Councilors split on apartments, continue proposal to future meeting By Anna Skinner anna@youarecurrent.com After discussion on the proposed Woods of Britton Phase 2 at the Dec. 16 Fishers City DEVELOPMENT Council meeting, councilors and the petitioner agreed to revisit the proposal at a later date. Developers of the Woods of Britton Phase 2 proposed a rezone at the southeast quadrant of 141st Street and Ind. 37 to change 5.3 acres to allow for a multi-family development. If approved, the rezone would allow for the second phase of the Woods of Britton apartment complexes. It would include two new buildings with 128 units, a gym, parking and a private road to connect the new section with the existing apartment complex. Several councilors were hesitant about approving the plan because of Ind. 37 construction. “That’s an economic corridor right there,” councilor Todd Zimmerman said. “I might not be opposed to this down the road once (Ind.) 37 is done and sits there and no commercial development comes, but I think it’s shortsighted to stop at apartments right now as the decision before we see this full-length development of 37. I think this is a vital economic corridor for us, and I don’t think this is the right time to do this, so I’ll be opposed.” The proposed apartments would

be a $17 million development, and petitioner Steve Hardin, a partner with Faegre Baker Daniels, said 25 percent of residents in the existing Woods of Britton apartments are 65 and older. He also noted that if apartments are built on the site instead of a commercial development, they will increase the assessed value and improve traffic flow. “You can’t add apartments in a restricted access area and say you’re relieving traffic. That can’t happen,” Zimmerman said. “If it wasn’t right on 37, I (would) have no problem with the project concept, but we have one chance of developing the 37 corridor, and I just think it’s a miss this early on before we see what 37 does to just go to apartments.” Other councilors supported the project. Councilor Brad DeReamer said he thought no retail develop-
ment could build on the lot and succeed because of difficult access to the area. “(The petitioner) is not asking for an abatement or anything else. He hasn’t asked for a dime,” DeReamer said. “Twenty-five percent (of residents) over 65, we don’t cause a lot of traffic. We sit around and play bocce. I really appreciate that because we all know over 20 percent of Fishers is over 65, and that is just going to keep increasing. You probably won’t have any trouble filling that up, probably with seniors over anything else.” After hearing feedback from councilors, Hardin asked for a continuance to reassess the development and return to the council at a later date. Cities offer options for Christmas tree disposal By Anna Skinner anna@youarecurrent.com When the holiday season ends, many families look for ways to dispose of live Christmas trees. Here is a list of disposal HOLIDAYS options for local residents: Noblesville: Republic Services will collect Christmas trees from Dec. 26 until Jan. 10. Trees will be collected on the same day and in the same location as residents’ trash/recycle collection. Trees must be cut into sections of no more than 4 feet per section and placed inside the trash cart so that the automated arm of the trucks can place them in the truck. Trees laying on the ground beside trash containers will not be collected. For more, call Republic Services at 317-567-6400. Fishers: The City of Fishers offers a free tree recycling program sponsored

Fishers council approves economic agreements Compiled by Anna Skinner anna@youarecurrent.com At its Dec. 16 meeting, the Fishers City Council approved several economic development GOVERNMENT agreements, including one for new office buildings on 96th Street and one for Strongbox at the previous Marsh site at 96th Street and Lantern Road. What happened: The council unanimously approved an economic development agreement for three office buildings in the northwest quadrant of 96th Street and Lantern Road on Sunlight Drive. What it means: Mattingly Construction recently approached the City of Fishers about an opportunity to purchase additional land previously owned by Sun King Brewery. It plans to construct three build-to-suit and owner-occupied buildings ranging from 8,000 to 14,000 square feet. The agreement waives impact fees for the project. What happened: The council unanimously approved an economic agreement for Strongbox Commercial at the northwest quadrant of 96th Street and Lantern Road, which was the former Marsh grocery site. The agreement waives impact fees, and in exchange, Strongbox will purchase license plate readers to place along 96th Street. What it means: Director of Economic Development Megan Baumgartner presented at the meeting and said the city has worked with Strongbox, an Indianapolis-based developer and construction company, and the owner of the property to develop a project to further redevelopment efforts along 96th Street. Strongbox is working through an agreement process with a new user who has not yet been announced. If an agreement is reached, the new user will occupy 60,000 square feet of the 80,000-square-foot building. Strongbox will demolish the remaining 20,000 square feet and invest $7 million in the project to update the façade, the parking lot and
landscaping. What happened: The council unanimously approved a confirmatory resolution to establish an economic revitalization area and authorize a tax abatement at 10300 Kincaid Dr. What it means: A confirmatory resolution is the second step in the abatement approval process. The site previously housed Rosch Diagnostics and has been vacant since Rosch left in January 2017. The city is working with prospective tenants and the building owner to fill the building. Because the building is vacant, the 100 percent 10-year abatement is post-dated to begin in 2021. Nobody spoke during the public hearing. What happened: The council unanimously approved a request to amend the project agreement for Flexware Innovation’s new headquarters on Municipal Drive in Fishers. Flexware Innovation is a software and engineering services firm headquartered on Technology Lane. What it means: The amendment requests a closing date extension to June 2020. The closing date previously was April 2019, but the company encountered multiple challenges with the site plan, which delayed construction. What happened: The council unanimously approved an impact fee waiver for the Humane Society for Hamilton County’s new building at 106th Street and Hague Road. What it means: An HSHC spokesperson presented at the meeting and said it has reached $11.5 million of its original fundraising goal of $12 million. The goal is now $14 million and includes a $2 million operating endowment. What happened: The council unanimously approved an amendment to an ordinance about beekeeping. What it means: A state law passed at the end of May states municipalities can’t prohibit beekeeping in residential areas; they can only regulate the location and number of hives. A: Science was always a favorite subject of mine, especially in the later years of high school when I was able to take more specific classes. I took everything from environmental science to microbiology to astronomy. Each scientific field lets you see the world from a different perspective.

Once I started taking more psychology courses in college, I knew it was the field I wanted to study. Hotel Nickel Plate announced for downtown By Anna Skinner anna@youarecurrent.com The Fishers City Council unanimously approved an agreement to allow for DEVELOPMENT construction of Hotel Nickel Plate, which is the third piece of the 116th Street downtown Fishers development. The master plan for the area was announced by Browning Investments in December 2018. The plan includes a new six-story, 180,000-square-foot headquarters for First Internet Bank, a 237-unit, multi-family development by CRG featuring first-floor retail and residential amenities, and the rehabilitation of three historic buildings in downtown Fishers. “The plan all along while working with First Internet Bank, CRG and Browning Investments was to bring a boutique hotel to this area,” Megan Baumgartner, director of economic development, said at the Dec. 16 council meeting. The five-story, 116-toom hotel is part of the Tapestry Collection by Hilton. It will feature a full-service restaurant on the first floor and access to the Nickel Plate Trail. The hotel is a $21 million investment. Part of the project agreement includes a waiver of impact and permit fees and $2.1 million from the downtown tax increment financing fund.
“Downtown Fishers is quickly becoming the heart of our community, showcasing the vibrancy of the community alongside growing and entrepreneurial companies,” Fishers Mayor Scott Fadness stated. “Hotel Nickel Plate will create another iconic destination downtown where residents, visitors, businesses and more come together to enjoy all that downtown and the Nickel Plate Trail has to offer. We’re grateful to Browning and Dora Hotel Company for bringing our vision to light.” The hotel’s design will pay homage to the Nickel Plate Railroad. “We are eager to bring Hotel Nickel Plate to downtown Fishers. This project is especially fun for us because we get to bring such a cool project to our own backyard,” stated Tim Dora, president of Dora Hotel Company. “We are excited to see the development of downtown Fishers and to team up with Browning and the City of Fishers.” “The Hotel Nickel Plate exemplifies the key factors that make the Nickel Plate District one of the most exciting places in central Indiana: great brands, collaboration among established leaders, strong community support, outstanding placemaking, and an ambitious vision,” Browning President and CEO John Hirschman said. “Browning is delighted to be a part of the team that’s making big things happen for the people of Fishers and central Indiana.”

FINDING FAMILY DNA test kit leads Fishers woman to her adopted mother’s siblings
By Anna Skinner anna@youarecurrent.com Fishers resident Liz Smith didn’t order a home COVER STORY DNA test kit with the same goal as most people. She wasn’t trying to connect with long-lost family members, but simply wanted to learn new possibilities about her medical history because her mother, Mary, was adopted as a baby. “She knew nothing about her medical history on the maternal side of her family,” Smith said. “I grew up knowing my mom was adopted, and she had a heart attack at 45, which is very young, so her doctors were adamant about her finding her family history. She tried, but because (the) adoption was sealed, she couldn’t find anything. I’ve had doctors ask me, ‘What’s your family history?’ And I can only give them half. “I saw 23andMe (DNA test kit) had a health side of it to tell you precursors based on genetics, and I thought that’s the closest I’ll come
to finding anything out.” What Smith discovered, however, through the testing was something much bigger than she ever imagined. “I had no idea it could potentially link me to family members,” she said. When Smith received her results, she had a connection with a woman named Tracy Miller. 23andMe indicated Miller was Smith’s first cousin, but she was actually her mom’s sister. Smith connected with Miller, and they figured out their connection. “She said my mother was forced to give up a baby girl in Baltimore, which is where my mom was from,” Smith said. Smith sent a photo of her mother to Miller, and the resemblance between Mary Smith and her biological mother, Helen, was uncanny. Smith then learned her mother had three half-sisters and two half-brothers with the same mother but with a different father. “They didn’t know my mom existed until 1998, when their mom was on her deathbed and said, ‘I need you
to find her,’” Smith said. “My great grandmother was a very strict German Catholic, so when my grandma became pregnant with my mom, she was in love with my biological grandfather, but they were not married. She was forced to not be with him and forced to give up my mom for adoption.” Miller signed up for 23andMe and has been searching for Mary since 1998. After Smith told her mother what she had found, she participated in a four-way FaceTime with her mother, Miller, and two of her mother’s siblings. The siblings talk frequently and are planning a reunion in Baltimore in the spring. Smith has remained in touch with her aunts and uncles as well. “I just think it’s amazing, and I’m hoping my mom will do (a 23andMe) because we still haven’t found her dad’s side,” Smith said. “They know his name, and I tried Googling him and couldn’t find him. I’m going to get my mom a 23andMe for Christ-
mas, and I’m hoping we can fill that gap for her because she could potentially have brothers and sisters on that side as well.”
FAMILY SIMILARITIES Although Mary Smith’s resemblance to her biological mother is what her biological siblings and her daughter, Liz Smith, first noticed, Mary has other similarities with her biological family. “My mom and all my aunts have the same nose,” Liz Smith said. “My mom has never looked like anyone. She’s never had the similarities, and they have so many. My uncle’s handwriting is so similar to my mom’s, and my mom has really distinct handwriting.” Liz Smith lives in Fishers, and her mother, Mary, and brother, Drew, live in California. Some of her mother’s biological family lives in Baltimore, and she has a half-brother who lives in Montana.

Earlier this month, Bloomberg Businessweek published a story querying if the state of Tennessee’s project to provide “free” college to any citizen who enrolls should be standard operating procedure across the nation. It sounds good. So, how has it worked? Eligible Tennesseans apply about 80 percent of the time, but only a handful actually progress to enrolling in classes. Of those, nearly 20 percent drop out after one semester. Half quit by the end of three years. Jobs, family obligations and a panoply of other distractions are cited for the disappointing stats. The article rightly points out that money is not a magic wand. Socalled “wraparound services” are suggested to prop up the Tennessee Promise. Help finding day care, stable food, appropriate additional financial support and connection to tutoring are among the range of suggested benefits. There is some evidence that these may increase persistence, but no single one is sufficient to stop the bleeding and save the state. Should more, or less, be expected from students trying to move their way up? Is it possible that our sympathy rather than expectant support reinforces the failure? Certainly, folks need grit and encouragement from those they trust to overcome the challenges of life’s hardships. When are working, studying, car repairs and family relationships justifiably regarded as overwhelming, and when are they best described as commonly human, and therefore simply routine? Bring on the holidays! Commentary by Danielle Wilson I’ve finally gotten my holiday groove on, people! I’m just back from a 6 a.m. Meijer run, HUMOR followed by an hour at Kohl’s. With a generous serving of Amazon and a few swigs of merlot, I’m feeling quite good about Christmas. True, I’ve not yet written the annual family missive, nor have I mailed a single card. But I’m not worried. “Better late than never” is our family motto! Now, if only my husband Doo would stop being such a Grinch. He’s been oscillating between “I don’t care if Maddie has dance, I’m vacuuming up this stupid tinsel” and “I can’t possibly get anything done if you keep nagging me about addressing envelopes.” That is why I’m stuffing my face with bourbon-soaked English fruitcake. I need a dense dessert to keep my potty-mouth in check. I want to tell Doo to quit whining and go to the office if he needs to
work. Seriously, anyone here expecting to be left alone in the peace and quiet just days before Baby Jesus arrives is living in a winter wonderland. This place is the Island of Misfit Toys, my friends. We have cats vomiting on rugs, cars breaking down, college kids up in my grill, and almost certainly a nasty flu virus lurking. Plus, I only finished teaching yesterday. Momma still has a ton of miracles to perform. Let the reindeer games commence! My point is, I need Doo to get on board my Polar Express — for him to take a moment to enjoy this crazy season, and more important, to revel in my spectacular purchasing prowess. Also, we should probably get on the card thing. Peace out.

out of knowing the words. She wasn’t pleased. This year, for the first time in our marriage, Mary Ellen has chosen to return something before she’s even opened it. It was a Keurig Coffee Maker, the one with the compact individual containers that brew one cup at a time. We have been using a standard Black & Decker coffee maker, but I don’t like to drink liquids from an appliance made by the same people who manufacture my weed whacker. That’s not the way I want to get my buzz in the morning. Mary Ellen walked into the room and saw the package under the tree. “What a beautiful box — so tastefully wrapped,” she said. “I just don’t want what’s inside. I know it’s the thought that counts, but, unfortunately, I know what you were thinking. I’ll take it back today before those return lines get too long.” “Huh? You don’t even know what it is, Mary Ellen!”
“Yes, I do.” “I think you’re bluffing. You have no idea what’s inside.” “Well, let’s see. My guess is that I already have something similar, that it will take up more space on the counter than the current one, and that the little disposable containers it uses are bad for the environment. Oh, and a cup of coffee will taste exactly the same as it does now, but for three times the cost.” “Wow, you pretty much nailed it. But other than all that, why don’t you want it?” Mary Ellen agreed to take back the Keurig after New Year’s, just so I can say she kept one gift for at least a week. Returning a coffee maker any sooner would be grounds for divorce.

These are their favorite things By Mark Ambrogi mark@youarecurrent.com Carmel Symphony Orchestra Music Director Janna Hymes has no problem picking HOLIDAY her favorite holiday movie, “Holiday Inn” with Fred Astaire and Bing Crosby. “I love that movie so much,” Hymes said. “The kids know it, and we watch it every year. Hymes It’s so funny. The music is incredible.” As far as favorite musicals, that’s a little harder for the Carmel resident to pin down. She regularly listens to Christmas albums by Doc Severinsen and Michael Bublé. “I have a compilation CD with people on it like Natalie Cole, Idina Menzel and a lot of pop artists,” Hymes said. “Now with Echo, I can just say, ‘Play holiday music,’ and it plays great music. Last night, I just said, ‘Play holiday jazz.’ We just did our Holiday Pops concert, so I’m up on all that much. I love the holidays and being able to perform in the holidays. When everything kicks in and everyone is in the spirit, there is nothing like it.” Unlike Hymes, Actors Theatre of Indiana co-founder Don Farrell can’t pick just one holiday movie. The holiday Farrell movies he loves for different reasons are “A Christmas Story,” “Christmas Vacation,” “A Charlie Brown Christmas” and “It’s a Wonderful Life.”
His favorite Christmas musical is one ATI has presented in previous years, “A Year With Frog and Toad!” “Some of my best Christmas memories are with that musical,” he said. Farrell said “A Christmas Story: The Musical” has become a new favorite. Farrell is appearing in Beef & Boards’ production of the musical, which runs through Dec. 31. “My favorite dish was what I thought my mother invented, the famous green bean casserole with Durkee onions on top,” he said. “I can’t believe I thought my mom invented that dish. Can’t have a holiday meal without it.” The Westfield resident had several traditions growing up in Georgia. “My favorite tradition in the past as a child was driving out with my dad
and two brothers to cut down a tree in the woods picking out what we would call our Charlie Brown Christmas tree, one that most likely no one would ever think would be suitable,” Farrell said. “Then baking and decorating gingerbread cookies with my mom and hanging them on the tree for my friends to pick one when they came over to play at my house.” Farrell said another nice memory growing up was going caroling around his neighborhood and at the Children’s Hospital with friends. “Always a feel-good way to get in the Christmas spirit,” Farrell said. “Today, my go-to tradition for trees is at the Carmel United Methodist Church and purchase a live Christmas tree to support their CUMC youth work.”

The Fishers Arts Council will present its 2020 exhibit season of art at The Art Gallery at City Hall beginning Jan. 2. The season features 16 exhibits by artists from Fishers and the surrounding area, including a High School Senior Showcase in April. Each exhibit will feature a free evening reception. The season includes the works of artists such as James Anderson, Greg Beall, Bryce Culverhouse, Britton Farrand, Michael Janosky, Jeannette Pomeroy Parssi, Gale Sturm and Paula Wright. Additionally, the gallery will display a special exhibit in February (Black History) featuring Fishers High School and Fall Creek Junior High School students. In March, as part of Disabilities Awareness Month, the gallery will present the work of artists with disabilities. The exhibits are open from 8:30 a.m. to 4:30 p.m. Monday through Friday, excluding holidays, at The Art Gallery, and every Saturday from 10 a.m. to noon during Fishers Summer Farmers Market.

Indianapolis Motor Speedway President Doug Boles and his HOLIDAY staff figured Lights at the Brickyard would be a good way to draw racing fans during the offseason. “We learned that 50 percent of the people that came through the first year had never even been to the Speedway, which is pretty crazy,” Boles said. “We figured it would be mostly race fans, but it was families looking for something to do in their cars.” So, Boles said the lights display has become a great way to introduce IMS to people who have never been before. The holiday lights display, in its fourth year, keeps growing. This year, Lights at the Brickyard has added an out-of-car experience around the IMS Pagoda Plaza. “We wanted to get the in-car experience down first before we focused on

the out-of-car experience,” Boles said. “People can park their car and walk around Pagoda Plaza and go up into the Pagoda.” Boles, a Zionsville resident, said motorists can drive through the 2-mile lights display and then park and walk around. Lights at the Brickyard will remain open until Jan. 5. Operating hours are 6 to 9 p.m. Sunday through Thursday and 6 to 10 p.m. Friday and Saturday. For my first venture back into the dining world, I checked out Bier Brewery North because Patrick Mullen, formerly of Patrick’s Kitchen and Drinks in Zionsville, recently partnered with Bier Brewery North to offer a food menu. If it’s your first time visiting, order the Killer Grilled Cheese. It’s a melty, delicious sandwich with Swiss, provolone, Monterey jack, mild cheddar and extra sharp white cheddar topped
with cherrywood smoked bacon. For something a little healthier, try the Crazy Veggie ($8.95), with black bean hummus, chopped olives, cucumber, tomato, carrot and shredded cheese on a baguette. Another popular item is the Verde-braised beef tacos ($11.95). It comes with three soft-shell tacos with sirloin braised overnight in a tomatillo-jalapeno sauce, topped with corn black bean salsa and a barbecue crema. For dessert, order the hummingbird cake, which has pineapple, bananas, cinnamon chips and cream cheese frosting ($4). Or try Love in a Bowl, a double-chocolate fudge brownie with vanilla ice cream, chocolate sauce and whipped cream ($6). Suggested pairings: Bier Brewery North was kind enough to let me sample all the beers on the menu (they were all good, and I felt great). The Citrasense IPA was my favorite. It’s a good option for those looking to try IPAs because it has a milder finish than most. Get a pint for $5.95, or $4.50 on Wednesday nights.

Remains of Jerusalem’s Second Temple Commentary by Don Knebel In about 34 B.C., Herod became King of Judea. To improve the image of his backwater kingdom, TRAVEL Herod undertook massive construction projects, including rebuilding Jerusalem’s Second Temple, then located atop a flatted area on Mount Moriah. Beginning in 19 B.C., Herod built and filled a massive trapezoidal-shaped retaining wall around Mount Moriah, creating a much larger platform, or Temple Mount, on which he built a much larger Second Temple complex to replace the original. The 1,000-foot-long western side of the stone retaining wall extended about 100 feet above the Tyropean Road, ancient Jerusalem’s shop-lined main street. An arched bridge, then the highest in the world, straddled the Tyropean Road, allowing visitors to enter the Temple Mount from the west. LOCATION: The Proposal is located north of 126th Street and east of State Road 37, on the west side of Parkside Drive. 12750 Parkside Drive; Parcel# 15-11-30-00-00-023.009. The case file about this project is available for public review in the office of the Department of Planning and Zoning, located on the 2nd floor at Fishers City Hall. The meeting agenda with room location details and case related information will be posted on the City’s website forty-eight (48) hours in advance of the meeting specified above. Written objections filed with the secretary of the Advisory Plan Commission before the hearing will be considered.
