The lighthearted, colorful, nonpartisan documentary…lives up to its title, exploring problems of nationwide accessibility and fairness…”(*The New York Times) . He heads to Indiana, home to some of the strictest election laws in the country, and meets two feisty HoosiersDemocrat Mike Marshall and Republican Dee Benkie-who take him inside their efforts to get out every vote.

KITTEN ANGELS VOLUNTEERS NEEDED

CAPITAL DISTRICT - Kitten Angels is a 501(c)3 nonprofit organization in the Capital District dedicated to the rescue and placement of cats and kittens into great homes. We spay/neuter, vaccinate, and provide any necessary veterinary care prior to adoption. We are funded 100% from adoption fees, donations, and fundraising events. Kitten Angels is in desperate need of volunteers who can foster cats and kittens in their homes. Can’t foster? You can still help! We run many adoption events each week and we need volunteers to help set up and take down. We need lots of administrative help as well, including developing new fundraising events, making follow-up calls to new pet parents after our felines are adopted, grant writing, maintaining our website (WordPress), and media relations. If you can spare just a few hours a month you can make a huge difference in the lives of homeless felines. Please call Judie Janco at 518-573-9906 for more information on how you can get involved.

CAR RENTAL TIPS HELP SAVE TIME AND MONEY mains one of the most popular means of getting around. People who choose not to use their own vehicles for travel often find that a rental vehicle suits their purposes and can be quite convenient. Consumers seeking a rental car can ensure their travel plans go smoothly with these tips. • Travel off-season. Not only might travelers save on airline tickets, hotel accommodations and more when

traveling off-season, but they also can save on rental cars. For example, according to the Abrams Travel Data Index, consumers can expect to pay 56 percent less in March for a rental car than they would renting the same vehicle in July.

rather than a compact car. If travel includes certain hobbies, such as skiing or bicycle riding, look for a rental with a ski or bike rack — or one that can fit such accessories. Those concerned with the environment may want to rent an eco-friendly model.

• Know what you want. Before renting, decide which type of vehicle will best fit your needs. If you’re traveling with children, you may need a van or a large sedan,

• Shop around. Major car rental agencies are located all over the world. However, depending on where you travel, locally owned companies may offer comparable

service and lower rates. Lower operating costs (think no franchise fees or big advertising budgets) mean these rentals typically cost 15 to 30 percent less than rentals from mainstream agencies. Research lesser-known rental companies beforehand to compare prices and read any reviews to see if these businesses are up to the standards of larger, betterknown chains. • Avoid renting from an air-

port. It may be convenient to step off a plane and grab a rental right there. However, rental car agencies operating at airports may pass on airport surcharges to their customers. Try a car rental service away from the airport and take a shuttle or cab to get there.

• Understand mileage caps. According to Angie’s List, some rental car companies offer unlimited miles for a rental period, while others may employ mileage caps. Read the fine print of the agreement, especially if you’ll be using the rental for long-distance driving.

• Ask about membership affiliation. Inquire about discounts for any major national organizations, frequent flier programs and credit card programs to which you may belong. If you’re employed by a company that frequently rents cars, they may have a negotiated rate for employees.

• Investigate insurance coverage. You may be able to decline extra insurance coverage at the rental desk. Some personal automotive policies will cover collision damage and personal liability for temporary use of a rental car, according to MileCards.com, a travel rewards card comparison website. What is not covered by your insurance may be covered by secondary insurance offered by the credit card used at booking.

Rental cars are a major component of travel. Consumers can save money and make trips even easier by understanding some of the basics of renting.

Auto theft is sometimes mistaken as a victimless crime. After all, insured motorists are typically reimbursed for stolen vehicles, and drivers whose cars are returned after being stolen can simply submit a claim to have any damages paid for by their insurers. But this characterization of auto theft is untrue, as all motorists, whether their car’s been stolen or not, pay for auto theft. The Insurance Bureau of Canada notes that each year auto theft costs Canadians roughly $1 billion. That figure includes the $542 million insurers pay to fix or replace stolen vehicles each year. Those costs are ultimately passed on to customers, who then indirectly pay for the actions of car thieves. Curbing auto theft is not necessarily the job of drivers, but there are things motorists can do to reduce the likelihood that their car will be stolen by opportunistic thieves. • Avoid keyless ignition systems. Drivers who live in areas that are vulnerable to auto theft may want the peace of mind that comes with traditional keyed ignition systems instead of the more modern and flashy keyless ignition systems. While vehicles with keyed ignition systems are stolen every day, some thieves may find it easier and quicker to steal cars or trucks with

Vehicle theft is something few people imagine happening to them. Until it does. While many motorists may think technology has done wonders to curb vehicle theft, the National Highway Traffic Safety Administration notes that a motor vehicle is stolen every 46 seconds in the United States.

keyless ignition systems. Thieves can copy keys used in traditional ignition systems, but that process may require access to the original key and tends to take longer than it takes for thieves to reprogram keyless ignition systems once they’re inside a car. Reprogramming devices are not legal, but they are available and can be used to shut off automobile alarm systems in a matter of seconds.

• Park smart. Some motorists like to park far away so their vehicles are not at risk of being dinged or scratched by inattentive drivers and passengers getting into and out of nearby vehicles. Others may simply not have the patience to find parking spots in well-lit areas close to home or storefronts. But thieves may target vehicles parked nowhere near foot or automobile traffic. Always park in parking garages or other well-lit areas, which deter thieves from break-

times. One of the simplest ways to protect a vehicle from prospective thieves is to always lock the windows and doors, even when you’re inside the vehicle. Auto thieves like things to go quickly and smoothly, and locked doors and rolled up windows only complicate things for thieves. Get in the habit of locking the vehicle when you’re driving, as unlocked doors make it easier for carjackers to surprise unsuspecting motorists.
