General News CSI Lifts Ban on Phenolic Tips on Break Cues
The "2012 - 2014 Official Rules of the BCA Pool League" was released June 1, 2012, the beginning of the new BCAPL and USAPL league year. The most noted change for the newly released publication is the lifting of the restriction on the use of the phenolic tips on break cues. Below is the newly added language in the 2012-2014 Edition quoted from section 9d of the Equipment Specifications section:

"The cue tip must be composed of leather, fibrous, or pliable material." "Note: Pending further research and review, the BCAPL has temporarily rescinded the prohibition of the use of phenolic tips for break shots. However, the restriction is subject to reintroduction before the expiration of the 2012-2014 rulebook. League Operators and League Managers will be contacted if any further rules modifications regarding phenolic tips are made."

When the last edition of the BCAPL rule book went to press, CueSports International (CSI) adopted the ban on phenolic tips on break cues to be consistent with forthcoming World Standardized Rules. In the interim, CSI has determined that the ban is unenforceable, since neither the expertise nor the apparatus is available during pool tournaments to determine conclusively and consistently that a tip is phenolic. Also, the word "phenolic" covers a wide spectrum of material. This only reinforces how difficult the rule was to consistently enforce, and further confirms the need to rescind the ban. Hence, the ban was lifted pending further review by CSI, World Pool-Billiard Association (WPA), or other world bodies.

Typically, summer pool leagues have lower participation than fall or spring sessions. This is a great time to visit new rooms to generate more teams for a traveling league or to start up a new in-house league. In August throw a league member end of summer / get ready for fall session party. Offer incentives to all current league members who bring in 3 new players!
BCAPL Updates League Member Spotlight:
Dave Miller 28 Years and Counting Fifty-one years ago Dave Miller picked up his first cue at age 12 in his parent’s garage in Illinois. Dave, who plays in league 77 out of Hard Times Billiards in Sacramento, California, competed last May in his 28th BCAPL National Championships. Armed with his 1978 Joss West, Dave finished 25th place in the Men’s Open Singles division at the 2012 BCAPL National Championships and will be heading into his 29th year of BCAPL competition as an Advanced Division player. Dave looks forward to the move to the Rio All-Suite Hotel & Casino in 2013 for its modern and extensive amenities and larger convention space for the event.

When asked his favorite aspect about the BCAPL nationals Dave said, “It is growing all the time, the money keeps getting better, and the competition is tough as nails. I love the game.” In fact Dave’s favorite game to play is 9-Ball for its position play.

Outside of pool, Dave served in the US Army where he completed two tours in Vietnam as a medic. Upon return stateside, Dave completed his education and has worked as a pharmacist in California for the past 34 years. Dave is an avid sportsman, who enjoys hunting, jet skiing, and white water rafting.

Players from Rhode Island, Massachusetts and Connecticut converged on City Oasis in Norton to learn more about the USA Pool League. We had a break speed contest, a “ten ball” challenge, raffles, shirt giveaways and more. Players walked away with Red Sox tickets, cues, lots of prizes and some great information. Most players have been playing in a league for many years. Virtually all expressed dissatisfaction with their current handicap system, institutionally tolerated “Sandbagging” and the unfairness resulting from their resulting policies. We had a very positive response from the players not only because now there is a real alternative, but also because of the league payout structure and our commitment to make this league fair and fun for everyone. Let your friends know about the USA Pool League. Play for the league that puts the player and the sport first.

CSI Open Events CSI Tunica Open: Players Cash at Harrah’s
CueSports International (CSI) sponsored 10 young players to the 2012 BEF US Junior National 9-Ball Championships. Produced by the Billiard Education Foundation (BEF), the event was held July 11-15 in Milwaukee, Wisconsin at Romine’s High Pockets. The players CSI proudly supported this year were: Shawn Begay, Chad Behnke, Brady Behrman, Mike Evans, Nick Evans, Ricky Evans, Manny Perez, Sergio Rivas, JC Torres and Joey Torres. CSI wishes to congratulate the following players for placing in their divisions: Chad Behnke (3rd Place in the Boys 18 and Under), Brady Behrman (4th Place in the Boys 18 and Under), Manny Perez (2nd Place in the Boys 14 and Under), Sergio Rivas (3rd Place in the Boys 14 and Under), and Shawn Begay (4th Place in the Boys 14 and Under). Behnke will be one of six players representing the US at the 2012 World PoolBilliard Association (WPA) World Junior 9-Ball Championships.

CSI Juniors Earn Top Spots at 2012 BEF Junior National Championships
The CSI Tunica Open, a satellite event of the 1st Annual Southern Classic, drew 84 players in the 8-Ball division during July 20-22 and 79 players in the 9-Ball division during July 23-25 at Harrah’s Tunica in Tunica, Mississippi. CSI (CueSports International) awarded a total of $9,060 to the top finishers in the six double elimination divisions.
