It’s true - a small group of people can make a huge impact in our world.

The volunteers who participated in the Muitzeskill Spring Cleanup Day, organized by The Four Corners Partnership, did just that in a big way.

On Saturday, April 22, twenty-six volunteers worked to cleanup Muitzeskill, Schodack Landing, and McKnight Roads and the grounds of the Reformed Church of Schodack at Muitzeskill. Our road cleanup crews picked up a total of 75 tires, 24 bags of trash and other debris including a TV and a water softener.

Road cleanup was supported by the Rensselaer County Adopt-a-Roadside program and the Town of Schodack Highway Department. Church volunteers trimmed, raked, and mowed the church grounds.

TROY — The federal criminal charges filed against three Rensselaer County officials last week centered on their efforts two years ago to block Democratic candidates in several local races from appearing on the Working Families Party line in the general election.

The alleged conspiracy unfolded when some key races were up for grabs, including contests for county clerk, county executive, Rensselaer city mayor and numerous positions on the Troy City Council and County Legislature.

A three-count felony indictment unsealed Thursday in U.S. District Court accuses Richard W. Crist, the county’s director of operations, James R. Gordon, director of the county’s Bureau of Central Services, and Leslie A. Wallace, a constituent relations assistant for County Executive Steven F. McLaughlin, of pressuring county employees to sign absentee ballot applications. The trio are accused of personally filling out the ballots that were submitted in the names of those employees or directing that it be done.

Wallace, who reports

to Crist and works closely with him, is accused in the indictment of personally filling out the ballots of registered voters. But federal prosecutors allege she did so at the direction of Crist.

The indictment says the employees felt pressured by the three higher-ranking county officials to, in many instances, change their voter enrollment or sign absentee ballot applications. Many were not made aware of how their ballots were filled out or the reason given on the documents as to why they would be unable to vote in person. It was during the COVID-19 pandemic, and New York had also been allowing voters to use absentee ballots for virtually any reason — a factor that may have aided the scheme.

The alleged motive of the conspiracy was also to benefit the reelection bid of McLaughlin, who had appointed Crist and Gordon to their county jobs. The former state assemblyman won his first term as county executive in 2017.

After winning a second four-year term in 2021, McLaughlin celebrated at a post-election campaign event where he said, “The beating that the Democrat party is taking tonight is well-deserved — they’re trying to destroy the nation.”

Another county employee, Sara J. McDermott, was among the employees who were allegedly pressured to run ghost campaigns in order to neutralize the impact of Working Families Party votes. McDermott ran on that line for county executive in 2021 and received more than 1,200 votes in the general election. But those votes did not affect the outcome

Village wants to clean up site, promote public access to Hoosic River

VALLEY FALLS – The village is holding a public session May 15 to develop a plan for the village’s future while it waits to see if the U.S. Environmental Protection Agency will move to assume the multimillion-dollar costs for removing the charred remains of the Thompson Mill.

An EPA emergency team will be in the village soon to assess whether the mill site would qualify for an emergency cleanup that would cover the estimated $3 million to $5 million in costs for removing the mill, said Kristina Younger, the village’s project manager.

“We’ve got a shot,” Younger said Friday.

The village is using a $125,000 state Department of State Brownfield Opportunity Area grant for its community-based planning effort. The village is matching the state grant.

Third-party lines have long been a focus of Rensselaer County politics, and the GOP’s strategy that year to take control of the Working Families Party was not a secret. “We’re working on that now,” former Rensselaer County Republican Chairman John Rustin Sr., a Schaghticoke Town Board member, said at the time.

The move infuriated many local Democrats, Working Families Party officials and others. McDermott, who did not actively campaign for county executive, defeated Wright 574-557 in the 2021 primary — securing that McDermott’s name appeared on that line in the November general election.

I believe staying in touch with constituents is an important part of serving in elective office. During April, the Town Board adopted the fee schedule for the annual Spring Clean-Up Days to be held on May 18, 19, and 20 from 7:00 a.m. to 3:00 p.m. During these days, items that normally have a fee can be brought to the Transfer Station for free or at a reduced fee. The Town Board also honored Patricia Loomis upon her retirement after 25 years of dedicated service to the Town of Schodack. Patricia began her career with the town as a part-time Clerk in Justice Court and retired as Senior Justice Court Clerk. We wish Patricia the best in her next chapter.

The following is an overview of the items discussed at the April 13, 2023, Town Board meeting.

Supervisor Hammond opened the meeting with the proposed Local Law#3-2023, amending the minimum specifications and criteria set forth in Section A240-12(E) of the Code with respect to increasing the total driving lane width for the construction of new roadways to be dedicated as part of the Town road system. During the Action portion of the meeting this law was voted on and passed unanimously. There were several Resolutions voted on during the meeting (5) in total. These Resolutions can be found on our website or at the Town Clerk’s office.

Several residents voiced their concerns about the Water District #2 funding and other detailed aspects of the undertaking. Supervisor Hammond informed residents that there will be a Public Hearing on the proposed Water District #2 on May 11th at 7 p.m. which will be held at the Fire House.

Representatives of the Planning Board, the Zoning Board, the Fire Company, the Library, the Highway Department, Youth Director, and the Water Department each provided a summary of their activities this month.

Rensselaer County Municipal Dog Shelter Updates

Thank you everyone who has donated in our efforts to open the Dog Shelter. We have currently raised approximately $2000 as well receiving donations of in-kind services from local businesses. The Towns of Poestenkill and Sand Lake continue to work together. We are currently working on getting contracts signed and agreements with Waste Management and other towns within Rensselaer County. Waste Management has generously allowed us to rent the building for $10 a month. Once we have the signed contracts, we plan to schedule a volunteer day to start working on the building rehabilitation to bring it up to NYS Ag and Markets standards for a Dog Shelter.

I have had several residents ask me why we need it. Many are not aware that it is a state mandate that we shelter lost dogs at our own cost. The Towns of Poestenkill and Sand Lake are lucky enough to have a Dog Control Officers who work tirelessly to find the owners of the lost dogs. They put every effort into not having to take them to a shelter. At times, towns in the county struggle to have a place to hold their dogs. Rensselaer County towns are no longer allowed to use Menands Shelter, which has only made the problem worse. Many towns have been forced to house dogs in shelters that are not currently approved by the state. The Rensselaer County Municipal Dog Shelter will not be a kennel that owners can leave their dogs at. The sole purpose of this building is to temporarily hold lost dogs until their owners can be found. The county has committed to reimburse the Towns of Poestenkill and Sand Lake for expenses they have in getting the shelter open. Sand Lake Garden Faire

On Saturday, May 20th, the Sand Lake Garden Club, in conjunction with the Cornell Cooperative Extension Rensselaer County Master Gardeners, will be hosting their 2nd annual Garden Faire!

There will be plants galore (annuals, perennials, vegetables, herbs and house plants), new and used garden tools, garden decorations, baked goods, and several vendors selling their wares.

On Tuesday, May 16, Averill Park Central School District community members will vote on a spending plan for the 2023-24 school year that seeks to maintain a rigorous academic curriculum and supports diverse music, arts, extracurricular, and athletic programs despite limited State Aid. Due to this limited State Aid increase, the District must reduce the budget by $1.3 million in order to balance the budget and stay within the tax cap limit.

The proposed budget totals $64,915,480 including a 2.99% tax levy increase, which continues the District’s practice over the past 12 years of adopting tax levies which are within the State’s statutory Property Tax Cap limit. Also on the ballot is the Board of Education election. This year there are two (2) candidates seeking two (2) open seats. The Garden Club of East Schodack will hold its 61st annual plant sale on Saturday, May 20 from 9 a.m.-11:30 a.m. at St. Stephen’s Lutheran Church, located at 751 County Route 7, East Schodack.

Castleton-Schodack Memorial Day Parade

The Castleton-Schodack Memorial Day Parade will “step-off” on Monday, May 29th at 10:00am.

The parade will begin at the corner of Boltwood and Seaman Avenues and will conclude with a brief ceremony at Mountain View Cemetery. We will have five divisions with the VFW Post 7337 leading the parade. As we take time to honor those who served our country, we would like to show our appreciation to any veteran or Gold Star Mother in our community by asking that they join us in the special seating area that has been reserved for them during

the ceremony. We are honored this year to have as our Grand Marshall for the parade Mr. Jeff Conlin, an Army Vietnam veteran. The Community Appreciation Award will be presented to Carol and Bud Wilkinson, in recognition of their many years of volunteer service to our community. Community Tables at the Spring Fling!

We have a great opportunity for area community groups to get the word out about their organizations at the SHAC Center annual Spring Fling on May 20th from 9am until 3pm. SHAC is located at 27 Lake Avenue in Averill Park.

We have set aside an area for people to bring a table/tent and offer information about their programs to community residents. This is something that Nopiates/Girl Scouts/Kiwanis/National Guard has done every year. It’s a great way to reach a large group of people at one time - together we will all Raise the Roof!

World War II

Roundtable

On May 11, 2023, at 10:30 AM Melvin Roads American Legion, 200 Columbia Turnpike, East Greenbush, NY, will be hosting a World War II roundtable with Four World War II Veterans.

You can ask questions like “ What was D-Day like” “How did you survive the Battle of the Bulge” “ How hot was it in North

Africa” and more. This is a rare event to talk to these Veterans. The day begins with our weekly Thursday Veterans & Friends Breakfast at 08:00 AM followed by the World War II Roundtable at 10:30 AM.

After we are having a belated birthday party for 100-year-old veteran Harold Williams, (D-Day and Battle of the bulge veteran). Everyone is invited to attend.

Town of North Greenbush Memorial Day Parade

Our annual Town of North Greenbush Memorial Parade will be held on Monday, May 29th at 1pm. If you or your organization would like to participate, please contact the Town Supervisor’s office at (518) 283-5313 or email at supervisorsoffice@ northgreenbush.org.

SLHS Gala at The Arlington House!

Don’t miss it – the Sand Lake Historical Society’s Annual Gala, Sunday afternoon May 21st from 1:00 pm to 5:00 pm, at the historic Arlington House, 3532 Route 43, West Sand Lake. The Arlington House – also known as the Journey’s End, the Old Journey’s End, the Arlington Hotel, and the Elk Horn Hotel – was Trolley Stop 22 on the Troy and New England Railway which connected Averill Park to Troy and brought visitors (including the mysterious Hazel Drew) to our beautiful town of Sand Lake. Local Youth Climate Activists Fighting for a Sustainable Future

Troy Climate Action is a youth-led environmental organization established two years ago by Isabelle Relyea, a high school senior, who wanted to provide young activists with a platform to learn and express their passion for the environment.

Since its inception, the group has been dedicated to raising awareness and inspiring the community to take action on environmental and social issues. Keeping the Warrior Name

To the People of the Averill Park Central School District:

My name is Alessia Valente. I go to Algonquin Middle School, or AMS. I am extremely upset because my district is being forced to change our school name, The Warriors. We have been told that it was rude to indigenous people and must be removed, along with the emblem of the school. However, my understanding is that we have to comply by June 30th, or we will lose state aid. If we say no though, we will lose funding as well, and if we say yes, we will not get funds to remove the name from everything, like schools, equipment, fields, and other things. I find this incredibly unfair for the schools, so I decided to write a letter to Governor Hochul to say my opinions.

I believe that we should be able to keep our name without losing funds. We should be able to keep our name because “Warrior” is not offensive or rude in any way perceivable. A warrior is basically someone who fights for their beliefs. That is why we are all warriors, all of us. We were warriors to fight to become independent from Great Britain. We were warriors in the Civil and World wars. We were warriors to fight for what was right. We must be warriors now, and fight for our title as the “Warriors.” Who would we be if we weren’t The “Warriors.”

North Greenbush May 11, 2023 MeetNo to Variance

I am urging other North Greenbushians to attend the public hearing on May 11, 2023 at 6:45 at North Greenbush town hall. This meeting relates to Local Law #2 of 2022. Local Law #2 established a moratorium on multi-family dwellings.

Section 4 of the law allows for a person to apply for a variance. Section 4 states “...the Town Board may, in its discretion, render a determination that this local law would impose extraordinary hardship upon a landowner or developer and that a variance from this law will not be a detriment to the public health, safety, and welfare or to the residents of the Town or present any significant adverse environmental impacts” [locallaws.dos.ny.gov].

I am advocating that the town either vote no or table the request and instead rescind Local Law #2 of 2022. I was not supportive of the law (see my November 2022 letter to the editor). We were only 1/3 of the way into 2023 when this public meeting was set. The Town should either give the moratorium a whole year to assess the viability of the moratorium or rescind it if the Town is going to provide variances for projects of possibly any size.

Poestenkill Public Hearing on PFA Water District Scheduled Without Known Costs

At the Poestenkill Town Board meeting April 13 the Board was asked to press DEC to release their tests report on PFA’s at area business sites they performed last summer. Supervisor Hammond said the Board and businesses received a DRAFT report but were not allowed to make it public. He stated that the businesses were unhappy with the DRAFT report. This suggests the test numbers were high for DEC to say not-so-nice things about the results. Is there a tested business or businesses who could actually be at fault for the PFA contamination in our area? Should they help pay for WD2? The Town Board went into Executive Session after the Board mtg. to discuss the report and the new EPA PFA MCL guidelines of 4MCL.

When will the town residents see these PFA results and shouldn’t the results be public before a new water district has a public hearing and is voted on?

The Town Board has a hearing on the Water District 2 at the Firehouse on May 11. There are still several financial variables to the Water District costs and funding. The Town Board voted to authorize a Bond sale of $950,000 to provide up-front funds to get the Water District 2 started. State and county funds tare: $3.9 million-state, $600,000 -county. Congresswoman Stefanik is working on a $2 million grant to help with the Water District cost but some of that will reduce some of the state contribution. Supervisor Hammond could not tell us what that offset amount will be so there is no way to know what the real Water District resident/taxpayer cost will be. The total project cost is an estimated $5.5

asserted in an op-ed published in the Times Union two years ago that “Republicans employed a ballot-harvesting scheme during the primary to successfully hijack the Working Families Party line.”

“They also triumphantly whacked four of the six endorsed WFP candidates for county Legislature in Troy, replacing them with Republicans, some employed by the county and presumably none espousing WFP values,” McKee wrote.

According to the federal indictment unsealed last week, the effort to secure more votes on the Working Families Party line had been accomplished, in part, but pressuring county employees to sign absentee ballot applications and enrolling them in that party. The employees did not request absentee ballots but felt it would jeopardize their jobs if they declined to take part, according to the charges.

“The object of the conspiracy was ... to obtain absentee ballots through fraud and intimidation and use them to cast multiple false and illegal votes for their preferred candidates in the 2021 primary and general elections in Rensselaer County, thereby diluting, offsetting, and diminishing the effect of lawfully cast votes for other candidates to make it more likely that the conspirators’ preferred candidates would win the elections,” the indictment states.

The county’s former Republican elections commissioner, Jason T. Schofield, also had a role in the ballot fraud that year. Schofield pleaded guilty in January to 12 counts of unlawfully using the names and dates of birth of voters to fraudulently apply for absentee ballots for elections held in 2021.

Schofield’s admitted crimes influenced the outcome of Troy City Council races in both the Working Families Party primary that June and the general election in November. In one of those races, Democrat Cheryl L. Kennedy lost the general election in the Troy City Council’s Sixth District by 10 votes to Republican Irene D. Sorriento. Schofield personally processed about 12 absentee ballots in that race, according to elections officials.

It isn’t the first time that criminal allegations have swirled around the Working Families Party line in Rensselaer County. More than a decade ago, numerous elected Democrats and their political operatives were implicated in a similar scheme involving absentee ballots over a three-year period beginning in 2007. The voters allegedly victimized in that scheme included people registered on the Democratic and Working Families Party lines.

The indictments of Crist, Gordon and Wallace last week may not be the end of the federal investigation. FBI agents are scheduled to meet this week with a local elected town official as their probe continues; additional arrests may be possible, according to two people with knowledge of the matter.

Crist is a former news reporter and longtime GOP political operative in Rensselaer County who has wielded enormous influence in local politics and for many years has been McLaughlin’s political confidant. Wallace is a former Republican legislative aide in the state Assembly and Senate who also has a private political consulting business. Gordon is a former Troy mayoral candidate and a member of the North Green-bush Town Board.

In addition to the single count civil rights conspiracy charge, Gordon was charged with one count of witness tampering and Wallace was charged with one count of making false statements to FBI agents.

Crist, Gordon and Wallace each face up to 10 years in prison if convicted of conspiracy to violate constitutional rights. Gordon faces up to 20 years in prison if he’s convicted of witness tampering; the charge against Wallace for making false statements carries a five-year maximum sentence.

McDermott, a confidential assistant in the human resources office, has been active in local politics and government. She has not been accused of wrongdoing.

“This effort will identify a unified vision for the village’s future and identify key opportunities for public improvement projects, environmental remediation, and the redevelopment of vacant and/or underutilized sites in a manner that celebrates the village’s rich history and natural resources,” according to a statement from the village.

An important part of the project is determining how to deal with the Thompson Mill, in a decrepit state after a major fire in 2009. The mill opened in 1860 and closed in 1992. Rensselaer County foreclosed on the site in 2018 and handed it over to the village.

“The building is the dangerous piece. The rest of the site came back pretty clean,” Younger said.

Environmental assessments have determined that most of the mill property is not polluted. Younger said it appears no dumping was done behind the mill but the building has environmental hazards, which need to be cleaned up.

Its location on the Hoosic River is a prime site for providing public access to the waterway once the building is removed.

The environmental studies included archaeological work, which uncovered a variety of arrowheads showing a strong indication of use by ancestors of the current Stockbridge-Munsee Band of Mohicans. Younger said the village has been in contact with representatives of the Stockbridge-Munsee and is considering what can be done to incorporate the findings into the future use of the mill site.
