Downtown Glens Falls’ Boo2You Halloween Festival GLENS FALLS - The Glens Falls Collaborative announces its annual Boo2You Halloween festival to take place Saturday, October 30, 2021, from 2 to 4 p.m. Children and their grown-ups are encouraged to attend in costume to trick or treat and enjoy the festivities. This year’s rain date is Sunday, October 31, from 2 to 4 p.m. This year the event will be in City Park, rather than throughout Downtown as in years past. There will be twenty candy and non-candy treat stations for trick-or-treating, with candy donated by The Candy Space, the new spacethemed interactive candy store in Lake George. LARAC presents a “Fun Zone” with community crafts and games. Halloween music will be in the City Park bandstand, offered by DeeJay DuBray. Costumed characters will pose for photos. The highlight of the event is always the spooky dance performances by local dance studios. This year the entertainment also includes shadow casting by Kayla Toney. Three candidates vie for Milton supervisor Ostrander, Kerr challenge Zlotnick in contentious campaign ByLINE: WENDY LIBERATORE

MILTON - Senior citizens here have been displaced from their center for 19 months. The $1.5 million Town Hall renovations are going over budget after no one turned the heat on last winter and water pipes burst. Neighbors around the scrap metal yard, Planit Waste and Recycling, are upset over constant crushing of cars. And residents around the Saratoga County Airport fear the runway will soon stretch into their backyards. Issues like these come down on the shoulders of the person who sits in the town supervisor's seat. And this fall, three people are seeking that job: former Republican Supervisor Scott Ostrander, incumbent Benny Zlotnick, a lifelong Republican who dropped out and is running as

a Democrat, and decadelong Republican Town Board member Barbara Kerr, who is running independently. Ostrander, running with incumbent Town Board members Frank Blaisdell and John Frolish, is a part-time police and court officer. The state Republican committee has sent mailers to voters disparaging Zlotnick, claiming he will defund the police (there are no police in Milton) and will raise taxes 89.5 percent. During Ostrander's one term he was blamed by the Twin Rivers Council of the Boy Scouts for crushing a deal to purchase Boyhaven that was expected to net the town another park and cash. He was also criticized for defending Planit as a grandfathered-in business and hiring and stacking the ethics board with friends. And then there is the issue with the town computers. When Zlotnick defeated Ostrander in 2019, Zlotnick arrived in Town Hall to find that someone in Ostrander's administration wiped the town computers clean. At the time,

Zlotnick didn't seek out law enforcement over the issue and Ostrander called the matter hearsay. This week, Zlotnick went to the state attorney general's office, asking for an investigation on the lost programs and files. Ostrander emailed the Times Union through the town's GOP committee to say it's untrue and a campaign distraction. Ostrander declined an interview. Zlotnick and Kerr joined forces in 2019, capturing several ballot lines and denying Ostrander a second term. Soon thereafter, Zlotnick named Kerr his deputy. But their partnership has deteriorated, divided by what to do about the computers, with Kerr wanting the police to investigate and Zlotnick against that. They were also split on the Town Hall, disagreeing on what should be done and by whom. Zlotnick aligned closer with Frolish and Kerr was once again in the Please see MILTON 26

Ghosts in casino, what are the odds? ByLINE: WENDY LIBERATORE

SARATOGA SPRINGS - Employees, visitors and volunteers at the Saratoga Springs History Museum have experienced the unexplained -- noises like the tinkling of crystal or a poker chip sliding along the floor; strong odors of burning cigars and cigarettes in the building that doesn't allow smoking; and mysterious movements like the slamming of doors and rearranging of objects. And then there are the strange sightings: orbs, apparitions of a man, but mainly a Victorian woman in white who moves from room to room and then vanishes as quickly as she appears. There are so many occurrences and sightings in the museum, located in the Canfield Casino, that Executive Director Jamie Parillo says there are almost too many to believe. "Visitors come through and say they saw an apparition in a room," Parillo said. "I want to believe everybody but there are so many you can't."

Still, he and board President Charles Kuenzel know there is something going on. But being men firmly rooted in facts -- Parillo as a historian and Kuenzel as a teacher of geology and astrophysics -they kept their own paranormal experiences to themselves. Then one night after a board meeting, one of the members spoke up about what happened one day at the museum. That prompted an outpouring -- a conversation that surprised them all. It -- sights and sounds, smells and odd sensations -- was happening to each of them. "The board meeting turned into a confessional," Kuenzel said. Now fans of the paranormal can try to experience it for themselves. Until the end of the month, the museum is hosting ghost tours. Then on Saturday, Nov. 13, Olde Saratoga Paranormal Group will host a ghost hunt through the museum in the Canfield Casino in Congress Park. "It's risky to stick our necks out and say the museum is haunted," Parillo said. Please see GHOSTS 26

Saratoga County Office for The Aging Holds Contest to Rename Meal Program BALLSTON SPA - The Saratoga County Office for the Aging is holding a contest to rename its Congregate Meal Program. The Congregate Meal Program offers seniors socialized dining opportunities at sites throughout the county. The public is asked to think of creative and unique names that encompasses the purpose of the program, which is to provide area seniors with a space to gather with friends, meet new people, and enjoy a nutritious meal. COPS, COURTS AND FIRE CALLS Police: Roommate shoots roommate RENSSELAER -- A man shot his roommate -- and then drove him to the hospital Tuesday morning, police said. The alleged gunman was taken into custody shortly after he arrived at Albany Medical Center Hospital, Rensselaer Police Chief James Frankoski said. The shooting happened at around 11 a.m. inside the home the men shared at 61 Washington Ave., the chief said. After the man was wounded, Frankoski said, his roommate brought him to the hospital where Albany police were called to investigate the arrival of a shooting victim. The other man was taken into custody but it was not immediately clear what charges he might face.

Pizza deliverer charged with DWI NORTH GREENBUSH -- A pizza deliveryman who crashed into a mailbox and left the scene is charged with drunken driving, State Police said Tuesday. Troopers from Sand Lake arrested the 35-yearold Nassau man after a witness to the collision on West Sand Lake Road in North Greenbush took down his license plate and called police. Troopers found the man at his workplace, where he had arrived to meet them after completing deliveries for the restaurant. While speaking with him, the trooper could smell alcohol on his breath, police said, and he was administered roadside sobriety tests, which he failed. He later provided a breath sample of 0.17 percent blood alcohol content, over twice the legal limit, and was charged with misdemeanor driving while intoxicated, troopers said.

He was ticketed and released pending a Tuesday court date.

Man admits to heroin, fentanyl distribution ALBANY -- Federal authorities said a Schenectady man pleaded guilty to drug trafficking and gun charges Tuesday. Ralph St. Croix, 38, admitted to distributing heroin and fentanyl, as well as the possession of firearms, according to the U.S. Attorney's Office. St. Croix said he sold the drugs three times in December 2020 from his Schenectady apartment, and that he had two loaded firearms in case of theft. St. Croix will be sentenced in March, and faces five years to life in prison, as well as post-release supervision of three years to life, officials said. -- Compiled by Massarah Mikati and Kenneth C. Knifepoint robberies bring prison term ALBANY -- An Albany man was sentenced to 18 years to life in prison as a persistent violent felon, who committed multiple knifepoint robberies in one week in April, District Attorney David Soares’ office said Friday. Todd Rogers, 54, was sentenced in Albany County Court after he pleaded guilty to first-degree attempted robbery. He tried to rob stores on Madison Avenue on three separate days in one week in April. On April 24, he was reported to have come into a liquor store in the afternoon, demanding cash while holding a knife and left with an undisclosed amount of cash, prosecutors said. The next morning, at another Madison Avenue business, he went behind the counter and left with cash. Four days later, he went to the same store in the afternoon and demanded cash while holding a knife, officials said.

Man sentenced in kidnapping, attacks ALBANY -- An Albany man was sentenced to 18

years in state prison for violent crimes that took place in the city between May and July, Albany County prosecutors said Friday. Aliston Simon, 35, previously pleaded guilty to assault, kidnapping and unlawful imprisonment. In Albany County Court, Judge Roger D. McDonough issued the sentence, which is to be followed by five years of post-release supervision. In May, on Lincoln Avenue, Simon was found to have used a machete to cause fear of an injury, according to District Attorney David Soares’ office. He did not show up to his arraignment and later was arrested on a bench warrant. The next month, on North Pearl Street, he was found to have abducted a woman and a year-old child he knew. He was found to have restrained them, exposing them to a risk of serious physical injury. When police responded, he slashed an officer with an 8-inch knife, prosecutors said. At his arraignment, he was released under supervision. The following month,

Two truck crashes Friday slow traffic

COLONIE -- A truck carrying a shipment of cars rolled into the woods off of the Northway’s Exit 2 off ramp to Central Avenue late Friday morning. The state Department of Transportation says the crash occurred on the exit for the westbound side of Central Avenue. The truck and the other vehicles were strewn in the woods between the ramp and the Cocca’s Inn & Suites at the corner of Wolf Road and Central Avenue. The crash caused traffic to move slowly in the area. Meanwhile in Clifton Park, a tractor-trailer rolled over Friday afternoon, causing Tanner Road to be closed to all traffic between Route 146 and Route 146A. Town Highway Department employees and emergency response personnel were working to right the tractor-trailer and clean up the road. -- Contributing: Josh Solomon

Theft suspect found in Stockport search STOCKPORT -- State Police said that after an extensive search in the Suthers Road area, they tracked down a suspect believed involved in suspicious incidents reported in the area. The Kinderhook man, 51, was arrested and charged with grand larceny for having a stolen John Deere UTV, troopers said. Anyone with information about suspicious activity in the Kinderhook and Stockport areas on Friday is asked to contact the Bureau of Criminal Investigation in Livingston at 845-677-7300.

Sleepy Hollow: Kykuit, the Rockefeller Estate

This former home of oil tycoon and philanthropist John D. Rockefeller is a 40-room, four-floor, foliage-covered Beaux-Arts gem. And yet it’s the incredible gardens that deservedly steal the show. Designed by William Welles Bosworth, the gardens are a visual feast of fountains, sculptures from renowned modern artists like Pablo Picasso, and mixed landscape styles — including a Japanese garden, an Italian garden, and a rose garden.

The mansion of Franklin D. Roosevelt began a phased reopening staring July 17, with times tickets available via its online reservations system. Springwood offers a fascinating peek behind the scenes as to how our nation’s 32nd president, who required use of a wheelchair, navigated the two-story home. It’s also a delight to explore the estate’s beautiful 1,000+ acres of gardens and trails.

Hyde Park: Vanderbilt Mansion

Hudson: Olana State Historic Site

This 54-room Gilded Age mansion was once home to the Vanderbilts, one of America’s most prominent and wealthy families who made their fortune in steamboating, the railroads and other investments, and who regarded the house as a country escape from New York City life.

If you took the coolest aspects of Victorian, Persian and Moorish Revival architecture and mashed them all together, you’d get this strangely awesome, colorful river mansion that was once home to painter Frederic Church, who is considered one of the most prominent figures in the Hudson River School of landscape painting.

While the mansion is closed for tours in the pandemic, the estate’s formal, terraced gardens are open for strolling, as are the surrounding 200+ acres of grounds, which include a waterfall, remarkable old trees, and stunning views of the Hudson River. Picnicking? Pitstop at the nearby Eveready Diner for sandwiches to go.

The exterior detail of the villa is a trippy riot of stencilling, arches, stone and brick, while the remarkable views stretch all the way to the Catskills, Green Mountains and Connecticut. (The uninterrupted views to the west make this a particularly nice spot to catch the day’s fading light.)

Called “Mills Mansion” by locals, this 65-room country home of financier Ogden Mills and Ruth Livingston Mills (inherited from her great-grandfather, Morgan Lewis, New York’s third governor) is a Gilded Age jewel box overlooking the Hudson River and worthy of a return trip to tour the home post-pandemic for a glimpse of the dining room alone. The home’s surrounding 192 acres are now a state park, veined with several walking paths and home to a public campground. The grounds are also a prime local sledding spot in the winter. After all of those stunning marble and stone houses, the color-popping magic of Wilderstein, a burgundy Queen Anne-style mansion perched on a bluff above the Hudson River, is a refreshing visual shift. Accessible via a winding country road off of Route 9, this former home of Margaret Suckley, the cousin of FDR (and, fun fact: the person who gave FDR his beloved dog, Fala) is surrounded by 40 acres of winding paths and grounds designed by landscape architect Calvert Vaux, co-designer of NYC’s Central Park and Prospect Park. Town Board minority. Kerr then said she would run against Zlotnick, so he fired her as his deputy, appointing the town's Democratic Committee chair. Candidates' stands Kerr, 74, running with Republican Jim Frey and Democrat Meg Stevens on the United Milton line, said she is running because she thinks the town needs new leadership. "I think the town has been mismanaged for years," Kerr said. "I think I have some good ideas on how to turn it around. I also don't think the residents are treated the way they should be. I think they should be listened to and we should be responding to their needs." She points to Planit. While Ostrander was in office, residents who complained were told there was nothing to be done. When Zlotnick swept in, he appointed Kerr and board member Ryan Isachsen to do something, but she said she and Isachsen have been unable to get access to the operation or come to a compromise with the neighbors and Planit. She is now waiting to get the results of a sound study on the noise. "This has dragged on for four years," Kerr said. "We need some resolution. We don't want it to drag on for six years. ... We don't want to discourage business in Milton, but something has to be done. I've heard the noise. I've seen the dust and dirt flying. I think we need to rezone the area and look at certain restrictions to help the neighbors." She said her priorities would be to get back into Town Hall, which is now under construction, as soon as possible so the senior citizens can get back into the town's Community Center, which is where town employees are working. She also said she would not have handled the Town Hall renovations like Zlotnick. She would have removed the mold, fixed the roof and immediately moved the employees back into the building. But once the pipes burst, a

full restoration was necessary. Kerr said the money spent on Town Hall is not worth it. "I didn't want to pour any more money into a building that doesn't fit our needs," said Kerr, who retired from Skidmore College. "We need to get a plan formulated for the future of Town Hall and the town center. ... Town Hall is our biggest disappointment since Boyhaven. And the biggest travesty was displacing the seniors for two years." She also said it is very important, if she wins, to have a seat on the Saratoga County Buildings and Grounds Committee as so many of the county's important structures -- the airport, jail and sheriff's office -- are in Milton. "We have to have a seat at the table," Kerr said. "We need some answers on what the county wants to do with the airport." Moreover, she said that the town is growing and that neither Ostrander nor Zlotnick have the vision to take the town into a sustainable future. Zlotnick, 62, running as a Democrat and on the Moving Milton Forward line, said he's running to finish what he started: Renovations to Town Hall and seeing that the seniors move back into the Community Center. "The seniors should be back in by the end of the year," Zlotnick said. "I am grateful for their understanding." He said the reason Town Hall renovations went over budget was because there was "dissension among board members" including Kerr who didn't vote for the building bond and didn't want to spend $100,000 on the selected engineering firm. That is what was ultimately agreed upon. In a second term, Zlotnick, who served two terms as a councilman and 12 years on the town's Planning Board, has set his sights on repairs in the town park, including resurfacing the tennis courts and laying ground for a pickleball court. He believes he's the best choice because he said he restored civility to the board meetings, which were contentious under previous Supervisors Dan Lewza and Ostrander. "I listen to people and I try to talk to them in a nice way even if I have to tell them something they won't like," said Zlotnick, a Polyset Company retiree. As a lifelong Republican, he did try to stay true to his party. In addition to placing fellow Republican Frolish in charge of key projects, like the Town Hall renovations, he sought the GOP endorsement last winter. When the committee opted for Ostrander, he rethought his membership, going with no party affiliation, saying Ostrander was a poor choice. He then sought the endorsement of the Democrats, which he won against Kerr who also interviewed for the party line. Zlotnick is also disappointed that Ostrander won't debate him. He's also upset about GOP mailers. One features Zlotnick's head on a kayaker's body, zeroing in on his vacation during the early days of the pandemic. He said, "It's very petty and nasty." As for the town's problems, Zlotnick said he did assign resolving Planit to Kerr and Isachsen and he too is waiting for the sound study results that he said he fought to have spanned over several days. When it comes to the airport, he said there are no current plans for expansion of the runway or services there, but he understands residents' fears.

"Some people say 'oh, you are just doing this as a money grab.' No, there is really stuff going on here." Kuenzel agreed, adding "We didn't get into the ghost business, it found us,." The museum leaders decided to go public -- in a big way -- in 2010 by calling SyFy TV's "Ghost Hunters." Intrigued by the museum's story, a crew spent a night at the museum where they did indeed experience the unexplained -- a tap on the shoulder, pulling of hair, which Parillo said is common, shaking of the floorboards when the cast asked the ghosts to identify themselves and arguing between an unseen man and woman, another story often told by guests. But who are these folks causing all who enter some pause? Parillo said that after visits by several intuitives or psychics, they were told there are several who live at the museum -- mainly Walworths who are attached to family items that make up the third floor of the museum. Here's a bit of history. The building, where the museum is housed, was built in 1870 by John Morrissey as a gambler's paradise. As gambling was illegal, he called his establishment the Saratoga Club, which was exclusive to men and high rollers who didn't live in Saratoga Springs. "The last thing you want is someone local to come in and lose their money," Parillo said. "That doesn't look good for Morrissey. He kept the locals out and that kind of kept everybody happy." Among the regulars were Commodore Cornelius Vanderbilt and Diamond Jim Brady who is said to have lost a half a million in one day between the Saratoga Race Course and the Saratoga Club. Most of the paranormal activity takes place in the high stakes room on the second floor and in the bedrooms on the third, where men who were betting at the track all day and the casino tables all night, took a rest, Kuenzel said, with "their nieces." "If you look at the old hotel registers that lists the names and where people are from. There are a lot of nieces," he said with a chuckle. The second floor is set up as one would expect, with a roulette wheel and tables for cards. The upstairs is furnished with the items from Pine Grove, a 55-room mansion on the northern end of Broadway where the prominent Walworth family, headed by Judge Ruben Hyde Walworth, once lived. Parillo said that many believe it is the Walworths that roam the hallways now because "they think they are home." The woman in white, he said, is likely Reubena Hyde Walworth, a nurse who served in the Spanish-American War and by doing so died of typhoid fever. Yet, the story goes, Reubena Hyde Walworth reappeared at Pine Grove at the deathbed of Clara Walworth, the last of the living Walworths. Two of Clara Walworth's nurses swore they witnessed the vision. "We think she comes here," Kuenzel said. "But there are other family members too" including father and son, Mansfield and Frank Walworth. "It's repeated, like we said before, it's a pattern by psychics saying it's members of the family." Both Parillo and Kuenzel said they are not afraid in the building, even though the Travel Channel named it No. 4 in the nation's "Most Terrifying Places." And while many tell them they sense a presence or experience something eerie, many don't. On the day that the Times Union took a tour, all seemed quiet, except for the motion-sensored audio system that is triggered when one enters a room. The soundscape was tripped twice even though no one was inside one particular bedroom. "Sometimes, you come in and open the door to the museum and all the rooms are squawking," Kuenzel said. "They come on and there is nobody in the building."

WGU Celebrates American Education Week with Scholarships for Current and Aspiring Teachers Western Governors University’s (WGU) Teachers College will mark the National Education Association’s (NEA) 2021 American Education Week Nov. 15-19 by announcing its WGU Loves Teachers and Become a Teacher scholarship programs, together totaling $6 million, for current and future education professionals who wish to pursue bachelor’s or master’s degree programs in the Teachers College. Each WGU Loves Teachers and Become a Teacher scholarship is valued up to $4,000 and designed to help current teachers improve their skill set in the classroom or move into administration, or to assist professionals in obtaining the required credentials
