HOOSICK FALLS — Jasen VonGuinness — builder, real estate investor, surfer, barkeep and retired caber thrower — has his eye on a new building. In keeping with his style, it’s old and decrepit.
VonGuinness, 44, spent more than a decade rehabbing apartments in Albany before he was drawn to Hoosick Falls in 2014 by a listing for the former St. Mary’s school at 9 High St. He converted it into eight apartments. VonGuinness has a restless mind and an urge to build, so he kept going. He bought the building at 53 Classic St. and built apartments and a liquor store there, Hoosac Package Store. Unihog, at
2 Center St., was a mannequin factory. Now it’s a bar with apartments upstairs and a music venue. A train goes by Unihog on an unpredictable schedule. When it does, beers are half-price.
“Owning this place has completely changed my relationship with alcohol,” VonGuinness said Friday outside Unihog, while a friend’s dog napped in the sun and George, one of his longtime friends and employees, planed boards for another project they have going.
“We’ve got 4-inch piece of PVC behind the bar where we put empties so they don’t pile up. It goes outside to a container. Every time I hear a can go down that chute, I think, ‘Great, I can buy another 2-by-4.’ The money this place makes allows me to buy materials.”
VonGuinness said he has been trying for four years to buy the building across the street from Unihog, at 1 Center St. According to property records, current owner Mousse Saiid bought it from Rensselaer County at a tax auction for $500 in 2012, after which no improvements were made. The two-story building is little more than a brick shell. The roof is gone. Trees have begun to grow from the floor and there’s trash everywhere. Kids often break in and VonGuinness worries about their safety.
Rich Crist, a spokesperson for Rensselaer County, said officials would like to see the building returned to productive use. Under or-
dinary circumstances, the county would seize the property because the taxes haven’t been paid and make it available in a tax auction, but because the property is involved in a bankruptcy proceeding, its future is uncertain.

If VonGuinness does take ownership of the property, he plans to apply for loans and grants to fix it. The village submitted an application for grant money from the state under its NYForward program, which will make $100 million available in the first round to “invigorate and enliven downtowns in New York’s smaller and rural communities.” VonGuinness hopes to get a portion of that money and will also investigate the property for environmental contamination in case it is eligible for remediation money from the state or federal government.

Initiative includes tip line for illegal weapons, free gun locks, buybacks, classes

ALBANY — The Albany County Legislature is expected to pass a resolution Monday evening with bipartisan support to create a new program aimed at firearm safety and reducing illegal guns in the county.
The resolution would create the Detailed Instruction Supporting Community Violence Education and Reduction, or DISCOVER, program.
The resolution, introduced by Democrats Dustin Reidy and Majority Leader Dennis Feeney, would fund a gun buyback program, distribute free gun locks and create a confidential tip line for illegal firearms, as well as institute handgun safety courses through the Albany County Sheriff’s Office.
The resolution calls for the program to be funded with
$48,000 from the legislature’s Community Development, Public Health and Safety fund.
Reidy has introduced several firearm-related laws in the wake of mass shootings in Uvalde, Texas, and Buffalo earlier this year.
“We’re trying to do everything we can at every level of government to help address gun violence,” he said.
Reidy said the sheriff’s office would administer the tip line for illegal guns. Callers who provide information leading to the recovery of an illegal firearm would receive a $500 reward. The gun buyback program would offer $100 for any working rifle or long gun and $200 for a pistol or handgun, as well as $50 for any inoperable gun.
Reidy said the gun buyback would not apply to 3D-printed firearms. Earlier this year, a Virginia man claimed he received $21,000 in gift cards from a state attorney general gun buyback event in Utica after turning in more than 100 3D-printed firearm parts.
Minority Leader Frank Mauriello said several of the DISCOVER program’s features are similar to those in a piece of legislation the legislature’s Republican caucus introduced earlier this year, known at the SIGN law.
Republicans in the legislature have criticized recent firearms-related legislation, arguing
that Democrats are targeting legal gun owners while ignoring the problem of illegally owned firearms.
But Mauriello said the Republican caucus would back the DISCOVER program and applauded the Democratic-backed resolution.
“The Republican and Conservative conference has been saying for months that it is illegal guns, not responsible legal gun owners, that are making our communities more dangerous,” he said. The majority’s DISCOVER program mirrors, nearly word for word, our proposed SIGN Law — and I am pleased they will support this critical initiative pioneered by the Republican and Conservative conference.”
The Republican legislation, however, also would have required notices about the dangers of illegal firearms to be posted in every public building. The initial version of the legislation also would have had county workers who visit residents at their homes, such as social workers, hand out copies of that same notice.
Reidy acknowledged there were similarities between the two pieces of legislation but argued the resolution being introduced Monday evening was a more comprehensive piece of legislation.
The Republican caucus’ SIGN law remains in committee.

Sand Lake Historical Society Opens Exhibit
“Home for the Holidays”, an exhibit by the Sand Lake Historical Society, has opened in the Gallery at the Sand Lake Center for the Arts, 2880 NY 43, Averill Park.
The exhibit features items from the Society’s and the Town of Sand Lake’s collections. Also prominent is “Wish You Were Home Tree” which honors area residents currently serving in the military, as submitted by friends and family members. Other display items include a “Sand Lake Then and Now” photo wall, military artifacts, and other memorabilia donated over the years by current and former Sand Lake residents.

Troop 1762 Girl Scouts shopped for food and personal hygiene products for people in need within their community. This is the fifth year in a row that they have purchased food for The Anchor Food Pantry around the Thanksgiving holiday.

Van Rensselaer Manor – Several annual contracts were extended for 2023. Additionally, a resolution was unanimously approved and is authorizing the Manor to hire seven per diem registered nurses in order to alleviate staff shortages. These positions seem easier to fill and offer potential nurses more flexibility with their schedules.
Employment & Training – A renewal agreement to provide employment and training services to eligible, low income youth, through the ARC of Rensselaer County and the Commission on Economic Opportunity (CEO) was approved by the Legislature. This 100% federally funded program offers academic and occupational skill training, leadership development and community service learning, as well as summer employment for disadvantaged, disconnected youth and those with intellectual disabilities.

Luminary Full Moon Walk
Grafton Lakes State Park will host their second ever luminary walk. Last year was such an amazing turn out that this year we have doubled the number of lights and the length of the trail! The weather might be frightful, but up at Grafton, we will be enjoying s’mores, hot chocolate, and a trail lit by luminary lanterns and the full moon!
Come as a couple or bring out the whole family. The self-led approximately ½ mile trail is perfect for a romantic stroll, mesmerizing the kids, or anything in-between. Enjoy the sounds of the holidays, a warm cup of hot chocolate, or roast a marshmallow over the fire. Dogs comfortable with crowds are welcome. Must be contained on a six-foot leash.

Rensselaer County’s Everett Wagar Senior Center, 2 Roxborough Rd, Cropseyville, will be open with limited hours. Tricks to Trim Your Utility Bill
The significant spike in energy costs is somewhat misleading, as the BLS considers motor fuel prices, which rose more than 60 percent in the 12-month period ending in June 2022, part of the energy category. However, during that same period, electricity prices rose by nearly 14 percent while natural gas prices increased by 38 percent. Both of those increases were more significant than the more publicized rise in food prices, which rose by right around 10 percent.
Families need to eat and many professionals now must return to in-person work after years of pandemic-related remote working, which means they must confront higher fuel costs. That leaves little room to save money in those areas. However, there are ways for families to reduce home energy costs without adversely affecting their quality of life.
• Run appliances during off-peak hours. According to the United States Department of Energy and the U.S. Environmental Protection Agency, the best time to use appliances in a home is when overall electricity use is low. Though this time changes depending on the season
and can vary based on geography, the DOE and the EPA both note that after 9 p.m. and before 9 a.m. are generally the off-peak hours in most areas.
• Strategically use your shades and blinds. The energy providers at ConEd estimate that about 40 percent of unwanted heat comes through windows. Strategic use of curtains, shades and blinds can keep heat out on hot days, thus allowing homeowners to turn the thermostat up on their air conditioning units in summer. Opening curtains, blinds and shades on winter mornings and afternoons will allow more sunlight in, allowing homeowners to control heating costs more effectively.
• Reorganize your refrigerator. There are plenty of contradictory strategies regarding how best to store foods in a refrigerator so the unit consumes as little energy as possible while still keeping foods fresh and chilled. But various energy providers, including ConEd, recommend that consumers avoid packing a fridge too tightly. By allowing cold air to circulate within the refrigerator, the refrigerator won’t need to work as hard, and thus consume as much energy, to keep foods cool. It’s important to note that the opposite should govern how the freezer is packed. Packing frozen items tightly in the freezer will help the refrigerator work a little less hard.
• Turn off the lights. Estimates from the U.S. Energy Information Administration indicate that electricity for lighting accounts for around 10 percent of electricity consumption in homes. A concerted effort to turn off lights in rooms that aren’t being used can help consumers save money.
Rising utility bills are compelling millions of people to seek ways to trim their energy consumption. Thankfully, there are many ways to do that without upsetting daily routines.
Explaining Easements, Setbacks and CCRs
Property setbacks as well as easements and conditions, covenants and restrictions (CCRs) must be considered before renovating an existing home or building a new one. Setbacks are mandated buffers between surveyed property lines and permanent structures. Easements are legal designations that enable individuals or entities to use portions of a person’s property for physical access or to build on it for one reason or another. Easements may be owned by utility companies for gas lines or government agencies when sidewalks are on a private property.
Additional examples of easements include greenbelt conservation easements, beach easements or view easements, according to The Spruce, a home and lifestyle resource. CCRs include rules established by many planned communities, subdivisions and planned unit developments. CCRs, easements and property setbacks can affect which type of renovations are allowed on particular plots and may affect the issuance of permits. It’s essential to learn about property easements, CCRs and setbacks in advance and discuss them with contractors when drawing up preliminary plans. Your property deed or plat map as well as the local building inspection offices can highlight any regulations that may be in effect on your property and if they may affect future projects.

North Greenbush Moratorium May Invite Lawsuits, Damage Single Family Home Market
North Greenbush’s town board recently approved a 12 month moratorium on multi family housing. Although concerns about growth and traffic in town are valid, this moratorium is problematic. Real estate moratoria are frequently litigated and any proposal must be crafted with a specific goal such as a comprehensive plan up date. The North Greenbush law vaguely references the comprehensive plan. Has the board chosen to update the comprehensive plan, a time consuming and expensive endeavor?

Using all fresh seasonal greens and gilded age era flowers, the members of the VanRensselaer Garden Club, are decorating 14 rooms of the 1827 Federal Style Town House to show
journey in Albany before coming to Hoosick Falls. Jasen VonGuinness hopes to eventually buy and reno vate the dilapidated Specialty Insulation Manufacturing building.
While he waits for the building ownership issues to be resolved, VonGuinness is building tiny houses out of shipping crates behind Unihog, modeled on space he built next to the bar for bands. He envisions renting them to people who will live in a stickbuilt addition on top of the crate and run a business in the bottom. VonGuinness is also buying property in Todos Santos, on the Pacific coast of Mexico’s Baja California peninsula. He first visited a decade ago and fell in love with the peaceful way of life in the little town. While there, he rents a house or sleeps in the back of his car at the beach. He’s met musicians at a festival there who then came to play at Unihog.
“It’s easy to be happy there, to be happy with what you have,” he said.
VonGuinness calls the building at 1 Center St. “The Specialty,” after the name of the company that made specialty papers there. Although it looks more like a candidate for the wrecking ball than renovation, Von-Guinness said he’s learned from experience it is often far cheaper to put a roof on a building than to demolish it. Construction waste goes in a landfill, charged by weight. The 20,000-square-foot building would make an expensive pile of rubble. Once rebuilt, it could be a brewery, a body shop and a gym.
VonGuinness posted a video to his Facebook page about his intentions and heard from people who would like to start businesses in the space. Winemaker Ian Barry was among them.
Barry, 47, grew up in Hoosick Falls and his parents and brother still live there. His business, Barry Family Cellars in the Finger Lakes Region, but Barry likes the idea of creating a cidery locally. Setting up shop in his hometown appeals to him.
“Hoosick Falls has been through a lot, between the PFOA contamination and the drop in property values, but there’s a pride there now that hasn’t been there in a long time; it’s nice to see and it would be exciting to be part of it,” Barry said.
Hudson-Mohawk Weavers’ Guild 44th Annual Show & Sale
The Hudson-Mohawk Weavers’ Guild invites the public to its 44th Annual Show & Sale, held Saturday, November 26 through Monday, No vember 28. New for 2022 will be an exhibit of hand woven items inspired by a trip Guild members took to Scotland to learn about the rich textile history of that country.
The Guild is thrilled to return to Pat’s Barn for a second year. The Show & Sale has expanded into this new venue which of fers both a historic setting and more room for dis plays and demonstrations. More than 40 handweav ers will exhibit and sell their work at the Show & Sale, making it the largest display of handweaving in the Northeast. Admission and off-street parking are free.

The rich textile history of this country is still alive and well, and Guild members were in spired to create not only by the historic and contem porary weaving they saw, but also by the stunning landscapes of rolling hills, forested mountains and picture-perfect beaches.

This week’s Scholar Athlete of the Week is Gregory Effman.
Greg is a captain on the Varsity soccer team, where he plays as a center back. Greg also plays tennis in the spring; last year he competed at the fourth singles spot in the ladder. Greg began playing soccer twelve years ago when his brother signed up to play the sport. Greg wanted to play with his brother, and soon fell in love with soccer.
To prepare for his season, Greg runs and lifts a lot over the preseason. Greg also watches professional soccer to learn how to better play the game. Greg’s favorite part about his sport is the physicality of it. Specifically, Greg enjoys, “being forced to win 50/50 balls in tense moments that can make or break a game.”
For Greg, the most difficult part about soccer is needing to make quick decisions. Greg noted that before the ball even reaches his feet he needs a plan of what to do with it. In his sophomore year, the soccer team struggled to win a single game. However, last year they managed to turn the season around and earned a win in the sectional championships. This dramatic reversal helped bolster team spirit, and was a huge accomplishment. As he entered high school, the soccer team had not won a single sectional game since 2013. This year, Greg hoped to make the soccer team memorable in his senior year. In the team’s sectional semi-final game against Queensbury this year, the game went to penalty kicks after neither team scored with two periods of overtime. Greg scored the team’s first penalty, and they won 4-3. Greg is particularly proud of this moment because he managed to score despite the high tension and stress. Between winning sectionals last year and making it to the finals again this year, Greg is proud to say he feels that he has accomplished his goal.
In addition to his athletic success, Greg excels academically. Greg has a 93 GPA while taking rigorous courses including Advanced Placement Government and Politics, AP Statistics, and AP Physics. Greg is also a member of the robotics club and the National Honor Society.
Greg also strives to get to the gym and lift every day. To balance school and sports, Greg sets a strict schedule and forces himself to stay with it. This year, Greg wakes up at 3:30 every day to go to the gym before school, and gets to school by 7 a.m. for robotics. In his window of time before practice, Greg completes his homework after school. After practice Greg then eats dinner and goes to bed by 8 p.m. This time management allows Greg to stay on top of his work and continue doing his best.
Greg’s brother Zach serves as his role model. Zach got Greg interested in soccer and helped teach Greg to love the sport. Zach is also a great student and pushes Greg to work hard. Greg also noted that his teammates play a large role in his success. Greg commented that his teammates help push him and give him advice to improve his skill. Greg would advise a younger athlete interested in soccer to, “stick with it. It’s a great community to be in with lots of amazing people. If you put the work in you truly can succeed.” Next year, Greg hopes to go to college to become an engineer. He will also try to play on an intramural team while at college.

Center Brunswick UM Church Announces Financial Scholarship
The Finance Committee of the Center Brunswick United Methodist Church has announced that it will award $500 to a student to be selected from the Tamarac High School Class of 2023. The money may be used for any type of expenses related to further education. Students do not have to belong to this Church, any other church or religion to be eligible for this award.
Interested students must apply for this award no later than March 1, 2023. The application can be obtained from the school’s guidance department or from our website at (www.CenterBrunswickUMC.company).
This award is given in memory of Harold and Mabel Keyes through a trust funded by their last will and testament. Mabel taught in the Brunswick schools and continued teaching Sunday School at Center Brunswick UMC for many years after she retired. The “Bread of Life” food pantry in Poestenkill has just begun our 8th year of serving our community and neighbors. As we see food costs rising dramatically, we realize more donations of food will be needed.
When you are shopping for grocery’s, we would greatly appreciate it if you would pick up a few food items to donate to our pantry. Here is a list of our most requested staple food items that our guests want..
Breakfast cereal for adults and kids, sugar, flour, baking oil, bottled apple juice, canned fruit, canned hash, canned chili, ketchup, mayonnaise, mustard, cookies and
snacks, canned tomatoes, tomato sauce, spaghetti sauce, Parmesan cheese, canned baked beans, instant and ground coffee.

CATSKILL — In an Election Day referendum, Catskill residents voted overwhelmingly to allow marijuana consumption lounges in their town, flipping a decision the Town Board made late last year.
The vote appeared as a ballot measure on Tuesday and was passed by a wide margin, 61 percent to 39 percent, according to the Greene County Board of Elections.
When New York legalized recreational marijuana in March 2021, it
allowed town boards and city councils to “opt out” of permitting dispensaries or lounges in their communities. About half voted to not allow dispensaries, while 58 percent voted down lounges, according to the Rockefeller Institute for Government.
But the state law also said voters could reverse the decision through a later ballot measure.

Verdon.
In an interview on Friday, Verdon, a social media manager, said she looked at the matter through “a small business perspective.” A marijuana lounge would be another reason for people to visit Catskill, she noted, and lounges could precipitate spending by visitors and residents at other local businesses in town.
“Cannabis is legal in New York state, and we want it to work for us,” she said. “We want it to fit into our communities, and we want to be in front of the change.”
Verdon and about a dozen volunteers hit the
pavement last winter to gather the necessary 426 signatures — 20 percent of the town’s population — to place the referendum on the ballot.
The town of Catskill is geographically broad and includes the hamlets of Palenville and Leeds, locations Verdon said visitors might check out if there was a lounge located there. (The village of Catskill, which the town surrounds, never opted out of allowing lounges.) The town is also located just off the state Thruway, en route to ski destinations like Hunter and Windham, both of which have opted out of allowing lounges and
dispensaries. A cannabis business in Catskill could conceivably be a pit stop for skiers on the way to the mountains.
Consumption lounges would also have at least some impact on the town’s coffers. A 13 percent tax is placed on all cannabis sales in New York, with 9 percent going to the state, 1 percent to the county where the sale was made, and 3 percent to the town where the sale was made.
New York state is not yet licensing lounges nor dispensaries — which are also permitted in Catskill — but the state’s plans were thrown into disarray Friday after a federal
judge issued a temporary injunction against issuing dispensary licenses in a lawsuit by a Michigan man who applied for a license but was rejected.
Of the 1,520 municipalities in New York, few have held a referendum on allowing cannabis businesses, and only a handful have succeeded in flipping a municipal vote.
Once a community has opted in, it cannot back out, but communities that have chosen to opt out can reverse their decision at any point. The nearby town of Cairo did just that in October.
