The City of Lawrence recently named Christopher Wilburn as the director of public works, a new position for the city.
GOVERNMENT
According to Chief of Staff Zach Brown, Wilburn will oversee constituent communications and help manage projects for the city.
Wilburn, who is married to State Rep. Victoria Garcia Wilburn, previously was the director of community engagement at Ivy Tech Community College, according to a city announcement.
“Christopher began his career in community outreach shortly after joining the Indianapolis Metropolitan Police Department. Subsequently, after earning his law degree from Indiana University Robert H. Wilburn was present at the May 20 Lawrence Common Council meeting and said he is excited to start work.
“I will say this, that the City of Lawrence is a destination,” he told the council. “We’re moving things forward and I’m just excited to be part of the momentum that is occurring within the city.”
Wilburn invited council members to meet with him individually to talk about ways to continue the city’s momentum.
Resurfacing planned in Lawrence — The City of Lawrence had secured $1 million in funding through the state Community Crossing Matching Grant Program to resurface roads in Geist Valley Estates, the Fairways East neighborhood and 52nd St in Winding Ridge.

SUN Bucks program helps with grocery costs — This summer is the first year of the new Indiana SUN Bucks, a benefits program that provides families $120 for each eligible school-aged child to buy groceries when school is out. Summer is a time when many children lose the free and reduced-price meals they get at school and when households might need a little extra help putting meals on the table. Most eligible families will get these benefits automatically, but some parents will need to apply. For more, visit indianasunbucks. com.
DCS recognized – The Indiana Department of Child Services received national recognition in May for its Indiana Family Preservation Services program, which provides in-home support to strengthen families and improve outcomes while reducing the number of children entering the foster care system. The program, launched in June 2020, has been designated a promising practice by the California Evidence-Based Clearinghouse for Child Welfare. it was also highlighted as an example of how new approaches to child welfare practice can enhance child and family well-being in an April report by the Christensen Institute. The program is designed to keep children in their home when it is safe to do so and provides other support and financial
assistance to families. Since its inception, Indiana Family Preservation Services has served more than 27,000 children and 14,000 families.
Duke Energy files for rate increase — Citing $1.6 billion in investments, including a modernized electric grid more resistant to power outages, hundreds of miles of new power lines, environmental responsibilities, increased electric grid security and new systems for customer convenience, Duke Energy has filed a rate increase request with state utility regulators. If approved in early 2025, rates would go up 12 percent in 2025 and 4 percent in 2026. On average, that would be an overall increase of about $28 per month for residential customers, according to an announcement from the company. Summer in the City of Lawrence is a time of abundance. That’s true whether you’re looking to enjoy the bounty of the Fort Ben Farmer’s Market or seeking opportunities to celebrate and connect with your Lawrence neighbors.
First and foremost, mark your calendars! The Fort Ben Farmer’s Market will return on June 6, showcasing vendors from Central Indiana offering an array of fresh produce, baked goods, honey, specialty food items, meats, coffee, plants, and much more. Held every Thursday from 4 to 7 p.m. at the Fort Ben Cultural Campus until October, the market promises something for everyone.
Next up, Arts for Lawrence will host its 4th Annual Juneteenth Jubilee on Saturday, June 15, from 4:00 – 8:00 p.m. at the Fort Ben Cultural Campus. This free community event will include live music performances, visual art displays, food trucks, and fun activities for the kids.
Then in July, we’ll light up the night sky with an abundant display of fireworks during the City of Lawrence 4th Fest 2024 at Lawrence Community Park! Join us on Monday, July 4, starting at 10 a.m. for our annual 4th Fest Parade. Plan to spend the day in the park with family, friends, and neighbors and stay for the fireworks show, which will begin around 10 p.m.
Of course, safety for pedestrians, cyclists, and motorists will continue to be a top priority with so many of us out and about in the summer months. That’s why the Lawrence Common Council passed a “Vision Zero” resolution on May 15, expressing our commitment to eliminating roadway fatalities in Lawrence. The Vision Zero strategy has proven successful across Europe and has been adopted in many major American cities, including Chicago, Boston, Los Angeles, New York City, and in Indianapolis. I’m proud to add the City of Lawrence to that growing list.
So, there’s a lot to celebrate this summer in Lawrence. Personal freedom and public safety, national independence and civic unity –let’s celebrate it all, with abundance!
Warm regards,
Mayor Deb Whitfield

‘Taste of Lawrence’ to celebrate diversity of restaurant options
By Leila Kheiry leila@youarecurrent.com
A new event hosted by the Greater Lawrence Chamber of Commerce is designed to celebrate the variety of restaurants in Lawrence and surrounding areas with specials and promotions June 28-July 7.
FOOD
Chamber President Brad Klopfenstein said any restaurant in and around Lawrence can sign up to participate. He added that the week around the Fourth of July tends to be slow for restaurants.
“So, we’re looking to have them throw some specials out there so that people around the holiday will come out to Lawrence and hopefully visit some of our fine establishments,” he said. “We’re just asking everybody to have some sort of a special price and potentially special menu, and then customers can go visit at their leisure.”
The boundary for participating restaurants is squishy. Klopfenstein said he had an inquiry from a Fortville restaurant, for example, and was happy to include that establishment.
“It’d be anybody who’s in Lawrence Township, or, you know, within a couple miles of Lawrence Township,” he said. “We’re not going to be hard and fast on it — we’re trying to say the more the merrier on this thing.”
Klopfenstein said he hopes the new venture will become an annual event to promote Lawrence’s diverse restaurant options.

“We’ve got a number of unique restaurants, especially in and around the Fort (Ben) area and up and down Pendleton Pike,” he said. “One of the great things — and what we’re really hoping for on this — is we have a lot of very unique ethnic restaurants from a number of different nationalities that are in the area. I know that we’ve already had inquiries from a Jamaican restaurant. So, this is an opportunity to try some cultures and fares that you would not normally get to try.”
Restaurants have until June 19 to sign up and can reach out via email at info@ greaterlawrencechamber.org.

COVER STORY
VETERAN CARE
New City of Lawrence official focuses on helping former service members
By Leila Kheiry leila@youarecurrent.com
With its long history as a military town, the City of Lawrence has many veterans living in and near the community. One of the city’s newest employees — combat veteran and U.S. Army Reserve Battalion Commander Matthew Hall — will lead a new effort to reach out to those veterans and make sure they’re getting the services they’re entitled to receive.
Hall’s military service spans 32 years.
“I love it,” he said. “I love the people — I love the taking-care-of-each-other aspect of it.”
In his new job as the City of Lawrence’s first Military Veterans’ Liaison, Hall will continue the taking-care-of-each-other tradition on a communitywide scale. Lawrence’s vibrant veterans community means many services already exist, he said — his job will be to make sure veterans are able to access those services.
“You just need to connect veterans to resources, connect organizations to veterans,” he said. “One of the strangest problems we run into in the veteran philanthropy area is that we want to help all these veterans that need the assistance. The problem is, we don’t do marketing and we don’t connect and we don’t find them. And so, they can’t help the veterans that they want to help. That’s one of those things where we can help the businesses in the City of Lawrence, the nonprofits, the veteran entities in the City of Lawrence connect to those veterans.”
Hall had similar responsibilities as director of veterans services for the City of Indianapolis. At the time, that, too, was a brand-new position.
“I spent a lot of time figuring out what the position should be and how to create a position,” he said. “The nice thing about being with the City of Lawrence is that I’ve had that experience.”
Part of Hall’s new job will be figuring out how to connect with veterans who might be under the radar and unaware that services are available. He said the city has set up a special email account, veterans@cityoflawrence.org, and anyone can call the mayor’s office for information
at 317-545-6191. Beyond that, Hall said he’s considering options.
“Is it a mailing campaign? Is it a billboard campaign? Is it — what is it?” he said. “That’s what we’re going to talk to the community about and start getting some ideas and make this kind of a living
document to where we can always take new ideas on how to reach out and connect to veterans in our community.”
Hall said he plans to reach out to local veterans groups in hopes of getting ideas straight from the source.
“Probably this summer, we’re going to
A LONG MILITARY CAREER
The new City of Lawrence Military Veterans’ Liaison Matthew Hall wasn’t old enough to sign up on his own when he first enlisted.
“I actually had to have my parents sign for me, because I was 17,” he said.
That was 1989, he said, and during his time in the military, Hall served as an electrician on Apache helicopters, was a drill sergeant, became an officer and deployed twice to Afghanistan — first in 2007 and again in 2009.
Hall also has been a company commander and later worked at Camp Atterbury, which provides training and sup-
port for troops. His duties there included helping soldiers when they returned from deployment.
“There was a lot of individual care for people and helping them — everything from knee surgeries and back surgeries to mental and emotional issues to legal issues,” he said. “Whatever we could do to make soldiers whole when they had been overseas for a period of time and now were coming back and going home, we wanted to make sure that we got them home in the best shape as possible.”
invite some of the local veterans, veteran leaders here in the City of Lawrence to come together and talk about what the city needs this position to be,” he said. “We have two great VFW posts, we have the American Legion state headquarters, we have a lot of great veterans that do a lot of great things that live within our City of Lawrence. And so, instead of telling them what we’re going to do, let’s invite them and get some input as to what they’re seeing in their community.”
Because of its military history as the home of the former Fort Benjamin Harrison base, Hall said it’s likely that a larger concentration of veterans lives in Lawrence. But, he said, the exact numbers aren’t clear — there isn’t truly reliable data on how many veterans live in any particular area.
“We have the (Veterans Administration) data, but the VA says that they only touch between 40 to 60 percent of veterans,” he said. “So, only about half of the people that are actually veterans are actually registered with the VA. And then there’s also the question of a definition of a veteran, which blows my mind. Some people, especially from the Cold War era, don’t think that they are a veteran because they didn’t deploy.”
Hall said that in Indiana, if someone has signed up for military service, they count as a veteran once they are no longer serving, no matter how long or short that service might be.
“So, anybody who signs up, if they raise their right hand and went through the oath of office and walked out and tripped on a curb and now couldn’t (serve), well, they’re still considered a veteran because they raised their right hand and signed the paper.”
And anyone who signed that paper is eligible for services.
For more information, veterans and others can reach out to veterans@cityoflawrence.org.

Rejuvenated Bentley to play new songs, familiar hits
By Alan Sculley editorial@youarecurrent.com
When the COVID-19 pandemic began in early 2020, Dierks Bentley packed up his things and moved his wife and kids from Nashville to Colorado, where he spent much of the year unplugged from music and savoring life in the mountains.
“I was out in Colorado and I was living the life I’d been dreaming about for many years,” Bentley said in a phone interview. “I was back in the mountains biking, skiing, hiking, fishing and camping. I wasn’t interested in music at all.”
That all changed later in 2020 when Thomas Rhett and his family came to town to meet with the Bentleys for a hike and a visit.
“He’d been working on music a lot and he start ed playing me his record,” said Bentley, who will perform at 7 p.m. June 14 at Ruoff Music Center in Noblesville. “I was like, this guy’s been busy.’ I ha ven’t been doing anything and he’s been out there writing songs. Maybe I should start thinking about getting something out there.”
But if there were any concerns that the several months in Colorado enjoying family time and his love of the outdoors had dulled Bentley’s passion for music or his willingness to put in the work it takes to maintain the high stan dard he’s set with his craft — those went out the window once Bentley picked up his guitar and started forming his next musical statement.
By late 2020, the wheels were in motion for a project that would turn into quite the odyssey on its way to becoming “Gravel and Gold,” the album Bentley released in February 2023.
“At the end of ’20, I picked the guitar back up and started doing some writing retreats and having people come out to Colorado (for songwriting),” Bentley said. “Anyway, long story short, I was collecting songs and felt pretty good about it, and I came back to Nashville and went into the studio, and back here it was still masks on and COVID testing in the studio. And trying to make a record wearing masks, it’s not really an en joyable experience. I was waiting for that little last bit that makes albums magic. It’s kind of an intangible thing that you can’t put your finger on. I
just felt like the record was just missing a little magic.”
So, Bentley scrapped the session, wrote more songs and returned to the studio awhile later, after COVID-19 protocols had been eased.
“So, I went back in and cut six songs. That was really fun,” he said. “But I felt like that session, it was really good at capturing a certain sound, but I wasn’t able to capture the whole sound I was thinking of.”
As that realization took hold, Bentley figured out what the album was trying to become and he set about taking a third run at making the album.
“I was like, ‘OK, I’m making my 10th album. What this album needs to be is a collection of my greatest sounds, not greatest hits,’” Bentley said. “I want to write all new songs but make sure I capture all of the different sounds I’ve been associated with,” he said. “I’m really happy with the way it turned
In the end, “Gravel and Gold” indeed fulfills the goal of showcasing the multiple styles of music — including contemporary country, traditional country and bluegrass — Bentley has woven into his music in a recording career that began 20 years ago with the release of his self-titled debut album.
That 2003 album put Bentley on the map with his first No. 1 country single, “What Was I Thinkin’” — and the hits have kept coming ever since.
Eighteen of his songs have topped either Billboard magazine’s Hot Country or Country Airplay singles chart (with four of those singles going No. 1 on both of those charts), while seven of Bentley’s 10 albums have topped Billboard’s country album chart.
Bentley is finding room to play several songs from the new album in his shows this summer alongside plenty of his hits. It’s also a big show visually, with a stage design that includes a video wall with footage that Bentley said has “unbelievable” depth and detail.
“It looks like a physical backdrop,” he said. “It looks like steel, or it looks like a wooden barn or it looks like Colorado in the middle of the mountains. It’s mind boggling, the technology.”

CHS grad in Broadway show
By Mark Ambrogi mark@youarecurrent.com
Actress Monica Tulia Ramirez took a leap of faith when she moved to New York City.
THEATER
“I moved to New York in 2016, and you never know how it’s going to turn out. This career is extremely competitive,” the 2012 Carmel High School graduate said. “You think every final Broadway callback could be it.”
Awards, including Best Musical.
“I love it so much,” Ramirez said. “Each ensemble track has a couple of featured roles throughout the musical. It’s a mixed track because I pivot between characters throughout the show and get to be different women/men. I am also an on-stage swing (understudy) for two principal roles, Inez Milholland and Ruza Wenclawska.”
Ramirez has appeared in TV shows such as “Elementary,” “Evil,” “Uncoupled” and “Madam Secretary.”
Ramirez is appearing in the ensemble of “Suffs The Musical,” which opened in April on Broadway.
“This whole debut journey started when we did the production/workshop at the Public Theater in 2021 and 2022 (in New York),” she said. “You always think a transfer to Broadway is possible, but it’s never a guarantee. Almost three years later, here we are and it feels so worth the wait. It feels like all the work that started way back in 2016 and even before has paid off. Dreams come true if you continue to work hard, be kind and push your limits.”
“Suffs” has been nominated for six Tony
Ramirez was a part of the Ambassadors, CHS’ mixed show choir, and president of the school’s drama club.
“Carmel High School’s performing arts department gave me so many skills while prepping for college auditions,” Ramirez said. “Carmel is extremely competitive and pushes their students to be the best young artists they can be. My senior year at Carmel I played Éponine in ‘Les Misérables’ and the head of the department of theater and dance at Ball State University, Bill Jenkins, came to see the show, loved the performance as well as my college audition and asked me to come to BSU.”

In a pickle about vegetables
Commentary by Mark LaFay
Pickling involves immersing vegetables in a vinegar-based brine, which not only preserves them but also imparts a delightful tangy flavor. The key to successful pickling is ensuring that the vegetables are fresh, clean and properly prepared.
FOOD
Here’s a recipe to get you started on pickling your favorite spring vegetables:
Ingredients:
• 2 cups of spring vegetables (such as sliced radishes, asparagus tips, carrot sticks or green beans)
• 1 cup white vinegar
• 1 cup water
• 1 tablespoon kosher salt
• 1 tablespoon sugar
• 2 cloves garlic, peeled and smashed
• 1 teaspoon black peppercorns
• 1 teaspoon mustard seeds
• 1 teaspoon dill seeds or a few fresh dill sprigs
Instructions:
1. Prepare the vegetables: Wash and trim the vegetables, cutting them into uniform sizes to ensure even pickling.
2. Make the brine: In a medium saucepan, combine the vinegar, water, salt and sugar. Bring the mixture to a boil, stirring until the salt and sugar are fully dissolved. Remove from heat.
3. Pack the jars: Place the garlic, peppercorns, mustard seeds and dill into a clean, sterilized jar. Pack the vegetables tightly into the jar, leaving a little space at the top.
4. Add the brine: Pour the hot brine over the vegetables, ensuring they are fully submerged. Tap the jar gently to remove any air bubbles and add more brine if needed.
5. Seal and store: Seal the jar with a lid and let it cool to room temperature. Once cooled, refrigerate the pickles. They will be ready to enjoy in about 24 hours but will develop more flavor if left to pickle for a few days.

Update diploma requirements
Commentary By David Becker and Claire Fiddian-Green
Indiana faces a dual crisis: Fewer Hoosiers are pursuing education after high school while employers cite workforce development concerns. The Indiana Department of Education’s proposal to update high school diploma requirements will allow students to pursue work-based learning opportunities — a key step toward solving both issues.
EDUCATION
Although three-fourths of Indiana high school students say they intend to pursue education beyond graduation, just over half go to college. From there, only about two-thirds who attend an Indiana public college graduate within six years. This means a majority of students enter the labor market without a degree or credential.
One way to increase the number of Hoosiers with education and training beyond high school is to encourage workbased learning, including modern youth apprenticeship.
In Indiana’s youth apprenticeship model, currently in the pilot phase, 11th-graders
participate in a three-year, paid program that culminates in a high school diploma, college credit and an industry credential. These apprenticeships present students with potential career paths while also meeting entry-level staffing needs.
As co-chairs of CEMETS iLab Indiana, we see youth apprenticeship as a key solution to the state’s workforce crisis. However, the system can only function as intended if we remove barriers students face in accessing this type of work-based learning.
Indiana’s current diploma requirements make it difficult for a student to participate in work-based learning and still graduate on time. In IDOE’s proposal, workbased learning counts toward required credits, making these opportunities more accessible.
Indiana must take bold action to reform its education and workforce development system. IDOE’s proposal is a critical step and will be a game-changer for our economy and for all Hoosiers.

use by drycleaners. Since that time, DF-2000 Fluid has gained widespread acceptance and today is used in thousands of drycleaning plants in the United States alone.
The growth of DF-2000 Fluid has outpaced all of the alternative technologies offered for drycleaning. This is a result of many factors including health, safety and environmental benefits, excellent cleaning performance, proven equipment technology, commercial practicality, and a reduced regulatory burden.
MEDICAL
A stroke occurs when a blood clot or a ruptured blood vessel disrupts blood flow to the brain, leading to the deprivation of oxygen and nutrients. Stroke is the fifth-leading cause of death in the U.S. and the leading cause of adult long-term disability. Prompt recognition of the signs and symptoms is crucial.
KNOW THE SIGNS
When it comes to identifying the signs and symptoms of a stroke, remember to B.E.F.A.S.T.:
• Balance: This includes dizziness or sudden loss of balance.
• Eyes: Look out for double vision or sudden loss of vision in one or both eyes.
• Face drooping: Does one side of the face droop or is it numb? Ask the person to smile.
• Arm weakness: Is one arm weak or numb? Ask the person to raise both arms. Does one arm drift downward?
• Speech difficulty: Is their speech slurred? Are they unable to speak or are they hard to understand?
DF-2000 Fluid provides you with the peace of mind that comes from a well-developed, broadly supported technology with a track record of proven performance.
• Proven Cleaning Performance
When used with properly designed processes, additives and equipment, DF-2000 Fluid provides cleaning performance comparable to perchloroethylene.
• Consistent, Premium Quality
DF-2000 Fluid is manufactured and packaged to high standards of consistency and purity to deliver the same high-quality performance time after time. DF-2000 Fluid remains stable through multiple distillation and reclamation cycles.
• Virtually Odorless
Solvents with a higher level of aromatics contain more solvent odor. DF-2000 Fluid has the lowest aromatic content of any HFHC drycleaning solvent.
• Gentle on Dyes, Safer on Trims
The gentle cleaning action of DF-2000 Fluid is safer for most dyes and trims, so you can rely on it to safely clean a wider range of fancy and fragile articles with less risk of dye bleeding.
• Cost Effective
There are no usage, franchise or royalty fees required. In states where a solvent usage tax has been imposed, DF-2000 Fluid is either exempt or the usage tax per gallon is minimal. When coupled with effective processes and additives, labor and production costs are reasonable.
• Proven Equipment Technology
Equipment makers have more experience with DF-2000 Fluid than any other alternative solvent. Modern filtration, distillation, solvent recovery, water separation and safety technologies are refined and well developed to give you reliable, trouble-free operation.
• Proven Additive Technologies Detergent and fabric finish additives are essential to provide important enhancements to cleaning performance in any drycleaning
• Time to call 911: If the person shows any of these symptoms.
• Other symptoms may accompany a stroke, such as confusion or trouble understanding; and a sudden, severe headache with unknown cause.
IMMEDIATE ACTION SAVES LIVES
When someone shows signs of a stroke, call 911 immediately. The time the symptoms started is critical information for medical professionals. Ensure the person is in a safe and comfortable position while awaiting medical help. Avoid giving them any medications or food until medical professionals arrive.

Blueprint for Improvement: A stylish and spacious culinary haven
Commentary by Larry Greene
Built in 1978 in the Raintree Place neighborhood of Zionsville, this home’s original kitchen was past its prime. We reworked the room’s footprint to let in more light, maximize space and improve functionality and style.
THE BLUEPRINT
• Combining the kitchen and dining room increased the room’s footprint, helping open the space, improve flow and let in more natural light.
• Ceiling-height perimeter cabinets provide ample storage and accentuate the ceiling height, and an oversized island means more room for cooking, dining and gathering.
• Functional optimizations include double ovens, a coffee niche, spice drawer and pull-out trash bins.
• The pearlescent finish on the backsplash and rich brass tones on the hardware add an elevated feel with a touch of artisan charm.

We have acquired a 2015 PRHT as our final of seven Miatas. Although our third-generation model PRHT has 122,000 miles, there is a BONUS to our 2007 Miata story. Last December 2023 had the opportunity to exchange the original high mileage motor for a Miata engine with 62,000 miles. The compatible engine (not a rebuilt) was available from a specialty shop which removed it from a rear end damaged Miata. During this retrofitting period both the transmission and differential fluid (75w90) gear oils were replaced. The new installation and tune-up included replacement of the valve cover and gasket, oil filter adapter gasket, intake and exhaust manifold gaskets, coolant fluid exchange, and spark plug replacements. Since I had replaced the clutch two years ago, only a new fly wheel was needed due to minor wear. A new NAPA-AAA Premium battery (OE Exact Fit) was installed too.
