Catholic Charities Announces Dates for 2021 Saratoga Festival of Trees Event! SARATOGA SPRINGS - Catholic Charities of Saratoga, Warren and Washington Counties invites the local community to mark their calendars for the 26th annual holiday event fundraiser – The Festival of Trees, on Wednesday, December 1 through Sunday, December 5 at the Saratoga Springs City Center. The Festival will showcase beautifully decorated trees, wreaths, centerpieces and other holiday items for purchase, with proceeds benefiting the programs of Catholic Charities in the tri-county region. Because so many hands go into the making of the festival, this year the Catholic Charities organization is extending an early call to the community for tree sponsors, decorators and event volunteers. Each year over 300 volunteers donate their time and talents to ensure the Festival’s success. Their support helps to raise funds to enable services provided to over 5000 individuals each year. The local community has, for 25 years, generously supported this wondrous holiday event, and the staff and Board are once again counting on their assistance to ensure Festival 2021’s success. Founded in 1975, Catholic Charities has provided a wide array of services to tri-county residents regardless of race, creed or lifestyle, with special emphasis on the economically poor and the vulnerable. Details for the year’s Festival will be available in early September. For more information, call 518-587-5000.

Tribute to a four-legged officer Jupiter, who patrolled with Saratoga Springs police, dies at age 26 ByLINE: KATHLEEN MOORE

SARATOGA SPRINGS - Jo Jo Geronimo couldn't race well enough for a career at the Saratoga harness track. But his sheer presence could bring a mob of drunken fighters to a halt. Jo Jo became Jupiter in 2003, and for more than 12 years he patrolled downtown Saratoga Springs and controlled after-midnight crowds. He died last week of natural causes at age 26. His retirement was colored by a dedication and love that eclipsed his police work. One of the officers who rode him, Aaron Moore, adopted him. And when Moore could no longer care for him, he found a neighbor who could. It was a labor of love for a special horse. "He was fantastic. He was one of the best," Moore said. "He was such an intelligent horse." Jupiter is one of the reasons why Saratoga Springs still has a mounted division. When Jupiter joined the force, horses in the city were still largely a public relations tool.

Then one night a large fight broke out outside a bar downtown. Police tried to break it up, but the drunken fighters wouldn't stop. Officer Glenn Barrett galloped through the crowd on Jupiter, bending down to lift two of them into the air to remove them from the fight. One person told Barrett that he was so shocked to see a horse above him that he just held still and did whatever Barrett told him to do. "It's phenomenal crowd control," Barrett said. "Having a horse is like having an extra five officers on the ground. If I'm on Caroline Street I can almost see things before they occur and I just ride up there. People get the opportunity to just walk away." With a horse, the officer is about 11 feet tall. "It's a presence," Barrett said. Jupiter joined the force before he knew how to carry a human on his back. He had never been broken to a saddle -- he had raced pulling a sulky, a small cart. He won three races before persistent tendon issues ended his racing career. In police training, he was paired with Bar-

All in the family Horses, garlic common bonds for Saratoga clan ByLINE: PAM ABRAMS

Have you heard the one about the horse trainer-turned-garlic farmer who describes himself as an amateur ornithologist? There's no punchline, but the guy with the unique resumé does have a good story to tell. I first began to hear it when I met Bill Higgins at The Brook Tavern in Saratoga Springs a few years back. From the barstool next to us, Bill told my husband, Paul, about his twin passions: horse racing and garlic. "Meet my wife!" Paul said, and as a racing fan and all-around foodie, I

was charmed to make his acquaintance. Turns out Bill charms most people he meets, and in a genuine way. He's smart (Cornell grad), humble (ask anyone who knows him) and full of racetrack tales going back to his days as an exercise rider, including one morning when he found himself breezing a horse next to legendary jockey Willie Shoemaker. "That was surreal," he said. "I couldn't believe I looked into the face of Willie Shoemaker!" Bill married a fellow exercise rider. They had two children, Erinn and Max, and settled in Saratoga. For many years Bill worked on Saratoga's backstretch, training horses for Allen Jerkins, who was his friend as well as his

employer. His kids grew up on the racetrack, including many an early morning being loaded into the back of the car to finish their night's sleep. "Sometimes I'd find Allen feeding the kids bran muffins through the car window," Bill said, "like feeding carrots to a pony in a stall." Erinn caught the horse bug early. She had her own horse, show-jumped as a kid and majored in equine science at Virginia Tech. Her major rebellion seemed to come when she got a graduate degree in swine production. "I took two years off horses to do pigs," she said. Max went his own way. He was a high school athlete, played Please see GARLIC 18

A signature event of the Collar City’s holiday festivities, the Trot begins at 8 a.m. with the Capital Region’s only Thanksgiving Day 10K. Wide array of artists got chance to shine at the Folklife Festival Event part of efforts to celebrate region's culture ByLINE: SHRISHTI MATHEW

"If you live in the state of New York, you are a part of New York culture," said Ellen McHale, the executive director of the New York Folklore Society. Based in Schenectady, the Folklore Society aims to support folk and traditional artists living in New York state, along with community cultural experts, community-based cultural organizations, and academic and public sector folklorists. "Our mission is to assist and amplify work of artists, organizations within their community," said McHale. Originally marketed as being more safe than other tobacco products recent events have made it clear that this is not the full story. One study found that those who vape the equivalent to a pack of cigarettes a day had a 70% higher risk of stroke. This is only one of the health risks that can arise from vaping. George Herrick West died 85 years ago this month. While not nearly as well known as the “Paper Bag King” George West, GHW was a representative of the progressive era in local politics. When in the 1870’s the realization of the need for social reform swept across the nation, Law and Order Leagues, as well as other similar organizations, sprang up to address evils as varied as social disorder, drink, and gambling. Forty years later, concerned members of the Ballston Spa community formed The Secret Law and Order League to address these same evil influences on society. The leader of this organization was G. H. West, the son of Galway farmer Matthew West. George West had been elected to the New York Assembly where he served from 1899 to 1900. The first evil that the Law and Order League addressed was white slave trafficking, with West drafting a bill that was introduced in the 1909 New York State Legislative session. That bill was not acted upon, but when George West again introduced his anti-white slave Mabel Cheng, MD & trafficking bill in 1910, he had the added advantage Nicole Lemanski, MD of support from Senator Trusted Eye Physicians & Edward T. He didn't just learn how to handle the work. He seemed to love it. He was eager to work even after retirement. The Police Department retired him only when his veterinarian said he needed to slow down. That's when Moore, another of his riders on the police force, became his caregiver. Moore said Jupiter was a good police horse: He was good with people, he learned quickly, and he had the right disposition. But all that aside, Moore simply loved him. When Jupiter couldn't be a police horse anymore, Moore kept visiting and riding the retired horse after hours spent riding other horses for work. For years, Moore took care of Jupiter at the police barn, where he and other riders would look at the horse longingly. Sometimes they would wish they could take him out on duty just one more time. "Something would be perfect for him and you'd just wish," Moore said. Years went by. Moore's wife became pregnant. And then he was scheduled for a military deployment overseas. Moore had intended to build a barn behind his house, but plans had fallen through. And now he was in a pinch. "I had a deployment coming up -- I couldn't have my wife take care of a horse as well," he said. A neighbor, Annette Hatch, who had a barn, asked if Jupiter could stay with her as a companion animal for her draft horse, Sam. "That's perfect; it's right near our house," Moore said. "It's a good, quiet area. Being close by, we could visit regularly." That's where Jupiter lived out his final years. He became a family horse. He was the first horse Moore's daughter ever sat on. She fell in love with him, too. He was a gentle giant -- good around children, fractious adults and loud emergency vehicles. "When you're looking for a horse to be a mounted police officer, the horse has to have a certain disposition. football in college, earned his degree in sports administration, and spent his 20s working in sales for Under Armor and Nike. But while the kids were still young, Bill was thinking about the future. When his marriage ended, he bought a house on 10 acres of land just outside Saratoga with the intention of building the Saratoga Equine Lodge (he still has the LLC). He imagined it as a place for racehorses to rehab or rest when they needed 30 or 60 days off, as thoroughbreds in training often do. "He wanted to start the business so he'd have something to leave my sister and me," Max said. The location was perfect, just down the road from the Oklahoma Training Track, which Bill describes as one of the best in the country. But a funny thing happened on the way to the Equine Lodge. Remember the bit about amateur ornithology? Higgins had a habit of coming home from work at the barn and plowing his fields to unwind. Then he'd sit on the tractor and watch the birds feed. "You'd be surprised at all the birds you can see at sunset after you plow," he told me as we sat on his farm overlooking the fields now ready to plant this year's garlic. "After I bought the place but before I got around to building the horse lodge, I just plowed for the relaxation." And that's exactly where he was, up on his tractor in the field at twilight, when a horse owner named Jerome Brody stopped by one evening in the late 1990s. Brody, who owned Gallagher's Steakhouse in Manhattan, had driven upstate to watch his horse work out but missed Higgins at the track and drove out to his house instead to get a report. Brody had his restaurant manager with him that day, and they asked Bill what he was growing. "Nothing," he said. "I just like watching the birds feed." But the idea of planting something appealed to him. "My neighbor down the road grew pumpkins and corn, enough to pay his property taxes," Bill said. The restaurant manager introduced Bill to Vito Latilla, co-owner of the produce distributor Manhattan Fruit Exchange, who suggested Bill use his land to grow garlic, an arrangement that would benefit them both. "Vito told me, 'I'll buy as much garlic as you can grow,' and he was good to his word. Turns out the soil here is perfect for garlic -- nice and sandy," Bill said. His harvested the first garlic crop in 1999. Latilla remains a customer to this day.

If the seed, so to speak, was planted by racetrack and food-industry folks from New York City, Bill's garlic smarts were obtained upstate. He joined the Garlic Seed Foundation, an organization of people dedicated to the production and consumption of garlic. He apprenticed himself to Grace Reynolds, a garlic grower in Rennselear County, and worked for her for two years to learn everything he could. Garlic gets planted every October. One clove, planted 4 inches deep and 4 inches from its neighbor, produces a full head for harvesting in July.

Saratoga Garlic founder Bill Higgins, left, and his son, Max, who now runs the company, show off the signature crowd at their Saratoga County farm.

"At first," Bill said, "I just grew enough to replant," rotating the crops so that he never planted on the same acres two years in a row, a key to garlic growing success. (The Higgins farm has 6 acres in its rotation, where they grow approximately 20,000 pounds of German white hardneck garlic each year). Their company, Saratoga Garlic, aka the Equine Lodge that wasn't, has grown over the years from garlic farm to family-run production business with a line of aioli, introduced in 2001. The delicious, garlicky, mayonnaise-like sauce has become increasingly popular with home cooks and restaurant chefs alike. It's most often used as a spread on sandwiches or burgers, a dip for Belgian fries or a sauce for seafood, meat and plant-based dishes. Saratoga Garlic's basic aioli flavor, which the Higgins family calls Homestead, is their best-seller, but for the adventurous there's also the chile-infused Sambal, Wasabi & Horseradish, Curry, and Saffron.
