Dear Fellow TMA Members, The dynamics of how we interact with one another has undergone an incredible transformation in the past few years. How many times have you seen a couple in a restaurant sitting together, each on their smartphone? For all you know, they may be texting each other. While technology has brought people together, it has also created a wide gulf in terms of personalizing our interactions. While an email is quick and easy to send, it is personal interactions that are the cornerstone of meaningful connections. Face-to-face communication is a critical life skill since it provides connection on a much different level than electronically. Communication skills, both listening and speaking, are crucial pillars with which to create a bond with someone else. When people gather and exchange ideas, work on solving problems together and communicate with each other face-to-face, a rapport often develops and common ground is found. I have learned and continue to learn so much because of the relationships I have enjoyed over the years with my peers and colleagues in the Security industry. These are face-to-face interactions that are both professional and social. They happen at meetings, cocktail receptions, and industry events, which are often based on relevant training and education. Such forums are the cornerstone of improving your own knowledge, your company’s skill sets, enababling your company’s ability to grow and to serve your clients. This makes membership in TMA and your participation critical for your continued success. We live and work in complex and disruptive times. Client expectations have never been higher and the customer experience never more important. A trusted network of your peers who face the same challenges you do on a daily basis is a tremendous resource – because they walk in the same shoes you do every day. It is a great time of the year to take a moment to assess how you’ve leveraged your organization’s membership in TMA to capture new business…to acquire new knowledge and skills…to build a reputation, or perhaps, to join with other member companies in advancing an industry standard or legislation. The opportunities to grow and achieve with TMA are virtually limitless.

In a story featured in American Business Magazine some years ago on the value of association membership, the author wrote, “To reap the benefits, you must also make an investment of time and effort in association activities and become involved.”
So, to those of you who have attended or spoken at our events; participated in the development of an educational program; or contributed in some way to one of our initiatives – we thank you! To those of you who are sitting on deck, watching and wondering why you’re not reaping the full potential of your TMA membership…Step up. Dive in.

TMA Bids a Fond Goodbye to a Much Beloved Past President On July 21st, after suffering a severe stroke, much beloved TMA Past President Mel Mahler (20012003) passed away. He was 82. Mel was a tireless advocate for the industry and TMA. He would be ready with a kind word, encouragement and always had time to offer insight. He was a mentor for many of us. A leader like Mel comes around all too rarely. He was a shining example of the expression that you may not remember what he said, you may not remember what he did, but you will always remember how he made you feel. TMA Past President and friend Ralph Sevinor truly captured Mel’s spirit, writing, “If you knew Mel for a week, a month, or decades, he was always a true friend, a confidant, a successful businessman, an associate and always a kind, giving person of himself.”
Upon reflection, TMA Executive Director Celia T. Besore shared, “Mel was a great leader of our industry and a passionate CSAA/ TMA supporter. I was privileged to have worked closely during and following his presidency. He was always willing to lend a hand and provide wise advice. He will be greatly missed.” Mel leaves behind his loving wife Carol and three children. A private ceremony and burial was held in Illinois. If you would like to send a condolence message to Carol and the family, the home address is 3021 Smith Lane, Franklin, TN 37069. Mel’s legacy will clearly live on, his impact on our profession and community will endure, his keen sense of humor will continue and will remain
in our hearts and minds as a shining example of the positive example of the positive aspects that we should all strive to be,” noted Sevinor. Cellular Service Through the Decades By Louis T. Fiore, Chair, AICC
Every decade or so seems to give us a new generation of cellular service. This began about 1983 with AMPS (Advanced Mobile Phone System) cellular. The photograph below shows one of the pioneers, Martin Cooper, then general manager for the systems division at Motorola, reenacting his first cellular telephone made from the corner of 53th Street and 6th Avenue in Manhattan. This was the first commercially available cellular phone small enough to be easily carried. His first call was to his rival at AT&T. Before that point, mobile telephone was basically a two-way radio interconnected to the telephone network. Let’s go back and take a look at the
evolution over the decades. AMPS was the first traditional cellular service model. Before AMPS there were two less sophisticated systems called MTS and IMTS. The Mobile Telephone Service (MTS), first introduced in the mid 1940’s, was one of the earliest mobile telephone standards. This service first used VHF then a combination VHF/ UHF radio system that linked to the Public Switched Telephone Network. MTS was the radiotelephone equivalent of landline dial phone service. It was operator assisted in both directions, meaning that if you were called from a landline telephone, the call would be routed to a mobile operator, who would route it to your phone. bound call you had to go through the mobile operator, who would ask for the mobile number and the number to be called and would then place the call. This service originated with the Bell System and was first used in St. Louis on June 17, 1946. The original equipment weighed 80 pounds, and there were initially only 3 channels for all the users in the metropolitan area. Later more licenses were added bringing the total to 32 channels across 3 bands. Frequencies used were 35 MHz paired with 43 MHz, 152 MHz paired with 157 MHz, and 454 MHz paired with 459 MHz. The photograph below shows an early implementation housed in the trunk of a car. MTS was used at least into the
1980s in large portions of North America. On October 2, 1946, Motorola communications equipment carried the first calls on Illinois Bell Telephone’s new car radiotelephone service in Chicago. Due to the small number of radio frequencies available, the service quickly reached capacity. In 1964, MTS was replaced by Improved Mobile Telephone Service (IMTS). It was an improvement in that it offered direct-dial rather than connections through a live operator.

We can look back on AMPS and label it as “1G.” A quick transition to our current time shows that previous generations of mobile networks addressed consumers need for voice and short text messages in 2G, then web-browsing in 3G and higher speed data and video streaming in 4G. The primary focus and reason for needing an upgraded network is to support the growing number of devices that demand Internet access, many of them requiring so much bandwidth in order to function normally that 4G simply doesn’t cut it anymore. SIAC Working with Police Nationwide as Alarm Technology Changes By Stan Martin, Executive Director, Security Industry Alarm Coalition
At the Security Industry Alarm Coalition (SIAC), our team interacts with law enforcement every day on a national and local level. As public safety agencies deal with new technology such as video monitoring, smart devices, and do-it-yourself home security systems, it is imperative for the alarm industry to work closely with law enforcement to maintain police response while working toward the reduction of unnecessary dispatches. SIAC provides expertise to law enforcement when discussing best practices for policies governing electronic security systems. Through these meaningful discussions and long-term relationships, SIAC provides the industry with a key voice when it comes to ordinances governing the electronic security industry. The Challenges The model ordinance developed by SIAC and leaders in law enforcement continues to be a national best practice for dramatically reducing calls to law enforcement. User error, not system error, is the overwhelming cause for alarm dispatches. Registering alarm systems and fining alarm owners for unnecessary dispatches have been highly effective ways of reducing calls. Recently, many agencies are focusing on alarm education. “In our system, we have a tiered [fine structure], but before the fine, we are letting them know that we don’t want to penalize you. We’d rather educate you,” said Terrance Green, Chief of Police in Lexington, South Carolina. “Most of the time, it was an employee error, so our guys would go in with the manager and

lay out an education program for their employees. We saw a dramatic drop in our alarms from there.” Verified response is another issue the alarm industry continues to address. We are starting to see cities that once thought verified response was an effective program drop the program because of increases in crime and citizen complaints. Out of more than 18,000 thousand law enforcement agencies in the United States, only a handful use verified response. San Jose, California is the latest city to drop verified response. Where We Are Heading In addition to working with individual law enforcement agencies, SIAC also helps law enforcement on a state and national level. SIAC advises in the formation of state alarm management committees—the latest, Utah in April. SIAC also works closely with the International Association of Chiefs of Police and the National Sheriffs’ Association where one of the main topics continues to center around the advancements in technology and adapting our best practices to best serve our communities. “You can make alarm technology and law enforcement so that they work in concert,” said Dan Flynn, Chief of Police in Marietta, Georgia. “We’re going to continue to try and work together, and harness technology the best we can for the good of the communities and the people that we serve.”
Lend Your Support to the 9-1-1 Saves Act The federal government currently classifies 9-1-1 operator positions as administrative/clerical in nature, in the same group for secretaries, office clerks, and taxicab dispatchers, which is inaccurate and a disservice to the lifesaving work and dedication of these professionals. In partnership with APCO International, TMA is seeking your support for the bipartisan, bicameral 9-1-1 SAVES Act, a simple zero-cost bill that would fix the federal classification. “The work performed by public safety telecommunicators is nothing short of extraordinary, and it is 100% ‘protective.’ Passage of the 9-1-1 SAVES Act will be a win for public safety, and APCO sincerely appreciates The Monitoring Association’s and its members’ efforts to ensure that this happens,” stated APCO Executive Director and CEO Derek K. Update on UL827 Submitted by UL
On April 11, 2019, UL announced that the Standards Technical Panel had reached acceptance consensus on revisions to UL827, Standard for Central Station Services first proposed in Dec, 2018.The announcement also noted that the revised Standard had been adopted as an American National Standard by ANSI (the American National Standards Institute). UL staff is now preparing a plain language summary of the new and revised requirements that will be published in the near future. Those who are registered in UL’s Collaborative Standards Development System can find the specific proposal language in the UL bulletin dated Dec 14, 2018. All current UL subscribers have access to the latest UL827 language through their UL Standards Library account at www.ulstandards.com. The revision proposal’s language was developed by a task group that worked in conjunction with the TMA Standards committee. UL staff participated as well, but the work truly represents industry’s recommended best practices. Revisions were made in Section 11, Power Supply, and Section 17, Central Station Automation Systems. Material that could have potentially significant impact includes secondary power requirements in paragraph 11.5.1 and Table 11.1, and cybersecurity measures requirements in paragraph 17.15, along with its references. UL’s formal notice to Certification holders will include all the details, but those that want to get an early start might consider looking at these sections.
UL anticipates that monitoring stations may need some time to come into compliance with the new requirements and that a future effective date would be appropriate. We will seek industry input prior to setting that date. Based on lessons learned from the publication of UL827 8th edition, the UL process for evaluating and confirming compliance with new requirements has been revised as well. When requirement changes have significant impact: •

The transition from 4G to 5G will serve both consumers and multiple industries. With global mobile data traffic expected to grow eight times by the end of 2023, there is a need for a more efficient technology, higher data rates and spectrum utilization. New applications such as 4K/8K video streaming, virtual and augmented reality and emerging industrial use cases will also require higher bandwidth, greater capacity, security, and lower latency. Equipped with these capabilities, 5G will bring new opportunities for people, society, and businesses. But while we begin to accept 5G, I believe that 4G will be around for some time to come. Three areas of usage and applications have been defined by the International Telecommunication Union’s Radiocommunication Sector (ITU-R) as part of its program to
expand and support diverse usage scenarios and applications beyond 4G. Enhanced Mobile Broadband is the first use case for 5G. It addresses traffic growth demands and higher consumer experience needs. Fixed Wireless Access, as another use case example, can provide connectivity for households and some companies using wireless technologies. This can likely be an alternative to household cable service. Widespread connectivity is needed as the demand for mobile broadband continues to grow. Besides massive use of the Internet of things (IoT), there is critical IoT Wireless control of industrial manufacturing and production processes, remote medical surgery, and transportation safety, such as interconnected cars.
One fundamental difference is 5G’s use of unique radio frequencies to achieve what 4G networks cannot. 5G uses different kinds of antennas, operates on different radio spectrum frequencies, connects many more devices to the internet, minimizes delays, and delivers ultrafast speeds. More than likely, the next generation beyond 5G will just be still higher data rates and require more bandwidth. But as we move higher in frequency, distance to a cell site will, I believe, ultimately create a barrier. In other words, this will be its limitation. These cell sites will need to be interconnected via probably a fiber connection. Beyond 5G? Work on 6G has already begun. It promises even greater speeds and even lower latency.

What does NextGen mean to you? To me, NextGen is a fun and relaxed way to meet, network and build relationships with peers in the security industry. Every year as NextGen grows so does my personal network of professionals that I can reach out to for their expertise on a given issue I may be experiencing. In my personal experience, when I first started to get involved and attend trade shows and conferences could be a bit overwhelming with the amount of people to meet and also being one of the younger attendees. NextGen helps bridge that gap and allows for a more focused networking event which could equate to being something like a Young Professionals Association. What do you like to do in your spare time? In my spare time, my wife Debra and I like to spend as much time outdoors as possible. We regularly mountain bike, paddleboard, hike, ski and travel to explore new places. Our favorite place during the summer is spending time at our operation down on Nantucket Island to relax and enjoy the weekend. Why is the NG group important to TMA, and to the industry? I think NextGen is really important for our industry to help attract and retain the future of the security industry workforce. Getting them involved in associations now so they can participate on committees is crucial to ensure we pass down information from the industry veterans. Just like any company we have to be looking towards to future and it all starts with training and education.

For a large utility company with many locations, one of the challenges the Security Command Center deals with is receiving a lot of alarms; making alarm verification very important. “When we design our security systems, I actually sit with the security design team, whether building something new, protecting something new, or updating our protection of something.” Flores and the security design team visit each site, then sit down to design a security system that will meet the specific needs of the particular site. One of the biggest needs in every location are cameras. “In the past, when we didn’t have an in-house alarm center, the sys-

Working in Puget Sound Energy’s Security Command Center, Flores and team monitor alarms and work to make sure all facilities are secure, regardless of possible site challenges. The Security Command Center is part of the corporate security team

AICC Response to New Rules Regarding Central Station Channel Restrictions As previously reported, on October 22, 2018, the FCC adopted the final order in WP Docket No. 16-261, changing the restrictions on use of all central station alarm frequencies. Status of Action Items: 1. Station operations: In the face of the rule changes, central station alarm companies should apply for new or modified use of central station channels, either offsets or primaries, to ensure that current and planned operations have the necessary spectrum and signal coverage. In particular, existing licensees should ensure that their license provides a wide enough operating area to cover existing customers and foreseeable growth of the existing systems. With the incremental growth of mesh technology systems through the addition of customer locations (that are classified as “mobiles” and therefore not subject to separate FCC licensing), it is possible that an existing system may have grown over the years to where it is near or exceeds the boundary of the operating radius shown on its FCC license. 2. Modified Coordination Protocol: On April 10, 2019, LMCC voted at its annual meeting to approve the modified Consensus Protocol to ensure to the greatest extent possible that a sensible approach is taken on coordination of non-central station 22 | TMA Dispatch l www.tma.us
operations on alarm channels, especially with regard to the offsets. TMA and LMCC have provided the modified Consensus to the FCC’s staff. The Protocol includes the concept that central station offsets should be made available for noncentral station use only where no other Low Power Pool channels are available. 3. Petition for Reconsideration: On December 27, 2018, TMA filed a Petition for Partial Reconsideration seeking to march back access to central station low power “offset” channels used to send alarm signals to the central station. AICC demonstrated that the Order’s modification of the use restriction on these channels creates the risk that frequencies needed for life safety alarm operations will be depleted in many markets by less urgent uses. No party filed an opposition to the Petition by the April 4 deadline. If the FCC accepts the modified coordination protocol, thereby allowing TMA to better protect central station operations, TMA may be in a position to withdraw the petition. 4. Preparation for concurrence requests: TMA is continuing to take steps to establish internal procedures for processing concurrence requests for use of central station channels by non-alarm applicants. TMA is setting up a testing process for making sure that its concurrence procedures are adequate, and has invited the largest commercial coordinators to participate in a dry run test. Satellite Update TMA continues to participate in the FCC’s World Radiocommunication Advisory Committee (WAC), advocating for a power flux density limit adequate to protect alarm radio operations from harmful interference. And TMA continues to participate in the U.S. Working Group 7B effort on this spectrum. Comment Sought on 900 MHz Band Realignment Rules On March 14, the FCC released a Notice of Proposed Rulemaking seeking comment on proposals
to reconfigure the 900 MHz band to facilitate the development of broadband technologies and services as well, including for critical infrastructure. Comments are due on June 3 and reply comments are due on July 1. Specifically, the FCC has proposed to realign the 900 MHz band to create a 3/3 MHz broadband segment between 897.5-900.5 MHz and 936.5939.5 MHz, leaving two separate narrowband segments: a 1.5/1.5 megahertz segment (896-897.5/935936.5 MHz) below the broadband segment and a .5/.5 megahertz segment (900.5-901/939.5-940 MHz) above the broadband segment, and to reserve the remainder of the 900 MHz band for continued narrowband operations. This would entail replacing the Land Mobile Service allocation in the 900 MHz band with a Mobile Except Aeronautical Mobile Service allocation on a coprimary basis with the Fixed Service, consistent with the allocations in the 890-902 MHz and 928-942 MHz bands in Region 2 of the International Table of Frequency Allocations To accomplish this, the FCC has proposed to authorize a marketdriven, voluntary exchange process that would allow existing licensees to come together and mutually agree to a plan for relocating sitebased incumbents and transitioning the band for broadband use. As alternatives to the proposed marketdriven process, the FCC has also proposed two auction processes to accomplish the relocations necessary to provide sufficient contiguous spectrum for broadband services. The first would be an auction of overlay 900 MHz broadband licenses, coupled with the right to require the mandatory relocation of narrowband incumbents in the entire band. Under this approach, the FCC would conduct, where appropriate, an auction of a single 3/3 megahertz overlay license in a geographic area (e.g., county or other area which the FCC finds most suitable for this transition method). The second alternative would be an incentive auction to reduce encumbrances

Under an incentive auction approach, the FCC would create a single 3/3 megahertz broadband license in each market by offering incentive-payments to existing licensees of SMR spectrum licensed on a Major Trading Area (MTA) basis in exchange for relinquishing spectrum usage rights, while also repacking site-based and any holdout MTA licensees. The FCC is also seeking comment on proposed technical rules for the new broadband service. Alarm manufacturers and providers will want to determine if the new 900 MHz broadband licenses will be an opportunity for the industry, as licensees or as users of such service. The Save the Internet Act would purportedly restore several aspects of Title II regulation to broadband internet access service, including: Prohibition of “unjust and unreasonable practices” (Sections 201 and 202); Investigation of consumer complaints under section 208 and related enforcement provisions (Sections 206, 207, 209, 216 and 217); Protection for consumer privacy (Section 222); Fair access to poles and conduits (Section 224); Protection for people with disabilities (Sections 225
and 255); and Universal service fund support for broadband service in the future (partial application of Section 254). These provisions could reasonably provide some protection to alarm companies from predatory practices by competitors who also offer broadband Internet access services. Being able to block or degrade competitor’s data would put them at a substantial competitive advantage. H.R.1954, S.952 - Cellphone Jamming Reform Act of 2019 Rep. This bill would prohibit the FCC from preventing a State or Federal correctional facility from utilizing jamming equipment. AICC members have are concerned about prison cell jammers jamming signals outside the prison, in particular alarm signals. The bill provides that jamming must
be limited to the housing facilities of the correctional facility, but precise limitations may prove difficult to implement. This language is not likely sufficient to protect alarm company customers. AICC will want to monitor this legislation and participate in any effort to implement it, as necessary.

The purpose of this bill is to amend the Communications Act to expand and clarify the prohibition on inaccurate caller identification information and to require providers of telephone service to offer technology to subscribers to reduce the incidence of unwanted telephone calls and text messages. In particular, the bill requires communications providers to offer the option to enable technology that identifies an incoming call or text message as originating or probably originating from an automatic telephone dialing system, and prevents the subscriber from receiving a call or text message so identified unless (a) the call or text message is made or sent by a public safety entity, including a public safety answering point, emergency operations center, or law enforcement agency; or (b) the subscriber has provided prior express consent to receive the call or text message and has not revoked that consent. AICC will want to participate in any associated FCC rulemaking to assure that alarm companies’ automated messages are not incorrectly blocked by carriers under the technology proposed here. The FCC is currently making progress on allowing carriers to block calls for customers, and AICC will want to participate in those proceedings as well.

FCC Adopts Rural Call Completion Rules for Intermediate Providers The FCC has released a further order that should help alarm companies resolve call completion issues when they arise and that may help reduce the incidence of call completion issues. Specifically, the FCC has issued an Order and adopted rules to govern the actions of intermediate providers, entities in the call path of interexchange calls, to improve call completion. Last year, the FCC adopted rules governing the actions of covered providers, the entity that makes the initial long-distance call path choice for a call, to improve call completion. Under the rules, both covered providers and intermediate providers must identify individuals who can be contacted to resolve call completion issues. Covered providers must make this information available via their website. Covered providers also must monitor the behavior of intermediate providers in the call path and take corrective actions when call completion issues arise, including removing ill-performing intermediate providers from the call path. The FCC’s recently adopted Order and rules detail the informational and service quality requirements that intermediate providers must meet. Pursuant to the Order and rules, intermediate providers must register at the FCC via a portal on the Commission’s website and furnish the following information: (1) the intermediate provider’s business name(s) and primary address; (2) the name(s), telephone number (s), email address(es), and business address(es) of the intermediate provider’s regula26 | TMA Dispatch l www.tma.us
tory contact and/or designated agent for service of process; (3) all business names that the intermediate provider has used in the past; (4) the state(s) in which the intermediate provider provides service; and (5) the name, title, business address, telephone number, and email address of at least one person as well as the department within the company responsible for addressing rural call completion issues. The FCC also requires intermediate providers to meet the following “service quality” standards: (1) a general duty to complete calls; (2) a requirement to “actively monitor the performance of any directly contracted downstream intermediate provider and, based on the results of such monitoring, take steps to address any identified performance issues with that providers,” when routing traffic destined for rural areas; and (3) a requirement to ensure that any additional intermediate providers to which they hand off calls are registered with the Commission. In discussing the duty to complete calls, the FCC states that intermediate providers “must promptly resolve any anomalies or problems that arise preventing call completion, and take action to ensure they do not recur.” According to the FCC, “[e]vidence of poor performance includes, among other indicators, ‘persistent low answer or completion rates; unexplained anomalies in performance reflected in the metrics used by the [intermediate] provider; repeated complaints to the Commission, state regulatory agencies, or [intermediate] providers by customers, rural incumbent LECs and their customers, competitive LECs, and others.” With respect to performance monitoring, intermediate providers are required to both prospectively and retrospectively monitor their rural call completion performance. Failure to comply with the intermediate provider registration requirement could result in a forfeiture issued by the FCC. Failure to comply with the service quality standards could result in the FCC “deregistering” the intermediate provider from the registry and the
issuance of a forfeiture. In a disappointing turn, however, the FCC stepped back from its proposal to require intermediate providers to meet existing service quality “best practices,” such as taking reasonable steps to: (1) prevent “call looping,” a practice in which the intermediate provider hands off a call for completion to a provider that has previously handed off the call; (2) “crank back” or release a call back to the originating carrier, rather than simply dropping the call, upon failure to find a route; and (3) not process calls so as to “terminate and re-originate” them (e.g., fraudulently using “SIM boxes” or unlimited VoIP plans to reoriginate large amounts of traffic in an attempt to shift the cost of terminating these calls from the originating provider to the wireless or wireline provider). Intermediate providers are required to register with the FCC by May 15, 2019. The intermediate provider service quality requirements will be effective on September 15, 2019.
Reconsideration Sought On FCC’s Adoption of Reassigned Number Database to Reduce Unwanted Calls Two petitions have been filed asking the FCC to reconsider certain aspects of its order, adopted late last year, to create a reassigned number database to help companies, including alarm industry companies, prevent running afoul of the Telecommunications Consumer Protection Act (TCPA) when placing calls and sending text messages where a customer’s telephone number has been reassigned to another. In the order, the FCC found that a single, comprehensive database should be created containing reassigned number information from each provider that obtains North American Numbering Plan (NANP) U.S. geographic numbers, including toll free numbers. Since then, the program has grown to include more than 400 businesses and has already shown results in the area of improving community safety. “Guardian Alarm has been connecting our existing customers--around 6,000 commercial customers in the City of Detroit--with the initiative to improve safety across the community and help Project Green Light achieve its goal of 500 participating businesses,” says Jason Tague, Director of Business Development and Strategic Accounts at Guardian Alarm.
“This project is the first public-private-community partnership of its kind, blending a mix of real-time crime-fighting and community policing aimed at improving neighborhood safety, promoting the revitalization and growth of local businesses, and strengthening DPD’s efforts to deter, identify, and solve crime.” According to the Project Green Light website, violent crime incidents have been reduced by 23 percent year-to-date across all participating sites. Among the original eight participating sites, incidents of violent crime dropped by 48 percent in 2018, as compared to the number of incidents that occurred in 2015 prior to joining Project Green Light. “It was our relentless commitment to our community that led us to support Project Green Light and help grow the number of participating businesses,” says Tague. ESX 2019 Leaves Attendees Inspired; Empowered for Greater Success More than 1,500 security professionals attended this year’s ESX in Indianapolis, IN. Attendees came from across the U.S. for four days of networking, education, and exhibits beginning Monday, June 3rd. . ESX delivered an outstanding track of education programs in line with some of the most significant challenges facing its security industry professionals today. TMA hosted its General Membership Meeting on Monday, June 3rd where committee leaders provided updates on key initiatives and staff facilitated the election of new officers and board of directors. The new slate will assume their duties as of the conclusion of TMA’s Annual Meeting, Oct. 12-16, in Napa, CA. To say that this year’s keynotes left attendees inspired would be a dramatic understatement. Each one shared real-life experiences and communicated lessons-learned and antidotes to motivate the audience to reach higher and farther in business and in life. On Tuesday at lunchtime, Dr. Rick Rigsby delivered his presentation, “Making an Impact.” Rigsby drew most of his message from his relationship with his high-school educated father. He offered simple words of advice on how to treat those that you meet each and every day. But, there was nothing simple about how giving others basic human respect would influence and impact the life of the giver. Kevin Brown’s Wednesday keynote, “The Hero Effect”, was a deeply heartfelt reminder of how easy it is to make a difference in someone’s life. His words challenged attendees to recapture and harness the sense of having
super-powers as when we were children pretending to fly around with our cape tied securely around our necks. To illustrate the power of making a connection with a customer, Brown relayed a story of an experience his family shared in Disney decades ago. In typical Disney fashion, a chef went above and beyond to meet his autistic son’s special dietary needs. The small, but magnanimous, gesture formed the basis for a lifelong friendship and a new chapter for Disney employee orientation. On Tuesday, June 4th, TMA was pleased to host its Member Reception on the exhibit floor in its booth. Member attendees and exhibitors enjoyed beverages, appetizers, and one another’s company. A special table was designated for TMA’s NextGen group to gather and network with one another. Robbie Apissoghomian, Alarme Sentinelle, was the winner of a $25 VISA card. This year’s closing lunch panel was also quite riveting and thought-provoking. Panel facilitator LaGrange Police Department - Chief of Police Louis Dekmar, led a discussion with Indianapolis Motor Speedway - Director of Safety & Security Ted Fries and United States Secret Service - Assistant to the Special Agent in Charge Mindy Pretzman, on the topic of today’s top security threats. Officer Pretzman called on those security professionals gathered at ESX to work closely with their customers and to plan in anticipation of various potential threat scenarios when designing their security system. Passion and Hard Work Secret to Peak Alarm Success
Howe and Weakley families proudly celebrate five decades of delivering customer-focused security services with him as he responded to alarms. Julie remarked, “He was a one-man show!” Over the years, Jerry welcomed members of his family to join the company. Today, Julie and her brother are employees, as are a hand-full of the now third-generation family members. You’ll find Howe descendants working in management, sales, marketing, and even in installation and service. The original company has now grown into three companies, which collectively make Peak Alarm the largest full-service security company in Utah. From 130 accounts to 15,000 accounts, the company continues to achieve success. The three Volkswagen vans have multiplied to 80 vehicles. “Our logo and our name are widely recognized throughout the state,” said Julie. Naturally, the company has had its challenges over its 50-year history. Today, Don identifies low unemployment rates as one of his top challenges today. “There are more jobs than people,” expressed Don. Although competition is a constant challenge, Don and Julie noted that the newest trends in DIY products and systems hasn’t significantly impacted their business. “The products that we offer our customers for home security are equal to or better than what they can purchase elsewhere,” stated Don. The entry of cable companies into the intrusion business has presented some tough competition, as their bundled packages offer compelling value to homeowners. Though some things have changed in the past five decades, Jerry, at 76 years-old, still comes to the office every day, including weekends. Here’s to the next 50 years! On April 1, 2019, TMA member Peak Alarm marked its 50th anniversary. The Salt Lake City, Utah-based full-service security company began in 1969 with just 130 accounts and two Volkswagen vans. Peak Alarm Founder Jerry Howe purchased the security company after shortterm stints working as an armed guard for ADT and as an installer for Bay Alarm in California. According to Howe’s son-in-law and current Peak Alarm President and CEO Donald “Don” R. Weakley, Jr., then Bay Alarm President Everett Westphal challenged Howe on news of his new purchase, “Do they have crime in Utah?” Howe simply replied, “If not, I’m in trouble!” And so, as they say, the rest is history. Jerry went ahead of his family to Utah where he met the security company owner on the side of a road to pick-up the keys to the vans and customer’s homes. Julie Weakley,

The security design team then looked into providing double camera angles; closer angles for investigations, and more zoomed-out angles to give the Security Command Center a broader view of the area. The addition of pan-tilt zoom cameras was also a huge help in allowing operators to see incidents in real time and do a virtual sweep of the area. Having an in-house security team has also helped Puget Sound Energy reduce false alarms and even false dispatches. Puget Sound Energy has cut police dispatches since moving to an in house command center; in 2018 they dispatched police to just over one third of a percent of total alarms received (0.3%). Flores credited this drastic reduction to having an inhouse team that was able to “Build systems that an operator in the command center can verify through multiple means – cameras, access control verification, and working with an emergency contact. But even emergency contact-wise, we hardly have to call anybody. Most all the alarms that my team gets, we can verify inhouse because of the camera systems and installations that we make as a direct result of those discussions that we have in the design meetings.” An 18-year veteran in the security industry, with monitoring and field work experience ranging from mall security management to the U.S. Department of Defense, Flores also recognized the importance of having realistic expectations of police resource manpower. “I can take my experiences from the field and understand how limited police resources are, and how important it really is that we do our due diligence in our command center to make sure that we’ve exhausted all resources before sending the police to an alarm.” Security system design can get even trickier, however, when the chosen site is a popular recreation area or spread over rugged terrain.
Along with their regular office buildings where the majority of employees work, there are: service centers and operating bases where trucks and other materials needed by the field crew are held, electrical substations that provide electricity to neighborhoods, and generation facilities where electricity is made through water, wind or natural gas. “All of those different facilities have different protection needs. It can’t be one size fits all. At some locations, nobody may go there for a month. Others, somebody is in there every day, Monday-Friday business hours.” Flores noted that some PSE facilities have produced a special kind of challenge as they are often also recreational areas. “You have the challenge of trying to protect what you don’t want people to be able to get to, while still allowing them to enjoy all the fun activities that are involved with waterfalls and hiking trails.” How do you design protection where you maybe can’t even put up a fence? Flores and team take on the task by finding alternative methods, “We look at those challenges with things like virtual fences; using beam detectors to kind of create a virtual fence to protect those areas. And then providing a supplement of camera views so that an operator can verify – is that a person going to that area, or is it a deer?” With so many various facilities of different sizes, and with different needs, Flores stressed that it is impossible to use a cookie cutter security design for every location. “They all have their unique challenges!” The TMA Proprietary Council welcomes engagement with companies in other member categories. Home Security Platforms and Smart Home Products By Chris O’Dell, Research Associate, Parks Associates
The security industry remains the leading channel for smart home systems and services, putting security dealers in a unique position to benefit from demand for connected living. Interactive services, which provide the ability to monitor a security system via a smartphone, have become standard in new systems and continue to grow in adoption year-over-year. According to international market research firm Parks Associates, professionally monitored security systems with interactive services reached 70% at the end of 2018, up from 41% at the end of 2014. Further, about 80% of security systems acquired in the past four years include interactivity. Building on the
conversion from legacy to interactive services, security system providers additionally offer smart home controls in their package tiers and individual devices that can be layered on top of those systems. As adoption of interactive services has matured and become mainstream in recent years, recurring monthly revenue (RMR) growth has slowed. In addition, the introduction of new entrants (Frontpoint, SimpliSafe, Ring, and others) with low-cost, self-installed systems is putting downward pressure on RMR. Despite these trends, the integration of smart home products including lights, locks, and thermostats provides a significant opportunity for RMR growth going forward.
Among purchase intenders of security systems that come with or work with smart products, nearly 40% express an interest in adding smart home products to the system post-purchase. The most desired devices among those with high purchase intentions of a security system include video monitoring cameras (68%), smart smoke/CO detectors (57%), and smart door locks (56%). Not only do these households show a desire for add-on smart home devices, but our research also shows householders using their home security system as a smart home platform are more likely than households using other platform types to value the benefits of their smart devices. One of the leading security-based platforms, Vivint Smart Home, also allows customers to overcome upfront cost barriers of acquiring multiple smart home devices with its Vivint Flex Pay. Flex Pay allows subscribers to finance the upfront costs of services and devices, up to $4,000, over the length of the contract (42 months or 60 months) and customize their equipment package based on their loan approval amount. Some dealers have discovered that monetizing smart home value prop-
ositions through recurring revenue becomes increasingly challenging as the benefit to the end user extends further away from security and life safety. Value propositions must shift from the traditional arming and disarming of a system to peace of mind experiences such as checking if the kids arrived home safely and checking home status at will. Compelling use cases like these that resonate and move a consumer will help expand the market. The database will enable any caller, such as an alarm company, to verify whether a telephone number has been reassigned before calling that number. The FCC provided a “safe harbor” from liability for callers who verify numbers in accordance with its rules. In response to concerns raised by AICC and others, the FCC attempted to set the parameters of the database to minimize its costs. The Professional Association for Customer Engagement (PACE) and the Competitive Carriers Association, CTIA and USTelecom, jointly, have asked the FCC to modify certain aspects of the order. PACE has asked the FCC to eliminate the requirement that business landline and tollfree numbers be included in the reassigned numbers database. PACE also has asked the FCC to modify the regulation’s safe harbor language. The Competitive Carriers Association, CTIA and USTelecom (Petitioners) filed a
joint petition asking the FCC to reconsider its decision to merge the administration of the reassigned numbers database with the North American Numbering Plan (NANP) administrator and pooling administrator functions under a single contract and a single administrator. The Petitioners contend that although the FCC apparently adopted this approach because it may be able to achieve efficiencies by merging the administration of the databases, this is not the case. Rather, the Petitioners argue consolidation will limit the
pool of potential vendors and that the functions performed by the databases are vastly different and consolidation would increase operational complexity. The joint petition may impact the timing of the reassigned numbers database. The FCC had directed NANC to issue its recommendations by this summer for implementing and operating the reassigned numbers database, including a Technical Requirements Document, and recommended fee structure, and fee amounts. After the recommendations were put out for public comment, the FCC expected to incorporate the recommendations and any relevant comments into its decisions to contract with an Administrator. Accordingly, the joint petition may ultimately delay the establishment of the database. AICC will follow this matter and report when it is released for comment later this year.
