Drive around this time of year and there’s a good chance you’ll spot “Captain Matt” Martoccio and his merry band of elves hanging wreaths, wrapping tree branches and installing string lights on houses throughout the Capital Region.

The Christmas Guys, roughly a dozen lighting and decorating “elfperts,” have been decking out houses throughout the Capital Region for more than a decade. They begin their seasonal crusade in early October and will spend almost every waking hour until Santa departs the North Pole creating Christmas card-worthy light displays that brighten dark nights.

Each crew of three to four decorators — some literally arriving with bells on — will spend three to four hours at each home, depending on the size, design and level of detail. The squad also services commercial properties

throughout the Northeast and festoons parade floats.

“We get to be a light for people and that’s a lot of fun,” company’s founder Matt Martoccio said.

Putting a literal spotlight on the holiday season is pretty special but it’s not easy work, he said. The Christmas Guys had more than 30 houses scheduled in the two days leading up to Thanksgiving, and unraveling lights is especially challenging when your fingers are numb from the cold. But, it’s hard to get cranky when you are jamming out to “Rudolph the Red-Nosed Reindeer” while working, he said.

Martoccio has been channeling his inner Clark Griswald for many, many years. As a young boy growing up in Colonie, he would decorate the homes of friends, family members and neighbors for fun. His first client was his neighborhood barber. He decorated the outside of his shop and was paid in hot cocoa. Another neighbor offered Fig Newtons as compensation.

“My pricing has changed but I still do the same thing,” Martoccio laughed.

When his son was about 2 years old, Martoccio began to wonder if his affinity for holiday lighting could evolve into

a career. He teamed up with a friend, Michael Carlson, to develop a business plan and the two launched The Christmas Guys in 2009. They spent the first several years stuffing fliers in mailboxes to promote their service. Today, the The Christmas Guys team, which includes women, illuminates about 300 houses a season.

Homeowners turn to The Christmas Guys to create a holiday winter wonderland for a variety of reasons, Martoccio said. They are short on time (and sometimes patience), older or not well enough to climb ladders, afraid of heights, have an aversion to electrical work or are uninspired. There are a couple of other local lighting companies that moonlight as Christmas light installers in the cold-weather months.

Pricing varies, depending on the scope of the spectacle. On average, clients typically spend about $4,000 the first year, which includes all the lights, supplies, placement, removal and storage. Clients can expect to pay half as much in ensuing years, since the Christmas cache has already been purchased. If a bulb goes out,

ALBANY — A 144-year-old rite of passage for New York high school students may be coming to an end, and superintendents can hardly wait.

Many school leaders statewide are envisioning a brighter future without mandatory Regents exams, now that the state Board of Regents has said it is willing to consider changing high school graduation requirements. A committee is expected to make a recommendation next year, potentially upending a New York tradition for college-bound students that began in 1878.

Their possible demise has been a long time coming. The tipping point may have been established in the mid-1990s, when the state required all students to pass five Regents exams to graduate. That change reverberated through the public school system, with many students unable to earn diplomas.

A majority of school professionals who participated in meetings on graduation requirements in the past three years said they wanted the exams modified or eliminated. Those voices included teachers, school superintendents and even some Board of Regents members.

But they don’t want it to be easier to graduate: Shari Camhi, president of the American School Superintendents Asso-

ciation and superintendent of Long Island’s Baldwin school district, said the goal is providing students with more options to cross that threshold.

“We have a very narrow definition of what it means to graduate high school,” Cambi said.

Everyone must pass an algebra exam, she noted. “Why algebra? Why not statistics? Students are so different. Some are amazing mathematicians. Some are so creative. We could show our strengths if the opening was wider,” she said.

An art student could dive into math in art, she said.

Likewise, Regent Frances Wills said at last month’s board meeting that she likes the idea of math being integrated — such as in an engineering or robotics course.

That sort of learning wouldn’t be easy to assess through a standardized exam, but the result of classes like those could be evaluated with a “performance-based assessment,” Camhi said.

“For example, at the end of an environmental science course, I might need to create a product that reflects on the question: What will the future look like if we don’t address the environmental issues of today?” she said.

She described everything a student would have to research to answer that question, such as what current technology can do and what future technology could do.

“That’s amazing learning!” she said — then added with a sigh, “We don’t do that.”

Debra L. Curtis, the Schodack Town Clerk, wishes to remind residents that under New York State law, all dogs are required to be licensed by four months of age.

To obtain a new license, a copy of the current Rabies Certificate (must be valid for more than 60 days prior to licensing)

and proof that the animal has been altered must be provided. The cost for a spayed/neutered dog is $7.00 and an unspayed/ unneutered dog is $15.00. One tag is issued for the lifetime of the license; however, in the event of loss, can be replaced at a cost of $3.00.

A renewal letter will be sent, on a yearly basis, based upon the anniversary of the license. If you have any questions please contact the Schodack Town Clerk’s office at (518) 477-7590, Monday to Friday, 8:30 a.m. to 4:30 p.m.

Troopers report spike in impaired driving arrests

Thanksgiving holiday initiative led to 1,116 tickets handed out in Capital Region

ALBANY — As part of a statewide crackdown on unsafe driving behaviors during the holidays, State Police arrested 213 people on impaired driving charges over the Thanksgiving weekend, Gov. Kathy Hochul’s office said Friday.

The surge in arrests come as part of this year’s Thanksgiving traffic enforcement initiative, which ran from Wednesday, Nov. 23 through Sunday, Nov. 27.

During this period, troopers issued 14,063 tickets, including 1,116 in the Capital Region.

Troopers also investigated 927 vehicular crashes, three of which included fatalities, according to the press release.

“Drinking before getting behind the wheel, speeding and distracted driving are all poor choices that can have life altering consequences,” Hochul said in a statement.

“The results of this campaign prove that too many people get behind the wheel while intoxicated or impaired by drugs. We will not tolerate this behavior, and the women and men of the State Police will remain vigilant to remove these reckless individuals from our roadways,” Acting State Police Superintendent Steven Nigrelli said in a statement.

Common conditions affecting house cats

Cats are beloved pets across the globe. In 2020, there were roughly 53 million cats owned as pets in the United States and Canada combined.

Cats are admired for their can-do attitudes. They’re independent, quirky and often clever. While some people may describe cats as aloof, plenty of pet cats desire daily affection and cuddle sessions with their pet parents.

It’s important for cat owners to familiarize themselves with common feline behaviors and personality traits. That familiarity can help cat own ers recognize when something may be “off” with their cats. While cats are good at selfcare, there are times when owners must step in and offer assistance.

Here’s a look at common conditions that can affect pet cats.

• Labrador Retriever: These energetic and playful pups also are great picks for family dogs. Under-exercised Labs are prone to weight gain and increased risk of joint diseases due to obesity, including hip and elbow dysplasia.

• Siberian Husky: Huskies are beautiful animals with fluffy tails and double coats. Their gazes can be captivating, as blue eyes are common with the breed. Hus kies may be at risk for autoimmune skin disorders.

• Great Dane: A Great Dane is among the tallest breeds. The large size of the an imal means it has a shorter life expectancy than smaller dogs. Furthermore, large dogs like Great Danes and Saint Bernards are vulnerable to a condition called “bloat.” When a dog is suffering from bloat, liquid and gases become trapped in its stomach, making it swell and twist, essentially suffocating its internal organs.

• German Shepherd: A highly intelligent working breed, these dogs are prone to hereditary hip dysplasia, as well as degenerative myelopathy. The second condition is an untreatable disease that results in progressive paralysis.

• Lhasa Apso: This shaggy breed requires eye care to remain in good health. Tear ing is nearly constant and must be carefully cleaned away.

• Bulldog: The Bulldog as well as other breeds with short and pushed-in snouts, such as Pugs and Boxers, can experience respiratory problems if they are overheat ed.

• Yorkshire Terrier: These pint-sized pups are big on personality. They tend to have digestive issues, so extra caution may be necessary when choosing their foods.

• Cocker Spaniel: This spunky breed with a long, flowing coat is at risk for eye diseases, such as cataracts and glaucoma. Heart disease and kidney disease also are concerns.

Prospective pet parents should get to know diseases specific to certain breeds so they know what to expect when bringing a new dog into their homes.

• Tick-borne diseases: Cats may not spend as much time outdoors as dogs, but they still can pick up ticks if they are let out from time to time or cohabitate in homes with dogs. Ticks can carry various illnesses, but bobcat fever (cytauxzoonosis) is one to be concerned about. It’s quite serious and often fatal.

• Feline immunodeficiency virus (FIV): This slow-acting virus may not be noticeable until the disease makes the cat ill years after initial infection. A weakened immune sys tem can open the cat up to a number of other illnesses and secondary infections. With good care, a cat could live months or years before the chronic stages of FIV.

• Vomiting: Cats groom themselves and can get fur stuck in their throats and digestive tracts, producing hairballs that are ultimately spit up. However, cats may vomit for other reasons, including ingesting something poisonous or dangerous, like string. Cats that are vomiting often can become dehydrated, which could lead to a medical emergency.

• Feline urinary tract diseases (FLUTD): The pets division of WebMD indicates roughly 3 percent of cats visiting vets are diagnosed with FLUTD. Cats can develop it for a variety of reasons, including stress in a household, eating dry food, and being over weight. It’s always an emergency if a cat can’t urinate or has pain doing so.

• Fleas: Cat owners may lament fleas, as they can be a problem and spread fast. A cat is at risk of developing anemia if it becomes infested with fleas. Topical treatments and oral medications can help prevent or eradicate fleas.

• Heartworm: The ASPCA warns that, like dogs, cats can get heartworm from the bites of mosquitoes. Despite its name, heartworm primarily causes lung disease in cats.

• High-rise syndrome: Cats that reside in urban areas in multistory homes may be susceptible to falls. Windows without screens or where screens are not well-secured can pose risks to curious cats who want to take in the sun and fresh air. Falls can cause seri ous injuries, even death. The problem has become so prevalent that vets gave the condi tion the name “high-rise syndrome.”

Cats are susceptible to various illnesses and injuries. Awareness of these conditions can help cat owners protect their cats more effectively.

We are looking for individuals or groups or businesses can request a campsite to decorate and show off to people who drive through the campground the night of the event.

We will be giving out brochures of who decorated which site so people can have their work recognized. This event is free! Decorating the sites will begin December 11th and go up until the event start.

The sites are electric, you would just need to provide your own lights, inflatables, yard ornaments, decorated vehicles, campers, etc. to decorate a site with.

Low-Income Taxpayer Clinic Event Answers Income Tax Questions

Please join the Legal Aid Society of Northeastern New York’s Low-Income Taxpayer Clinic (LITC) for a virtual Town Hall on income tax issues. This event is on December 15, 2022, from noon to 1pm. Participants can join via the LASNNY Facebook page, Zoom or by phone. The program is free and pre-registration is not required.

Clinic attorneys will explain the Earned Income Tax Credit, who can claim children on a tax return, and health insurance deductions for self-employed people. Other topics include how to pursue missing refunds and options to consider if you have a tax debt you cannot afford. Speakers will share free tax preparation resources and e-filing services available in the community. Staff

will also discuss the Clinic’s services. The public is invited to submit their income tax questions.

A Northern Lights Noel

Capital Community Voices will present “A Northern Lights Noel,” a program of classical carols and popular holiday songs on Sunday, December 18th at 3:00 pm at Genet Elementary School, Route 4, East Greenbush, NY.

The program will feature carols from places from which the aurora borealis can be experienced including Norway, Sweden, and Russia and the state of Alaska.

Popular holiday selections will include the Polar Express medley, Santa Claus is Comin’ to Town, and White Christmas. The audience will have an

opportunity to sing along with traditional carols.

The chorus is directed by Julie Panke and will be accompanied by Malcolm Kogut, piano, Randy Jennings, bass, and James Iacketta, percussion.

Ticket prices for the concert are $15 for general admission and $12 for seniors and students.

Light Up the Poestenkill Library

The Friends of the Poestenkill Library invite you to give a monetary holiday gift that will help the Library while honoring or remembering someone special. Each December, during our Holiday Lights Annual Appeal, we “Light up the Library” with strings of colorful lights representing the generous gifts received from donors. Often the gifts are tributes to friends or family who receive notices from the Library that someone has given in their honor.

These donations allow the Library to expand their collection, enhance their services, and offer special programs throughout the year. Donors of $100 are recognized with a candle, and donors of $75 are recognized with a wreath, in one of the Library’s many windows. Together, the lights, wreaths and candles turn the Library into a beautiful symbol of the generosity of the season.

The Sand Lake Historical Society “Holiday Gathering” is back after two years of Covid hiatus, Wednesday December 14th, 6:00 PM at the Sand Lake Center for the Arts, 2880 NY 43, Averill Park (please note that this is a change from earlier announcements).

Center Brunswick UM Church Announces Financial Scholarship for 2023 Tamarac Graduates

The Finance Committee of the Center Brunswick United Methodist Church has announced that it will award $500 to a student to be selected from the Tamarac High School Class of 2023. The money may be used for any type of expenses related to further education. Students do not have to belong to this Church, any other church or religion to be eligible for this award.

Interested students must apply for this award no later than March 1, 2023. The application

can be obtained from the school’s guidance department or from our website at (www.CenterBrunswickUMC.company).

This award is given in memory of Harold and Mabel Keyes through a trust funded by their last will and testament. Mabel taught in the Brunswick schools and continued teaching Sunday School at Center Brunswick UMC for many years after she retired. Through this award, her love of helping young people learn and grow will continue to reach the youth of our community.

Advent & Christmas at Hope United Methodist

Own a unique piece of history, nestled in 15 acres of Rensselaer County. This restored gristmill from the late 1800s has some beautiful details, but I’m particularly taken by the greenpainted brick and stainedglass accent windows in the living room. One of the more impressive features is in the basement, where you’ll find the original mill wheels.

Follow the Forest: Creating a Connected Corridor with Paul Mailhot-Singer, Housatonic Valley Association Thursday, December 15, 2022 at 7pm on Zoom.

Follow the Forest is a conservation initiative involving partners in Connecticut, Massachusetts, New York, and Vermont, working toward a shared goal of protecting a wildlife corridor extending from the Hudson Valley to Canada.

Paul Singer of Housatonic Valley Association will discuss Follow the Forest’s efforts at connecting with communities throughout the corridor. From teaching kids about wildlife migration to engaging volunteers in community science, Follow the Forest is committed to raising awareness as we fight the threat of forest fragmentation and climate change. Together, we can realize a shared vision that brings us closer

to the places we love and the wildlife we share this land with.

Paul Singer serves as the Follow the Forest Outreach Specialist for the Housatonic Valley Association. In his current role, Paul collaborates with conservation partners in NY, CT, MA, and VT, conducts school programs, and manages communications for the Follow the Forest Initiative.

Sand Lake Historical Society Exhibit

“Home for the Holidays”, an exhibit by the Sand Lake Historical Society, has opened in the Gallery at the Sand Lake Center for the Arts, 2880 NY 43, Averill Park.

The exhibit features items from the Society’s and the Town of Sand Lake’s collections. Also prominent is “Wish You Were Home Tree” which honors area residents currently serving in the military, as submitted by friends and family members.

Martoccio will send someone

The team works with homeowners to create a customized Christmas scene, with just one exception.

“No blowups,” Martoccio laughed about inflatable lawn decorations. “They are the devil.”

Crew members spend hours meticulously wrapping nearly every branch on a tree and use a boom truck to access high roof lines, peaks and tall trees. It’s those lofty roof lines that take a little getting used to, Martoccio said.

“The first couple weeks you can feel the guy’s legs shake as you’re holding the ladder,” he laughed.

There is no kicking back after the holidays for The Christmas Guys. They spend the first several weeks of each new year taking down the displays. In the warmer-weather months, some of the crew transforms into Barefoot Landscape Lighting — another spoke on the wheel of Martoccio’s Elfperts company, based in Colonie — illuminating outdoor spaces, architectural soffits, pools, pathways and trees. Some scatter on to other seasonal work.

“We get so many that return each year, it makes me proud,” Martoccio said. “Obviously we’re doing something right with the culture.”

Spreading holiday cheer is a persistent mission for Martoccio, who has developed a covert effort, called “Operation Christmas Spirit.” Each year, he and the team don festive suits and Santa hats to deck out the annual MakeA-Wish Christmas kickoff at Crossgates Mall.

They also find time to discreetly “drop a whole Christmas” on a veteran in need, at no charge. And, Martoccio admits some seniors do proverbially fall off a chair when they hear the average cost of Christmas light setup, so he “sneak attacks” a few each season and drapes their homes in lights for free.

“I’m big on being a light in people’s world,” Martoccio said. “It’s so much fun and I get to make a living doing what I love.”

New York is one of only seven states still requiring students to pass exams to get a high school diploma. Others are Illinois, Louisiana, Massachusetts (which increased its requirements this year), Texas, Virginia and Wyoming.

In 2018, 13 states still required exit exams, including Rhode Island, Maine, New Jersey and Pennsylvania. But many expanded their graduation options, adding technical training, projects, portfolios, presentations and other ways to demonstrate proficiency in core classes.

Dropping Regents exams in New York has plenty of opponents who view it as just a lowering of standards. Currently, every graduate must pass a math, science, English and social studies exam, plus one other exam, or fulfill other options like completion of a vocational course.

“I’m open to flexibility, but I want to be mindful it’s not a lowering of standards,” said Assemblywoman Pat Fahy, D-Albany, who grew up in Illinois and is a former Albany school board member. “What if you’re in the arts and you decided you want to go into nursing, and you’ve missed math? As someone not from New York, it has always been this impressive credential. It meant something.”

That changed when the state required all students to take the Regents exams in the mid-’90s, said Ned Jones, vice president for enrollment management at Siena College. Before that, students who wanted to go to college took Regents courses, a “really strong college preparatory program,” Jones said.

But now, a Regents diploma is no different from ones students earn in other states. It doesn’t have extra cachet, he said.

As a result, college admissions counselors focus on what classes New York graduates took.

“To us, it’s all about the rigor of the actual courses,” Jones said. “The kids all think it’s the SAT (score) or the grades. Universally, we all say the same thing: It’s the actual courses the kids take.”

When the state required Regents classes for all, he initially liked the policy.

“New York state had the right idea to steer the kids to the right courses —which is spectacular, love the idea. But we have to respect that we have so many learning styles,” he said. “As I’ve evolved in my career and worked with more students, I’ve come to realize one size does not fit all.”

A class can be equally rigorous if it ends with a project or an exam, he said. In some ways, he thinks those projects may be better. “Then you’re able to design curriculum to meet different learning styles,” Jones said. “We have differentiated learners. You could achieve flexibility and an enhancement in rigor.”

There’s one drawback, he said: It would be harder to do than simply relying on the state to write an exam.

No local diploma option

Also at issue is that many students do not plan to go to college. If that’s the case, do they need to pass four Regents exams just to get a diploma?

That’s a big concern for school superintendents, Camhi said. Many students who don’t graduate are stuck on one exam — which they usually try, and fail, multiple times. They would have earned a local diploma 30 years ago. Now they have no alternative but to drop out and seek a General Education Diploma (GED).

“You can’t be a cleaner in a school district because you don’t have a high school diploma,” she said. “You can’t get a civil service job.”

Cambi wants students to be able to prove their worth through other means, such as earning industry certifi-

cates via career and technical education classes.

What’s known as Career Technical Education “is the new manufacturing,” she said. “We need to fill those positions with smart young people. If you can’t pass an Earth Science Regents (exam), do you need it for those jobs?”

While Fahy defends the value of the Regents diploma, the assemblywoman acknowledged it comes with a huge cost to those who can’t pass the exams.

“Not having that diploma is a massive barrier. That’s why I’m open to flexibility,” she said.

Education Department officials acknowledge the change to require Regents for all hasn’t worked out as well as expected.

“While the intent was to level the playing field for all, research reveals that the intended effect was not always achieved,” department spokeswoman Emily DeSantis said. “A recent report in the Stanford Social Innovation Review, for example, reveals that an over-emphasis on standardized testing (among other factors) has actually widened the achievement gap rather than closing it.”

Now, DeSantis said, the Regents board and Education Department are rethinking what a high school diploma should mean.

“It is clear that the current system simply does not work for all students,” she said. “Children learn in different ways — and we are intent on providing them with multiple pathways to demonstrate they have the skills and knowledge needed for higher education, careers, and informed civic engagement.”

Luminary Full Moon Walk

Grafton Lakes State Park will host their second ever luminary walk. Last year was such an amazing turn out that this year we have doubled the number of lights and the length of the trail! The weather might be frightful, but up at Grafton, we will be enjoying s’mores, hot chocolate, and a trail lit by luminary lanterns and the full moon! Come as a couple or bring out the whole family. The self-led approximately ½ mile trail is perfect for a romantic stroll, mesmerizing the kids, or anything in-between.
