Dunn Landfill up for renewal

Upcoming hearing is chance for residents to offer public comment By KENNETH C. CROWE II

EAST GREENBUSH- Town residents were vocal in March speaking against the S.A. Dunn Landfill in the neighboring city of Rensselaer. They’ll have another chance to comment at an upcoming public hearing. The Town Board has scheduled a hearing for 6 p.m. Wednesday, Sept 29 at Town Hall, 225 Columbia Turnpike, to hear public opinion on the enhanced renewal operating permit the state must issue for Dunn to operate beyond July 2022. “Its current operating permit expires in July 2022, and the Dunn Landfill must apply for an Enhanced Renewal Operating Permit from the Department of Environmental Conservation,” the town said Friday in announcing the hearing. “This is an opportunity for residents to learn about the Dunn Landfill and have the chance to comment about their experiences with

the landfill while also expanding public awareness that DEC is in the process of reviewing the (landfill’s) application. ... ,” the town said. The Dunn Landfill is the largest construction debris landfill operating in the state. Its location at 315 Partition Road in Rensselaer has drawn opponents to its continued operations from Rensselaer and East Greenbush. The dump is on the city-town line. Plan to address bus driver shortage Hochul’s effort will reach out to licensed commercial drivers By LAUREN STANFORTH

Gov. Kathy Hochul’s office Sunday announced what it calls a multi-agency plan to try to get desperately needed drivers into school buses across the state. The effort includes reaching out to already licensed commercial drivers to gauge their interest in being hired by school districts and independent bus companies, as well as using Department of Labor information to possibly recruit drivers who are currently unemployed. Also, the state Department of Motor Vehicles is expediting the process for CDL completion by removing the 14-day waiting period between the permit test and the road tests, and will work with county DMVs to increase capacity to administer written exams and road tests. Traditionally, it can take up to 12 weeks for a new candidate to be able to drive a bus. Hochul’s office also said New York will also open up new CDL driver testing sites by partnering with SUNY, the Thruway Please see SHORTAGE 6

Authority, New York Racing Association, and the Office of General Services to use large lots on their various sites for the road test. For school staff who currently hold a CDL, the state will set up expedited testing to obtain a permit to drive vans and buses temporarily. The shortage of bus drivers, which is part of overall employment shortages during the coronavirus pandemic, has greatly impacted some school districts and their ability to once again provide full in-person school in the wake of the pandemic shutdown in March 2020. One of the most dramatic fallouts was in Rochester city schools, where the first day of school had to be delayed while local and statewide leaders scrambled to come up with a plan that would get all students to school in-person. In the Capital Region, Bethlehem schools sent out a parent survey in late August asking people to be honest about their transportation needs - and to drive their children to school if they could. State Assemblyman Michael Lawler, R-Pearl River, Rockland County, recently advocated for activating the National Guard to bus students, as Massachusetts Gov. Charlie Baker did. “Our schools and public health officials have moved mountains to ensure our children receive an in-person education this year, and we are leaving no stone unturned to make sure schools have adequate bus service to bring students to school and back,” Hochul said in a statement. The state is also looking at alternative licensing entities and expanded partnerships with other state agencies to help train and recruit drivers. Hochul also put some suggestions to school districts themselves, like encouraging schools “to pursue creative and innovative ways to offer a wide array of benefits for school bus drivers that were previously not considered,” including signing and retention bonuses and expansion of benefits to the drivers. The governor’s office said schools can use federal funds to provide extra benefits, “and are in a position to offer more competitive pay without absorbing the full cost at the local level,” although Hochul did not explain in detail what federal funds would be used for driver enticements.

AROUND TROY YOUR LOCAL NEWS & ADVERTISING SECTION Prescription to modernize Troy City allocates COVID rescue funds to invest in rebuilding downtown By KENNETH C. CROWE II

The plan to transform downtown around the Congress Street Bridge is getting a $2 million push with the city allocating a portion of its federal $42.8 million American Rescue Plan funds to demolish the long-vacant John P. Taylor 1 and 2 public housing apartment buildings. Razing the two apartment towers owned by the Troy Housing Authority will open the way to extending River Street south, revamping the Congress Street Bridge and spurring new public housing and real estate investment. The plans have needed money to get the Taylor buildings out of the way. “This project will assist the Troy Housing Authority to undertake a major modernization and revitalization of our community’s affordable housing stock to help meet demand and provide quality housing opportunities for local families,” Mayor Patrick Madden said about using the COVID-19 relief funds this way. “This will make way for a transformative development of the waterfront site offering modern housing for THA tenants as well as many new amenities and support services. The diverse housing complex will open Troy’s waterfront to affordable housing and mixed- use,” said Sue Steele, chairwoman of the THA board and a Democratic City Council member. The $2 million to knock down the buildings is part of a $4.5 allocation made by the city’s American Rescue Plan Steering Committee. The city will also use $1 million to demolish blighted buildings around the city and $1.5 million to upgrade city accounting and payroll computer systems including $250,000 for cybersecurity. “These proposals begin to build the foundation for healthy neighborhoods and parks, restoring infrastructure, and creating opportunities for investment and partnerships

in our community,” said City Council President Carmella Mantello, a Republican and member of the steering committee. The City Council must approve spending the ARP funds and is expected to conduct the review when it meets as the Finance Committee Thursday night in preparation for the October council meeting. Councilman Ken Zalewski, the council’s ranking Democrat and a steering committee member, said the ARP funds would “assist in Troy’s economic recovery from COVID-19.” WILL WALDRON / TIMES UNION The city intends to set up advisory Troy will demolish the long-vacant John P. Taylor 1 committees to work on community and 2 public housing apartment buildings with an outreach to develop plans for spending allocation of $2 million from its federal $42.8 million the remaining ARP money to improve American Rescue Plan funds. the city. The cities of Troy and Watervliet have been working on a joint $5.9 million project to transform the Congress Street Bridge and to make the approaches on either side work better for moving people into their respective communities. The Taylor Apartments complex would be rebuilt in Troy to aid accessibility to the bridge, improve the connections south of the bridge to the rest of downtown and provide new affordable public housing.

Better communication, delivered to your door DIY Marriage Retreat in a Box aims to help couples connect

Taxiing along

By SHAYLA COLON

When you hear the words “marriage retreat,” you probably catches a glimpse in your mind of the “Couples Retreat” scene of Vince Vaughn holding a wooden donkey, telling his wife he’ll be the “biggest ass” for her and their marriage. Or maybe you don’t. Corey Jamison and Julie Bush, co-founders of the DIY (Do-ItYourself) Marriage Retreat in a Box, have put a different spin on traditional marriage retreats, far different from what you’d see in movies or television. Jamison, who runs a corporate consulting firm and has a doctorate in psychology, worked with Bush in creating the packaged marriage retreat for couples to use at home or anywhere. The $72 box gives couples guidebooks, conversation starters and acknowledgment note cards to facilitate a retreat-like experience. Working in the corporate world, Jamison said, clients often asked her the same question: How do they connect and communicate with their families or partners at home as successfully as they do with others at work? “What we know about human beings is that we’re only as healthy and well as the worst part of our lives,” Jamison said. “We developed this product as a way for couples and families to really develop the alignment, strength, and cohesion that our clients were developing PHOTO BY LORI VAN BUREN / TIMES UNION in the office.” Corey Jamison and her business partner, Julie Bush, The conversation starters work as playful ice breakers for couples have created a DIY “marriage retreat” box to help to reflect in five areas: communication, conflict, financial matters, couples who might be struggling to connect.

RENSSELAER COUNTY - The Rensselaer Plateau Alliance announces the Forests Forever campaign, which will raise $2 million over a threeyear active campaign. The funds will conserve land on the Rensselaer Plateau and create an endowment to support land management and stewardship in the future. “This is a project that is defined by its very name,

“Forests Forever.” And if you’re going to have forests forever, you need to have a community that’s forever committed to making it happen,” Shari Gibbs, Founding Board Member. “Since 2008 we have conserved more than 12,000 acres of forests and wetlands on the Rensselaer Plateau. We depend on many volunteers and committed donors, but we need more capital in order

Walter A. Wood Tractor Show HOOSICK FALLS - It’s time to enter. The 8th annual Walter A. Wood Tractor and Agriculture Show is coming soon to Hoosick Falls. Antique and vintage tractors, horsedrawn farm equipment and implements as well as contemporary machinery and hit and miss engines will be on display in Walter A. Wood Park on Saturday, October 2nd from 8:30 AM to:3:30 PM. The Walter A. Wood Reaping and Mowing Company made wooden horsedrawn farm equipment right here in our town from 1865 to 1924 and sold machinery to farmers on Hoosick and around the world, as far away as the Middle East and Russia. It was Wood’s company that made Hoosick Falls a boomtown in the 19th century. Following his lead, many other businesses came into town, bringing people and money with

them. Because of this, the Wood Company is often credited with building Hoosick Falls back in the day. Another fun part of the day is the Burton Luke Tractor Parade. Tractors of all makes, models, years and colors will wind through the streets of Hoosick Falls at 12:00 Noon. New this year are pony rides and a small petting zoo for the kids. As always you won’t go hungry with food vendors on site. The show is also looking for vendors of agricultural based products and hand made products. This unique event is a great place to showcase your products. Kevin O’Malley is organizing this event and is looking for folks from Hoosick and the surrounding communities to enter their equipment in the show. He is interested in people showing all different makes and models and years, but most especially, he is hoping for vintage Walter A. Wood equipment and memorabilia For more information or to register, call Kevin at 518-894-5035 or email him at hoosickkid@gmail.com. Can’t wait to see you (and your tractors) there!

Crossroads Center for Children Announces 2021 “Dare to Be Different Gala” to be Held on October 23 CAPITAL DISTRICT – Tickets are now on sale for Crossroads Center for Children’s 2021, “Dare to Be Different Gala, a night of celebration in support of Crossroads programs for children in the Capital District (or Northeastern New York). This year’s Gala will take place on Saturday, October 23, from 5 p.m. to 10 p.m. at the Terrace at Waters Edge in Glenville. Each year at the Gala, Crossroads Center for Children chooses to honor someone with the “Connecting the Community Award” in gratitude for their help over the past year, which is always a

meaningful and challenging review, as the center truly appreciates the contribution of everyone in the Crossroads community. This year, both Capital District Physicians Health Plan, (CDPHP) and the CAP COM Community Foundation were chosen. “This year, though, we have two honorees, and both were easy selections for their assistance not only to Crossroads but to others in our community” said Young. In fact, that is the nature of this award – “Connecting the Community Award”. Heather Morrison from Spectrum News 9 will serve as Emcee throughout the evening’s presentation again this year, and LeGrande Serras will again serve as live auctioneer. Gem Behind The Mic will add a special song to the festivities.

Students come to Crossroads for the applied behavior analysis and specialized services that Crossroads provides in the school and clinic. Any school district or county may refer students and the organization has worked with up to 30 school districts and 10 counties surrounding the center, located in Rotterdam. In the 2020-21 school year, Crossroads Center for Children served schoolage children from the following school districts in the greater Capital Region: Greenbush, Fonda Fultonville, Ft. Plaine, Gloversville, Greenville, Guilderland, Hoosic Valley, Menands, Mechanicville, Niskayuna, N. Colonie, Oppenheim-Ephratah, Schenectady, Shenendehowa, Troy, and Watervliet. Preschool students from the following counties were also served: Fulton, Montgomery, Saratoga, Albany, and Schenectady. All proceeds from this event will bring vital funds and support to Crossroads Center for Children’s programs and services. COMMUNITY Did You Receive an IRS Notice About Changes to Your Tax Return? CAPITAL DISTRICT The IRS has been sending “math error” notices to taxpayers. The notices list changes the IRS has made to the amount the taxpayers owe in tax or how much they will receive as a refund. If you receive this type of notice, it does not necessarily mean there was a math or computational error on your return. There are time limits to act if you think the notice is incorrect. So far this year, the IRS has sent about 11 million math error notices. This is many times more than in past years. The IRS sent most of these notices to taxpayers who filed a return seeking the Recovery Rebate Credit. Taxpayers claimed this Credit on their tax return if they did not receive the full amount of the Covid-19 economic stimulus payments they believed they were entitled to. The IRS used these notices to advise taxpayers that it believed they were wrong and that all or part of their Recovery Rebate Credit was not allowed. If you receive a math error notice and do not agree with it, you have sixty days from the date on the notice to contact the IRS and let them know you disagree. The phone number to contact the IRS is provided in the notice. There are still limited things you can do even if you miss the deadline. Some math error notices the IRS sent taxpayers in early 2021 did not have any information about the sixty-day deadline. The IRS is therefore correcting that problem by issuing new

Legislature Honors East Greenbush K-9 Police Officer Josh Witko RENSSELAER COUNTY - Vice-Chair of the Legislature Kelly Hoffman and Legislators Rob Bayly, Leon Fiacco, and Tom Grant were honored to recognize East Greenbush Police Officer Josh Witko for bringing back a K-9 program back to East Greenbush. Officer Witko took it upon himself to raise nearly $100,000 to fund the cost of the K-9 program. The K-9 unit in East Greenbush was discontinued in 2007, but thanks to the tireless efforts of Josh Witko, and all of the donors and sponsors, the K-9 unit was made possible once again. Officer Witko’s father, Ed Witko, passed away tragically in 2010, and had always wanted to revive the department’s K-9 program. Josh followed through on his father’s dream and made it happen. The East Greenbush K-9 is named “Bear” in honor of Josh’s father who was nicknamed “The Dancing Bear”. Officer Witko and his partner Bear have been hard at work in East Greenbush and have already participated in several high profile investigations. The Legislature was proud to welcome Officer Witko, his mother Amy, and Assistant Chief Jon Reickert to the September meeting of the Legislature to thank Josh and recognize him for his efforts to keep our community safer.

math error notices that give the taxpayer a new sixty-day period to object. Please be aware that the notices may not say “math error” on them. If you have questions about this or other income tax issues, the Legal Aid Society of Northeastern New York’s Low-Income Taxpayer Clinic (LITC) may be able to help. The Clinic’s services are free of charge. You can call the

LASNNY Legal Line at (833) 628-0087 and ask for our LITC. The Clinic does not generally provide tax preparation services.

Tips before deciding to do a DIY demolition Home improvement projects can range from relatively inexpensive undertakings to complex endeavors that cost homeowners thousands of dollars. In an effort to make expensive projects more affordable, homeowners may look for ways to pitch in, and do-it-yourself demolition is a common way to cut costs. Due to geographical fluctuations in price as well as the scale of a project, it’s hard to pinpoint just how much homeowners can save by doing demolition work

themselves. HomeAdvisor estimates that the average small interior demolition project costs just over $3,000, though more significant demolition projects can cost (Cont. on Next Pg.)

(Cont. from Previous Pg.) considerably more than that. Given the cost, it’s no surprise that so many homeowners volunteer to do demolition on their own. Though it’s possible to do so safely, homeowners can take steps to determine if it’s in their best interest to take on a DIY demolition or leave it to the professionals. • Conduct a cost analysis. Demolition projects seem simple, but they often require the use of equipment most homeowners don’t have on hand. Rentals can be considered in such instances, but the cost of renting equipment can reduce the amount of money homeowners are saving by going it alone. For example, homeowners may be able to pull up vinyl or tile flooring on their

own, but not all floors are installed the same. Some floors may have been glued more effectively than others, making it hard and/or time-consuming to pull them up by hand. A walk-behind floor scraper can make it easier to remove such floors, but that equipment must be rented. A cost analysis comparing the contractors’ demolition cost estimate and the cost of DIY, complete with equipment rental projections, can give a more accurate picture of how much money homeowners will save by going it alone. If the savings of DIY are negligible, homeowners should probably let the contractor handle the demo. • Speak with your contractor. Prior to saying they’ll do the demo work on their own, homeowners should speak with their contractors to get an accurate idea of what the project will entail. Demolition projects may seem simple enough, but contractors can illustrate the correct way to do things so as to minimize potentially costly damage. Some contractors may offer to help homeowners start the demo project and then leave them to their own devices once they get a knack for what to do. Once homeowners see what it will take, they can then decide if DIY is best for them. • Enlist help. No DIY demo should ever be done alone. The risk for accident and injury is simply too great for homeowners to go it alone. Homeowners who can’t enlist some volunteers to pitch in should leave the job to the professionals. DIY demolition can save homeowners a lot of money. But such projects are not necessarily as simple as they seem. Homeowners should take steps to see exactly what they’re getting into before they volunteer to take on demo duty.

Did you know? When remodeling a home with the ultimate goal of making it more attractive to prospective buyers, homeowners can benefit from taking stock of current trends, including the style of home that’s most popular. According to a 2020 Homes.com survey of more than 5,000 adults across the United States, modern farmhouse is the most favored house style. The survey asked participants to choose from a selection of styles, including mid-century modern ranch, Spanish colonial/southwest, bohemian craftsman, Italianate, French chateau, and Tudor. The modern farmhouse style was the most popular choice in 42 of the 50 states, proving that home style preference is not beholden to geography. Respondents gave a host of reasons for favoring the modern farmhouse look, including that the style is “aesthetically appealing but not boring” and that it looks “simple, cozy, and not too busy.”

Shortage issue forcing Stewart’s to switch to logo-free coffee cups By KENNETH C. CROWE II

SCHODACK - A key detail will soon be missing from every one of the 70,000 cups of coffee sold daily by Stewart’s Shops. The paper containers are losing their iconic branding — the maroon Stewart’s insignia and swoosh — that makes them handheld advertisements. The touchstone feature of upstate life is a victim of a supply shortage caused by the coronavirus pandemic that’s wiped away the lettering like a teacher erasing a whiteboard. The supply problem has left the store chain to rely on white cups topped with white lids. As the 348 Stewart’s stores go through the remaining stock of printed cups, clerks are putting out stacks of the anonymous white containers by the coffee pots. The blank ones are all that remain at the company warehouse. “It’s bland without the decoration,” said John Hauenstein, walking out of the Stewart’s at 1540 Columbia Tpke., with a white cup in each hand. Stewart’s coffee is a staple of the Capital Region’s morning

commutes and a go-to for anyone looking for a daily dose of caffeine. The chain’s top coffee seller is the store on Fulton Street in Gloversville where 3,400 cups are rung up weekly. “Between COVID’s ripple effects and a short labor market, we are experiencing supply shortages across the board. The latest shortage is our coffee cups,” said Erica Komoroske, director of public affairs for the Saratoga County-based chain. Stewart’s coffee cup supplier can’t print and make the traditional Stewart’s cup due to paper shortages, Komoroske said. The company has turned to another supplier who’s been able to provide the “plain unbranded cups,” she said. At an average of 70,000 cups a day, Stewart’s goes through 25.55 million cups annually. Aleksandra Kovacheva, assistant professor of marketing at the University at Albany business school, said Stewart’s coffee cups are quickly recognizable wherever it has shops. “This cup serves as a reminder for customers. You’re seeing something with a Stewart’s logo on it. The appearance is reassuring,” Kovacheva said. (Cont. on Next Pg.)

(Cont. from Previous Pg.) But the new cup’s blank canvas may provide an opportunity for Stewart’s to connect with customers in a more personal way, Kovacheva said. Stewart’s employees could write personal messages on the cups that may resonate with those buying and drinking the brew, the professor said. As a brand, the consumer’s perception of the quality of Stewart’s coffee is reinforced each time it’s poured into the cups with the logo. A plain cup will not resonate with some, especially those who are not loyal supporters of the brand, Kovacheva said. It’s startling to see the stacks of all-white cups in the stores’ coffee stations. There’s a mix of white and printed cups in many stores. Some locations still have the traditional cup. Komoroske said those stores probably were able to secure orders from the warehouse before supplies were depleted. The disappearances has occurred over the last three weeks. When they’re all gone, Stewart’s could be looking at a few months of blanks. “Stewart’s Shops” with a swirl around the wording dominates the front of the cup. But each vessel is also

packed with marketing messages. There’s the cute anti-littering reminder around the bottom saying, “I’d like to retire in the trash not on the roadside, please!” Plus the number of ounces and the advisory, “I’m not refillable.” It finishes with the Stewart’s website address. On the reverse comes a sales pitch in maroon and black usually with a play on words. Recent cups read, “Donut know what to get with your coffee? Eggwich would you prefer?” or “Muffin goes better with your coffee than a Fritter!” or “Your Summer Adventures Start at Stewart’s Shops.” Komoroske said Stewart’s is urging customers to buy and use refillable mugs. Coffee in a refillable cup is cheaper than in Stewart’s disposable cups. She added that Stewart’s has been holding the line on coffee prices for customers even though it costs more to buy it from suppliers. “Between COVID’s ripple effects and a short labor market, we are experiencing supply shortages across the board. The latest shortage is our coffee cups.” Erica Komoroske, director of public affairs for Stewart’s Shops

Working Families Depend on Troy Sand and Gravel I am a life time resident of the Town of Sand Lake and a 2006 Averill Park High School graduate who has been employed by Troy Sand and Gravel for the past 15 years. I have recently been promoted to the position of quarry superintendent. I take exception to Mr. DeGraff’s recent letter to The Advertiser regarding Troy Sand and Gravel. First, he criticizes Troy Sand and Gravel for challenging a recent sizeable increase in their assessed value and then he criticizes them for discontinuing their challenge to the assessment. Mr. DeGraff’s critique is long on speculation and short on facts. I frankly don’t understand Mr. DeGraff’s animosity towards Troy Sand and Gravel. Mr. DeGraff

North Greenbush needs bike trails In the past month, I have used bike trails in Albany, Troy, Cohoes, Delmar, and East Greenbush. Many of these trails link to the Empire State Trail. Each time I was on the trails, I encountered many other New Yorkers out biking, running, and walking. Everyone I passed on the trails were happy and enjoying the benefits of the trails. A 2006 study by the Delaware Center of Transportation, “Property Value/Desirability Effects of Bike Paths Adjacent to Residential Areas”, reviewed other previous studies and conducted additional analysis. In general, there are positive benefits associated bike paths including an increase in the sale price of the homes or the trails influenced some to move to the residential areas. Imagine being able to easily bike to the RPI Tech Park trail in North Greenbush.

In 2004 a study was conducted for a Rensselaer County Trail that involved some interesting ideas for North Greenbush. We need to explore these and other ideas. Moreover, local taxpayers and working people should not be footing the bill to give Amazon huge tax breaks -the Rensselaer County Industrial Development Agency (IDA) paid out $41M in tax incentives just in 2019. Economic development funds should be spent with more oversight and prioritize supporting small businesses, not a company that already pays $0 in federal taxes. Any tax breaks or incentives should be rejected in their entirety for this project. Lastly, not only did taxpayers subsidize an out-of-state workforce on Amazon’s last project, but our local economy missed out on what would’ve been tens of thousands of dollars in wages and economic multiplier effects should local union labor have been used. The proposed 56-acre site will also require the construction of 441 new parking spaces for cars and 370+ for commercial trailers, causing major disruption to residential traffic on one of the Town’s most-traveled roadways. Unabated commercial development continues to threaten Schodack’s rural character, particularly along Routes 9&20. This begs the question -- what kind of community do we want Schodack to become -- and at what cost to taxpayers? Alexander Flood, Castleton-on-Hudson

OPINION Why Democrats Can't Pay for Their Ambitions By Rich Lowry

Benjamin Franklin was right about death and taxes, but new taxes only become inevitable when a Democrat is elected president, and here we are. The House Ways and Means Committee released an outline of tax proposals to offset President Biden's jaw-dropping spending plans, and it's the expected assortment of tax increases on business and the affluent that Democrats like to pretend can fund a social welfare state of the sort that Bernie Sanders has long pined and advocated for. The individual tax rate would increase from 37% to 39.6%, the capital gains rate from 20% to 25%, and the corporate tax rate from 21% to 26.5 %, among sundry other provisions befitting the hideously complex U.S. tax regime. It's a sign of the scope of Biden plans that the committee version represents a step back from his tax proposals, yet still clocks in at an enormous $2.2 trillion in estimated new revenue over ten years. The corporate taxes are particularly noxious. Democrats love the politics of taxing corporations, based on the lazy and wrongheaded idea that the corporate tax is the way to stick it to executives and shareholders. To the contrary, if businesses are taxed at a higher rate, they have less resources available the capital investments that improve worker productivity over time. This ultimately means lower wages for workers. It is telling that no one is talking about going back up to the pre-Trump rate of 35%. According to the Tax Foundation, a top corporate rate of 28%, the level that Biden favors, would once again give the U.S. the highest rate in the OECD at 32.3% once state level corporate taxes are factored in as well. France currently has the highest rate but is set to reduce it next year. What's the sense in instantly making the business environment in the United States less favorable and giving a competitive advantage to foreign countries? While the Way and Means draft rejects Biden proposals such as taking the

capital gains rate all the way up to 39% (!), it does everything it can to try to hold anyone making less than $400,000 harmless. As The Washington Post puts it, "The efforts are designed to avoid even the appearance of affecting middle- and lower-income households." This is where the Democrats are willing to talk the talk about a cradleto-grave welfare state, but not walk the walk. There can be no European-style welfare state, at least not sustainably so, without European-style taxes. The dirty secret about the Scandinavian countries that the left constantly holds up as a model is that they aren't afraid to tax the middle class. These alleged models of social justice tax more than we do and tax much more broadly, realizing that taxing the rich and corporations isn't enough to fund extensive and generous social programs. The Tax Foundation calculates that if the U.S. had a tax system comparable to Denmark, we would be taxing all income over $70,000 at 55.9%, Denmark's top rate. The Ways a nd Mea ns ta x hi kes wou ld , su re enoug h , create Denmark-like rates. As Robert Frank of CNBC notes, the combined state and federal top tax rates in New York City would be 61.2%, in California 59.7%, and in New Jersey 57.2%. But the rates wouldn't reach down into the middle class. In fact, Democrats from high state taxes are determined to raise the cap on federal tax deductions for state and local taxes -- limited in Donald Trump's tax reform -- to reduce the tax bite on their relatively affluent constituents. Maybe don't increase taxes in the first place? Indeed, rather than trying to spend historic amounts of money while their slender majorities last, it'd be better for the country if Democrats sought to fund their priorities by reallocating dollars within the already vast federal budget. But standing the aforementioned Benjamin Franklin on his head, they believe that a trillion saved is a trillion wasted. Rich Lowry is editor of the National Review.

The Lead

Where were you the day Elvis died? If you a re you nger t h a n 4 4 you were just a gleam in your daddy's eye, or your momma's, but back in the day, those of us in TV news biz used to amuse ourselves by debating the lineup, the order of stories, of the evening broadcasts on the three networks. That's back when there were just three who carried the prestigious (translate pompous) national and international news, with their 800-pound gorilla anchors Walter Cronkite at t he "CB S E ven i ng News," John Chancellor of " N B C Nig ht ly News," ABC's grand experiment with Barbara Walters and Harry Reasoner. They were called 800-pound gorillas because as highly paid anchors they got their way, except for Waters and Reasoner, who didn't get along at all. As a personal aside, I inter v iewed for my first network job in 1979 at NBC with the news d i v i s i o n's p r e s i d e nt Bill Small, who had a well-deserved reputation wavering between hard-nosed and downright nasty. I expected the question: "What did you think of the 'Nightly' lineup last night?" And I expected he'd respond that whatever I said was wrong. So rather than giving a tactful, wishy-washy interview critique, I was fully honest and argued point by point w ith Small. We parted on what I thought

were bad terms, but a week later I got the job. The point is that the network shows' lead story often made for a lively discussion. It was sometimes obvious, but not necessarily. On Aug. 16, 1977, in late afternoon, the word seeped out and then was confirmed: Elvis Presley, the "King of Rock and Roll," had died of a heart attack at age 42. By today's cable news reality, it would have been a no-brainer. Not only would that be the lead story, but it would have been the ONLY story. But back in yesteryear, 1977, those who ran the broadcasts considered themselves journalistic saviors. And while NBC and ABC led with Presley, the lah-di-dah news lords at CBS led with some microscopic, inside-the-beltway development in the debate over the Panama Canal Treaty. Fast-for ward to today's high-tech 24-hour cycle and social media where each and every one of us is a news lord, and a bitter argument between conspiracy theorists who strenuously argue that Elvis never died and those who don't give a damn. In modern times, the conspiracy theorists are represented by QAnon, and their Elvis is Donald Trump. But even after his loss at the polls ( he really did lose) and Joe Biden's victory (he didn't really steal the election) there still is a network nightly newscast and producers and anchors who decide

the lineup. These days, it's a difficult choice or an easy one - - t he y c a n't b e wrong. On any given day this week, the lead can be Afghanistan, where Joe Biden's sudden withdrawal of troops was either a success story or an unmitigated calamity, or a weather disaster, hurricane high winds, followed by massive floods, forest fires or stif ling heat waves -- some sort of climate change apocalypse. There's a global pandemic, where in the United States, COVID has resurged just when we ex pec ted it to be tamped down because of a vaccine. It's consuming us once again because of American paranoia over shots. Occasionally there's a gruesome shooting massacre, and infrequently, there is something particularly outrageous about Donald Trump. Oftentimes, it's what happens last. When Elvis died late in the day, technica l limitations made it impossible to fully give it the network treatment. So if it occurs too late, the nets will turn to local news "happy talk" reporters, and their "if it bleeds, it leads" mentality. It's not all that absolute, but the next time a rock 'n' roll superstar dies or a significant political event occurs, CBS will lead with the rock 'n' roll star. everyday adventures and emotional intimacy. For example, one prompt asks, “What did you think when you met my family members?” Another poses the question, “What have you always believed about marriage that turned out to be true or not true?” Jamison said she and her husband used the kit to navigate conversations around living together, their blended family and time together. Now, she finds herself leaving him appreciation notes whenever she’s able to. “It’s a different way of showing my love and appreciation,” she said. “We all need that sort of acknowledgment and sometimes we can do it in a way that has a little more meaning or energy around it.” Vanessa Bever, a family and couples counselor at Capital District Therapy, said that the kit could be “beneficial” for some people, but that it ultimately depends on where those individuals stand in their relationships. “These kinds of assisted, guided instructions aren’t really therapy and they’re not counseling,” she noted. Bever said such tools can bolster communication for couples who are satisfied in their situation and want to “enhance” their connection, but they are not a one-size-fitsall solution. For those struggling more or facing tough times, another route, perhaps therapy or counseling, might be a better option, she says. She pointed to the retreat website’s language and underlined how interested couples should first examine their stance and what they’re looking to get out of the experience before selecting an approach. The Troy business said couples from various states and a few countries have given the box retreat a chance. Sales have increased regularly since the product debuted in March 2021 and they are reinvesting their profits into the merchandise and other, similar products they hope to create for relationships in a variety of settings. Merriman and Pfister’s Marketplace DELMAR - Merriman and Pfister’s Marketplace, in Delmar, is hosting local artist, Lynda Spielman, for a temporary Pop-Up Show and Sale. The show runs through October 1. Lynda Spielman is an established watercolor painter and instructor. She is the current President of the Bethlehem Art Association. Lynda has studied privately, and with notable artists at the Hudson Valley Art Workshops and at the National Art League in Douglaston, NY. Her work has been recognized in many shows and her artwork is owned by private collectors, locally and internationally. Her art reflects her mature use of watercolor skills and traditional techniques, sometimes with the exciting addition of rice paper or ink. She also works in acrylics on paper, often attaching them to a wood panel support. Lynda claims her art has always been a journey to “expressive-ness.” Her subjects are also diverse, ranging from landscapes, to florals, horses, musicians or abstracts. As a committed lifelong learner, she has now added journaling to her portfolio. This exhibit is presented as “An Art Journey,” and features her recent “virtual travels,” which are small works of “ink and blobs.” Lynda has a Ph.D. degree in history and retired from a career as an international Human Resources professional and academic. In addition to painting, she enjoys her family, her volunteer work, and sometimes, dancing. Merriman and Pfister is located at 388 Kenwood Avenue. The shop focuses on handcrafted wares and its mission includes connecting an artist, their works and the community For more information, call 518-588-7268. The website is www.merrimanpfister. com
