and tractor and lawn mower pulls. A fund-raising program was developed with the first event held in May. Each of the 21 directors was asked to get 21 people to donate $21 to get the directors released from quarantine on the fairgrounds. All directors participated

and we exceeded our original goal. We held several other fund raisers during 2021 such as barbeque chicken drive thru events, a pancake breakfast, car show, a fair food event in which local concessions sold their products, raffles of baskets donated by departments of the fair and other events. As of October 1, we had raised the $250,000 needed to match the Saratoga County Donations. On a sad note, in December of 2021 we lost three long time volunteers with the fair. Marie Willard had been an employee of the fair for several years in the late 1990’s and was a member of the Board from 1981 to 1995. Jeffrey W. Fitzsimmons was a volunteer at the fair for several years where he operated the wobble wheel roller for the truck and tractor pulls. Frank Griffin was a board member from 1993 to his retirement on September 30, 2021. He attended annual conferences in Las Vegas and Fair management and networking across New York State with State Association. The Agricultural Society is looking forward to 2022. Work continues to replace the grandstand. The actual project started in March by adding the necessary fill to level the area to the level of the track to a depth of approximately 18”. The concrete base for the bleachers would be poured in May by the Amish and the bleachers would be set in June. The cover for the bleachers would be phase 3 at a later date. We look forward to returning to normalcy this year when the fair will be held for six days from July 19-24. The Saratoga County Fair will carry on.

In this hands-on class, students will learn about the history of aviation and aircraft design, the forces of flight – how airplanes fly (thrust, lift, drag and flight control), learn about the different parts of a plane, and learn about how helicopters fly. Students will also have an opportunity to interact with guest speakers and have a guided tour of the museum’s incredible exhibits and airpark, which features more than 20 historic military aircraft. Students will be able to get into the cockpits of some of these legendary fighter and attack aircraft. Students will also have the opportunity to work with the Experimental Aircraft Association (EAA) Chapter 602 to become Junior EAA members, which includes a half-hour flight in an airplane. The Capital District Humanist Society Presents: Creating Health Care Equity CAPITAL DISTRICT - For-profit health insurance companies exploded in the 1990’s, which has imposed many constraints on the medical profession. Before then, 95% of premiums went to patient care; now at most 75-80% do. Insurance company profits soar, patient care suffers, and doctors need extra staff to deal with the barriers to quality medical care that puts patients’ interests first. Twelve years ago, the Affordable Care Act looked like it might lead to universal coverage, affordability, and equal access. We are still waiting, but revamping healthcare coverage, as proposed by the NY Health Act and the federal Medicare for All Act, can improve our health care system. Dr. David Ray practices internal medicine at Albany Med, with a subspecialty in HIV medicine. Before coming to Albany Med, he was Chief of Adult Medicine and Medical Director of the HIV Program at Whitney Young Community Health Center for 14 years. He is an Assistant Professor of Medicine at the Albany Med Div. of HIV Medicine. He has spent 36 years immersed in the science and politics of the HIV epidemic. He is chair of the Capital District Alliance for Universal Healthcare, and a member of Physicians for a National Health Program. National Votes for Women Trail Markers Celebrate Saratoga’s Pivotal Role in Women’s Suffrage SARATOGA - Saratoga’s role in the American Revolution is legendary, but very little is known about Saratoga Springs’ role in the 72-year Bloodless Revolution - the fight for women’s suffrage. The dedication of two National Votes for Women Trail (NVWT) markers on Wednesday, July 13 will commemorate the role that Saratoga Springs had in giving women the right to vote. The celebration will start promptly at 12:00 PM at 11 Fifth Avenue, the childhood home of local suffragist Kathryn Starbuck with the marker dedication and song from Tisha Dolton, suffrage singer. Historians Walking Tours Sponsored by the Saratoga County History Center BALLSTON SPA - The Saratoga County History Center will host a series of guided walking tours led by local historians during the summer and fall months throughout Saratoga County. The tours will be offered bi-weekly from mid-July through the end of September on various days and times. “The tours will offer a unique opportunity to interact with several historians with a deep knowledge of the history of their communities,” said Jim Richmond, tour coordinator for the History Center. “The tours are designed to explore little-known areas of Saratoga County often overlooked by both residents and visitors.” Six visits are currently scheduled. HOME SOLUTIONS Tips When Painting Shutters There are many ways to give a home’s exterior a new look. Though it might not be as grand as replacing siding, repainting shutters affords homeowners a chance to try a bold new color or simply replace fading colors, and each option can make a home more appealing. Homeowners who have never before painted shutters can consider these tips as they prepare to begin the project. • Don’t go it alone. The most important step homeowners can take before beginning a shutter painting project is to enlist the help of a friend or family member. Someone to hold the ladder can make the project safer. Enlisting a third individual, working on the ground, who can take the shutters from the person on the ladder may be a wise move as well. • Remove the shutters. When painting shutters, homeowners want to remove them from the house. It might seem easier to leave the shutters on and then paint them carefully with a brush, but that’s both time-consuming and a potential safety risk. Some shutters are installed with fasteners that look like screws, but that appearance is misleading and shutters installed in this way cannot be removed with a drill or screwdriver. Homeowners should determine which material their shutters are made from, and then look for a corresponding removal tutorial on YouTube. Homeowners who can’t find one can contact the manufacturer or a contractor to determine the best way to remove the shutters. • Clean the shutters prior to painting them. It’s likely been years since the shutters were last painted, and over that time they’ve no doubt accumulated a lot of dirt and mildew. Homeowners can try a garden hose to clean them, and if that doesn’t work a power washer may be needed. If using a power washer with wooden shutters, be especially careful, as the force of the power washer may damage the wood. Vinyl shutters, like vinyl siding, can typically handle a strong power washing without being damaged. Wooden shutters also will need to have old paint removed before they can be repainted. Though vinyl shutters won’t need to be primed unless the old
