Violence (Istanbul Convention) clearly states that state parties shall take the necessary legislative or other measures to set up state-wide, round-the-clock (24/7) telephone helplines, free of charge, to provide advice to callers, confidentially or with due regard for their anonymity, in relation to all forms of violence covered by the scope of this Convention.10 Recommendations: 1. Create a state-wide, round-the-clock (24/7), free of charge, telephone helpline on GBV 2. Organize comprehensive trainings for all persons answering GBV hotlines

Police as First Responders Police officers play a most important role since they are the first responders to the scene of the crime. Through their actions they must provide safety to the victim and the children, as well as prepare a proper police report which is used during any court proceedings and also in determining the issuance of an Emergency Intervention Order or a Protective Order. Police officers in Armenia must understand that a call to the police is rarely the first time that abuse takes place.
