Out of the classroom, into a lab In search of real-world lessons, these teachers take summer jobs as scientists

While some teachers take the summer off, Matthew Duff is working for real engineering companies. “You’re teaching this thing you’ve never really done. I’m not an engineer. But I’m day in and day out explaining what it’s like to be one,” the Averill Park teacher said. “And unless I find a way to get into that environment, I’m kind of a fraud.” Other teachers are also working in “real-life” jobs this summer, with the intention of

using the experience to connect their classes to the real world. It’s part of a program run by Questar III BOCES since 2013 that matches high school teachers with businesses in their field and pays them a $10,000 stipend for seven weeks of summer work. The businesses volunteer to take a teacher. Typically, 10 teachers are matched each year. “A teacher goes from the teacher prep program to the classroom. If they’re a scientist, they never went to a lab to do research,” said Questar Superintendent Gladys Cruz. The summer work makes a difference, she said. “They really changed their practice.” Duff and five other teachers spent two summers working at a video game company so they could develop a class on designing video games. Now Duff is working at a company that makes carbon fiber, where he’s testing out a problem-solving method he can teach his students. Other teachers sometimes focus on a real-world problem, which they bring back to their students so they can study something meaningful. This summer, Schodack teacher Leonard Bacon is working in a professional laboratory affiliated with Rensselaer Polytechnic Institute on the lifespan of aquatic animals whose habitats are getting saltier because of road salt. “This is an opportunity to get experience I can pass on to the kids,” he said. “There’s a greater emphasis on experimental design and problem solving that way.”
Plus, it helps Bacon keep up with changes in science. “I’ve been teaching for so long, science is constantly changing,” the 28-year teacher said. “So it’s a good opportunity to keep brushed up on all the different things. Plus, it’s fun. I learn a ton.” Duff has taught engineering and computer science at Averill Park for 21 years, but he said he always needs to learn. “One of the hardest parts of teaching engineering is it’s such a broad field. Computer science is an entire degree. Civil engineering is an entire degree. I teach seven different ones,” he said. So every summer Duff tries to get in-depth experience on one topic. “You just can’t get it from a textbook. It’s part of being in the industry and seeing how these academic terms are actually used in the real world,” he said. “I feel like I get way more out of my summers than I ever did in my courses to getting my degree. Because there’s no class that could cover that huge breadth.”

TROY — A hearing next week may bring an answer to whether an $8 million federal civil rights lawsuit stemming from a Rensselaer County ballot fraud case can move forward. County Democratic Elections Commissioner Edward G. McDonough appealed lower court decisions dismissing his lawsuit against Youel C. “Trey” Smith III that spun out of the grand jury indictment of McDonough for his alleged role in a Working Families Party ballot fraud scheme. McDonough was acquitted at his second trial after a mistrial was declared in the first trial. The U.S. Supreme Court reinstated the lawsuit, ruling that Mc-

Donough’s case was properly filed when he was acquitted in December 2012 and that it did not have to be filed when allegedly fabricated evidence was brought against him. “Similarly, while noting that only McDonough’s malicious prosecution claim was barred on absolute-immunity grounds below, we make no statement on whether or how the doctrine of absolute immunity would apply to McDonough’s fabricated-evidence claim,” the court majority ruling stated in a footnote. Thomas J. O’Connor, the attorney for Smith, has filed a motion to dismiss the lawsuit based on a law granting prosecutors immunity from being sued for their actions in pressing a criminal case. “We’re challenging the admissibility of the allegations. We’re also alleging Mr. Smith had absolute prosecutorial immunity,” O’Connor said Thursday. The case arises from the handling of absentee ballots by Democratic Party elected officials and operatives for the Working Families Party primary in September 2009. U.S. District Court Judge Mae A. D’Agostino has scheduled a hearing for Aug. 5 to hear oral arguments in the case in Albany. The case is scheduled to go to trial on Sept. 19. Brian D. Tracey Rex Reports to the People of Schodack I believe staying in touch with constituents is an important part of serving in elective office. This report, published every month since I took office in 2016, is an example of my commitment to keeping Schodack residents informed about town government news and community events. During July, the Town Board appointed five members to the Board of Ethics which completes the final piece of the town Code of Ethics update, the first since 1970. I would like to thank Town Supervisor Charles Peter for following through on this long overdue, good government initiative that has been a key objective of mine since taking office. Congratulations to the appointed board members and thank you for agreeing to serve on this important board. The Town Board honored retiring Police Officer Michael Miller for his 18 years of dedicated service to the Schodack Police Department. Throughout his career, Mike distinguished himself as a person of outstanding ability, high integrity, and a role model for all. Best wishes, Mike, for a healthy and enjoyable retirement. The Town Board appointed John Bunney to full-time Police Officer. Congrats, John, and welcome to the best police force in the Capital Region.

Town Board approved the purchase of a mini excavator for the highway department to assist them in their work. The Town took delivery of the excavator on the 28th and has already been put to work on several jobs. Additionally, I recommended to the Town Board that we allocate additional funds this year to pave more roads than initially budgeted. The Board agreed and I will be working with our Highway Superintendent to identify and select roads to add to our paving schedule. These were non-budgeted expenses that we were able to make due to the fiscal prudence the Town Board has shown for years preceding my time as Supervisor. While economic times and markets are uncertain, Schodack stands in a strong position to weather whatever challenges may come our way and our Town Board members and employees deserve a lot of credit for putting us there. The Board also approved the purchase a projector to be used in part for “Movie in the Park” nights in the future. We are now researching PA systems and trying to identify dates for a movie night. And finally, after 18 years of service to the people of Schodack, Officer Michael Miller retired from the Schodack Police Department on July 15th. AROUND YOUR COMMUNITY Rensselaer Land Trust to Host the Great Hudson River Estuary Fish Count Environmental Educator, Fran Martino, a partner with Rensselaer Land Trust will host the 11th Annual Great Hudson River Estuary Fish Count at Papscanee Island Nature Preserve on Saturday, August 6, 2022 from 9 to 11 am. The public is invited to help explore the amazing variety of slippery, wriggly, and fascinating creatures usually hidden below the river’s surface. We’ll be using a seine net to capture, identify, count and release fish species found splashing in the net that morning. Seining involves pulling a 30-foot net through the water and studying the river life caught in its mesh. Participants may watch from shore or jump into available waterproof waders to help pull in the net. The fish are released after attendees view them up close. Data will be shared with NYS Department of Environmental Conservation to help understand the variability in the numbers and distribution of fish within their environment. This program is free and open to the public. DIREC-

Snyder’s Lake Aquatic Survey, Aug. 12 The public is invited to join the Friday Field Group in exploring aquatic plants and animals in Snyder’s Lake in North Greenbush Fri., Aug. 12, starting at 5:30 PM and ending at dusk. The Friday Field Group is a mix of amateur and professional naturalists devoted to the natural history and identification of plants and other interesting groups of organisms. They have been doing field trips throughout Rensselaer County for over 20 years. They use Newcomb’s Wildflower Guide and other keys to identify plants at various sites around the Capital District. Each summer they survey a lake or pond area in Rensselaer County. This is their first time exploring Snyder’s Lake. They plan to develop an initial list of aquatic plants and animals observed from kayaking and/or snorkeling. David Hunt, a professional botanist, plans to develop a list of species to add to his database for Rensselaer County. This survey is an informal gathering, not related to any specific planning or regulatory activity. The public is invited to kayak or snorkel with the Friday Field Group. Meet at the far end of the North Greenbush Town Park parking lot near the boat launch off Geiser Road. They will launch their boats from there. With just a little extra help from our volunteers, clients remain independent and in their own homes. We provide our services at no cost in Albany and Rensselaer Counties. Here are some ways in which a volunteer can help: Transportation: Rides to essential medical appointments and grocery stores.. Shopping: Accompanying a neighbor to the store or doing the shopping from a client’s list for groceries, prescriptions and personal items. Friendly Phone Calls: Reassurance phone calls to provide an opportunity for conversation and socialization. Like a “friendly visit” but over the phone. Friendly Home Visits: Weekly or biweekly visits to homebound people to provide social contact, as well as emotional and psychological support. Visits may include trips out into the community for activities (walks, local events, etc.) will be available off Orient Ave. with general parking in the lower lot.

Search and Rescue Volunteers Needed The Tri-State Emergency Team is recruiting volunteers to provide wildland and underwater searches within a 100 mile radius of Waterrford, NY. This includes all aspects of field and underwater search. The Tri-State Emergency Team responds when requested by NYS Forest Rangers and other police agencies throughout New York State, Western Vermont and Massachusetts. We are looking for certified scuba divers, experienced boat handlers, and people who enjoy hiking and the outdoors in general who wish to help people in need. The team will provide training and complete support as needed. Our headquarters is located in Waterford. Applicants need not live in Waterford to volunteer. 2nd Annual Motorcycle Ride to Benefit Veterans & First Responders The 2nd Annual PTSD & SERVICE DOG AWARENESS RIDE, organized by local non-profit Ibi Semper Training, Inc., will be held on Saturday, August 6th in Troy, NY. “This event promises to be outstanding with vendors, raffles, food, and of course, a scenic ride to bring awareness and support to our local Veterans and First Responders with Post Traumatic Stress injuries and their PTSD Service Dogs,” shared Sonya Ward, organization founder. She further explained, “Engaging, improving, and helping Veterans and First Responders with PTSD and rescue dogs is our mission, and this fundraiser directly supports training the teams and covers the cost of dog adoptions.” Pre-registration is now open and recommended for $20 per rider and $10 for passengers, though onsite registration is also welcomed that morning at 10 am. Kick starts up (KSU) at 12 noon, taking place at Brunswick Harley Davidson, 1130 Hoosick Road in Troy. The ride will conclude at Brunswick BBQ & Brew, 3925 NY-2 in Troy. Both local businesses have been long time supporters of this organization and event. Crazytrain DJ will provide this year’s entertainment. Sponsors to date include Hannoush Jewelers, UTRS (Universal Technical Resource Services), La Torre Orthopedic Laboratory, Riverside Heating Services., Bob’s Auto Parts of Hoosick Falls, Abelove Law, PC. The Stephentown Historical Society’s 3rd Annual Car Wash on Sunday, August 14, will also include the Stephentown Federated Church’s SonShiners Garden and Bake Sale. The Car Wash, a fund raiser for the Stephentown Historical Society, will run from 11:00 am to 3:00 pm at the Scrub Board Laundromat and Car Wash located on Route 22 just south of Route 43 in Stephentown, NY. For a mere $20, you will get your car lovingly washed ($10) and dried ($5) by hand as well as 6 raffle tickets ($5) for a chance to win half of a 50/50 Raffle! In addition, you will find various historical albums, t-shirts, and other Historical Society merchandise and memorabilia for sale. At the same time and location, be sure and stop at the Stephentown Federated Church’s tent for the SonShiners Garden and Bake Sale. Hoosac TunnelTtalk at Stephentown Historical Society Charles Cahoon will give an illustrated talk on the Hoosac Tunnel, on Sunday, August 7, at 2:00 p.m. The tunnel, a straight run of 4.75 miles between North Adams and the Massachusetts town of Florida, is the longest active railroad tunnel east of the Rockies. This Stephentown Historical Society program meeting will be held at the Stephentown Heritage Center, 4 Staples Road, Stephentown, New York. The program is free and the building is handicapped accessible. For directions, telephone (518) 733-0010. The construction of the Hoosac Tunnel produced a shorter and lower elevation rail route from Boston to Troy, New York. The work took nearly 25 years and cost the lives of 196 workers. Drilling and removal of two million tons of rock required innovative surveying and engineering methods and 21 million dollars. The first train chugged through the tunnel in 1875. Both freight and passenger service used this route. It currently carries eight freight trains a day. Cahoon is the president of the North Adams Historical Society dba North Adams Museum of History

LETTERS TO THE EDITOR State Government Allows Dunn Dump to Operate with Expired Permit The permit for the Dunn construction and demolition debris dump in Rensselaer expired on July 19. The state is allowing dumping to continue while the Department of Environmental Conservation (DEC) evaluates a renewal application from the dump’s owner, Waste Connections Corp. (WC). Twice this year DEC determined that a WC renewal application was incomplete. It may take until 2023 for WC to submit a complete application and another year for DEC to evaluate it. This is unacceptable. The state government should not allow dumps and incinerators to operate with expired permits. (Norlite is burning hazardous waste in Cohoes with an air permit that expired late in 2020.) The Rensselaer Environmental Coalition (REC) and allies held demonstrations from 6:30 to 8:00 a.m. on July 20, 21, and 22 in downtown Rensselaer along the truck route. Television and print media attended the first demonstration but dump operators held the trucks until after 9:00 a.m. to deprive the news media and public any visuals of the 10-15 tractor trailers (5-7 axles) that clog downtown streets each weekday between 6:35 and 6:45 a.m. Many other trucks arrive later. All depart the dump along the same route. As of July 27, nobody in state government has called

HVCC’s Failure to Provide Details About International Travel On the Taxpayers’ Dime Troubling Prior to voting on HVCC’s budget, Cindy Doran, Deputy Minority Leader of the County Legislature, sought information concerning many international trips taken by the College’s president and others connected to the school, including the president of the board of trustees. Legislator Doran’s request was prompted by constituent concerns. I myself had heard of these overseas trips featuring luxury accommodations and fine dining from those who work at HVCC. Legislator Doran and her colleagues on the legislature are stewards of the county funds that help fund HVCC and are entitled to know the cost of these trips, the names of the travelers, and most importantly, how these travel benefitted HVCC, a community college in upstate

The financial benefits to the school remained a little vague (Ramsammy estimated the revenue from one program as ranging between $200,000 and $500,000 per year). ) More puzzling were trips to visit wind turbine factories in Germany and Denmark as such turbines are manufactured in the United States by companies such as GE Wind. Perhaps even online tours could have been arranged. HVCC should be more transparent with requests from the county legislature and should also re-examine its international travel policies. Influx of NYC high earners
In 2020, newcomers to Columbia County made an average of $145,000 a year

HUDSON — Workers from New York City’s three largest boroughs who moved to Columbia County in 2020 made an average of $145,000 that year, according to data culled from a new report. This amounts to far more than the average worker in Columbia County, and more than New York City transplants who relocated to other areas in the Capital Region. The report, produced by the business development
nonprofit the Center for Economic Growth, looks at IRS data to calculate the number of Brooklyn, Manhattan and Queens residents who newly filed in Columbia County in 2020 and the incomes they reported. IRS data was not available from the Bronx or Staten Island, according to CEG. A total of 1,091 residents from these boroughs relocated to Columbia County in 2020, earning a total of $158.2 million that year, according to the report

The report did not discuss the average income for a Columbia County worker overall, but a near-comparison is possible with wage numbers from the federal Bureau of Labor Statistics. Wages capture money earned from a job but do not include other earnings, such as from stocks, that are included in the average income. The average wage for a Columbia County worker was $46,012 in 2020, according to the Bureau of Labor. Katie Newcombe, CEG’s chief economic development officer, said the influx of high earners appears to be boosting res-
idential construction and the construction industry overall. The number of new residential housing permits in the county rose from 71 to 101, or 42.3 percent, between 2020 and 2021, reaching the highest level since 2008. An influx of high earners can also boost the restaurant and retail industries, according to Newcombe. However, this migration can also have negative effects on existing residents. Home prices in Columbia County skyrocketed 40 percent between 2019 and 2020, sending rents soaring to levels unaffordable to some county residents. Home prices rose a more modest 18 percent between 2020 and 2021,
a rise that more closely mirrored national trends, which saw home prices rise an average of 17 percent. But now homeownership is unaffordable to most county residents, with the average worker able to afford a home in only three of the county’s 19 municipalities. “I think from a population standpoint, as you’re seeing people move in — people who may be able to afford higher housing costs — there’s always the concern that that will price out middle-class people or folks on the lower end of the economic spectrum,” Newcombe said. Transplants from the three boroughs who relocated to other parts of the
Capital Region were not as wealthy as those who relocated to Columbia County, according to information culled from the report. In neighboring Greene County, 604 transplants earned $54.2 million in 2020, or about $98,000 per resident — $47,000 less than the average transplant to Columbia County (the average wage of a Greene County worker overall was $47,833). In Schenectady County, 1,179 transplants earned $20.1 million, or only $17,000 — about 12 percent of the income of a transplant to Columbia County. The average wage of a Schenectady County worker in 2020 was $62,300.

The next phase is in the city’s hands, as Hudson must apply for grants or get funding through other means to implement the plans. Two other communities — Ossining and Red Hook — also received DEC grants to develop waterfront resilience designs based on the Cornell prospectuses. Both are still in the design process.

HUDSON — A design team unveiled plans last Wednesday to redesign Hudson’s public waterfront so it can adapt to the rising Hudson River. The Hudson Valley Collaborative, a “social impact” design firm, has been working since last year with city residents and other waterfront stakeholders to come up with a design to create a park that can adapt to 6 feet of river rise. The Hudson River is tidal and is rising at a similar rate to waters on New York’s coast. The Department of Environmental Conservation expects the Hudson to rise between 14 inches and 3 feet by 2080, according to medium projections, with a high-end projection of 6 feet by 2100. That is expected to have massive impacts on rail lines, waterfronts and drinking water in the Hudson Valley. Hudson Valley Collaborative member Kaja Kuhl said the idea of raising the entire riverfront park is unfeasible. Instead, the design allows sections of the park to be inundated while extending the park uphill into areas that are currently parking lots. The plan also calls for raised boardwalks to be built throughout the park, allowing rising water to flow beneath them. One section of the park, a thin peninsula called Rick’s Point, will be cut off from the mainland by river rise by 2080. The design team wants to extend the boardwalks to the new island and create stone seating so people can fish or take in the sunsets. The design was the second step in a three-step process that began in 2016 when students at Cornell University’s climate-adaptive design program created experimental prospectuses for how Hudson waterfront communities could adapt to the rising river.
