Did You Receive an IRS Notice About Changes to Your Tax Return? CAPITAL DISTRICT The IRS has been sending “math error” notices to taxpayers. The notices list changes the IRS has made to the amount the taxpayers owe in tax or how much they will receive as a refund. If you receive this type of notice, it does not necessarily mean there was a math or computational error on your return. There are time limits to act if you think the notice is incorrect. So far this year, the IRS has sent about 11 million math error notices. This is many times more than in past years. The IRS sent most of these notices to taxpayers who filed a return seeking the Recovery Rebate Credit. Taxpayers claimed this Credit on their tax return if they did not receive the full amount

of the Covid-19 economic stimulus payments they believed they were entitled to. The IRS used these notices to advise taxpayers that it believed they were wrong and that all or part of their Recovery Rebate Credit was not allowed. If you receive a math error notice and do not agree with it, you have sixty days from the date on the notice to contact the IRS and let them know you disagree. The phone number to contact the IRS is provided in the notice. There are still limited things you can do even if you miss the deadline. Some math error notices the IRS sent taxpayers in early 2021 did not have any information about the sixty-day deadline. The IRS is therefore correcting that problem by issuing new math error notices that give the taxpayer a new sixty-day period to object. Please be aware that the notices may not say “math error” on them. If you have questions

about this or other income tax issues, the Legal Aid Society of Northeastern New York’s Low-Income Taxpayer Clinic (LITC) may be able to help. The Clinic’s services are free of charge. You can call the LASNNY Legal Line at (833) 628-0087 and ask for our LITC. The Clinic does not generally provide tax preparation services.

GOP ignores Saratoga Springs debate invites Conservative group's leader says League of Women Voters biased ByLINE: WENDY LIBERATORE

SARATOGA SPRINGS - Only one of the city's seven Republican candidates has responded to the nonprofit's request to participate in voter forums. Co-chair of the League of Women Voters' Voter Services Committee Charlotte Druschel said that with the exception of incumbent Commissioner of Public Works Anthony "Skip" Scirocco, all other Republican candidates have missed her Sept. 9 deadline to schedule forums. The events are an October tradition leading up to November's elections that are meant to educate voters on issues and candidate positions. Thus far, Druschel said she only heard from Scirocco, Democratic and the independent candidates.

"Obviously, this is of concern," Druschel said. "What we tried to do in the forums is have all the candidates who are running there, so they all answer the same questions and the voters can decide. ... If you don't get all the candidates that kind of defeats the purpose." Enthusiasm for the League's forums appeared to diminish after the Upstate Conservative Coalition did some research on the organization's membership, finding that most of its members are Democrats. The UCC shared its research with some people associated with Republicans, and their response, according to UCC Political Director David Buchyn, was "holy mackerel!" "The League of Women Voters claims to be a neutral bipartisan organization," Buchyn said. "They are anything but. Their advocacy for left-wing causes is well-known. Locally, their organization consists of 95-plus percent Democrats. They are not a diverse organization. They

are biased against conservative causes as can be seen by public advocacy." Locally, the Saratoga County League has advocated for charter change in the city. Under the group's current charter, its legislative and executive branches are one. It also hosts voter registration drives and talks on democracy. The League has never endorsed a candidate or a party, Druschel said, Republican Committee Chair Chris Obstarczyk did not respond to a Times Union request for comment on why GOP candidates are balking at forums. Nor did GOP chairs in Malta and Milton, where Druschel has only heard from Democrats and independent candidates who are willing to participate in forums. GOP committee chairs Ted Willette in Malta and David Karpinski in Milton have also not returned phone calls on the matter. The Republican rejection of the league's Please see FORUMS 18

Coalition presses to link bike lanes Organizations ask council to connect as singular network ByLINE: WENDY LIBERATORE

SARATOGA SPRINGS - There is a sign on Excelsior Avenue that Ed Lindner wants to see removed. "Bike lane ends." But uprooting the sign means the city will have to fulfill the promise of its Complete Streets Plan -- a continuous loop of bike lanes in and around the city. Thus on Tuesday, his group, Bikeatoga, with a coalition of the city's most prominent businesses, organizations and nonprofits, will present a joint resolution to the City Council, asking leaders to commit to making room for the bike lanes within the next three years, linking and expanding the current strips of disjoined byways. "We do have bike lanes, but what we need to do is connect them into a network so we can ride ... and have a safe transportation all along the trip," said Lindner,

who is the advocacy chair of Bikeatoga. "We would like to raise the profile and elevate it in terms of the city's priorities." The yet-to-be realized Complete Streets Plan is something city leaders have discussed since 2012, adopting a formal 202-page outline in 2016. In addition to bike lanes, it includes access to pedestrian walkways, trails and public transportation with an eye toward being compliant with the Americans with Disabilities Act. It's something, Linder said, many Saratogians want. "Cycling cuts across a lot of communities," Lindner said. "It promotes a healthy lifestyle, so the (Saratoga) hospital and (Saratoga Regional) Y(MCA) want bike lanes to see people out there getting exercise. It's certainly part of the city's sustainability commitment. The (Saratoga Springs Public) library, Sustainable Saratoga, Saratoga PLAN are always looking for ways to make Saratoga a greener city." He also said lanes are key for those who don't have a car and must ride to work or

to run errands. Thus such groups as LifeWorks Community Action, the Franklin Community Center, Catholic Charities of Saratoga, Warren and Washington counties, the Backstretch Employees Service Team and the Please see BIKES 18

The man was arrested at 10:45 a.m. Thursday in the 200 Block of Sherman Street between Robin Street and North Lake Avenue. The arrest was made following an investigation by detectives from the Albany Police Department's Community Response Unit, police said in a news release. Man facing drugs, weapons charges

ALBANY -- A man was being treated for a gunshot wound to the leg Friday morning, police said. Staff at Albany Medical Center Hospital called police at 2:20 a.m. after a 46-year-old victim arrived with a gunshot wound to the leg. Police said they determined the man was shot while he was on Quail Street between Bradford and West streets. His injuries are not considered life-threatening. The shooting happened just hours after another man was shot in the leg Thursday night. Officers found a 53-year-old man wounded at 8:30 p.m. in the vicinity of Sherman and Robin streets. Police said the man was treated at the scene by emergency medics and then taken to the Albany Med with "non-life-threatening injuries." Mike Goodwin

An Albany man was arrested in Newburgh Tuesday night after State Police said they found he had cocaine and a stolen, loaded pistol during a traffic stop. A State Police news release said troopers pulled over the 38-year-old man around 10:25 p.m. on I-87 in Newburgh for "multiple vehicle and traffic violations." The troopers established probable cause to search the man's vehicle, which led them to discover approximately 31 grams of cocaine, a Smith and Wesson M&P pistol loaded with seven rounds of ammunition and extra ammunition in a bag, according to the news release. The news release did not say how the troopers were able to establish probable cause. Police said they learned the gun was stolen through further investigation and confirmed it with the Lamar County Sheriff's Office in Barnesville, Ga. Troopers arrested the man and transported him

Home Made Theater Announces a Change of Venue for the 2021 and 2022 Performance Season SARATOGA SPRINGS - Home Made Theater, the popular Saratoga Springs community theater company, announces an exciting change of venue for the 2021-2022 season. Beginning with the upcoming production of Almost, Maine, opening on September 24th, all performances will be held at Saratoga Arts in the Dee Sarno Theater located at 320 Broadway in Saratoga. Home Made Theater has had a long and loyal run at the Spa Little Theater in the State Park. Since the beautiful and historic landmark became its home stage in 1986, Home Made

Theater has performed nearly 200 productions at Spa Little Theater. However, the age of the building presents COVIDera challenges that cannot be overcome in time to ensure that patrons, casts, crew, and volunteers are kept safe. The pandemic has created many obstacles for the arts over the past eighteen months. Pivoting and innovating is critical

to Home Made Theater’s commitment of continuing to bring community theater to the community. While COVID has presented hardships, it has also fostered changes that encourage collaboration and celebration. Home Made Theater will stage five performances in the Dee Sarno Theater at Saratoga Arts between September 24th, 2021, and June 19th, 2022.

An “off-Broadway” site at the Wilton Mall will provide the additional space and necessary accommodations for rehearsals, a scene workshop, and storage. (Stay tuned for information about an Open House.) For more details and to purchase tickets for upcoming performances visit: https://homemadetheater.org/

Home Solutions How to create a sunroom As fall inches closer to winter, it’s not uncommon for people to look to the coming cold with a degree of lament. Spring, summer and fall provide ample opportunities to enjoy the great outdoors, but such chances are few and far between once the winter freeze settles in. Though winter might compel the masses to huddle up inside, there’s still a way to take in the great outdoors on cold winter days and nights. It might not prove an exact substitute for summer nights around the firepit, but a sunroom affords homeowners a chance to marvel at snowy winter landscapes without venturing out into the cold. Sometimes referred to as “all-season rooms,” sunrooms can make for a great retreat on quiet summer mornings or crisp autumn afternoons. Sunrooms can be treated as blank canvasses, which makes decorating them more fun. But a few tricks of the trade can help homeowners turn their blank canvasses into welcoming spaces to take in all that nature has to offer throughout the year.

The Guide to Your Best Lived Home.

• Define the purpose. The experts at Better Homes & Gardens recommend homeowners decide how they want to use the sunroom before they begin decorating it. When the weather gets too chilly to dine outside, will the sunroom serve as an alternative dining space in the same way patios and decks do during the warm weather? Or do homeowners want to turn their sunrooms into reading rooms? Though it’s possible to make sunrooms multipurpose spaces, it may be hard to create a relaxing vibe in rooms that are too crowded with furnishings or too busy. Defining how the space will be used also makes it easier when shopping for furnishings. • Define when the room will be used. In addition to defining how the room will be used, homeowners should give ample consideration to when the room will be used. A year-round sunroom will need to be heated, while a three-season sunroom likely won’t require heating. Cooling might be a concern on hot summer afternoons, but many homeowners will likely spend such days outside anyway, so cooling the room may be as simple as installing a ceiling fan and ensuring windows can be opened to let fresh air in. Homeowners who want a year-round sunroom should install insulated glass to keep the room even warmer when the mercury dips. • Opt for bright colors. Bright colors can make sunrooms feel all the more inviting and make for a perfect match with all the natural light already in the room. The renovation experts at HGTV note that white walls and ceilings can maximize the warm illumination of the natural light that will be pouring in from the floor-to-ceiling windows. Better Homes & Gardens adds that brightly colored cushions, pillows and area rugs with similarly hued colors and patterns can add visual interest and texture to a sunroom.

APITAL RE

EC

’21

• Make use of a view. Homeowners needn’t direct too much of their focus on decor if their sunrooms come with a view. Art on the walls and other decorative items around the room are less important if a sunroom affords a view of the ocean or a lake or dense woods that attract local wildlife. In rooms with a view, arrange furniture so residents and guests can comfortably look outward and take in all the surround landscape has to offer. Sunrooms are a great place to take in nature no matter the weather.

How to maintain hardwood floors Hardwood floors have long been sought after by home buyers. In its 2019 “Remodeling Impact Report,” the National Association of Realtors® revealed that new wood flooring was the fourth most popular project to attract buyers. Of course, hardwood floors aren’t just for buyers. Homeowners who already have hardwood floors know just how impressive these floors can be, especially when they’re well maintained. Maintaining wood floors is not necessarily as straightforward as it may seem, and homeowners may benefit from a tutorial on how too keep the floors under their feet looking good.

To polish or not to polish?

The Guide to Your Best Lived Home.

Floors with waterproof barriers such as urethane will benefit from routine polishing. However, floors with penetrating finishes like tung oil will need to be waxed rather than polished.

What finish is on the floor?

The Hardwood Distributor’s Association recommends a simple way for homeowners to determine which type of finish is on their hardwood floors. Homeowners are advised to rub a finger across the floor. If no smudge appears, then the floor is surface sealed. If a smudge is created, then the floor has been treated with a penetrating seal. The HDA also notes that recently installed wood floors are likely surface sealed.

How often should floors be polished or waxed?

Wood flooring professionals recommend polishing floors that can be polished once every few months. Waxing wood floors does not need to be done as frequently, and most can benefit from a fresh coat of wax every 12 to 18 months. What can I do on a daily basis? Schedule Your Summer Some simple tricks and daily maintenance can help Projects Today wood floors maintain their impressive look. • Utilize floor mats. The HDA notes that floor mats 518-588-3581 near entryways can reduce the time it takes to clean 14 YEARS IN BUSINESS hardwood floors and reduce the wear and tear they For example, tiny particles like dirt can scratch DESIGN, INSTALL & MAINTAIN endure. the floor and contribute to the kind of minor damage that adds up to significant scarring over time. Floor mats near • Landscaping • Patios • Retaining Walls entryways ensures that most of that dirt never makes it • Tree Installation • Lawn Care • Grading to the wood floors. • Hydroseeding • Shrub Trimming • Vacuum without a beater bar. Some vacuums contain beater bars, which are designed to pick up human hair, WWW.PAULSLAWNSERVICENY.COM dog hair and other things that conventional vacuums may not be able to pick up. The HDA advises vacuuming without the beater bar, as it can contribute to small scratches in the floor. Sweeping with a high-quality broom or Commercial & Residential Cleaning

Polishing floors is an inexpensive way to keep them looking good. But the home improvement experts at BobVila.com note that not all floors can be polished, and determining which ones can depends on the finish.

microfiber cloth is another way to pick up dirt without damaging floors. • Use manufacturer-recommended cleaning products. Local home improvement stores sell a host of hardwood floor cleaning products, but the HDA notes that many flooring manufacturers now sell their own hardwood floor cleaners designed specifically for their floors. These products are likely homeowners’ best bets. Homeowners who can’t find them can seek recommendations from a local flooring retailer. Hardwood floors are attractive for many reasons. And they look even more stunning, and last much longer, when homeowners make an effort to maintain them. Homeowners with septic systems should make tending to those systems part of their routine home maintenance.

Fresh veggies are not exclusive to spring and summer

Spring and summer may be the seasons most often associated with gardening. But people who love to grow their own vegetables can do so even when the weather outside is frightful. Various vegetables thrive in cool temperatures. The home and garden experts at HGTV note that some winter vegetables are hardy. That means they can handle frosts in temperatures as low as 25 F without being damaged. Others are even sturdier in the face of all that winter can throw at them, capable of tolerating temperatures that dip into the high teens. Growing vegetables in winter requires a different approach than growing in spring and summer, as gardeners must be ready to prevent damage from frost if temperatures get especially chilly. Each year at the Gala, Crossroads Center for Children chooses to honor someone with the “Connecting the Community Award” in gratitude for their help over the past year, which is always a meaningful and challenging review, as the center truly appreciates the contribution of everyone in the Crossroads community. This year, both Capital District Physicians Health Plan, (CDPHP) and the CAP COM Community Foundation were chosen. “This year, though, we have two honorees, and both were easy selections for their assistance not only to Crossroads but to others in our community” said Young. In fact, that is the nature of this award – “Connecting the Community Award”. FORUMS

forums is not countywide. Druschel said the Clifton Park GOP is considering participating in a forum with all of its CONTINUED FROM 3 candidates. She also said some Republicans in Waterford have answered the league's inquiry on forums. Druschel said that the league does its best to ensure that the debates, currently hosted on Zoom, are fair. The questions, from the audience, are screened by the league membership to combine similar questions and eliminate those that attack candidates. Each candidate is given two minutes to introduce themselves, one and a half minutes to answer questions and a one-minute closing statement. Each candidate is also given a red card that can be used once or twice, depending on the number of candidates, to either rebut or elaborate on an answer. "The whole point of the forum is to have a civilized and reasonable presentation of people's ideas," Druschel said. "There is no name calling. We don't allow personal questions either. We try to keep it a reasonable event. We have been quite successful." While most of the Republican candidates have missed the deadline to schedule a forum, she said that the league is willing to still plan forums with candidates who come forward soon. With or without Republicans, she said they will host the forums with Democrats and their independent challengers. Buchyn said he's all for debates, but that the league needs to be transparent about who its members are. "They are anything but unbiased," he said. "They are an elderly white women organization." As for the charge of being biased, Druschel said everyone is. "We all have our opinions on things," Druschel said. "If you want to say having an opinion makes you biased, then yes. "But I like to think we can rise above that and still provide a reasonable forum. We have worked over the years and developed a format that provides everyone with equal opportunity."

BIKES CONTINUED FROM 3

Saratoga Springs Housing Authority have joined the push to make bikeways a priority. "The low-income community is disparately impacted by the inequity of safe transportation options," said Lifeworks Executive Director Jo Anne Hume. "An investment in bike infrastructure is an investment in all our community members, particularly impacting those that ride out of economic necessity." Skidmore College has also united with Bikeatoga, indicating in a letter to city leaders that it has a bike share program in which 600 students participate each academic year, with 200 riders every summer. "Many of our students do not have driver's licenses and they rely on bicycles, walking, and public transportation in order to buy groceries, run errands, and visit local businesses and restaurants," Dean of Faculty Michael Orr wrote. "Investing in bike lanes and signage will make streets safer not only for the Skidmore community but all members of the Saratoga Springs community." Disability advocate Darlene McGraw, who cannot drive and rides a trike, has called frequently for the city to fully implement its Complete Street Plan, too. Commissioner of Finance Michele Madigan, who will include Lindner's presentation on the lanes at Tuesday's meeting, said she cannot predict if the council will agree to Bikeatoga's resolution. However, she believes the council will be receptive. "We have money already allocated for bike lane and Complete Street projects in the capital budget, about $230,000 and another $100,000 was authorized this year in the mayor's capital budget," Madigan wrote. "I've never gone out to bond on these funds. ... Funding is available." Currently the city has bike lanes on

The bike lane on Excelsior Avenue in Saratoga starts at this intersection with Marion Avenue and ends about a quarter mile down the road on East Avenue.

North Broadway, a portion of Lake Avenue, two blocks of Excelsior Avenue and Geyser Road. Lindner would like to see bike lanes on Union Avenue, stretching from Congress Park to Saratoga Lake, as one of the first to be striped. He said the state Department of Transportation and Assemblywoman Carrie Woerner are assisting to get this done. Ultimately, he said, he will need the backing of the Commissioner of Public Safety Robin Dalton, who is running for mayor, and her successor, as her department drives approval for bike lanes. Dalton said she and her department want to advance Complete Streets "for a greener, safer Saratoga." "We look forward to creating streets designed and operated to enable safe use and support mobility for all users for generations to come," she said. Lindner said the city "needs to move forward" and hopes that the next City Council will be open to the investment. "We will have a new council in January so we will have to work with that council to get things done," Lindner said. "I'm hopeful that we will set a tone on Tuesday, that there will be a general agreement to move forward and that money will be put in the budget in 2022."

Catholic Charities Announces Dates for 2021 Saratoga Festival of Trees Event! SARATOGA SPRINGS - Catholic Charities of Saratoga, Warren and Washington Counties invites the local community to mark their calendars for the 26th annual holiday event fundraiser – The Festival of Trees, on Wednesday, December 1 through Sunday, December 5 at the Saratoga Springs City Center. The Festival will showcase beautifully decorated trees, wreaths, centerpieces and other holiday items for purchase, with proceeds benefiting the programs of Catholic Charities in the tri-county region. Because so many hands go into the making of the festival, this year the Catholic Charities organization is extending an early call to the community for tree sponsors, decora-

tors and event volunteers. Each year over 300 volunteers donate their time and talents to ensure the Festival’s success. Their support helps to raise funds to enable services provided to over 5000 individuals each year. The local community has, for 25 years, generously supported this wondrous holiday event, and the staff and Board are once again counting on their assistance to ensure Festival 2021’s success. Founded in 1975, Catholic Charities has provided a wide array of services to tri-county residents regardless of race, creed or lifestyle, with special emphasis on the economically poor and the vulnerable. Details for the year’s Festival will be available in early September. For more information, call 518-587-5000. tJcrcumprTgsHdTnn FQhaAk3DmT35kxzTfzR

History Center Creates Annual Public History Award BALLSTON SPA - The Saratoga County History Center is pleased to

announce the creation of an annual award to be presented to an individual (or organization) in the greater Saratoga region who engages in outstanding work in teaching, writing, cataloging, or preserving history. There are many individuals and associations in the greater Capital District who devote endless hours and dollars to the preservation or dissemination of local, regional, and national histories. Too often, their work goes unnoticed or unrecognized by the general public. The Saratoga County Public History Award seeks to raise awareness of their efforts and provide much-needed positive reinforcement to their selfless work. The Herculean task of preserving the past rests on the tireless shoulders of our many history practitioners, and it is high time we celebrate their achievements. The first annual Public

History Award will be selected by a committee of esteemed professionals, including Ronald Schorpp, social studies department chair at Saratoga Springs High School; Lisa Kissinger, social studies academic administrator for Shenendehowa CSD; Heather Mazurowski, social studies department chair at Ballston Spa High School; Heidi Hill, Historic Site Manager at the Schuyler Mansion State Historic Site; Samantha Bosshart, Executive Director of the Saratoga Springs Preservation Foundation; and Isobel Connell, trustee of the Saratoga County History Center. The committee will be chaired by Michael Landis, Ph.D., trustee of the Saratoga County History Center. Committee members are pleased to accept nominations from the public. Please send all nominations (with explanation and contact information) to mlandis@brooksidemu-

seum.org. Nominations must be submitted by the end of September 2021. The committee will make a final decision in November, and the award will be presented at a public event at Brookside Museum in December. The Saratoga County History Center is dedicated to preserving and sharing the diverse histories of Saratoga County. In addition to the venerable Brookside Museum, the History Center offers a wide variety of innovative, exciting, and educational programming online, including the popular “Experts Next Door” virtual speaker series. Please visit the website (www. brooksidemuseum.org) and social media accounts (@SaratogaCoHistory) for news and announcements.
