ALBANY - Low early voter turnout for the June primary has some elections commissioners questioning whether the cost of keeping polls open for nine days is worth the money. Edward G. McDonough, the Democratic elections commissioner for Rensselaer County, where 1,424 people voted early, said staffing multiple polling sites for a primary election, with “extended hours, times and the cost ... it isn’t worth it.” This year also is unusual because there are two primaries in New York after the Court of Appeals threw out new political boundaries that had been established by Democrats in the state Legislature and signed into law by Gov. Kathy Hochul in February. Court rulings resulted in new congressional boundaries and also affected state Senate races with both of those primary elections moved to Aug. 23. Even with the primaries for governor, lieutenant governor and state Assembly candidates taking place last month as scheduled, it

McDonough, who said that early voting plays a greater role in general elections, expects the turnout for early voting in August will be lower than last month. “When is enough enough?” he said. “We have to find people that are able to go and work for nine straight days, and work those hours, and to sit around in the middle of a hot August, and wait for nobody to come in.” The Rensselaer County Board of Elections was sued by the state attorney general’s office last year for not placing an early voting polling place in Troy, the most populous municipality in the county. The state won that case and the board of elections was forced to pick a site in Troy for the June 2021 primary. At that site — 500 Federal St. in Troy — 337 people voted during the early period last month, compared with 616 and 474 at the county’s polling sites in Schodack and Brunswick, respectively. Across the state, counties are required to open a minimum number of polling sites for the nine-day period, regardless of how many voters show up. County elections officials must keep those sites open for a minimum number of hours daily as set by state statute — or more if they choose. On many days, the sites are kept open for at least eight hours. Since 2019, the state has allocated $12 million to help county boards of elections pay costs associated with early voting; but that money was essentially used up prior to the June primary with no new funds added this year, said Jennifer Wilson, a spokeswoman for

the state Board of Elections. This year, virtually all of the costs associated with early voting are being absorbed by counties, said Doug Kellner, co-chair of the state Board of Elections. The state expanded several early voting requirements ahead of this year’s elections, so counties offer more polling places in more populous areas and provide more voting after business hours, according to Jarrett Berg, co-founder of VoteEarlyNY. County officials must come up with the extra funding to cover the costs of more polling places and additional hours and with the two primary elections this year, the financial burden is significantly higher. In Fulton County, 376 voters showed up at the polls for early voting last month. Cinda J. Spraker, Fulton County’s Republican deputy elections commissioner, said the low-turnout early voting operation is “wasting taxpayers’ money.” Fulton County Democratic Deputy Commissioner Rebecca Weider-man called it “a lot of work for not a lot of voters.” She added, “We can see this being justified in bigger counties (in areas) like Buffalo, Syracuse and New York City. ... But for the 32,000 voters in our county, it just doesn’t make much sense.”

Rensselaer County Legislature Urges Congress To Help Seniors Struggling With Rising Costs The Rensselaer County Legislature is urging Congress to help our senior citizens during this period of rising costs of living. Many seniors live on fixed incomes and are having difficulties in keeping up with historic increases in fuel costs, rising food costs, and hikes in utility costs. The Legislature was encouraged to act after hearing from many seniors, including retired Legislator, and veteran Tom Walsh, who is advocating on behalf of his neighbors in a development for seniors. During their June meeting, the Legislature adopted a resolution that urges Congress to act on a tax break on Social Security benefits that would allow seniors to keep more of their money in order to help offset the estimated $3,500 in extra money that it will cost seniors for basic necessities this year alone. The Legislature’s resolution also urges Congress to conduct a yearly review of Social Security benefits for senior citizens and to consider increasing the tax brackets, as well

Maul is considering civil engineering, so this summer he is taking a class on computer-aided drawing, which is used to design buildings. “It’s helping me decide if I want to do this, plus giving me college credits,” he said. So far, Maul said, the class has been hard, but exciting. He’s “kind of certain” civil engineering is for him. “I like the fact of building things, design-

Protect Pets In Hot Weather

Warm weather brings many changes. Warm weather can make travel more enjoyable and affords people more time to comfortably enjoy the great outdoors. It’s best to keep safety in mind when soaking up the sun. That’s important for all members of the family, including pets. Cats and dogs are as susceptible to heat-related illnesses as their human companions.

Recognize heat stroke

Pets can suffer from heat stroke, according to the American Red Cross. Cer tain breeds of dogs are highly susceptible, particularly those with short snouts, such as pugs a nd bu lldogs. Excessive exercise in hot weather, lack of appropriate shelter outdoors and leaving a dog in a hot car may precipitate an episode of heat stroke. It’s important to get the pet out of direct heat right away and check for signs of shock, which include seizures, a body temperature of 104 F or higher, stupor, increased heart rate, or excessive panting. Placing water-soaked towels on the pet’s feet, head, neck, and abdomen can bring down its temperature.

Be cautious of hot surfaces

Humans wear shoes on their feet for protection, but pets do not have that luxury. Think about how hot your feet can feel when you scurry barefoot across hot sand en route to the shoreline or to cross a deck to

get to the pool. When the sun beats down on surfaces, those surface temperatures rise quickly. According to a 2010 study by Liberty Home and Pet Services, at peak afternoon sun and an ambient temperature of 95 F in southern Florida, the temperature of cement was measured at 125 F, red brick at 135 F, blacktop at 140 F, and grass at 102 F. Individuals who think a car is safer for their dog or cat may be surprised the informal study measured 152 F on seat surfaces.

Provide extra water

It’s likely you will need to fill your pets’ water bowls more frequently in warm weather than during other times of the year. Be sure to provide constant access to fresh water, even for young puppies who may be learning to house train.

Avoid cutting fur too short

If a veterinarian suggests a hair cut may be beneficial for keeping a pet cool or comfortable, resist the urge to shave down to the skin. Having at least one inch of fur will protect the pet from sunburn.

Outdoor hazards

Warm weather may bring out a high number of insects and wildlife. Use a flea and tick preventative product and medication to protect against heartworm, which is transmitted through mosquitoes. Snakes, skunks, raccoons, foxes, and other animals may be roaming around, and a scuffle with your pet can result in injury. Pets need extra care during the warm weather to avoid damage and sickness from the sun, heat and more.

Natural Tick Repellents To Protect Pooches

Lyme disease is a significant concern for people across the country. According to an analysis of insurance records by the Centers for Disease Control and Prevention, each year approximately 476,000 Americans are diagnosed and treated for Lyme disease. But Lyme disease is not the only tick-borne problem. Data from the CDC says instances of Rocky Mountain spotted fever and anaplasmosis grew by 244 and 396 percent, respectively, between 2009 and 2017. Blacklegged ticks are typically the culprits in disease transmission. When this tick latches on to a host, bacteria that causes Lyme and other diseases can be transmitted if the tick remains attached for 36 to 48 hours or more. Ticks will attach themselves to any moving living target, including people. But individuals who own dogs may be at increased risk because dogs often bring ticks indoors. Dogs as well as humans can be susceptible to the same tick-borne illnesses. Pet parents are urged to use some sort of flea and tick preventative medication for their companion animals. But it’s important that pet owners recognize that many such products will defend against ticks only after they’ve latched onto a host. According to the Hills company, a pet food manufacturer, oral and topical tick medications work by killing ticks through doses of certain compounds that are not potent enough to harm most pets, but are effective at terminating ticks. Many flea and tick products do not repel parasites. Therefore, pet owners may want to take added measures to keep ticks off of their

pets. While it is best to discuss all-natural tick repellents for dogs with a vet, these methods are generally considered safe. • Turmeric oil: A 2018 study published in Ticks and Tick Borne Diseases indicated turmeric oil was effective in keeping ticks from hanging onto a dog’s coat. The percentage of dogs with ticks attached to the legs or belly who were sprayed with turmeric oil suspension was significantly lower than that of unsprayed dogs and dogs sprayed with an orange oil suspension. • Geranium oil: Gardeners have long relied on geraniums as natural repellents against many pests. The plant has a woodsy, musky fragrance. A 2013 study published in the Journal of Agricultural and Food Chemistry found the oil has repellent activity against nymphs of the Lone Star tick. • Pyrethrins/Pyrethroids: These are a group of botanical insecticides that work by altering the nerve function in insects, resulting in death of the parasite. Compounds are extracted from chrysanthemum flowers. Low toxicity means they can be applied directly to a pet’s coat, according to the pet health resource PetMD. The pet guide Top Dog Tips suggests other natural oils like lavender, peppermint, citrus, rose, basil, cinnamon, and lemongrass can be effective tick repellents for dogs. Dilute these oils in water or a carrier-oil like olive oil before spraying on a pet. While many of these repellents are effective, nothing is 100 percent foolproof, so individuals should always check pets (and themselves) after being in tick territory.

Round Table Art Group The East Greenbush Community Library will host a mixed media art show of the Round Table Art Group for the entire month of August 2022. Rensselaer Elks Hold Bicycle Rodeo with EGPD On Saturday, July 9th the Rensselaer Elks Lodge #2073 held a Summer bicycle rodeo in coordination with the East Greenbush Police Department. Officers Max Scheibly, Michael Herington, and Edward Ashley were on hand to do a safety and equipment check, offer riding tips and help participants navigate an obstacle course. The EGPD donated helmets to those in need and offered giveaways. MVP Healthcare sponsored the event on behalf of children, their families and the broader community. Politicians including Rensselaer County Executive, Steve McLaughlin, New York State Assemblyman, Jake Ashby and Rensselaer County Legislator, Tom Grant were also on hand to support the event. Across the state, 178,223 people, or 14 percent of voters in the June 28 primary, cast their ballots at polling places during early voting in June, according to unofficial numbers from the state Board of Elections. “It is a good idea to be analyzing the data and to determine whether the full staffing and hours for early voting for small turnout elections is appropriate; where the cost per voter is very high it’s worth taking a second look to see whether modifications should be made,” said Kellner, who has been co-chair of the state Board of Elections since 2005. “Maybe the one-size-fitsall model is not appropriate. He called the creation of early voting “a godsend.” “It’s a great new thing that we have in New York,” Golby added, after casting her ballot on the Sunday before the June primary. In New York City, Westchester, Nassau and Erie counties, more than 10,000 people cast ballots early in-person. In this region, Ulster, Dutchess and Albany counties each counted more than 3,000 ballots at early voting polling places, state elections data shows. In other counties, early voting participation was lower. In the sparsely populated Hamilton County, just 30 people cast a ballot in nine days of early voting. In Herkimer and Wayne counties, less than 200 people trickled in, the data show. Susan Lerner, executive director of Common Cause New York, which fought for years to help pass legislation authorizing early voting, said having an in-person early voting option is important no matter how many people choose to use it. “The big advantage to early voting is that it alleviates the pressure on Election Day,” Lerner said, noting that early voting helps spread out the time when people vote over multiple days and can allow for the early detection of any administration issues. Early voting also helps people to vote when it is most convenient for them and address limitations posed by work schedules, lack of transportation or other factors, she added. Early voting began June 18 and closed June 27. Voters also had the option to request an absentee ballot or cast a ballot at their local polling place on Election Day. Use of early voting has varied by election since it was authorized in 2019. The COVID-19 pandemic also changed the way lots of voters have opted to cast their ballots over the past several years — with more voters choosing to use absentee ballots to avoid public spaces and others deciding to vote early in-person to avoid long Election Day lines. Also, the state recently tweaked its early voting laws, adjusting its regulations to generally require more polling places in higher population counties, and ensuring more early voting sites are open after regular business hours and the location of polling places in population centers, Berg said. The changes resulted in more

polling places in counties like Suffolk, Rockland and Onondaga counties so voters don’t have to travel as far. “This past year they (the state) expanded the ratios required (of polling places to population), but they didn’t provide a single dollar in new funding to support the expanded access,” Berg said. “The state should be funding elections so we don’t have commissioners coming up with the smallest, scrimpy plan and shortchanging voters due to their budget constraints.” Most New York counties offered only one early voting site for the 2021 general election, state elections data show. Early voting sites in 2019 to 2022 Early voting peaked in New York in the 2020 general election when 2.5 million people went to the polls before Election Day — nearly one in five eligible voters, according to the state Board of Elections. In that election, 29 percent of New York’s ballots were cast early in person, according to the U.S. Election Assistance Commission. That record turnout was attributed to the battle between former President Donald J. Trump and now-President Joe Biden. The U.S. Election Assistance Commission found nationally 31 percent of voters cast ballots in-person early in 2020, while 43 percent voted by mail and 31 percent voted in person on Election Day. In 2018, 22 percent of U.S. voters voted early in-person and in 2016 that figure was 25 percent. Nationally, 45 states offer early in-person voting, according to the National Conference of State Legislatures. Texas voters used early in-person voting most in the last presidential election, with 76 percent casting a ballot early, Election Assistance Commission data show. In some states like Vermont, Delaware, Utah and Arizona only 1 percent or 2 percent of voters decided to cast ballots early and in-person, according to the commission. Paul Gronke, professor at Reed College in Oregon and director of the Elections and Voting Information Center, noted that early voting use varies from state to state and can vary based how many polling places are open early, how conveniently located are they, what hours and days they are open and what other voting methods are available. In New York, for other primary and general elections since 2019, the use

of early voting has varied. Like any method of voting, its use is affected by who’s on the ballot, accessibility and people’s interest in voting in a particular election. In last year’s general election, 411,172 people voted early in-person, representing about 12 percent of the ballots cast in that election, data show. The 2020 primary had the lowest use of early voting in New York, with 93,498 ballots cast — or 5 percent of all ballots in that election, state data show. The costs of early voting A review of the costs associated with keeping polling sites open for nine days — some of them rented facilities — shows a variation in the price per vote. Most of the taxpayer money went to staffing the polling sites — costs that reach into the thousands. In Fulton County, officials said they spent at least $12,000 on expenses for early voting for the June 28 primary, including staffing the county’s one polling site and delivering the voting machines. Based on those estimations, the average cost-pervote at the early polling site for the June primary was roughly $33 in Fulton County. The estimated cost-pervote for early voting in other area counties was: Rensselaer County ($13); Saratoga County ($19); Warren County ($20); Washington County ($20); and Albany County ($65). “Even the Albany County number at $65 per voter suggests they need to make adjustments to make it more cost effective,” Kellner said. “They may be able to be more efficient with the staffing.” “I think the cost of running the sites is high for the number of people we get,” said Robert Howe, the Republican elections commissioner for Cortland County. He noted that his county had a little over 300 people cast ballots early, amounting to a cost of $1,500 per vote to run their two polling places for more than a week. He said he did not know why their costs were far greater than other counties. Gronke, from the Elections and Voting Information Center, said it’s hard to draw general conclusions about the costs of early voting and how they balance with Americans’ right to access the ballot box. “If the sites are in county offices and if providing for early voting requires little to no additional staff time, then many jurisdictions provide some level of access,” he said. “But figuring out the cost equation is critical, and so much depends on the particular mix of services that are being provided.”

LETTERS TO THE EDITOR North Greenbush Fails to Apply for State Funding to Enhance Pedestrian Access

With the improvements on Route 4 nearly complete, I enjoy seeing town residents taking to the sidewalks to walk their dogs, go for an afternoon stroll and even run errands. Pedestrian access would be even better had the sidewalks been extended north from Highland Acres to the Junior’s Plaza. The residents of the Meadows development and neighbors would have benefitted from a more walkable environment and traffic congestion on Route 4 would decrease. The town claims it lacked the funds for these sidewalks despite being part of the original plans along this corridor. But it seems as if the town might have missed a recent opportunity for state funding to complete these sidewalks. Governor Hochul recently announced the award of over $178 million in funding through the Federal Highway Administration to construct new accessible sidewalks and shared paths, enhance pedestrian and bicycle safety and facilitate the use of non-motorized modes of travel. The ultimate goal of this funding is to improve connectivity and reduce greenhouse gases. Many municipalities in the capital district applied for and received funds, which provided up to 80% of total project costs and required awardees to demonstrate how the proposed projects would increase the use of non vehicular transportation alternatives. The Village of Nassau, for example, received nearly $2.5 million to construct intersection and pedestrian upgrades. Sand Lake received over $700,000 to construct sidewalks along Reichard’s Lake Road to connect Sand Lake Beach. I can think of several potential projects in North Greenbush which would have benefitted from these funds. Extending sidewalks the full length of Route 4 so that residents can leave their cars at home and walk to commercial establishments. Building a shared path along Whiteview and Williams Road so that residents could walk or bike from Route 4 to Wynantskill. North Greenbush definitely missed an opportunity. I have visited downtown a few times this past month and to my dismay I saw a homeless person with all of her belongings sitting on the sidewalk on Broadway next to the Atrium. Today, July 2nd 2022 , I decided to stop by downtown Troy again and noticed she is still sitting there on the sidewalk with her strewn all over the sidewalk . From afar I thought it was a man but walked up to give a bit of money so I could get a closer look. The homeless person is a woman. Yes there are many homeless people that walk the streets of Troy, however, I have not seen someone with so many things strewn all over the sidewalk, situated right out in the open, on a busy street. My question is, Why is this woman still camped out on Broadway! It is a despicable site and I am embarrassed to be seen in downtown Troy by people who are visiting the area. We are a small city and we need to help the homeless. While I am sure there are people who do care there are a plethora of people who do not care. Why has no one tried to help her? Like, the police , an organization, a community group? There is no excuse. Maybe its not as simple as I make it sound but there are solutions. While everyone is arguing about their rights, spending their money on superfluous things, eating, drinking and being merry on a Saturday, this woman is sitting in the center of it all, being ignored by the majority. She matters and has as much value as anyone else. Is her life not as important as yours? Where is the compassion? Over my lifetime I have dealt with all kinds of folks from different cultures, religions, status , gender and so children age 3 - 7 but all ages are welcome. Bubbles, the Goldfish Swim School mascot, will also be visiting the library for this event happening on Saturday, July 16th, at 11:00 am. All attendees will receive a take home goody bag. Dunn Dump June 14 Environmental Justice Meeting Report Texas-based Waste Connections (WC) Corp. held a mandated Environmental Justice meeting at the Rensselaer public school campus on June 14 concerning its application to renew its permit for the Dunn construction and demolition debris and who-knows-what-else dump, located right next to the school campus. About fifty attended in person and at least a few on-line. Three local WC representatives and one from Texas conducted the two-hour meeting. They each made a presentation that were poorly presented on the large screen behind them. People attempting to hear the meeting online apparently could not and two said so when they were allowed to speak about halfway through the meeting. The first in-person speaker supported continued dump operations but no one else did. An East Greenbush resident said, “You are a terrible neighbor.” He said he has called the dump odor complaint hotline staffed by WC at least fifty times and never received a return call. A Rensselaer woman said, “I smell the odors and see the debris land in my yard. Please leave our area.” A woman described “stomach turning odors” on the prior day. A Rensselaer city councilman said truck vibrations are damaging houses in the city and that it is disturbing and unacceptable to hear truck noise during funeral services at the cemetery adjacent to the dump. A man from East Greenbush said the “smell varies from none to very powerful” and the “overall impact is enormous.” A Rensselaer County legislator asked if WC had conducted any local cancer studies; he was nearly in tears mentioning cancers in his cat and dog he believes are dump related. A Rensselaer man said tractor trailers --sometimes in convoys--pass his house to and from the dump every weekday, beginning at 6:30 a.m. He has a noise meter and said some trucks are louder than a fire truck responding to an emergency call. The dump’s permit expires on July19. Governor Kathy Hochul should order the dump closed. Tom Ellis, Albany

Hoosick Area Seniors Announce Senior Bus Trip The Hoosick Area Seniors have planned a bus trip on Monday, August 15, 2022 to Vermont. The bus will go to the Woodstock General Store where you can find everything from soup to nuts just like the old days, VINS Nature Center, lunch at Pizza Chef of Quechee, Simon Pearce Factory of Glass Blowing, and Billings Farm and Museum. The bus will leave Hoosick Falls TOPS at 7:00 and return around 6:30. Cost for the trip is $45 which includes the bus, lunch, entrance to the museum and entrance to VINS. Hoosick deadline is July 22.
