Neighbors criticize proposal; city planning ByLINE: WENDY LIBERATORE
SARATOGA SPRINGS - A proposed six-story building with a restaurant and retail and office space in the city's historic district is facing opposition from neighbors and preservationists who say it is oversized and incompatible with the neighborhood. The project at 269 Broadway, as proposed by the self-storage company Prime Group, will tower over the adjoining Saratoga Central Catholic School and the NBT Bank building and, neighbors say, will destroy the historic character of a section of Broadway that includes Congress Park. "Our biggest concerns are mass and scale," said Carol Obloy who lives across the street in Park Place. "It's sidewalk to sidewalk. There isn't a building on Broadway that is that close to the sidewalk." Obloy is not alone. The Saratoga Springs Preservation Foundation also enumerated its "significant concerns." In a letter
to the city's Planning Board, the foundation listed what it sees as troubling with the design -- everything from its proportions to its colors. "The architectural design of the building is a statement of its own time," the letter, signed by the foundation's board president, Adam Favro, and its executive director, Samantha Bosshart, reads. "However, the Foundation has concerns about the height, scale and mass of the proposed structure. While the proposed project may relate to Park Place, there are extreme differences in height, scale and mass of the buildings located on the same side of the street as the proposed building." The Design Review Commission is also skeptical. In its review, it found the building "overwhelms the street." In August, it requested the developer create "a softer effect that is much less overwhelming from the pedestrian perspective." In addition, the commission also said there was a problem with the building's height. "The DRC

encourages the applicant to explore creative solutions and visual techniques in order to minimize the height and appearance of mass," the commission said in its August advisory opinion to the Planning Board. SARATOGA SPRINGS - Public Safety Commissioner-elect James Montagnino is crying foul over outgoing Commissioner Robin Dalton's idea to appoint a new assistant chief before her term ends. Assistant Police Chief John Catone will end his long Saratoga Springs police career on Jan. 20, about three weeks after Montagnino takes office. But Montagnino said Dalton told him she will pick Catone's replacement before she leaves office at month's end. "I told her she did not have the authority," Montagnino said. Aside from arguments about who has the right to appoint, Montagnino said no one should be appointed to the top ranks of the police department. He said that should wait until after state Attorney General Letitia James' office completes its civil rights investigation into arrests by police and detentions of Black Lives Matter activists, which have been heated issues in the city. "It would be beyond embarrassing to discover someone who
got promoted during the course of the investigation could end up being named as someone being involved in wrongdoing," the Democrat said. "As long as there is an investigation ongoing, there shouldn't be any promotions." But Dalton said she is just fulfilling her duties. "I will continue to do so over the next month," she said in a written statement. Furthermore, she said she invited Montagnino to the interviews of the top three candidates for the job, including police spokesman Robert Jillson. "I have extended an open invitation to Jim to participate in this process and in the meantime I would encourage him to familiarize himself with New York State Civil Service law if he is unclear as to how candidates are selected," she wrote. Montagnino said he won't participate in the interviews because he said the process is "improper." "I won't make it appear as though I had any part of it," Montagnino said. Dalton said she is disappointed that Montagnino is not taking the opportunity to participate in interviews. "The fact that he has declined to respond and he is hav-
ing conversations with the media, to me, is not healthy, helpful or productive," Dalton said. "It could have been handled more easily, face-to-face instead of going to the media. ... He has an open invitation to be part of the process today or anytime he wishes. ... I don't know what else to do." Montagnino is also distressed that all of the top jobs in the police department are currently not open and competitive, as per the city's civil service rules. COPS, COURTS AND FIRE CALLS Woman dead, man injured in Halfmoon HALFMOON -- The circumstances surrounding the death of an elderly woman and a man with severe injuries inside a Halfmoon apartment Thursday is being investigated by Saratoga County sheriff's authorities. In a press release issues Friday evening, the sheriff's department said they received a 911 call for a medical emergency at 4:45 p.m. Thursday at Bishop Hubbard Apartments, at 54 Katherine Drive in the town. Police and EMS arrived to find the woman dead and the man, her relative, with severe, undisclosed injuries inside their apartment. The investigation into the woman's cause of death and man's injury ongoing, according to the sheriff's office. Investigators said they do not
believe there is a threat to the public. Further details were not immediately provided.
Sheriff's deputy beaten and stabbed in Rotterdam
ROTTERDAM -- An Albany County sheriff's deputy is recovering after he was beaten and stabbed overnight. The man was asleep on a friend's couch when two men broke into the home, according to Sheriff Craig Apple. The pair began assaulting the deputy and when he fought back, he was stabbed, Apple said. The pair took his wallet and fled. The deputy received 16 stitches and is recovering. Rotterdam police confirmed they are investigating a stabbing that occurred around 2 a.m., on Friday at an apartment on West Campbell Road.

Ballston Spa man is accused of making a social media post Wednesday that he would burn down the Washington County Office Building and shoot the people escaping the flames, the sheriff's department said Thursday. Golf course theft: A Queensbury woman, 61, is charged with grand larceny, accused of stealing thousands of dollars from the golf course pro shop where she worked, Warren County deputies said. She was released and ordered to return to court Dec. 13. A portion of the stolen funds was recovered.
Gun at airport: A Florida man, 59, was charged with criminal weapon possession after he was found near the Albany airport’s Southwest Airlines ticket counter with a gun on Nov. 26, Sheriff Apple said. The suspect did not hold a New York state pistol permit and could not lawfully possess the firearm. He was ordered to appear in Colonie court at a later date. Burglary charge: A Berne man, 66, was arrested last month during a burglary-in-progress call in Westerlo. The man allegedly broke the front door window of a residence and entered it, stealing and consuming items while inside, Apple said. He was charged with burglary, petit larceny and criminal mischief and was released under supervision of probation. Loaded gun recovered: An Albany man, 29, was arrested on gun possession charges after a traffic stop in Albany on Nov. 30, Apple said. ons charges at a Wolf Road hotel after the report of an altercation, Colonie police said. The loaded “ghost” handgun was not serialized and was likely purchased as separate components and assembled into a working firearm, police said. In a separate case, three New York City women were charged with weapon possession just after midnight Dec. 3 after a traffic stop on Wolf Road. Two loaded firearms were discovered in the vehicle along with high-capacity magazines, police said. One of the occupants was a fugitive from justice from Pennsylvania, police said.
Arrest made in stabbing ROTTERDAM -- Town police said they made an arrest in an early Friday morning stabbing at Wellington Garden Apartments. Officers arrived around 2 a.m. to the West Campbell Road complex, where a man said he’d been involved in an altercation while staying at a friend’s apartment. The victim said he was stabbed in the arm by a male suspect who fled with some of his belongings, police said. Rotterdam detectives
tracked down the suspect, a 27-year-old Schenectady man, and charged him with felony assault and grand larceny. While being processed, the suspect allegedly struck an officer in the face, causing an injury, and tried to to strike a second officer, leading to additional charges of assault, attempted assault and obstruction of governmental administration. He was sent to the Schenectady County jail on a pre-arraignment hold. Albany County Sheriff Craig Apple said Friday that an off-duty deputy was injured in a Rotterdam attack and received 16 stitches, and that his wallet was taken.

How To Make Aging Pets More Comfortable Pets are valued members of many families, and their owners typically do everything they can to ensure their furry friends live as comfortably as possible. Care becomes even more important as pets get older. Just like people, aging pets may eat less and sleep more. They may have reduced stamina and even experience stiffness when getting up from sleep. Certain pets may experience failing eyesight, hearing loss and/or incontinence. According to an American Pet Products Association survey, 67 percent of U.S. households have a pet and will have to cope with that pet becoming a senior at some point. Senior animals might need a little extra help as they age, particularly with regard to comfort. These tips can help. • Visit the vet more often. Senior pets may need to see the vet more frequently than they used to. Pets typically visit the vet every year. Senior pets may require two visits per year. Speak with a veterinarian about how often your aging pet should come in for checkups. Checkups can help identify illnesses earlier and ensure any aches and pains are addressed immediately. • Invest in comfort devices. Pets may need items that can accommodate aches and pains or other conditions. For example, aging pets may benefit from a high quality orthopedic pet bed. Pet strollers and raised food bowls also can make aging pets’ lives a little more comfortable. • Address mobility issues. Aging pets may need help getting around. Non-skid carpet runners in high-traffic areas can help pets walk around securely. Steps or ramps can make it easier to get on or off beds or in and out of vehicles. • Install doggie doors. Senior pets may need to relieve themselves more frequently. A doggy door can allow for faster access to the outdoors. Similarly, a litter box with a lower opening makes it easier for aging cats to use the litter box. • Ensure ample protection against the elements. Aging pets may feel the weather more than younger pets. They may need sweaters and coats or booties to protect their paws from the snow and ice. Cooling or heating mats may improve comfort indoors. • Purchase animal diapers. Some senior pets may not be able to control themselves. Diapers and absorbent pads can keep them dry and prevent soiling around the house. • Help the animal lose weight. Pets should maintain a healthy body weight, which can relieve pressure on joints and reduce risk for certain illnesses, including difficulty breathing and skin irritations. Speak with a veterinarian about the right foods and types of exercise for your pet to keep its weight in check. Aging pets need extra patience and care. Pet owners can improve comfort and accessibility for their senior pets.
Threats To Pets That Roam Outdoors Domesticated pets may have evolved from wild animals, but it has been some time since dogs were needed to hunt like wolves or domesticated cats had to survive like wild leopards or tigers. While pets can enjoy time outdoors, it’s important to avoid leaving them to their own devices for too long. The online health resource Healthcare for Pets says responsible pet ownership necessitates certain precautions to keep pets safe when they venture out of the home. The following is a list of potential dangers that can affect pets outdoors. • Pesticides and poisons: Pet owners may use pet-friendly products in and around their homes. However, there’s no guarantee that your neighbors do the same. Common lawn and garden products, including insecticides and pesticides, may cause anything from mild irritations to toxic poisoning. • Weather: A fur coat does not offer complete protection from conditions like extreme weather. Pets can experience hypothermia or heat stroke if they are exposed to extreme weather for prolonged periods of time. • Automobiles: Dogs and cats that wander can be struck by vehicles and/or ingest potentially harmful substances leaking from cars or trucks. Automotive coolant (antifreeze) is often sweet and brightly colored, which attracts curious pets. Ethylene glycol in coolant is fatal to dogs and cats if ingested. Outdoor cats may hide or seek warmth in car engines, putting them at risk for injury. • Exposure to illnesses: Young animals should not spend prolonged periods of time outdoors before they are vaccinated. However, the American Veterinary Society of Animal Behavior recommends that pet parents begin taking puppies on walks and public outings as early as one week after their initial rounds of vaccinations (roughly seven weeks old) because this is the window of time when socialization skills are learned. • Parasites: Bugs and parasites may be lurking outdoors. Parasitic worm larvae, fleas, mosquitoes, and ticks can be harmful to pets. Ask your vet about year-round flea/tick/heartworm preventatives if a pet spends time outdoors. • Other animals: Wild animals pose a risk to domesticated pets. They can pass illnesses on to pets or engage them in scuffles that result in injuries or even death. If companion animals are not spayed or neutered, pet owners may have to confront unexpected pregnancies after pets spend time outdoors. Pets that spend time outdoors should be supervised whenever they leave the confines of their homes.

No one is invulnerable to cancer. When it comes to reducing their cancer risk, individuals take many steps, including changing their diets and following recommended timelines for various health screenings. However, one important strategy may never occur to the average person — getting one’s home tested for radon. The U.S. Environmental Protection Agency reports that radon accounts for roughly 21,000 deaths from lung cancer each year. In fact, radon is the leading cause of lung cancer in people who don’t smoke, according to the American Cancer Society. Radon is a natural substance that is produced from rocks and dirt in the ground, but that doesn’t make it safe. Radon is always present in the air in low concentrations, but heavy concentrations are dangerous. This can occur when too much radon gas from underneath a home leaks into a residence and builds up inside. The higher the radon levels and the longer the duration of exposure, the greater the risk for illness. Radon is odorless and colorless, so there is no way to
know if it is present without a specific radon test kit. The Centers for Disease Control and Prevention says that affordable radon kits are available from hardware stores and can be ordered from the National Radon Program Services website at http://sosradon.org/test-kits. Not all tests are the same, so it is important to read the directions. Depending on the test, it may take a few days or many months to finish the test and wait for the results from the testing laboratory. If test results show a radon level of 4 picocuries per liter (pCiL) or higher, it’s adviseable to do a second test. If that test also comes back high, the issue will require remediation. A radon expert can provide advice and some solutions. Large radon problems typically require the services of a mitigation contractor to fix the home radon issues. The CDC also advises people who have well water to get the well tested for radon, as sometimes well water can carry radon into the house, too. Radon is a problem that can affect newer and older homes alike. Simple testing can determine if radon needs to be addressed or if a home is safe. It’s a routine safety measure homeowners should not overlook.

Saratoga County Office for The Aging Partners With Americorps Seniors’ Retired and Senior Volunteer Program to Recruit Volunteers for Senior Nutrition Program SARATOGA COUNTY – Saratoga County Office for the Aging has partnered with AmeriCorps Seniors’ Retired and Senior Volunteer Program (RSVP) to recruit new volunteers for the department’s Senior Nutrition Program. RSVP recruits for volunteers ages 55-and-over for various opportunities throughout Saratoga County. For this initiative, RSVP will recruit volunteers for both Home Delivered Meals and the In-house Dining programs. Locations in need of help include but are not limited to; Saratoga Springs, Schuylerville, Hadley, Edinburg, Galway, Greenfield, Malta, Mechanicville, Moreau, and Wilton. Flexible schedules are available Monday-Friday between 9 AM and 1 PM, depending on assignment. Volunteer opportunities include delivering, portioning and
packaging meals as well as serving lunch at in-house dining locations. Subbing opportunities are also available for all delivery routes. Training and orientation will be provided. All volunteers, staff, and diners adhere to COVID-19 safety protocols including social distancing and mask wearing to promote the safety of all participants of the Home Delivered Meals and In-house Dining programs. The Senior Nutrition Program helps Saratoga County seniors remain independent while providing those individuals with daily nutritious meals. 2022 Town of Saratoga Calendars Now Available TOWN OF SARATOGA - The 2022 Town of Saratoga calendars featuring pictures from days gone by in the villages of Schuylerville and Victory and in the surrounding areas are now on sale. To raise that sum, the Saratoga County History Center, which operates Brookside Museum, has launched a massive fundraising drive. “Preserve the Porch” is well underway, and a long-time supporter of the History Center will match all funds donated. Matching funds means that the public need only raise $10,000 – a reasonable sum to save one of our community’s most significant structures. The trustees of the Saratoga County History Center call on the public to contribute whatever they can to preserve the porch. However, Obloy said it's impossible for a truck to turn down Hamilton and delivery trucks will automatically make all deliveries to the Broadway entrance of the building because that is its address. Finally, she said the two-story underground parking garage is also troubling because, as its own environmental assessment form notes, it will sit atop a principal aquifer. Obloy fears the building's two-level, 70-car parking garage over the aquifer will cause flooding. She said
excessive water is already an issue at Park Place's parking garage where fans and sump pumps run constantly. "It's unknown what kind of damage the parking garage will do to the water table," she said. She was disappointed in "how cavalier (the Planning Board) dealt with the environmental issues." "Astounding in this time when the entire universe is discussing the environment," she said. "This project is the poster child for so many development issues that have and continue to exacerbate prob-
lems in Saratoga Springs like traffic, parking, safe streets, infrastructure (use and abuse of the water source). And to top it off, this proposed building is a slap in the face to all that is historic Saratoga Springs." Prime Group has made changes to the building. The largely glass façade has been tempered with large windows versus full glass and the top floor receded. The architect from C2 Design Group added some brick. The project returns to the Design Review Commission on Wednesday, Dec. 8.

That would also include researching "issues concerning the limitations and scope of collective bargaining agreements on the power of a proposed
Civilian Review Board for the Police Department; the limitations on appointments and discharges of public officers by the Commissioner under the Public Officers Law, the Civil Service Law and the applicable collective bargaining agreements. The student will also assist in the drafting of proposed legislation regarding the
Department of Public Safety." Dalton finds the plan inappropriate. "This is about investigating how we can hire and fire in the police department more easily outside the confines of civil service law," Dalton said. "No disrespect of the law school and their law students, but this is an unsettling approach to take to this position and
this department. To enlist a slew of law students to investigate Darryl Mount's death; it is inappropriate. It's inappropriate to Darryl Mount's family, it's inappropriate to the city, it's inappropriate to the liability of the city in terms of the current civil suit. It's inappropriate all around." Montagnino said he is looking for help to ensure that police are held to account. He said he also wants to ensure the city establishes an impactful Civilian Review Board to oversee police -- one with subpoena powers that will guarantee police officers comply. He said the appointment of Catone's successor, the city's civil service rule of hiring only from within and the desire to have no one from the outside look at the Mount case boils down to the desire by police to preserve their power. "There are a number of people who want the status quo," Montagnino said. "The status quo in Saratoga Springs is a culture of nepotism. Everybody is related to somebody. Heaven forbid, I suggest the civil service commission rethink the notion the chief or assistant chief could be open and competitive positions. That would be sacrilege, at least with the people with 130-year history."

WILTON - Are you interested in traversing the trails of Wilton Wildlife Preserve & Park at night? View nature in a new light, or lack thereof, as we walk the trails under the full moon. An unforgettable experience for all ages! The group will cover approximately 1.5 miles of trail. The December Moonlight Hikes are scheduled for Friday December 17th and Saturday December 18th, both beginning promptly at 5:30pm. Nacre Dance Group to Present Charles Weidman’s “Christmas Oratorio” SARATOGA SPRINGS - Nacre Dance Company presents modern dance pioneer Charles Weidman’s “Christmas Oratorio” at The Universal Preser-
vation Hall in Saratoga Springs on Sunday, December 12th at 1pm and 4pm. Nacre’s production is based on Charles Weidman’s later version of “Christmas Oratorio”, which opened in New York City in 1961 to wide critical acclaim, and has remained a much-loved classic work of modern dance. This historic work tells the story of the Nativity through modern dance. In this rendition of the work, Weidman focuses on feelings and emotions such as joy, compassion and friendship in this dance of rejoicing. Dancers move in wonderment and reverence and their hands are raised in exultation. Sensitive portrayals of biblical figures and Bach’s passionate music combine to make this a moving and unforgettable experience. Only a select few dance companies in the world have performed the
