Grafton Lakes State Park to host Fire Tower Anniversary
Grafton Lakes State Park is hosting a Fire Tower Anniversary event to celebrate the 10th anniversary since the Dickinson Fire Tower was reopened to the public. The event will include a presentation about the restoration, a presentation about life as a fire tower observer, and a junior fire tower observer talk. The event is on August 27th from 1:00 pm to 4:00 pm. $8 covers entrance to the park, parking, and admission to the event and patrons are encouraged to call to register for the event. The Dickinson Fire Tower was originally constructed in 1924 and was later decommissioned in 1972. The Friends of Grafton Lakes State Park led an initiative to restore and reactivate the site in 2012. EAST GREENBUSH — Immanuel Church is going to the Town Board to seek site plan approval for a 11,000-square-foot church at 4 Onderdonk Ave. off Columbia Turnpike, first proposed in 2019. Back then, town officials discovered that churches were not permitted in the business district along Columbia Turnpike, but that is expected to be rectified when work is completed on the rezoning of the town later this year, Supervisor Jack Conway said. The town became very aware of a 2000 federal law, the Religious Land Use and Institutionalized Persons Act, or RLUIPA, that protects “individuals, houses of worship, and other religious institutions from discrimination in zoning and landmarking laws,” according to the U.S. Department of Justice web-page explaining the statute. “The project is moving ahead,” Conway said. Pastor Brad Guenther said the town appears welcoming of the planned $2.6 million investment to build a new church at Onderdonk Avenue and Columbia Turnpike. The church is relocating from rented space at 1955 Ferndale Road in Schodack. “I can’t say enough. They’ve been fantastic,”
Guenther said about the town’s reaction to the project. The town apparently unknowingly fell into problems with the federal law when it rezoned the Columbia Turnpike business district area and left churches out of its permitted uses. Officials in 2019 said it appeared to be a mistake. One result is that Conway can recite the requirements for RLUIPA. He said the town is ensuring that it’s taking the proper steps to let churches open. “Religious assemblies, especially smaller or unfamiliar ones, may be illegally discriminated against on the face of zoning codes and also in the highly individualized and discretionary processes of land use regulation,” according to the U.S. Department of Justice site. “Zoning codes and landmarking laws may illegally exclude religious assemblies in places where they permit theaters, meeting halls, and other places where large groups of people assemble for secular purposes,” the website continues. Immanuel Church has Baptist roots. About 190 to 200 people regularly attend Sunday service and the congregation sees another 100 looking in remotely via computer,
Guenther said. The church has been reaching out to the community to assist at the historic Greenbush Cemetery next door to its planned location and to undertake other activities, Guenther said. St. Mary’s Roman Catholic Church and the Congregational Church on Columbia Turnpike are in the business district zone but they were built before the 2008 zoning update. And nearby is the popular Melvin Roads American Legion Post No. 1231 at 200 Columbia Turnpike that draws crowds to various events. The Town Board will hold a public hearing at 5:45 p.m. Wednesday at Town Hall, 225 Columbia Turnpike, on the major site plan for the project, which calls for an up-to-12,000-square foot church building on the 6.4-acre site.

Lombardi is Woman of the Year Averill Park grad excelled in hoops, soccer, track, class By SEAN MARTIN
Throughout her time at Averill Park High School, Michelina Lombardi has been a definition of success. A four-year starter on the basketball court, a two-time team soccer Most Valuable Player and versatile on the outdoor track and field team, Lombardi also excelled in the classroom, ranking eighth out of 225 in her recently graduated class while also finding time to volunteer in her community. As Lombardi prepares to head to LeMoyne College — she earned a basketball scholarship — Lombardi was able to secure one more honor as a result of her high school career when she was named the Grand Scholastic Woman of the Year Monday at the Capital District Sports Women of the Year awards program held at GE Theatre at Proctor’s. Thirteen student-athletes from the collegiate and high school levels in the Capital Region were honored at the event, highlighted by a video interview with U. S. Olympic skiing champion Lindsey Jacobellis and a performance by members of the Empire State Youth Orchestra. “It is difficult to find words to express how much this honor
means to me,” Lombardi said during her acceptance speech. “To be among such a group of talented and accomplished young women, specifically ones who want to change the world and pave the way for future women is remarkable.” In the classroom, Lombardi earned a spot on the High Honor Roll all four years of school and was a National Honor Society Member. On the court, Lombardi’s career on the court for the Warriors featured three Section II titles and a state championship and was a member of the Times Union second-team all-star team her senior year. Lombardi also was a starter on the AP soccer team for 3 1/2 years and team MVP following the 2021 and ’22 seasons while being named Class A Goalkeeper of the Year her senior season and a firstteam berth on the Times Union first-team all-stars last year, and excelled on the track in middle distance running and in the high jump and shot put. Lombardi has served as a volunteer coach for the St. Jude’s CYO basketball team, volunteered at St. Joseph’s helping to deliver food baskets for the needy and hungry and also volunteered her services at vaccine clinics.
Lombardi is the second Averill Park student-athlete to be named the Grand Scholastic Division winner, joining Lydia Ware (2020). Fifth-year College of Saint Rose student-athlete Colleen Quaglia was named Grand Collegiate Woman of the Year, beating out other Class of 2022 honorees Katie Falotico of UAlbany and Grace Heiting of Union College. Quaglia earned All-American status for the Golden Knights’ swim team three times and was named Female Swimmer of the Meet at the NE-10 Championships with wins in the 500-meter freestyle, the 400 individual medley and 200 butterfly. Quaglia delivered a message to her fellow honorees as she gave her acceptance speech. “To all the fantastic ladies being honored tonight, as you continue through your own journeys, you will have highs and you will have lows,” Quaglia said. “You have all proven that you are all winners and you should continue to draw on that. In your future, someone may say to you that your voice and opinion do not matter but remember that they do. Never give up, continue fighting hard and be the best and happiest version of yourself you can be.”

The Different Types of Service Dogs
Animals serve many roles in their human companions’ lives. In addition to being loyal pets, animals help wrangle livestock, assist police and rescue personnel, sniff out illnesses, and perform other lifesaving or comforting tasks. Service dogs provide immeasurable value to the individuals who rely on them. The Americans with Disabilities Act says service dogs are those that are specifically trained to perform certain tasks for people with disabilities. The services provided can help individuals with psychiatric, physical, sensory, intellectual, or mental disabilities. The organization Share America advises that there are at least half a million service dogs in the United States. Service dogs have the legal right to enter all public spaces, which sets them apart from emotional support animals. The following are some of the different types of service dogs. • Cardiac service dogs: These dogs can recognize dangerous changes in an individual’s heart rate or blood pressure. They can alert people to issues so immediate interventions can be made. Cardiac service dogs also can be trained to notify emergency services of a life-threatening event. • Guide dogs: These are among the most recognizable service dogs. They assist the visually impaired with navigating obstacles and helping them get around. • Hearing dogs: Hearing dogs have to be specially trained to give off body language clues to convey messages to their owners, rather than barking. This may include touching with a nose or paw. • Seizure alert dogs: Seizure alert dogs are trained to recognize subtle changes in human behavior that indicate a seizure is imminent. They can position themselves to protect a person during a seizure. • Diabetic alert dogs: A dog’s sense of smell is thousands of times more acute than a human’s. Diabetic alert dogs can smell chemical changes in bodies that are traced to altered blood sugar readings that occur with diabetes. • Mobility assistance dogs: These dogs offer assistance to those with mobility issues, such as individuals with paralysis, arthritis and spinal cord injuries. The dogs can close doors, pull wheelchairs, fetch objects, and support the weight of a person’s body. • Autism support dogs: Autism support dogs may provide comfort and reduce anxiety among children with autism, and could even prevent such youngsters from running away. According to the United Disabilities Services Foundation, certain dog breeds are better suited to service dog work. Notably, these include Labradors, Golden Retrievers, German Shepherds, Poodles, Boxers, Border Collies, Great Danes, Bernese Mountain Dogs, and sometimes Cocker Spaniels. The range of service dogs continues to grow as people recognize just how many tasks these intelligent and skilled animals are capable of handling.

How to Acclimate an Adopted Cat To its New Home
Cats have a special place in the hearts of millions of people. These wily rascals can be flirty, funny or even aloof. The personality of cats, coupled with their compact size, makes them ideal pets for homes of all sizes. The American Society for the Prevention of Cruelty to Animals says approximately 1.3 million cats are adopted from animal shelters each year. However, of the cats entering shelters, only around 37 percent are ultimately adopted, according to the National Kitten Coalition. Individuals who adopt cats may want to take every step they can to make the relationship with a new companion animal work. That often means finding ways to help the cat feel comfortable by acclimating it to its new home. The length of time it will take to adjust to a new environment depends on the cat’s temperament. However, these tips can help. • Pick a familiar item and bring it with you. Does the cat have a favorite toy, carrier or scratching post? Moving something into the home that has the animal’s smell may help him or her adjust more quickly. • Select a room as a home base. Introducing the cat to the entire home and all of the people in it can be overwhelming. Rather, select a small room in the home, such as an office or laundry space, that the cat can call home for the time being. With the door closed, this small space can be comforting and let the cat learn the smells and sounds of the home before it ventures into other areas. Remember to visit often and provide plenty of love and affection as tolerated.
• Avoid lots of traffic. Now is not the time to host a house party. Remove stressors like large crowds, increased foot traffic and kids’ play dates. Loud sounds and sudden movements can put cats on edge. • Don’t force the issue. The kitty will start to come around when he or she is ready. Don’t be compelled to pull the pet out from hiding under a bed or couch; let the cat set the pace. • Keep kids away. Young children tend to be boisterous and jerky, which isn’t a good mix with a skittish cat. While the cat is acclimating, keep young children away. When they are introduced, do so in small intervals and supervise carefully so the cat does not get hurt and children are not accidentally scratched or bitten by a scared cat. • Provide a quiet area. Perhaps that first room or a cozy nook can be the cat’s quiet spot. According to cat behaviorist Jackson Galaxy, cats need solitude and quiet time. A box or basket lined with soft, washable bedding in a corner can serve as a place for a cat to retire to. • Introduce existing pets slowly. Existing pets should be introduced gradually. Keep a dog confined until the cat feels secure in the home. Two altered cats can become friends in the same home. However, older cats often are more accepting of kittens than other adults. Keep this in mind when making introductions. Cats are happiest when they’ve had time to settle and get used to surroundings in their new home. Once the adoption takes place, give the cat plenty of time to become comfortable in its new environment.

‘Elvis’ to Visit Hoosick Falls Senior Center The Hoosick Falls Senior Center, 69 Church Street, Hoosick Falls, will hold a Special Luncheon (Chicken Breast with gravy, sweet potatoes and vegetable) on Wed, Aug 24th at noon with guest entertainer, Ronnie “Elvis”. AARP Defensive Driving Course at Senior Center Rensselaer County’s Everett Wagar (Grafton) Senior Center, 2 Roxborough Rd, Cropseyville, will host an AARP Defensive Driving Course on Wednesday, September 14th from 8:30 to 3:00. Residents 60 and over can refresh their driving skills, and may be able be eligible for a reduction in auto insurance. OPINION Biden shouldn't feel bad. Voters don't like anyone these days. By Jennifer Rubin
Joe Manchin's Travesty By Rich Lowry (c) 2022 by King Features Synd., Inc. Congress has never cared much about truth-in-labeling, but even by its standards, "The Inflation Reduction Act of 2022" is laughably absurd. The deal reached by West Virginia Sen. Joe Manchin and Majority Leader Chuck Schumer is getting puffed up by the media as a presidency-revitalizing achievement for President Joe Biden, when in reality it is the detritus of his stymied legislative agenda hastily thrown together in an incoherent muddle, under a deceptive name. A signature of Biden's legislative strategy has been pursuing sweeping legislation that has nothing to do with the actual concerns of voters. Worried about inflation? Don't worry, we have a partisan, enormously ambitious voting rights bill, police reform bill, or new multi-trillion-dollar spending bill just for you. Thankfully, Manchin significantly bid down what Biden and the rest of the party initially wanted to spend on so-called "Build Back Better." Otherwise, the new deal is as much of a non sequitur as ever. At a time of inflation, it offers hundreds of billions of new spending. As the economy dips into a recession or close to one, it offers hundreds of billions in new taxes. And its main element is more green energy spending, when the climate is far down the priority list for voters. TITLE: None of this makes much sense. According to the estimate of the Penn Wharton Budget Model, the act would very slightly increase inflation in the nearterm, when inflation is a problem, and very slightly decrease it after 2024, when -- one hopes -- it will already have fallen. That's just some random model, you say? Well, Manchin used to rely on it. Manchin brags about the $300 billion in deficit reduction over 10 years, which is supposed to be one of the bill's counter inflationary bragging points. Just a week or so ago, though, the senator voted for the Senate's $280 billion "Chips and Science" bill. What the West Virginia solon giveth with one hand, he taketh away with another. Surely, Democrats will keep the new spending coming to the extent they can. Manchin deserves credit for sounding the alarm about inflation when Democrats were still in denial. TITLE: Nonetheless, his own record isn't exactly sterling. Last year, he voted for the $1.9 billion "rescue plan" that had some role in worsening inflation. Now, he claims to be tackling this inflation via fiscal rectitude while he freely spends more money. In short, Manchin is an arsonist who shows up to put out the fire with a leaky hose. The tax piece isn't any better. The 15% corporate income tax will hit manufacturers particularly hard, including the semiconductor manufacturers that Manchin and the Senate just went out of their way to subsidize. Again, which is it -- do those companies deserve to be subsidized more, or taxed more? Manchin implausibly denies the tax increase is a tax increase. He calls it closing a loophole, a classic Beltway euphemism for a tax hike. Also, he further denies that the bill increases taxes on those making less than $200,000 a year, despite the Joint Committee on Taxation finding exactly that. The committee estimates that people making between $50,000 and $75,000 would see a .8% increase next year. Then there's the issue that the additional corporate tax is a disincentive to business investment when more of it is desperately needed. Inflation results from demand outstripping supply, so it is imperative that government get out of the way of business creating more supply. Finally, Manchin said in 2010, "I don't think, during the time of recession, you mess with any of the taxes or increase any taxes." He has apparently suspended that rule until further notice. At the end of the day, all of this is a counterproductive waste, but it could have been much worse. The bill isn't going to remake Biden's foundering presidency, but it will make Democratic activists feel a little better -- Joe Manchin's contribution to the republic.
glean from polling when Americans are endemically dissatisfied with politics and just about anyone associated with it. As anyone who has dealt with a spouse in a foul mood can attest, sometimes one must take statements from a grumpy individual with a grain of salt. A sk voters whet her we a re doing enough to fight inflation, to help Ukraine or to do just about anything else, and you'll likely get a resounding "no." Perhaps a more constructive question would be: "Considering the difficult circumstances we find ourselves in, do you think X has at least done their best?" You can hardly blame voters for their ungenerous spirit. After more than two years of dealing with the pandemic, school closures, supply-chain-created shortages, shutdowns, the 2020 recession, the current economic slowdown, the onset of the monkeypox emergency, horrible airline service, high gas prices and inflation more broadly, it would be odd if they weren't in a sour mood. So what should we take away from all this? For starters, straight up-or-down approval ratings likely don't reveal much about voters' choices, which are what elections are all about. When pollsters ask the "Do you approve of X?" question, keep in mind the rejoinder: "Compared with what?" The same poll might show Biden with terrible approval ratings but still beating Trump in a head-to-head matchup. Likewise, Biden's awful polling doesn't reveal much about the choice between a Democratic or Republican candidate in the midterms. Moreover, given the less-than-stellar performance of pollsters over the past couple of election cycles, analysts, pundits, politicians and media consumers would be wise to show more humility and less certainty in their prognostications. And certainly let's dispense with the notion that "history" says much about what's about to happen. This is uncharted territory.
(c) 2022, The Washington Post President Joe Biden's rotten polling numbers - only about 40% of Americans approve of his performance, according to FiveThirtyEight's average - have inspired a bazillion headlines. But what has received far less attention is that Americans these days don't like, well, anyone. Look at polling for Republicans in Congress, Democrats in Congress, defeated former president Donald Trump, Vice President Kamala Harris and Sen. Mitch McConnell, R-Ky., and you'll find that Americans give thumbs down on all of them. Indeed, less than 20% of Americans say the country is on the right track, according to the RealClearPolitics average. Moreover, Gallup reported in early July, "Americans are less confident in major U.S. institutions than they were a year ago, with significant declines for 11 of the 16 institutions tested and no improvements for any." Specifically, "This year's poll marks new lows in confidence for all three branches of the federal government - the Supreme Court (25%), the presidency (23%) and Congress. Five other institutions are at their lowest points in at least three decades of measurement, including the church or organized religion (31%), newspapers (16%), the criminal justice system (14%), big business (14%) and the police." Most voters don't want Biden to run for reelection. They don't want Trump to run for president. Most believe the state of the economy is poor, even though only 17% say the same about their own economic standing. Despite this persistent bad economic outlook, consumer spending keeps rising. Notice a pattern? American sure seem predisposed to dislike anything or anyone. (Or maybe they don't like being asked what they like and don't like?) Rather than using this polling data to conclude that "Biden is cooked" or "Democrats are doomed," perhaps it's time for pundits to question how much guidance they can

LETTERS TO THE EDITOR Where Are the Pedestrian Spaces in North Greenbush? We learned at the start of the pandemic that pedestrian spaces are desired for communities. People want to get outside, get fresh air, and be active. North Greenbush is fortunate to have Snyder’s Lake, but we only have that option for a portion of the year? Where are the other spaces that we can go? Many municipalities near (and far) have options North Greenbush should consider. Here are few: - Troy, NY just opened outdoor fitness facilities with MVP in multiple locations in Troy. Imagine an outdoor fitness facility around the grounds of North Greenbush town hall. Body weight work stations could be deployed around the perimeter and you could run to each one and do an exercise. - East Greenbush, NY recently added a pavilion to their dog park. Imagine an outdoor dog park in North Greenbush. - Austin, TX has a bike path in town under their power lines. Imagine a bike path connecting North Greenbush to Rensselaer under the power line towers off Route 4. The land has to already be set aside and has restrictions. This right of way is ripe for a pedestrian trail. North Greenbush is surrounded by towns with bike trails. We need to link up with these paths. North Greenbush received and allocated funding from the American Rescue Plan Act and a small portion of it will go to some pedestrian facilities, but we need more. Towns are for the people. Rensselaer County Legislature Majority Opposes State Law That Could Hurt Farmers The Rensselaer County Legislature is urging Governor Kathy Hochul to oppose the lowering of the 60 hour mandatory overtime threshold for New York State
farmworkers. In 2019, the County Legislature strongly opposed the adoption of the Farmworkers Fair Labor Practices Act because it would have imposed policies that would have increased labor costs by nearly 20% and caused difficulties in scheduling work that is dictated by weather and by animals that could suffer if not cared for in a timely manner. A three member Farm Laborers Wage Board was formed to review changes to the overtime threshold and are set to meet on September 6, 2022 to make its final recommendation, and are considering reducing the threshold to as low as 40 hours. Majority Leader Ken Herrington operates his generational family farm in Bunswick and believes that this drastic change could cripple his business because his farmworkers want to work the extra hours and are prepared to go to neighboring states if their work hours are reduced. Legislator Herrington believes that a 20% jump in labor costs, on top of rocketing costs of feed, fuel, and fertilizer would deal a fatal blow to many dairy farmers, and those farmers who rely on seasonal help to manage crops. Legislator Scott Bendett represents southern Rensselaer County where several family farms are located, and agrees that these drastic changes will drive migrant workers to other states where they can work as many hours as they want to. Finding employees is already a challenge, and Chairwoman of the Legislature Kelly Hoffman believes that if New York State adopts a 40 hour mandatory overtime threshold for laborers, farmers will have difficulty in finding additional workers to avoid overtime costs. Farming has always been an important part of the Rensselaer County economy and the Legislature Majority will not support any efforts that could cripple our farmers and put them out of business. The Walk raises funds for the Lustgarten Foundation; and thanks to the Foundation’s private funding, 100% of every dollar donated goes directly to pancreatic cancer research. The 1.2-mile handicap accessible, child-friendly, stroller-friendly and pet-friendly event will include a special jewelry raffle, a 50/50 raffle, a PC information area and a survivors’ table. A live band will provide music. The first 500 walkers will receive a walk t-shirt and refreshments will be available, including bottled water, apple cider donuts, coffee, and apple cider. Registration begins at 8:00 AM with opening ceremonies at 10:00 AM. We will have an honor guard and a moment of silence in recognition of lives lost on 9/11 and will invite first responders to join our pancreatic cancer survivors as we begin our Walk. The Lustgarten Foundation is the largest private funder of pancreatic cancer research in the world.
