Humberto Chavez. Residents fighting project say they will turn to DEC By WENDY LIBERATORE MOREAU — Despite strong opposition from the community, the town Planning Board approved the $45 million Saratoga Biochar Solutions plant, a facility that will bring 225,000 tons of solid waste into Moreau Industrial Park each year to covert it into carbon fertilizer. Last Thursday night the decision upset residents like Holly Johnson and the nearly 200 other opponents who tried to get in the meeting, where it was approved in a 4-2 vote.

She insisted the Planning Board retain an outside expert who would review the project and advise members. The board initially voted with Purdue to hire someone and then reversed itself. “I’m very surprised by the board’s approach,” Purdue said. “This is the most complicated project that has come before us. The reason for concern, based on the research I had to do on my own, is that the biosolids, dewatered municipal sewage from downstate and out-of-state, is going be coming to Moreau in huge quantities. … I don’t know how dangerous that is without somebody with expert advice providing guidance. But knowing that PFAS is as hazardous as it is, it warrants serious, serious consideration.” But Supervisor Todd Kusnierz applauded what he called the Planning Board’s thorough review of the Saratoga Biochar application. For many, their origins are rooted in Mexico and Central America. When asked about behavioral problems on the backstretch, Mrs. Chavez replies, “the problems with drugs and alcohol on the backstretch is not as broad as some people might think.” When they arise, she says, “we offer emotional support. We can refer them for rehab. The chaplaincy constantly works with other agencies by referring for theseWomenservices.”backstretch workers “come to us with issues they face that are unique to them,” Mrs. Chavez notes. Cultural “machismo” causes them to have to “fight for their rights.”

While the racetrack chaplains attend regularly scheduled seminars to assist them with their work, Mrs. Chavez and her counterparts are also regularly trained in all facets of management through on-going seminars. But, as both a person who “loves people” and as a minister, service is also a major part of her work on the backstretch.

Many of those women, according to Mrs. Chavez, “have left families and children back home and that triggers loneliness and sadness,” she says. To combat those problems, the chaplaincy is now able to offer programs for both women and men. She also points with pride to new programs offered for teenage girls and their newest program for young men and boys who are the children of backstretch workers. Earlier on in her association with the chaplaincy she started programs where “I brought in successful women—a doctor, a lawyer — who became role models. ‘I was born in Peru. I learned to speak English and now I’m a lawyer,’ one of them was able to say.”She further notes these selfhelp, self-esteem programs have seen their numbers stabilize at about 50. “But, they are not the same 50 women all the time,” she said. “The programs are self-generating” with women in the program bringing in new members. Success with the women’s programs has led to the formation of similar groups for teenage girls who are the daughters of backstretch workers. These groups are also member self-sustaining with some 25 middle and high schoolage girls currently enrolled. It might seem to a casual observer of the work that goes on at the chaplaincy that all of the self-improvement help would end up stealing backstretch workers away from the horses and into other industries and occupations. Mrs. Chavez refutes that point saying, “we tell them ‘you don’t have to be a hot walker the rest of your life.’ You can be a foreman, assistant trainer, a trainer, a jockey’s agent. There are jobs on the front side, as we call it, in administration at the NYRA.” With a staff of eight, general manager Karen Chavez stays very busy raising the funds needed to run the chaplaincy. She must also handle the myriad of organizational details crossing her desk every day. But, the spiritual and emotional well-being of others also gets a major share of her attention at Saratoga Recreation Hall — and everywhere else. Alex Orr Jr. is a longtime horse racing writer.

A significant contribution to the new exhibit was made by Jeff Baker, owner of Winslow’s Restaurant. For over 50 years, Jeff’s family has operated the restaurant begun by Harold and Tessie Clute, Jeff’s grandparents. For the exhibit, Jeff has provided his grandfather’s 1943 day journal, dog tags, military ribbon and small government issued travel Bible. Harold Clute was one of eight children. He enlisted when General Eisenhower announced the surrender of Italy. Harold sailed the dangerous Atlantic Ocean and wrote about the presence of German submarines. He landed in hot and arid North Africa and was later sent to Italy as a military policeman. In fact, the Street Railway Journal estimated that, in 1908, the park attracted 75,000-100,000 people and it was not unusual to have 3000 visitors on a typical Sunday. Very popular place. But, as the Schenectady Railway Company found out, running an amusement park was not an easy task. In 1927, the company decided to sell the land and get out of the amusement park business. Lots were sold until the 1950s by the Forest Park Association when the last ones passed on to new owners. The lake became primarily a residential haven for summer visitors and, as time went on, for year-round homeowners.But,Forest Park has remnants. The inn and the dining hall still exist, now as private homes. There are small reminders in trees and on buildings of the old amusement park days as well as one of the original outhouses which still stands. The building where Our Lady of Grace Church first held Catholic services for the Ballston Lake region was demolished but we know its location and its significance to the church community of the area. These “blasts from the past” are still visible and will be pointed out on a (sold out) tour of the grounds of Forest Park to be conducted on August 31.

Saratoga County History Forest Park Amusement Park Submitted by Rick Reynolds Rick Reynolds has been the Ballston Town Historian since 2004. He is a retired social studies teacher at Burnt Hills-Ballston Lake Middle school and is the author of the book “From Wilderness to Community: The Burnt Hills-Ballston Lake Central School District. Rick can be reached at rreynolds@townofballstonny.orgOnNovember 15, 1927, a civil engineer named R.E. Weber created a map that showed the boundaries of the then-famous Forest Park Amusement Park in Ballston Lake. The map was drawn so as to facilitate the sale of the entire property and make the area into individual parcels that people could buy. Thus ended the almost 25-year history of one of the most famous amusement parks in Saratoga County and began the process of opening up a large section of Ballston Lake to residential development.Ithadallstarted when the trolleys started running from Schenectady to Saratoga Springs and the owner of those trolleys, the Schenectady Railway Company, decided it was a good time to create a place of amusement for its employees. A trolley ride from Schenectady to Ballston Lake cost about $1.40 or less in the early days of the twentieth century and took only about 1 hour. This was by far the fastest way for people to get to Ballston Lake than ever before and the people of Schenectady were anxious to use the trolley to get there. The Railway Company, feeding on the desire of people at the time to pursue some leisure time activities, built a park, Forest Park, to satisfy those needs. A sign on the current-day bike path which sits in the path of the former trolley tracks rightly tell what it offered: “….. Forest Park, which was opened in 1904 by the Schenectady Railroad [sic] Company. Cottage or camp life, restful recreation, good boating and fishing, Sunday concerts, picnic grounds, dance pavilion, merry-go-round and a good room at the Inn.” The all-inclusive “resort” (of sorts) catered to the city slickers who wanted to get away from it all and travel out into the country, but it also provided a place of great entertainment and fun for the locals in the Ballston Lake region. Ice cream stands and other foods, boat trips out on the lake, trying to grab the brass ring on the merry-go-round ride, and swimming in the “crib,” a structure with a bottom and sides built so that people would not drown in the lake which was very deep in this section. Women would come dressed in their Victorian finery, especially when there were dances at the “casino.” (Of course, all women at that time had to wear far less revealing swimwear than women wear nowadays.) Boating out into the lake to then stop and have an alcoholic drink was one of the highlights of a visit to the park. It was only twenty-five cents for a ride on the Comanche or another of the many watercraft that would transport you on the lake. That is, until Prohibition hit and then the drinking had to end! The merry-go-round was one of a kind. Its handmade wooden horses each weighed about 300 pounds. Grabbing the high-hanging brass ring dangling from the upper part of the ride would net you a free ride (worth all of 5 cents!) if you showed the attendant that you had secured one. Wonder how many people actually grabbed those rings? That merry-go-round now sits in Congress Park in Saratoga, minus the original horses which became lost somewhere over time. Staying overnight at that time in history was a real treat especially for those who were not, by the standards of the time, wealthy. But, at Forest Park, you could rent a room in the Inn (the building still stands today!) or rent one of the many cottages that dotted the southern end of the lake. Of course, if your cottage was on the east side of the lake, opposite where the attractions were, you had to cross the “causeway,” a wooden bridge that connected the two sides of the lake and traversed the swampy area at the southern end of the lake. You can, today, still see where that causeway was located.News articles described many parties and events being held there. The Salvation Army used Forest Park as a “gathering place for poor mothers and children” in August, 1915. The

gambling disorder. The event will be held rain or shine at the Shenantaha Creek Park (Pavilion A) in Ballston Spa/Malta. Feast of St. Michael was celebrated in late Septem ber in Saratoga Springs’ Dublin neighborhood, which had started as an Irish enclave, then became home to Italian immigrants and African Americans, among others, and is now known as the Beekman Street Arts District.Asthe statue of Saint Michael was paraded down Beekman Street, people pinned money to him, which benefited the Principessa Elena Society, a community resource for newly arrived Americans that still exists today in the neighborhood. The “Festa” grew into a widely beloved celebration that embraced live music, plentiful cui sine at Dublin’s numerous Italian restaurants, and even fireworks on the outskirts of town. It ended in the 1970s, but was then revived annually from 1997 to 2001. The presentation is based on those interviews and includes priceless public and family photos ranging from the 1920s to the 1990s, and newspaper clippings going back to 1914.
