As in previous years, we are planning a special treat for all our trick-or-treaters, and their parents. We will be proudly featuring our community’s costume creations in a parade from the West Sand Lake elementary school to our Fire House.

ALBANY — Thirty-five years ago today, residents awoke to the unexpected wallop of a monster snowstorm. It came with little warning, and the region has seen nothing like it since.

A freak blast dubbed “Fall’s Snowy Crippler” by the Times Union dumped half a foot or more of wet, sticky snow on the area on Oct. 4, 1987, bringing down leaf-laden trees, leaving thousands without power, canceling school for several days and upending all conventional

wisdom about fall weather.

There’s been nothing like the storm since — and there’s still nothing meteorologists can do by way of warnings that would stop the damage wrought by such a weather event.

But technological improvements now help experts have a clearer picture of unexpected turns in storm systems and their magnitude.

The night before, light rain fell. As the storm formed above the Capital Region, cold air came down from Canada and the storm stalled instead of getting pushed out to the Atlantic Ocean as usual. A low-pressure system resulted in the precipitation falling as snow, said Neil Stuart, a meteorologist with the National Weather Service who was a sophomore at the University at Albany at the time.

“That was an atmospheric process that was not well understood back in the 1980s,” Stuart said.

Exacerbating factors included ocean waters that were still warm, which sucked up more moisture. Paired with the presence of leaves on trees, the damage was extensive, jamming emergency rooms, leaving major roads impassable and knocking out power to 270,000 homes, especially those in rural parts of Rensselaer and Columbia counties.

“You had a bad combination of more things to stick to, and (the snow) was stickier than

Now, Rounds is hoping to turn his talent into a career in fabric design and even fashion with the help of a partial scholarship he received to the prestigious Rhode Island School of Design.

“I’m really into queer art, advocacy art,” the 18-year-old said. “Avant-garde fashion and political activism. Admittedly it’s a very niche thing.”

He chose Rhode Island School of Design partly because the school emphasizes finding ways to make a living with art.

“Fall’s Snowy Crippler” triggered substantial research over the next decade, leaving a legacy of improved forecast models.

“Hopefully in a general big-picture sense, people have noticed how much forecasting has improved since 1987,” Stuart said. “There are far fewer surprises than back in the 1980s.”

Mesonet now collects weather observations from 126 sites across the state, including rainfall totals, wind speeds and temperatures, offering forecasters greater accuracy and precision.

The system was created following Hurricane Irene in 2011 and Super-storm Sandy a year later, which caused billions of dollars in flood damage in New York.

“Their focus about making an employable space for yourself,” he said.

Until the pandemic began, Rounds was making traditional two-dimensional art. But the shutdown, cutting him off from his high school art studio, forced him to think creatively with the few resources he had at home.

“When I finally got into my groove in art, the world shut down,” he said. “But it was kind of cool, isolated in myself.”

He began scanning in his drawings and then adding to them in graphic design programs.

“It’s so cool how you can expand what you can do physically. I’ll paint something first and then I’ll go paint on top of it digitally,” he said. “It’s elevating what you can paint with

The Town Board also honored three employees who recently retired after decades of dedicated and honorable service to the Town of Schodack: Michelle Dellavechia, Dispatcher at the Police Department; Ricky Lee Swartz, Operator III at the Highway Department; and Steven Larsen, Operator II at the Highway Department. Congrats to Michelle, Ricky Lee and Steven, and we wish you all well in your well-deserved retirements.

Halloween is actually Monday, October 31, 2022 but we made the decision to celebrate it a day early. It gives our “truckers” more time to get ready for our visitors.

That is a good point for us but it also frees up time for our little friends to go out again on Monday for more loot. Our trunks open at 3:00 PM and will close at 5:00 PM.

If you enjoy watching the little one dress up but don’t have children of your own to take around, please feel free to come and hand out candy and goodies with us. Just to let you know, we have had close to 200 little visitors each year.

A resolution was offered by Councilwoman Butler, seconded by Councilman Van Slyke, to approve a settlement of the litigation upon terms and conditions of a proposed settlement agreement.

After discussion, Councilwoman Butler withdrew the resolution. An additional special meeting was scheduled for Wednesday, September 21st to further consider the proposed litigation settlement.

On Wednesday, September 21st, a resolution was offered by Councilwoman Butler, seconded by Councilman Van Slyke, to approve a settlement of the litigation upon terms and conditions of a proposed agreement. The settlement was approved by a vote of 3 to 2, with Councilman Hass and Councilman Wohlleber, voting no.

As per the result of this vote, the town board agrees fully resolve and settle all claims in this litigation. As per the agreement the plaintiff will receive $225,000.

These draft minutes to be approved at the next regular Town Board Meeting on Thursday, October 13th at 7pm.

All three elementary schools have students participating in the Girls on the Run program this year, and students at Algonquin Middle School are involved in Heart and Sole for the first time ever. Both programs inspire girls to build confidence and other important life skills through interactive lessons and physical activity. Good luck this season!

Sand Lake Historical Society Features “Troy and The Gilded Age”

Please join the Sand Lake Historical Society on Tuesday October 11th, at 7:00 PM, when Kathryn T. Sheehan, Rensselaer County and Troy City Historian, presents an illustrated lecture on how Troy’s 19th century architecture became an integral backdrop to the Julian Fellows HBO series “The Gilded Age”.

North Chatham Community Day

On October 15th the ha mlet of North Chatham will be holding its second annual Community Day. All are invited to come to North Chatham and see what makes it a great place to live! The North Chatham Free Library will be open with books for sale on the front lawn (weather permitting) and an informational table about all the great services they offer. Some residents of the hamlet will be having yard sales and the North Chatham Volunteer Fireman’s Association will be serving lunch from 11:00-2:00.

The North Chatham United Methodist Church clothing barn will be open and the church will have a “sweet treats” sale, silent auction, “tailgate sale”, and donated items for sale. Rensselaer County’s Everett Wagar Senior Center, 2 Roxborough Rd, Cropseyville, will be open with limited hours. State and County Guidelines will be posted and must be followed at all times.

The center is now open Tuesdays and Thursdays from 9:00 to 3:00 with congregate lunch and activities. Mondays and Fridays the center will be open 9:30 to 11:00 for our 10:00 Chair Yoga class. On

Tuesdays, there will be Senior Yoga Plus class at 10:00. Both are low impact classes that ALL seniors can do at their own pace.

AARP Defensive Driving Course Offered at Senior Center

Rensselaer County’s Hoosick Falls Senior Center, 69 Church Street, will host an AARP Defensive Driving Course on Thursday, October 13th from 8:30 to 3:00. Residents 60 and over can refresh their driving skills, and may be able be eligible for a reduction in auto insurance.

Pre-registration is required as space is limited and material needs to be ordered. The cost is $25 for AARP members and $30 for non-members. Checks are preferred and should be made out to AARP.

The applicant, an existing auto repair facility currently located off of Route 4, is seeking to have this parcel rezoned from “Neighborhood Business” to General Business so it can relocate and operate an auto repair facility there. The town board should deny this application. Six years ago, North Greenbush painstakingly reworked its zoning code with the aid of numerous community volunteers and staff. At that time, it was determined that the southernmost gateway to the town, featuring several historic structures including the Bloomingrove Reformed Church and the Van Alen homestead, should be zoned neighborhood business.

This designation would permit businesses such as medical offices, hair salons and certain restaurants and promote a “hamlet like” feel. Yet only six years after the town rezoning, this auto repair facility is seeking town board approval to “spot zone” this one parcel in the town’s last remaining historic district. Don’t we want them to say, “North Greenbush is a really lovely place! “Do we really want an auto repair facility to greet people as they arrive into town? There are other concerns as well, such as potential groundwater contamination from chemicals used at the facility. That neighborhood still relies on septic and well. If you agree that this rezone is a bad idea, then come to North Greenbush Town Hall on Thursday, October 13 at 6:30 pm and let the town board know.

Rensselaer County Has Treatment Court

I read the letter to the editor written by Michael Myer of North Greenbush suggesting that Rensselaer County should consider a DUI court like they have adopted in Sullivan County.

Rensselaer County has such a program.

When I took the bench in 2013, I coordinated with the Rensselaer County Probation Department, District Attorney and Public Defender to begin such a program.

Additionally, I oversee another diversionary program (“drug court”) which provides nonviolent offenders who commit crimes because of their addiction a chance at treatment rather than incarceration.

Both programs require defendants to plead guilty to a felony, sign a contract with the court requiring them to remain drug and alcohol free, remain arrest free, participate in treatment and take observed unannounced drug tests. Defendants are subject to intense supervision by probation and must appear in court at least every two weeks for a status hearing. The program lasts between 18-24 months. If defendants violate the rules, they are sanctioned and termination from the program usually results in a period of incarceration.

I have written two separate grants and obtained $800,000 in federal grant money to improve treatment court (Rensselaer County Drug Court uses grant to give opioid addicts new start, Ken Crowe 5/29/18) specifically directed at the opiate epidemic which has plagued our county for many years. I also have piloted a new program (Dogs ease stress, bring laughs in Rensselaer County drug court, Robert Gavin, 9/5/22) using therapy dogs in court sessions. Additionally, I am currently the President the New York Association of Treatment Court Professionals which is the statewide organization devoted to the advancement of treatment courts.

I would invite anyone who is interested in treatment courts to come to the County Courthouse, 80 2nd Street, every Thursday at 1 p.m. to observe my programs in action.

If Mesonet had existed in the late 1980s, the technology would have allowed for more frequent and accurate observations, giving meteorologists the opportunity to adjust forecasts for “Fall’s Snowy Crippler” in real time.

With stations dotted about every 17 miles in the state, the Mesonet system now offers greater lead times and more accurate predictions, presenting real-time data to forecasters with updates every five minutes.

Data from other sources — including surface networks, weather radar and satellites — is also incorporated in order to improve the weather prediction models.

The result is more confident forecasters and a more prepared public — including utility companies, which can also benefit and plan accordingly.

“It let the National Weather Service know that once it started, we were going off the rails for what we thought was going to happen,” Bassill said.

One result of a warming world is that the air can hold more moisture, Bassill said, an element that further clouds predictions: Will it melt? Stay? Do something else?

“The more moisture you have, the more your models can struggle a bit,” Bassill said.

Take Hurricane Ida, for instance. While the National Weather Service forecast heavy rains as the hurricane sputtered out, the sheer scope and intensity of last year’s storm astonished meteorologists, with three inches falling in just one hour in the Hudson Valley.

The Festival Celebration Choir will hold a competition for current graduating High School Seniors in the Greater Capital District. The winning applicant will receive a cash prize of $800.00 and will also agree to perform at our Spring concert. Then he prints out the new version and adds more by hand. At first it was his only way of creating the images he had in mind.

“Then I just really liked the style and I stuck with it,” he said.

For his AP art portfolio, he decided to take risks. Last week, he learned that he was one of the few to get a perfect score.

By then, of course, he was already at Rhode Island School of Design, where he’s planning to major in apparel design.

“I can turn any of my art into prints and textiles. I have over a hundred designs in a book just waiting to be made,” he said.

First, School of Design requires him and all freshmen to do a year of what’s called foundational work. He spends eight hours a day, three days a week, in the art studio.

“I absolutely love it,” he said. “It is amazing. We just stay in the studio, breakfast to dinner. There is something otherworldly about watching your artistic identity develop over the course of the day.”

Library Jigsaw Puzzle Sale in Poestenkill

Stock up on jigsaw puzzles for the winter months at an unusual sale of dozens of good condition used puzzles. Proceeds will benefit the Poestenkill Library. Friends of the Library will sell puzzles on Saturday, October 15 from 9 a.m. to noon on the Poestenkill Library lawn (9 Plank Road, 12140).

Most puzzles are
