Malta rejects plan for marina Redeveloping district rife with problems, board says By WENDY LIBERATORE

BALLSTON SPA - The Saratoga County History Center will host a series of guided walking tours led by local historians during the summer and fall months throughout Saratoga County. The tours will be offered bi-weekly from mid-July through the end of September on various days and times. “The tours will offer a unique opportunity to interact with several historians with a deep knowledge of the history of their communities,” said Jim Richmond, tour coordinator for the History Center. “The tours are designed to explore little-known areas of Saratoga County often overlooked by both residents and visitors.” Six visits are currently scheduled. Registration for the tours can be made two weeks in advance at the History Center website https://brooksidemuseum. org/ A suggested donation of $10 per registration (individuals, couples, or families) will support the programs of the History Center or a not-for-profit organization chosen by the tour leaders. MALTA — Citing numerous issues, including a fuzzy public benefit, the Malta Planning Board unanimously voted against the controversial proposal to redevelop the South Shore Marina on Saratoga Lake. On July 26, board members said the proposed planned development district has too many problems, including New York Development Group’s inability to name what the public will gain from the project, which is a requirement for a plan that would construct 100 condominiums on 9.5 acres. “This does not provide a major benefit to the town,” Planning Board member Kyle Kordich said. “It’s simple.” He and other board members listed the project’s other issues including scope, size, density, height, traffic, visual impacts and its lack of accessible open space. “It’s inconsistent with the area and the town’s master plan and it would alter the lake forever,” Kordich said. “I can’t in good conscience vote for it for a whole host of reasons.” The rejection of the project is hailed as a victory for many residents who opposed the project because it would cut off any public access to the lake in Malta. “The Malta Planning Board, drawing on their expertise, vision for the community and stewardship for the environment voted unanimously and vehemently against the South Shore Marina PDD,” Christie-Lee Ryan, a resident who opposes the project said. “It is my hope that the Town Board listens to the Planning Board since they are the experts on these projects and the town’s overall vision. They found no benefit to the community and they made that quite clear.” John Cashin, a board member of the Saratoga Lake Association, said he was elated with the Planning Board’s vote. However, he has concerns that the decision will not be upheld by the Town Board, which could approve the project with a super majority. “The decision by the Planning Board should be upheld,” Cashin said. “The Planning Board’s decision was unequivocal. The Town Board sent it to the Planning Board for their expertise … I don’t know how they could reverse the decision.” Jeff Knox, owner of New York Development, did not immediately respond to a Times Union request for comment. Neither did Sophia Marruso, the owner of Site and Plan Consulting, who is consulting with the developer on the project. All planned development districts, which is the legal way to override zoning code, require a public benefit. Currently, the project is zoned R1 and R3 for single or two-family homes, but the developer is asking for it

to be zoned commercial. Originally, the developer was offering to reserve a small area to launch kayaks and canoes onto the lake as the public benefit. When residents complained that the benefit was insufficient, as it would allow for parking of only 10 cars, the developer than took away the launch and said it would pay an undisclosed amount of money to the town to fulfill its obligation for a benefit. However, the developer said it has not decided with the Town Board what that figure will be. Planning Board member Peter Brooks said he wants to know the number, asking if it is $5,000 or $500,000. “I, for one, have to be persuaded that it’s a really big number and that it’s going to accomplish something big like buying a really big property on the lake and making another Brown’s Beach,” Brooks said. “Not knowing the number, not having an idea of even the range of the number, makes it very difficult to say, oh yeah, contribution to the town, there’s public benefit. There are little numbers and there are big numbers.” Brooks also noted that town code does not allow for development of steep slopes, which make up 2.6 acres of the 9.5-acre, the current location of the South Shore Marina. MALTA — Bernie Sanders and Elise Stefanik don’t agree on much, but they both voted against CHIPS. What’s CHIPS? That would be the Creating Helpful Incentives to Produce Semiconductors for America Act, which promises to boost an already profitable industry with $53 billion in grants, plus new tax breaks and other bennies that balloon the bill’s total cost to a whopping $280 billion. Helpful, indeed. The stated point of the legislation, which passed in the House and Senate and as of this writing awaits Joe Biden’s expected signature, is to boost an important industry’s domestic production in the face of Chinese competition. The bill will add to the federal deficit, of course, but its proponents say that’s fine because the giveaway is vital for national security. Whether that’s true, the bill promises to boost the economy in these parts. throw from GlobalFoundries, all the more remarkable. Politicians love to bring home the bacon, but in this case Sanders and Stefanik might as well be vegan. What gives? Sanders, for one, has been outspoken in opposing what he calls corporate welfare for an industry that is already massively profitable. As he asked on the Senate floor: “Should American taxpayers provide the microchip industry with a blank check of over $76 billion at a time when semiconductor companies are making tens of billions of dollars in profits and paying their executives exorbitant compensation packages?” Heck no, Bernie says. And I tend to agree with him, in part because I’ve been convinced by critics who say the legislation isn’t really needed to better compete with China. Plus, it is almost always dangerous when the government starts handing checks to private corporations — also campaign donors, typically — and Sanders is right when he says it will only cause other industries to line up “like pigs at the trough.” (Yes, lots of porcine analogies going on here.) Sanders, 80, a self-described Democratic socialist who caucuses with Democrats, was the only senator on his side of the aisle to vote against a bill that passed with bipartisan support: 64 votes in the Senate and 243 in the House. Given his consistency in opposing corporate welfare — and, to be honest, corporations generally — it’s easy to credit him with taking a principled stand against the spending, despite the potential benefits to Vermont’s economy. And Stefanik?

Well, her opposition hasn’t been quite so consistent. In fact, Stefanik, 38, and chair of the House Republican Conference, was an early sponsor of the legislation who, so far as anyone can tell, turned against it suddenly on Wednesday along with the rest of House GOP leadership. And that reversal had as much to do with the newly announced climate-and-tax bill, as hammered out between our own Charles Schumer and West Virginia’s Joe Manchin, as it did with the bill promising “helpful incentives” for the semiconductor industry. The North Country congresswoman said as much in a statement sent on Friday. “Democrats’ latest backdoor dealing is Washington at its worst, and the American people know that Schumer used CHIPS as a vehicle to raise taxes and pour fuel on the raging inflation fire with a tax-and-spend bill that will hurt hardworking families and small businesses,” she said, citing the bill’s skyrocketing costs and weakened guardrails as other reasons for her opposition. Stefanik’s two potential Democrat opponents in the 21st Congressional District weren’t buying it. Matt Castelli, for example, said she is “trying to keep Americans in pain for her own political gain,” while Matt Putorti said “Stefanik is too busy kissing Donald Trump’s ass to look out for ours.” (Actually, it wasn’t entirely clear whether Putorti was saying that in reference to CHIPS or if it was intended as a general condemnation. HUDSON FALLS - This summer, Lake Luzerne’s Adirondack Folk School will present an exhibit of artisan-made crafts in the third-floor gallery of Hudson Falls Sandy Hill Arts Center. Through the artistry of local woodworkers, fiber artists, basket makers, blacksmiths, carvers, weavers and skilled crafters of other traditions, crafts reflecting the culture and history of our region will be on display and shared with our greater community. Many of the show’s beautiful crafts are made by AFS instructors, and many represent classes given at the Folk School, which are opened to all. The exhibit will also include a display of student work, demonstrations by master crafters, and opportunity to participate in several classes that will be offered at Sandy Hill during the exhibit. The Adirondack Craft Exhibit will open with a reception on the evening of Saturday, August 6, 2022 and run through October 12, 2022, with the Grand opening starting at 5:30pm. HOME SOLUTIONS 3 Factors To Consider Before Converting An Attic At the onset of the COVID-19 pandemic, many homeowners suddenly found themselves in need of more usable square footage in their homes. Required to work from home due to social distancing recommendations, millions of working professionals suddenly found themselves setting up shop at kitchen tables or islands, in alcoves, garages, or even walk-in closets. Those makeshift offices were never supposed to be permanent, but as companies loosen workplace policies and embrace full remote or hybrid working arrangements, professionals are seeking more permanent home office solutions. Home additions are a possibility for homeowners who need more usable square footage, but add-ons may not be the right option for everyone. If adding on won’t work, homeowners may want to look up ... at their attics. Attics with ample space can make for ideal home offices, as they’re away from the hustle and bustle of a home’s main floor. That can make it easier to concentrate when everyone is in the house and reduce the likelihood that video calls with colleagues and clients will be interrupted by kids and pets. Attic conversions are not always possible, and the following are three important factors homeowners may need to consider before they can go forward with such projects. 1. Dimensions: Both the renovation experts at This Old House and the real estate experts at UpNest indicate that at least half of a finished attic must be a minimum of seven feet high and seven feet wide and 70 square feet. Requirements may differ depending on where

homeowners live, but that 7-7-70 guideline is generally the minimum requirement. An attic that fails to meet such requirements won’t necessarily be a lost cause, but it might be costly to make adjustments that ultimately align with local codes. 2. Access: Access is another aspect that must adhere to local safety guidelines. Many attics are accessible only through pulldown ladders, but that will have to change if homeowners repurpose their attic spaces. A staircase that complies with local laws will need to be installed, and contractors can work with homeowners to build that and estimate the cost. Homeowners who simply want to put desks in their attics without going with full-fledged conversions are urged to adhere to local access requirements anyway, as they’re intended to ensure residents can safely escape attics in the case of a fire or another emergency. 3. Climate control: Attics are converted to provide residents with more livable space. Converted space is only livable if the climate within the attic can be controlled so it’s cool in the summer and warm in the winter. An existing HVAC unit needs to efficiently heat and cool an extra room. If it can’t, bills might spike because the rest of the home likely won’t be as comfortable, forcing homeowners to adjust thermostats to offset that discomfort. The property will then be sold to someone who will complete the interior and be a good steward for years to come. Charlton Historical Society’s Museum Summer Hours CHARLTON – The Charlton Historical Society’s museum will be open, free of charge, Saturday and Sunday, 2 to 4 PM, July 9th to August 28th. For our 2022 Founders’ Day we honored the 100th anniversary of the Charlton Fire Department #1. Come learn about the history of the Charlton FD#1 and about Ben Pashley, one of the founders of FD#1 who, in 1992, was the oldest, active fireman in America. Also on display are artifacts with historic ties to Charlton, artwork by the former Town Historian, Frank Lafforthun, which includes a diorama of Charlton’s Historic Hamlet, a detailed model of the Tavern, and whimsical figurines, plus other interesting items newly added to our museum.
