Did You Receive an IRS Notice About Changes to Your Tax Return? CAPITAL DISTRICT The IRS has been sending “math error” notices to taxpayers. The notices list changes the IRS has made to the amount the taxpayers owe in tax or how much they will receive as a refund. If you receive this type of notice, it does not necessarily mean there was a math or computational error on your return. There are time limits to act if you think the notice is incorrect. So far this year, the IRS has sent about 11 million math error notices. This is many times more than in past years. The IRS sent most of these notices to taxpayers who filed a return seeking the Recovery Rebate Credit. Taxpayers claimed this Credit on their tax return if they did not receive the full amount

of the Covid-19 economic stimulus payments they believed they were entitled to. The IRS used these notices to advise taxpayers that it believed they were wrong and that all or part of their Recovery Rebate Credit was not allowed. If you receive a math error notice and do not agree with it, you have sixty days from the date on the notice to contact the IRS and let them know you disagree. The phone number to contact the IRS is provided in the notice. There are still limited things you can do even if you miss the deadline. Some math error notices the IRS sent taxpayers in early 2021 did not have any information about the sixty-day deadline. The IRS is therefore correcting that problem by issuing new math error notices that give the taxpayer a new sixty-day period to object. Please be aware that the notices may not say “math error” on them. If you have questions

about this or other income tax issues, the Legal Aid Society of Northeastern New York’s Low-Income Taxpayer Clinic (LITC) may be able to help. The Clinic’s services are free of charge. GOP ignores Saratoga Springs debate invites Conservative group's leader says League of Women Voters biased ByLINE: WENDY LIBERATORE

SARATOGA SPRINGS - Only one of the city's seven Republican candidates has responded to the nonprofit's request to participate in voter forums. Co-chair of the League of Women Voters' Voter Services Committee Charlotte Druschel said that with the exception of incumbent Commissioner of Public Works Anthony "Skip" Scirocco, all other Republican candidates have missed her Sept. 9 deadline to schedule forums. The events are an October tradition leading up to November's elections that are meant to educate voters on issues and candidate positions. Thus far, Druschel said she only heard from Scirocco, Democratic and the independent candidates.

"Obviously, this is of concern," Druschel said. "What we tried to do in the forums is have all the candidates who are running there, so they all answer the same questions and the voters can decide. ... If you don't get all the candidates that kind of defeats the purpose." Enthusiasm for the League's forums appeared to diminish after the Upstate Conservative Coalition did some research on the organization's membership, finding that most of its members are Democrats. The UCC shared its research with some people associated with Republicans, and their response, according to UCC Political Director David Buchyn, was "holy mackerel!" "The League of Women Voters claims to be a neutral bipartisan organization," Buchyn said. "They are anything but. Their advocacy for left-wing causes is well-known. Locally, their organization consists of 95-plus percent Democrats. They are not a diverse organization. They

are biased against conservative causes as can be seen by public advocacy." Locally, the Saratoga County League has advocated for charter change in the city. Under the group's current charter, its legislative and executive branches are one. It also hosts voter registration drives and talks on democracy. The League has never endorsed a candidate or a party, Druschel said, Republican Committee Chair Chris Obstarczyk did not respond to a Times Union request for comment on why GOP candidates are balking at forums. Nor did GOP chairs in Malta and Milton, where Druschel has only heard from Democrats and independent candidates who are willing to participate in forums. Coalition presses to link bike lanes Organizations ask council to connect as singular network ByLINE: WENDY LIBERATORE

SARATOGA SPRINGS - There is a sign on Excelsior Avenue that Ed Lindner wants to see removed. "Bike lane ends." But uprooting the sign means the city will have to fulfill the promise of its Complete Streets Plan -- a continuous loop of bike lanes in and around the city. Thus on Tuesday, his group, Bikeatoga, with a coalition of the city's most prominent businesses, organizations and nonprofits, will present a joint resolution to the City Council, asking leaders to commit to making room for the bike lanes within the next three years, linking and expanding the current strips of disjoined byways. "We do have bike lanes, but what we need to do is connect them into a network so we can ride ... and have a safe transportation all along the trip," said Lindner,

who is the advocacy chair of Bikeatoga. "We would like to raise the profile and elevate it in terms of the city's priorities." The yet-to-be realized Complete Streets Plan is something city leaders have discussed since 2012, adopting a formal 202-page outline in 2016. In addition to bike lanes, it includes access to pedestrian walkways, trails and public transportation with an eye toward being compliant with the Americans with Disabilities Act. It's something, Linder said, many Saratogians want. "Cycling cuts across a lot of communities," Lindner said. "It promotes a healthy lifestyle, so the (Saratoga) hospital and (Saratoga Regional) Y(MCA) want bike lanes to see people out there getting exercise. It's certainly part of the city's sustainability commitment. The (Saratoga Springs Public) library, Sustainable Saratoga, Saratoga PLAN are always looking for ways to make Saratoga a greener city." He also said lanes are key for those who don't have a car and must ride to work or

COPS, COURTS AND FIRE CALLS Man faces drug and weapon charges ALBANY -- A 29-yearold city man was arrested Thursday on Sherman Street while holding cocaine in both of his hands and carrying a bag with a 9mm pistol in it, city police said Friday. The man was arrested at 10:45 a.m. Thursday in the 200 Block of Sherman Street between Robin Street and North Lake Avenue. The arrest was made following an investigation by detectives from the Albany Police Department's Community Response Unit, police said in a news release. He was charged with second-degree criminal possession of a weapon, third-degree criminal possession of a weapon and seventh-degree possession of a controlled substance. The man was also

arrested on an Albany City Criminal Court bench warrant issued April 23 for failure to appear on previous arrests. He was arraigned in Albany Criminal Court and sent to the Albany County Jail. Kenneth C. Crowe II

Teen charged in July gunfire case ALBANY -- An 18-yearold city man was charged Friday in connection with a shots fired incident in July on Orange Street, police said. The man was charged with first-degree reckless endangerment and second-degree criminal possession of a weapon related to a report of shots fired at 11:40 p.m. July 26 in the vicinity of Orange and Robin streets. Responding officers found evidence consistent with gunshots. No injuries were reported at the time. The suspect was arraigned in Albany City Criminal Court Friday. Kenneth C. Crowe II

ALBANY -- A man was being treated for a gunshot wound to the leg Friday morning, police said. Staff at Albany Medical Center Hospital called police at 2:20 a.m. after a 46-year-old victim arrived with a gunshot wound to the leg. Police said they determined the man was shot while he was on Quail Street between Bradford and West streets. His injuries are not considered life-threatening. The shooting happened just hours after another man was shot in the leg Thursday night. Officers found a 53-year-old man wounded at 8:30 p.m. in the vicinity of Sherman and Robin streets. Police said the man was treated at the scene by emergency medics and then taken to the Albany Med with "non-life-threatening injuries." Mike Goodwin

An Albany man was arrested in Newburgh Tuesday night after State Police said they found he had cocaine and a stolen, loaded pistol during a traffic stop. A State Police news release said troopers pulled over the 38-year-old man around 10:25 p.m. on I-87 in Newburgh for "multiple vehicle and traffic violations." The troopers established probable cause to search the man's vehicle, which led them to discover approximately 31 grams of cocaine, a Smith and Wesson M&P pistol loaded with seven rounds of ammunition and extra ammunition in a bag, according to the news release. The news release did not say how the troopers were able to establish probable cause. Police said they learned the gun was stolen through further investigation and confirmed it with the Lamar County Sheriff's Office in Barnesville, Ga. Troopers arrested the man and transported him

ALBANY -- A 26-yearold city man has been charged in a shots fired incident that occurred in May on Grand street, police said Friday. Executive Director Samantha Bosshart will lead a tour of the rich history and architecture of not only the front side of the track, but also the backside, the areas not everyone is able to see. Guests will travel by tram, compliments of the New York Racing Association, to see the buildings that the public is most familiar with – the Grandstand, Clubhouse, Saddling Shed, and the 1863 Club – as well as the areas that public

SARATOGA COUNTY Saratoga County 4-H will be hosting a Fishing Derby for youth of military families on Saturday, September 25th from 10:00am2:00pm The FREE event will take place at the 4-H Training Center on Middleline Rd. in Ballston Spa. Youth participants will receive a free fishing pole, and youth and families will receive tee-shirts. Lunch will also be provided to all participants. “4-H has a long tradition of working with military families. The “Operation Military Kids” program when it existed was a great program. These families sacrifice so much for us, and any little thing that we can do in return for them is special”…said 4-H Issue Leader, Greg Stevens. This event is put on with support from the New York State Conservation Officer Association, Avery’s Trout Hatchery, and Wiggly Worm Bait Supply. Space is limited to 50 youth plus their families. Autumn Sunday Strolls SARATOGA SPRINGS - Autumn Sunday Strolls include tours of mail-order houses of the east side on October 3, the return of Pups for Preservation on October 17 where dogs and their humans stroll North Broadway, and the Gut neighborhood on October 24. All Sunday morning tours last approximately 90 minutes and require walking and standing on varied terrain. The cost per tour is $15 for SSPF members and $20 for non-members. She also said some Republicans in Waterford have answered the league's inquiry on forums. Druschel said that the league does its best to ensure that the debates, currently hosted on Zoom, are fair. The questions, from the audience, are screened by the league membership to combine similar questions and eliminate those that attack candidates. Each candidate is given two minutes to introduce themselves, one and a half minutes to answer questions and a one-minute closing statement. Each candidate is also given a red card that can be used once or twice, depending on the number of candidates, to either rebut or elaborate on an answer. "The whole point of the forum is to have a civilized and reasonable presentation of people's ideas," Druschel said. "There is no name calling. We don't allow personal questions either. We try to keep it a reasonable event. We have been quite successful." While most of the Republican candidates have missed the deadline to schedule a forum, she said that the league is willing to still plan forums with candidates who come forward soon. With or without Republicans, she said they will host the forums with Democrats and their independent challengers. Buchyn said he's all for debates, but that the league needs to be transparent about who its members are. "They are anything but unbiased," he said. "They are an elderly white women organization." As for the charge of being biased, Druschel said everyone is. "We all have our opinions on things," Druschel said. "If you want to say having an opinion makes you biased, then yes. "But I like to think we can rise above that and still provide a reasonable forum. We have worked over the years and developed a format that provides everyone with equal opportunity."

Saratoga Springs Housing Authority have joined the push to make bikeways a priority. "The low-income community is disparately impacted by the inequity of safe transportation options," said Lifeworks Executive Director Jo Anne Hume. "An investment in bike infrastructure is an investment in all our community members, particularly impacting those that ride out of economic necessity." Skidmore College has also united with Bikeatoga, indicating in a letter to city leaders that it has a bike share program in which 600 students participate each academic year, with 200 riders every summer. "Many of our students do not have driver's licenses and they rely on bicycles, walking, and public transportation in order to buy groceries, run errands, and visit local businesses and restaurants," Dean of Faculty Michael Orr wrote. "Investing in bike lanes and signage will make streets safer not only for the Skidmore community but all members of the Saratoga Springs community." Disability advocate Darlene McGraw, who cannot drive and rides a trike, has called frequently for the city to fully implement its Complete Street Plan, too. Commissioner of Finance Michele Madigan, who will include Lindner's presentation on the lanes at Tuesday's meeting, said she cannot predict if the council will agree to Bikeatoga's resolution. However, she believes the council will be receptive. "We have money already allocated for bike lane and Complete Street projects in the capital budget, about $230,000 and another $100,000 was authorized this year in the mayor's capital budget," Madigan wrote. "I've never gone out to bond on these funds. ... Funding is available." Currently the city has bike lanes on

Catholic Charities Announces Dates for 2021 Saratoga Festival of Trees Event! SARATOGA SPRINGS - Catholic Charities of Saratoga, Warren and Washington Counties invites the local community to mark their calendars for the 26th annual holiday event fundraiser – The Festival of Trees, on Wednesday, December 1 through Sunday, December 5 at the Saratoga Springs City Center. The Festival will showcase beautifully decorated trees, wreaths, centerpieces and other holiday items for purchase, with proceeds benefiting the programs of Catholic Charities in the tri-county region. Because so many hands go into the making of the festival, this year the Catholic Charities organization is extending an early call to the community for tree sponsors, decora-

tors and event volunteers. Each year over 300 volunteers donate their time and talents to ensure the Festival’s success. Their support helps to raise funds to enable services provided to over 5000 individuals each year. History Center Creates Annual Public History Award BALLSTON SPA - The Saratoga County History Center is pleased to

announce the creation of an annual award to be presented to an individual (or organization) in the greater Saratoga region who engages in outstanding work in teaching, writing, cataloging, or preserving history. There are many individuals and associations in the greater Capital District who devote endless hours and dollars to the preservation or dissemination of local, regional, and national histories. Too often, their work goes unnoticed or unrecognized by the general public. The Saratoga County Public History Award seeks to raise awareness of their efforts and provide much-needed positive reinforcement to their selfless work. The Herculean task of preserving the past rests on the tireless shoulders of our many history practitioners, and it is high time we celebrate their achievements. The first annual Public

History Award will be selected by a committee of esteemed professionals, including Ronald Schorpp, social studies department chair at Saratoga Springs High School; Lisa Kissinger, social studies academic administrator for Shenendehowa CSD; Heather Mazurowski, social studies department chair at Ballston Spa High School; Heidi Hill, Historic Site Manager at the Schuyler Mansion State Historic Site; Samantha Bosshart, Executive Director of the Saratoga Springs Preservation Foundation; and Isobel Connell, trustee of the Saratoga County History Center.
