2022 Town of Saratoga Calendars Now Available TOWN OF SARATOGA - The 2022 Town of Saratoga calendars featuring pictures from days gone by in the villages of Schuylerville and Victory and in the surrounding areas are now on sale. Black Elks Club seeks funding to save its dilapidated building Though Saratoga Springs group has had a rich history, membership has dwindled ByLINE: WENDY LIBERATORE

SARATOGA SPRINGS - In the 1960s and early 1970s, urban renewal cleared out most of the residents in the vibrant Black, Jewish and immigrant neighborhoods. But this purge -- which was then called progress -- did not whitewash the entire community. One cultural landmark to the Black community endures, the Frederick Allen Lodge, better known as the Black Elks, the city's oldest and only institution devoted to people of color. "This particular Elks club has a history that is rich in culture," Kendall Hicks, the club's exalted ruler, said. "It's the last thing standing for people of color here and 100 miles in each direction. For people who ask where are my people, they can come here and connect. This is a safe place to be around others."

But with only a little more than a dozen active members, thus fewer dues and dollars to sustain them, their lodge on Beekman Street is in trouble. The building is crumbling, and thus the very foundation of their mission of justice, charity, fidelity and brotherly and sisterly love is in jeopardy. In addition, many of their essential fundraisers were canceled last year because of COVID, landing the Black Elks where they are today, in desperate financial straits. The lodge needs at least $82,000, as a recently established GoFundMe pages indicates, to restore its building's cracked foundation, its out-ofcode kitchen, its inaccessible bathrooms and other areas that have been long neglected because the lodge simply doesn't have the funds. "The lodge has been struggling for years," Hicks said. "I have been rolling up my sleeves, with volunteers, to fix leaky pipes, scrub the floors, trying to fix the furnace, whatever is needed. It's been putting on Band-Aids for about six years." Hicks, who jokes he's often called the

Hospital expansion foes continue fight Saratoga Springs neighbors take zoning issue to appeals court ByLINE: WENDY LIBERATORE

SARATOGA SPRINGS - As Saratoga Hospital proceeds with the first phase of its plans to build an office complex at Myrtle and Morgan streets, neighbors surrounding the 17-acre complex are back in court. After losing a legal challenge in 2020 to reverse the city's decision to change the zoning from residential to institutional, the neighbors are now appealing the lower court's decision. "The decision from the Supreme Court was wrong," said neighbor and plaintiff Alice Smith who lives on Woodland Court, which is squeezed between the hospital and its proposed project. "I will fight the decision until there is nothing left I can do." In June, Claudia Braymer, an attorney for the neighbors, argued that the City Council, in approving the change, "failed to take the nec-

essary hard look at potential adverse effects." She also called the action "spot zoning" and argued the council's decision to change the zoning was "tainted" by the receipt of campaign contributions to council candidates from hospital administrators and board members, who, Braymer said "stood to benefit" from the zoning change. The contributions were given just months before the City Council voted on the change in December 2019. Regardless of the latest court filings, hospital officials and their architects appeared before the city's Design Review Commission last week seeking a favorable opinion on the roof design of the three-building complex, a total of 105,000 square feet of office space with nearly 400 parking spots. Kevin Ronayne, senior project manager for the hospital, said the hospital was hoping for approval from the Planning Board for this first building by the end of the year. "Our hope this evening is we get favorable opinion to go back to the Planning Board," Ronayne told the Design Review board

COPS, COURTS AND FIRE CALLS East Greenbush burglaries investigated EAST GREENBUSH -- Town police are investigating a home invasion and are seeking the public's help in the case. An unknown man entered an occupied Valley View Boulevard residence through a window at 2:08 p.m. on Wednesday. When confronted by the homeowner, the suspect fled, according to police. Authorities said the entry was an attempted burglary. Police released a photo of the suspect and two vehicles that are involved with the incident. Authorities said the vehicles and suspects were in multiple neighborhoods on Wednesday claiming to look for a lost dog while casing homes and may have been involved in

other burglaries. Anyone with information on the suspects or vehicles is asked to contact the East Greenbush Police Department at 518-479-2525.

Amsterdam woman is charged with drug trafﬁcking

AMSTERDAM -- A 51-year-old woman was arrested Tuesday for alleged drug trafficking in the city, police said Tuesday. Amsterdam police said the woman had been a target of their drug trafficking investigation, and upon seeing her driving in the city Tuesday morning at about 8 a.m., detectives pulled her over during a traffic stop on Market Street. Police said after bringing her to the police station and getting search warrants on her vehicle and Wall Street home, detectives found a large amount of cocaine, heroin packaged for sale, opioid pills, scales and over $10,000 in cash. Her car was seized as part of the investigation. The woman is charged with felony criminal possession and sale of controlled substances counts.

HADLEY — A town woman was arrested Wednesday for allegedly photographing two children under the age of 5 to create child pornography, the Saratoga County Sheriff’s Office said. The photographs allegedly taken by the 26-year-old who lives on Second Avenue were found on an electronic device by a family member of one of the children, deputies said. The suspect was charged with two counts of promoting a sexual performance, using a child in sexual performance, both felonies, as well as two counts of endangering the welfare of a child, a misdemeanor, the Sheriff’s Office said. She was arraigned in Malta Town Court.

Burglary suspect accused of attack NISKAYUNA — A 21-year-old man is accused of breaking into a home’s garage and later attacking an officer, town police said Thursday. Officers responding to a burglary in progress on Chestnut Lane around 10 a.m. Monday discovered that a man had broken into an attached garage while the homeowner was there, police said. Authorities said the homeowner gave officers a description of the man, who they found walking on River Road near Line Drive. Police said an officer

approached the man who then became aggressive and started fighting with the officer. “The officer was able to gain control of the subject with the assistance of a motorist passing by,” police said in a statement. The suspect was taken into custody and identified as the person the homeowner saw in the garage, police said. The officer involved in the altercation was injured and taken to Ellis Hospital for an evaluation. He was later released. The suspect, who police consider homeless, was charged with burglary and assaulting a police officer.

Halfmoon man charged with setting car on ﬁre MALTA— A 30-year-old Halfmoon man is charged with felony arson, accused of setting a car on fire at the Malta Gardens Mobile Home Park on Saturday, Saratoga County sheriff’s officials said. The suspect also lied about the circumstances of the fire and is charged with misdemeanor making a punishable false written statement, deputies said.

Then there are the floors, they slope and sag, with the floor in the kitchen, though new, nearly caving in because the main foundation is so compromised. "This is one of the big ticket items," Hicks said while standing in the doorway of the kitchen. "It's being used for storage now because it's not up to code. ... This is the biggest thing to get the kitchen up and running so that we can do our programs." Those include the summer youth program that feeds children lunch and the year-round effort to feed the homeless and shut-in seniors. The kitchen can also help them bring in money, but serving food at special events. Even though some of the programs are thwarted by the building's problems, many are going forward. The lodge is having its annual fundraiser, the Jazz BBQ on Sunday. It's also the location for the city's Free Fridge and soon will have a tiny library with books devoted to the city's cultural history. The lodge is also continuing its annual scholarship award to a Saratoga Springs High School student as well as preparing and encouraging teens to participate in the state Elks' beauty and talent competition and oratory contest. The lodge also hosts a spelling bee, a dinner dance and a fashion show. Some repairs, thanks to the community, have already

been made. The balcony on the building, an original feature, has been restored. Hicks said materials were donated and a contractor who offered a cut rate, refurbished that part of the façade for about $3,500. In addition, Boyce and Drake Plumbing donated and installed a new furnace, allowing the lodge to have reliable heat for the first time in years. But it's not just the building, it's the institution itself that concerns Hicks. Chartered in 1925, the lodge was established because Black people were barred from joining the city's all-white Elks. Its founding members opened the club on Congress Street, the same neighborhood where many of the city's people of color lived. It was named for Frederick Joseph Allen, one of the first Redcaps at Union Station in Albany and a man wellknown in City Hall as he worked there as a custodian into his 90s. Activity for the club came to a halt in 1966 when the lodge burned down. That forced the members to buy the Beekman Street property, formerly Fusco's Restaurant, in a neighborhood that was mainly Italian but known as Dublin. Hicks said though the fire was tragic, it did save the lodge from being a target of urban renewal. And the move to Beekman Street was also auspicious, as it kept the lodge in a busy, friendly residential city neighborhood for years. "In our heyday, we had parades down Beekman Street," Hicks said, pointing to some of the historical pictures in the lodge. They include photos of the lodge's sister group, the Mary A.

Hicks expects Sunday's event will give people a chance to return to the lodge in a neighborhood that has transformed into the city's arts district. However, he is especially anxious to see youth come back to the lodge with programs that address racial and social justice issues. "One of things we want to do with them is have classes on life issues, what they need to recognize and be aware of to help them in society," Hicks said. "How to respond when stopped by the police, how to live through that situation. ... We want to show them the right and wrong way to act when stopped by police. ... Everything is so heightened and situations can go the wrong way if reactions are not right. ... It's sad I have to teach them that before I teach them how to tie a tie, how to act in social, formal settings and how to pull out a chair for a lady. We'd like to teach our young men that but we have to teach them how to stay alive first." Lezlie Dana, a co-chair of MLK Saratoga, said the lodge is especially important today. "White America is stepping up and leaning in," said Dana who is administering the GoFundMe page. "This is something we can reconcile, but it's important to know the story of our history, what brought us here." Hicks agreed, saying the lodge can help society get there. "It's worth fighting for. I'm pushing to keep this lodge open. Leaving is not an option. We will figure something out."

It was considered a planned development district. But in 2016, the project failed at the City Council table as it required a supermajority to pass, four out of five votes. But two council members recused themselves from the vote, thus killing the project. The city changed its zoning in that area three years later, a move that hospital administration lobbied for in council meetings. After the change, the hospital purchased the land, giving it more freedom to move the complex forward. While Design Review Commission members said the designs shown to them "scream commercial," the commission ended giving the design an "indifferent" designation, saying it was neither compatible or incompatible with the neighborhood. They also called the ruling "one for the books." Smith, who was at the meeting, said discussion on the building's roof design is trivial because the building "will look like a mall" in a residential neighborhood. "In reality, it's a pretty monstrous size building," Smith said. "There is nothing that is conforming in the neighborhood ... It's not going to be any pretty residential type of building." Hospital spokesman Peter Hopper was unavailable to comment on the appeal last Tuesday. City Attorney Vincent DeLeonardis did not respond to the Times Union request for comment.
