WHAT IS PHCSA? It’s an acronym for the Palm Harbor Community Services Agency, Inc. Since Palm Harbor isn’t incorporated and doesn’t have a local government, the taxpayers decided back in 1985 to tax themselves. They created the Palm Harbor Community Services District to provide leisure services to the community. Governed by a volunteer board, PHCSA is a registered 501(c)(3) organization and a special taxing district of Pinellas County. PHCSA manages CSA Palm Harbor, the Palm Harbor Library, East Lake Community Library, and the East Lake Recreation District. Donations made to PHCSA maty be tax deducitble as allowed by law.
