Item 6 Special Safety Concerns of the School Bus Industry TRANSPORTATION RESEARCH BOARD CTBSSP Synthesis 17 • 2010 Every weekday in the school year school transportation systems in the United States operate approximately 440,000 yellow school buses to provide safe transportation for more than 24 million school-aged children. This synthesis documents the various safety issues faced by the school bus industry. Safety issues include each aspect of school bus operations, including the driver, environment, equipment/technology, and organizational design. Information was gathered through a literature review and a survey on school bus safety issues that was disseminated to a variety of professionals associated with school bus operations. The report examines 40 guidelines, reflecting lessons learned from existing arrangements, that are designed to help agencies and industry representatives work together to invest in and improve the freight transportation system. Item 8 Implementing Transportation Knowledge Networks TRANSPORTATION RESEARCH BOARD NCHRP Report 643 • 2009 TRB's National Cooperative Highway Research Program (NCHRP) Report 643: Implementing Transportation Knowledge Networks explores a business plan for the development of Transportation Knowledge Networks (TKNs) in the United States. The business plan defines ten key products and services to be provided to transportation practitioners by the regional TKNs, with support from a national coordination function. Title VI of the Civil Rights Act of 1964 requires that direct grant recipients and subrecipients provide all services and benefits without regard to race, color, or national origin. Item 10 Recommended Precision Statements for AASHTO Standard Methods of Test T 22, T 104, T 105, T 154, T 186, and T 242 TRANSPORTATION RESEARCH BOARD NCHRP Research Results Digest 340 • 2010 This digest summarizes the findings of research conducted between January 2007 and June 2009 in NCHRP Project 9-26A to recommend new or updated precision statements of the AASHTO standard methods of test T 22, T 104, T 105, T 154, T 186, and T 242. These specific precision statements were developed through statistical analysis of multi-year results obtained from (1) the Proficiency Sample Programs (PSP) of the AASHTO Materials Reference Laboratory (AMRL) and the ASTM Cement and Concrete Reference Laboratory (CCRL) and (2) calibration testing of state friction measurement systems at field test centers at the Texas Transportation Institute, College Station, Texas, and the Transportation Research Center, East Liberty, Ohio. Research Digest Item 11 Thermally Sprayed Metallic Coatings to Protect Steel Pilings : 5-year performance update TRANSPORTATION RESEARCH BOARD NCHRP Research Results Digest 344 • 2010 The use of zinc and aluminum as coatings for steel began in the early 1900s, with the application of thermally sprayed metallic coatings (TSMCs) to bridge structures beginning in the 1930s. Thermally sprayed metallic coatings of zinc, aluminum, and their alloys can offer substantial advantages when compared to other coatings typically used to protect steel pilings: most importantly, generally higher mechanical damage resistance, low selfcorrosion rates, and the ability to control steel corrosion via cathodic protection at defects in the coatings. NCHRP Project 24-10, "Thermally Sprayed Metallic Coatings to Protect Steel Pilings," which was completed in 2003, developed a Thermally Sprayed Metal Coating Guide that provides TSMC application procedures for corrosion control on piles used in highway construction. The guide includes information on the selection, specification, and application of metal coatings for steel piles in freshwater, brackish, and seawater environments; it is contained in NCHRP Report 528, Thermally Sprayed Metal Coatings to Protect Steel Pilings: Final Report and Guide, which is available by searching for "NCHRP Report 528" on the TRB website (www.trb.org). This Research Results Digest presents the results of NCHRP Project 24-10(02), which evaluated the performance of several TSMC types applied over steel in conformance with the aforementioned guide and immersed in seawater in a controlled, 5-year experiment. Item 12 NCHRP Summary of Progress 2009 TRANSPORTATION RESEARCH BOARD NCHRP Summary of Progress 2009 • 2009 The National Cooperative Highway Research Program is a unique contract research effort designed to respond to the practical needs of state departments of transportation. Although the Transportation Research Board administers the program, the state DOTs fund, select, and oversee the research. NCHRP is an applied research program, and every possible effort is made to help administrators and practitioners put the findings to early use in the form of policies, procedures, specifications, and standards. During 2009 NCHRP published findings from more than 80 completed research projects, launched 52 new and continuation projects, and approved 54 projects for 2010. This Summary of Progress provides concise lists in Tables 1 through 7 of projects completed in 2009 along with listings of the nearly 1,500 other projects undertaken since 1962. The Summary of Progress also presents detailed information about the operation of NCHRP through the Standing Committee on Research of the American Association of State Highway and Transportation Officials. Research Digest Item 16 Transit Security Update TRANSPORTATION RESEARCH BOARD TCRP Synthesis 80 • 2009 TRB's Transit Cooperative Research Program (TCRP) Synthesis 80: This synthesis updates an earlier synthesis and addresses terrorism that had not been included in the original study, along with ordinary crime. Counterterrorism and anti-crime security measures and practices, crime and security incident trends, and other related issues, including major issues and obstacles to security and policing management are covered. This report was accomplished through a review of the relevant literature in the field and surveys of transit agencies. Interviews were conducted with industry experts, along with a review of the National Transit Database. Item 17 Driving and the Built Environment: The Effects of Compact Development on Motorized Travel, Energy Use, and CO2 Emissions NATIONAL RESEARCH COUNCIL. TRANSPORTATION RESEARCH BOARD (TRB) TRB Special Report 298 • 2009 This report examines the relationship between land development patterns and vehicle miles traveled (VMT) in the United States to assess whether petroleum use, and by extension greenhouse gas (GHG) emissions, could be reduced by changes in the design of development patterns. The report estimates the contributions that changes in residential and mixed-use development patterns and transit investments could make in reducing VMT by 2030 and 2050, and the impact this could have in meeting future transportation-related GHG reduction goals. This report is presented in six chapters. Chapter 1 provides an introduction. Chapter 2 describes trends in land development at the national and metropolitan area scales and also within metropolitan areas, particularly changes in population and employment densities and their implications for travel. Chapter 3 examines the empirical evidence on the relationship between the built environment and VMT by reviewing the enormous literature that has developed on the topic over the last two decades. Chapter 4 helps set the stage by projecting how much new construction might be expected in the coming decades to provide perspective on the numbers of residences and workplaces that could be influenced by more compact development strategies. Chapter 5 applies the results from the earlier chapters to develop scenarios for estimating the extent to which these strategies might reduce VMT and related energy consumption and CO2 emissions by 2030 and 2050, and examines the plausibility of reaching the development densities implicit in these scenarios, an area of disagreement among committee members. The chapter also considers other closely related benefits of more compact development, such as improved residential energy efficiency from increasing multifamily housing units or developing housing on smaller lots, as well as the costs of compact development. Research Digest Item 18 A Transportation Research Program for Mitigating and Adapting to Climate Change and Conserving Energy NATIONAL RESEARCH COUNCIL. TRANSPORTATION RESEARCH BOARD (TRB) TRB Special Report 299 • 2009 TRB Special Report 299: A Transportation Research Program for Mitigating and Adapting to Climate Change and Conserving Energy suggests that federal, state, and local policy makers need informed guidance about the effectiveness, costs, feasibility, and acceptability of transportation strategies to mitigate transportation greenhouse gas emissions and conserve energy and to adapt to climate change. The report covers strategies affecting travel and mode choice, models and decision tools, infrastructure investment options, and infrastructure construction, operation, and maintenance. The committee that prepared the report recommends beginning a research and development initiative by making a modest investment of $40 million to $45 million annually in the next surface transportation authorization that would be used to develop the best available guidance quickly on the basis of existing information and then begin to improve that guidance over time as new research is completed.
