New film release showcases the Dunstable improvements The Dunstable High Street improvement works are on the home straight and a new film shows the latest progress and other developments helping to transform the town. A four-way crossing is being installed at Church Street, West Street and Dunstable High Street and the traffic light timings will change. One set of coordinated signals will help unlock the traffic jams people have been stuck in. That will mean less queuing and shorter journey times in the future. To complete the remaining essential works, there will be some traffic delays through to April. Councillor Ian Dalgarno, Executive Member for Community Services, said: We are entering the final stage of these improvements on Dunstable High Street that are helping to reinvigorate the town. The new film shows our aspirations for Dunstable and the investment in a variety of important projects which are making a real difference. Microblading Microblading is a semi permanent make up, enhancing the appearance of the eyebrows. With the use of a very fine, disposable blade, natural pigment is deposited into the dermal layer of the skin to create clean, ultrarealistic hair strokes resembling eyebrow hair. Microneedling With microneedling, the skin is treated with fine needles and specially produced serums. This micro-irritation of skin areas stimulates regeneration and ensures a fresh complexion. This procedure also treats, acne scarring, pigmentation, stretch marks, sun spots and fine facial lines. Plasma The plasma or fibroblast treatment is based on creation of a series of minute dots adjacent to tension lines on the skin; this process triggers an instant contraction and tightening of skin fibres to create a lifting, remodelling and rejuvenating effect. Beware Loft Insulation Scams Hertfordshire County Council Trading Standards is warning of fraudulent cold calls being made to residents about loft insulation. This is yet another variation on the same fraud Herts CC warned about previously. This time fraudsters may tell you that old style loft insulation is causing issues with damp. They will try to frighten you by telling you that your rafters and roof are in danger of collapse unless you deal with this issue as soon as possible. They then go on to arrange an appointment to carry out a no obligation survey to check if there is a damp problem at your property. Unsurprisingly, once at your home, they will tell you that there is a problem and then sell you new insulation and a dehumidifier for your loft for a great deal of money. None of their claims are true. What is true however, is that customer lists have fallen into the hands of scammers who are making these targeted sales calls. This and any other cold calls about loft insulation, solar panels, new boilers and cavity wall insulation is a scam. C

Apprenticeships are an exciting option for both apprentice and employer. You can employ apprentices at different levels Anyone over the age of 16 who’s living in England can apply for an apprenticeship - from school leavers and university graduates to people who want to further their careers or change career direction completely. Apprenticeships are available from Level 2 (GCSE equivalent) right through to Levels 6 and 7 (equivalent to a bachelor’s or master’s degree). You can hire someone new or upskill an existing employee Apprenticeships aren’t only suitable for bringing in new employees. New Hierachy of Road Users Did you know the Highway Code has had a major update?

The introduction section of The Highway Code has been updated to include new rules about the new ‘hierarchy of road users’.

People cycling are asked to: • •

not pass people walking, riding a horse or driving a horse-drawn vehicle closely or at high speed, particularly from behind slow down when necessary and let people walking know they are there (for example, by ringing their bell) remember that people walking may be deaf, blind or partially sighted not pass a horse on the horse’s left

The hierarchy places those road users most at risk in the event of a collision at the top of the hierarchy. It does not remove the need for everyone to behave responsibly.

People cycling, riding a horse or driving a horse-drawn vehicle should respect the safety of people walking in these spaces, but people walking should also take care not to obstruct or endanger them.

should be considerate of the needs of other road users when riding in groups • can ride 2 abreast - and it can be safer to do so, particularly in larger groups or when accompanying children or less experienced riders People cycling are asked to be aware of people driving behind them and allow them to overtake (for example, by moving into single file or stopping) when it’s safe to do so. People cycling past parked vehicles The updated code explains that people cycling should: • take care when passing parked vehicles, leaving enough room (a door’s width or 1 metre) to avoid being hit if a car door is opened • watch out for people walking into their path Please mention

Overtaking when driving or cycling You may cross a double-white line if necessary (provided the road is clear) to overtake someone cycling or riding a horse if they are travelling at 10 mph or less. There is updated guidance on safe passing distances and speeds for people driving or riding a motorcycle when overtaking vulnerable road users, including: •

leaving at least 1.5 metres (5 feet) when overtaking people cycling at speeds of up to 30mph, and giving them more space when overtaking at higher speeds passing people riding horses or driving horsedrawn vehicles at speeds under 10 mph and allowing at least 2 metres (6.5 feet) of space allowing at least 2 metres (6.5 feet) of space and keeping to a low speed when passing people walking in the road (for example, where there’s no pavement) Wait behind them and do not overtake if it’s unsafe or not possible to meet these clearances.

People cycling passing slower-moving or stationary traffic The updated code confirms that people cycling may pass slower-moving or stationary traffic on their right or left. They should proceed with caution as people driving may not be able to see them. This is particularly important: • •

There is new advice about new special cycle facilities at some junctions. Some junctions now include small cycle traffic lights at eye-level height, which may allow cyclists to move separately from or before other traffic. People cycling are encouraged to use these facilities where they make their journey safer and easier. There is also new guidance for people cycling at junctions with no separate facilities. The code recommends that people cycling should proceed as if they were driving a vehicle where there are no separate cyclist facilities. This includes positioning themselves in the centre of their chosen lane, where they feel able to do this safely. This is to: • •

make them as visible as possible avoid being overtaken where this would be dangerous

People cycling turning right The code now includes advice for people cycling using junctions where signs and markings tell them to turn right in 2 stages. The code has been updated to clarify that people driving or riding a motorcycle should give priority to people cycling on roundabouts. The new guidance will say people driving and or riding a motorcycle should:

not attempt to overtake people cycling within that person’s lane • allow people cycling to move across their path as they travel around the roundabout The code already explained that people cycling, riding a horse and driving a horse-drawn vehicle may stay in the left-hand lane of a roundabout when they intend to continue across or around the roundabout. Guidance has been added to explain that people driving should take extra care when entering a roundabout to make sure they do not cut across people cycling, riding a horse or driving a horse-drawn vehicle who are continuing around the roundabout in the left-hand lane.

Parking, charging and leaving vehicles The code recommends a new technique when leaving vehicles. It’s sometimes called the ‘Dutch Reach’. Where people driving or passengers in a vehicle are able to do so, they should open the door using their hand on the opposite side to the door they are opening. For example, using their left hand to open a door on their right-hand side. This will make them turn their head to look over their shoulder behind them. Divorcing couples ignoring pensions in financial settlement Which? has recently undertaken a survey whereby 58% of people said that pensions were not discussed or shared as part of their financial settlement. Pensions often make up a large proportion of the matrimonial assets and sharing of pensions should always be considered upon the breakdown of a marriage, particularly when there is a disparity in the parties’ respective pension provision. The Court will not only look to share the available capital assets to meet the parties’ immediate needs, such as rehousing, but will also look to share pension assets to ensure equality of income or capital upon the parties’ retirement. The Court has various options in relation to pension assets: 1.

Pension sharing is where pension funds are transferred or split between the parties creating two separate pension schemes so that each spouse has their own independent rights under that scheme.

Pension attachment orders allow the member spouse to retain the entirety of their pension fund however upon the point it becomes payable, they are required to pay maintenance (or a lump sum) to the ex-spouse directly from their pension scheme.

Pension offsetting is where one spouse receives more of the available capital assets at the time the order is made in lieu of receiving a share of the other spouse’s pension.

Since the introduction of pension sharing orders, pension attachment orders have become increasingly rare due to their limitations. Further, the Court is often reluctant to adopt pension offsetting as a pension asset cannot be compared pound-for-pound with a capital asset. Pensions can be a complex area of divorce and a joint report may need to be requested from an independent Pension Actuary to obtain advice on the possibility of sharing and the implications of dealing with the pension schemes. It is vital that a divorcing spouse is aware of their entitlement to pension sharing orders and that this is explored when negotiating a financial settlement. Orange Rolling on The Downs Historical Trivia

Saturday Soliders

Did you know that for around two hundred years, an unusual and unique tradition was practised on the slopes leading down to Pascombe Pit. Every Good Friday, local people would gather at the top of the Downs, then chase oranges thrown down the hills, attempting to catch them! Some parts of the country used eggs, said to symbolise the rolling of the stone away from the tomb of Christ, but only Dunstable Downs has been recorded as using oranges instead.

With the possibility of being dragged into a European war at the end of the decade, it was decided to form The Volunteer Force of part-time rifle, artillery and engineer corps. As part of this, in 1860 seven corps' of rifle volunteers were formed in various towns in Bedfordshire and grouped as the 1st Administrative Battalion, with their HQ at Bedford.

It is believed to have started in the mid-to-late 18th century and by the end of the 19th century, newspaper records show that it was an annual event, attended by hundreds of people, known at the time as “pelting oranges”. Participants were either a “pelter” or a “pelted”, with the oranges generally being thrown at other people, especially those who dressed in items such as top hats to encourage being hit. Indeed, whilst children might happily tumble down, chasing oranges to earn a juicy prize to eat, some “old hands” deliberately attracted attention on the slopes to catch as many as possible, with the intention of selling them on later! At this time it was common for bands, fairground-type rides and stalls to set up at the bottom of the pit, to further entertain the revellers. However, at the turn of the 20th century there were issues with rowdy elements within the crowds but the event continued, with increasing visitors from further afield such as London, as transportation improved.

These volunteers would pay for their own arms and equipment, provided under supervision of the War Office to ensure uniformity. To be considered “effective” for service, each volunteer had to undertake 8 days of drills every 4 months. To this end, the battalion established a rifle range at the base of the Downs for the regular training of these hundreds of “Saturday Soldiers”, forerunners of today’s Territorial Army. Permanent targets were placed near the bottom of Pascombe Pit, where the Downs sweeps around to the headland upon which the Five Knolls sits. The upright metal foundations of the target area can still be seen at the base of Pascombe Pit today, riddled with indents from bullets. This led to a pub being named The Rifle Volunteer, at the junction of West Street leading to the centre of Dunstable and Whipsnade Road leading up to the Downs. However, the pub was demolished in 1969.

The Second World War brought the first break from this tradition, as by 1941 the fruit was in short supply owing to rationing. Post-war the Dunstable Chamber of Trade attempted to bring back the event, but by 1968 it was decided rest it, due to Health and Safety concerns and a lack of support from local traders. No Jab No Sick Pay?

I

kea has cut sick pay for unvaccinated staff who are forced to self-isolate after coming into contact with someone who has Covid-19. The Swedish warehouse giant announced yesterday that only “fully vaccinated co-workers or those with mitigating circumstances will receive full pay for self-isolation.” With talk of mandatory vaccines in some sectors and the growing anti-vax movement, this decision is considered highly controversial Since 16th August 2021, people who are doublejabbed and are without symptoms or a positive test do not need to self-isolate if they come into contact with someone who has tested positive for coronavirus. This was a major step to help ease the serious supply chain shortages that followed the “pingdemic” during the summer of 2021 which saw up to 700,000 per week self-isolating in England and Wales as contacts of positive cases. Whilst many people are unable to get the vaccination for medical issues, all adults in the UK have now been offered the vaccine. This means that the people who are unvaccinated are either due to medical reasons or have chosen not to be. Ikea has argued that employees who refuse to get the vaccine are causing disproportionate financial losses to businesses. Whilst Ikea’s 10,000 plus workers receive an average of £400 a week salary, the furniture retailer said unvaccinated workers will only receive statutory sick pay of £96.35 a week where they are absent for a Covid-related reason (but fullpay if they test positive, as with vaccinated staff). Given that Ikea is such a high-profile company, it is almost inevitable that other employers will follow suit, and many will be monitoring the fall-out of this new policy. In fact, Next is the latest employer to announce it intends to adopt the same approach. Some have argued that this policy is potentially discriminatory against employees refusing to be vaccinated on the grounds of religion or belief under the Equality Act 2010. Whilst this argument is generally considered unlikely to be successful, to To advertise call 07941 661004

avoid claims employers will need to consider each circumstance on “a case-by-case basis”, which Ikea has also confirmed it will do. This is necessary as applying similar policies without exemptions could be discriminatory against employees are unable to be vaccinated (e.g. those with disability-related medical reasons or pregnant employees). As well as considering the implications on staff who are unable to be vaccinated, employers considering varying their sick pay entitlements also need to be careful to ensure that they won’t fall foul of any contractual responsibilities, where sick pay forms part of an employee’s contract of employment. It will be important to check the terms before any such measures are introduced. Perhaps most significantly, employers will need to consider the public response to any policy change in such a highly divisive area before taking any steps. Finally, if an employer is considering introducing a similar measure in respect of sick pay, a key issue will be the communication to the staff, setting out the reasons for the change and the exceptions that might apply. It may well be that the approach may give rise to some complaints from those employees who are directly affected. Any employers considering introducing policies which target unvaccinated staff should act with caution and take legal advice in advance to ensure that savings in sickness payments now don’t turn into much larger costs defending claims from unvaccinated staff down the line. What is Road worthiness? By Melanie Wooding Jones – Redbourn Auto Solutions, Caring for you and your car The automotive industry can be a complex world of mechanics, electrics, explosives and rapidly advancing science and technology. Couple that with terminology that could be challenging to the most discerning graduate, it’s no wonder it can be confusing! ‘Roadworthy’ is a common term used by the DVSA, Police, Insurance Companies, Garages, etc… but what does it mean and what do you need to know? What are my legal obligations? It is a legal requirement for drivers to properly maintain and keep their vehicles safe to use on the roads ie, it should be in a good enough condition to be driven without danger. There are two distinct requirements: •

Irrespective of whether, or not, a vehicle has a valid MOT, there is an absolute responsibility for the driver (not the owner) to ensure that the vehicle is safe and in a roadworthy condition.

It is breaking the law to drive a vehicle on the road which does not have a valid MOT certificate unless it is in a limited class of vehicles for which the vehicle is exempt from MOT Testing.

Most drivers understand the requirement to have an MOT, but some mistakenly think this absolves them of any further obligations. It doesn’t, and with good reason… you could be putting yourself, your passengers, other road users and pedestrians at risk. You may have recently passed your driving test, or it may be that several years have passed, but part of the Driving Test is understanding the Highway Code and keeping up to date with any changes. Rule 89 – Vehicle Condition You MUST ensure your vehicle (and trailer) comply with the full requirements of the Road Vehicles (construction and use) Regulations and Road Vehicles Lighting Regulations Rule 97 – Before Setting Off Before setting off, you MUST ensure that: • You have a valid licence and insurance to drive the vehicle you intend to use • Your vehicle is legal and roadworthy In a recent accident locally, it was found that the vehicle had passed its MOT with tyres reported as a minor defect. After covering a further 8,000 miles, the vehicle lost control with the same tyres. The driver lost his life. Hindsight is a wonderful thing, but foresight is better especially when it comes to saving a life, or some pain. We can appreciate that our legal obligations are clear and unambiguous and the consequences of ignoring them can be fatal. Therefore, when presented with an unroadworthy car, ignorance is not considered a good defence. Penalties The penalties for not complying with legislation can be devastating to any household who relies on their vehicle for transport, whether that be for getting to school, work, appointments, or where your job relies on your ability to drive. Imagine life without your vehicle… How does it impact you? How does it impact those around you? It can be expensive too! You can be fined up to £2,500, be banned from driving and get three penalty points for driving a vehicle in a dangerous condition. Please mention

So, how do we ensure our cars are roadworthy? What steps can I take to ensure roadworthiness of my vehicle? There are several steps you can take over the course of a year to ensure your car is safe. These range from daily to annual checks. Regular checks recommended by Highways England are: •

Check tyres – prior to setting off on a long/ significant journey, check your tyre pressures are suitable for the load and condition of your tyres, including the spare. Look out for cuts or wear and make sure the tyres have a minimum tread depth of 1.6mm, which is the legal limit. Check engine oil – Use your dipstick to check oil regularly and definitely before any long journey. Ensure you top up if needed. Take your car back to the garage if you’re topping up more than usual. Check water – To ensure you have good visibility, always keep your screen wash topped up so you can clear debris or dirt off your windscreen. Check lights – If your indicators, hazard lights, headlights, fog lights, reverse lights or brake lights are not functioning properly, you are putting yourself and your family at risk. In addition, light malfunctions can be a reason for your vehicle to fail its MOT. Check fuel – Before setting out, check your fuel levels and make sure you have enough to get to your destination.

They will be able to identify any potential problems or safety concerns. This will include the vehicles suspension, exhaust system and brakes! Brakes are the only things that slow you down, so why risk them being ineffective?! Ensures your tyres are checked – There is more to a tyre than inflation! A garage will check not just the tyre depth, but also for cracks, bulges, and uneven wearing. They’ll then correct it for you via four-wheel alignment to ensure all wheels are rotating in the same direction and not pulling against each other. A new tyre has 8mm tread depth, so at 1.6mm they are 80% worn! From 3mm (63% worn), your stopping distance increases significantly, so it is recommended you replace them before the legal limit is reached, especially in autumn and winter when grip is even more essential.

Taking action now before 5th April could potentially save you thousands of pounds. Tips to help you get ahead on managing your tax affairs

Check your PAYE tax code It’s important to check your tax code. Your tax code is based on the amount of tax you should be paying and the amount you can earn before tax applies. The tax code is the identifier that tells your employer how much tax should be deducted from your salary each time you get paid. If you have multiple employers or pension providers, you may get more than one tax code. If you’re on the wrong one, you could be paying HM Revenue & Customs (HMRC) more than you ought to be. The current tax year started on 6th April 2021 and ends on 5th April 2022. Reviewing your tax affairs now will enable you to make the most of any allowable deductions and strategies available to minimise or mitigate a potential tax burden. On the other hand, you risk getting penalised if you’re paying too little.

Protect yourself, your family and your future enough of the right type of income to make use of these tax-free allowances. Individual Savings Accounts (ISAs) You can put the entire amount into a Cash ISA, a Stocks & Shares ISA, an Innovative Finance ISA or any combination of the three. Usually when you invest, you have to pay tax on any income or capital gains you earn from your investments. But with an ISA, provided you stick to the rules on how much you can pay in, all capital gains and income made from your investments won’t be taxed. Every tax year, it’s important to check your tax code. Your tax code is based on the amount of tax you should be paying and the amount you can earn before tax applies. You have an ISA allowance, which is currently £20,000 for the 2021/22 tax year.

Utilise any capital losses If you realise capital gains and losses in the same tax year, the losses are offset against the gains before the capital gains tax exempt amount (£12,300 in 2021/22) is deducted. Capital losses will be wasted if gains

would otherwise be covered by your exempt amount. Consider postponing a sale that will generate a loss until the following tax year or, alternatively, realise more gains in the current year.

Maximise pension contributions Pension contributions can reduce your tax liability by increasing the tax thresholds. The annual allowance for 2021/22 is £40,000. To avoid an annual allowance tax charge, the pension contributions made by yourself, and by your employer on your behalf, must be covered by your available annual allowance. If you haven’t used all your allowance in the last three tax years, it might be possible to pay more into your pension plan by ‘carrying forward’ whatever allowance is left to make the most of the tax relief on offer, though bear in mind the amount is still capped at 100% of your earnings. However, different rules apply if you’ve already started to take money out of your pension plan and you’re affected by the Money Purchase Annual Allowance, or if your income when

added to your employer’s payments are more than £240,000. The lifetime allowance is the limit on how much you can build up in pension benefits over your lifetime while still enjoying the full tax benefits. If you go over the allowance, you’ll generally pay a tax charge on the excess at certain times. The lifetime allowance for most people is £1,073,100 in the tax year 2021/22 and has been frozen at this level until the 2025/26 tax year. The allowance applies to the total of all the pensions you have, including the value of pensions you have through: any defined benefit (final salary or career average) schemes you belong to; any savings you have in defined contribution pensions, but excluding your State Pension.

Pay pension contributions to save NICs If you pay pension contributions out of your salary, both you and your employer have to pay National Insurance Contributions (NICs) on that salary. When your employer pays a contribution directly into your pension scheme, the employer receives tax relief for the contribution and there are no NICs to pay – a saving for both

38 you and your employer. You could arrange with your employer to cover the cost of the contributions by foregoing part of your salary or bonus. You must agree in writing to adjust your salary before the revised pension contributions are paid for this arrangement to be tax-effective, although pension contributions are not caught by the clampdown on salary sacrifice arrangements.

Make a Will/Review existing Wills If you die without making a Will, your assets will be divided between your relatives according to the intestacy rules. Your surviving spouse or registered civil partner may only receive a portion of your estate, and Inheritance Tax will be due at 40% on anything else above £325,000 (up to £500,000 if the Residence Nil-Rate Band is available).

Leave some of your estate to charity Where you leave at least 10% of your net estate to charities, the Inheritance Tax on the remainder is charged at 36% instead of 40%. The exact calculation of your net estate is quite complicated, so it’s important to receive professional advice when drawing up or amending your Will.

Make regular IHT-free gifts As long as you establish a pattern of gifts that can be shown to be covered by your net income, without reducing either your capital assets or your

normal standard of living, these gifts will be free of Inheritance Tax. The recipients of the gifts need not be the same people each year.

Use the IHT marriage exemption If your son or daughter is about to marry, you and your spouse can each give them £5,000 in consideration of the marriage, and the gift will be free of Inheritance Tax. The marriage exemption can also be combined with your £3,000 a year Inheritance Tax exemption to allow you to make larger exempt gifts. You can make an Inheritance Tax-free gift of £2,500

for a grandchild’s wedding. Registered civil partnerships attract the same exemptions. Make IHT-free gifts each tax year These gifts are free of Inheritance Tax and, if you forget to make your £3,000 gift one year, you can catch up in the next tax year by giving a total of £6,000 but you can only carry forward the £3,000 allowance for one tax year. Remember, you and your spouse or registered civil partner can each give £3,000 out of your capital every tax year in addition to gifts you make out of your regular income.

Herts Health Walks Update

Bogtrotters of Dunstable WELCOME NEW MEMBERS...

Bogtrotters are a Dunstable based group. We alternate between long and short walks (5 miles and up to 14 miles) on Saturdays and Sundays. We also run some short and easy walks. Generally the longer the walk the faster the walkers (particularly on a Thursday). We also do trips away and have social evets on a regular basis... We are a friendly lot and new members are always welcome. You can find a walk you fancy and just turn up - or perhaps ring the walk leader and ask questions. People can try out a few walks with no commitment whatsoever, but if you want to join, membership is only £10 a year. Thought Leadership Events In March, The OLLIE Foundation will be hosting three Thought Leadership Events:

Mike Payne gave an interesting talk on Downton Abbey. He explained that a great deal of care was taken to get the correct buildings, walls, and door sets so they were historically correct. Cake Makers, please help us for the St. George’s Day celebrations on the 23rd April. Donations are very welcome. The eagerly awaited unveiling of the village plaque by Carol Jones takes place on the same day. What’s coming up: Dunstable Ladies Choir will be singing for us. Our Darts team is practicing ready for when their season starts. For the Queen’s Platinum Jubilee in June, our members are making flowers in paper and felt and knitting or crocheting ready to decorate All Saints Church. There will also be many street parties in the Village for the occasion. In April, our evening talk is called ‘Laughter in the Village’ by Bob Harding-Jones. Our May meeting will be a talk on ‘The Mercy Ships’ with Ken Brazier.

Caddington Women’s Institute meets on the First Tuesday of the month at 7.30 p.m. at the Caddington Sports and Social Club in Manor Road, Caddington. New members will be made most welcome. Linda Edwards (07761 340108

What’s On An invitation to the Palace Ball! In a daring, season defying decision, Redbourn Players are pleased to announce that our Spring production in May will be:

‘Cinders – the true story’ by David Tristram.

This is a lively and very funny re-telling of the traditional story of Cinderella but with some unusual twists, and features all the familiar characters from this classic tale, plus a few more! Expect drama, conflict, romance, music, dancing, good jokes, bad jokes, a dress, a slipper, two very ugly sisters and a hairy fairy.

The performance dates are Thursday and Friday 19th and 20th May at 7.30pm and Saturday 21st May at 2.30pm and 7pm so clear a space in your diary as this is a show you will not want to miss.

REDBOURN IN BLOOM OPEN GARDENS WEEKEND 25th & 26th June Our popular biennial Open Gardens will be returning as a “real” event this year! We are inviting any Redbourn resident who is interested in opening their garden to contact us as soon as possible. Some garden owners will have refreshments on sale or may hold a fund-raising stall.
