SCHENECTADY — What do Schenectady, Rensselaer and Ballston Spa have in common?
In the Capital Region, those districts are seeing the most parents switching to home schooling.
Statewide, Schenectady has the fifth highest increase in home-schoolers leaving their public school district outside of New York City’s five boroughs. The number of home-schoolers in the Electric City almost tripled from 99 before the pandemic to 289 last school year, according to data from the state Education Department.
The average school district in the state, excluding New York City, lost 23 students to home schooling, while the average loss among the five districts with the most home-school transitions was 284 students. Statewide, there are 54,000 children designated as home-schoolers.
The other districts in the top five are a mix of suburban and urban upstate schools: Arkport, Steuben County; Sherman, Chautauqua County; Rochester, and Kingston.
Ballston Spa and Rensselear did not have the highest number of children who transitioned to home-school, but they did have the highest percentage increase among Capital Region public schools.
In actuality, the 190 Schenectady students who moved to home schooling is small for the city district, which has almost 10,000 students. But it is a 192 percent increase in comparison to the home-schoolers who left before the pandemic.
Educators take the loss as a criticism of their schools. As lifelong public educators, they strongly believe it’s the best way to learn. They note that schools consist of a more diverse group than one’s family, with teachers trained in social-emotional learning and myriad other skills.
In the last two years, parents largely left public school because of COVID, though not all for the same reason. Some felt districts were
taking the virus too seriously — while others felt they were not taking it seriously enough.
School officials have focused on getting both groups back, partly on the grounds that everyone has now accepted that COVID is here to stay. But many parents who started home schooling because of the pandemic told school officials they want to continue because they have fallen in love with teaching at home. The flexibility, ability to work at a child’s learning level rather than grade level, and the chance to incorporate play-based or outdoor school won many of them over.
“For us personally, my father had a rediagnosis of lung cancer and to me personally it was, ‘do I send (my kindergartner) to public school and expose my father, or keep him home?’” said Laura Eadon of Ballston Spa. “It started for me as a necessity for our family to stay together.”
Her father died in March 2022. But she has not re-enrolled her children, who are now in first-grade, second-grade and pre-kindergar-

ALBANY — More needs to be done on the state level to protect bees and other pollinators, an audit by the state comptroller’s office says.
The Pollinator Protection Plan was created in 2016 under the state departments of Agriculture and Markets and Environmental Conservation in response to a rapid loss of pollinators. The plan estimated managed honeybee colony losses at more than 50 percent and some migratory colony losses in excess of 70 percent over several years. In a review of Ag and Markets’ work, Comptroller Tom DiNapoli said that department could be doing more to detect diseases and parasites, including improving its registry and inspection of apiaries and developing new procedures to inspect honeybee shipments.

Farm and Apiary in Schodack Landing, said he has around 400 to 500 beehives located across the Capital Region. But finding a safe place for hives has become more and more difficult as diseases, parasites and pesticides threaten honeybees. A major issue is the parasitic Varroa destructor mite, he said.
The audit said Ag and Markets was not following up on whether apiaries where such mites had been detected were being treated.
The audit also found the department did not issue a permit or obtain a disease-free certification from over 75 percent of Maryland beekeepers bringing honeybees into New York.
The threat of disease and parasites, along with the use of a neurotoxic group of pesticides known as neonicotinoids and environmental factors such as last year’s drought conditions, has worsened the rate of bee colony decline, MacThail said.
“I see more and more beekeepers folding,” he said. “I think that’s yet an even bigger problem. Because we need more beehives.”
That’s because many crops are dependent on honeybees for pollination, he said. The recent audit also emphasized this.
“New York’s farmers know how import-
ant honeybees and other pollinators are to our food supply and environmental health,” DiNapoli said in a statement. “The state has designed a program to protect their declining populations, and my latest audit found the Department of Agriculture and Markets can do more to detect the diseases and parasites that

Rensselaer County’s Everett Wagar Senior Center, 2 Roxborough Rd, Cropseyville, will be open with limited hours. The center is now open Tuesdays and Thursdays from 9:00 to 3:00 with congregate lunch and activities. Monday, Wednesday and Fridays the center will be open 9:00 to 12:00. Chair Yoga Monday, Wednesday and Friday is offered at 10:00 (note the change in days). Come check it out. Seniors that attend the Yoga sessions say they feel better and have more energy.

Eligible students must be Wynantskill residents and be 4 years of age by December 1st, 2023. Lottery applications must be submitted by March 16th, 2023 in order to be eligible for the lottery drawing being held on March 20th, 2023. Parents will be notified of the results and have until April 1st, 2023 to accept their seat and fill out the remaining registration forms.

Averill Park CSD Announces Kindergarten Registration for 2023-24
The Averill Park School District has begun the process of registering boys and girls for the 2023-24 Kindergarten Classes. If you, or someone you know, has a child who will be 5 years of age on or before December 1, 2023 please contact the district registrar at 674-7050 extension 7201 to make sure that the child is listed on our school census. This will guarantee that you will receive all upcoming kindergarten information by mail. Registration paperwork will be started online and completed by appointment with the district registrar at the district office at the Averill Park High School during the month of February. Registration hours are Monday through Friday from 8 AM to 3:30 PM. Registration forms are accepted by appointment. All paperwork must be completed by 02-28-2023.
New York State Public Health Law, Section 2164, requires certain immunizations (shots) to enter kindergarten and attend school. Please check with your health care provider as soon as possible to make sure your child has all the needed immunizations. They are listed below.

Take Action Against Radon
No one is invulnerable to cancer. When it comes to reducing their cancer risk, individuals take many steps, including changing their diets and following recommended timelines for various health screenings. However, one important strategy may never occur to the average person — getting one’s home tested for radon.
The U.S. Environmental Protection Agency reports that radon accounts for roughly 21,000 deaths from lung cancer each year. In fact, radon is the leading cause of lung cancer in people who don’t smoke, according to the American Cancer Society.
Radon is a natural substance that is produced from rocks and dirt in the ground, but that doesn’t make it safe. Radon is always present in the air in low concentrations, but heavy concentrations are dangerous. This can occur when too much radon gas from underneath a home leaks into a residence and builds up inside. The higher the radon levels and the longer the duration of exposure, the greater the risk for illness.
Radon is odorless and colorless, so there is no way to know if it is present without a specific radon test kit. The Centers for Disease Control and Prevention says that affordable radon kits are available from hardware stores and can be ordered from the National Radon Program Services website at http://sosradon. org/test-kits.
Not all tests are the same, so it is important to read the directions. Depending on the test, it may take a few days or many months to finish the test and wait for the results from the testing laboratory.
If test results show a radon level of 4 picocuries per liter (pCiL) or higher, it’s adviseable to do a second test. If that test also comes back high, the issue will require remediation. A radon expert can provide advice and some solutions. Large radon problems typically require the services of a mitigation contractor to fix the home radon issues.

Swearing In Ceremony for Rensselaer County Legislator Wayne Gendron
Rensselaer County Legislative Chairwoman Kelly Hoffman announces the Swearing-in Ceremony of newly appointed Legislator Wayne Gendron. Wayne was appointed as the new District 4 County Legislator, representing the Towns of Sand Lake, Schodack and Nassau at the January legislative meeting. He fills a vacancy by former Legislator Scott Bendett who won his seat for New York State Assemblyman.
Wayne has been active in local town government, serving as Town Councilman and Deputy Town Supervisor for the Town of Sand Lake. Wayne previously served on the town’s Zoning Board of Appeals. He has also been serving his community as a volunteer and President of the Kiwanis Club. Legislator Pay Raise
Regarding the $32,000 legislative pay raise to $143,000, it’s not enough for New York to be first in death and taxes, now we’re first in legislator salaries. Too bad our priority-challenged legislators didn’t have the nerve to try this before the election.
Maybe it was because New York has 479,000 unemployed, 2.9 million people on food stamps, $11 billion in unemployment insurance fraud, a debt of $394 billion, and spends $413 billion annually, while 431,000 residents moved to other states since 2020.
How convenient that legislators found time for a pay raise, but no time to cut taxes, regulations, spending and debt; no time to pressure Washington to secure our border against the flood of illegal aliens, criminals, terrorists, fentanyl and illegal guns; and no time to clean up our dirty voter rolls as required by Section 8 of the 1993 National Voter Registration Act.
But our overlords did find time to expand gun control to disarm law abiding citizens, give driver licenses to undocumented immigrants, destroy our economy with covid mandates, cover-up the deadly nursing home scandal, expand abortion access, legalize marijuana, close nine state prisons in two years, institute cashless bail so criminals can run wild, offer a billion tax dollars for a Buffalo Bills stadium, close the Indian Point Nuclear power plant, stop construction of vital energy pipelines, and otherwise make war on fossil fuels so we can have rolling blackouts.
How sad that with winter weather, our emperors have no clothes.

Sand Lake Town Board Should Reject Rezoning Request
Sand Lake Town Board should reject Rifenburg Construction, Inc.’s request to amend the Zoning Code to allow mining on most of 100 acres next to an established neighborhood.
Here are some reasons why:
Environmental Impact: Surface mines destroy the area mined. Look into any surface mine and ask: “How’s the environment doing here?”
Mines are Lousy Neighbors: For sure, there will be dust, noise, exhaust, truck traffic and very reasonable worries about ground water. Does anyone think having a mine nearby enhances property values?
Damage to Town Revenues: Unlike most industries, mines generate little property tax and mined-over land even less. If half the area proposed for mining was developed for housing like the adjoining neighborhood, the housing would generate many times the tax revenue of a mine twice the size.
Town Code Requirements: To allow rezoning, the Zoning Code requires Planning Board and Town Board members to find the rezoning “is compatible with the surrounding neighborhood context and character and is in conformance with the policies of the [Town’s] Comprehensive Plan.” Neither is true.
Avoidable Costs: The Town Board cannot approve the Code amendment now, but it can reject it. The Board shouldn’t run up costs to taxpayers or Rifenburg by extending consideration. More proceedings will require Rifenburg to produce a costly environmental impact
“We just love it,” she said of home-school. Her two sons are well above grade level now in reading and math, and study history and science together. They’re helping their little sister learn to read as well.
“She’s starting to string letters together to read and Evan encourages her — this is how you do it, it’s OK, I had trouble, too,” she said.
She stays home with the children and her husband supports the family financially through his job at General Electric.
Ballston Spa had the 22nd highest home schooling percent change in the state, excluding New York City. There, home schooling nearly quadrupled from 2019 to 2022, from 36 students pre-pandemic to 127 students last year.
Rensselaer and Ballston Spa are the only Capital Region schools in the top 25 of public schools statewide in percent of students who transferred to home schooling. Rensselaer had the 16th highest home schooling change in the state. There, home schooling increased by four-fold from 2019 to 2022, but the numeric change was relatively small: from eight students pre-pandemic to 32 students last year.
When the Times Union reached out to Rensselaer Superintendent Joseph Kardash, he disputed the state’s data and then did not return calls for further comment.
Remote workers also home schooling
In Schenectady, some parents who started home schooling to protect an at-risk family member now have remote jobs and have chosen to continue to home-school, said Schenectady Deputy Superintendent Lynne Rutnik.
“What we were finding was many of the families had family members living with him or that they were caretaking ... that did have autoimmune diseases, or diseases that made it really risky for them to come back to school,” she said. “When we contact them again, families told us many of their circumstances had changed, being able to work virtually.”
But that means the enormous lift of juggling work and home-school.
Some make it work because home-school can be done on weekends and in the evenings, and many parents take turns running classes for a group or drop off children at a co-op. State rules allow parents to hire a tutor, but if they do group teaching, it can’t be used for a majority of the school program because it would constitute an unlicensed school, according to state regulations.
But Schenectady officials want the students back. In the last year, 36 students returned, which they see as a victory. “We’re trending in the right direction,” Rutnik said. It’s not that they are opposed to home schooling — but they prefer public school.
“We are public educators, we believe in the public education system. We have dedicated our lives to it,” Rutnik said. “We would love to have the home-school families come back.”
In Ballston Spa, too, the interim superintendent is tracking numbers to see if home-schoolers are returning. Last year there were 129 home-schoolers, according to the state. There are 139 now, Superintendent Gianleo Duca said, but some returned when they reached high school.
“This year for sure we definitely got a bunch of kids back at the high school,” he said. “At the (grades) 9-12, that’s where we see more of the transfers.”
While home-schoolers can get a letter from their school superintendent stating they received the “substantial equivalent of a high school education,” they cannot get a state diploma. That can lead to some home-schoolers returning for high school. (Another option is do a 24-credit college program to earn a High School Equivalency Diploma.)

“These are kids who hadn’t set foot in a traditional school building in two, three years. We have a 97 percent attendance rate,” he said. “We’re always thinking about creative solutions — what student needs are, what their interests are. We really do try to find a path for all our kids.”
study. More sunk costs will increase the odds of a Rifenburg lawsuit if rezoning is ultimately denied, although success would be unlikely since a Town Board cannot be compelled to adopt a law. But if the amendment is later approved, it is easy to imagine that aggrieved residents would have a strong case on the facts, the Comprehensive Plan and the requirements of the Zoning Code.
The Town Board should deny the Zoning Code amendment now for the benefit of the Town and its residents.

Made In America
In recent weeks I have seen several Letters to the Editor opposing mining. I bet you haven’t thought about how aggregate is one of the last things still “made in America”. Do you know why? Because China hasn’t figured out a fiscally feasible way to ship that kind of weight, otherwise I’m sure they would have that market cornered as well. In a previous letter it was stated that there are “miles and miles of minable gravel in New York”. This is true, but with diesel at nearly $6.00 per gallon, what are you willing to pay to truck aggregate from miles and miles away? The further you have to move a commodity, the more it costs, and this is a commodity your local municipalities purchase. Do we really need our taxes to go any higher? Furthermore, these are good paying blue collar jobs that you are trying to drive out of a town that has been mining since it was founded. There are few places left in town to find career work, and mining is one of last.

It said it will continue to build relationships and procedures working with other states to ensure honeybees traveling between the states are healthy.
The department said it disagrees with the audit’s assumption that other testing methods would be more effective in preserving honeybee populations, but it will continue to evaluate how well available testing methods work.

Skiers Attempt to Ski & Ride 100,000 Vertical Feet in One Day to Benefit STRIDE Adaptive Sports
On February 27th,
STRIDE Adaptive Sports is hosting its 8th annual 100k Vertical Challenge at Jiminy Peak Mountain Resort, an all-day team relay race to raise funds and awareness for adaptive sports programs serving youth and Wounded Warriors with disabilities. Approximately 20 teams of four members will make the attempt, but at its heart, the real competition is in the fundraising! 100,000 vertical feet equals 87 runs per team or 23 runs per person.
Mobility-impaired and visually-impaired skier Heather DeDecko took her first ski lesson with STRIDE Adaptive Sports in 2014, and now is a member of the STRIDE race team. DeDecko and her VI Guide, along with 2 other STRIDE coaches on their team, will participate in the 100K Vertical Challenge, an endurance skiing and snowboarding event. The team call themselves “The Knights of Ni.” Several other teams also include participants with disabilities, including mono-skiers (wheelchair users in sit-skis).
DeDecko, paralyzed from birth, skis using stand outriggers and uses a radio headset between she and her Visual impairment guide, Marcel Chaine, to guide her with voice commands down the mountain. DeDecko plans to ski about 15 runs for her team, and says “STRIDE is near and dear to my heart because I see it helps so many people year after year. I believe experiences in the pool, or on the dance floor, or on the mountain
belong to everyone. So for me, the 100K is more like a celebration of all STRIDE does, and I get to hang out with some of my favorite people doing a sport I love!”
STRIDE’s founder and CEO, Mary Ellen Whitney, expressed high hopes for the fundraising event. “This event has typically been our biggest fundraiser of the year. Last year we raised $54,000 to support STRIDE programs. The 2023 goal is $75,000 to support all adaptive ski programs run by STRIDE at 3 resorts. February 14th, Edmonia Lewis. East Greenbush Town Historian Bobbie Reno will discuss Edmonia Lewis, noted American sculptor of mixed African American and Native American heritage, born right here in Rensselaer County. You’ve seen her on a postage stamp, now come hear her story.
March 14th, The Rensselaer Glassworks. Phil Bernnard of the National Bottle Museum will discuss Rensselaer Glassworks, one of Sand Lake’s early industries (and gave us “Glass Lake”). Hear the history of the works, the succession of owners, and the technology of 18th and 19th century glassmaking. Phil is asking attendees to bring any “Glass Lake glass” specimens they have, too.
April 11th, Covid-19 History Project. Committee report and presentations and a sharing of experiences from the SLHS Covid History Project. Let’s make Covid history!
