Coeymans Town Hall plan to receive new scrutiny By PETE DEMOLA COEYMANS — The Town Board in this Albany County community voted unanimous ly last month to build a new $7 million Town Hall.But a former Coeymans town clerk got enough signatures needed to force the expen diture to go to a permissive referendum in the fall.Plans for the proposed project call for a two-story, 12,000-square-foot building to be constructed adjacent to the current structure.

As an independent-league team, Tri-City pays the players’ and coach es salaries, which were previously covered by the Astros. Murphy said last year the additional cost is about $300,000, including other expenses such as workman’s compensation.

’Cats afloat in independent league

The ValleyCats got a boost this season when former Vanderbilt star pitcher Kumar Rocker joined the team in preparation for the MLB Draft. They averaged 2,857 fans in Rocker’s five home starts before Rocker was chosen third overall by the Texas Rangers. But Murphy said Tri-City attendance may have suffered because of the recent heat wave. He added group sales — a large part of Tri-City’s base — are affected because some businesses are still working remotely after the pandemic. He acknowledged the loss of major-league affiliation has driven a segment of fans away, but added that’s only one factor in the attendance drop.Season-ticket holder Don Bourgeois of Latham said he has continued coming to games for about 14 years because of the way the front office takes care of the fans. “This is something a town - Albany, Troy, Schenectady — can really take to heart,” Bourgeois said. “Most of these guys are here from last year. You get to know them. I have trouble understanding the reason behind, ‘OK, they’re not associated with a big (league) team.’ But geez, (MLB teams) scout them.”

ValleyCats pitcher Kyle Arjona was recently acquired from the Schaumburg Boomers, who lead the Frontier League with an average attendance of 4,156. StAFF REPORT COLONIE — The state Division of Military and Naval Affairs con ducted a symbolic groundbreaking Thursday to mark the start of a $3.7 million entryway project at its headquarters building in Latham. Agency employees who were among the first to occupy the 36-yearold building in 1986 marked the start of the project. The complex was originally designed as a two-story armory building and four-story head quarters office building, with a second-floor connector. Originally a driveway ran beneath the second-floor walkway, accord ing to the National Guard. Following the attacks of Sept. 11, 2001, that drive was closed for security reasons. The addition will turn the open walkway in between the two build ings into an enclosed entryway. The project, overseen by the state Office of General Services, is expected to be completed by fall 2023. The work “will breathe new life into the building,” said Army Maj. Gen. By MARK SINGELAIS TROY — Tri-City ValleyCats president Rick Murphy said he’s proud his franchise has stayed in business despite the double hit they took in 2020.The ValleyCats lost their major-league affiliation with the Houston Astros and were struck by the pandemic-related challenges that faced so many other businesses in America. “Probably one of the most rewarding things that I’ve experienced is being able to take an entity, our team, that was pushed aside by Major League Baseball, and be able to remain viable through a pandemic and, in the last two years, put ourselves in a position that we could have a sustained, viable entity in this market,” Murphy said Friday. “I didn’t know that two years ago.” That said, the ValleyCats are still finding their footing in a new finan cial landscape as they approach the end of their second season in the independent Frontier League. Tri-City was averaging 2,721 fans in 38 home dates through Friday at Joseph L. Bruno Stadium. While that’s an increase from their 2,393 average a year ago, it’s still far below the 4,000 mark the ValleyCats reached in 11 of their final 12 seasons as an Astros’ farm team. Moreover, this year’s figure falls under the 3,000 average that Mur phy says the ValleyCats must eventually meet if they’re going to survive as a professional baseball franchise. Tri-City heads into an important 2023 season, which will be the final year of its three-year contract with the Frontier League. Murphy emphasized the ValleyCats will be back next season. He said it’s to be determined whether Tri-City will turn a profit this season after losing money the past two years. Tri-City has eight home dates remain ing after this weekend’s series against the Empire State Greys. “I still think that, although we made progress this year, in order for us to be sustainable, we need to average 3,000 fans a game,” Murphy said. “And we’re not that far off and I think next year, I would be extremely disappointed if we were having this conversation a year from now and we weren’t averaging 3,000 fans.” A crowd of 3,890 showed up Sunday to watch the ValleyCats (43-34) beat Empire State 8-0 and complete a three-game sweep, followed by a postgame fireworks show. Joey Gonalez pitched a complete-game three-hitter with nine strikeouts and Austin Elder smashed a grand slam to right. The ValleyCats began their season on May 12 this season, well before the mid-June opening fans became accustomed to as an affiliate. The Frontier League plays a 96-game schedule compared to 76 in Tri-City’s former league, the New York-Penn League. “I think we learned a lot this year because this is the earliest we ever opened up,” Murphy said. “This is the longest season we’ve ever had. So I think it’s getting a better understanding of this business model. In some regards for us, it’s like a start-up again. Everything that happened in 2019, pre-COVID, we like to compare to, but the New York-Penn League is a different business model. As much as we thought a lot of that stuff, the history of it, would transfer over to this new business model, we learned a lot the last couple years.”

The all-Republican Town Board voted unanimously in July to approve the project and borrow up to $4 million to cover costs. Yet the ex-town clerk circulated a petition that su perseded lawmaker approval and will instead submit the project directly to voters for their approval on Nov. 8. Cindy Rowzee, a Democrat, organized and circulated the petition, which garnered 227 signatures, above the minimum threshold in Coeymans for a permissive referendum. Rowzee acknowledges the existing structure does need to be replaced, calling it outdated and outliving its original purpose. However, “I don’t know if $7 million should be spent without taxpayer input,” Rowzee said. Permissive referendums can change the course of projects. BethlehemRepublicans, backed by concerned business owners, forced a vote on Bethlehem’s proposed “road diet” for a portion of Delaware Avenue last year; residents then voted down the expenditure at the polls. A public hearing on the Coeymans Town Hall project attracted little community feed back; Rowzee attributed it to voters feeling chronically ignored. Town officials, she alleged, have made decisions in the past with out thoroughly weighing the pros and cons, behavior she said cemented her decision to seek a Town Board seat in November’s general election.“People stopped going to public hearings because they feel like they’re not being heard,” Rowzee said, “and this is a way for people to have a say in what’s happening.” Supervisor George McHugh couldn’t be im mediately reached for comment on Sunday. The Ravena News-Herald first reported on the forced vote. “I wish more people had come to the town meetings,” McHugh told the Ravena News-Herald. “We had three public meetings on this issue and no one came, and we had two public hearings on this issue and only three people came out and voiced an opinion. I wish they had come out and voiced their opinions more, but nevertheless, this is the democratic process and I certainly support it.” If the new Town Hall is approved, the ac cessible building would include space for the town police department, clerk and assessor and building department offices on the first floor. The second floor would host the town court, supervisor’s office and human resourc es, according to project materials. Sixty-seven parking spaces would be constructed. The former building would then be razed after completion of the new structure. The project, while a quiet one at public meetings, has generated heated discussion on social“What’smedia.Up Coeymans,” a community watchdog group, cited the creeping price tag as a reason to support putting the project to voters, a question echoed by commentators. “Is this just so the officials can have a plush place to hang their hats?” wrote one. “It would be different if it meant a DMV would be there or something. But to spend all that and just have business as usual seems a waste.”

CONFRONT THE OFFENDERS: If it is safe, tell them that their abusive behavior is unacceptable. Impose social consequences like not welcoming for family dinner or to hang out, until they stop their abusive behavior. Study ‘bystander intervention training’ on YouTube and put it into practice.

HOLD THE OFFENDERS ACCOUNTABLE: If it is safe to do so, impose social con sequences on the abusers, like telling them they’re not welcome for the family dinner or to hang out, until their abusive behavior stops. Stop condoning their abusive behavior by saying “boys will be boys” or “that person would never abuse.” Family, friends and community members telling the offenders that their behavior is abusive, is a powerful deterrent against DV.

COMMUNITY LEVEL CHALLENGE THE WIDELY-HELD MYTHS ABOUT DV AT EVERY OPPORTUNI TY: That ‘DV’ means only physical violence’, it’s a “private family matter’, ‘the victim is weak’ and the victims can “just leave”. In reality, the woman is at the greatest risk of being hurt or even killed when trying to leave or after leaving. She has to carefully plan her escape, to protect herself, her children and pets and ensure financial security. CHALLENGE THE MYTH THAT THE ABUSERS “LOSE CONTROL”: Not true. They don’t “lose control” at work, with friends and other family members! Abuse is a con scious choice rooted in power and control over the partner. Challenge the inequalities and ‘isms’ like sexism, racism, classism and patriarchy on which DV thrives. No one should have been surprised that the Supreme Court overturned Roe v. Wade, but many were shocked that voters in conservative Kansas turned away a ballot initiative that would have allowed legislators to eliminate abortion rights. A measure to protect those rights will probably be on the ballot in the key state of Michigan, and Democratic candidates around the country are stressing the issue in their advertising. Republican extremism. In state after state, Republicans have nominated election saboteurs, conspiracy theorists and shameless Trump lickspittles to key offices. In some states, they've nominated what is essentially an all-fanatic ticket. In Arizona, for instance, gubernatorial nominee Kari Lake has based her campaign on the idea that the 2020 election was stolen, while secretary of state nominee Mark Finchem is literally a member of the far-right Oath Keepers. Democrats are certainly trying to make extremism a voting issue, but because we've never had an election with this many real extremists on the ballot, it's hard to know how much of a difference it will make. But one of the ways campaigns have changed in recent years is that offices up and down the ballot have been nationalized: People are more aware than ever that when you vote for a member of Congress, you're voting for their party even more than you're voting for that individual. Donald Trump. It's common to hear that when the former president becomes an issue, he "distracts" from the news Democrats would rather focus on, such as the legislation they've passed. But there's little reason to think Trump being in the news does any favors for Republicans. When do we hear about him these days? Because he's being investigated, or because he said something horrifying, or because he continues to obsess over his petty grievances. There are no news stories about Trump doing something good. And there's no question that Trump is the greatest turnout motivator Democrats have ever had. As long as he seems like an active threat, the more likely Democratic voters will go to the polls. The big picture here is that there is one issue that likely favors Republicans (inflation), while pretty much everything else favors Democrats. Barring some new crisis emerging in the next couple of months, this is what voters will have on their minds when they cast their ballots. And unlike in most midterm elections, we genuinely have no idea what will happen.

Liz Cheney, R-Wyo., will stay in Congress, which Democratic House members from New York will survive their post-redistricting free-for-all and which Democrats will face Gov. Ron DeSantis and Sen. Marco Rubio in Florida. But with less than three months remaining until the general election, the issues determining this most important midterm election are pretty much set. Let's break them down: The president. Feelings about the person in the White House always dominate midterm elections, though the president's party almost always loses seats no matter how they're doing. On one hand, opinions of President Biden have been pretty poor for some time; he's been hovering around 40% approval, and sometimes less. On the other hand, the president is on a remarkable winning streak in Congress, having signed or is preparing to sign legislation on guns, expanding NATO, promoting high-tech manufacturing, climate and taxes, and veterans benefits. Even if people haven't directly felt the results yet, if nothing else, this sudden burst of legislating is likely to mitigate the feeling among progressive Democrats that Biden is a disappointment and that it isn't worth going to the polls to support him and his party. Though the venomous loathing Republicans have for Biden doesn't seem to have changed, at the moment there's a disconnect between his ratings and people's voting intentions. As many voters say they'll choose a Democrat for House as will pick a Republican, while Republicans had been ahead on that question for months. All of which is to say, we don't really know how feelings about Biden will affect the results, and it's possible this year could be an outlier in that the president's party will do relatively well even as he remains unpopular. The economy. We just learned that inflation for the month of July compared to the previous month was essentially zero, which means we might have reached the peak of this round of inflation. Gas prices have already started coming down; the national average has now fallen below $4 a gallon for the first time since March. That doesn't mean prices aren't still high, but when it comes to the economy, it's often not whether things are good or bad in some objective sense that matters most to elections, but rather whether they seem to be getting better or getting worse. The more inflation is moving in the right direction, the less voters may feel an urgent need to punish officeholders for Abortion.it.

The climate and health care spending deal forged by Senate Majority Leader Chuck Schumer and longtime Democratic holdout Joe Manchin has revived talk in the media and among Democrats of Biden's transformative agenda -- if not quite FDR- or LBJ-level, substantial and to be reckonedThere'swith.nodoubt that Biden has spent a lot of money between the socalled $1.9 trillion COVID relief package and now the $700 billion in the latest bill. It's also true that winning is better than losing; success is better than futility; and passing something is better than nothing. The Schumer-Manchin bill, though, is a shadow of the original sprawling proposal that constituted nearly the entire progressive wish list, from free community college to universal pre-K to expanded parental leave, stuffed into one legislative casing. The scaled-back version is a not particularly coherent combination of whatever Joe Manchin and his fellow resistant Democrat, Kyrsten Sinema of Arizona, were willing to support. Its claim to reduce inflation is a joke; its deficit reduction is backloaded and has already been vitiated by other unpaid-for spending; its taxes will hit Americans earning less than $400,000-a-year, despite Biden's promises; its electric car subsidies are frustrated by its own requirements that key components not come from China -- requirements that no car can currently meet. The bill doesn't remove any of the doubts about Biden, whose main contribution to the process of cutting the deal was to stay out of the way. Otherwise, the president still hasn't successfully made the public case for anything. Indeed, he has almost zero capacity for persuasion -- something that the White House clearly realizes and is reflected in his limited schedule and interactions with the press. He's allowed the left to lead him around by the nose on most things, mouthing its lines about the Georgia voting law supposedly being "Jim Crow on steroids" and slamming the Supreme Court while on a trip overseas.Hisagenda has been almost entirely removed from the concerns of ordinary Americans. The title of the new spending bill is a nod to inflation, but what it really offers Americans groaning under double-digit price increases in key goods is -- just what they need -- more solar panels and wind turbines. Of course, Biden's first big achievement, the COVID bill, turned out to be most consequential for what it did to stoke an inflation that has disrupted the lives of much of the country and eroded its standard of living. It is this failure, more than the border or Afghanistan, that has sent Biden below 40% approval in most polls. It's one thing to sag in popularity before a midterm election -- that's normal. It's quite another to convince most everyone in the country, including members of your own party, that you are unsuited to running for president again. Only 18% of Americans in the latest Yahoo News/YouGov poll say that Biden should run for a second term. Just 29% of Biden voters are ready for him to suit up and ride again in 2024, an astonishing repudiation from people who presumably wish him well and were hoping for theWell,best.at least Biden, the oldest man ever to serve as president, set up his succession with foresight and care, right? Naturally, only 30% of Democrats and Democratic independents want Vice President Kamala Harris to be the nominee in 2024. Perhaps it makes Biden's legislative achievements all the more impressive that he's been able to manage them while simultaneously cratering. If that's a distinction of sorts, it's not one any president should welcome.
