Council OKs $20m TIF financing for project By Jarred Meeks jarred@youarecurrent.com The Zionsville Town Council passed a resolution Dec. 2 approving the creation of a tax HOLLIDAY FARMS increment financing district for the development known as Holliday Farms. The TIF district will be capped at $20 million and run for up to 25 years, with $5 million of TIF funds set aside for future municipal projects that have yet to be defined. A TIF district is a public financing method that is
a subsidy for redevelopment in a defined area that allows a municipality to use additional assessed value tax revenue to further develop that area. In 2018, the council voted to rezone nearly 600 acres on the west side of Michigan Road, north of Willow Road, from rural residential to a planned unit development district for Holliday Farms, named after the farm previously located on the acreage. Holliday Farms is anticipated to take 8 to 10 years to complete and will result in residential homes valued at more than $1 million, an 18-hole golf course, a 9-hole golf course, clubhouse and

Zionsville Community Schools staff will receive a compensation increase in 2020. SCHOOLS During the Dec. 9 ZCS Board of Trustees meeting, the board passed a motion 5-0 to adjust nonteacher pay. The motion comes in the wake of a compensation increase for food service employees, which was instituted last summer when the district had difficulty filling open positions. “It was at that time in July that we recognized we needed to do an immediate adjustment with food service, but we also needed to engage in a study of compensation across all departments through the corporation,” said Rebecca Coffman, chief operating officer. The district compared its pay scale with neighboring districts like Carmel, Hamilton Southeastern and Brownsburg, to present a competitive increase that fit within the previously-approved 2020 budget.
The adjustment will impact 547 employees, including transportation staff, instructional assistants and administration assistants. Other highlights: Chief Financial Officer Mike Shafer reported the district’s 1782 Notice from the Dept. of Local Government Finance will keep the district on track for its 20-year strategic plan. “It will set the tax rate as we predicted in the budget hearing of just under one-half cent lower than the 2019 rate in total,” he said. “We’re very pleased with that. The new rate for 2020 will be $1.29.29 as opposed to $1.29.80 that we saw for 2019.” As a result of the referendum, the district will move forward with its highest priority projects, including HVAC updates, bathroom redesigns, floor replacements, concrete updates and outdoor classroom renovations. The board passed a resolution to incorporate Eagle Recreation and Enrichment as a ZCS-affiliated nonprofit to streamline legal documentation and provide clarity regarding funding.

The Zionsville Community School Board estimates the project will have a $1.7 million annual positive impact on the district, said Matt Price, a representative of Henke Development Group LLC, the development team behind the project. “Holliday Farms is a huge, huge development with huge implications of lots of tax assessed value,” town councilor Craig Melton said. “I think having that development in the Holliday Farm area will be a positive for the whole Zionsville area.”
DISPATCHES Fairbanks joins Community — Fairbanks, which offers substance-use programs, will become part of Community Health Network by the end of 2019. The partnership will provide patients a more comprehensive approach to addiction and behavioral health services, including treatment for serious mental illness and a psychiatric intensive care unit. Patients also will have access to an expansive primary-care system and network of specialists. INDOT offering scholarships — INDOT is offering civil engineering students scholarships of up to $3,125 per semester and paid employment during summer breaks and upon graduation. Students must be accepted or enrolled full time in one of Indiana’s certified civil engineering schools and apply using the form at INDOTScholarship.IN.gov. Applications for the 2020-21 school year must be submitted by Dec. 31.

Couple turns home into a model house

Patti and Dennis Smith have been builders for 45 years and are co-owners of Dwellings Unlimited, BUILDERS which they launched in 2016. Although they build new homes and remodel old ones, they’ve decided to live in a remodeled home that also is their company’s model home.
The Smiths bought a home in Zionsville in 2014. It was built in 1972. The Smiths raised the ceiling, installed all new electrical, cooling and heating and added hardwood flooring and a skylight, among other features. Patti estimates they spent $250,000 renovating the home, but on average they can remodel a home for $75,000 to $150,000. “It’s like a brand new house, but it’s not. We tried to keep a couple pieces and parts to be respectful,” she said.
“This is our show house, but it’s also where we plan to live and die. It’s really been a labor of love, but I felt like it needed to be done right.” Patti said they have always had their home as their show house. “We felt the house we lived in should be one we bring our customers to,” she said. “They’re going to say, ‘That guy did pretty good on his own house.’” For more, email dwellings6515@gmail. com.

Commentary by Ward Degler In 1939, our nation was still sagging under the weight of the Great Depression. Virtually no PLAIN TALK one had any money, and thousands of American men were out of work. There was the Works Progress Administration, of course, the government’s program to hire men to build roads and dams and plant trees in our national forests. Still, thousands more rode freight cars from one city to another because they heard they might find work there. Sometimes, they lucked out. More often, they just hopped another freight car to another town. Some of these men walked the country roads looking for jobs — clearing land, plowing gardens or chopping wood. Many came to our back door. Mom always made them a sandwich, for which they were grateful, often loading up our woodbox for the kitchen stove. Always, they asked if we knew of any work in the area. The desire for work was strong. And it didn’t matter what the job was. No one turned down even the most menial task if it meant a couple dollars in their pockets. I grew up in that atmosphere with the understanding that after school and summers meant getting a job. I don’t recall ever not working. My first job was mowing lawns starting around age 10. About the first of April, I’d start knocking on doors offering to mow what were often

For two years, I got up at 5 a.m., seven days a week, to sort, fold and deliver more than 100 newspapers. Another early morning job was delivering milk from house to house, running from the milk truck to the house, picking up the empties and racing back to fill the basket for the next house. I made $8 a week in that job. In high school, I worked for a candy store, a grocery store, a sign painter and a gas station, where I washed semi trailers and lugged heavy truck tires from the storeroom to the mounting racks. Even in college, I worked at a drug store, a blue print company and a parking lot on nights and weekends. It never dawned on me to not have a job. As my dad often pointed out, “When a man does everything he can for himself, he preserves his dignity. If you do it for him,” he added, “you rob him of his dignity and self-respect.” We didn’t have a significant welfare system back then, and everybody worked. Sadly, today’s abundant welfare system too often does for a lot of people things they could do for themselves.

ZPD honors six By Jarred Meeks jarred@youarecurrent.com The Zionsville Police Dept. recognized the efforts of two POLICE detectives, two lieutenants, a corporal and an officer Dec. 8 at its 2019 awards banquet. The department announced that its joint Police Officers of the Year awards went to Detectives Elizabeth Frost and Joshua Samuelson for their work in the Criminal Investigations Division. “Both of those detectives are very
talented investigators,” ZPD Chief Knox said. The Chief of Police Award of Excellence was awarded to Cpl. Tessa Potts and Lt. Bryan Sauer for their response during a welfare check to a man in serious need of medical attention. Knox speculated that the two might have saved the man’s life. The Chief of Police Award of Excellence also was given to Lt. Drake Sterling and officer Thomas Lucas. The two found a key piece of evidence in a homicide by combing through a wooded area on their own initiative.

The Zionsville Architecture Review Committee awarded the Zionsville Lions Club a $37,979 LIONS CLUB grant to complete Phase 1 of the Lions Clubhouse renovation project. Through the committee’s façade improvement grant, the clubhouse’s exterior and functionality were improved. The building, designed in the style of Dutch barn architecture, was outfitted with modern locks, a temporary disability entry (a permanent one will be installed in the project’s second phase) and energy-efficient windows, doors and siding. The building, 115 S. Elm St., also was painted. “We’re just ecstatic with the way the whole thing turned out and really grateful to (the committee) for their financial assistance and their architectural assistance,” Lions Club President John Wilkins said, noting that 141 events were held in the clubhouse

REACHING A MILESTONE Library foundation awards $1 million-plus in grants
By Anna Skinner anna@youarecurrent.com Hussey-Mayfield Memorial Public Library Foundation leaders typically don’t trumpet their efforts. But Chief Development OffiCOVER STORY cer Tracy Phillips made an exception when the 20-year-old foundation recently reached a funding milestone for library projects. “We discovered at the anniversary of our 20th grant (that) we have given over a million dollars to the library,” Phillips said. The foundation is separate from the library. It has its own boards of directors and is structured similarly to Zionsville Community Schools, Phillips said. “It’s very much like the model of Zionsville schools and the Zionsville Education Foundation,” he said. “The education foundation supports the schools by giving grants to teachers and such. The library foundation is doing the same thing for almost the exact same amount of time, now just over 20 years.” Phillips said library foundation staff members are “quiet professionals” and say little about grants, but she wants the public to be aware of the foundatin’s efforts. Grants have helped fund WiFi installation at the library, a marketing rebranding campaign, an update to the library’s surveillance system, furniture in the teen area and a redesign of the children’s area, among other projects. “Those are the things the foundation has been doing quietly, and so I’m here to say it’s time to not be so quiet, particularly since this October was the 20th anniversary of our first grant, and we have given more than a million dollars to the library,” Phillips said. “I’m excited to start telling everyone what we are funding in our fall and our spring grant cycles.”

We want them to have a space for that.
It’s not going into a bathroom to nurse, which is not a pleasant experience, and a lot of our (private) study rooms have windows.” There are multiple benches in the Mamava for seating, and there’s also room and a plug for pumping, which can benefit library employees. “If we have a nursing mom on staff, she can use it as well,” Brooks said. “In that situation, it might be for the staff member to pump at work while the baby is at home.”

Commentary by Terry Anker American pop singer and sister of famed super group siblings The Jackson Five, Janet Jackson — Miss Jackson, if you’re nasty — rewrote and performed the 1986 hit song “What Have You Done for Me Lately,” casting some shade on her ex-husband, singer James DeBarge, and asserting a “strong” counter to what had been widely perceived as a sweet pop persona. At the time, she attributed the mood of the album to be one of self-defense. Whatever the motivation, the song has become, for some, at least, an anthem for demanding one’s due: “You may have been valuable to me in the past, but you need to be valuable to me now. If not, get out.” Perhaps it is inure to the human condition. We love those who seem to love us. OK, but how far can one take the notion? What can we reasonably expect, or even demand, from those with whom we are in relationships? Attention? Time? Physical appearance? Age? Gifts? Acquiescence? Priority? In business, our intentions are drawn up in contracts with end dates, exits and provisions for renegotiation. We do X and Y, they do A and B, and we decide if we still like the deal every 24 months. But, human interactions are more complicated. They rarely come with an end point. They always change, and we routinely fail to be rational. But is our need reasonable or is it entirely insatiable?

I’m watching my husband HUMOR Doo prepare our obscenely large Douglas fir for lights, ornaments and, yes, the highly controversial artificial aluminum gorgeousness that is holiday tinsel. See, 2019 is my year to decorate our 12-foot tannenbaum in the tradition of my youth. Luckily for our marriage, most of this Doo also enjoyed growing up. Employing fire-hazard, multi-colored ceramic lights, a hodge-podge of ornaments ranging from Waterford crystal to dry macaroni, we happily agree that the end product should be a gaudy narrative of our lives. Where we differ is the literal icing on the cake, and by that phrase I mean fake icicles on a tree. I grew up with a butt-load of tinsel covering every single reachable bough; he did not. And so for the past 20 years, in order to avoid copious
amounts of therapy, we have agreed on alternating. In 2018, I silently endured a naked conifer, sad and dark without that silvery ‘wow’ factor. This December, it’s Doo’s turn to suck it up. The problem is, he’s not quite as accepting of a Danielle Christmas as I am of a Doo one. And, he’s indoctrinated our sons into his stupid way of thinking. Luckily, I have the girls on my side, and the aforementioned boy children are still away at college. Hopefully, this means the Tinsel War will be less Antietam and more Treaty of Paris. Time will tell. I am waiting until the last possible moment to remind him, with photographic evidence, if necessary, that this is a tinsel year. Let the war begin! Peace out.

This story began several years ago when the UPS truck pulled up to the curb at our house HUMOR and we wondered what Brown was going to do for us. We saw the driver struggle with a huge carton the size of a bigscreen TV. He maneuvered it to the front porch and left it leaning against the door. I went outside to look at it. “Who’s it for?” Mary Ellen asked. I checked the label and it was addressed to me, but those stickers can be misleading. Some of our credit cards are in my name, some are in Mary Ellen’s, so when a delivery is made, we are not sure who ordered it and who the gift is ultimately for. Witham Health Services Foundation recently presented a check for $39,510.00 to the HEALTH CARE Witham Emergency Dept. to help start a new mental health program at its Lebanon and Whitestown at Anson facilities. Through a partnership with Integrative Wellness, LLC, a group therapy and behavioral health practice in Lebanon, Witham now has licensed therapists on call at both locations to assess every patient with a critical mental health case that visits its emergency rooms. Cases can include any mental crisis that would typically require the time and oversight of an emergency room nurse. The program was made possible by the Witham Health Services Foundation’s 2019 Fund the Need Gala Fundraiser and makes it possible for patients in Boone County to get im-

If this program can help save one life, it is worth every penny.”

Oehler family to share singing skills in Festival of Carols at Palladium By Mark Ambrogi mark@youarecurrent.com Singing was always prevalent around the Oehler home in Carmel. Eric Oehler and his CHOIR wife, Kathy, sang in the church choir and Indianapolis Opera. “Singing was unavoidable at our house,” Cameron Oehler said. “It’s a good thing we liked it.” Eric and sons Cameron and Ian are all tenors in the Indianapolis Symphonic Choir. “The Festival of Carols” is set for 8 p.m. Dec. 20 and 3 p.m. Dec. 21-22 at the Palladium at the Center for the Performing Arts. The 180-member choir will feature arrangements of holiday classics and will be joined by the Indianapolis Chamber Orchestra, along with guest soloist and Butler graduate Michele McConnell of Broadway’s “Phantom of the Opera.” Eric, 68, met Kathy in a choir at Syracuse University. “We dragged the kids along to Indianapolis Opera rehearsals, and the kids were in a couple of different operas with us when they had children in the choir,” Oehler said. “A couple of times at Christmas, we sang the NSYNC ‘O Holy Night’ with my daughter (Kara).” Eric and Cameron are in their seventh year with the Symphonic Choir. Ian joined a year later. Cameron and Ian live in Indianapolis. “I’ve sung since fifth grade,” said Eric, who moved to Carmel in 1979. “My wife (Kathy) and I were both in an opera company for 20 years. I sang at Christ Church. My wife and I were church musicians, section leaders and soloists.” Cameron, 38, said there are several reasons he enjoys singing with the Symphonic Choir.

“Partially because it’s fun to sing with dad and Ian, and it’s just fun in a big group with a big orchestra,” Cameron said. “It’s exciting. There are many ways to get to do that kind of thing.” Cameron, an Indianapolis resident, was in the Singing Hoosiers at Indiana University and was a member of the Ambassadors, Carmel High School’s mixed show choir. He was in the Indianapolis Children’s Choir when he was younger. “There was a time before I joined the Symphonic Choir and after college when I was not in a choir,” he said. “I definitely feel I missed Christmas music without having a choir to sing in. I definitely love Christmas music. It’s always fun to do it,” Cameron said.
Indianapolis resident Ian, 34, was a percussionist in the concert and jazz band at CHS. He did most of his singing in church. “I played in bands in college and then didn’t do much music except guitar playing,” Ian said. Ian said he encouraged his father and brother to join the Symphonic Choir. “I moved back to town and my mom was on the board of the choir,” Ian said. “I joined after they had been involved for a year. I let them test the waters. It’s nice to see each other every week. We see each other quite a bit, but there is always a lot going on. It’s different from normal stuff. Grey lands ‘Nutcracker’ role By Mark Ambrogi mark@youarecurrent.com Zionsville Middle School seventh-grader Ainsley Grey has previously performed in “The DANCE Nutcracker,” playing a variety of roles. But this time, she’s with a special group in a special role. “I was in my first production of ‘The Nutcracker’ at age 7 with Expressenz Dance Center,” Grey said. “This was my sixth ‘Nutcracker’ and first one with Butler Ballet. This one was special because I got to dance professionally with the Butler Ballet as one of the main characters, Clara.” Grey was in seven performances in the Butler production earlier this month. “The most rewarding part was dancing alongside the people that I look up to -- the Butler Ballet dancers,” Grey said. “I also loved performing and talking to the little kids after each show.”
