For years, developers have promised to construct an unorthodox set of amenities at 23rd and M streets NW: affordable housing, a fire station and squash courts fit for international tournaments. And last Wednesday, contractor Clark Construction and developer EastBanc held a “topping out ceremony” marking placement of the last beam atop the project’s exterior. Festivities included a barbecue event where the project team discussed the work. EastBanc won approval to construct new buildings on the sites of the West End’s aging fire station and its nearby library subject to a host of conditions, including the provision of replacement facilities, affordable housing and other community amenities. “I think this is a project that exemplifies the best way for a public-private venture,” EastBanc president Anthony Lanier said at last Wednesday’s event. “The city worked extremely hard in making See EastBanc/Page 10

West End ANC battles ‘Georgetown’ hotels The website for the Avenue Suites Georgetown waxes poetic about the historic neighborhood and describes itself as “a seamless blend of style and authenticity.” But to Advisory Neighborhood Commission 2A (Foggy Bottom, West End), one piece of authenticity is lacking: Like seven other hotels within the commission’s neighborhoods, Avenue Suites isn’t in Georgetown, but at 2500 Pennsylvania Ave. NW, two blocks east of Rock Creek. gripes boiled over last Wednesday into a formal fraud complaint: Commissioners unanimously asked the D.C. attorney general, the D.C. Department of Consumer and Regulatory Affairs, and the Federal Trade Commission to order the hotels to remove references to Georgetown from their names or signage. “This is really about deceptive marketing practices by these hotels,” ANC 2A member Rebecca Coder said. “They’re misleading consumers about the location of where they are.” Generally, even the Georgetown-named hotels acknowledge their locations farther down on their websites: The Avenue Suites See Hotels/Page 14
The District’s first stretch of streetcar finally began running a few months ago along H Street NE, following years of delays spread over several mayoral administrations. Officials are now pressing forward with plans to extend that line to Georgetown, and released last week a revised proposal that relies on more dedicated lanes — as opposed to sharing space with other traffic — than past designs did. Under the latest design, the new line would run 3.5 miles along the K Street corridor, from 3rd Street NE to just west of 34th Street NW, and the battery-powered streetcars would recharge using overhead wires located only under the Whitehurst Freeway and at stations. The goal of the streetcar line is to provide “improved reliability and enhanced mobility” to downtown travelers,” according to the D.C. Department of Transportation.

The streetcar would travel under the Whitehurst Freeway and along K Street past Mount Vernon Square before turning onto New Jersey Avenue NW and then H Street, ultimately reaching Union Station. Under the latest design option, dedicated streetcar travel lanes would be in place for much of that route, aside from within Mount Vernon Square, where it would share the road with other vehicles. Advantages to this alternative include faster service and more reliability, while disadvantages include technological limitations on how long the streetcars can operate without recharging, See Streetcar/Page 3
