Along with changing colors in the trees, apple picking and cider donuts, the other things popping up around us this time of year are political signs. Local upcoming elections are as granular as you can get when it comes to how your vote can personally affect your community. These elections naturally have lower turn out then the big national elections. That doesn’t mean they aren’t important. With the pandemic and naturally lower turn out, it’s important to learn who these people are, what they believe in, and where you can put your support. It’s a tough business being in these positions and the amount of work that goes into running your town, or county. But it is very important for how your local government really works! You’ll see stories in our pages, ads, and voting information. Please take advantage of this and do your part and vote! Outside of politics, this is my favorite time of year. Cooler weather (even though we had a lot of that this year), our own leaf peeping, college football, and yes another donut comment for myself and my youngest daughter. Who doesn’t love cider donuts? We are all starting to think about buttoning up for the winter. Getting lawns ready, houses ready, wood for fireplaces. Some aren’t as fun, but all things that need to be accomplished. You can always find those local companies that help you take care of these things in our pages. I wish I could do all of it before the snow flies, but I find my help with our advertising partners to make sure we’re ready for winter. I’ll try to keep the ‘w’ word out of my letters as long as possible. Enjoy this time of year! It’s one of the biggest differentiators of upstate New York to the rest of the state, and even other parts of the northeast. Do those hikes and fun activities in the next month or so to enjoy as much as possible! Stay safe, and help your neighbors as much as you can! Sincerely,

Todd J. Peterson Publisher

Luther Forest looks to add Broker says growth plans at technology campus hampered by zoning rules ByLINE: LARRY RULISON

MALTA - It could be years until GlobalFoundries moves forward with recently announced plans to build a second computer chip factory at the Luther Forest Technology Campus in Saratoga Country. The new factory, which could cost as much as $15 billion, is expected to mean job openings for 1,000 new highly paid workers on top of the 3,000 employees who already work at GlobalFoundries' Fab 8 complex. But Peter Struzzi, a commercial real estate broker and executive managing director with Pyramid Brokerage Co., doesn't think GlobalFoundries' plans to build what it will call Fab 8.2 -- which are contingent on billions of dollars in state and federal subsidies -- should stand in the way of his efforts to bring other manufacturers to Luther Forest. Struzzi has been hired to market a 245-acre

parcel at Luther Forest that a Midwestern development firm named Scannell Properties has an option to buy. Scannell is a national real estate development company that has done projects for General Electric, FedEx, General Mills and Best Buy. But they are best known, at least locally, for developing the 1-million-square-foot Amazon warehouse and fulfillment center in Schodack, one of the largest buildings in Rensselaer County. Despite having paid for an option to acquire land at Luther Forest, Struzzi contends that Scannell is hamstrung by the special zoning laws that were put into place when the 1,400acre Luther Forest was created to attract chip manufacturers. Most of the parcels at Luther Forest are specifically set aside for nanotechnology manufacturing, which is essentially semiconductor manufacturing, which includes computer chip manufacturing. Scannell has sought to change the zoning

2 schools win Blue Ribbons Green Meadow, Malta Avenue get federal designation ByLINE: RACHEL SILBERSTEIN

Two Capital Region elementary schools were named 2021 National Blue Ribbon schools by the U.S. Department of Education last Tuesday morning. East Greenbush Central School District's Green Meadow Elementary School and Malta Avenue Elementary School in Ballston Spa are among 325 schools in the country, and just 19 in New York, to receive the coveted award. The recognition is based on a school's overall academic performance or progress in closing achievement gaps among

student subgroups. U.S. Secretary of Education Miguel Cardona made the announcement while visiting one awarded winner, Walter R. Sundling Jr. High School, in Palatine, Ill. The National Blue Ribbon Schools award affirms the hard work of educators, families and communities in creating safe and welcoming schools where students master challenging and engaging content. "I commend all our Blue Ribbon honorees for working to keep students healthy and safe while meeting their academic, social, emotional, and mental health needs," Cardona said. "In the face of unprecedented circumstances, you found creative ways to engage, care for, protect, and

house to Luther Forest, Struzzi says that's not the case. In fact, Struzzi says, he's gotten interest from a major pharmaceutical company and a food processor that were looking to build large facilities and employ hundreds of

workers. But when he explained all the restrictions at Luther Forest, which he says include a requirement to undergo audits by the town, they were scared away. "It's just insane," Struzzi said. "Our objective right now is to have the language in the (zoning law) modified so we can create development opportunities to be utilized." The Malta Planning Board voted to reject Scannell's request to change the zoning laws, although the Town Board, which has the final say, declined to follow the planning board and is allowing Scannell to come back with more data and analysis of the issue. GlobalFoundries opposes the changes, saying it would hamper its own plans to build a second fab. "The town is working with Scannell, reviewing their submission, studies and data to make a decision," Malta town board member Timothy Dunn said.

between a school's student groups and all students. Green Meadow and Malta were both identified as exemCONTINUED FROM 3 plary high-performing schools. "We are truly honored and excited to be recognized as a 2021 National Blue Ribbon School," Green Meadow Principal Daniel Garab said in a statement. "I am so proud of our students, staff and the greater Green Meadow community for earning this national award. This is a reflection of the true sense of teamwork that we have here at Green Meadow." This is the second school in the East Greenbush Central School District to be named a National Blue Ribbon School. Red Mill Elementary School earned the distinction in 2011. Green Meadow is a neighborhood elementary school that has been educating children in the towns of East Greenbush and Schodack since 1955. The school serves approximately 400 students in grades K-5. "The district is extremely proud of Green Meadow Elementary School," East Greenbush Superintendent Jeff Simons said. "Through the leadership of Mr. Garab and the contributions of all of the teachers, staff, PTO leaders and all of the parents, the school excels at offering a positive climate for all children to learn and flourish." Malta Avenue Elementary School in the village of Ballston Spa was built in 1915. The building once served as the Ballston Spa High School before centralization of school districts in New York state began, according to a description of the school submitted to the Education Department. "In fact, the school is so endeared to the community that despite its significant need for costly renovations in the 1990s, community residents voted to maintain the 'village school' instead of building a brand new school in the neighboring town of Malta," officials wrote. Inclusivity, community building, and parental involvement have long been a cornerstone of education in the increasingly diverse district. Up to 420 schools may be nominated for the award each year. Other Capital Region winners in the last decade included Elsmere and Glenmont elementary schools in Bethlehem, and Tesago elementary in the Shenendehowa school district. The U.S. Department of Education invites National Blue Ribbon Schools nominations from the top education official in all states, the District of Columbia, Puerto Rico, the Virgin Islands, the Department of Defense Education Activity, and the Bureau of Indian Education. Private schools are nominated by the Council for American Private Education. Rachel.Silberstein@timesunion.com518-454-5449@RachelSilby
