Hamilton County has updated its zoning code to include additions for commercial andrightssolarto establish a U.S. 31 overlay district.Thechanges, which have been approved by the Hamilton County com missioners, now means that the county has a unified development ordinance, which replaces Hamilton County Zoning and Subdivision Control ordinances that had been in effect since 1990.

“Hamilton County has grown and changed immensely since the adoption of its Zoning and Subdivision Control ordinances some 30 years ago,” said C.J. Taylor, director of the county’s plan commission. “The revision team took into consideration the county’s recently updated comprehensive plan, road updates, land use best practices and trend ing technologies in creating the UDO.”
The two biggest zoning changes in the ordinance involve commercial solar proj ects, in addition to growth along the U.S. 31 corridor, according to the county. Article 8 of the UDO establishes a Commercial Solar Energy Systems Overlay District that is meant to develop a process and standards for solar-generated energy while also pro tecting prime farmland.

Article 10 of the UDO also establishes a U.S. 31 Overlay District, which the county says will help promote coordinated develop ment and increased architectural standards for properties adjacent to and adjoining Dunbar Road on the west side of U.S. 31 ex tending from 216th Street to 296th Street. “This is a prime area for development in Hamilton County,” Heirbrandt said. “The new ordinance encourages capital investment and economic development in this area by promoting increased density and mixed-use developments.”Copiesofthe UDO are available in the county’s Plan Commission office, while in formation can also be found on the county’s website at hamiltoncounty.in.gov.
A Sheridan woman accused of poisoning her ex-boyfriend’s oatmeal with fentanyl before strangling him to death with his favorite necktie has been found guilty of his murder.Ajury in Hamilton County found Heidi Ma rie Littlefield, 42, guilty Aug. 23 on one count of murder and two counts of conspiracy to commit murder. Sentencing is set for 9 a.m. Oct.Francis7. Kelley was found dead in his Carmel home in January 2021, three days after he stopped respond ing to text messages and other communications. Kelley and Littlefield had been involved in a custody dispute over their then-2-year-old daughter. Littlefield’s daughter, Logan Marie Run yon, testified against her mother in the trial as part of a plea agreement. Runyon’s boyfriend at the time of the murder, Robert James Walker, also testified as part of a pleaAndeal.autopsy revealed that Kelley died of asphyxia due to manual strangulation/neck compression. He had blunt force trauma to the head and injuries on his hand, elbow and knees. Toxicology results revealed high levels of fentanyl, a synthetic opioid, in his system.

Article 8 also identifies commercial solar projects as ones that “generate electricity to be sold in the wholesale market,” accord ing to the ordinance. Anyone who wants to construct a commercial solar project must rezone the property to the Commercial Solar Energy Systems District, which requires a public hearing before the Hamilton County Plan Commission, according to the county. According to the county, there are several requirements that petitioners must do as part of the process, including conducting a soil identification study, demonstrating post-construction stormwater runoff vol ume and quality mimics or improves upon pre-development conditions, provide a minimum setback of 300 feet between so lar equipment and single-family dwellings, among other things. “We want to encourage the use of solar and renewable energy while also protecting valuable farmland,” Taylor said. “In order to manage that, we needed to put some checks and balances in place.”

CCS fully staffed with teachers, struggling to fill other roles

As school districts across the nation struggle with staffing shortages, Carmel Clay Schools is feeling the strain in some depart ments and faring much better in others.CCSAssistant Supt. Thomas Oes treich presented an overview of district staffing levels at the Aug. 22 school board meeting. He said every teaching position had been filled for the 2022-23 school year and that teacher turnover remains low. “We are fortunate to be a destination district for many teachers in the state and in the country,” Oestreich said. CCS receives “many applicants” for every open elementary teacher position, Oestreich said, and a recent assistant principal open ing at an elementary school drew 150 appli cants. Positions that are becoming tougher to fill include science and math teachers at the secondary level and special education roles, he said.The district has more bus driv ers on staff this year compared to the previous school year, meaning fewer drivers are running double routes. Staffing levels remain too low, however, to eliminate the “no bus zones” implemented before the start of the 2021-22 school year. “We’re moving in a positive di rection (with hiring bus drivers),” Oestreich said. “We would love to get back to where we were before the pandemic.” CCS is also looking to boost its roster of instructional assistants and substitute teachers. Hoosiers from Hamilton to Fulton coun ties are being asked to weigh in on INDOT’s future plans for the U.S. 31 corridor, which stretches north to south to connect central Indiana to the northern part of the state. INDOT is in the early stages of a twoyear study that will consider long-term environmental, community and economic challenges and goals along the corridor. The southern study area stretches from 276th Street in northern Hamilton County to W 300 N in Miami County (excluding the Koko mo bypass), with the northern study area continuing to W CR 700 N in Fulton County. The Planning and Environmental Linkages (PEL) process, which will be used to conduct the study, includes gathering input from affected communities and commuters and balancing it with transportation engineering needs and environmental concerns. Community feedback will be gathered through websites, social media and in-per son and virtual public meetings. A first round of public meetings is expected to occur in the fall, but dates and locations have not yet been announced.

Carmel Middle School seventh-grader Amyla Holder’s favorite sport might be bas ketball, but she has proven to be a natural shot put and discus thrower.Holder, 12, has been throwing the shot put since she was 8 years old and made the National Junior Olympic Track & Field Cham pionships. She started throwing the discus on her own a year later, but the discus isn’t allowed for competitors until age 11. She placed second out of 26 discus throwers in her age division with a throw of 92 feet, 7 inches in the National Junior Olympic Track & Field Championships in Sacramento in late July. She was seventh in shot put with a personal best of 31 feet, 10 inches among 42 competitors. She was named an All-American in both events by virtue of her finish. Holder said the key was hard work. “I was getting at least an hour in each day,” Holder said. Holder finished second in the discus in

The Hamilton County Surveyor’s Office is in need of volunteers who use wells to help provide information for a wa ter availability study. The three-year study is the first of its kind in Indiana. Through the study, Hamilton County aims to better understand its water supply and ensure water availability for future generations and potential development. “We need to know where all the water is,” County Surveyor Kenton Ward said. “We already know that we have a huge aquifer that runs along White River. As Hamilton County develops, if there’s no water there, we can’t put people there. This is another thing that will help us develop differently in someVolunteersareas.” will have a sensor installed on their well that will measure and track water levels throughout the next three years. The laser beam sensor does not interfere with the functioning of the well. Well owners will be able to get access to their well’s data throughout the study. Ward said a full group of 50 volunteers is needed to start the study by the end of 2022. The Carmel resident, who is an associate professor of computer sci ence at IUPUI, served as coach of the USA Comput ing Olympiad team and attended the International Olympiad in Informatics in Indonesia. A total of 91 countries sent delegations to attend the Aug. 7-16Thecompetition.competition is mainly based on com puter programming. Each game has five hours and three questions. Students need to design algorithms and write programs to solve problems within a specific amount of time.“Our team received three gold medals and one silver medal,” said Xia, the only member of the team from Indiana. Xia served as a coach for the USA Comput ing Olympiad camp at Clemson (S.C.) Univer sity, which was held May 25 to June 4. The second Furry Fracas Pickleball Tour nament is set for Sept. 9-11 at Cyntheanne Park at 12383 Cyntheanne Rd., in Fishers. The tour nament is presented by the Indy Pickleball Club, and half of the pro ceeds will benefit the Humane Society for Hamilton County. The tournament will take place Friday, Saturday and Sunday, with games every day at 8 a.m., noon and 4 p.m., with a variety of skill and age levels competing over the course of the tournament. Last year’s inaugural event raised nearly $10,000, and Dan Hollis with Indy Pickleball said the club’s goal is to exceed that total this year. has donated money to HSHC and for the cre ation of the pickleball courts in Cyntheanne Park. Bruce and her hus band, Jesse, and their three children moved to Carmel after she took the IUPUI women’s basketball coaching job in May. Bruce and Carmel High School boys bas ketball coach Ryan Osborn were speakers Aug. 26 at the Rotary Club of Carmel at Woodland Country Club.
Osborn said the last two-plus seasons have been hard as a teacher and coach amid the COVID-19 pandemic.

“It’s knowing what you can and can’t do and keeping the kids safe,” Osborn said.
The Greyhounds finished 18-6 in 2022, suffering their first postseason loss to Westfield in the sectional final since the 2018 Class 4A state championship. CHS won 4A state titles in 2019 and 2021. The 2020 postseason was canceled because of COVID-19 lockdowns after Carmel won the sectional title.

Bruce played at Florida Gulf University under Karl Smesko and later became his graduate assistant. She served as an assis tant coach at Youngstown State. “We took over an 0-30 program (in 200910) and three years later we won 23 games,” BruceWhensaid.Youngstown State coach Bob Bold en took the Ohio University job, Bruce went with him. “It was a similar story,” Bruce said The team had won six games the season before Bolden arrived, and in his second season the team won the first of two con secutive Mid-American Conference regular season championships. She spent the past six seasons as head coach at Walsh University, a Division II school near Canton, Ohio. She had a 134-43 record with four trips to NCAA Division II tournament berths.
“There are a lot of challenges taking over a new program where that program has been successful or not had success,” Bruce said. “There are 13 players on our roster, and 10 were recruited by another coaching staff, so building relationships is going to be the most important thing for us. So when adver sity hits, we can lean on each other.” Like Bruce, Osborn is eager for the sea son to start in November.
DECLINING A FLIGHT ON AIR FORCE ONE
Eckard and Joers met through their chil dren, who attended school in South Bend together. The women co-owned a wedding planning firm, and they wanted to garner publicity about the industry and their business by writing a weekly newspaper column addressing questions and concerns aboutTheyweddings.hadlimited journalism experience in 1973, but Eckard had worked in sales and figured that it wouldn’t hurt to pick up the phone and “go big” in trying to land an interview.“Wedidn’t have any experience going looking for celebrities, and that wasn’t the point of it,” Eckard said. “We thought (Betty Ford) would be very interesting. She really hadn’t had a lot of press, and if we wrote a good story, we’d be able to market it and the South Bend Tribune would believe in us.”Eckard and Joers, who died in 2005, initially interviewed Betty Ford during a 30-minute phone call. They concluded by asking if they could travel to Washington, D.C., to take photos to use with the story, and Betty Ford agreed. At the time, Con gress was in the process of interviewing Gerald Ford in advance of a vote to appoint him as vice president.

The South Bend Tribune published the story by Eckard and Joers, who used the name Mary Carol for their work, on Dec. 30, 1973.The following year, Eckard and Joers reached out to Betty Ford’s office for a follow-up interview, as she had become the first lady in August 1974 after President Richard Nixon’s resignation. Now navigating a much busier schedule, Betty Ford said she could squeeze in an interview during a flight to Chicago aboard Air Force One. Much to their chagrin, Eckard and Joers turned down the offer to fly aboard the nation’s most famous plane, as they could not justify purchasing airline tickets to Washington, D.C., to fly right back to the Midwest. So, the women drove to the event in Chicago. They received press credentials and briefly reconnected with Betty Ford Continued on Page 19 Eckard
When editors at the South Bend Tribune told part-time entertainment writer Mary Eckard that she and her friend and business partner, Carol Joers, didn’t have enough journalism ex perience to write a weekly column for the paper, they decided to change that — in a big way. So, Eckard and Joers decided to see if they could land an interview with Bet ty Ford, whose husband was often making national headlines at the time. It was 1973, and U.S. Rep. Gerald Ford was in the midst of being interviewed by Congress to be ap pointed vice president after the resignation of disgraced Spiro Agnew. Much to their surprise, Betty Ford said yes. Thus began an unexpected journey that took the friends across the U.S. as they pieced together the article and developed a rapport with Betty Ford, who would become the first lady after the resignation of Presi dent Richard Nixon in 1974.
“The interview transcripts, in particular, will be of interest to researchers as they present in Betty Ford’s own words her insights on a range of topics, including the life of a Congressman’s wife, the social issues of the day, and the events that were quickly transforming her life and that of her family,” Gunderson stated. “The donated materials also tell the interesting and enter taining story behind the interview and how Mary Eckard and Carol Joers connected with Mrs. Ford during a chaotic time.”
The donated materials will be a valuable resource for those studying U.S. politics of the mid-1970s, according to Geir Gunderson, supervisory archivist at the library.
In late November 1973, the women flew to the nation’s capital and traveled to the Ford’s home in nearby Virginia with their photographer, Jim Evans, whom they hired sight unseen based on a recommendation from a friend. Their meeting with Betty Ford was scheduled to last 20 minutes.
Nearly 50 years later, Eckard closed an other chapter in the adventure by traveling to Grand Rapids, Mich., last month to donate her notes, photos and other artifacts from her interactions with Betty Ford to the Ger ald R. Ford Presidential Library & Museum. It wasn’t easy letting go of this memora ble slice of her life, said Eckard, a meticu lous organizer. “I don’t want it lost in history,” said Eck ard, a Carmel resident and Clay Township board member.
“She couldn’t have been more lovely or cordial,” Eckard said.

When Mary Eckard and Carol Joers interviewed Betty Ford in November 1973, they could tell something wasn’t quite“Weright.knew when we saw her that she had some medical problem of some kind, but we did not realize the problem she had,” Eckard said. “She was very precise and very slurred, but very real.” Eckard and Joers decided not to ques tion Ford about her health, because that was not relevant to their story. But in 1978, it became a national story when

Looking back, Eckard is still sur prised by what transpired through a simple phone call. “I think that’s the hardest thing in life to learn, is that you do have permission to ask the question. If they say no, then you don’t hound them. We wouldn’t have gone on (with the story if Betty Ford said no),” Eckard said. “But it was the right moment at the right time with the right questions, and we were there.”

A few weeks ago, I was guilted into driving with my oldest daughter to Colorado for her senior year in college. If I couldn’t mitigate the verbal deluge, the debilitat ing nothingness of Kansas would be the least of my concerns. So, I made a list of “safe” conversation starters, queued up several episodes of “Armchair Expert,” and acquiesced to the fact that for at least part of the drive, I’d be a fully en gaged, active listener, even if it meant enduring a diatribe on the latest Black pink drama or miraculous discoveries in parasitology.Itendedup being a wonderful experi ence. Did I roll my eyes countless times before we crossed the Indiana-Illinois border? Yes. Did she speak endlessly on the aforementioned subjects, oblivious to my blank expression and thinly veiled irritation? Of course. But will I forever look back on that Saturday with fond ness, grateful for those precious mo ments with one of my girls? Absolutely. Because who knows when I’ll have her all to myself again. For decades now, we have been con cerned about the impact of violence on television in the lives of young people. The conventional wisdom held that most rational folks discern between the make believe and the genuine. The argument goes, if humans could not tell the differ ence between reality and pretend, chil dren would be dropping anvils on the heads of their siblings, ala Wylie Coyote trying to slow down the Road Runner. Even kids figure it out. But as we have moved to an industry that claims realism as a cardinal virtue, can we trust that social media influ encers and reality television are giving us the true story? What are the con sequences and who owns them? MTV broadcasts a program, “Catfish”, which tracks down and confronts the errant partner in an online romance who re fused to meet in the physical world. As expected, most turn out to be con art ists. Often, they assume identities and deceive others into giving them money, compromising photos, or their hearts. They are rarely the gender, age, orienta tion, or standing that they claim. Some seem very happy to be “famous” for a minute. Hurting strangers made them important! Does the program help the victims through a cathartic humiliation of the perpetrator as it claims? Or does it empower the losers by fulfilling their actual desire: notoriety? Do they care?

Editor, I engage in self-inflicted pain several eve nings weekly. Toggling between CNN and Fox News is not a prescription for sanity, peacefulness or educational enrichment. The two networks represent our divisive government and country. We all are entitled to our own ideologies, cultural and religious beliefs, but not at the cost of gross exag geration, blatant lies and bullying. Fox News is clearly the leader in the aforementioned, primarily because we have a Democratic president. Both networks have an acceptable degree of fairness from 6 to 7 p.m. The expedited downhill spiral to the hole of maliciousness, foolishness, bigotry and slander begins at 7 p.m. with “Jesse Watters Primetime” on Fox News. Watters, a puppet news anchor, provides an hour of Republican bashing on Biden and Democrats filled with hate and falsehoods. At least CNN’s “Erin Burnett OutFront” has moderation.Ventureforward another hour and FOX News’ infamous “Tucker Carlson Tonight” will spin your head. Granted, Tucker Carlson is smart, articulate and fun to watch as he gets himself all twisted with complex and legitimate opinions. CNN offers you “Anderson Cooper 360,” who is boring and semi-harmless, but he does report the news.At9 p.m., Sean Hannity replays FOX News’ hatred for Democrats, the Bidens and any thing resembling democracy or inclusion. CNN pursues its liberal agenda in less mod eration but still reports the news. By now it’s 10 p.m., and I am frustrated, disgusted and worried. These “news” pro grams precisely reflect our government and society: divided and broken. Time for the Golf Channel, but wait, now golf is divided!

Editor, I salute Mike Senuta for his recent letter to the editor (Aug. 30) regarding comments made by U.S. Rep. Victoria Spartz. She was not my choice in the 2020 primary election; so be it. I’ve been dismayed that nearly every statement she has issued while in office, on even the most innocuous topics, have a pro-Trump and anti-Biden sentiment. I have been disappointed at the number of public officials, including Spartz who have objected strongly to the recent DOJ/ FBI investigation of mis-handled classified documents.Ihaveworn the uniform serving this country, know well what is at stake when classified materials have been entrusted to my care, have seen people punished to non-compliance with prescribed procedures. As does Mr. Senuta, I believe she is due to apologize for her comments that aggravate an unfortunate situation and do discredit the faithful and loyal employees of agencies that keep us safe and secure. In the 1972 presidential election — the first I voted in — Richard Nixon trounced George McGovern. The South Dakota senator was a good man, had reasonable ideas and proposed moderate actions. But he was up against someone skilled at playing power games for his own self-glory, disregarding legal if not moral constraints, a master of the political dis-information game. Victory, yes, but eventually disgrace to the office of theTherepresident.isaparallel brewing for the upcom ing election. This being deep-red Carmel, the likelihood of Ms. Jeannine Lake unseating Rep. Spartz is comparable to finding an icecube in the netherworld. I hope, however, she will not lose heart and will continue to offer well-reasoned proposals that would better serve the residents of the 5th Con gressional District and this country. Perhaps the Republican Party leadership will oneday provide candidates as a less-extreme, more-civilized choice. We Hoosiers once opt ed for Richard Mourdock over Dick Lugar, so I am not confident that will occur soon.

Chick-fil-A issued a statement regarding a possible restaurant in Carmel. “We are always evaluating potential loca tions in the hope of serving existing and new customers great food with genuine hospi tality,” the statement reads. “We are excited to share that we are in the early stages of pursuing a restaurant in the Carmel area.”
As a former Guerin Catholic High School cross country and track and field runner, Brandon Oblazney knows how important it is to have the right personal care products in the locker room.Itbecame even more apparent when his younger brother, Chad, a former Guerin Catholic soccer play er, had a skin condition that was aggravated by some products. ‘HANDS ON A HARDBODY’
Sheridan, who is directing Actors The atre of Indiana’s production of “Nunsense,” has previously directed the show and act ed in “Nunsense II: The Second Coming.” ATI will present the musical from Sept. 9 to 25 at the Studio Theater at the Center for the Performing Arts in Carmel. ATI last performed ‘Nunsense’ in 2010. The plot centers on when Little Sisters of Hoboken discover that their cook, Sister Julia, Child of God, has accidentally poi soned 52 of the sisters, the surviving nuns are suddenly in dire need of funds for the burials. Five sisters decide that the best way to raise the money is to put on a vari ety show in the school auditorium. “The audience is part of the show,” said Sheridan, who lives near Detroit. Stephanie Wahl, a Butler University graduate, plays Sister Mary Amnesia. She also performed that role for the Peninsula Players’ Production in Fish Creek, Wis. Sheridan directed that show and suggest ed Wahl send her information to ATI. Wahl also performed as Sister Mary Leo in a 25th anniversary off-Broadway production of “Nunsense.” She was on the 30th anniversary cast recording as Sister Mary Leo. She also appeared in some other “Nunsense” sequels. “It brings so much laughter,” Wahl said. “The favorite thing that I get to do is for two hours we all forget everything we have to do in our lives. The Indianapolis Opera’s fifth annual Op era in the Park performance will take place at 7 p.m. Sept. 10 at MacAllister Amphithe ater at Garfield Park. The evening will feature an all-Indiana lineup of music celebrities, with concert hosts opera superstar Angela Brown and conductor Alfred Savia, alongside musical guests pianist Joshua A. Thompson (“Sock Joplin”) and saxophonist Jared Thompson. Internationally acclaimed baritone Daniel Narducci will also take the stage. Admission is free but attendees are asked to consider a suggested donation of at least $10 per person to support the India napolis Opera.
“Since I got cast, I definitely didn’t try to watch as many things as I can because you want to keep it fresh and keep it your own,” she said. “The first time I heard it all the way through was with the cast (at the first rehearsal). One of the fun things about a comedy like this is some of it is improvised and some of it involves a little bit of audience interaction, so if I had done the show before it wouldn’t feel brand new because everyone brings so new and different things to their character. I’m ex cited to be part of creating that.” Sister Leo wants to be a ballerina, so Weinfeld wears her ballet pointe shoes.
The Mud Creek Players will try their hand at a 1997 cult classic documentary. The “Hands on a Hardbody” documentary, which was later transformed into a mu sical of the same name, is about 10 downon-their-luck Texans engaging in a grueling contest of human endurance as they vie to be the last contestant standing, with their hand still on a brand-new Nissan Hardbody pickup truck, director Michelle Moore said.
Westfield resident Anya Andrews por trays Norma Valverde, an iconic contestant from the original documentary. Norma is convinced that she will win the truck because she has God and her faith on her side. “I really like Norma because, ultimately, she’s just a really good person,” Andrews said. “Someone who wants to provide for her family and do right by them and by anyone she meets. I think one thing that’s challenging is to kind of get her energy. To summon the energy that she’s supposed to emit when she’s in her zone with the Lord. It’s kind of difficult for me but I’m getting there.”This is Andrews’ first time performing at Mud Creek. This is only the second time she has performed community theater in her adult life. Let’s get into the weeds. This term has multiple applications and definitions. First, a golf shot can land in the rough, which is tall grass or weeds, as opposed to on the shorter grass of the fairway or green. Political policy wonks love to get into their version of “the weeds.” In this case, getting “into the weeds” means going into unnecessary detail about a policy or initia tive. My opening paragraph is an example of getting “in the weeds” about milkweed. Being “in the woods” means something altogether different. When someone “isn’t out of the woods yet,” it can mean that she is quite ill and hasn’t gotten yet better. By this logic, being “in the woods” means someone is on death’s door or incredibly sick.

I’ve been getting into native perennial gardening this year. Of all the plants I’m growing, I love milkweed the most.
