ow, 2018 is almost here. This year flew by real quick. As you can see from our past year of magazines, we have spared no effort in bringing you the most enjoyable and reader friendly magazines we can come up with. We have taken all your input and ideas and have published what we feel are the 3 best local community magazines in South Florida.

Registration starts at 8 a.m., the walk kicks off at 9:30 a.m. “Walking for Mental Health” will benefit NAMI Broward County, an affiliate of the National Alliance on Mental Illness. The City of Boca Raton will be honoring veterans at this year’s Veterans Day Ceremony. Featuring veterans groups, city officials, music by Ft. Lauderdale Highlanders and Boca Raton Community High School Band; drills by Boca Raton Community High School NJROTC; and Boca Raton Police and Fire Honor Guards. Varicose Veins? Might be More than Meets the Eye

BY MINDI RUDAN We’ve all seen them; on the beach, bulging behind summer shorts or marring the look of an otherwise great “gam” or worse---on our own legs in the mirror: Varicose or spider veins. Defined basically as veins that have become enlarged and twisted, the “bulge,” appears when valves or the pair of “leaflet valves” no longer meet properly, and simply put, the valves just don’t work anymore. (Valvular incompetence.) This causes blood being pumped from your heart-- that we often take for granted, hard-working veins carry to and fro-- to back up, if you will, creating the unsightly bulge we know as varicose veins. Most common in the superficial veins in the legs, which are subjected to high pressure from standing, too much sitting, inactivity or the dastardly leg crossing, these veins can actually be found anywhere on the body, even the face. While most people seek remedy for the cosmetic aesthetics, there’s much more reason to check them out—especially as we age. And while there are countless vein clinics, or even medical “spas” that offer to treat the malady, few bear the pedigree of board certified, world-renown cardiologist Ariel Soffer, founder of Soffer Health Institute, now with SIX locations. How do you speak to friends about your food allergies? If you or any of your children live with food allergies, by now you know that ingestion and contact, also called cross contamination, must be avoided at all times. There’s no need to fear of appearing judgmental, no need to be apologetic, keep your talk educational, short and explain the restrictions. Create a list of your allergies, a list f your medications and where they are in case they are needed. Present the condition with the solution so that the person in front of you feels informed and ready to cooperate.

As far as food allergies are concerned, caution and preventative steps can make celebrations memorable and pleasant. Take a mental note that the following rules apply to whether you are a guest or a host: • Have your epinephrine prescription, asthma medications and anti-histamines handy and not expired; • Prepare in advance; • Communicate with the host or guest; • Avoidance is your number one priority, especially when you are visiting; • Consult in advance about menu and ingredients. Remember that who doesn’t have allergies, may not think of cross-contamination and you don’t want your aunt’s stuffing being remembered as the culprit of that rush to the hospital; • Collaborate by providing alternative recipes that do not contain allergens and by bringing cooked libations; • Eat prior to the event, to prevent any risk of arriving hungry and fall into the trap of inadvertently munch from the wrong tray; • Especially in presence of food allergic children, make sure that allergens are out of sight or reach and, when possible, substituted with appropriate equivalents safe for everyone; • Sometimes you must just say “no” politely if you suspect the environment will not be inclusive or safe.

Year End Planning 2017/2018

N

ovember and December are the months tax professionals urge their clitheir current year tax picture, while at the same time considering what the next year might look like. these later months in the year are a time when most taxpayers have a pretty good idea what their full year tax picture will look like. at the same time, this gives us weeks to plan for the current year and consider how current year planning can affect the next year. when we consider 2017 and 2018 together, we can implement strategies resulting in the overall best posture.

while 2017 saw many tax court cases impacting specific circumstances, other than hurricane relief, there has been no significant tax legislation, that at present, affects our year end planning. the current proposals in congress will affect all of us differently, but at this time, we do not know what provisions will be enacted and whether they will be retroactive to the beginning of 2017. all of these uncertainties put us in a difficult position to accurately plan for the end of this year and into 2018. Nonetheless, planning is still essential. as always, individuals should accumulate all their income and deduction data to date and project the totals through year end. Do a quick calculation as to what your taxes might be with your projected taxable income, then consider additional action steps that might improve your net result. Below are some planning ideas for the end of 2017. additional strategies not mentioned, may be applicable in your circumstances. that is why it is essential to meet with your accountant in the next few weeks to explore strategies uniquely applicable to your circumstances. 1. Review your ability to shift income to family members in lower tax brackets. this can be accomplished in small businesses to reduce income of senior family members. 2. Make sure you have utilized the annual gift tax exemption of $14,000 per person. in 2018, $14,000 is increased to $15,000. if you do make gifts, making them early in the year creates an opportunity for the recipients to earn income, which eventually might be subject to a lower income tax. 3.Review all your business activities and schedule c sole proprietorships. accelerate deductions and postpone income where possible. 4.if you have capital gains income, consider taking losses on securities in your portfolio. Be careful of the wash sale rules, which disallows losses for securities repurchased within thirty (30) days.

7.consider fully funding your retirement accounts if you need additional deductions. if you do not need deductions or actually need income, consider additional retirement account withdrawals. Remember, if you reached age 70 ½ this year, you may delay your first withdrawal until next year, so long as it is made before april 1. if you are in this circumstance, it is important to determine in which year taking your first required minimum distribution results in the best tax situation. 8.consider “Rothifying” your iRa accounts, if you need to accelerate income into 2017. Many taxpayers end up with little or no taxable income in years before they are required to take minimum distributions. Oftentimes when those distributions are required, their income increases markedly. the objective here is to smooth out your income and take advantage of a lower tax liability by minimizing effective tax rates applicable to the withdrawals. 9.as always, make sure your Federal and state tax payments are sufficient to avoid underpayment penalties. Notwithstanding, sometimes an underpayment penalty is acceptable if making the payment in a succeeding year generates a tax benefit that may not have been generated in an earlier year. you must run the numbers to see if this strategy works for you. 10.Review any credits that might be applicable. this includes business credits, education credits, energy credits, and state tax credits, among others. year-end tax planning can be complex and is often based on assumptions and speculation. this is magnified by tax legislation uncertainty. Notwithstanding, we need to do what we can based upon the facts as they presently exist. For most of us, tax rates might not be decreasing significantly in 2018, so the action steps addressed above most likely apply. if however, you and your advisor believe your 2018 tax bracket may be significantly less than the bracket in 2017, many of the strategies addressed above should be implemented in reverse. that means accelerating deductions from 2018 to 2017 where they will be more valuable, and postponing income into 2018 where the tax rate might be lower. while your tax return can be viewed as a historical document, your tax planning is for here and now. Plan your actions steps for the remainder of 2017 into 2018. as tax changes come into clearer view, you can alter your strategies to take advantage of any benefits that might accrue. But if you don’t plan, your tax savings opportunities will surely pass you by. My best advice, pull all your information together, plan now in November, plan again in December, and you will certainly have done the best you can. 5.carefully review your itemized deductions and how they are impacted by phase outs. if you can bunch up your deductions in 2017 to gain a benefit, consider doing so. if you cannot do so, consider pushing off deductions to 2018 when you might be able to exceed applicable phase out limitations. 6.sometimes it makes sense to accelerate income into the current year to bring you up to a higher tax bracket than you might be in, but that will save taxes over the two year period. accelerating income can be accomplished through security sales, postponement of deductions, taking additional iRa withdrawals, and of course through timing of payments for taxes, charity and other miscellaneous deductions. the objective here is to consider 2017 and 2018 together to determine what strategy results in the lowest combined tax liability.

‘Jerry Fedele,The man who saved Boca Hospital’ is about to retire

BY DaLE KINg Boca Raton community Hospital (now renamed Boca Regional Hospital) BYLINE HERE was in sad shape when Jerry Fedele walked through the door on his first day as its new president and cEO. it was Oct. 1, 2008, and the facility affectionately known as “the Miracle on Meadows Road” has losing vast amounts of money – as much as $120 million that year alone. Many on staff were skeptical, Fedele recalled, and fears the healthcare center might be sold or shut down swept this well-to-do, but tightly knit south Palm Beach county city. Fedele, who has already notified the Board of Directors that he will retire on aug. 31, 2018, just days after his 65th birthday, told Boca’s Best Magazine: “i remember that day well. It was a very exciting time, but one that was filled with challenges. i saw lots of opportunities, but at the same time, the physicians and board members were pessimistic. i remember thinking: we can do great things. i have to get the board and medical staff to think the same things.” Eventually, he did. Boca Hospital amended its name from “Community” to “Regional” in 2010 to reflect its larger service area and a bump-up in the level, quality and variety of services. the hospital is marking its 50th anniversary this year, and it has much to crow about as it completes a half-century of serving a city that has grown to nearly 100,000 residents – the second largest municipality in Palm Beach county. Day-to-day hospital operations are on solid ground these days, says Fedele – much more solid than nine years ago when the united states – and communities around the nation – were slumping into a precipitous recession. it was about that same time that a dynamic plan to build a new Boca Raton Hospital on the grounds of Florida atlantic university, and join forces with Fau and the university of Miami to launch a medical school began to crumble.

allegheny Health system, an organization that specialized in saving floundering medical centers. “Opportunity,” he said, prompted him to switch from a law practice to pulling hospitals out of financial quicksand.

“the biggest health care bankruptcy in u.s. history happened at a competing system in Pittsburgh,” he said. “i put together a plan to remove four hospitals from bankruptcy and led a $140 million turnaround when they needed a cEO.”

when the Fedeles got to Boca, Jerry said he “used the same general approach” that had previously succeeded in reviving failing medical centers. “with age comes experience. I made a lot of mistakes in the field of leadership, but i learned from my mistakes. i became wiser and more experienced.” while many credit Fedele with saving Boca Hospital, he stressed he didn’t do it on his own. He offered high praise to the management team that worked with him to effect the turnaround. Boca Regional is closely associated with residents, and even Fedele can be seen at many events and hospital-related activities.

in the interview with Boca’s Best Magazine, Fedele squelched rumors that still exist today that the failure of the new hospital and medical school combine nearly tanked the medical center.

Just how did Fedele and his management team save Boca Hospital? “it was really a matter of three key areas,” he said. “We looked at staffing – the right amount of staff for the volume of patients; the revenue cycle, sending out bills on a timely basis and collecting the money, and the supply chain.”

“some of those projects had an impact,” he said. “But there were two underlying causes. One, a lack of focus on running a good operation. Boca Hospital is a unique hospital. It is privileged financially. There had been a tendency to throw money at the problems rather than look at the underlying reasons.”

within 18 months of walking into Boca Hospital, “we broke even,” Fedele said. “Once we saved the hospital, it was all about redefining the vision. We started in 2010 to make the hospital the preeminent regional referral center. we also established the strategy for becoming an academic center for medical education.”

Once out of its monetary quagmire, BRRH quickly began to add brick-and-mortar infrastructure. in the past few years, the campus at 13th street and Meadows Road has grown with the addition of the wold Family center for Emergency Medicine, the Lynn women’s Health & wellness institute and the recently opened Gloria Drummond Physical Rehabilitation institute, named for the hospital’s founder. During his final year in the CEO’s chair, Fedele doesn’t plan any major facility expansion. a parking garage on campus is in the works, though it may not be completed when the boss retires. Looking ahead, Fedele says: “i’ve always been a zealot about patient satisfaction. i hope this emphasis doesn’t change under the new cEO. But things will be different. things will continue to evolve.” what he’ll leave behind, he says, is this: “we built strength in the balance sheets. we are on strong footing. we have grown the institution and its utilization. we have gone from 2008, when we were losing $120 million a year, to now, when we have grown and are having capacity problems. But those are good problems.” the BRRH boss hasn’t decided what retirement will bring. He may do consulting or return to practicing law. He loves bike riding and photography, the latter a hobby he shares with Facebook friends. He’ll undoubtedly be seen around town, as he is now, with wife, terry, and he’ll be spending time with his grown children.

Creating a vision of our government campus for the future

A

s a result of aric chokey’s recent article, published in the sun sentinel on september 12, 2017, “boca could lose Mizner Park amphitheatre, gain performing arts center,” the city council has received a barrage of emails and appears to have been the dominant impetuous for the appearance of a new Facebook group page, “save our amphitheater Please,” (soaP)! over the past few years, the city council during its annual strategic planning sessions has identified the redevelopment of the municipal campus (including city Hall, the community center, community center annex, old Library/city Hall annex and Police Headquarters) as a priority. in response to this, the city engaged song + associates inc to undertake an inventory of the current municipal campus to begin the process of creating a new city campus Master Plan. community input was solicited during the summer and the council in october received the consultant’s findings. One idea, originally championed by Mayor Haynie was the inclusion of a performing arts center on the new municipal campus.

nowadays there is a lot of talk about ethics and morality. technically, there is no difference between the two. in the dictionary, the words are used almost interchangeably. in society, however, there is a distinct difference. ethics are the rules that govern acceptable behavior. ethics are an expression of efficiency. Because ethics are a set of rules that people agree to abide by, they can change with the culture of the society. Morality is concerned with right and wrong. Morality refers to a standard of behavior that is true whether anyone agrees with it or not. Morality is an absolute truth, above the opinions of humans. If morality can be redefined by humans, it isn’t morality, it’s ethics.

In the meantime, the Related Group, sent a letter to the city offering to help finance part of the new municipal campus in exchange for the city making available land for them to develop.

Hitler wasn’t unethical, he was immoral. He was downright wrong. what he did wasn’t unethical, it was evil.

to say there are many moving parts as the city begins the process of imagineering would be an understatement. Mixed into this is a proposal to erect a municipal parking garage on the municipal campus. at the same time, aeg has expressed an interest in funding construction of a performing arts center if a location with ready access to I-95 (to attract residents from other cities and minimize the traffic issues as people arrive and depart performances) can be identified.

in order to have morality, you must have a god, someone (not something) that defines what is right or wrong, someone who is above human opinion, who prefers one thing to another.

what is absolutely clear is that notHing has been done to compromise the availability of the amphitheater to the community. Might there be a proposal to create a space for the amphitheatre on the municipal campus? absolutely. but, there appears to be no consensus on the council to go in that direction.

Morality is about conscience. to violate one’s conscience is wrong, not unethical.

The presentation by Song + Associates Inc has provided our first glimpse of their ideas for the new city campus. if history is any indicator, the initial report by the consultants will generate debate and discussions as the community weighs in during the process. Functioning in a moral way isn’t merely avoiding bad things, it is pursuing good things, or, in other words, love. Love is an unsentimental dynamic that says, “i want the best for you enough to give you my best.” so Jesus identified the highest moral principle when He said, “greater love has no one than that they should lay down their life for another.” society struggles to establish an ethical standard because the rules governing that standard are human-made, and they can thereby be changed, and often are. since there is no absolute dynamic that the ethical standard comes from (unlike morality), the standard ends up being based on what is most popular. so today, people function in our society in ways that are declared ethical even though not many years ago they were considered immoral, and indeed, according to the definition of morality that comes from beyond humanity, they still are. People very much want to abolish morality and just have ethics because ethics are so fluid and changeable. but if you abolish morality, you abolish god (which indeed, is frequently the goal). this is because, if there is no god, there is no right or wrong, merely what people decide. “you can’t force your morality on me, nor i on you. what’s wrong for you isn’t necessarily wrong for me.” if you follow that road down to its logical conclusion, you find that, if there is no morality and no god, there is no purpose for existence except to give in to one’s instincts, desires and feelings, which is the same as the rest of the animals in the animal kingdom. indeed, morality is what sets us apart from them.

Boca Raton’s Visionaries raise $125K for nonprofits At third annual Rotary Club-sponsored Mayors Ball BY DaLE KINg BYLINE HERE

More than 400 guests dined, danced and honored three community “visionaries” during the third annual boca raton Mayors ball held at the boca raton resort & club. the oct. 14 festivities were again presented by the rotary club Downtown boca raton in celebration of the city’s long, rich history. In addition to honoring elected officials and recognizing community leaders, the evening raised more than $125,000 for the club’s “service above self” grant program that supports the health and wellness needs of nonprofits serving boca raton and rotary international’s program to eradicate polio.

the dinner/dance opened with a formal mayor’s processional, the presentation of colors by boca raton Fire rescue and Police Honor guards, national anthem sung by boca raton recording artist Kendra erika, a video commemorating the achievements and missions of the Rotary Club Downtown Boca Raton’s fifth year, followed by dancing and presentation of the 2017 george e. Long Awards – named for the city’s first appointed mayor who served from 1924 to 1925. also, “chance to win” proceeds from the evening were donated to Hurricane irma relief. this year’s george Long Prism awards were presented to philanthropist bobby campbell, to Florida atlantic university and to Kaufman Lynn construction. upon receiving his award, campbell was so moved that he pledged $50,000 to the rotary club Downtown boca raton grant program during his acceptance speech. Due to increasing demand, the black-tie event with red carpet arrival was moved to the historic boca raton resort & club, recipient of the 2016 george Long award in the business Visionary category.
