New map: Spa in, Amsterdam out

Here’s how the final congressional and state Senate charts shook out in the region By JOSHUA SOLOMON

Murder at Teal’s Pond lll

Let me say before I begin the difficulty of writing a review of a project that I have been so involved with. I can say that this book has been thoroughly researched. It was six years in the making with numerous visits to Sand Lake, Troy and the various locations mentioned in the book. As the authors mentioned in their Introduction and Acknowledgements sections, they had the cooperation and help Please see MURDER 15

ALBANY - Political maps for the next decade appear to be finally settled after months of legal battles, which has left electoral boundaries in the Capital Region altered in certain notable places. Ultimately the court-appointed “special master,” Carnegie Mellon political scientist Jonathan Cervas, decided to craft congressional and state Senate political boundaries based on how to make districts the most compact possible. Members of the public had urged the court to prioritize keeping communities of common interest together. The main congressional moves: Saratoga County falls into a Democrat-leaning Capital Region district; Amsterdam is left out of the region; and most of Rensselaer County, which had been a Democrat-leaning Hudson Valley district, is now in the heavy Republican North Country district. On the state Senate side: The Capital Region is split up into three primary districts, all of which lean Democrat but two of which could be a tossup depending on the dynamics of the local campaigns. Congressional All of Albany County remains within the 20th Congressional District, typically known as the Capital Region district. The now-defunct map that the Legislature approved and Gov. Kathy Hochul signed in law in February — which was subsequently ruled unconstitutional by the state Court of Appeals — broke off the

southeastern corner of the county. After initially being left out of the Capital Region district in the special master’s draft map, Saratoga Springs will remain in the district following an aggressive letter-writing campaign. Not only was Saratoga Springs included, but so was the entire county, which includes Ballston Spa and South Glens Falls. Excluded, despite a similar letter-writing campaign, was Amsterdam, home to the district’s incumbent congressman, U.S. Rep. Paul Tonko, a Democrat. Tonko plans on running for the seat anyway, but he and the residents of Amsterdam will now be living in the North Country’s 21st district represented by Republican U.S. Rep. Elise Stefanik. Cervas, in his comments to the court, said that he was being mindful of the Montgomery County line when deciding to keep Amsterdam outside of the 20th district. While the cities of Rensselaer and Troy will remain in the district, nearly the rest of Rensselaer County will be in the 21st district. A draft plan by Cervas had placed the entire county within the Capital Region district. Previously, most of the county was in the 19th district, represented by the Hudson Valley Democrat, U.S. Rep. Antonio Delgado. President Joe Biden, a Democrat, received 60 percent of the 20th district’s vote in 2020. Biden would have received 60 percent of the district’s vote under the new configuration. Stefanik, one of the highest-ranking Republicans in Congress, goes from representing a district that then-President Donald Trump won 55 percent of its vote to a district that

Trump would have won 56 percent of the vote. The 19th district no longer represents any of the primary Capital Region counties. It is configured in a very different manner, stretching from the Catskills to Binghamton and Ithaca. Biden would have won 52 percent of the vote in the newly configured 19th district. State Senate The Capital Region will be represented by three Democrat-leaning state Senate seats. Albany County is split between two districts. Cohoes, Colonie and Watervliet belong to the newly drawn 43rd state Senate district. It includes all of Rensselaer County and most of Washington County. Biden would have won the district with 54.5 percent of its vote. The district is expected to be competitive with at least Republican Assemblyman Jake Ashby and Albany County Sheriff Craig Apple, a Democrat, running in the race. The rest of Albany County, including the city of Albany, Bethlehem, New Scotland and Guilderland, are included in the 46th state Senate district. The seat also includes Scotia and Amsterdam. Biden would have received 60 percent of the vote in the new district, which state Sen. Neil Breslin, D-Bethlehem, is expected to run in. The city of Schenectady is included in a Saratoga County 44th district, which Biden would have won with 56 percent of the vote. Two local Democrats are expected to run for the seat, as well as two Republican state senators, Sen. James Tedisco of Glenville, and Sen. Daphne Jordan, Halfmoon. Tedisco lives in the 46th district, but by running in the 44th district would avoid a race with Breslin.

Hochul to ramp up monitoring Prior to massacre, one analyst scrutinized toxic social media By JOSHUA SOLOMON

ALBANY - Prior to last Saturday’s mass shooting in Buffalo, New York’s primary law enforcement intelligence center had only one analyst tasked with monitoring social media posts to detect potential criminal threats. Gov. Kathy Hochul’s administration says more resources are coming. The state had intended to hire an additional six analysts for surveillance of platforms such as Facebook and Twitter even before

the massacre, which left 10 dead in a Tops supermarket in a predominantly Black neighborhood. In her January State of the State address, Hochul promised to enhance the social media analyst team to better monitor school violence threats, gang activity and the commerce in illegal firearms. Funding for the six new positions was included in the state budget. The governor touted the effort in January at the unit’s home, the New York State Intelligence Center in East Greenbush, which

Bruen Buzz Did you know that Bruen Rescue Squad, Inc is the second oldest Ambulance Service in New York State? Did you know that Bruen also first began as a walk-in first aid clinic that treated minor injuries and illnesses? We have come a LONG way since those first days. Willard F. Bruen donated our first ambulance and we began transporting patients to Albany hospitals. We eventually worked in conjunction with the East Greenbush Town Board and established a tax levy for financial support to ensure continued and ongoing service to the residents. Today, we receive $0.34/$1000.00 of assessed value, per household, for a total tax levy of $657,911.00 per year. That money pays for all the operating costs including equipment and salaries of our highly trained staff, and we are grateful to the residents and the Town Board for their continued support. To put it in perspective, for an average $200,000 home in East Greenbush, we receive about about $70.00 per year in taxes levy

money. With that money we provide 24-hour, 7 day per week service…that’s roughly $0.19 per day. We also receive income from insurance billing that we share with the Town and those amounts are based on the insurance type and care provided. The reimbursement from insurance companies can vary widely per call, and can at times be as low as $50.00. Our total budget covers operating costs such as: •Ambulance $200,000 each (we have 3) •Stretcher $18,000 each (we have 3) •Cardiac monitors $10,000 each (we have 3) •Medical Supplies $23,000/year •Insurances $65,000/year •Building Maintenance $33,000/year •Salaries for medical staff (we have roughly 50 EMTs and Paramedics on staff) $765,000/ year •Fuel $18,000/year •Vehicle maintenance $14,000/year Please know that for the high level of service we provide and the number of calls per year, our budget is incredibly low, and you get all of this for less than $0.25 per day.

News From Averill Park CSD On Tuesday, May 17, residents of the Averill Park Central School District supported a $63.8 million budget for the 2022-23 school year by a vote of 1,880 to 991, or 65.48% yes to 34.52% no. The budget of $63,873,347 calls for an increase of 3.93% from the 2021-22 school year and a tax levy increase of 2.95%, which is under the tax cap. The approval of the bus and equipment proposi-

tion by a 1,877 to 976 vote, or 65.79% yes to 34.21% no, allows the district to purchase eight (8) new school buses and one (1) truck as part of the district’s long-term bus replacement plan. The district is eligible to receive approximately 72 percent reimbursement from the state on the purchase of these buses. Residents also re-elected incumbents Meghan McGarry and Samantha Hicks, and elected Adam Stewart to the Board of Education. Candidate vote counts are as follows, in the order they appeared on the ballot: Nicole Gendron (856), Adam Stewart (1,737), Jenaliegh Schroeder (483), Meghan McGarry (1,723), Darryl Borton (722), Samantha Hicks (1,604), Walter Spallane, Jr. (811), Ronald Gibson (551). The public is invited to a field study of birds on Saturday, June 25 (8-10 am). The study will take place in the southeast North Greenbush Grasslands, in North Greenbush, Rensselaer County. This area includes unexplored scattered patches of hayfield, pastureland, and old field. They were mapped remotely as part of a lowland grassland complex for the Rensselaer County Conservation Plan as regionally-important habitat for grassland birds, such as bobolink and meadowlark. We will

evaluate the site for any field evidence of breeding grassland birds via a series of several roadside stops, each about 5 to 10 minutes long. Participants are meeting at the North Greenbush Park & Ride on the west side of US Route 4, just southof NY Route 43, from where we will carpool into 2 or 3 cars. Contact: David Hunt 518 279-4124. HOME SOLUTIONS How to Prepare for Drought in Advance Drought is becoming a more frequent problem. According to NASA, the last 20 years have produced some of the driest conditions in the American west on record. When drought occurs, it is now more severe and pervasive than it once was, which underscores the importance of planning for drought before it occurs. Government efforts to combat climate change, which NASA indicates is behind the increase in drought over

the last two decades, might produce large scale change needed to protect against drought. But there’s also steps private homeowners can take to prepare for drought before it occurs. • Check your well pump regularly. The U.S. Department of Homeland Security urges homeowners who have a well pump on their properties to check them regularly for leaks. If the pump turns on and off while water is not

being used, it has a leak. Addressing the leak promptly helps to conserve water, which is one of the most effective means to combatting drought. • Plant native species. The U.S. Forest Service notes that native plants are adapted to the local climate and soil conditions. That means they will require less water and will be hardy enough to withstand heat waves in areas where especially high summer temperatures are the norm. • Raise the blades on your lawn mower. St. Paul said, “Do not conform to the world; be transformed by the renewal of your thought.” Shakespeare said it in one line: There is neither good nor bad but thinking makes it so.” It is mind over matter. We are excited to once again have our veterans lead the parade and have received an overwhelming response by local organizations who also want to march in the parade and pay tribute on this important day. We have several marching bands who will provide musical entertainment while marching down the parade route which starts at Town Hall on Main Avenue, to Route 150, to Marion Avenue, to Brookside Avenue, to Main Ave and ending at Town Hall. Residents in these areas should plan for road closures along the parade route. Following the parade, we will hold a moving ceremony honoring our fallen soldiers in front of Town Hall. This is sure to be our biggest parade ever. If you have any questions or are interested in participating, please contact the supervisor’s office at (518) 2835313, x5. His involvement with Veterans since retiring from the Army in 2006 led Brown to training Shelties to serve as certified PTSD therapy dogs. Rosie, his 5-year old Sheltie has completed more than 200 therapy duty visits to the Albany Airport, nursing homes, schools, Albany Med, veteran posts and special events while her ‘sister’ Ferra a 4-year old Sheltie, recently adopted is working a close second! Brown and Rosie were keynote speakers at the Gerald B. H. Solomon Saratoga National Cemetery Vietnam Veterans Ceremony 2021, making a connection with Veterans and their families in attendance that only a special pup and trainer could do. Brown, Rosie and Ferra will be at the Field of Honor Opening Ceremony, Friday May 27th and periodically throughout the weekend to visit with Veterans. Come see first hand how helpful therapy dogs can be. Mark your calendar, dedicate a flag, walk the Field of Honor, talk with area Veterans and visit with Rosie and Ferra! Please help us fill the Hoosic Valley football field with honor, flags can still be sponsored at www.healingfield.org/schaghticokeny22 . Flag dismissal is Monday noon to 6pm.

OPINION

The Baby Formula Battle Shows A Stark Imbalance Between The Parties By Paul Waldman

(c) 2022, The Washington Post When it wants to, Congress can move pretty fast, especially when a national problem with emotional resonance creates intense media pressure on officials to solve it. So it was that the House passed two bills Wednesday to address the baby formula shortage, at a moment when the Biden administration is also taking steps to confront the problem. The House voted overwhelmingly for a measure allowing flexibility in which brands of baby formula can be purchased with vouchers from a federal program benefiting poor women and children. But when the House voted to provide $28 million to the Food and Drug Administration to address the formula shortage, all Democrats present voted for it, while 192 Republicans voted no. Between all these different steps being taken, the formula shortage could be a fading memory in a few months' time. Yet Republicans aren't operating from the assumption that solving the problem will cause all to be forgotten. This plays right to their political skills, and shows why Democrats often struggle to match them. If Republicans have their way, rather than voters understanding this as a story of government seeing a problem and moving to solve it, they'll see it as one more thing that went wrong, another reason to feel bad and punish the party in power. The issue itself is complicated. But that doesn't stop Republicans for a moment from trying to go on offense over it. For Democrats, it often does. Indeed, if Democrats were sufficiently aggressive, they could use this as a case study in Republican recklessness. Imagine Democratic ads bludgeoning Republicans over that opposition vote: a montage of sad babies as the voice-over says, "Congressman Scrooge voted against baby formula. Against baby formula? What kind of monster is Congressman Scrooge?" That's certainly what would happen if the situation were reversed. But Republicans may feel free to take these kinds of votes precisely because they don't think Democrats are up to that kind of ruthlessness. And that's usually right. Until now, Republicans and their media sources have been unrestrained in attacking President Biden for the formula shortage. They've blamed everything from Biden's alleged "radical agenda" to the fact that the administration feeds detained migrant babies. Since then, some Republicans have even called the $28 million bill "reckless spending." That's laughable; you could

find that much in the couch cushions in the defense secretary's office. But Democrats have not attacked Republicans over this with anything close to the same aggressiveness and might not even do so now that a vote in Congress has given them the opportunity. In Republicans' defense, all but nine did vote for a separate bill waiving the requirement that beneficiaries of the Women, Infants and Children program only purchase formula from the single manufacturer with whom their state has contracted. That won't immediately put extra formula on the shelves, but it might help expand the market over time. Because WIC purchases account for much of the formula sold in the United States, that single-seller arrangement saved the government huge amounts, since it could negotiate steep discounts. But it also helped consolidate the industry; four companies now control almost the entire market. Combine that with trade restrictions making it almost impossible to import formula, even from places with strict safety standards such as the European Union, and you have a system vulnerable to shortages. What's the administration doing in response? It's circumventing those import restrictions with a program that mobilizes the Defense Department to ship in formula from overseas. The president has also invoked the Defense Production Act to compel manufacturers of formula ingredients to prioritize formula manufacture, speeding production. Put all this together, and it seems that the administration and Congress are doing everything they can think of to solve the problem. So imagine it's a few months from now, and parents can find formula when they need it. Will voters see this as a triumph of government, and vote to reward Democrats? Almost certainly not. That's because two of the most powerful motivators of voting behavior are "Things are bad and I'm going to punish the people in charge," and "That other party is full of terrible people and I hate them." All Republicans understand this; only some Democrats do. Day in and day out, Republicans make both arguments, whatever the topic. To them, the formula shortage must be a story not just of bad governing but of a "radical Biden agenda," including being too nice to poor people and immigrants. Democrats should have plenty of material to work with in convincing voters that Republicans are the terrible people. But are they willing to use it?

Is Biden's 'Success' Our Mess? Victor Davis Hanson, Tribune Content Agency If an administration deliberately wished to cause havoc on the border, to ensure fuel was nearly unaffordable, to create a crime wave, to spark 1970s hyperinflation, and to rekindle racial tensions, what would it have done differently than what President Joe Biden has done? So is Biden malicious, incompetent, or a wannabe left-wing ideologue? W hen pressed about inf lation and fuel price hikes, Biden either blames someone or something else, gets mad at the questioner, or claims former President Donald Trump did it. His administration apparently believes things are going well and according to plan. W hen polls disagree, his team either believes the American people are brainwashed or that they themselves have not supplied sufficient propaganda. So they never pivot or compromise, but rededicate themselves to continued failure. Why? Apparently, what most in the country see as disasters, Biden envisions as success. Ta ke the border - or rather its disappearance. Never in U.S. history has a n administration simply canceled immigration laws, opened the border, and welcomed in millions of illegal aliens. All arrive illegally, and without audit, or vaccinations and tests in times of a pandemic. Cartels now import lethal drugs at will into the United States. We have no idea how many terrorists walk across the border each day. Almost all the entering millions who break the law are poor, without high school diplomas or English skills, and in dire need of massive federal and state housing, food, e du c at i on , le g a l , a n d health subsidies. Do the leftists in Washington believe that millions of dependent new residents will look to the Left for decades of sup-

port and soon find ways to reciprocate with fealty at the polls? Is that why Democrats brag in unapologetic tribalist fashion about changing the demography of the electorate? For m er P r e s i d ent Barack Obama's energy secretary-designate Steven Chu once gaffed in the 2008 campaign when he openly wished that U.S. gas prices would reach European levels. In truth, the Left has always believed the only way to achieve their objectives of discouraging driving, forcing middle-class A mericans onto trains and buses, and persuading them to live in urban hig h-rises rather than d r ive c a rbon-spew i ng cars from spacious suburban ranch-style homes was to encourage high fuel prices. I s t h at a g en d a w hy Biden, during the current energy crisis, simply canceled new federal oil and gas leases? As diesel hits $7 a gallon in California, why else did he refuse to finish the Keystone XL pipeline or reopen Alaskan oil fields? Inflation continues officially to exceed 8% per annum. Most consumers feel it is double that when they pay for food, fuel, building materials, houses, or rent - the essential stuff of life. W h at d id t he Biden Administration expect would follow from keeping real interest rates at near zero, while printing trillions of dollars at the moment supplies were short and demand was spiking? Or did it think inflation more fairly "spreads the wealth"? Does it prompt new necessary attacks on "corporate greed?" Does it demand more federal intervention and socialist policies? If inflation is "bad" for most, it may not seem so to this left-wing administration. Violent crime is on its way to 1970s levels. The combination of defunding the police, radical city and county prosecutors who don't charge or lock up criminals, and empty-

ing jails and prisons have ignited a national crime wave. The Biden Administration shrugs. It offers no new federal help to fund more police or cha rge freed criminals under applicable federal statutes. Does it think it is more socially just to let criminals free than incarcerate them? Does it buy into "critical legal theory" that laws do not reflect ancient ideas of right and wrong, but instead are "constructed" by the privileged to oppress the already oppressed? Is what Americans see as dangerous crime something the Biden zealots applaud as tough social karma? Americans are tired of the new woke tribalism. Judging individuals on the basis of their race, gender, or superficial appearance is amoral, and contrary to the entire civil rights movement, and the U.S. Constitution. It destroys any idea of meritocracy and divides the country artificially into supposed victims and victimizers. But do the Biden people see it that way? Or do they promote racial tensions and tribalism, as welcome revolutionary fervor? In that regard, the Bidenites promote identity politics as a good way to stir up the pot, to demonize supposed oppressors and deify the oppressed - all as a way of retaining political power. For the Left, living in a socialist nation controlled by an elite is far preferable to living in a free and prosperous one answerable only to the people. The public believes the Biden Administration has failed America, with disastrous results due either to its incompetence, belligerence, or left-wing zealotry. But Biden and his delusional team seem delighted with what they have wrought. In sum, what Americans see as an abject catastrophe, they cheer on as a stunning and planned success.

Stefanik Hyprocisy One of Congresswoman Elaine Stefanik’s advisors was recently quoted as saying that Stefanik has “never advocated for any racist position or made a racist statement.” Representative Stefanik’s support of Donald Trump makes this statement a lie. Trump has been a racist his whole adult life. He and his father were successfully sued by the Justice Department in the 70’s for housing discrimination against minorities. He has called Mexicans “rapists.” At Charlottesville, “good people on both sides.” The list goes on and on. Lead by Trump, the Republican Party has been taken over largely by far right, extremist racists who have contributed to the toxic environment where domestic terrorists, indoctrinated in racist theories, go to murder African-Africans and minorities - Buffalo being the most recent tragic event. of the Sand Lake community. I was very impressed by the general historical research which gives the reader a better CONTINUED FROM 1 understanding of the times and a feeling for what it must have been like for a young girl from the country to leave home and make her way in the city of Troy. I especially liked their imagining what was going on in Hazel’s mind as she walked up Taborton Road. I had done the same thing many times as I visited Teal’s Pond and retraced Hazel’s steps from the trolley station in Averill Park. The politics of Troy was another important part of the story and was accurately depicted. A small issue that I found and was mentioned to me by a few Sand Lake readers was the incorrect distance from the trolley station to Crystal Lake and from the trolley to Teal’s Pond. Also, the Poestenkill Creek that divides north and south Troy was identified as the Champlain Canal. The divide between north and south Troy is to some Division St. and to others Canal St. These are minor details but, are significant in the murder investigation and to local readers. I think David and Mark did a great job with the revisiting of a crime that took place more than a century ago and offering a plausible resolution of Hazel’s story. It is interesting to read the reviews on Amazon, but the best are from Publishers Weekly and the author John Brendt (Midnight in the Garden of Good and Evil). Publishers Weekly first: “In this taught true crime page-turner…the authors effectively summarize five years of research, and paint a convincing picture of events that make the reader feel like they’re experiencing developments in real time” “In the literary equivalent of an archeological dig, the authors Bushman and Givens unearth the details of a sensational murder mystery that gripped the nation in 1908 and inspired the sinister cult favorite Twin Peaks…this drama proves to be every bit as darkly compelling as the TV classic-if not more so” David Bushman and Mark Givens are scheduled to present a book signing and talk on June 14, 7:00 at the Sand Lake Center for the Arts.

tively identify bad actors who are intent on doing harm,” according to the governor’s office. State officials expect eight people to be hired for this specialized unit. At the end of its recruitment effort, the state expects to have 15 social media analysts: seven for public posts related to potential criminal activity and eight for more cloistered online spaces. Gendron is believed by law enforcement to have been radicalized on the internet, where he allegedly began to lay out his plans for the crime beginning last fall. Discord touts its purpose as “giving people the power to create space to find belonging in their lives.” Users tend to sign up using pseudonyms and can message others in private chat spaces. The website insists it guards against violent extremism. “We don’t sit back and simply wait for reports, but instead act to protect everyone on the platform,” it states. “We know that there are cases where bad actors are acting to cause violence or harm in the real world, and we make it clear to them that there’s no place for them on Discord.” At Hochul’s direction, state Attorney General Letitia James is investigating Discord and other companies to determine if they played any role in facilitating the mass shooting. Gendron made a murder-suicide threat while in high school, but it was reported as a postgraduation plan and not a direct threat to his Broome County school. He later told authorities he “just stupidly wrote that down,” but according to his supposed Discord accounts “it was not a joke.” “I wrote that down because that’s what I was planning to do,” he allegedly wrote in one post. He added that telling that version of the story to authorities is “the reason I believe I am still able to purchase guns.” While some public attention has revolved around why Gendron was able to purchase the gun that he modified to create the murder weapon, others have focused on the process of his radicalization. The state’s intelligence center has always investigated and shared intelligence in cases of violent extremism, according to State Police, but the new unit is expected to be

its first substantial push into the dark web’s chat rooms. Civil liberties groups have expressed concern that a clamp-down on extremist expressions in the interests of public safety may hurt the communities it’s designed to protect. “While we must act to root out white supremacist violence, we’ve seen the same law enforcement that has failed to take white supremacy seriously wield domestic terrorism policies against Black communities through hyper-surveillance and policing,” New York Civil Liberties Union Executive Director Donna Lieberman said in a statement. NYCLU wants to know more about oversight of the new unit, and the guardrails it will follow in its work. Hochul’s executive order also calls for the state Division of Homeland Security and Emergency Services to create a unit for the prevention of domestic terrorism, which would fall under the existing Office of Counter Terrorism. That new unit could use social media to “intervene in the radicalization process,” according to the governor’s office. It will also be tasked with training law enforcement, mental health and school officials on best practices to recognize the radicalization process. The unit is expected to receive guidance from the state’s Domestic Terrorism Task Force, according to the state Division of Criminal Justice Services. The nine-member task force, however, has its own story of limited resources. It was first created by the Legislature in April 2020 — the peak of the pandemic — and went without any appointed members at all until a year ago, when the Assembly’s Republican minority appointed its designee, John Hart, a former deputy chief of the New York Police Department’s intelligence bureau. Former Gov. M. Andrew Cuomo resigned in August 2021 without making his three appointments to the task force. By March, Hochul had finally made the Executive Chamber’s selections: Mohammad Razvi, executive director and founder of the Council of Peoples Organization in Brooklyn; Scott Richman, regional director of the Anti-Defamation League; and Beverly Tillery, executive director of the New York City Anti-Violence Project. Poestenkill Library Budget Proposal Petition Drive Underway As allowed by Chapter 414 of the New York State Laws of 1995, the Board of Trustees of Poestenkill Library is seeking to place a budget proposition on the November ballot. The amount approved will remain unchanged until another Chapter 414 vote is initiated by the Board of Trustees. In order to place the proposition on the ballot, the library must gather 215 signatures from registered Town of Poestenkill voters. The petition is for the sole purpose of placing the proposition on the ballot and is not a vote on the proposition itself. If the petition is approved, the proposition would read: Shall the annual contribution of the Town of Poestenkill for the operating budget of Poestenkill Library be increased by Ten Thousand Dollars ($10,000) to the sum of Eighty-One Thousand Two Hundred Ninety Dollars ($81,290) annually? Despite rising costs of materials and yearly increases in minimum wage, the library has operated on the amount approved by voters in 2017. The tax impact to the average taxpayer (a home of $180,000 market value) would be less than $5 annually. To see how the increase would impact your taxes please visit the library website. The petition drive began on the library’s Market Day and will continue until enough signatures are gathered. Please stop by the library, located at 9 Plank Road, to sign the
