This publication has the particularity of accompanying an important commercial mission of the ICT sector from Uruguay to the United States.

Esta misión no hace más que confirmar el enorme potencial de un país que figura entre los tres mayores exportadores de software de Latinoamérica, y que hoy esta presente con sus productos en más de 50 países.

Pero Uruguay no solo se destaca por el potencial de su industria, sino que puede mostrar indicadores y logros que lo pondrán en algún tiempo en la elite mundial del desarrollo de TICs. Somos el primer país del mundo en completar el programa (OLPC) de una computadora por niño, tanto en escuela como en liceos públicos.

Estamos primeros en Latinoamérica en penetración de banda ancha y de usuarios de Internet.

El programa FTTH (fibra óptica al hogar) impulsado por Antel, la telefónica estatal, permitirá que en 2 años cerca del 50 % de los hogares del país tengan conexión de fibra óptica.

Los programas de desarrollo de gobierno digital impulsados por AGESIC se desarrollan a buen ritmo, destacándose entre otros la ley de protección de datos y la firma digital.

Una gran calidad y compromiso de los recursos humanos abrochan condiciones que muy pocos países pueden presentar.

Creemos que somos una excelente opción como país y como industria para que empresas globales del sector y fondos de inversión nos presten su atención.

Esta publicación tiene la particularidad de estar acompañando una importante misión comercial del sector TICs de Uruguay a los Estados Unidos.

But Uruguay does not only stand out for the potential of its industry, it has indicators and achievements that will place it in time among the world elite in the development of ICTs. a industria de las Tecnologías de la Información y la Comunicación (TICs) en Uruguay ha tenido un crecimiento sostenido durante la última década, manteniendo su perfil claramente exportador.

En junio de 2012; se llevará a cabo, con el impulso de Cuti (Cámara Uruguaya de Tecnologías de la Información), la Misión Oficial de la Industria TICs a Estados Unidos, que implica la visita a ese país de una delegación conformada por empresarios, representantes de distintas instituciones, autoridades gubernamentales y de Cuti, con la finalidad de ampliar la inserción de esta industria; captar inversiones, generar espacios de intercambio y acuerdos comerciales para los empresarios del sector.

he Information and Communication Technologies Industry (ICT) in Uruguay has had sustained growth for the last decade, maintaining a clear export profile. In June of 2012; with impetus from CUTI (Uruguayan Chamber of Information Technology), the Official Mission of the ICT Industry to the United States took place, which meant a visit of a delegation made up of businesspeople, representatives of several institutions, authorities from the government and CUTI, in order to widen participation of this industry; attract investments, generate spaces of exchange and commercial agreements for entrepreneurs of the sector.

Durante el año 2010, en el mercado externo y en el local, la industria de TI uruguaya facturó USD 615.358.000, creciendo un 9% respecto al año anterior. En este sentido, durante el año 2010 la facturación global de las empresas socias de Cuti representó un 1,5% del PIB. Ventajas competitivas Una de las fortalezas de Uruguay en lo que refiere a la competitividad, es el alto nivel de los Recursos Humanos del sector de las TICs, que redunda en la creación de productos de muy buena calidad y fuertemente demandados desde el mercado internacional. Paralelamente, las empresas deben enfrentar la escasez de mano de obra calificada, ya sea buscando incrementar la formación específica, como procurando evitar la alta rotación del personal existente.

Esto ha llevado a que diversas instituciones y el gobierno trabajen para fomentar la matriculación en estudios técnicos, de grado o postgrado, vinculados a esta industria.

Una de las medidas ejecutadas a nivel gubernamental durante la pasada legislatura; y que recientemente cumplió cinco años de existencia, fue la implementación del Plan Ceibal (la contrapartida uruguaya del proyecto “One Laptop Per Child”), que logró reducir muy satisfactoriamente la brecha digital; entregando una computadora para cada niño y maestro de las escuelas públicas de Uruguay, así como también a estudiantes y docentes de Liceos Públicos y de UTU. Pero el impacto del Plan Ceibal a nivel de la industria, es algo que se producirá en el largo plazo.

A nivel privado, la propia Cuti lleva adelante un programa denominado “Hacé Click! pensá en TI” cuyos ejes de acción se pueden sintetizar en dos: una campaña de sensibilización para dar a conocer a estudiantes liceales qué es el sector, qué se hace, de qué se puede trabajar, etc. y por otro lado una plataforma educativa on line a través de la cual se dictan cursos técnicos en TI en modalidad semi presencial (www.haceclick.com.uy)

La industria de las TICs (Tecnologías de la Información y la Comunicación) está compuesta por firmas desarrolladoras y/o comercializadoras de distintos productos y servicios TICs entre los que se destacan Software, Outsourcing, Consultoría en TI, Servicios de Internet y Telecomunicaciones, entre otros (el término TICs se empleará para hablar de las Tecnologías de la Información y la Comunicación en general, mientras que TI referirá específicamente a las empresas miembros de Cuti).

El gobierno ha reconocido la importancia y el impacto de las TICs en los niveles de desarrollo del país, el crecimiento del empleo y de la economía. Por tal motivo, entre otros, la industria del Software fue declarada de interés nacional en 1999.

The ICT industry (Information and Communication Technologies) is made up of firms that develop and/or commercialize different products and ICT services which include Software, Outsourcing, Consultancy in IT, Internet and Telecommunications Services, as well as others (the term ICTs is used to talk about Information and Communication Technologies in general, while IT refers specifically to the member companies of CUTI).

The government has recognized the importance and impact the ICTs have had on the country’s level of development, the growth of employment and the economy. Therefore, among others, the Software industry was declared to be of national interest in 1999.

During 2010, in the local and overseas market, the Uruguayan IT industry registered USD 615,358,000, growing 9% with respect to the previous year. In this way, during 2010 the total of the member companies of Cuti represented 1.5% of GDP. Competitive Advantages One of Uruguay’s strengths in competitiveness is the high level of Human Resources in the ICT sector, which has benefited from the creation of very good quality products in high demand from the international market. However, companies must confront the lack of a qualified work force, whether they hope to increase specific training, and try to prevent the high turnover of existing personnel.

This has led several institutions and the government to work at encouraging students to register for technical studies, graduate or postgraduate, associated with this industry.

One of the measures executed at the government level during the past legislature; and which recently turned five years old, was the implementation of the Plan Ceibal (the Uruguayan counterpart of the project “One Laptop Per Child”), which helped to satisfactorily reduce the digital divide; giving each child and teacher a computer in public schools in Uruguay, in addition to students and teachers in the Public High Schools and UTU. But the impact of Plan Ceibal on industry is something that will come about in the long term.

At the private level, Cuti has carried out a program called “Make a Click! Think IT” whose focus of attention can be synthesized in two areas: an awareness campaign to introduce high school students to the sector, what it does, what they can work in, etc. and on the other hand, an online educational platform where blended learning IT technical courses are given (www.haceclick.com.uy)

En segundo término, y desde una perspectiva más general, Uruguay cuenta con un clima de negocios muy favorable dentro de América Latina, con muy buenos niveles de calidad de vida, estabilidad política y económica.

Su posicionamiento geográfico le permite trabajar paralelamente con Europa y Estados Unidos y por proveer distintos servicios sin que la diferencia horaria signifique un problema; asimismo su posicionamiento es estratégico a nivel regional, convirtiendo al país en un excelente canal de comercialización a nivel regional..

Por otra parte, la internacionalización del mercado uruguayo se produjo a comienzos de los 90’, lo que le dio la ventaja, en comparación a otros países de la región, de adquirir tempranamente la experiencia para comercializar productos y servicios de alto valor tecnológico en el exterior, así como de generar un reconocimiento y trayectoria importantes a nivel internacional.

Uruguay encabeza exportaciones en Latinoamérica La industria de las TICs en Uruguay tiene desde sus orígenes un perfil netamente exportador. Un factor determinante en tal sentido; ha sido la instalación de grandes empresas internacionales en nuestro país (IBM, Microsoft, y más tempranamente TATA Consultancy Services y Globant, etc), que han fomentado el desarrollo y la generación de productos de valor. De este modo; se ha configurado un clúster de empresas 6

que constituye un motor clave de crecimiento.

Uruguay es el primer exportador de TICs per cápita en Latinoamérica y el tercero en términos absolutos. Su presencia en el exterior abarca 52 diferentes mercados y las empresas; desde su nacimiento; ya se orientan hacia la internacionalización, es decir, a exportar sus productos o servicios.

De acuerdo a los últimos datos disponibles (Resultados Encuesta Anual Oficial de la Industria TI, relevada por Cuti - Año 2010); un 26% de las empresas tiene presencia directa en el exterior, es decir que cuenta con sucursales y filiales en otros países, mientras que un tercio de las empresas relevadas tiene presencia indirecta, lo que implica que cuenta con socios de negocios y representantes.

El principal destino de las exportaciones TI durante el año 2010 fue América del Sur y Central, que alcanzó el 54.9%, seguida de América del Norte con un 33.1 %, Europa con el 9.7 % y finalmente Asia y África. El total de ventas al resto del mundo durante ese año se ubicó en USD 225,261 millones.

Secondly, and from a more general perspective, Uruguay has a favorable business climate in America Latina, with good quality of life, political and political stability. A determining factor to this effect has been the presence of large international companies in our country (IBM, Microsoft, and later TATA Consultancy Services and Globant, etc), which have fomented development and produced products of value. A cluster of companies that have represented a key to growth took shape in this way.

Uruguay is the first ICT exporter per capita in Latin America and third in absolute terms. Its presence abroad reaches 52 different markets and the companies, since their initiation, had already positioned themselves towards internationalization, in other words, to export their products or services.

Según declararon todas las empresas encuestadas, el factor que ha determinado la instalación de sus oficinas en el exterior, tanto de manera directa como indirecta, es el comercial. Algunas de ellas argumentan también el costo y escasez de los recursos humanos (el 11% y 7% respectivamente).

En relación a este aspecto, las empresas se enfrentan hoy al enorme desafío de evitar los grandes flujos de rotación de sus recursos humanos. En tal sentido; Cuti calcula anualmente un Índice de Rotación de Personal entre sus empresas socias, que para el año 2010, se ubicó en un 7%, lo que indicaría que la rotación laboral aumentó en 3 puntos porcentuales respecto al año 2009.

Considerando los diferentes tipos de productos y servicios, la exportación de Software generó USD 50,178 millones, seguida de los servicios de Consultoría (USD 40,100 millones) y el Outsourcing (USD 29,233 millones), mientras que Otros Servicios TI produjeron la mayor cantidad de ingresos, equivalentes a USD 100,083 millones. En último término se ubicaron los Servicios de Internet y Telecomunicaciones con USD 5,668 millones.

La comercialización de las TICs a nivel del mercado local tiene menor relevancia. Durante el año 2010 la facturación a nivel local de las empresas TICs socias de Cuti fue de USD 194,839 millones.

Incentivos para la exportación Existen diversos incentivos desde el Estado y otras organizaciones para motivar la internalización de la industria de las TICs, así como un marco regulatorio específico.

Por un lado, en 1999 se exoneró de IRAE (Impuesto a las Rentas de las Actividades Económicas) a la comercialización de productos y servicios de software y tecnología, tanto en las exportaciones como en el mercado interno. Hoy en día el beneficio está acotado a las exportaciones, lo que da cuenta del interés del Estado en fomentar la internacionalización de esta industria.

La exportación de productos y servicios de TI está exonerada también del Impuesto al Valor Agregado (IVA) y las empresas de este rubro cuentan con la posibilidad de contratar profesionales en régimen de no dependencia.

Un incentivo potencial importante lo constituye la instalación de centros de investigación y desarrollo en Uruguay, que promuevan la contratación de RRHH altamente calificados y abocados a investigar nuevas tecnologías, y redunden en la creación de nuevos productos y servicios que se exporten bajo la marca de importantes firmas a nivel mundial. Esto es algo en lo que Cuti se ha abocado a trabajar y de hecho es uno de los principales objetivos de la misión a Estados Unidos promovida por la cámara.

Incentives to export Some incentives from the State and other organizations have been given to promote the internalization of the ICT industry, under a specific regulatory framework.

On the one hand, in 1999 the IRAE (Tax on Income from Economic Activities) was exonerated on the commercialization of software and technology products and services for exports and the internal market.

Today the benefit is limited to exports, which shows the interest the State has in fomenting the internationalization of the industry.

The export of IT products and services is also exonerated from the Value Added Tax (VAT) and companies in this sector can hire professionals under an independent regimen.

An important potential incentive is the installation of research and development centers in Uruguay, which would promote the hiring of highly qualified R&D professionals interested in investigating new technologies and benefit the creation of new products and services that are exported under the brands of important firms worldwide. It is something that Cuti has been working on and is one of the main objectives for the mission to the United States promoted by the Chamber.

Misión a Estados Unidos mission to the united states

Entre los días 25 y 29 de junio de 2012 se llevará a cabo la Misión Oficial de la Industria de TICs a Estados Unidos, organizada por la Cuti. Además de fortalecer los vínculos comerciales con este país, los principales objetivos son estrechar lazos con inversores de capital de riesgo especializados en el sector TICs, así como también promover la imagen de Uruguay como modelo de país tecnológico a nivel latinoamericano. La delegación estará compuesta por más de 80 personas entre autoridades de Gobierno, organismos estatales, universidades, instituciones de promoción de la industria TIC y el sector empresarial en general.

La Misión cuenta con el patrocinio del Ministerio de Industrias y con el apoyo del Ministerio de Relaciones Exteriores, Uruguay XXI, Endeavor, la Embajada de Estados Unidos en Uruguay, la Embajada de Uruguay en Estados Unidos, la Dirección Nacional de Industrias, ANTEL, ANII, Agesic, Plan Ceibal, Endeavor, la Cámara de Industrias y las Zonas Francas; entre otros.

Durante una semana empresarios y autoridades tendrán la oportunidad de visitar Miami y Silicon Valley, participando de actividades con empresas norteamericanas, reuniones de negocios, presentaciones de la industria, visitas a empresas referentes del mercado, fondos de inversión y universidades, etc.

Estados Unidos es uno de los principales mercados de destino de la industria nacional de TICs.

Between June 25 and 29, 2012 the Official Mission of the ICT Industry to the United Stated will take place, organized by CUTI. In addition to strengthening commercial ties with that country, the main objective is to strengthen ties with venture capital investors specializing in the ICT sector, and to promote the image of Uruguay as the model of a technological country in Latin America.

The delegation will be made up of more than 80 people including authorities from the Government, State Organizations, Universities, Institutions promoting the ICT industry and the business sector in general.

The Mission is sponsored by the Ministry of Industry with support from the Ministry of Foreign Relations, Uruguay XXI, Endeavor, the United States Embassy in Uruguay, the Ambassador of the United States in Uruguay, the National Board of Industry, ANTEL, ANII, Agesic, Plan Ceibal, Endeavor, the Chamber of Industry and the Free Zones; among others.

For one week businesspeople and authorities will have the change to visit Miami and Silicon Valley, participating in activities with North American companies, business meetings, industry presentations, visits to leading companies in the market, investment funds and universities, etc.

The United States is one of the main markets for the domestic ICT industry. In 2010 it represented 26.77% of total exports, which corresponds to USD 60.302 million.

Una de las grandes metas de la misión es, precisamente, posicionar a Uruguay como país laboratorio, identificando empresas que puedan radicar aquí sus laboratorios de investigación, desarrollo e innovación (I+D+i ).

One of the most important goals of the mission is precisely to position Uruguay as a laboratory country in identifying companies that can set up their research, development and innovation laboratories here.

En el año 2010 representó un 26,77% de las exportaciones totales, lo que corresponde a USD 60,302 millones.

Se trata de un mercado sumamente interesante para los negocios en materia de TICs, cuna de numerosos emprendimientos innovadores, empresas exitosas modelo para nuestros empresarios y con un potencial atractivo para el desarrollo de nuevos negocios y captación de capitales de inversión, así como también para la generación de alianzas estratégicas a nivel educativo y comercial, entre otros.

Existen grandes empresas multinacionales, que han apostado fuertemente a Uruguay, pero aún no se ha logrado que instalen importantes centros de investigación y desarrollo en los que se produzcan innovaciones y que a su vez aprovechen las ventajas comparativas de Uruguay para comercializarlas al resto de Latinoamérica. En este sentido, una de las grandes metas de la misión es, precisamente, posicionar a Uruguay como país laboratorio, identificando empresas que puedan radicar aquí sus laboratorios de investigación, desarrollo e innovación (I+D+i ). La Lic. en Economía, Isabella Antonaccio, quien se desempeña en el Área de Proyectos, Estudios y Negocios de la Cámara, señaló que esto implica “mostrar las capacidades que Uruguay tiene en cuanto a RRHH calificados, excelente nivel académico, buen clima de negocios, sus reducidas dimensiones que facilitan traslados, un sistema político estable, con políticas que fomentan el desarrollo de la industria, etcétera”. Desde el Gobierno existe un fuerte interés en impulsar este proceso, siendo esta una de las razones por las que importantes autoridades del Gobierno participarán de esta misión, promocionando a Uruguay.

Some large multinational companies have strong interest in Uruguay, but they have yet to set up centers of research and development which produce innovations and likewise make the most of the comparative advantages Uruguay has to commercialize them to the rest of Latin America. In this way, one of the most important goals of the mission is precisely to position Uruguay as a laboratory country in identifying companies that can set up their research, development and innovation laboratories here. The Professional in Economy, Isabella Antonaccio, who works in the Area of Projects, Studies and Business at the Chamber, pointed out that this implies “showing the capabilities Uruguay has for qualified R&D, excellent academic level, good business climate, its reduced dimensions that facilitate transfers, a stable political system with policies that foment development in the industry, etcetera”. Instituciones de apoyo Con más de 300 miembros, Cuti es la entidad representativa y articuladora de las empresas de la Industria TI en Uruguay. La Cámara forma parte del denominado “ecosistema emprendedor”, un conjunto de instituciones que apoyan a los emprendedores dinámicos (que se diferencian de quienes emprenden como medio de subsistencia).

Algunas de estas organizaciones tienen más incidencia que otras en lo que respecta al apoyo de la industria de las TICs específicamente. Antonaccio, comentó que las universidades cumplen un rol muy importante cuando los emprendedores dan sus primeros pasos, ya que casi todos pasan por ellas, sea mediante carreras técnicas, de grado o postgrado.

Some of these organizations have more clout than others in respect to supporting the industry and the ICTs specifically. Antonaccio commented that universities play a very important role when entrepreneurs take their first steps, since almost all study at them, whether in technical, graduate or postgraduate careers.

The size of Uruguay is an important factor according to the professional when fomenting the interconnected and mutual knowledge among members of the ecosystem that, on the one hand, is usually one of the most important failures in Latin American ecosystems. “We communicate very well, we know each other and the ecosystem is very solid, which is very positive”, she added.

La Cámara tiene convenios de colaboración con algunas de ellas, como la incubadora INGENIO. El acuerdo implica que las empresas incubadas allí pasan automáticamente, si lo desean, a ser socias de Cuti durante el período de incubación, con acceso a todos los servicios como cualquier otro socio; y sin costo para ellos. Esto se debe a que la Cuti apuesta fuertemente a las empresas nacientes, y esta es una forma de motivar su crecimiento y consolidación.

Con organizaciones como la ANII (Agencia Nacional de Investigación e Innovación), el trabajo conjunto se orienta más hacia los aspectos de capacitación, y con Uruguay XXI a la internacionalización de empresas y atracción de inversiones, por citar algunos ejemplos.

La dinámica del sector; desde 1999, se tradujo en un gran crecimiento del empleo, en el que predomina el trabajo altamente calificado. Durante el año 2010 la industria empleó a 11.515 personas. En este sentido de acuerdo a los datos de la Encuesta Contínua de Hogares 2011, relevada por el INE, la industria superó los 14.000 puestos de trabajo.

Cuti ha tenido un importante rol en éste y otros procesos, trabajando muy activamente con el gobierno y con la academia para lograr hacer visible que la escasez de recursos humanos calificados; es un problema que puede perjudicar seriamente el crecimiento de la industria. Desde la academia se está colaborando en este sentido, incentivando a que aumente la matriculación en carreras vinculadas a las TICs. and strategies that support the ICT industry. The dynamics of the sector; since 1999, has meant a large growth in employment, in which highly qualified work predominates. In 2010 the industry employed 1,515 people.

In this way according to data by the Continuing Survey of Households 2011, released by INE, the industry surpassed 14,000 jobs.

CUTI has played an important role in this and other processes, actively working with the government and the academy to show that the shortage of qualified human resources is a problem that can seriously hurt growth in the industry. The academy is collaborating for an increase in enrollment in careers associated with ICTs.

n el marco de lo que será la misión encabezada por autoridades nacionales, empresas socias y jerarcas de la CUTI, el ministro de Industria, Energía y Minería; Ing. Roberto Kreimerman, manifestó a BelieveIT porqué Estados Unidos es un destino deseado; y mencionó cuáles son las fortalezas de nuestro mercado para que empresas extranjeras vinculadas a las TICs inviertan en Uruguay. El jerarca calificó como estratégico el vínculo público-privado y concretamente, el establecido entre la CUTI y el gobierno, para lograr avances en un campo dinámico como el de las TICs. ¿Cuál es la relevancia que le otorga el gobierno a la misión que se realizará a Estados Unidos en el mes de Junio?

Los destinos seleccionados con la CUTI fueron las ciudades de San Francisco (Silicon Valley) y Miami, básicamente por lo que ellos representan en cuanto a la presencia de varios emprendimientos innovadores, así como empresas a ser tomadas como modelo por los empresarios nacionales, donde existen posibilidades atractivas para desarrollar nuevos negocios, así como para captar capitales de inversión y lograr alianzas en áreas como la educativa y comercial.

ithin the framework of what would be the mission headed by national authorities, member companies and officials of CUTI, the minister of Industry, Energy and Mining; Mr. Roberto Kreimerman stated to BelieveIT that the United States is a desired destination, and he mentioned what the strengths of our market are for foreign companies linked to the ICTs to invest in Uruguay. The official stated that the public-private relationship, and more precisely the one established between CUTI and the government to advance in a dynamic field like that of the ICTs is strategic.

What relevance does the government give to the mission that will go to the United States in the month of June?

The ICT industry has shown a significant increase in the past years, revealing its role in generating added value, innovation, well-paid skilled jobs, high productivity and competiveness. The annual average growth rate from 1998-2010 was 11.6%, but with strong acceleration since J U N I O 2 012

anual 1998-2010 fue de 11,6%, pero con una fuerte aceleración desde 2005, donde crecieron a una tasa promedio anual del 13,6% comparado al 6,74% de incremento promedio anual entre 1998 y 2004.

Es en este marco que, dados los activos de esta industria en el país, se quiere apostar a seguir incrementando la demanda externa de un sector de alto potencial que se considera estratégico para un crecimiento sostenido con distribución. Estados Unidos es uno de los principales destinos de las exportaciones de la industria TICs nacional -y en particular el primero para 2009 y 2010- con un 26,8% del total (USD 60 millones), de fuerte crecimiento interanual -54% respecto a 2009-. Asimismo, si consideramos la canasta total exportada a Estados Unidos por nuestro país –bienes más servicios-, las TICs representaron casi una tercera parte de las mismas para dicho año. Estados Unidos sigue siendo para nuestra industria de TICs un mercado potencial para ser aprovechado con mayor agresividad, en varios nichos. ¿Por qué es importante visibilizar el potencial de la industria de las TICs de Uruguay en otros mercados?

Uruguay cuenta con un mercado interno acotado, la estrategia de salir al mercado externo es imperante.

Pero por sobre todo, estas acciones forman parte del objetivo mayor de seguir diversificando la oferta exportable del Uruguay, todavía muy dependiente de los productos tradicionales. La apuesta a lograr que las ramas intensivas en conocimiento y tecnología logren aumentar su participación, forma parte de la estrategia de crecimiento económico sostenido, que genere mayores recursos y mejor distribuidos.

Si bien este sector estuvo volcado hacia el exterior desde el inicio, lo hacía básicamente exportando hacia Argentina, y se diversificó luego a otros mercados latinoamericanos, alcanzando un crecimiento significativo también de los mercados anglófonos.

A pesar de que varias empresas han logrado ingresar en este y otros mercados, es necesario romper con la imagen de Uruguay vendedor únicamente de productos tradicionales frente a actores estratégicos, de forma de aportar a una explosión en un mercado prometedor como el de Estados Unidos, aprovechando las ventajas existentes -incluso la diferencia horaria mínima respecto a los asiáticos, así como el manejo del idioma por parte del sector-. ¿Cuál es el atractivo de Uruguay para que desde 16

Why is it important to visualize the potential of Uruguay’s ITC industry in other markets?

Uruguay has an internally small market, the strategy to expand to the overseas market is imperative. But above all, these actions are part of a greater objective to continue to diversify Uruguay’s exportable production which is still very dependent on traditional products. The aim is for knowledge and technology intensive branches to increase their participation, be part of the sustained economic growth strategy, which generates more and better distributed resources.

Although this sector has always set its sights abroad, it did so basically by exporting to Argentina, later diversifying to other Latin American markets, and also achieving significant growth in English speaking markets.

Although some companies have been able to enter this and other markets, it is necessary to break the image of Uruguay selling only traditional products to strategic actors, as a way to expand into a promising

Uruguay cuenta asimismo con atractivos como es ser líder en comunicaciones: es el país latinoamericano más avanzado según el Índice de Desarrollo de las Tecnologías de la Información y la Comunicación (TIC), elaborado por la Unión Internacional de telecomunicaciones (UIT) en 2011. Posee un elevado nivel educativo, con un 17% de los universitarios estudian carreras en ciencia y tecnología.

La Misión identificará empresas que puedan radicar en Uruguay sus laboratorios de I+D+D. El rol del Gobierno será fundamental en este sentido, actuando como facilitador en el proceso.

What does Uruguay have that would attract foreign investment here (in the ICT field)? For example, in research and developments centers?

In addition to our country’s general assets, such as economic, political, judicial and institutional stability, the non discriminatory treatment of foreign capital, the inexistence of restrictions in the exchange rate or in the transference of capital and utilities, the general promotional benefits and the declaratory of National Interest, today there is an exoneration of IRAE and VAT on exports in the software sector. With this they hope to get special conditions for ventures which continue to have the aforementioned preferential conditions in this sector to grow and mature.

Uruguay also has such assets as being a leader in communications: it is the most advanced Latin American country according to the Development of Information and Communication Technologies Index (ICT), elaborated by the International Telecommunications Union (UIT) in 2011. It has an elevated educational level, with 17% of college students studying careers in science and technology.

¿Cuáles considera que son las principales fortalezas del sector de las TICs? Como activos del país en esta área, se identifica una cultura dinámica y empresarios flexibles; trabajo conectado entre industria y academia; excelente nivel de los profesionales locales en el área de TI y consultoría, que ofrecen sus servicios a un costo menor comparado con países desarrollados; trayectoria exportadora e historial de cooperación inter-empresarial; una cultura de desarrollo orientado a los productos demandados por el cliente, no olvidando las ya mencionadas exoneraciones tributarias a las ventas externas del sector.

La industria tiene hoy por hoy algunas dificultades vinculadas a la falta de mano de obra calificada para cubrir con las necesidades de las empresas y por ende, con las demandas del mercado ¿qué evaluación hace usted de las medidas que se han venido tomando desde diferentes ámbitos para paliar esta situación y que más podría hacerse con perspectivas en el corto o mediano plazo?

El dinamismo del sector trajo consigo una importante captación y generación de empleo, en particular de calidad, calificado y bien remunerado. Así, entre 2005 y 2010 el mismo más que se duplicó, alcanzando a 11.500 ocupados aproximadamente. Como sabemos, las características de dichos trabajadores en cuanto a edad y sexo difiere del promedio de la economía: son trabajadores mayoritariamente varones –más del 80%- y mayoritariamente jóvenes –por encima del 60% son menores de 35 años-. Por otro lado, los valores relativos de formalidad del empleo son altos: casi del 80%. En cuanto a su nivel educativo, en media, estos trabajadores tienen 4 años más de escolarización que el promedio de los ocupados de la economía y con una demanda pujante, cuentas con mejores remuneraciones que el promedio de la economía.

Si observamos la evolución de la oferta de mano de obra –aproximado por la evolución de egresos e ingresos de carreras terciarias relacionadas a la informática- y en particular, en lo relacionado a los ingresos a las mismas, se observa cierto dinamismo que parece responder a la dinámica evolución de la 18

What do you feel are the main strengths in the ICT sector?

As to the country’s assets in this area, we identify a dynamic culture and flexible entrepreneurs; a connection between industry and academia; an excellent level of local IT and consulting professionals who offer their services at a lower cost compared to those in the developed countries; an exporting trajectory and a history of inter-company cooperation; a culture of development oriented towards products required by the client, not to mention the aforementioned tax exonerations on the sector’s overseas sales.

Today the industry has some difficulties with the lack of qualified workers to cover the companies’ needs and therefore, the demands of the market, what kind of evaluation do you make of the measures that have been taken from other fields to alleviate this situation and what more could you do in the short or medium term?

The dynamism within the sector created significant recruitment and jobs, mainly quality, qualified and well paid ones. Thus, between 2005 and 2010 employment more than doubled, reaching approximately 11,500. As we know, the characteristics of these workers as to age and sex differs from the average in the economy: these workers are mainly men–more than 80%- and mainly young –more than 60% are under 35-. On the other hand, the numbers relative to the formality of employment are high: almost 80%. As to their educational level, on average, these workers have 4 more years of schooling than the average employee in the economy and are in strong demand, and paid better than average in our economy.

If we observe the evolution of the available labor force –through the evolution of graduates and those entering university careers related to information- and in particular, regarding their income, we observe a

Es importante recordar el Convenio de Cooperación existente entre el MIEM y la CUTI, el cual prevé promover becas de capacitación en la Plataforma Educativa on line de la CUTI, reforzada con el apoyo del INEFOP que, en el marco de la campaña nacional para la disminución de la brecha de RRHH en el sector, apoyó en 2011 la implementación de un plan piloto de capacitación online para 100 beneficiarios. Cuti ha logrado así capacitar ya a más de 500 personas en diferentes lenguajes (de programación), base de datos ytesting, entre otros. Asimismo, se ha buscado sensibilizar a la población joven en estas tecnologías, en particular del interior del país. Pero resta seguir en este camino.

It is important to remember the existing Cooperation Agreement between MIEM and CUTI, which promotes scholarships for training on CUTI’s online Educational Platform, reinforced by INEFOP which, in the campaign to diminish the gap in the sector’s R&D, supported the implementation of an online pilot training plan for 100 beneficiaries in 2011.

Cuti has been able to train more than 500 people in different languages (programming), data bases and testing, as well as others. Likewise, they have tried to raise the awareness of the youth in these technologies, mainly in the interior of the country. But we have more to do.

¿Cómo evalúa usted que está siendo y que ha sido el vínculo y el trabajo conjunto del gobierno y la CUTI?

How would you evaluate what the bond and work done between the government and CUTI is and has been?

Muy bueno y con posibilidades de superación. La relación es continua e intensa, todos los actores comprenden que el intercambio de información y el apoyo recíproco público-privado es estratégico en un sector dinámico y de rápido cambio tecnológico.

Así lo indican algunas acciones ya detalladas, en particular el Convenio de Cooperación ya mencionado, cuyo objetivo es incrementar la capacidad de trabajo nacional en TICs, mejorando el perfil productivo del interior del país agregando valor, generando puestos de empleo y autoempleo, y nuevas empresas de tecnología. Por otra parte, también cabe mencionar los recientes lanzamientos como el realizado por Antel y esta misión a USA, si bien resta por sistematizar aún más la relación de trabajo conjunto.

Las TICs en general, y el software en particular, son sectores que la estrategia del país promueven y respaldan en su búsqueda de una estructura productiva más diversificada y basada el conocimiento.

That is what some of the aforementioned actions indicate, in particular the Cooperation Agreement, whose objective is to increase the capacity of work in ICTs, improve the productive profile of the country’s interior by adding value, generating jobs and self-employment, and new technological companies. On the other hand, it is also worth mentioning launchings like the one made by Antel and this mission to USA, although the relationship of collective work has yet to be systemized.

The ICTs in general, and software in particular, are sectors that the country promotes and supports in its search for a more diversified productive structure based on knowledge.

PSGaming se ha destacado en la creación y desarrollo de software, plataformas y máquinas para juegos que se utilizan en diferentes casinos de la región y del mundo, aunque su trabajo no se agota en esta área. En la búsqueda de nuevos nichos de trabajo, se han enfocado en el marketing inteligente, desarrollando un producto pensado específicamente para ello. Pablo Baldi, director de HPSGaming, nos brindó detalles sobre este nuevo producto, NXTvi, que apunta a mejorar la percepción de las necesidades del consumidor de la mano de la tecnología. ¿Qué es NXTvi? Se trata una librería de algoritmos biométricos capaces de reconocer diferentes facetas del ser humano tales como: género, edad, emociones; así como también la identidad de una persona previamente registrada en el sistema. Además hace posible el reconocimiento de detalles tales como logos, marcas y diferentes tipos de branding aplicado a objetos.

Esta información permite crear campañas totalmente inteligentes de marketing de productos, segmentadas a un público específico (hombres o mujeres), de determinada edad y con determinados gustos de consumo, mediante el análisis del cuerpo.

El mismo concepto aplica a lo que denominamos “vidrieras inteligentes”.

Una tienda puede armar su clásica vidriera con los productos que comercializa y analizar el impacto que ésta causa; si son más hombre o mujeres los que se interesan, el promedio de edad de los mismos y las emociones y reacciones ante un determinado producto, entre otros. Los datos colectados son sumamente importantes para realizar un buen análisis del público objetivo. ¿Cómo nace la idea de su desarrollo?

La idea nació en virtud del requerimiento de un casino francés en el año 2005, por el cual era necesario la identificación de las personas que ingresaban al recinto. En ese entonces la empresa diseñó un sistema de control basado en la huella dactilar de los jugadores. Tal fue el éxito que nos vimos motivados a seguir investigando en el área de la biometría. Tres años más tarde, uno de los sistemas de seguridad y vigilancia por nosotros diseñado, el SmartVisum, que ya contaba con una base de NXTvi, recibe una nominación en los Casino Gaming Awards, como uno de los productos más innovadores del año, al poder reconocer a los jugadores por su rostro.

It is a showcase of biometric algorithms capable of recognizing different facets of human beings like: sex, age, emotions; as well as the identity of a person who has previously registered in the system. It can also recognize such details as logos, brands and different types of branding applied to objects.

It is possible to create totally intelligent campaigns marketing products, segmented for a specific public (men or women), of a particular age and with particular consumer preferences through an analysis of the body.

The same concept applies to what we call “intelligent storewindows “.

A store can put together a classic window with the products that are sold and analyze the impact that it causes; if more men or women are interested, their average age and the emotions and reactions before a particular product, among others. The data collected is extremely important to make a good analysis of the objective public.

En el año 2010 se incorporó al equipo el Ing. en hardware Sebastian Cajarville, lo que nos permitió mejorar aun más el producto y contar con un hardware diseñado en Uruguay para el control de algunas funciones claves de NXTvi.

How did the idea for its development come about?

The idea came from the requirement of a French casino in 2005, which needed to identify the people who were entering the premises. At that time our company designed a control system based on players’ fingerprints. It was so successful that we were motivated to keep investigating the area of biometrics. Three years later, one of the security and surveillance systems by our designers, SmartVisum, which already used NXTvi, received a nomination at the Casino Gaming Awards as one of the most innovative products of the year, being able to recognize players by their faces.

In 2010 hardware engineer Sebastian Cajarville joined the team which allowed us to improve the product even more and feature hardware designed in Uruguay to control some of the key functions of NXTvi.

El producto viene evolucionando desde el año 2005 con un proceso de mejora continua. Las nuevas versiones de NXTvi también trabajan ya con el reconocimiento de voz, además de todo lo anteriormente descripto. Una de las últimas instalaciones del producto tuvo lugar en salas de juego de Chile, donde se utiliza principalmente para el control del ingreso de menores de edad al recinto de juego.

What stage of development are you in today?

The product has been evolving since 2005 with a continual process of improvement. The new versions of NXTvi are also working with voice recognition, in addition to the one previously described. One of the last installations of the product took place in the gaming rooms in Chile, where it was used primarily to control the entrance of minors to the gaming areas.

El robo de identidad en las operativas on-line IDENTITY THEFT IN ON-LINE OPERATIONS Sólo en Estados Unidos, durante 2011, se reportaron más de 485 millones de dólares en pérdidas por fraude electrónico, y esto sólo corresponde a casos denunciados a IC3(1).

na de las formas más frecuentes de fraude electrónico es el robo de identidad, donde los delincuentes se apoderan de las credenciales de acceso de una persona a un sistema, ya sea para obtener información, realizar compras, extraer dinero, etc.

Esto afecta a todas las áreas de actividad: gobierno, sector financiero, grandes empresas, enseñanza e incluso individuos realizando micro transacciones a través de sus celulares. Afecta al e-commerce, a la banca en línea y a cualquier empresa con información crítica, esté o no en Internet.

Proteger las credenciales de una persona (su identificación, contraseña, número de tarjeta de crédito, etc.) es vital, aunque insuficiente.

Actualmente existen mecanismos que apoyan lo que se llama la “autenticación robusta”: una forma de identificar a las personas en el mundo virtual, que permite decir con diferentes grados de certeza que quien está usando las credenciales, es quien dice ser. Desde hace más de 10 años se utilizan, además del clásico usuario y contraseña, otras credenciales como certificados digitales, dispositivos one time password (dispositivos o aplicaciones que al oprimir un botón generan una clave numérica temporal) y tarjetas de coordenadas, entre otros.

ne of the most common mail fraud is identity theft, where thieves seize a person’s access credentials to a system, whether to obtain information, make purchases, withdraw money, etc.

This affects all areas: government, the financial sector, large companies, education and even individuals making micro transactions on their cell phones. It affects e-commerce, on-line banking and any company with critical information, whether it is on Internet or not.

Protecting a person’s credentials (his identification, passwords, credit card number, etc.) is vital, although insufficient.

Today there are mechanisms that support what is called “robust authentication”: a way to identify people in the virtual world, which makes it possible to say with different degrees of certainty that the one using the credential is the person he claims to be. For more than 10 years, in addition to the classic user id and password, other credentials like digital certifications, onetime password devices (devices or applications that generate a temporary numerical password by pushing a button) and coordinated cards, in addition to others have been used.

The degree of security, complexity of use and cost, varies from one credential to another. Several sectors have begun to use these mechanisms, but for their use to become widespread is still a long way off. l teletrabajo (TT) es un fen贸meno presente en el mercado laboral uruguayo. Todos los sectores productivos se ven m谩s o menos alcanzados, pero en la industria de las TICs es donde se presenta con mayor fuerza y complejidad. Nuestro Estudio recibe diariamente consultas de las empresas respecto a los distintos problemas que su implementaci贸n les apareja.

T

eletwork (TW) is a phenomena present in the Uruguayan labor market. Every productive sector is more or less affected, but it is the industry of the ICTs where they are present with great strength and complexity. Our Firm receives daily inquiries from companies about the problems that their implementation presents.

En Uruguay no existe una regulación jurídica del TT. El Derecho Laboral no ha podido regular aún su funcionamiento, razón por la cual los Jueces -ante un caso concreto- recurren a las normas de carácter genera, o lo que es peor, aplican las previsiones sobre “trabajo a domicilio”, que fueron pensadas para otra realidad fáctica y nada tienen que ver con el TT. No se trata de un “trabajo a domicilio” en los términos de la legislación nacional, y por ello su normativa no es aplicable a este fenómeno nuevo.

Existen diversas modalidades y definiciones de TT. En general, se entiende que éste existe cuando una persona realiza una actividad a distancia (fuera de la empresa) utilizando las TICs. Puede ser en relación de dependencia, como en forma autónoma.

Las empresas de tecnología de nuestro país, a pesar de la incertidumbre que su implementación depara, recurren al TT, pues es una nueva forma de organización del trabajo de la cual no puede prescindirse.

Cómo determinar el horario de los teletrabajadores; la generación de horas extra; sus días de descanso efectivo; su adecuación a los Laudos, etc., son algunas de las interrogantes que se plantean.

La regulación del TT es una materia pendiente para el Sector.

El incremento y la diversificación de servicios por parte de las empresas, así como la protección de los derechos de los trabajadores, son dos importantes razones para la regulación, aunque no son las únicas.

Debe legislarse de forma de contemplar las diversas modalidades de TT e impulsar políticas públicas que posibiliten su desarrollo, favoreciendo la inclusión social (discapacitados, trabajadores autónomos, personas del medio rural) y brindando certeza jurídica para todos los operadores.

Varios países, debido a los beneficios que el TT reporta para la sociedad en su conjunto, conceden importantes incentivos económicos directos y no económicos para que puedan retenerse los talentos nacionales (reducción de cargas impositivas; créditos fiscales; financiación de gastos de oficina; etc.).

El Sector tiene clara conciencia de que la regulación inmediata de este fenómeno es imprescindible. Nos consta que se está trabajando en ese sentido. Resta saber si el Gobierno entiende la problemática y es sensible, para buscarle soluciones razonables.

There are no legal regulations for TW in Uruguay.

Labor Law has not yet been able to regulate it, a reason for which Judges –before a concrete case- turn to general regulations, or what is worse, apply the previsions for “work from home”, that were created for another factual reality and have nothing to do with TW. It is not “work from home” in the terms of national legislation, and these regulations are not applicable to this new phenomenon for this reason.

There are several kinds and definitions of TW. Usually, it is understood to exist when a person does an activity from a distance (outside the company) using ICTs. It can involve either a dependent or autonomous relationship.

The technology companies in our country, in spite of the uncertainty that their implementation implies, resort to TW since it is a new way to organize work which must be done.

How to determine the schedule of teleworkers; generating extra hours; vacation days; its adaptation to Arbitration, etc., are some of the questions that arise.

Regulating TW is a pending matter for the Sector.

The increase and diversification of services by companies, in addition to protecting worker’s rights, are two important reasons for regulation, although they are not the only ones.

It must be legislated in order to contemplate the types of TW and promote public policies that will further its development, favoring social inclusion (the handicapped, autonomous workers, people from rural areas) and providing legal certainty for every operator.

Several countries, due to the benefits that TW provides the entire community, grant important direct and noneconomic incentives in order to retain national talent (reducing taxes; fiscal credits; financing office expenses; etc.).

The Sector understands that the immediate regulation of this phenomenon is essential.

We are sure that work is being done in this respect. We must wait to see if the Government understands the issue and is appreciative, to find reasonable solutions.

a industria tecnológica uruguaya, que goza de gran prestigio internacionalmente por su elevado nivel, cuenta con gran apoyo por parte de instituciones para favorecer su internacionalización. Entre otras cosas, en los próximos meses, el Banco Interamericano de Desarrollo, a través de Uruguay XXI, pondrá en marcha un programa que incluye alrededor de 10 millones de dólares para destinar a la promoción de los servicios globales de exportación con gran foco en el rubro tecnológico.

Marco favorable para hacer negocios

Uruguay tiene acuerdos con distintos países para favorecer las relaciones de comercio exterior, entre ellos se encuentra el Tifa, que compromete a establecer nuevos pasos para profundizar las relaciones sobre comercio, inversiones y la diversificación de posibilidades el acceso entre Uruguay y Estados Unidos. Han pasado cinco años ya desde que se firmó el documento que reconoce, entre otras cosas, el rol esencial de las inversiones privadas, tanto nacionales como extranjeras, en la promoción del crecimiento, creación de trabajo, expansión del comercio, perfección de la tecnología y refuerzo del desarrollo económico. El acuerdo, toma en consideración la necesidad de reducir las barreras a fin de facilitar un mejor acceso a sus mercados y advierte la importancia creciente del comercio de servicios en sus economías así como en sus relaciones bilaterales, entre otras cosas. Éste no afecta directamente a la industria tecnológica uruguaya, porque se orienta a otro tipo de productos y servicios, pero sí marca un antes y un después, porque ha dado, desde su realización, un marco favorable para hacer negocios con Estados 26

Hoy en día, motivado en gran medida a la propia expansión de la industria y a que el mercado local resulta bastante acotado, las empresas piensan desde sus inicios en la internacionalización de sus productos y servicios, y en la forma más eficaz e innovadora para desarrollarlos, con el fin de alcanzar el éxito a nivel internacional.

Muchas son las instituciones que apoyan a los emprendedores dinámicos en sus etapas iniciales, y desde varios aspectos. La economista Isabella Antonaccio, quien se desempeña en el Área de Proyectos, Estudios y Negocios de la Cámara Uruguaya de Tecnologías de la Información, explicó que el apoyo existe desde las etapas iniciales del

La gran mayoría de estas instituciones conforman la “Red Emprender” y trabajan de forma coordinada, conformando así un ecosistema de apoyo a los emprendimientos dinámicos del Uruguay y de fomento de la cultura emprendedora, Entre esas instituciones se encuentra la Incubadora Ingenio, con un gran número de empresas de base tecnológica “incubadas” las que tienen el beneficio de ser socias de Cuti. Ingenio da seguimiento -acompaña y monitorea- a la evolución de las empresas incubadas. También facilita el acceso a financiamiento, la búsqueda de inversores ángeles, y realiza concursos de investigación de mercado y misiones al extranjero.

Desde Cuti, cuya misión es impulsar el desarrollo sostenible del sector TIC´s, dinamizando los mercados, facilitando el desarrollo y globalización de sus miembros, también se busca apoyar el crecimiento y el aumento de la productividad de los nuevos emprendimientos vinculados al sector, contando con una comisión de trabajo que específicamente contempla todas las temáticas relativas a los Nuevos Emprendimientos. En relación con la internacionalización se realizan gran cantidad de actividades que apuntan hacia la realización de trabajos sobre determinados mercados. Antonaccio comenta: “Conformamos Clubes de Internacionalización cuyos objetivos son interiorizar a las empresas TICs respecto efficient and innovating way to develop them in order to be successful internationally.

Cuti also has a line of credit with Banco República del Uruguay (Brou), especially for member companies, through which the bank will give up to 50 thousand dollars to a single firm for members of Cuti with very convenient interest rates with respect to the average in the market. The chamber, through a technical evaluation committee, analyzes the technical viability of the project, while Brou analyzes its financial viability.

a evolución de las TICs ha sido, en los últimos años, muy importante en la economía de nuestro país, habida cuenta que Uruguay se ha posicionado a nivel internacional como un fuerte exponente de la industria del software. Con la intención de conocer detalles sobre el impacto económico que representa esta industria, así como otras variables que marcan su presencia en aumento, dialogamos con el Cr. Bruno Gili, de la consultora CPA Ferrere.

Gili nos refirió primero que en Uruguay, “en los últimos años, desde el 2004 a la fecha, ha crecido a tasas muy importantes; hay una situación de pleno empleo, se ha diversificado la matriz exportadora y

he evolution of the ICTs has been, over the past years, very important for the economy of our country, taking into account that Uruguay has become known internationally as a strong player in the software industry. With the intention of learning about the details on the economic impact this industry represents, as well as other variables that have marked its increasing presence, we spoke with Mr. Bruno Gili, from the Consulting firm CPA Ferrere.

Gili first pointed out to us that in Uruguay, “in the past years, from 2004 to the present, has grown at very significant rates; we have full employment, the exporting market has been diversified and the service industry has grown very much, a relevant piece

Exhibiendo una gráfica que muestra claramente el crecimiento del sector, nos comentaba: “es muy notorio ese crecimiento, si analizamos la productividad. Ahí vemos que el sector se ha despegado muy claramente del resto mostrando en los últimos cinco años un crecimiento promedio de un 20% anual. A partir de 2006-2007 el sector Transporte y Comunicaciones supera ampliamente la dinámica de productividad del PBI. Desde 1991 la productividad de la economía creció un 26% mientras que la del sector alcanzó un crecimiento del 245%”.

Según el Foro Económico Mundial en su Informe Global sobre Tecnologías de la Información 2012, se marca que los países de Latinoamérica y el Caribe continúan rezagados en cuanto a la adopción de tecnologías de la información y comunicación. En un ranking conformado por 142 países, los mejor ubicados de la región son Barbados en el lugar 35, Puerto Rico 36, Chile 38 y Uruguay 44, siendo estos los primeros en el ranking regional. Este mismo informe indica que Suecia ocupa el primer lugar, mientras que Singapur se ubica en el segundo. of information in the context of doing business in Uruguay.

Exhibiting a chart that clearly shows the growth in the sector, he told us: “this growth is notorious, if we analyze productivity. Here we see that the sector has very clearly taken off from the rest showing an average growth rate of 20% annually over the past five years. Starting in 2006-2007 the Transportation and Communications sector greatly surpassed the dynamic productivity of GDP. Since 1991 economic productivity grew by 26% while that of the sector grew by 245%”.

According to the World Economic Forum in its Global Report on Information Technologies 2012, it is noted that the Latin American and Caribbean countries continue to fall behind in adopting information and communication technologies. In a ranking made up of 142 countries, the best positioned in the region are Barbados in 35, Puerto Rico 36, Chile 38 and Uruguay 44, these being first in the regional ranking. This same report indicated that Sweden placed first, while Singapore came in second.

Se detallan allí también algunos de los motivos que llevan a que exista este atraso en muchos de esos mercados. Se puede explicar por la inversión insuficiente en el desarrollo de su infraestructura de TICs; una base de conocimientos débil debido a sistemas educativos deficientes; y países condiciones desfavorables para incentivar el espíritu emprendedor y la innovación.

Gili expresó que este informe es muy utilizado para comprender mejor en qué condiciones se encuentra cada país. “Si vemos cada uno de los indicadores, Uruguay aparece generalmente entre los tres mejores de América Latina y en mitad de tabla en el mundo. Estos indicadores son los referidos al Acceso a Tecnología, Absorción de Tecnología por las Empresas, Usuarios de internet, Capacidad de innovación, etc.

Cuando observamos el que refiere al nivel de absorción de tecnología por las empresas, Uruguay está mal ubicado. Esto explica porqué las empresas de tecnología tuvieron necesariamente que salir a competir al exterior, pues evidentemente solo con el mercado interno no podían subsistir. Gili states that this report is very useful to better understand the conditions that each country is in. “If we look at each indicator, Uruguay appears to be among the three best in Latin America and in the middle of the board in the world. These indicators are referred to as Access to Technology, Technology Absorption by Companies, Internet Users, Capacity to Innovate, etc.

When we observe what is referred to as the level of technological absorption by companies, Uruguay does not do well. This explains why technology companies had to compete abroad, since it was evident that with the internal market alone they could not survive. This is undoubtedly to the companies’ merit, which has evidently had the adequate human resources that have allowed them to be recognized internationally” As to the sector’s tax policy he commented: “Uruguay has a very powerful fiscal regimen that allows the ICTs to export technology with fiscal exonerations, which means that for the overseas market there are no taxes. Entrepreneurship in Uruguay

Acerca de la política tributaria para el sector nos expresó: “Uruguay tiene un régimen fiscal muy potente, que permite a las TICs exportar tecnología con exoneraciones fiscales, lo que significa que para el mercado externo no hay impuestos. A su vez, tiene un régimen de instalación de zonas francas que permiten a empresas instalarse en nuestro país y exportar”.

As to the enterprising capacity of our country, Gili pointed out: “Although one could have the perception that Uruguay is a country with a very low level of entrepreneurship, when we see the data provided by the Global Entrepreneurship Monitor it is evident that is not the case. This indicator, the TEA rate, measures the number of individuals involved in the creation of companies and is comprised of the proportion of adults between 18 and 64 who are in the process of starting a business and those who have had companies for up to three and a half years”.

The report takes three stages, defined by the World Economic Forum, to measure the situation in countries, the first refers to Economies Based on Productive Factors; the second on Economies Based on Efficiency and the third on Economies Based on Innovation or Development. If we observe that Uruguay is in the second group, we realize that its position is not that low. It is behind Peru and Colombia, that one already has the perception that there are many more entrepreneurs. When countries are very basic, their people have a high degree of entrepreneurship for a simple reason, they need to cover needs that are not covered by other means. In the more developed countries we see that when the economy develops and employment has relative value, this index diminishes.

Sí está por debajo de Perú o Colombia, que uno tiene ya la percepción que son mucho más emprendedores. Cuándo los países son muy primarios, su gente tiene alto nivel de emprendedurismo por una sencilla razón, necesita cubrir necesidades que no le son otorgadas por otras vías. En cuanto a los países más desarrollados, vemos que cuando se desarrolla la economía y el empleo tiene un valor relativo, este índice disminuye.

En cuanto a nuestro país y observando esta tasa, que lo ubica entre los países en etapas de desarrollo de la eficiencia, se encuentra en un nivel similar al de Argentina, Chile o Brasil, pero por debajo de otros que demuestran mayor dinamismo como Perú o Colombia.

También se explica en el reporte que, pese a que Uruguay forma parte de las economías basadas en la eficiencia, el perfil de los emprendedores uruguayos es altamente innovador, lo que contradice la percepción que hay sobre este tema en la gente.

Hay algunos indicadores interesantes, como el que marca que los uruguayos que manejan la posibilidad de emprender llega al 54%, mientras que quienes se consideran capacitados para hacerlo alcanzan al 61%. En cuanto al miedo al fracaso, la tasa para nuestro país alcanza el 34%, lo que nos ubica por debajo del promedio del grupo.

Pero un dato realmente importante es el referido a que la actividad emprendedora en Uruguay se caracteriza por un bajo nivel de realizarlo por necesidad; el 89% de quienes emprenden en nuestro país lo hacen porque quieren y no necesariamente por apremios económicos. Es36

The report also explains that, although Uruguay belongs to the economies based on efficiency, the profile of Uruguayan entrepreneurs is highly innovative, which contradicts the perception that people have about this matter.

There are some interesting indicators, like that which finds that the Uruguayans who consider the possibility of starting something reaches 54%, while those who consider training to do it reaches 61%. As to a fear of failing, the rate for our country reaches 34%, which positions us below average for the group.

But a very important piece of information referring to enterprising activity in Uruguay is that it is characterized by a low level of doing so out of necessity; 89% of those do it because they want to and not necessarily for the economic rewards it will bring. These rates of entrepreneurship out of necessity tend to diminish when a country progresses in terms of economic development which then generates more and better jobs”.

Pyxis Un camino al futuro A path to the future El turismo inteligente vino para quedarse y Pyxis lo sabe. La empresa uruguaya, destinada a potenciar el desarrollo turístico a través del marketing online, está demostrando cómo se puede generar sinergia entre los dos sectores con mayor potencial de crecimiento en nuestro país: el turismo y las TICs. Con una marcada filosofía de trabajo en equipo, Pyxis es una brújula que ha comprendido cuál es la dirección que toman los usuarios a la hora de elegir un destino turístico. Y el turismo 2.0 es una realidad tangible, en la temporada de verano 2010, un 35% de viajeros europeos contrató un hotel diferente al que tenía pensado, y un 12% llegó a modificar su destino después de consultar redes sociales como TripAdvisor, Facebook o Twitter, según una encuesta del World Travel Market de Londres.

De hecho en el año 2015, el 55% de los turistas europeos contratarán sus pasajes y paquetes turísticos a través de sus teléfonos celulares (smartphone), según el Euromonitor.

La capacidad de la tecnología de medir y delinear el comportamiento del consumidor, está generando un conocimiento único que se incorpora en las estrategias de comunicación de las empresas. En este sentido Pyxis ha patrocinado en diciembre de 2011 en Punta del Este la segunda edición de MICTTing. Encuentro desarrollado por el Microsoft Innovation Center Tourism Technologies y el Banco Interamericano de Desarrollo (BID), con el objetivo de diseñar estrategias para adaptar la oferta turística de mercados emergentes, como el uruguayo, a las características del denominado turista inteligente.

Este Property Management System (PMS), realiza actividades como la reserva hotelera, manejo de clientes, la facturación, estadísticas, gestión integral (desde mantenimiento a limpieza) y supervisión de puntos de venta. El objetivo del encuentro no era otro que incentivar a los estudiantes a familiarizarse con el manejo de soluciones inteligentes, incorporando a la tecnología como una nueva herramienta de conocimiento.

MARCEL MORDEZKI Marcel Mordezki; consultor especializado en gestión de empresas de tecnología e internacionalización y docente de la universidad ORT, señaló a BelieveIT que, dentro del modelo de negocios; lo que generalmente resulta más interesante para las empresas, es el modelo de ingresos, que implica definir cómo se va a monetizar aquel servicio o producto que se está vendiendo.

Al respecto existen diversas alternativas posibles, algunas más clásicas, otras más modernas, pero lo más importante es tener claro desde el inicio del emprendimiento, cómo se va a monetizar; es decir, quién va a pagar por lo que hago y de qué forma.

El modelo de negocios articula todo lo que implica el proceso de entrega, de producción del producto o servicio tecnológico, su uso o instalación por parte del cliente, y el pago. A su vez, puede haber otras empresas involucradas en el proceso de creación de valor.

Este aspecto debería, en la medida de lo posible, estar claro desde las bases de un emprendimiento. Pablo Buela, emprendedor digital y CEO de PIMOD, comenta en este sentido que “al margen de que la idea pueda ser espectacular” hay que “tener medianamente claro por dónde voy a generar los ingresos” o, dicho de otro modo, “quién va a pagar por lo que hago y de qué forma”.

Por otra parte, el modelo de ingresos puede no ser único dentro de una compañía. “Uno puede tener diferentes tipos de clientes y en consecuencia; en diferentes segmentos tiene diferentes modelos”, menciona Marcel Mordezki, pero aclara que esto puede hacer de la gestión de la empresa una tarea por demás compleja. Lo ideal en estos casos; es poder integrar horizontalmente todas las operaciones de los diferentes modelos, para ser más eficiente y generar una mayor rentabilidad.

HPSGaming es una empresa nacida en el año 2003 mediante la iniciativa de dos de los socios fundadores, Marcelo Duarte y Pablo Baldi. Ambos ya trabajaban en tecnologías de la información para casinos y de ahí la experiencia adquirida en el desarrollo de sistemas informáticos como también de hardware especifico para esta industria.

En el año 2004 diseñaron enteramente desde Uruguay, un sistema de control para máquinas tragamonedas y su respectivo hardware de interconexión que fue instalado exitosamente en siete casinos de Francia, dos en Centroamérica y dos en Norteamérica.

HPSGaming is a company started in 2003 through the initiative of two of its founding members, Marcelo Duarte and Pablo Baldi. Both had already worked in Information Technologies for casinos and from there the experience acquired in the development of information systems and specific hardware for the industry.

In 2004 they designed a control system for slot machines and their respective interconnected hardware was installed successfully in seven casinos in France, two in Central America and two in North America entirely from Uruguay.

Sus clientes son básicamente empresas de telecomunicaciones, unas 30 en 20 países, que poseen plataformas -o sea combinación de software, hardware y elementos específicos de comunicación- que permiten hacer transacciones que manejan dinero o valores, a través de interacciones de terminales móviles o todo aquel que esté conectado, pero fundamentalmente por medio de móviles de cualquier tipo.

NSWITCH is a company dedicated to the creation of software and platforms that work in the world of telecommunications, but mainly for mobile phones.

Its clients are basically telecommunications companies, about 30 in 20 countries, which have platforms –in other words a combination of software, hardware and specific elements of communication- which allow them to make transactions dealing with money or stocks, through the interactions of mobile terminals or anything that is connected, but mainly through any type of mobile device.

Amilcar Perea, CEO of the company, spoke about this, “the large world INSWITCH moves in is to make transactions from any cell phone, from the most basic phone to the most sophisticated. Paytrue es una empresa creada en 2003 dedicada al diseño y desarrollo de productos y soluciones integrales para el negocio de medios de pago, contemplando todas las etapas o componentes del ciclo de esta negocio actividad, desde la emisión y adquirencia de tarjetas (crédito, débito y prepago); cubriendo la administración, autorización de transacciones, análisis de riesgo y detección de fraude.

Diego Nario, CEO de Paytrue nos comenta con relación a los inicios de la empresa, “quienes fundamos Paytrue ya contábamos con la experiencia en este rubro por haber sido integrantes de SurSoft, empresa que desarrollaba software para la emisión de tarjetas de crédito en los años 90. Esta empresa fue vendida en el 2000 y a partir de allí nace esta nueva iniciativa que siguió en el mismo negocio, relativo a los medios de pago, y con la idea de que fuera una empresa exportadora”.

En el inicio los sistemas que se desarrollaban eran para la gestión del medio de pago o sea pedido de solicitud de tarjetas, impresión del plástico, hasta el momento en que el usuario comienza a usarlo.

En virtud del relacionamiento con Visa, se amplió la operativa hacia la prevención del fraude, para lo cual se trabaja para toda América e incluso Asia, con productos totalmente desarrollados por Paytrue.

También se han abierto mercados en el resto de América del Sur y Central, para lo que trabajar para esta empresa ha sido motor fundamental para el crecimiento de la nuestra en lo que a productos puntuales refiere, como el de detección de fraude, y a su vez una referencia muy importante a la hora de ofrecer sus productos a otros clientes.

En virtud a la sustitución de las actuales tarjetas de crédito con banda magnética por las provistas de chip, Paytrue se encuentra abocada a la implementación y desarrollo de nuevos productos, cambios en el sistema y un reenfoque de la comercialización de sus productos.

In the beginning the systems that were developed were to manage payments, in other words the requesting of the cards, plastic impression, until the user began to use it. These fraud detection systems analyze behavior patterns in real time, in other words to determine the probability that a transaction is fraudulent with significant temporary time restrictions. There are two versions, one based on written rules taking into account the characteristics of defrauders, and the other on a neutral version of artificial intelligence, where the system is given known fraud cases in order to predict new possible cases of fraud.

In regards to its presence overseas, the first experience was in the United States where Paytrue opened a branch to exclusively take care of Visa, since it was already one of the company’s clients. It has also opened markets in the rest of Central and South America, for which working for this company has been the driving force for our growth when referring to precise products, like fraud detection, and a very important reference when offering its products to other clients.

Regarding the substitution of today’s credit cards with the magnetic band for those with a chip, Paytrue is dedicated to the implementation and development of new products, changes in the system and a new focus on the commercialization of its products.

These changes have already been implemented in Brazil and will soon come to Mexico and the United States.

Pedidos Ya es un sistema de solicitud a restaurantes on-line que permite optimizar el servicio de entregas a domicilio, disminuyendo el tiempo de espera y evitando los inconvenientes que se generan al realizar una solicitud telefónica.

Pedidos Ya is an on-line ordering system for restaurants which optimizes home delivery service, diminishing wait times and preventing the inconveniences that can occur from ordering over the phone.

Álvaro García, uno de sus directores nos comentó como se generó la idea: “Nuestra empresa es un start up que nació como una idea hace tres años en Universidad ORT, en una materia denominada ‘Actitud Emprendedora’ y junto a Ariel Bursztyn, que es uno de los cofundadores de la empresa, tuvimos que presentar una idea de negocio en clase para lo que teníamos 30 minutos. Considerando que muchos locales tienen problemas con su servicio de delivery, empezamos a imaginar un sitio web donde se pudieran elegir los gustos en una especie de check-list, donde el pedido llegara directo a una computadora y no hubiera cómo errarle, ya que tendría con todas las especificaciones. Evitaría así interrupciones, malos entendidos, cortes en la línea telefónica, etc”.

Álvaro García, one of the directors told us how the idea came about: “Our company is a start up that arose from an idea three years ago at Universidad ORT, in a subject called ‘Enterprising Attitudes’ and together with Ariel Bursztyn, who is one of the cofounders of the company, we had to present a business idea in class in 30 minutes. Considering that many establishments have problems with their delivery service, we began to imagine a web site where it was possible to choose from a kind of check-list, where the order would come directly to a computer

Para ello se instalaron como una pequeña empresa desarrollando software para empresas de tecnología local, con la intención de financiar el proyecto.

Por intermedio de la Agencia Nacional de Investigación e Innovación se consiguió un capital inicial que les dio un impulso mayor. Resultar luego ganadores del concurso Fondos en la Mira sumó más capital.

En ese momento ya se trabajaba con 40 restaurantes en Montevideo y existía una pequeña presencia en Chile.

Las dificultades mayores se presentaban por el lado de la falta de tecnología en los locales de comidas, ya que en muchos casos no tenían una computadora donde recibir el pedido que llegaba on-line por parte de los usuarios.

Para solucionar este inconveniente, y con el capital que aportó el Fondo Emprender, se creó el Área de Atención al Cliente, donde un operador hace un seguimiento a fondo de cada pedido, realizándolo luego directo al restaurante en forma telefónica.

Para “desembarcar” en Buenos Aires, en octubre de 2010 realizaron un acuerdo con Rodolfo Oppenheimer y Enrique Baliño para incorporarlos como “inversores ángeles”, además de otros que se consiguieron en una primera ronda de financiación. Esto sirvió como impulso para instalarse en la vecina orilla donde comenzaron con 14 restaurantes. Dos meses después tenían registrados 150, y al día de hoy ya superan los 1.000.

Siguiendo con la idea de expandir el negocio y crecer en el exterior llegaron a San Pablo, donde hoy ya superan los 900 restaurantes que ofrecen sus servicios a través de Pedidos Ya.

A su vez, los socios de CUTI accederán a un conjunto de beneficios en cuanto a prestación de servicios postales, entre ellos un importante descuento del 15% por pago contado en la emisión de certificados digitales.

Consideró que los correos del mundo están atravesando una transformación vinculada con el uso de las tecnologías de la información, “lo que veíamos como una amenaza se ha convertido en una oportunidad de negocios”, dijo.

En este sentido consideró que a causa del mayor acceso a los bienes y servicios “se necesitan plataformas logísticas justo a tiempo y para envíos de menores dimensiones, lo que determina el importante rol que le toca jugar a los correos del mundo y a Correo Uruguayo en particular”.

La integralidad de la propuesta de Correo Uruguayo, con sus servicios logísticos de distribución, seguridad electrónica para las transacciones web, y la plataforma de Transferencia de Fondos para Terceros, lo hacen un socio estratégico relevante para el desarrollo del comercio electrónico.

ast Thursday, May 3, the ECommerce Uruguay Workshop 2012 took place in the Latu Auditorium: The key to success in the world of business on Internet. Organized by the Uruguayan Chamber of Information Technologies (Cuti) and with support from the Latin American Institute of Commerce (Ilce), the workshop was given by Argentine businessman Marcos Pueyrredón to a large audience.

According to the businessman “selling isn’t easy and therefore, selling on Internet isn’t either”. To begin the workshop, he pointed out that the information society has struck us hard just as the Industrial Revolution had and the problem of producing with or without electricity is like producing with or without the Internet today and the great challenge is “for us to make a click in our heads”.

Pueyrredón enfatizó en la importancia de considerar varios factores a la hora de desarrollar una plataforma Web, como los objetivos, las funcionalidades básicas, la escalabilidad, la interoperabilidad y la seguridad, y aclaró que hablar de precios ayuda para desmitificar lo que cuesta un canal online.

Al abordar el tema del pago y cobro de los servicios o productos negociados por Internet, el director de Latinvia dijo que Uruguay hoy tiene el problema de los medios de pago y que hay que solucionarlo.

También subrayó la importancia de desarrollar una efectiva logística y de prestar atención a la postventa para asegurar clientes satisfechos. “Si tengo una tienda online tengo que tener gente capacitada para ese mostrador virtual”, dijo Pueyrredón.

Los consejos básicos del experto a la hora de tener una tienda online fueron: lograr un adecuado diseño, un buen logo, evitar los formularios largos, evitar cargas ocultas, ofrecer formas de pago sencillas y variadas y una buena gestión de envíos, así como del manejo de los tiempos de entrega.

Según el orador, que durante las más de cuatro horas que duró el workshop logró captar la atención del auditorio “el cliente online es un cliente muy directo y exigente, quiere todo a un clic o se va”.

When speaking on the subject of payment and charging of the services and products negotiated on Internet, the director of Latinvia said that Uruguay today has a problem with the methods of payment that must be solved.

He also underscored the importance of developing effective logistics and to pay attention to post sales to be sure of satisfied clients. “If I have an online store, I have to have qualified people for this virtual showcase”, said Pueyrredón.

The expert’s basic advice when having an online store is: find an adequate design, a good logo, avoid long forms, avoid hidden costs, offer simple and varied forms of payment and good shipping, and watch for good delivery times.

According to the speaker, who was able to capture the attention of the auditorium for the four hours the workshop lasted, “the online client is a very direct and demanding client, who wants everything at a click or he leaves”.
