Colonie Senior Service Centers, Inc (CSSC) offers a cooking demonstration highlighting “the best of local” for seniors (55+). As the area’s largest nonprofit senior organization, CSSC offers a wide array of senior programs and services including educational, and health and wellness opportunities.

Join Award Winning Chef Aneesa Waheed, owner of Tara Kitchen, on Tuesday, January 31, from 11:00 a.m. to 12:00 noon to learn from an area expert about why Moroccan cuisine is so special. The class will take place at CSSC’s King Thiel Senior Community, 17 Elks Lane in Latham.

Moroccan cuisine is the cuisine of Morocco, fueled by interactions and exchanges with many cultures and nations over the centuries. Moroccan cuisine is a mix of Arab, Berber, Andalusi, and Mediterranean cuisines, with minimal European and sub-Saharan influences. For nearly a decade, Tara Kitchen has served Moroccan food that is for everyone. It’s worldly but accessible comfort food packed with flavor. Vibrant, not fiery, it is seasoned with spices that reflect Morocco’s history as a cultural crossroad.

Parties at odds over damages

City refutes property owners’ allegations of backdoor dealings

COHOES — A couple who have spent 15 years contributing to the revitalization of the city by buying and rehabbing small properties said they are now being ostracized and thwarted by Cohoes officials in their pursuit of justice after a former tenant did $80,000 worth of damage to one of their buildings while a city representative participated and another watched the activity.

“It’s like we’ve been blackballed. Everyone’s protecting each other,” said Luke Gladue, who with his wife, Terri, owns five residential and two commercial properties in the city. Further, they allege, the ill will and backdoor dealings have extended into the proposed redistricting of Cohoes Common Council ward boundaries, being discussed this month. If adopted, they would prevent Terri Gladue’s mother from running against the council member who was present during the damage to the Gladues’ building.

Keeler said.

He said the redrawing of ward maps, as required by the city charter every decade after the U. S. Census, was done independently by the same outside consultant who has done it for 50 years, and any effect on the Gladue family was unintentional.

At the heart of the dispute is a building at 95 Remsen St. purchased by the Gladues in 2017. It was renovated at a cost of $980,000, of which $631,000 was later reimbursed through a Restore New York grant, according to the Gladues. It includes a 1,200-square-foot restaurant, ground-floor dance and theater studios and eight fully rented micro-apartments upstairs, they said.

The restaurant space became home in summer 2019 to Cafe Monocle, with owner Kelsey Knutsen making her debut as a restaurant proprietor after working in finance and marketing. Almost from the start, the relationship between Knutsen and the Gladues was contentious. They pitted attorneys and lawsuits, real and threatened, against one another over matters including noise and vibration from the fan powering the kitchen exhaust hood, leaks from Cafe Monocle plumbing that damaged the floor of the dance studio, unapproved renovations to the restaurant space, a dividing wall in the basement and more, according to both sides. Also, after the onset of the pandemic, Cafe Monocle fell far behind on rent, leading to a court order in mid-October that Knutsen pay almost $10,000 in back rent before the end of the month and giving her two weeks more to vacate the property.

On Oct. 30, after Cafe Monocle’s final brunch service, Knutsen sold off much of the restaurant’s equipment and fixtures, including those that, per the terms of her lease, were to stay with the property. When the Gladues visited on Nov. 1, they found the restaurant space had been gutted of the bar top, sinks and coolers, bathroom sinks, multiple kitchen sinks and cooking equipment. Parts of walls had been torn out to allow for the removal of the 10-foot-long hood for the kitchen exhaust. Wires, pipes and ductwork were left cut and hanging; in the basement, there was rotting food.

The Gladues said they were told the department concluded that since Knutsen misled purchasers into believing she had the authority to sell anything within the restaurant and to allow any damage caused by its removal, all of the buyers, including Remsen Street restaurant owner and Common Councilman Don Russell, were not criminally culpable. Russell bought a counter-height sandwich refrigeration unit from Cafe Monocle on Oct. 30, returning the following day to pick it up.

Russell said at the time he didn’t think it was his place to call the Gladues, because Knutsen, as tenant, had control of the space. Robert Newberry, co-owner of the Bye-i Brewing, who bought the exhaust hood and whose workers ripped out part of a wall to remove it, told the Times Union and police he was also misled by Knutsen about whether she was entitled to sell equipment and fixtures and whether damage was permissible for its removal.

As a result, “neither (Russell nor Newberry) had the culpable mental state required to be held criminally liable,” Keeler said in a Dec. 1 letter to the Gladues. He continued, “The bottom line is that your property was damaged but those responsible did not commit a crime so they can’t be tried in Criminal Court. The damage was in violation of a civil contract and the matter was properly referred to Civil Court.” Keeler further advised them that they could sue Russell and Newberry for damages not covered by any decision against or settlement with Knutsen.

“Their answer is we have to spend more money on attorneys’ fees to keep going after people in court,” Luke Gladue said. He said he recently received an insurance settlement of about $80,000, and the couple will do most of the renovation work at 95 Remsen themselves.

“I’m sorry this all happened, but it is not the city’s responsibility or a criminal matter,”

Shocked, the Gladues filed a police report, and the department opened an investigation.

Demolition begins at former Karl’s Motel on Loudon Road

Developer seeks approval for 12,000-square-foot housing, retail space at location

COLONIE — Demolition crews have begun tearing down the former Karl’s Motel building on Loudon Road, where a developer hopes to erect a 12,000-square-foot mixed-use housing and retail space

If the redevelopment project is approved, the dilapidated motel, located at 1133 Loudon Road, will be leveled to make room for a two-story building that will have 6,000 square feet of office and retail space on the first floor and four apartment units also totaling 6,000 square feet on the second floor, according to the proposal submitted to the Colonie Planning Board in November by Fred Sharifipour, president of Freddy Companies of NY.

A parking lot and access road will also be developed to support the proposed buildings, with two parking spaces per apartment unit, and a “green area” to the west of the apartment building as an amenity for residents to sit, grill and enjoy being outdoors.

Plans for the project were first submitted last spring and have since been modified based on the board’s requests. Changes made to the ini-

tial proposal include the addition of individual entrances for all of the apartments and the removal of common corridors, the rearrangement of parking areas so the retail building will have closer parking, and landscaping added along the common property line with neighboring properties.

While the redevelopment project has yet to be approved by the town, Sharifipour said he hopes to break ground sometime this spring. A building permit for the new project has not yet been issued, said Sean Maguire, planning and economic development director for the town of Colonie.

American Legion Post 1450 Donates to Local Charities

HALFMOON - American Legion Mohawk Post 1450 Commander John Lepine is proud to announce that the Post has again made its annual Christmas donations of over $13,500 to local charities and non-profit organizations in December.

Contributions totaling over $8000 were made to help support local family and youth oriented organizations such as The Saratoga Center for the Family, Regional Food Bank, CAPTAIN Youth and Family Services, Makea-Wish Foundation, Community Hospice, Double H Ranch and due to increasing need, St. Edward’s Church Food Pantry, Shenendehowa Helping Hands and other Food Pantries.

Additionally, the Post helped support our veterans by donating over $5000 to Stratton V.A. Hospital’s Adaptive Sports Program and Veterans’ Holiday Committee, The National Honor Guard, and the Homeless Men’s and Women’s Veterans Facilities in Ballston Spa.

The donations were made possible through membership support, Bell Jar, Monday Night Bingo and other fundraising activities during the year, and we sincerely thank all who continue to support these activities.

In addition to these December gifts, approximately $8000 in ongoing contributions were made throughout the year in support of the local community.

COLONIE - Colonie Senior Service Centers (CSSC) is One Step Closer to Building 99 More Affordable Independent Senior Units in Latham

In the planning process for the last two years, CSSC’s Executive Director Diane Conroy-LaCivita had the opportunity to present to the Town of Colonie IDA on December 19th in hopes for obtaining a PILOT (Payment in Leu of Taxes) on the previously approved 99-unit affordable independent senior building which would be built on the site of the former Colonie Elks Lodge on Elks Lane in Latham. The proposed building would be adjacent to CSSC’s 96-unit King Thiel Senior Community which opened fully leased on May 1, 2017, and now has a five to seven year waitlist. CSSC, Inc. envisions the two structures side-by-side will create a spectacular campus for affordable senior living complete with a three-season senior center in an adjoining pavilion built by the Elks where all sorts of activities and events could be held.

At the 12/19/2022 meeting, the IDA approved a motion to schedule a public hearing in regard to the issuance of the requested PILOT to be held on Monday, January 23, 2023. CSSC is hoping for a good turnout of seniors and their families at the 01/23/2023 IDA meeting who are interested in supporting the proposed project for more affordable senior housing in the community. This meeting is being held at Colonie Town Hall, 534 Loudon Road, Latham.

As part of last year’s previous approvals for the proposed structure, CSSC is required to pay the Town of Colonie a public benefit of $176,700 based on a per-door calculation for the 99 units.

Scott is retired after a 31-year career with the NYS Department of Enviornmental Conservation. Denise is an ordained priest in the Association of Romain Catholic Women Priests.

Historic Cherry Hill Recruits Volunteer Guides to Lead Tours of the Historic House Museum In 2023

ALBANY - Historic Cherry Hill is looking for individuals interested in local history to join as volunteer guides for the 2023 tour season. Guide training will begin onsite in late January 2023 and will take place roughly every other Wednesday evening through April.

Interested volunteers will be fully trained by Historic Cherry Hill staff members and guest speakers. Guides can expect to commit to 6-10 hours per month from January to November of 2023, with the majority of public tours occurring between June and August.

Gladue said he believes his insurance company will be pursuing Knutsen’s insurance company and/or her personally in civil court.

A Cohoes City Court judge in October issued a judgment against Knutsen for $9,954.70 in fees and back Cafe Monocle rent, said their attorney in the matter, Jonathan Schopf. The Gladues said they have yet to receive payment. Schopf said he was told by the court last week that the paperwork was misplaced in November, but he is now following up to ensure they are paid.

In another matter, Knutsen was charged with criminal trespass for allegedly breaking into a Gladue storage space she had no authority to enter in the basement of 95 Remsen. On Nov. 10, the case was adjourned in contemplation of dismissal after six months, according to court records, which also show Luke Gladue received a temporary order of protection barring Knutsen from contact or being on any of their properties for the same period.

The couple said they have felt embattled by the city’s response, a sense exacerbated when they found a web of connections within and among Cohoes institutions. For instance, the Cohoes Local Development Corp., a quasi-public nonprofit agency that promotes economic growth primarily through property-related efforts, including loans and grants, has as its CEO Deborah Jacques, who was present when equipment was being removed from Cafe Monocle, according to security footage, because Jacques said she was renegotiating terms of an

LDC loan with Knutsen; the LDC is officially independent of the city, but its members include Steve Napier, director of economic and community development for Cohoes, who answers the phone number on the LDC’s website; Jacques’ husband, Tom Jacques, is the city’s tax assessor; her brother is on the police force and sister-inlaw works as an aide in City Hall; and, as it has been in the past, the City Hall holiday party was hosted at Bye-i Brewing, the co-owner of which was held blameless by the police department for his role in damage to the Cafe Monocle space.

“When you put it all together, it feels like everybody’s in on it except us,” said Terri Gladue.

“The Gladues are more than welcome to go to the Albany County sheriff or the New York State Police if they think there’s something happening but I am positive they would come to the same conclusion that the Cohoes Police Department did,” Keeler said.

Matters became further complicated last week when Terri Gladue’s mother, Karen Miscavage, saw proposed redistricting maps for Common Council wards. A mental health counselor with a private practice who moved to Cohoes and began investing in its real estate when she saw her daughter and son-in-law’s progress in the city, Miscavage owns the building next to 95 Remsen, where she also lives, as well as three other residential properties. Invited to join the LDC, she is now its vice president. Disgusted by Russell’s performance in office, she said, Miscavage said she publicly discussed her intention to run against Russell for his Second Ward council seat.

Russell was also charged with misdemeanor forcible touching last year after a 19-year-old ex-employee filed a complaint alleging Russell “repeatedly touched the

buttocks” of the man against his wishes in Anthony’s Italian Restaurant at 220 Remsen St. in late summer and early fall. Russell’s attorney previously said the councilman believed the allegations were “being stirred up by political people in the city.”

Currently, both sides of about seven blocks of Remsen, from Cayuga Street in the north to Columbia Street in the south, are part of the Second Ward. Under the proposed redistricting, two blocks on the east side of the street, in the middle of the seven-block strip, have been made part of the Third Ward. Those two blocks contain the Gladue and Miscavage buildings, a change that would prevent Miscavage from challenging Russell.

“I find it a little too convenient that, supposedly to make the population equally represented among the wards, out of all of the blocks of Remsen, they take one side of two blocks where my and my kid’s buildings are,” Miscavage said.

Keeler said he was unaware until being told by a reporter that Miscavage was interested in opposing Russell or that her and the Gladues’ Remsen Street buildings would be within the Third Ward under the new ward maps.

“I’ve tried to stay out of redistricting as much as possible,” he said. The proposed maps were drawn by Jack McEneny, a 10-term member of the state Assembly who left office in 2012 and former Albany County historian. McEneny has redrawn the maps for Cohoes as a consultant after the past five censuses, Keeler said.

“He knows what he’s doing. We left it to him,” Keeler said.

The proposed redistricting will be the subject of a Jan. 24 public forum, followed by a council vote.

Eco-Friendly Actions Calendar

CAPITAL DISTRICT - Youth2 presents the 2023 “Eco-Friendly Actions” calendar to promote living in a sustainable manner for generations to come. Youth2 will post monthly on Facebook, Instagram and other local digital platforms simple lifestyle adjustments one can make to give back to our environment.

The organization has worked to create a methodical monthly plan for the upcoming year. Early in 2023, the calendar explores themes of land use, upcycling, and trees, but as the year progresses gardening, recycling, water use, and advocacy are also discussed.

Youth2 hopes to call attention to addressing practical worldly issues (protection of water, trees, etc.) in a manageable, doable and not overwhelming way. The purpose of this calendar is to educate more people in the Saratoga Springs region on easy environmental actions that can be accomplished to help to protect our environment. Through community action we can contribute to a better future.

Explaining Easements, Setbacks and CCRs

Property setbacks as well as easements and conditions, covenants and restrictions (CCRs) must be considered before renovating an existing home or building a new one. Setbacks are mandated buffers between surveyed property lines and permanent structures. Easements are legal designations that enable individuals or entities to use portions of a person’s property for physical access or to build on it for one reason or another. Easements may be owned by utility companies for gas lines or government agencies when sidewalks are on a private property. Additional examples of easements include greenbelt conservation easements, beach easements or view easements, ac-

CCRs, easements and property setbacks can affect which type of renovations are allowed on particular plots and may affect the issuance of permits. It’s essential to learn about property easements, CCRs and setbacks in advance and discuss them with contractors when drawing up preliminary plans.
