The town of Salem learned that when its village dissolved in Washington County in 2016. During the COVID-19 pandemic, Supervisor Evera Sue Clary said the state reduced their promised $134,000 by 20 percent. The state then returned about 15 percent of the money, but in a different fiscal year.
This time was different. Village voters signed and submitted a petition in May forcing a referendum on dissolution. With the busy summer season ahead, Blais said the village hired a consultant, LaBarge Group, at a cost of $27,500, to review and distribute information on what would happen with taxes and services, as well as the village debt and its reserves.According to the report prepared by LaBarge Group, village taxpayers could see between a 28 to 33 percent reduction in village taxes depending on a promised state tax credit that comes with village dissolution. However, Blais emphasized that the tax credit, which he said is now about $450,000 a year, is not guaranteed as “nothing is forever. You can’t count on that.” And he said, “Nothing is guaranteed by the Blaistown.”saidthe only thing guaranteed is the village, founded in 1902 and the size of .6-square miles, would be gone.
