Fight fires, get a tax break

State initiative intended to motivate residents to join firefighter, EMS ranks

ROUND LAKE — Calling emergency responders the glue that holds the community together, the village board of trustees voted to give its firefighters and ambulance workers a 10 percent break on their village tax bill.

Mayor Gary Putnam said the board unanimously voted to pass the measure on Wednesday night after no one at a public hearing objected to the tax break. He also said he believes Round Lake is the first municipality in Saratoga County to offer the tax exemption for firefighters and EMS workers, a move inspired by a new state law signed by Gov. Kathy Hochul last December.

“A couple weeks ago … there was a fire in the village,” Putnam recalled. “Temperature was around zero, and the firefighters were busy putting out the fire and protecting the neighboring houses, which were mere feet away from the burning house. In addition, they

The tax exemption for firefighters and EMS workers follows a state initiative that gives municipalities, school districts, fire districts and counties a way to motivate residents to join the dwindling ranks of the fire and EMS departments. Greene and Rensselaer counties have already passed the exemptions for emergency responders. So too has the Bethlehem Central School District, which in a statement from Board of Education President Holly Dellenbaugh, noted “our volunteer first responders are terrific role models for our students. This is an opportunity to support our neighborhood volunteers and to encourage younger generations to join their ranks.”

Schenectady and Albany counties are also considering passing the tax exemption into law; the Schenectady County Legislature is holding a public hearing on the new law on March 6.

The new law, as specified by the state, will give lifetime exemption to anyone with at least 20 years of service in a fire or EMS department. Clifton Park is also considering the measure.

— The proposed redevelopment of the former First Prize Center will focus heavily on multifamily buildings, adding as many as 820 units to the former brownfield site. The plan was reshaped to eliminate office space in light of the long-term impact of the coronavirus and a changing culture that relies more on working from home.

William Hoblock, president of Richbell Capital, shared the proposed redevelopment last week with the Planning Board specifically created to oversee the 32-acre site at the border of Albany and Colonie.

Hoblock said the company wants to move forward in four phases to create a space that allows residents to “live, work and play.”

The site would be split with a boulevard-style streetscape. It calls for parking to be beneath or behind buildings to emphasize walkability.

“You don’t have a lot of live,

work, play environments in Albany County or the Capital Region and this will be one of them,” he said during his presentation.

After waiting more than five years, including two years of demolition work, Hoblock said working with the board was the last step before construction began.

The first phase calls for 352 units over six buildings with parking for residents underneath four floors of apartments. That phase would also include a mixeduse building that calls for a café, wellness center, co-working space and other amenities.

The first construction would also include roughly 2 acres of green space, which might include a pool, fire pits and grilling stations.

Richbell’s plan is to build the second phase the same as the first, including another 2 acres of green space, before moving on to a third phase that calls for a 185-room hotel.

The final phase would include the addition of two 60-unit buildings.

At the Saratoga County Board of Supervisor’s public hearing on the tax exemption, Fred Richards of Harmony Corners Fire Department also echoed that concern. He said his department of 16 members is relying on volunteers who are 60 and older to respond to daytime calls.

William Lund of the Ballston Spa Fire Department also spoke, saying that the current proposed exemption of $200 should go higher. He proposed exempting firefighters from the fire/EMS tax that some communities, like Clifton Park, impose.

“It’s a good start,” he told the Board of Supervisors of the proposal. “But it has to be meaningful.”

The town and the city of Albany created a joint planning board in 2020 to help guide the 32-acre site’s development. The site straddles the municipal boundaries, with roughly 16 acres in the city and 15 in the town. Each municipality appointed two members to the board and then agreed upon a fifth member.

The developers are expected to apply for a payment in lieu of taxes agreement from both the town and city, which would likely be split according to a formula contrived from the property’s boundary lines and services provided by each. The city and town currently accept portions of the assessed property tax.

When Richbell Capital first released its proposal for the site more than five years ago, the project consisted of about 2 million square feet of urban-style apartments, shopping and

entertainment. Hoblock said market changes, many driven by the corona-virus pandemic, forced them to change plans and focus on residential buildings.

“We feel we have a good mix between high density … but also a livable, functional redevelopment,” he said. The site has long been in discussion for possible redevelopment, including a big-box store and a casino. But no projects came to fruition in part because of the high cost of demolishing the buildings and remediating the leftover environmental pollution.

The demolition was aided in part by a $1 million grant from Empire State Development.

onie Dollars for Scholars would like to announce that high school seniors who attend Colonie Central High School can now apply for scholarships offered by South Colonie Dollars for Scholars.

The application deadline is March 19, 2023. All scholarships are offered via our website, https://southcolonie.dollarsforscholars.org. or find our link on the Colonie Central High School home page.

Scholarship amounts will range from $250 - $2500. In 2022, the organization gave out 63 scholarships totaling $35,000. We anticipate to have approximately the same amount this year. This chapter of the national non-profit Scholarship America, was formed in 2003 and has given out over $500,000 in scholarships since then!

by Parkinson’s Disease live well, invites you to the Parkinson’s Cabin Fever Dance Party on Saturday, March 4, 2023. Dancing and fun starts at 7:00 PM. Meet old and new friends, eat, drink, have fun, and dance to the local band GB-five, knowing that you will be supporting the local Parkinson’s community. Parkinson’s Disease is a progressive condition, for which there is no cure. The HELP for Parkinson’s organization’s mission is to bring local programs and resources, as well as relevant local and national information directly to those living here in the capital region dealing with Parkinson’s.
