Charles Cahoon will give an illustrated talk on the Hoosac Tunnel, on Sunday, August 7, at 2:00 p.m. The tunnel, a straight run of 4.75 miles between North Adams and the Massachusetts town of Florida, is the longest active railroad tunnel east of the Rockies. the last four years. Spouses came along last year on the trip to Israel, sparking criticism that it looked like a vacation trip. The spouses paid their own way, and it was the only trip they attended, HVCC President Roger Ramsammy said. But he acknowledged it left a poor impression. For many years, he has said the trips would lead to more students, and thus more revenue for the college. After the Israel trip, Democrats in the Rensselaer County Legislature called him on it, demanding to know the return on investment. Now Ramsammy says has numbers to give them. The college just signed an agreement with the Costa Rica Ministry of Public Education to teach 1,000 high school teachers, he said. The teachers will learn, in live lessons, how to teach English effectively. The program starts with 90 teachers this fall. He estimated that would bring in $200,000 to $500,000 a year. In Aruba, the college is also linking up with American University School of Medicine, a medical school. “Our students will be able to go straight to a medical school,” Ramsammy said. “And their students can sign on to take our classes.” The college has about 200 full-time-equivalent international students taking classes virtually now, and he hopes that will grow with the Aruba initiative. About 50 percent of the graduates of Caribbean medical schools “match” for a United States medical residency, a crucial step to

becoming a doctor here. Many others stay in the Caribbean and become physicians there. About 90 percent of the graduates of American medical schools get “matched” after graduation. Those who go to Caribbean schools are encouraged to apply for a match in a less competitive specialty, such as family medicine, for which matches are much more likely. In Germany and Denmark, HVCC officials toured commercial sites so they could build classrooms with the exact equipment big companies need their employees to use. They just finished building a lab that looks like the modern wind turbines Welcon of Denmark uses for its offshore wind farms, including one Welcon is about to build at the Port of Albany. Now students use that lab in Troy to learn to weld those turbines. Ramsammy is also working with Israeli officials to craft agreements in which HVCC would train high school teachers who will teach workforce training classes. “We’re not anywhere yet, we’re just starting this one,” Ramsammy said, but the proposal is for teachers to come to HVCC, get training in a specific workforce development program, and Please see TRIPS 8

Poestenkill Town Board – Meeting Minutes – Thursday, July 14 Several residents complained about a common noise problem in town and asked why it was not being addressed. The discussion focused on possible enforcement actions to solve the problem. It was determined that Councilman Wohlleber would research the issue further and report back to the Town Board with his recommendations. Councilman Wohlleber brought the board up-to-date on the refreshing the Town’s website and questioned if we should be employing an outside resource to perform the updating and shared a Requests For Proposals (RFP) with the Town Board. The Board will provide feedback and the RFP. The Town Board voted unanimously to honor the Averill Park Boys Baseball team on winning the 2022 Class A New York State Championship. The Town Board voted unanimously to honor Ethan Jamison on earning the rank of Eagle Scout. Motion made by Councilman Wohlleber, seconded by Councilwoman Butler to refer the proposed Senior Housing PPD project on NYS Route 351 to the Planning Board, passed 4-1, with Councilman Van Slyke voting no. New roof for the library – this item was tabled. Councilman Van Slyke asked for additional time to consider another proposal. A motion made by Councilman Hass, seconded by Supervisor Hammond passed 3-2, to approve $126,481 to the Highway Department for the paving of three roads in town. This money will come from the American Rescue Plan Act. Councilmen Van Slyke and Wohlleber voted no.

Poestenkill ARPA Federal Funds July Public Meetings The ARPA listening team of Poestenkill recently held the second in a series of public meetings to solicit further project suggestions from residents. These sessions met at the Poestenkill Evangelical Lutheran Church and the First Baptist Church in East Poestenkill. The ARPA team gave a brief overview of the federal funding and the Board’s desire to use the funds for projects that Poestenkill could not otherwise afford and which would have long-term, lasting impact. Town Supervisor Keith Hammond and Highway Superintendent David (DJ) Goyer attended both meetings and led informative conversation with residents about town services and operational issues raised at the March meetings. Many of these concerns have already been addressed. Residents came prepared with new, thoughtful, and innovative project suggestions. Those ideas will be added to the March suggestions. All suggestions will be considered for feasibility, cost, and merit. There will be future discus-

Attention all young musicians, and their parents. SHAC is becoming the new place for youth bands to rehearse, perform and even showcase their talents. Come out and take time to see the rehearsal and performance spaces and learn how to sign up for summer band practice times. The space includes a PA system including speakers, a mixer, microphones and stands, and necessary cables. Music opportunities will include: Rehearsal/jam space for young musicians two afternoons a week to rehearse or just jam together. We can accommodate one band at a time so advanced sign up will be required. Musicians are encouraged to bring their instruments to the sessions although we we have two pianos and may have some other instruments available on site as we move forward.

Take This Dump and Shut It! The Dunn Landfill in Rensselaer began operations in 2015. Each weekday morning, up to 100 long-haul tractor trailers bring construction and demolition waste to the facility. The haulers come from at least 7 different Northeast states beginning at 6:30 in the morning. A convoy of trucks backs up work traffic on Broadway near Dunkin’ Donuts as they head North on Broadway before making the steep climb up the hills of Partition Street to the dump.

The disturbing part is that the dump operates 200 feet from Rensselaer’s Pre-K – 12 school campus. What is shocking is the facility has been operating on an expired permit since July 19th while their permit is being reviewed for renewal by the state DEC. Residents of Rensselaer and surrounding communities continue to be assaulted by the diesel fumes of trucks, load noise and hydrogen sulfide odors at the facility. Something needs to be done fast to protect our livelihood and health. How much more should we be forced to endure? Where does the Governor stand on this issue? Will DEC Protect the Public This Time from the Dunn Landfill? In 2012 They Did Not! When the application for a permit for the Dunn Construction and Demolition Landfill in Rensselaer was approved by DEC in 2012, its location next to the Rensselaer City School was ignored. The predicted problems of truck traffic from C and D trucks in the residential community were dismissed as an issue. Now the renewal of the operating permit is being considered again by DEC and the major portion of the renewal application is based on the 2012 approval. So the

then return to Israel to create that program. “Soon, all of that is going to pay off for us, too,” he said. The details will be worked out via Zoom, but he said he has to travel to places in person at times to make connections. “If I can sit in my office and never go on one more airplane I would be happy, because it’s the worst thing I ever do,” he said. “I hate travel. It irks me because I wish I never had to travel and I could Zoom everything. It just doesn’t work in business.” Last year, the college spent $69,000 on international travel. This year, it’s budgeted at $137,000 and next year the budget calls for spending $186,000, which is 0.2 percent of the operating budget. The minority Democratic members of the Rensselaer County Legislature’s Education Committee asked for those figures before voting on the 2023 college budget. HVCC told them they had to submit a Freedom of Information request, and that they wouldn’t receive the data before the scheduled vote. Legislator Cynthia Do-ran, who asked for the figures, said she was glad to hear through a reporter that the college was seeing a return on its investment. But she said the college should have given her that information. “If it can bring revenue to Hudson Valley while revenue is declining, hallelujah,” she said. “But I would still like to know (before a vote). We’re asking for a budget line on a budget we’re going to vote on and we can’t be given the information? How much did it cost you to go and what did you receive as a result, I don’t think that is unreasonable.” She still has questions about whether it’s truly necessary to travel. “Do we always have to go on these trips? We have Zoom capability,” she said. She added that she isn’t trying to hurt the college. “I’m a supporter of Hudson Valley. It’s an amazing community college. The programs are creative, they’re relevant. This is not a situation where I’m trying to make things difficult for people,” she said. “I asked information and I was denied it.”

PFAS chemicals at the landfill which are winding up in the Hudson River also need to be addressed since they were not know about in 2012. DEC is well aware of the inadequacies of the original approval because they have been provided a 10 page detailed review with supporting documents regarding the original application and their subsequent review and approval. There is no excuse for the agency not to do the right thing this time. The Governor has been requested, in a published letter, to become involved. The school community, the city, the county and the Town of East Greenbush have all requested disapproval of the application. At the community meeting at the school conducted by the landfill and the multi-billion dollar corporate owner, Texas based Waste Connections, on June 14, 99% of the public’s comments were for closure of the landfill. DEC region 4 Staff were present at the meeting and witnessed those comments. Public demonstrations in opposition to the landfill have been held and will continue. McLaughlin raised $47,290 during the six-month period that ended July 15. He began the period with $109,855 in his treasury and ended with $107,318, according to the financial

report. The latest round of legal expenses came at a time when McLaughlin’s defense filed motions in an unsuccessful effort to dismiss the criminal charges. Pretrial motions also were filed, according to county court records. A trial date has not yet been set in the case and there are currently no other matters scheduled for hearing by Judge Jennifer Sober, who is handling the case, according to court officials. McLaughlin isn’t the only elected Rensselaer County elected official to turn to his campaign coffers to cover legal bills in a criminal case. Former State Senate Majority Leader Joseph L. Bruno, R-Brunswick, did the same thing when he was tried twice in federal court on corruption charges. Bruno, who died in October 2020, used $2.4 million in funds from his campaign committee, the Committee to Re-Elect Senator Bruno, and a special legal fund, the Joseph L. Bruno Legal Defense Fund, to pay his legal bills. The campaign committee provided $1.2 million. Bruno was convicted at trial in 2009 with those charges later dismissed due to a U.S. Supreme Court ruling. Bruno was retried in 2014 and acquitted. Bruno was repaid the money by the state as a result of laws that permit a public official to be reimbursed for legal costs connected to official duties.

Democrats should take yes for an answer on Electoral Count Act reform

The Most Self-Destructive Force in the World

Without a doubt, the climate-obsessed green movement is the most stupidly self-destructive force in the world today, leaving a trail of irrationality and folly wherever it goes. Consider its recent record of destroying the country of Sri Lanka, making Western Europe needlessly vulnerable to Vladimir Putin's energy blackmail and stoking higher energy prices in the U.S. that have contributed to the fastest decline in real wages in 40 years. The greens are rapidly making up ground on the socialists as the modern world's foremost economic and social saboteurs (and, of course, the two now work hand in hand). If a hostile actor were to consider the best way to harm a society from within, it would unquestionably be to increase the sway of climate alarmists and other environmentalists who believe it is their righteous duty to make it harder and more expensive to power a modern economy, as well as to build and grow things. They seek to throw the gears into reverse on the millennia-long human quest for cheaper, more abundant and more reliable sources of energy, while putting new obstacles in the way of other human endeavor. Since they are fired by a quasi-religious vision of an existential climate crisis on the verge of ending Planet Earth, they reject cost-benefit analysis, not to mention basic realism. The resulting wreckage is all around us. Sri Lanka achieved one of the highest ESG, or Environmental, Social and Governance, scores in the world and destroyed its economy in the process. The country banned chemical fertilizers in April 2021 as it hurtled toward becoming the world's first all-organic country. It proved one small step ahead for environmental pieties and a giant leap backward for Sri Lankan farmers. A large proportion of land went dormant, and production of rice, tea and other crops dropped precipitously. The resulting economic calamity has led to the collapse of the government.

(c) 2022, The Washington Post Democrats have tried multiple avenues to strengthen voting rights. They tried to block Republican bills to suppress voting or subvert elections. They tried to correct the Supreme Court's egregious mistake disabling the "preclearance" provisions of the Voting Rights Act. They tried to replenish democracy, such as by attempting to end gerrymandering or ban dark money. The Republicans would have none of it. Nevertheless, a sliver of opportunity remains. Congress now has a chance to correct the legal ambiguities exploited in the coup attempt after the 2020 election. We're about to find out if even that minimal election reform is possible. A bipartisan bill negotiated under the leadership of Sens. Susan Collins, R-Maine, and Joe Manchin, D-W.Va., would make some needed changes in the Electoral Count Act, the vague and problematic law that Donald Trump and the defeated former president's allies tried to exploit to remain in power. The Post reports: "Collins and Manchin's proposal is expected to set a deadline for when states can change their rules, clarify that states cannot choose their electors after Election Day, create more stringent requirements for Congress to object to the certification of a state's electors and clarify that the vice president's role is ceremonial with no power to reject electors." It's fitting that the bipartisan team rolled out their proposal this week, just as the House select committee investigating the Jan. 6, 2021, insurrection wraps up its hearings that have exposed Trump's conspiracy to install phony electors and strongarm the vice president. The proposal would go a long way to prevent that from happening again. It would also amend rules governing the presidential transition (which Trump delayed as he pursued his scheme to steal the election) and make changes to on how the U.S. Postal Service operates in an election. There are plenty of other items that should be included, such as robust protections for election workers. But even if the bill contains only the limited provisions listed above, it will be more than worthwhile. As David Becker, executive director of the Election Center for Innovation & Research, tells me, "Anything that strengthens the guardrails of democracy and creates a stable and predictable process is a good thing." Some voting rights lawyers are disturbed by the proposal's provision that would provide an expedited process to resolve disputes in federal courts. But there must be an option for expedited court review somewhere, and disputes would likely wind up in federal court anyway. State court resolution is no panacea. The sole test for the ECA reform bill should therefore be whether it makes the current system less vulnerable to abuse, fraud and coup plots. By limiting the vice president's role in counting electoral votes, raising the bar for members of Congress to challenge electors and preventing mischief from state legislators, it meets that test. However, if these items are not in the bill - or if it creates more ambiguities - then the Senate should try again. Democrats can preach all day about the need for a broader bill, and they would be right. But until they control the presidency, the House and a Senate majority sufficient to alter the filibuster, they are not going to obtain more than this. Taking a win and coming back for more when they have the votes are the essence of democracy - the very thing Democrats are striving to protect. Civil and voting rights have always been attained incrementally (and lost abruptly). So it must be with reforms to make it harder for a replay of the coup attempt. That Republicans are willing to entertain this sort of bill speaks volumes about their own concern that Trump might try his tactics again. Democrats would be wise to take yes for an answer - if the bill really is as good as advertised.

This is basically the Green New Deal in miniature. Sri Lanka is a small island nation in the Indian Ocean; Germany is a powerhouse in the middle of continental Europe. But the green disease doesn't discriminate on the basis of size or wealth. For years, Germany pursued a policy of making itself dependent on Russian oil and (especially) gas, while congratulating itself on its great environmental virtue as it closed down nuclear power plants and ramped up renewable sources. Berlin can't say it wasn't warned of the risks of this approach. Such is the faddish grip of climate orthodoxy that it blew past all the blinking red lights. Sure enough, now Russia may well cut off the supply of gas this winter, at the same time that renewables have proved not ready for prime time (they are too intermittent, among other technical problems that won't be solved anytime soon). In its wisdom, Germany decided to shut down the source of energy that is clean, reliable and doesn't require dependence on an authoritarian state hostile to the West -- namely, nuclear power. It fell prey to the environmental left's superstitious hostility to nuclear. Even now, Germany is going ahead with shuttering its last three plants. It is turning again to coal to try to fill the gap this winter, underlining its disastrous mistake in prematurely eschewing such proven sources of energy in the first place. Here in the U.S., of course, Biden pledged to "end fossil fuel" back in 2019, a promise -- given our prodigious reserves of oil, gas and coal -- that would make almost as much sense as Russia or Saudi Arabia pledging to do the same. Even as inflation, with energy prices leading the way, destroys Biden's presidency, he and his supporters are determined to pursue a climate agenda that will drive up costs and create inefficiencies at home while doing next to nothing to affect global temperatures. It makes no sense, but for the greens, that's never been a particularly important criterion.
