A bridge to improve future of Rensselaer By CHRIS CHURCHILL

RENSSELAER - This small city found itself on the bad end of a raw deal when the S.A. Dunn landfill received the OK to open a decade ago. The construction debris dump, which we can blame on short-sighted city officials and inadequate protection from the state Department of Conservation, doesn’t belong in the heart of such a densely populated city, and it certainly shouldn’t be operating adjacent to Rensselaer’s K-12 school complex. The state should move to shutter Dunn. But as we wait and hope for that, we can find new reasons for optimism about Rensselaer’s future in renderings released by Gov. Kathy

In the first part of my review, I talked about the backstory and how the events came together. In the beginning I found a slim blue folder labeled Gilead Lutheran Church. Within I found the reprints that got me interested in the case. As with anything I come across I usually head downstairs to the Town of Sand Lake offices. In the case of the murder of Hazel Drew no one had heard of the crime, and why should they, it occurred over 100 years ago.

Hochul’s office Thursday. They depict a new Livingston Avenue railroad bridge. This is a long-awaited and much-needed project because the current bridge, which is owned by CSX and leased to Amtrak, is a decrepit old thing considered long past its prime. The question hasn’t been whether it would be replaced but what, exactly, would replace it. In other words, would the new span be just a railroad bridge for Amtrak trains and, dare to dream, high-speed rail yet to come? Or would it also allow pedestrians and cyclists to cross the river? The latter is the better way to go, in that it would provide the region with recreational and economic benefits that a mere railroad bridge could never deliver. While it would be a stretch, I think, to claim that the new bridge could be our version of the tremendously popular (and wonderful) Walkway over the Hudson in Poughkeepsie, it might be just down the street from the same neighborhood. Well, here’s the good news: Hochul’s understated announcement of the $400 million project seems to promise that pedestrian and cyclist access will be part of the deal. That’s certainly what the renderings show. On the Albany side of the river, they depict pedestrian pathways connecting to the new Skyway ramp, and it’s easy to envision that the new bridge will boost both the neighborhood just north of downtown and plans to redevelop its notorious relic — the Central Warehouse. But the boost might be even bigger on the

Maybe it’s pie-in-the-sky to imagine that an army of commuters would use the bridge to walk from their new homes in Rensselaer to jobs in Albany. But some people likely would, perhaps bringing new construction to a city that could use the investment. Town of North Greenbush Update It is our pleasure to provide you with an update on things happening in and around our great town. With the retirement of Anthony Germano, we are pleased to welcome Michael Chaires as our new Town Comptroller. Please feel free to stop into town hall and say hello. Summer Camp will be held from July 5 - August 12. The town board recognized the Averill Park Girl’s Basketball team on

winning the NYSPHSAA Championship with presentations to each player. The town board was pleased to present funding to the North Greenbush Ambulance Association and Wynantskill/Defreestville Fire District through ARPA funds the town received. Road improvements are near completion along the Rte 4 corridor. Our Food Truck Wednesday event will continue throughout the summer. Supervisor Joe Bott invites all of you to the North Greenbush Memorial Day Parade to be held on Monday, May 30th at 1:30 pm. Councilman Jack Rogers Reports to the Town of North Greenbush This month’s meeting started with a presentation of $50,000 to the North Greenbush Ambulance and $10,000 each to the Wynantskill and Defreestville Fire Departments. Money was made available by the American Rescue Plan Act (ARPA). The Summer Concert Series will start on Sunday, June 26th at 6pm weather permitting. Concerts to be held at the Town Hall park each Sunday through the summer. The Town Board approved the appointment of a new town comptroller, Michael Chaires. The appointment is effective May 27th. Welcome to North Greenbush. A resolution approved monies for general repair and improvement of highways. The Town Board approved the terms of a contract for a security detail negotiated with North Greenbush Police Benevolent Association (PBA) and the Tri-City Valley Cats for the 2022 season. A resolution was passed approving the town to enter an agreement with Rensselaer County for joint hazardous waste collection for town residents. The first collection is in Troy on June 11th. proved to set a public hearing for the establishment of the proposed Sliters Lane water district extension. A public hearing is scheduled for June 9th at 6:45 PM at Town Hall. The Town Board congratulated the Averill Park Girls basketball team for winning the Class A New York State Public Schools Athletic Association (NYSPSAA) Girls Championship. Rensselaer County Legislature Minority Office May 2022 Monthly Report City of Troy targeted property tax abatement – The Minority Office introduced a Local Law, which was supported by a 18-1 vote (with legislator Fiacco voting against it), to provide real property tax relief to specific districts in Troy. The tax exemption shall be valid on any increase in assessed property value attributable to construction improvements for a certain number of years. Health – The legislature authorized the Health

Department to purchase previously rented PCR Covid-19 testing machines, printers and testing kits for county school buildings to assist in the rapid identification and monitoring of Covid-19. This purchase is 100% grant funded and will help schools maintain in person learning and support prevention strategies to curtail the spread of Covid-19. These machines can also test for flu and strep symptoms. HVCC North Expansion – The legislature supported the funding of construction costs for the Hudson Valley Community College expansion project in partnership with Global Foundries in creating a new training and apprenticeship center in Malta, NY. This project will create the space and resources needed to expand workforce training opportunities in highly specialized and growing fields of healthcare, STEM and skilled trades. 22nd Annual Coats for Kids Campaign– The legislature unanimously voted to enter into a partnership with The Country Club of Troy to host their annual fundraiser in September and raise money to buy winter coats for underprivileged children. The County hopes for 150 golfers and are expecting to raise enough money to purchase 850-900 coats this year. The cemetery driveway has been plagued with potholes and ruts in the past. The trustees approved to level the driving surface on the main portion of the cemetery driveways, encompassing almost the entire old section of the cemetery. In conjunction with the drive way work, The trustees approved 3 other cemetery improvements. First relocate the current flag pole to a new location behind the main entrance sign. The existing flag pole location, which is in the middle of the western driveway, would then be straightened to provide a more uniform, straight driveway. Secondly, the driveway adjacent to the fountain would be improved. Third there is an ambitious project to clean up and replant the shrubbery and greenery around the main entrance sign. Please be tolerant of the impending work that will be done this summer. These projects will be a vast improvement to our cemetery. Donations would be appreciated to help with these endeavors. Hello Warrior fans! Sectional play is set to begin very soon for the spring sports teams. The softball team defeated Colonie 9-8 on 5/9, thanks to a huge four run seventh inning to take the lead. Emily Aiossa earned the win on the mound for the girls while Maisie Dawson had a three run homerun and Bella Mahar had two RBIs. The softball team fell 5-2 against Columbia on 5/10, but turned it round with a huge 9-0 win over Niskayuna on 5/11 in their senior night game. Madi Rose had a huge game, going 3-3 with three runs scored. Abigail Colwill went the distance, only allowing two hits in the win. The baseball team fell 9-4 against a tough Colonie team on 5/9. The boys turned it around on 5/11, beating Niskayuna 9-4 to clinch the Suburban Council’s gray division title. Ethan Nardacci pitched five innings, striking out six in the win. Michael Wormuth and Steve Koval also had two hits apiece. The tennis team fell 7-2 against Niskayuna on 5/11. Matt Frost won on the singles end while the doubles team of Kyle Millington & Owen Perala won on the doubles end. The tennis team opened up sectional play on 5/14, defeating Troy 7-0 in the first round. Singles winners were Zach Ryan, Christian Romer, Cavan Hicks, Greg Effman, and Thomas Nero. Doubles winners were Ryan Richter & Jason Strickland and Millington & Perala.

National Trails Day

The boys lacrosse team fell to Shaker on 5/9, with a 16-5 final score. Ethan Jamison had a hat trick while Luke Hempel and Nick Rogers added the other two goals. Hempel also had the three assists in the loss. The lacrosse team was able to pick up an 11-8 win over Colonie the following day. Jacob Phelps and Ethan Jamison each had 4 goals while Aubrey Loucks-Best had nine saves in goal. The girls lacrosse team faced Niskayuna on 5/13, where they fell 13-3. Gwen Jamison scored twice and Gianna Geraci added the third goal. Ellie Garrison had nine saves in goal. I will be back next week to report on AP scores and highlights. Starlyn D’Angelo, the museum executive director, said Mahoski has taken on a complex topic and devised a compelling exhibit. “She’s done a great job. She’s chosen interesting artifacts,” said Starlyn, praising Mahoski for taking a great deal of information and displaying it in an appealing fashion in the small exhibition space available. Mahoski faced time constraints of just three months as curator in preparing the exhibit, which opened March 25. she did the exhibit while interacting with the public, handling the museum’s social media and dealing with the other demands that come with a nonprofit with a small staff whose mission is to tell the county’s history and help people explore it. Mahoski’s trip to “Cultivating Community” began in 2019 when, as curatorial assistant, she put together “Selected T-shirts from the Rensselaer County Historical Society Collection.” The T-shirts displayed in a case at the museum drew attention as they echoed something that nearly everyone has at home — a personal collection of T-shirts. A graduate of Wesley College in Dover, Del., where she majored in history and minored in American studies and the recipient of master’s degrees from the University at Albany in history and information sciences, Mahoski’s career at the Hart Cluett Museum began in 2015 when it was still known as the Rensselaer County Historical Society. Working at the Delaware state archives led Mahoski to learn “that this is what I wanted to do.” Mahoski went from volunteer at the Hart Cluett Muesum to part-time employee and then to full-time employee in 2020. Mahoski said going forward she would like to stage exhibitions that tell the stories of the county’s communities that have been overlooked such as the LGBTQ, the county’s indigenous people and the Black community.

Hazel’s uncle William Taylor was a prime suspect in the case and a visit to Rensselaer County Clerk’s Office confirmed the location of the house up on Mosher Road. Ron’s publishing of Who Killed Hazel Drew? along with several Advertiser articles brought people interested in the case into my office. It was then that Mark Marshall volunteered, and John Walsh explained the Twin Peaks connection. I purchased the Twin Peaks DVD and began watching. It was true, Mark Frost had tapped into something unexplainable. The stories go deeper than the two women being found murdered in or near the water. The logging industry, the Great Northern Hotel and the isolated hunting camps of Twin Peaks seem oddly related to the Sand Lake of the late 1800s and early 1900s. Hazel was found in a pond just beyond a sawmill near Taborton Road. Now with a 2017 reboot of the Twin Peaks, Fire Walk With Me, things were getting interesting. All this interest brought local filmmaker, John Holser to my office. I’ve known John for many years and was excited about his idea to make a film on the subject. I was able to attend a shoot on a farm near Hudson where the scene near Teal’s Pond was recreated complete with costumed actors in horse drawn wagons and carriages brought life to a scene that occurred in 1908. Kathy Sheehan and the Rensselaer County Historical Society opened the Hart-Cluett for interiors to be shot. Again, another chance to see history recreated. Unfortunately, because of COVID John’s openings planned for the Troy Savings Bank Music Hall and the Cohoes Music Hall were cancelled. The video however is still available for sale and loan from the Sand Lake Public Library. Next time…roundtables and community involvement.

view. Put a waterside restaurant or two there, or maybe an ice cream stand, and Rensselaer might have the beginning of something significant. (Hey, what about a casino?! Has anybody considered that?) It has been quietly suggested, though, that plans for bike and foot access on the bridge still might not be set in stone, which is a good reason for those of you with opinions on the matter to turn up for either the May 31 virtual public hearing on the project or one scheduled for 6 p.m. June 1 at the Palace Theatre. There also seem to be lingering liability concerns and more than a few questions about the project that remain unanswered, including whether the bridge will be publicly owned and who will be responsible for maintenance. When asked about that, a spokesman for DOT told me that agency is working with Amtrak and CSX “to finalize a long-term arrangement.” But this should be doable, given that it’s not like we’re attempting to build a rocket to Mars. There are bridges all around the world on which pedestrians and trains happily coexist, and, as Stammel noted, it wasn’t so long ago that people were allowed to walk over the existing Livingston Avenue Bridge or the now-demolished Maiden Lane Bridge. “People commuted back and forth to go to work,” the mayor said, describing how he, too, also used to make the journey across. Imagine that. People happily crossing over the river on just their feet. What a world! And with Hochul’s office suggesting that construction on the new bridge just might be done by 2026, we may experience it again. Now, about that landfill. CONTINUED FROM 1

OPINION OPINION Trumpism Is Leaving Old-Line Conservatives Behind. Can They Catch Up? By Paul Waldman

(c) 2022, The Washington Post Throughout the last seven years - since Donald Trump first grabbed hold of the GOP - the old Republican establishment has felt besieged and disoriented, struggling to accommodate itself to the new reality of the right. How do they avoid being cast off by a new and aggressive generation of leaders? Can they retain their influence and guide the GOP's future, or will they become irrelevant? How can they stay on the conservative parade float? You can see them trying in an interesting new proclamation, titled "America's Crisis of Self-Doubt," published Thursday in the National Review and signed by a few dozen old-school conservative luminaries, in which they enlist for the battle of the moment. In the process, they show just where the conservative center of gravity is today; it might have been titled, "Hey, can we get in on this exciting new culture war, too?" The signatories are, to varying degrees, a who's-who of establishment conservatives who clearly are looking to a future that is post-Trump but not post-Trumpism (he's never mentioned). They include magazine editors, think-tankers, former administration officials, public intellectuals, and a few politicians, some still influential but most who seem a bit on the outs. But they want to frame the next phase of conservatism as something they're comfortable with, and a part of. The answer, they suggest, is a new grand struggle against liberalism, one promising all the purpose and glory of the Cold War or the Global War on Terror. The enemy now is those who challenge old hierarchies and raise uncomfortable topics: "Our traditional heroes are under threat of being run out of the national pantheon. Our institutions, from elections to the job market to law enforcement, stand accused of perpetuating a systemic racism that is impossible to eradicate. Our educational system, from kindergarten through graduate school, is increasingly a forum for crude propagandizing. Our system of government is attacked as archaic, unfair, and racially biased. Our traditional values of fair play, free speech, and religious liberty are trampled by inflamed ideologues determined to impose their will by force and fear." This must not stand; their goal is to "reclaim what once was a consensus view of America that has now become bitterly contested." To that end, we must of course reimpose a more agreeable crude propagandizing in schools, attack government for being unfair to us, and invigorate "free speech" by censoring teachers and punishing companies that express views we don't like. Only then can "inflamed ideologues" be defeated. The idea that there was some prior moment in which there existed "a consensus view of America" that was not contested - a view that America is and always has been 99 and 44/100% pure, its mistakes and weaknesses but minor blemishes dealt with long ago - is utterly preposterous. It's only possible to believe that if by "consensus" you mean not the narrative everyone agreed on, but the one imposed from above by those in power which no one else had the ability to challenge. When was this time when we all shared a "consensus view of America"? These conservatives don't say. That's because it never existed. Black people never walked by statues of Confederate generals and said to each other, "Yeah, those guys really were great." The difference now is that challenges to the old narratives are gaining purchase and momentum, creating a deep unease the right wants to exploit. It's the same unease that led Trump to hit upon "Make America Great Again" as his slogan: At some point in the past, things were right and proper, but now they aren't anymore. It may be too soon to tell whether old-school conservatives who care most about upper-income tax cuts and reducing regulations on corporations will be fully on board with the authoritarianism that's become so trendy on the right. With figures such as Florida Gov. Ron DeSantis and Missouri Sen. Josh Hawley enthusiastically advocating the use of state power to banish ideas the GOP doesn't like and crush its enemies, the temptation is strong; any lingering affection they have for free-market capitalism may yield to the thrill of targeting people they hate. But for now, conservatives clearly believe that a belligerent nationalism focused on enemies within is enough to create an overarching structure within which all conservatives can feel comfortable. They may be right about that. The idea that America is simultaneously beyond reproach (in its essence and history) and a nightmare of depravity (in its fallen present) is something all conservatives seem to agree on. And even if that was Trump's worldview, it doesn't require his participation, leaving such conservatives free to spurn him as a tactical matter without seriously criticizing anything he did or who he is. Nevertheless, "America's Crisis of Self-Doubt" is reminiscent of a document signed in 2010 by a similar group of Republican greybeards. Titled "The Mount Vernon Statement," unveiled near George Washington's estate, and featuring old-timey parchment and flowing script, it created a way for those Reagan-era conservatives to jump on the tea party bandwagon, a kind of Founding Father cosplay that was terribly in vogue at the time. But it turned out that the tea party was all style; it was just trickle-down economics and racial panic in a tricorn hat. The new authoritarianism is those things too, but it may turn out to be something more frightening. One thing, though, is clear: With the exception of a tiny number of dissenters, everyone in the Republican Party wants to get in on the act.

Whipping Inflation Then and Now Cal Thomas, Tribune Content Agency

In 1974, when the inflation rate was 11.04 percent, President Gerald Ford came up with a slogan: "Whip Inflation Now." WIN buttons were manufactured by the millions and people were asked to wear them to demonstrate grassroots solidarity to combat the economic scourge. The campaign was later described by Martin Crutsinger in an Associated Press story titled "Ford's WIN buttons remembered" as "one of the biggest government public relations blunders ever." Today the inflation rate is 8.5 percent, up from 7.9 percent in February and the largest year-over-year rise since 1982. The biggest difference, though, is in the price of goods. In 1974, gas prices averaged 53 cents a gallon and a gallon of milk cost $1.34. Who needs to be reminded of the soaring cost of these and other necessities today, even when adjusted in 2022 dollars? President Biden was in Ohio to announce his plan to fight inflation. His remarks were like blaming your credit card for excessive spending. The president claimed his administration has reduced the deficit (but not the $30 trillion debt). That claim has been factchecked by several news organizations and the Congressional Budget Office and found to be mostly untrue. As Daniel Dale writes for CNN's politics website: "...some experts on fiscal policy say Biden is distorting reality when he claims that he is personally responsible for the deficit going down." Prior to Biden's speech, the White House issued a "fact sheet" that contained the usual blame of others and disingenuous assertions that the president's policies are working, or would work if Congress approved them, which it won't. Republicans are blamed for allegedly having no plan to lower energy costs. In reality, the president has little or no direct influence on gas prices. Republicans are quick to claim that under Donald Trump gas averaged $2.17 a gallon, but that was in 2020 in the midst of the pandemic when for more than a year practically no one was on the road. The White House statement again attempts to pressure us into buying electric cars, which are currently too expensive for many Americans. It also engages in economic sleight of hand by claiming some congressional Republicans want to raise taxes on individuals and small business owners when, in fact, the president and congressional Democrats want to raise taxes on "the rich" and "wealthy corporations" who they claim are not paying their "fair share." Sound familiar? It should because this has been the Democrats' mantra since the administration of President Franklin Roosevelt. For Biden and his fellow Democrats there is literally nothing new under the sun. It isn't that we don't have experience with what produces a healthy economy. It is lower taxes, smaller government, loosening federal controls on businesses and tax incentives that allow people to save more to take care of themselves, especially in retirement. It's the difference between relying on yourself as a first resource and government as a last resort. Democrats want it the other way around because big government is addictive and enhances their careers and power. What we saw in the Biden speech and the White House statement is another attempt to fool the public into believing that the failed policies of the past can be made to succeed if the president repeatedly declares his faith in them. If you still have your WIN button stored away, or can find one in an antique store, pin it on your clothing. It will be a great conversation starter and you can explain what it meant, why it didn't work and why the current administration's updated version also won't achieve this president's stated goals.

LETTERS TO THE EDITOR FOIL Release Ties Seggos to Whitewash With respect to obtaining justice for the taxpayers of the APSD whose property, the Algonquin Middle School in Poestenkill, has been damaged by the contamination of the well-field, with the taxpayers getting handed the bill while those responsible are not held to account, it has been an open question whether NYSDEC Commissioner Basil Seggos himself has been a part of the whitewash because his Executive Deputy Commissioner Sean Mahar was a part of the whitewash team. Some stated that individual written notice of the proposed solar farm and the upcoming hearing should have been provided given the development’s scale. However, the town of North Greenbush only requires posting of signs, written notice in the Troy Record and publication on the town website for proposed zoning and planning actions, regardless of the project’s size. Some might argue that these methods are inadequate as they place the burden on neighbors to actively seek out information about a proposed project by stopping to read the signs (which can be a dangerous activity on a busy roadway) or by regularly visiting the town website to determine what might be happening in their community. Instead, the town should take the initiative in communicating with impacted residents. Through my work on other land use matters, I have learned that some municipalities mail notices to property owners within a certain distance from proposed projects. This certainly could be done in North Greenbush with cost to be paid by the applicant. So don’t just complain on social media. Contact your town board member if you believe the town should provide individual written notice of land use actions to neighboring property owners.
