ISLAMABAD: The Federal Board of Revenue (FBR) Thursday clarified that the board has not given any statement regarding suspension of audit of taxpayers for the period of 30 days. According to press statement issued here, the board refuted the news item published in a section of the press claiming that the FBR has decided to suspend the audit of taxpayers for 30 days. the FBR has clarified that the Chairman FBR has not given any such statement regarding suspension of audit cases for the period of 30 days during his visit to Federation of Pakistan Chambers of Commerce and Industry (FPCCI) as reported, the statement added.

3G and 4G technologies and with more than 11% citizens using mobile phones for Minancial transactions, Pakistan was the regional leader in mobile banking transactions in South Asia, the minister remarked. akistan International Airlines (PIA) is set to receive A330 aircraft this month from Turkish Airlines for its premier flights to London following the expiry of wet lease of an aircraft of the same make from SriLankan Airlines, sources say. PIA has awarded a tender to Turkish Airlines through competitive bidding. It has agreed to provide the Airbus at a rental value that is 25% less than the rate at which aircraft was leased from SriLankan Airlines in mid-2016. Turkish Airlines would charge $6,000 per hour compared to $8,100 per hour by SriLankan Airlines, it was learnt. PIA Chief Financial Officer Nayyar Hayat told The Express Tribune that PIA had acquired A330 on wet lease – aircraft with crew – from SriLankan Airlines for a period of six months. “[The] agreement has expired,” he said. The agreement ended in the first half of February 2017. “We could not extend the agreement as per PPRA [Public Procurement Regulatory Authority] rules and that’s why a new tender was issued,” said Hayat. Besides, the national aviation policy also bars the national carrier from acquiring an aircraft on wet lease for more than six months.

he proMitability of the banking sector may come under pressure in the next quarter as low interest rates, receding investments in government securities and maturity of high-yielding Pakistan Investment Bonds (PIBs) are already keeping banks’ earnings in check in Jan-March, said a report by the State

Bank of Pakistan (SBP) on Friday.

The Banking Performance Review for Oct-Dec 2016 showed profits of the banking sector dropped to Rs190 billion for 2016 compared to Rs199bn a year ago. “Low interest rates and reduced banks’ investment have impacted the earnings of the banking sector in 2016. Consequently, the proMit-after-tax of Rs189.9bn is 4.6pc lesser than the level seen in the last calendar year,” said the report.

However, net advances increased 14.2pc to Rs5,499bn in 2016, the report said. “The banking sector recorded a reasonable performance during the quarter under review. The key highlight is the highest quarterly growth in advances to the private sector in the last 10 years, which has contributed to most of the increase in assets,” said the report. The lagged effect of consistent easy monetary policy, ample availabil-

ity of liquidity owing to high deposit growth and maturing PIBs, CPEC-related activities and positive economic outlook are the major driving factors behind the impressive growth in advances, said the SBP report. Bank-wise statistics reveal a broad-based contribution to banking earnings. As many as 31 banks posted profits while loss-making banks were just three in 2016. “The concentration of earnings has slightly increased

as the share of top five banks in total profits has increased to 63.3pc in 2016 from 61.5pc in 2015,” it said.

The deposit base increased 6.4pc during the fourth quarter of 2016 – against 6.9pc in the comparable quarter of 2015 – to reach Rs11.8 trillion on December 31, 2016. For the entire year, growth remained 13.6pc, which is higher than the three-year average of 12pc (2013-15).

falling exports of textile products

A

ccording to newspaper reports, the country’s textile and clothing exports has fallen by 1.30 percent to $1.064 billion in January this year despite the prime minister’s initiatives to boost exports. Pakistan is struggling to regain its status as one of the leading textile exporters in the world but it seems it has lost the potentials to compete with other economies in the region. World statistics show that China earns $110 billion a year and is the largest exporter of textile products in the world and Bangladesh follows it as the second largest exporter of garments. The textile sector involves various stakeholders across the country and its value chain involves ginners, weavers, spinners, bed sheet manufacturers as well as garment manufacturers. The exports are nose-diving despite achieving preferential status from the European Union and a research is yet to be launched to find causes of a steady decline. The government presented a textile policy last year under which a 4 percent rebate on the exports of readymade garments was announced which was 10 percent higher than the preceding year. However, the government has given no advice on the export of raw material and yarn. Under the policy, at least Rs 2.5 billion paid to exporters during the last fiscal year. Since January this year, the government not only increased the rebate to 7 percent for readymade garments, but also allowed cash support of four percent for yarn and grey cloth exports under the export package of Rs180 billion announced by the prime minister. The available data shows that the exports of ready made garments has fallen by 3.6 percent, knitwear by 3.44percent, cotton cloth by 3.1 percent and towels by 1.36 percent in January. However, the export of bed wear has increased by 2.17 percent, cotton yarn by 4.37 a year-on-year basis. The export of raw cotton has decline by 49.77 percent year-on-year and synthetic textile exports by 14.11 percent. The situation is fast heading toward a breaking point if the government failed to take urgent measures. A matter of concern is that only export of value-added goods is decreasing. Officials argues that a low demand of textile products in Europe is the main cause of falling exports, but the point to ponder is that how the other nations like China, Bangladesh and Vietnam have boosted their volumes of exports in the current circumstances.

he State Bank governor has told a panel of the National Assembly the other day that the central bank has never allowed citizens to transfer money abroad through legal or illegal means and buy offshore properties. He also clarified that the state agencies are responsible for the investigation of illegal financial transactions and the central bank has no mandate to act as an investigator. According to experts, the governor’s statement throws light on the inner weaknesses of the financial system which is exploited by the wiz kids in the affluent segment

of society as well as the corrupt individuals in the country. The pathetic part of the situation is that the policymakers have failed to plug lacunae in the laws governing the financial transactions.

It is the dilemma of the bureaucracy that they fix one thing to spoil another and that has been going on in the country since independence. Pakistanis are emerging as the leading investors in Dubai, Singapore, Malaysia and even in the countries like Sri Lanka and Bangladesh, but no one in the country has bothered to stop money laundering or made strict laws to stop this trend. A very prestigious family of Karachi is facing money laundering charges which was once a leading in-

vestor in the country.

As a matter of fact, the wealthy people always want to find attractive destinations to invest their money. Pakistanis have reportedly invested $6.6 billion in Dubai from 2013 to 2015, but how the money was transferred under the nose of the government agencies can be anybody’s guess. Keeping in view the dynamics of international business and trade, it is difficult if not impossible for the law enforcement agencies to stop capital flight.

But why does the country lack vision to launch investment opportunities in the country to utilize black money is such an academic question which has no easy solution. Again, the policymakers always come with solu-

tions which create more troubles than any good. The corrupt elements find thousands ways to send money abroad, but the governments seems to have only one option to legalize their assets and that is amnesty scheme.

It off and on uses this method to whiten the black money ignoring the plight and sensitivities of regular taxpayers. The State Bank governor dispelled the impression that the central bank is responsible for stopping illegal transactions. According to him, it is outside the domain of the financial system and that bank is also not involved in money laundering by itself. He says that laws are blatantly violated and the state institutions should have to act against the criminals.

Thailand to stop sugar subsidy by year-end Monday March 6, 2017

BANGKOK: The government will stop subsidising sugar production and drop domestic control of consumer prices for sugar by the end of the year, a Ministry of Agriculture official said on Tuesday.

Brazil challenged Thailand at the World Trade Organization (WTO) in March last year, arguing that Thailand’s subsidies for sugar producers have dragged down global prices. “Our new policy will be to let the price of sugar match that of the global markets whereas before it was under the control of the Ministry of Agriculture,” Buntin Kotesiri, administrative director at the Sugar and Cane Producing Board, told Reuters. “We expect these changes to come into effect at the end of the year during harvesting season.”

Mr Butin said the move was in response to Brazil’s challenge.

Johannesburg businessman was arrested this week after falsely declaring a shipment of 300 donkey hides at OR Tambo airport. Investigators suspect that the man, a Chinese national, is the leader of a local donkey smuggling ring.

Gelatin from donkey hides is used to manufacture a traditional Chinese medicine called ejiao. Prescribed for treating anaemia, sleeplessness and excessive menstrual bleeding, among other ailments, ejiao sells for up to R5,000 per kg.

Though clinical evidence for these treatments is lacking, a small peerreviewed study suggests ejiao may be effective for treating anaemia.

Meanwhile,Two Zimbabwean men were last week arrested in Limpopo Province, South Africa, for

Brazil publishes rules for robusta coffee imports

he Bureau of Customs (BOC) and the Philippine Drug Enforcement Agency agreed to share information and technology with the Fujian Provincial Drug Enforcement Agency of China in a bid to stop smuggling of illegal drugs into the Philippines.

Of these shipments, 14 were of methamphetamine hydrochloride, also known as shabu, amounting to P30 million.

Steel exports up three-fold in Jan

ndia’s steel exports registered a three-fold increase to 0.889 million tonnes (mt) in January this year, compared to the year-ago month. The massive jump in exports comes amid government providing extensive support to the domestic steel industry by way of various trade remedial measures including anti-dumping. The country shipped out 5.865 mt in the Mirst 10 months of the ongoing Miscal, registering an increase of 71 per cent.

“Exports in January 2017 (0.889 mt) was up 224 per cent over January 2016 and was up by 19 per cent over December 2016,” according to

The country’s steel export in January 2016 was 0.274 mt, the data further revealed.

“Export of total Minished steel was up by 71.1 per cent in April-January 2016-17 (5.865 mt) over the same period of last year,” the data showed.

Import of total Minished steel declined by 37.8 per cent to 6.097 mt in April-January 2016-17 over the same period of last Miscal.

The growing economy sucked in imports, which jumped by 8 percent to a record high of $4.2 billion for a January month.

“The import strength was broadbased, and is in line with similarly robust indicators of domestic demand,” said ASB senior rural economist Nathan Penny.

The main contribution came from a large rise in crude oil, while

there were also gains for cellphones, laptops, televisions and cars. In contrast, exports edged up by 0.3 percent to $3.9bn. Improving prices for milk powder prices rose for the fourth consecutive month, though the quantity exported fell.

“The recent rises in the value of dairy shows exporters are getting a better price for their milk powder exports than they were at this time

last year,” Statistics NZ spokesperson Daria Kwon said. “The fall in milk powder quantity this month reMlects this, with exporters getting more value for fewer products.”Higher volumes of crude oil and lamb also boosted exports, offsetting lower overseas shipments of logs, casein and wool. Mianwali ASO seizes black peppers valued Rs1.9m FAISALABAD: The Anti-Smuggling Organization (ASO) Mianwali has confiscated foreign origin (F/O) black peppers worth Rs1.9million involving duty and taxes of Rs674188 during an action. Deputy Collector Muhammad Rizwan received a tip-off that smuggled items were being smuggled into the country without payment of duty and taxes on which he formed a team. The ASO team intercepted a Mazda truck with Registration No: Z-7127 which was coming from Peshawar to Sara-e-Muhajir near Dagil, district Bhakkar, and recovered (80-bags) of foreign origin (F/O) black peppers.

he Directorate General of Customs Valuation has revised the customs value of nail cutters, clippers (low end/unpopular only) PCT 8214.9000 through Valuation Ruling No 1061/2017 under Section 25-A of the Customs Act, 1969.

Earlier this Directorate General had conducted an audit of the clearance values of the subject goods and found the same to be on the lower side in comparison with the international trading prices and the local selling prices. As an immediate remedial measure, this Directorate General circulated custom value of nail cutters / clippers (low end/unpopular brands only) as one of the risk assessment measures vide Valuation Database letter No.119 dated: 6.12.2016.

Subsequently, a number of representations were received in this Directorate pointing out various issues pertaining to value of the subject goods. Customs Appraisement (West) vide their letter No. Si/Misc/08/2017-V dated: 28.01.2017 also forwarded their proposal with enclosed copies of

their working paper for determination of customs values of nail cutter / clipper (low end/unpopular brands only. They also sought reduction of assessable value vide a valuation ruling so that uniform application of values could be affected

without any discrepancies. Therefore this Directorate General initiated an exercise for determination of custom values of nail cutters / clippers (low end/unpopular brands only) under Section 25Aof the Customs Act, 1969.

Meetings with stakeholders for the determination of customs values of nail cutters / clippers (low end/unpopular brands only) were scheduled on 08-02-2017 and 2202-2017. The stakeholders were requested to submit the following doc-

uments so that fair customs values could be determined.

Websites, names and e-mail addresses of known foreign manufacturers of the item in question through which the actual current value can be ascertained.
