Crossroads Center for Children Announces 2021 “Dare to Be Different Gala” to be Held on October 23 CAPITAL DISTRICT – Tickets are now on sale for Crossroads Center for Children’s 2021, “Dare to Be Different Gala, a night of celebration in support of Crossroads programs for children in the Capital District (or Northeastern New York). This year’s Gala will take place on Saturday, October 23, from 5 p.m. to 10 p.m. at the Terrace at Waters Edge in Glenville. Each year at the Gala, Crossroads Center for Children chooses to honor someone with the “Connecting the Community Award” in gratitude for their help over the past year, which is always a meaningful and challenging review, as the center truly appreciates the contribution of everyone

Catholic Charities Announces Dates for 2021 Saratoga Festival of Trees Event! SARATOGA SPRINGS - Catholic Charities of Saratoga, Warren and Washington Counties invites the local community to mark their calendars for the 26th annual holiday event fundraiser – The Festival of Trees, on Wednesday, December 1 through Sunday, December 5 at the Saratoga Springs City Center. The Festival will showcase beautifully decorated trees, wreaths, centerpieces and other holiday items for purchase, with proceeds benefiting the programs of Catholic Charities in the tri-county region. Because so many hands go into the making of the festival, this year the Catholic Charities organization is extending an early call to the community for tree sponsors, decorators and event volunteers. Ex-officer sentenced for child abuse Sexual predator Steven Willetts will serve 16 years ByLINE: ROBERT GAVIN
BALLSTON SPA - A former Saratoga County deputy sheriff who repeatedly sexually assaulted two young girls and used his law enforcement status to intimidate the victims was sentenced Monday to 16 years in state prison. Steven Willetts of Malta, whom prosecutors said abused the girls beginning when they were 8 years old, will be supervised after he exits prison for the maximum of 20 years. Before the sentence was imposed by Saratoga County Court Judge James A. Murphy III, Willetts' victims tore into him -- describing the 42-year-old as a controlling and twisted predator who abused them emotionally and sexually. Willetts had asked one of the girls -- who was 12 at the time -- how she would feel if he killed himself, she told the court. "I was a child, and he gaslit me into forgiving him and apologizing for the abuse he put me through," the victim said.
"My whole life felt manipulated, and I felt so trapped," the victim continued. "The sexual abuse, mental abuse and emotional abuse wore me down over the years and caused more damage than I realized." For years, Willetts had told the victims that law enforcement "eyes" were watching them at school and elsewhere in an effort to intimidate them into silence, the victims and a prosecutor told the judge. "I was uncomfortable even talking to my teachers," one victim said in a statement read by Assistant District Attorney Jennifer Buckley, who prosecuted the case with Assistant District Attorney Terry Northrup. "(Willetts) would even say the officers that worked the day shift would tell you what I was doing if they saw me out." There was no evidence of any surveillance by other officers. The girls eventually revealed their horrific ordeal to a sheriff's deputy, who let them know Willetts was not worthy of his badge and "not one of us," prosecutors said. Sheriff Michael Zurlo and several deputies were in court for the sentencing to support the victims' family, the judge noted.
Police previously said Willetts engaged in sexual conduct with a girl under the age of 11 and another girl under the age of 13. A separate accusation alleged Willetts abused another child in the town of Waterford. All the allegations were resolved when Willetts pleaded WILLETS guilty in July to first-degree course of sexual conduct against a child, a violent felony. He admitted he victimized the girls over the course of several months between March 1, 2009, and June 30, 2011. One victim said Monday that Willetts believed that he was "indestructible" and that the victims would never turn him in. Two of the victim impact speeches noted that Willetts has recently been on dating websites. Willetts told a probation officer who was compiling a pre-sentencing report that he had sex with one of the girls because the child showed affection to him that he reciprocated, and that "somehow it turned into sexual contact," Buckley told the judge. Town must exceed tax cap Ballston sends notices after technicality forced its hand ByLINE: KATHLEEN MOORE
BALLSTON - A technicality in the state's tax cap law is forcing Ballston to exceed its tax cap despite not having a town tax or a highway tax. At issue is a longplanned sewer district to preserve Ballston Lake. The sewer project is under construction and residents nearby will have to start paying for the construction debt next year. But despite the district having to be approved by the Town Board and the state comptroller's office,
the town must now send out notices telling the public that the 2022 budget will exceed the tax cap. The Town Board must hold a public hearing, scheduled for Oct. 12, and vote on the matter. "It begs the question, why are special districts included in the tax cap?" said Saratoga County Sewer Commission Executive Director Dan Rourke. The tax cap legislation was intended to curtail rapidly increasing local taxes from the multitude of taxing agencies -- not just municipalities but also libraries, fire departments, lighting districts and others. But it was certainly not intended to curtail new infrastructure,

Rourke said. "The reality is that lake is in tough, tough shape," he said, explaining that the Ballston Lake sewer district will help the environment. "I'm excited about it." Jeanette Borthwick, financial system administrator for the town of Ballston, went to great lengths to explain the reason for exceeding the tax cap at Tuesday night's Ballston Town Board meeting. Wide array of artists got chance to shine at the Folklife Festival Event part of efforts to celebrate region's culture ByLINE: SHRISHTI MATHEW
"If you live in the state of New York, you are a part of New York culture," said Ellen McHale, the executive director of the New York Folklore Society. Based in Schenectady, the Folklore Society aims to support folk and traditional artists living in New York state, along with community cultural experts, community-based cultural organizations, and academic and public sector folklorists. "Our mission is to assist and amplify work of artists, organizations within their community," said McHale. To showcase the art and artists that the organization has worked with and been documenting, the Folklore Society hosted the Mohawk Hudson Folk Festival on Sunday, Oct. 3, at the Washington Park Playhouse in Albany. cultures from around the world that have made their way to New York and have taken their own place in the state's culture. "We want people to receive recognition," McHale said. "They probably already have recognition within their own communities. But we feel it's important to show the diversity that's been the Capital Region welcomed and they see themselves represented." Efthemios (Altin) Stoja is an iconographer who specializes in the Macedonian style of Biblical iconography. Stoja was born and raised in Albania. Ethnically Greek, he was fascinated by the iconography he saw as a child in his father's village. Orthodox Church in Cohoes. In addition to exhibiting his work - both religious and nonreligious - Stoja made a presentation on his latest project, a 6-foot tall icon of St. Michael the Archangel. "Every time I start to make the icon in my studio, I put some ancient Byzantine hymns and it gives me peace and inspiration," he said. "I brought that same peace to the folk festival." The Rev. Thomas House, director and music minister of Mount Olive Southern Missionary Baptist Church in Albany and his group, Inner Visions, is one of the artists who performed at the event. The group has been performing predominantly traditional gospel music in and around the Capital Region since 1983. The Folk Festival was their first time performing in Washington Park.

History Center Publishes New Book: Saratoga County Stories SARATOGA COUNTY – The trustees, staff, and volunteers of the Saratoga County History Center, in partnership with the Saratoga County History Roundtable, are thrilled to announce the publication of Saratoga County Stories. A collection of essays and articles from local historians, the book is aimed at the general public, and will delight readers of all ages with snapshots of the past and true tales of crime, heroism, and colorful personalities. Saratoga County Stories, which is slated for an October 2021 release, is a major achievement for the History Center and the Roundtable, and the product of over a year of writing and editing. This Week in Saratoga County History George Herrick West & the (not so) Secret Law and Order League
Mechanicville, this time to the village trustees. It was his view that local police were failing in their duty to prevent the sale of liquor to minors, gambling, and “profanity on the streets.” In the March 1911 term of the Saratoga County Court, the cases against O’Rourke, Patrick & O’Neil for keeping a gambling house finally came before a judge. As the trial proceeded, witness after witness was called, but when none could recall when they played poker at these establishments, all the cases were quickly dismissed. That same year, efforts to halt gambling across the state were in full swing, with one of the most sweeping changes when the New York State Legislature outlawed the placing and recording of bets, effectively shutting down all horse racing in the state. Possibly due to the strong anti-gambling push across the state, the Secret Law and Order League again started investigations into gambling in Mechanicville. This time the League focused on Deputy Sheriff Albert B. Houseworth, bringing a charge of “repeated neglect of duty” against the officer in January of 1914. When interviewed by the Mechanicville Mercury, Houseworth stated that the charges against him were for allowing violations of the Sunday laws forbidding the sale of liquor & the playing of baseball, as well as allowing gambling establishments to flourish in the village. In his response, he said he was no longer the “goat for the glided reformer and never supposed that a Deputy Sheriff of Saratoga County had to act as a private detective for the Secret Law and Order League.” The Law and Order League responded by reminding everyone that they had written Deputy Sheriff Houseworth on numerous occasions over the previous year informing him of the business places in Mechanicville with gambling machines, and two active gambling places in the village. Once they saw that Houseworth was not willing to enforce the anti-gambling laws, they notified the County Sheriff of the existing situation and asked for him to intervene. On January 3, 1914, the Mechanicville Mercury reported that Deputy Sheriff Housworth was at risk of being removed from

While not nearly as well known as the “Paper Bag King” George West, GHW was a representative of the progressive era in local politics. When in the 1870’s the realization of the need for social reform swept across the nation, George Herrick West Law and Order Leagues, as well 1854-1936 Source: Saratoga County as other similar organizations, sprang up to address evils as History Center varied as social disorder, drink, and gambling. Forty years later, concerned members of the Ballston Spa community formed The Secret Law and Order League to address these same evil influences on society. The leader of this organization was G. H. West, the son of Galway farmer Matthew West. George West had been elected to the New York Assembly where he served from 1899 to 1900. The first evil that the Law and Order League addressed was white slave trafficking, with West drafting a bill that was introduced in the 1909 New York State Legislative session. That bill was not acted upon, but when George West again introduced his anti-white slave trafficking bill in 1910, he had the added advantage of support from Senator Edward T. Brackett of Saratoga Springs and Assemblyman George H. Whitney of Mechanicville. The Brackett-Whitney bill passed in both branches of the legislature and in 1910 it was signed into law. That same year the league attempted to stamp out gambling in the Saratoga County village of Mechanicville. Represented by Ballston Spa attorney Hugh Whalen, the group filed a citizen’s complaint requesting that an investigation be made to determine if the crime of keeping a gambling establishment was being New Office/Warehouse: 747 Pierce Rd., Clifton Park committed in Mechanicville. In their complaint, they alleged that gambling houses were “running full blast” on both Railroad Street and Park Avenue. his position as Deputy Sheriff. At risk also was his $65 a month job as a patrolman for the village of Mechanicville. A week after the charges were brought against Houseworth, Saratoga Sheriff Clarence L. Grippin sent deputies to Mechanicville to shut down the places that were alleged to be involved in gambling. Though no charges were filed against these establishments, their doors were closed to business and the gambling machines removed. The Secret Law and Order League’s successful campaign against gambling in Mechanicville was the last time any of their activities were reported in local newspapers. George Herrick West continued to work on social reform as superintendent of the New York Civil League’s Law and Order Department in Albany, New York. He passed away in 1936 at the age of 81 and is buried in Ballston Spa Cemetery. That means the town has no choice but to exceed the tax cap. "You have to do this. So what are your choices? It's not that somebody was fiscally irresponsible," she said in an interview Wednesday. "The sewer district was voted on, it passed. It's under construction." The town is increasing total expenses by $257,000 more than allowed under the tax cap. The first-year sewer district tax levy is $389,000. "So clearly if we did not have that in there, we would have been under the tax levy limit," she told the Town Board. "This is not a 'sky is falling, you guys are spending too much.'" She noted that there is no penalty for exceeding the tax cap. And although people could see it as "really silly" to have to exceed the tax cap over a new sewer district, the result could be good, she said. "The state government has put in this little trigger. That way the public becomes advised of that. That's a good thing, the public should turn around and ask the town, 'Why are we overriding the tax cap?' Then the public can ask, is that reasonable?" she said. "Perhaps the state has put this in place to make the public aware." The comptroller's office would not discuss why special districts were included in the law. "We can't speak to the philosophical intent of the legislation," said spokeswoman Tania Lopez in an email. "What we can say is the practical effect of the law is that the tax cap is a limit on the total amount of taxes levied, no matter what the purpose is or the source of the increase in taxes."
