Last Saturday, I was in Pen Park for the drive-through version of City Market—a creative adaptation to our social-distancing circumstances that, while not as good as the real thing, at least comes reasonably close. On my right, as I drove in, was Meadowcreek Golf Course, acres of open, rolling green hills marked at the edges with “no trespassing” signs noting the course was closed.

I have zero interest in golf, but the vast emptiness of the public course—where it would be far easier to social distance than in any local grocery store—seemed to drive home the absurdity of the city’s decision to keep most of its outdoor recreation facilities closed in the name of safety. Last week, the Parks & Recreation department announced that all spray parks and pools—the places where many children survive a Virginia summer—would be closed for the season, and Albemarle County declared its swimming lakes would also be off limits (p. 5).

According to the CDC, there’s no evidence the virus is transmitted through pools or water play areas, and there is some evidence to suggest that access to public pools prevents drownings elsewhere.

The city’s decision seems less a careful weighing of risk and safety than a sign of a lack of imagination.

Under Governor Northam’s reopening plan, outdoor pools are allowed to open for lap swimming, and private clubs like Fry’s Spring and ACAC have already done so. It would be more difficult, but still possible, to limit crowds at the outdoor spray parks. It would take some thoughtfulness, creativity, and effort. But for kids who have been cooped up inside for months, glued to screens, unable to access playgrounds, basketball courts, or ball fields, it seems worth it.

The pandemic is far from over, and as businesses begin to (cautiously) reopen (p. 7), it’s important to remember that the risks haven’t gone away, that we can’t go back to normal yet. But it’s also important to recognize that this virus will be with us for a long time, and we need to adapt—to find ways, like those drive-through markets— to meet community needs while staying safe.—Laura Longhine

Monday is Memorial Day, the traditional start to summer, but this year, much of the city’s outdoor recreation space will be off limits. Last week, Charlottesville Parks & Recreation closed all city pools and spraygrounds for the summer, and canceled camps. In addition, other outdoor facilities, including basketball and tennis courts, picnic shelters, and the Sugar Hollow Reservoir, will remain shuttered until further notice. In Albemarle County, all swimming lakes will be closed, along with playgrounds and ball fields.

“Our decision at this point is based on public safety and health, and our staff and keeping our staff safe,” says Todd Brown, Charlottesville Parks & Rec’s interim director. Where parks are open, both the city and county will employ monitors to ensure visitors are social distancing.

Under Phase One of Governor Northam’s reopening plan, which began May 15, pools are allowed to open for lap swimming, and private facilities like ACAC and Fry’s Spring have done so. But city and county officials say the decision to keep public pools closed has to do with staffing.

“We don’t have a year-round staff for lifeguarding, and so it’s really difficult to recruit seasonal lifeguards when we don’t know when they would be able to start work,” says Emily Kilroy, the director of communications and public engagement for Albemarle County. Brown noted that the city did not start training lifeguards in March, as it usually does, and that carried weight in the decision.

“With things being delayed in terms of the different phases...that uncertainty, it goes against being able to plan on how to open and operate pools so that you’re keeping people safe,” says Brown.

Amy Smith, assistant director of the county’s Parks & Recreation department, says “park ambassadors” will be stationed at the county’s swimming lakes this summer, to make sure no children make their way into the water. But how to keep kids with no other options for cooling off away from other, unguarded bodies of water—like the Rivanna River—is less clear.

“We know that there is going to be a reaction to this action, and that could also cause negative impacts elsewhere,” says Brown. “And we are concerned about that, too.”

After many years of residents protesting against its dilapidated conditions, Crescent Halls will undergo major renovations starting this fall—but not without a huge price tag. At a May 18 meeting, the Charlottesville Redevelopment and Housing Authority announced that the project—which also includes the redevelopment and construction of new units on South First Street—would cost $26.94 million for construction, about $4.3 million more than last year’s estimates. To pay the bill, CRHA plans to secure additional funding from the Virginia Housing Development Authority, as well as private donors.

Cooling off in the city’s splash gardens is a thing of the past, thanks to a recent announcement that all Charlottesville pools and spraygrounds will be closed this summer.

On the evening of May 6, two people walked into a Louisa Sheetz wearing unusual face masks: hollowed-out watermelons with holes cut out for their eyes. According to the Louisa Police Department, the pair committed larceny, though it’s unclear exactly what they took. Police arrested one of the suspects— 20-year-old Justin Rogers—on May 16, and charged him with wearing a mask in public while committing larceny, underage possession of alcohol, and petit larceny of alcohol.

The second melonhead is still on the loose.

City budget officials have their work cut out for them, as staff projects a $5.4 million loss in revenue this year. That’s made some in City Hall grumpy: This week, The Daily Progress wrote a story about the city-county revenue sharing agreement, but City Manager Tarron Richardson (whose job is to talk about the budget) didn’t like the coverage, and said at Monday’s council meeting that he was “too upset to talk about it right now.”

Primary roundup Dark horse Democrats, and how to vote in a pandemic

Cards on the table: It’s going to be difficult for a Democrat to win the race for Virginia’s (heavily gerrymandered) 5th Congressional District.

In 2018, on the back of historic turnout and a nationwide blue wave, and running against a Republican who didn’t have an incumbency advantage, Democratic congressional candidate Leslie Cockburn still lost to Republican Denver Riggleman by roughly 6.5 percent—20,000 votes. Even Tim Kaine, Virginia’s much-loved and wellestablished incumbent senator, won only 48 percent of the vote in the district in 2018.

Sabato’s Crystal Ball and the Cook Political Report both rate the district as “Likely Republican.” Charlottesville-Albemarle is the 5th’s largest population center and will vote Democratic by a vast margin, but

the district stretches from the North Carolina border all the way to Fauquier County, on the outskirts of the D.C. metro area, and all that rural, red territory outweighs our true-blue college town. The convoluted district was drawn by a Republican legislature in 2012.

Still, four valiant Democrats have decided to throw their hats in the ring. RD Huffstetler Jr. is a Marine who attended Harvard’s Kennedy School, worked for a Massachusetts congressman, and ran for

the 5th District nomination unsuccessfully in 2018. John Lesinski is a Marine who has served on the Rappahannock County Board of Supervisors and school board. Claire Russo is a Marine who, after her service, worked as an adviser to the military with a focus on recruiting and training women.

form. All four list some combination of combating climate change, expanding health care, improving education, and expanding rural broadband access as top priorities.

If you’re looking to pick the likeliest winner, the strongest indication at this stage is fundraising, and Huffstetler leads the field.

At the FEC filing deadline in mid-April, Huffstetler had raised around $807,000, and Webb was in second place with roughly $510,000, according to the Virginia Public Access Project. Of the four, however, Webb

Fighting insomnia in the age of COVID Trouble sleeping lately? You’re not alone. Since the onset of the pandemic, many people who used to drift off the second their heads hit the pillow are now struggling to fall—and stay—asleep, according to the National Sleep Foundation.

For advice on how to get better rest during this stressful time, we spoke with Joanna Ajex, a licensed professional counselor at The Women’s Initiative, which offers free and low-cost mental health care to women. (Ajex’s responses have been edited for length and clarity.)

C-VILLE: Clearly this is an anxious time for all of us.

How does that play out in our sleep patterns?

Joanna Ajex: The pandemic makes us all feel fear, as well as uncertainty about the future, health, careers, childcare, and isolation. These are some of the reasons it is impacting sleep.

Also, people are finding themselves in a spectrum.

Some are probably taking this time to do unfinished projects, get some rest, etc. But some are really experiencing it in a very stressful way, and are constantly triggered by the news, among other things. That can easily lead to insomnia.

One more reason is that some people may find themselves having more free time. That means an increase in screen time, less productivity, and less movement. Whatever helped people before to take care

of themselves—that may not apply anymore. The gyms are closed. People are not going outside as freely. All of these things are impacting sleep.

What can people do to help get a full night’s sleep?

Find where you are on that spectrum: How is the pandemic affecting me? Allow yourself to see what you’re feeling, without comparing yourself to how other people are experiencing it. It’s important to recognize that you are struggling.

You can then identify some of the changes that you can make. It’s beneficial to have a regular sleep-wake pattern, and there are apps—some already built into your phone—that can help with that. Moving is also helpful.

People are concerned about going out to get exercise,

but there are so many ways to do it at home now. Places are offering classes online and through apps.

Around the time you go to bed, decrease screen time.

Find a more calming activity, such as reading or knitting, to do instead.

However, if you are not able to improve your sleep with behavioral changes, that’s a sign that you should call your medical provider to ask for recommendations.

And if you are finding yourself having intense feelings of hopelessness, loneliness, and other signs of depression, please seek help from a mental health professional.

How can you help support a friend or family member who is struggling with insomnia?

The most important thing is to empathize. Just because you are doing well, doesn’t mean the next person is. You have to recognize that people are finding themselves in different places.

It’s also helpful to make changes together as a household. That can make the person struggling with insomnia feel more supported. For example, you can go on a walk together. You can set up a sleep schedule and do mindful activities together before going to sleep. You can have dinner and cut the lights off earlier, so there is more time for everyone to wind down.

However, if the person is severely struggling with mental health as well, it may be necessary to reach out to a counselor.—Brielle Entzminger

How do I vote in a pandemic?

Some local businesses reopen, while others hold off

Three Notch’d Brewing Company was one of the area establishments that welcomed back customers May 15, under Phase One of Virginia’s reopening. “We’ve really been preparing to do this for eight weeks,” says Scott Roth, the brewery’s president.

“If we’re getting all these requirements to be this careful, it kind of sounds like we’re not ready to go back.”

Some, like Citizen Burger, pointed out that the mall is not the ideal location for safe outdoor seating. Though tables can be spaced at least six feet apart, restaurants have a limited amount of patio space available. Mall pedestrians are also able to walk right next to the patios, making it potentially more difficult to enforce social distancing guidelines.

Brooke Fossett, owner of The Brow House, has also decided not to reopen under Phase One, because she and her employees did not feel it was safe to do so.

“We literally touch people’s faces,” she says.

“Salons and spas should not have been in Phase One. I know how bad some of them— and us—are struggling, and I wish that there was more support from the government for our industry.”

Hairstylist Claibourne Nesmith, who will not be opening her salon, The Honeycomb, until Phase Two, also thinks that personal grooming businesses should not be open now, and were thrown into Phase One “to appease people,” she says.

“Right now we don’t have adequate access to PPE...We don’t even have Barbicide or reusable tools that they are requiring for us to have,” says Nesmith. “If we’re getting all these requirements to be this careful, it kind of sounds like we’re not ready to go back.”

And under the state’s restrictions, those in the personal grooming industry who do go back to work will not be able to make much money, due to their limited amount of appointments (and tips), says Nesmith, who is currently advocating with others for partial unemployment benefits for employees who rely on tips (including waiters).

“This is just above our pay grade,” she says.

Following state guidelines, some nail salons, hairdressers, and other personal grooming businesses across town have opened up by appointment only, including Boom Boom Nail and Waxing Lounge, His Image Barber Shop & Natural Hair Studio, and Hazel Beauty Bar. While restrictions vary at each establishment, all customers and employees are required to wear face masks at all times, forbidding services (such as lip waxing) that require removal of masks.

Despite all of these reopenings, dozens of other local businesses have decided to stick with contactless curbside pickup and delivery for now, citing health and safety concerns.

“Some of you may ask what it will take for us to reconsider and open our doors again.

Again, in all honesty, we’re not quite sure.

Certainly, a much more robust testing and contact tracing policy by our state and country,” said Ragged Mountain Running Shop in a May 12 Facebook post. “Beyond that, the emergence of more effective treatment options, widespread antibody testing, and on the distant horizon, a vaccine.”

While a couple of restaurants on the Downtown Mall, such as Vita Nova and Taste of India, have opened up their patios, many have decided to hold off—including Draft Taproom, The Whiskey Jar, Ten, The Fitzroy, The Pie Chest, The Alley Light, Citizen Burger Bar, and Zocalo.

n Friday, May 15, a number of Virginia businesses got the green light to reopen (with restrictions), as part of Phase One of Governor Ralph Northam’s plan. But locally, response has been mixed, with some establishments instituting new safety measures to bring in badly needed customers, while others stay shut for now.

Though the number of positive COVID-19 tests and hospitalizations in the state have declined over the past two weeks, there has been at least one new reported case of the virus almost every day for the past two weeks in the Charlottesville area.

Under Northam’s plan, restaurants with outdoor seating (along with places of worship) can reopen at 50 percent capacity. With its ample outdoor space, Three Notch’d Brewing Company is in a position to be a “leader in the community in setting a really high standard for what [reopening] should look like in our industry,” says president Scott Roth.

“We’ve really been preparing to do this for eight weeks. We’ve had a gloves-and-mask policy since March, and have required that our employees do daily wellness checks and screenings,” Roth adds. “[We’ve] been able to secure hand sanitizer to put on every table…[and] have 40-something-odd seats spaced appropriately on the patio,” among other health and safety measures.

In-person sales are vital to local craft breweries and wineries, and many have taken the opportunity to reopen. Random Row and Decipher Brewing have implemented policies similar to those at Three Notch’d, while Devils Backbone and Starr Hill are also requiring reservations and asking patrons to wear face coverings when not seated at their table. Champion Brewing announced its two locations will remain closed except for takeout and delivery, while it “continues developing plans for safe outdoor seating.”

Some wineries, like Keswick and Veritas, are also requiring reservations, while Knight’s Gambit allows walk-ins.

Multiple local restaurants have opened up their outdoor seating too, such as Ace Biscuit & Barbecue, The Lazy Parrot, and Martin’s Grill.

Under Phase One, non-essential retail is also allowed to open at 50 percent capacity, and several local retailers are now allowing limited in-person shopping. Customers can schedule a private shopping appointment at downtown boutiques Darling and Arsenic and Old Lace Vintage, as well as at The Artful Lodger and Lynne Goldman Elements. They can also shop (without an appointment) at certain stores, like Mincer’s at Stonefield, which is allowing no more than six customers inside at a time, and is requiring all customers and employees to wear masks.

The Democratic primary was originally scheduled for June 9, but was postponed to June 23 in response to the coronavirus outbreak.

Obviously, it’s difficult to social distance during an election, and many will prefer to vote by mail this year. (Please, dear readers, vote by mail.) Voters who want an absentee ballot mailed to them must submit their application by 5pm on Tuesday, June 16, a week before the election.

Many states have seriously altered their election procedures to account for the pandemic. In nearby Maryland, an April 28 special election to replace deceased congressman Elijah Cummings was held by mail-in vote only.

Some states already have robust vote-bymail systems in place. Oregon has been automatically mailing a ballot to all registered voters since 1998—voters just have to fill it out and send it back. That’s far more elegant than Virginia’s system, which requires voters to go online, download a ballot request form, supply a reason for wanting to vote absentee, and resubmit it by mail, email, or fax, before ever seeing a ballot, which they then have to fill out and return.

Voting absentee is “strongly encouraged” on the state’s website, though Virginia leaders did not elect to simplify or expand the state’s mail-in voting process. (Voters staying home because of the pandemic are instructed to select “My disability or illness” on the absentee application form.) On April 13, Governor Ralph Northam passed Executive Order 56, which postponed the primary by two weeks and mandated that election administrators “prescribe procedures in accordance with the CDC,” with no further specifics.

The General Assembly did pass two critical voting-rights expansions this year, when it repealed voter ID laws and made Election Day a state holiday. Those new rules will go into effect in November, but will not apply to these primaries.

Webb and Huffstetler have articulated differing visions for how they might go about actually winning the general election, should they win the primary. In a candidate survey administered by Indivisible Charlottesville, Huffstetler writes, “Donald Trump is going to carry VA-05 in November,” and goes on to say that rural, split-ticket TrumpHuffstetler voters are the key to success.

Webb, meanwhile, writes that the 5th district contains more than 70,000 black adults who are not registered to vote or did not cast a ballot in 2018, more than enough to make up for Riggleman’s 20,000 vote margin of victory. Webb, who is black, feels he is the man to energize that base.

Either way, it’s going to take a masterful campaign to flip a district that has given Republican congressional candidates 55, 61, 58, and 53 percent of votes since it was drawn into its current form.

he postponement of this summer’s Olympic Games in Tokyo (moved to 2021 due to the coronavirus pandemic) has disrupted the plans of athletes around the world—including several right here in Charlottesville.

Ella Nelson, a University of Virginia swimmer and rising second-year, is one of many UVA athletes who were competing for a spot on the Olympic team. With pools closed, she hasn’t swum in over a month— something she has never done before. “This is a first—the most time I’ve taken off is probably two or three weeks, and that even felt like a pretty long time at the time.”

Nelson placed second in the Atlantic Coast Conference championship in both the 200-yard breaststroke and 400-yard individual medley, and was seeded second in the 200 breaststroke going into the NCAA championship. (In the United States, the top two swimmers in each event at the Olympic qualifying meet go to the Olympics.) Although these were collegiateonly meets, Nelson and her coach, Todd DeSorbo, were hopeful.

But the timeline for their goals shifted in March, after the NCAA championships were canceled and Olympic qualifying events were postponed along with the games. Pools are closed, training facilities aren’t open, and the stay-at-home order prevents athletes from training together. Nonetheless, everyone is keeping their eyes on the prize.

Athletes have had to find alternative ways to stay in shape. Paige Madden—a rising fourth-year swimmer and ACC champion in the 1,650-, 500-, and 200yard freestyle, who was seeded second going into the NCAA championships in the 500 freestyle—is doing what she can with-

out a pool. Rather than swimming, she’s been doing interval running and strength training, with guidance from her coaches.

“We get sent workouts every day through email, like suggested workouts,” she says.

“So I try to stick to those [because] I like direction and instruction.” (Her pool back home in Alabama has since reopened.)

According to NCAA guidelines, coaches are currently prohibited from requiring athletes to train, but are allowed to send suggestions. DeSorbo, the head swimming and diving coach at UVA, sends ideas for strength training, running, and biking. But DeSorbo also focuses on “staying connected to them and keeping them all connected to each other,” he says.

“Our goal has just been to...communicate a lot, just keep in touch, check in and see how they’re doing,” DeSorbo adds.

Vin Lananna, the head track and field coach at UVA, has similar intentions.

“We’re trying to keep our athletes motivated [and] excited, but we aren’t training them,” he says. “Most importantly, we want to make sure every student-athlete is safe, families are safe.”

In interviews with five Olympic hopefuls, all said they are planning to continue training and hold onto the goal of making it to the games.

Alum Kristin O’Brien, who rowed for the UVA women’s team before graduating in 2013, was hoping to punch her ticket to Tokyo this summer, and had won the women’s two in the National Section Regatta in February.

After hearing that the Olympics were postponed, O’Brien’s former UVA coach, Kevin Sauer, reached out to her. “He said ‘Hey O’B, how are you doing? What are you going to do?’” she says. “I said, ‘well, I’m going to keep going. I made it this far.’”

It’s time to protect more of them

season next winter, but now she wants to continue through graduation in 2021, in the hopes of swimming in Tokyo next summer.

That will also impact her post-graduation plans to prepare for a career as a physician’s assistant. “I was planning on taking the GRE next summer and finding some sort of job in health care,” she says. But, she adds, “I was definitely planning on taking a gap year regardless, before PA school, so that’s good that it provides me some flexibility.”

Brenton Foster, a high jumper on the UVA track and field team who graduated this month, says he plans to continue his training through next year while working towards his masters in education. He was in Australia trying to make the Olympic team there when he found out that the games were postponed.

Despite the temporary hold placed on international competition, some athletes are choosing to look on the bright side.

An immediate step that can be taken on the path to 30 by 30 is for Congress to pass the Great American Outdoors Act (S. 3422).

This bill would fully and permanently fund the Land and Water Conservation Fund, which has expanded national parks like Zion and invested in community parks in every single state. Locally, Ivy Creek Natural Area, Azalea Park, James River State Park, and the George Washington National Forest all received funding from the Land and Water Conservation Fund. This bill would also provide funding to address the maintenance backlog in national parks, including Shenandoah. These investments will help put people back to work in the construction and outdoor recreation industry, which is why the outdoor industry’s main trade associations are strong supporters. More than half the U.S. Senate, including Senators Mark Warner and Tim Kaine, are co-sponsors, while 118 House members from both parties—Congressman Denver Riggleman regrettably was not among them—recently sent a letter in support. It’s time to get this bill done.

The pandemic has reinforced how important nature truly is. Let’s take concrete action today and pass the Great American Outdoors Act to protect more green spaces for our health, safety, and economic recovery.

“This year I wasn’t really focusing on the Olympics very much until the end of the season, when I started to think I could place very well at Olympic trials,” she says. “So now, going into next year, I think I have more of the correct mindset going into it and I can focus more of my energy on Olympic trials throughout the whole year.”

While Douglass is stressed about being out of the water, she is also excited. “The first couple months of training are probably going to be very difficult for all of us,” she says.

“But it’s just more motivation to work hard, and I’m excited to get back into it.”

industry survey found that 79 percent of outdoor recreation businesses have laid off or furloughed a portion of their workforce, and 11 percent have closed entirely.

With nature and our outdoor economy collapsing, we must accelerate the pace of nature conservation. That’s why a growing number of scientists are calling for the protection of at least 30 percent of the planet’s land and ocean by 2030. The movement to protect “30 by 30” within the United States has broad support from 86 percent of voters, and the backing of former vice president Joe Biden, United States senators, representatives, and state legislators from both parties.

It’s critical that the new protections we seek yield a more equitable distribution of nature’s benefits. For too long, natural resource policy in this country has systematically harmed Indigenous peoples and communities of color, from land theft to the lack of safe, quality parks in neighborhoods predominantly populated by people of color. We can and must do better.

Reaching a 30 by 30 conservation goal will require action at all levels of government. Charlottesville, Albemarle and surrounding counties, the state of Virginia, the federal government, and everyday people all have a role to play in expanding access to nature, from local parks all the way up to national parks. We should all be asking elected officials and candidates for their plans to accelerate the pace of nature conservation in the United States.

he coronavirus has changed so much in our lives. One thing is our relationship to nature, which for many has proven to be a source of coping and exercise during this anxious time. Our family has been frequenting places like the Rivanna Trail and Charlotte Yancey Humphris Park. Another favorite of ours—the path along the John Warner Parkway—saw a more than four-fold increase in the number of pedestrians and cyclists this March compared to the previous March, as C-VILLE reported recently. The pandemic has shown that we need more close-to-home outdoor spaces for people to safely enjoy. And I don’t just mean “safely” in terms of social distancing. In the wake of the horrific murder of Ahmaud Arbery, a 25-year-old African American man who was shot multiple times while out for a jog, it’s clear that we as a country have work to do to make this a place where people of color can simply go outside without fearing for their lives—like I, as a white person, am privileged to do.

At this time when we’re craving more green spaces, the reality is that nature is under threat. A groundbreaking study of the human footprint in the lower 48 states found that on average every 30 seconds the United States loses a football field worth of natural area to development such as roads, housing subdivisions, and pipelines. The Trump administration is making it worse by lifting protections against drilling and mining on public lands like Bears Ears and the Arctic National Wildlife Refuge. If this continues, it’ll mean wild places equivalent to the size of South Dakota will disappear by 2050. Globally, one scientific report found that humans have “significantly altered” three-fourths of the planet’s lands and two-thirds of marine areas, which could lead to the extinction of approximately 1 million plant and animal species.

Protecting nature, however, isn’t just about saving wildlife. Nature gives people clean drinking water, clean air, healthy food supplies, and the biodiversity that is the source of so many cures in medicine. It also drives a robust outdoor recreation economy.

From boating to camping to skiing, America’s outdoor economy is responsible for $778 billion in economic activity, employs 5.2 million people, and depends on access to public lands. Here in Charlottesville, we’re lucky to have independent outdoor businesses like Ragged Mountain Running Shop and Freestyle. crane looms over a huge glass rect- 11 angle. The shiny office block, just completed, sits behind Preston Avenue’s old Monticello Dairy factory, where renovation work has been underway since 2018. When the new Dairy Central corner is fully operational next year, the complex will boast state-of-the-art office space, swanky apartments, and a “Brooklynbased coffee roasting company.”

Just across the street, slate shingles have cracked and fallen from the steep roof of an old church. The thick glass window panes have yellowed; some windows are boarded up. Green and white paint has flaked off the wooden siding, and ivy has completely enveloped one wall of the church’s small side building. Next to a mud-caked basement window is a cornerstone inscribed with the words “Trinity Church 1939.”

It’s easy to miss amid all the construction, but the ramshackle little building, at the edge of one of the city’s last remaining historically black neighborhoods, has a story far richer than the exterior might suggest.

Our sleek future lurks across the street. But if you want to understand Charlottesville’s last century—and get a clearer glimpse into the fate of the rapidly developing city—start with the story of the 10th and Grady church.

‘We got a lot of history in there’

One-hundred-and-one years ago, Charlottesville’s Trinity Episcopal congregation first worshiped together. Soon after forming, the group found a home in a small church on the corner of Preston Avenue and High Street, at the base of Vinegar Hill, the black neighborhood where many of their congregants lived. They wouldn’t be there long.

“When I was a youngster, people lived on Preston Avenue down by where Lane High School is now,” recalls George Ferguson, in the oral history collection Urban Renewal and the End of Black Culture in Charlottesville. Ferguson was a prominent undertaker who served as the head of the local NAACP chapter in the 1950s.

“There were some stores down there,” he says. “There were some barbershops. There were some residences…Those were taken over by eminent domain—the city—when they built that Lane High School back down there in the ’30s.”

Throughout the 20th century, the City of Charlottesville has invoked eminent domain to seize and destroy the land and homes of black people, in the name of a loosely defined public good. The construction of whites-only Lane High School in the late ’30s was the city’s first major urban renewal project. (The stately building, with its spacious green lawn, now houses Albemarle County’s administrative offices.)

Trinity Episcopal’s original church was among the buildings destroyed to make way for the segregated school. After 20 years, the congregation had no home.

Undaunted, the group moved down the street a few blocks, purchasing the land where the 10th and Grady church now sits. Today, that land is right in the heart of the city, pressed up against one of Charlottesville’s busiest roads. In 1939, it was a vacant lot.

This is where the church building comes in—literally. The church itself was built 20

miles away in Palmyra, in Fluvanna County, in 1910. The Episcopal congregation in Fluvanna disbanded in the late ’30s, and gifted its church to the Episcopalians in Charlottesville, who dismantled the building, moved the parts into town, and rebuilt it completely by the spring of 1939.

Poetically, the last service in the old High Street building, before it was destroyed, was held on Good Friday. The first service in the new Trinity Church on 10th and Grady was held on Easter—Resurrection Sunday.

“The old Trinity Episcopal church there on 10th and Grady was a benchmark church in Charlottesville,” says Richard Johnson, who has lived in Charlottesville on and off for his whole life.

“Most of our members were very outgoing people,” Johnson says. “Doctors, lawyers, Indian chiefs, the whole nine yards.”

Trinity’s leaders became the city’s leaders.

In 1935, Reverend Cornelius Dawson helped found Barrett Early Learning Center, which still exists today. Henry Mitchell, the vicar in the ’50s, served as the second black member of Charlottesville’s School Board. And Ferguson, the NAACP leader, was an active member of the congregation.

These leaders were poised to confront the next crisis that would transform life in Charlottesville—school desegregation. Although Lane High had been built atop the wreckage of Trinity Church, the City of Charlottesville wouldn’t let the congregants’ children attend the segregated high school—even after Brown v. Board mandated integration.

In 1958, Charlottesville became one of a handful of localities around Virginia to engage in “massive resistance.” The city closed its schools rather than allow black students to learn in all-white classrooms.

During the shutdown, the congregation organized classes in the 10th and Grady church.

The column-fronted Monticello Dairy building on Preston Avenue housed a functioning dairy factory—and sold much-loved ice cream—from its construction in 1936 to its closure in 1985. Since then, it’s been a martial arts studio, a paintball arena, a music venue, and more.

In 2017, Stony Point Development Group purchased the derelict factory for $11.9 million. The parcel of land Stony Point acquired includes the lot across the street, where the 10th and Grady church sits.

The Dairy Central project sets gentrification alarms blaring. It’s a posh apartment complex next to a historically low-income black neighborhood. Large tech companies with names like Dexcom and CoStar Group have already signed leases for office space, and so has Starr Hill craft brewery.

Caplin says it could be worse, though. “It was just a lot of surface parking lots that weren’t being used,” he says. “So they haven’t taken away from the neighborhood. They did a nice fix up on the original dairy…It’s murky but I’m cautiously optimistic.”

However, “I’m not sure the people in the neighborhood will go to the restaurants there,” Caplin says. “Whatever apartments they have there aren’t going to be affordable for blue-collar working people from the neighborhood.”

“We have taken a lot of pride in connecting with the community, trying to pay tribute to the history that’s on the property,” says Jodi Mills, the marketing and PR director at Stony Point.

Early attempts at community engagement have had mixed results. The developers have just begun painting a 61-foot-long mural of a cow on the side of their building, in homage to a large metal cow statue that once stood outside the dairy factory. Mills cites the cow mural as an example of the “historical reference” that the developers have prioritized.

“Talking about putting a cow on the wall.

Please, give me a break,” said Gloria Beard, a longtime 10th and Page resident and community advocate, in March. “It’s supposed to be a historically black neighborhood. Put somebody that did something constructive in the city.”

The cow mural was approved by a narrow 3-2 City Council vote.

Mural aside, the Dairy Central developers are doing one thing right: They’re keeping the church.

Don’t have a cow “The whole city is gentrifying. Every single neighborhood is gentrifying,” says Jeremy Caplin.

For decades, Caplin has been trying to staunch the bleeding—he owns dozens of houses in the 10th and Page neighborhood, which he rents at low rates to families that have lived there for a long time. But he can only do so much.

Shiny, boxy, modern homes now break up the rows of old bungalows with white front porches. Luxury apartments on West Main Street tower over the southern edge of the neighborhood. And the Dairy Central project chugs along.

Sing along “I don’t know where you come from, amen,” proclaims Pastor William Nowell. “But I declare, amen, we are to know where we’re going.” He’s in full flight, dressed in a sharp white suit, shaking and shouting and preaching to a packed house of finely dressed congregants. Blues guitars and a tambourine and dozens of voices provide the gospel score for the old man’s sermon.

The performance is recorded in the 2011 documentary Preacher, which focuses on Nowell and his New Covenant Pentecostal church. When the Trinity Episcopal congregation moved down the street in the ’70s, Nowell’s people moved in. They sang their songs from those red-felted pews until 2018.

Nowell’s church engaged with the surrounding community through music. “We did a lot of marching, singing, up and down the street,” the pastor now recalls. “We used to play for the Ten Miler [runners] every

When the schools were closed, Johnson recalls, “The white kids…formed something called Rock Hill Academy at the old school.

So Trinity said, ‘Well now we got a lot of these kids here that need to get educated.’”

“We had classes at the church until the governor and the state could get their act together to make sure the integration finally happened,” Johnson says.

Over the years, the congregation grew too large for the 10th and Grady building. In the mid-’70s, Trinity Episcopal sold its church to the owners of the dairy factory across the street, and moved to a new building a little further down Preston, where it still meets today.

For Johnson, though, the memories of the 10th and Grady building run deep.

“My parents were married in that church,” he says. “I am a third generation Episcopalian—my grandparents were members of that church…I was christened there. I was confirmed there.”

“I know a little bit about that building,” he says. “I’m very proud of my church.”

“It was a very special place,” Nowell says of the church. “We accomplished a lot of things while we was there. We had a daycare.

We had an outreach ministry. We fed the homeless.”

As Charlottesville’s homeless population grew through the aughts, Nowell’s congregation made providing food a focus of its work. Preacher shows the preacher leaving Harris Teeter with a car full of food to be distributed by the church.

In the film, Nowell does other work, too —he choreographs a wedding for two young congregants, and performs a lively service at the local jail. Many of the church’s members lived in the nearby 10th and Page neighborhood. “That kind of impact on the community really did something for me,” he says.

After more than four decades, though, the congregation moved on. Making rent had become difficult. “Small congregation, we had a lot of people on fixed incomes,” Nowell says. And in the creaky old building, “Our heating bill was whoo.”

When Mount Amos Church offered Nowell rent-free use of its building 10 minutes outside of town, the preacher accepted, and the congregation left the 10th and Grady building behind.

Just as they moved out, the Dairy Central developers moved in across the street, but Nowell says the two aren’t related.

“We miss it, though,” Nowell says of the church. “We got a lot of history in there.”

On the edge of town, the precious Woolen Mills Chapel has a bell tower that’s started to lean towards the road because the foundations are in such bad shape. In Fifeville, the home of important black educator Benjamin Tonsler sat with an unfinished porch and overgrown front lawn for years, ignored by owners who lived elsewhere. Both properties are listed on the National Register of Historic Places, but that didn’t stop the decay. Many of the town’s most important historic properties from the late 19th and early 20th centuries have recently fallen through the cracks.

required for upkeep (or, in the extraordinary case of the chapel, don’t exist).

“Unless it’s Jeffersonian, Charlottesville’s not that strong on preservation,” Caplin says.

It seems like the 10th and Grady church will have a different fate. Tearing down the old building has “never been a consideration whatsoever,” says Mills.

Pastor Nowell corroborates that claim— he says the Dairy Central developers met with his congregation when they bought the property, and offered to help with upkeep. Caplin says that some early, casual remarks from the developers left him on “high alert” about the church’s prospects for survival, but he’s happy to see that renovations have now begun.

The church needs serious work. Stony Point is replacing the roof and gutters, fixing foundational issues, removing lead paint, and more. The renovations will remain true to the original design of the structure—and cost more than $600,000, says Mills.

Johnson and Nowell are thankful that the church buildings will be preserved. “I understand they’re going to use them for educational purposes for the neighborhood,” Johnson says.

Destroying the building “would have been hateful,” Caplin says. “It’s a sweet little church.”

In Charlottesville, an old building getting such a comprehensive face lift is unusual. The 10th and Grady church has been saved by a specific and fortunate set of circumstances.

The Dairy Central developers own the church because it happened to be connected to the property they actually wanted to buy—the empty factory next door.

If it had been a separate parcel, it wouldn’t have been their problem.

And, while the $600,000 required to repair the church is far more than past congregations could invest, it represents a tiny percentage of the money Stony Point is pumping into the neighborhood.

“Believe me, we’ve had lots of people say to us, ‘that would make the coolest restaurant, that would make the coolest bar,’” Mills says, emphasizing Stony Point’s love of history. “That’s not what we’re looking to do.”

It’s not clear that Stony Point could put a restaurant there even if it wanted to. The property is zoned for residential use only, in an area with specific provisions in Charlottesville’s comprehensive plan. Converting the church into a restaurant would require a formal petition, a series of meetings, review from the planning commission, and an affirmative vote from City Council—hardly a sure thing.

This situation is an outlier: Charlottesville’s historic properties would look very different if every old building was serendipitously acquired by a wealthy developer who faced an extended back-andforth with the city before the place could be turned into a bar.

So, when Stony Point is done, the church will look much as it does now—but with a fresh coat of (unleaded) paint. As for the tenants, Mills says, “there are absolutely no plans at this time.”

Whatever the church’s future holds, it’s clear that the building’s past has made an indelible impression on the people who have spent time underneath its slender, gabled roof.

This building doesn’t look like much—especially now, with the chipped paint, and the wild ivy, and the construction crew’s port-apotty out front. But its history reflects the history of the city, to a marvelous degree. The 10th and Grady church has been a place of worship, but also a place of refuge, resistance, and music. Now, the building is a symbol of the gentrification transforming the city, and a test case for a town trying to figure out how to preserve its past. Charlottesville’s black history has been buried far too often, but this monument still stands, an example of all the history we have to preserve.

No one spent more time in the church than Nowell, who first entered the building in 1975 and kept going back nearly every day for more than 40 years.

He’s in his 80s now, but still preaching, and he still wants to help the little church any way he can.

“I would still like to get involved in something, [like a] community center,” he says.

“We learned to know everybody in the neighborhood. Everybody knew us. Lot of them cried when we left.” “It was just like a family,” the preacher says. “Keep me in touch…It still has a place in my heart.”

he coronavirus pandemic can be a frightening time. In this constant state of isolated vigilance, we worry about the health, safety, and prosperity of ourselves and others. But as the weeks drag into months, it is human nature to find silver linings. You may be honing your skills in the kitchen or learning a new instrument.

Perhaps you’re finally indulging a neglected hobby. Or maybe you’ve decided this is the perfect time to adopt a pet.

And why not? You’re stuck at home with nothing but time, and it feels like the kids

may never go to school again. Everyone will be there all day and every day to help with feeding and chores and potty training. This won’t just be a puppy. It’s going to be a super puppy—the best-trained dog in history.

You’re not alone. I’ve seen a clear uptick in new dogs and cats over the last month. And that’s great! There is no shortage of homeless animals out there, and I’m not going to argue with more of them finding their rightful place in loving families. But this adoption boom may have some unintended consequences.

Even just picking a pet can be more fraught than it was before. There are always people looking to leverage a crisis, and that means watching out for irresponsible breed-

ers and puppy mills who know that demand might currently exceed supply. This can be a tough one. It’s not always immediately obvious who is acting in good faith. But it is wise to stick with shelters and rescues with a clear physical presence and an established record of good work.

With that hurdle cleared, new challenges await. It may be hard to believe right now, but one day this awful situation is going to end. The kids will stop learning math over Zoom, and the adults will return to their daily commute. After months of everybody being home, that’s going to mean an explosion of lonely and confused pets. Separation anxiety is no picnic, and I fear I’m going to be seeing a lot of it in 2021 (or maybe 2022…the jury’s still out).

Okay, this applies more to dogs than to cats. I can’t remember the last time I met a cat with separation anxiety, so if you adopted a kitten, you’re probably safe. But dogs are pack animals, and even under the best of circumstances, they need to be taught how to be alone. Otherwise it means a lot of noise, property damage, and vet bills when they swallow half the living room carpet because they thought you were gone forever.

It is vitally important that these dogs be given time to themselves every single day. This can be hard when there just isn’t much to do outside the house and even the usual chores like grocery shopping are being carefully scheduled. Start slow and give them some time alone in their crates while you go to a different room. Gradually introduce more time and distance. Take out the trash. Do some yard work. Go for a quick walk, then start making them longer. I know it feels criminal to waste a chance to take the dog along for a stroll, but you can all go out later that day. Dogs, especially puppies, need to practice getting along without you. Even if you’ve had your dog for years already, it’s important to be mindful of these changes in the routine. It’s great that four-mile hikes have become a daily event, but that won’t be true forever.

This may be an ideal time to adopt a pet, and animals can keep you grounded when the world seems out of control. But as we inch toward restoring global normalcy, make sure to start transitioning pets back to local normalcy, too.

“Whatever you believe about ‘the other side,’ let’s call it, tarot is a way to connect to those energies,” says Scott-Jones, and understanding the tarot deck—where it comes from, what each card means, and how to follow one’s intuition during a reading—is the warm-up to the exercise.

Much like the four-suited standard decks currently used to play poker, spades, bridge, and other games, tarot cards were originally used for parlor games, specifically, a bridge-like game called tarocchi, which was popular among Italian nobles (who had leisure time) in the late 14th and early 15th centuries. Variations of the game and its cards spread throughout Europe over the next few centuries, and by the late 18th century, when Spiritualism became trendy in western Europe and the United States, people were using tarot cards—which are full of imagery and symbolism—in cartomancy, or divination via cards, a practice much, much older than the tarot deck itself.

Interest in the metaphysical, in astrology and in tarot in particular, is again on the rise, says Scott-Jones, and as a result, artists and readers are creating all sorts of tarot decks.

While each deck differs slightly in design and outlook, most are based on the 78-card Rider-Waite deck, initially available in 1909 and mass-produced in the U.S. throughout the 20th century. (This is the one you likely see in your mind’s eye when envisioning tarot cards.)

Like the Rider-Waite, most modern tarot decks include a major arcana (trump cards like The Fool, The Magician, Death, etc.), and a minor arcana comprised of four suits (such as pentacles, wands, swords, cups) of numbered cards. Each trump card, each suit, each number, has its own meaning, and Scott-Jones will spend the first three classes explaining them. The fourth week is reserved for the court cards, which can be a bit more difficult to read because their specificity offers up a lot of room for interpretation, and that can be intimidating for a beginning reader.

When individual cards are pulled together in a reading, they take on new meaning, and learning to decipher the combination of cards that comes up in each unique reading takes not just the knowledge Scott-Jones hopes to impart, but time, practice, and courage.

“You need to be open to ingesting the information, and you have to be brave enough to share the insights” gathered from the cards, she says, and that’s especially challenging when the cards are telling you something you don’t want to hear. “The cards are there to tell you what you need to know.”

There is no good or bad. It is what it is. It’s a tool to use to navigate your life.”

“If a reader is doing it right, it should feel like a therapy session,” says Scott-Jones, who emphasizes that interpreting cards is always a very personal thing, and folks must learn to read for themselves before reading for others. “It should feel like you’re getting some sort of insight into who you are, who you want to be.”

ive point nine billion, that’s right. A whopping $5.9 billion is the estimated annual economic impact—just locally, mind you—of the University of Virginia, the region’s largest employer.

And that’s just the dollars and cents.

Good jobs and start-up opps; a teaching hospital nationally ranked in three adult and eight pediatric specialties; national baseball, basketball and lacrosse championships—Charlottesville without Mr. Jefferson’s university would be a pretty little Southern city. Charlottesville as graced by UVA is an economic and cultural dynamo that makes students, staff, faculty, and townies alike all proud.

The University of Virginia’s 1,682-acre campus—pardon, “grounds”—is centered on the Academical Village (designed by Jefferson himself) and is one of the country’s most noble and gracious public spaces. But the University’s impact on the city of Charlottesville is incalculable.

A school that offers 49 different bachelor’s degrees, 94 master’s degrees, 55 doctoral degrees, along with professional degrees in law and medicine and education attracts a lot of smart kids and turns out a lot smarter adults, many of whom fall in love with its history and culture and gorgeous Shenandoah Valley setting and decide to stick around.

Lucky us. Skilled and educated, creative and entrepreneurial, these UVA grads could make it anywhere they like, and yet they choose to make it here; others come back later for active, productive retirements. In good times, they’re good company. In bad times, they can be lifesavers.

Crucial Help in a Crisis Take paramedic and UVA Health intensive care registered nurse Jessica Denomme, whose idea it was for UVA to aid first responders to the COVID-19 crisis by manufacturing PPE (personal protective equipment). Denomme contacted William Guilford, Assistant Dean for undergraduate education and Associate Professor of biomedical engineering at the School of Engineering.

UVA:

An Economic and Cultural Dynamo

BY KEN WILSON Thanks to Denomme’s initiative, 121 students and employees at the Curry School of Education and Human Development, the Darden School of Business, UVA Health, UVA Engineering, and the School of Architecture are working together—virtually, in safe quarantine—with area volunteers and businesses to provide masks, face shields, nasopharyngeal swabs and the like.

“The team is composed of volunteers taking their time away from their fulltime jobs to help be a part of this endeavor,” Denomme says. “UVA is the main hospital that we support, however we have also grown to produce products for Martha Jefferson Hospital, local EMS agencies, skilled nursing facilities, and possibly even some grocery stores.”

By rough count in early May, the team had sewn 96 masks and made more than 4,900 face shields (the goal is 10,000).

It had manufactured two booths large enough for providers to stand in while testing patients without donning PPE, 37 camera stands for telemedicine iPads that allow personnel not wearing PPE to interact with hospital patients and medical equipment, plus 40,000 nasopharyngeal swabs and thousands of ear protectors—4,100 3D printed versions alone—to alleviate ear pressure for staff wearing surgical masks.

“Production is still ongoing,” Denomme says, “and we anticipate it to be ongoing for at least the next year, given the projected course for the virus and anticipated continued needs of health systems. The projects and production are really amazing to watch and see and they definitely show what a strong community we live in.”

Madison House Madison House on Rugby Road is all about commitment to community. Madison House matches student volunteers with local needs to “develop leaders, build community partnerships, and promote a lifelong commitment to service.” While the COVID-19 pandemic has made inperson work unsafe, Madison House has continued to serve as a clearing house, with more than 750 students signing up to help with two major spring semester, virtual volunteer initiatives.

“Hoos Helping” matches volunteers with Charlottesville educators and school kids now studying at home. In “Hoos Helping Send Encouragement & Gratitude,” students write letters of gratitude and encouragement to people sorely in need of them during the current crisis.

The “From Student to Scientist” program creates science experiment videos for teachers, schools and families. The Arts Mentors program assembles crafting

kits that let kids and volunteers make art together virtually. The “Adopt-aGrandparent Program” sends letters to “grands.”

OLLI Popularly known as OLLI, the Osher Lifelong Learning Institute at the University of Virginia (formerly the Jefferson Institute for Lifelong Learning) has been enriching the intellectual life of area senior citizens since 2001. OLLI offers a wide variety of courses, and in a manner tailored to seniors’ lifestyles. Classes are typically held once a week, in the daytime, and in places where parking is convenient. Many course instructors are themselves members.

Members pay a membership fee each semester; course fees are separate. OLLI Special Presentations, on the other hand, are free lectures open to the public. While social distancing guidelines are in effect, OLLI is holding Zoom chats and program updates every Wednesday. Online courses are in the works.

UVA Research Park Developed by the University of Virginia Foundation in 1994, UVA Research Park is located in Albemarle County, approximately eight miles north of Charlottesville and adjacent to Charlottesville/ Albemarle airport and Route 29. A Good Neighbor In March of this year, UVA announced a goal of developing 1,000 to 1,500 affordable housing units in Charlottesville and Albemarle County over the next decade on land owned by the University and the UVA Foundation. In a related effort, the University is forming four working groups on affordable housing, the local economy, early childhood education and the employment pipeline. The groups include community members and UVA officials working on these issues, as well as people directly affected by them.

A 2007 study by UVA’s Weldon Cooper Center for Public Service found that every dollar spent by the University generated $1.45 in local spending. Much of that spending is forward-looking. This past January the Batten Institute for Entrepreneurship and Innovation at the Darden School offered a three-day boot camp for students interested in venture capital and entrepreneurship designed to teach them about early-stage investing.

But according to the National Venture Capital Association, Charlottesville is already the fastest-growing area in the country for venture capital. Venture funding investment in local companies rose from $250,000 to $27.7 million between 2010 and 2015.

A 2015 Brookings Institution report noted that Charlottesville’s annual rate of first-round venture capital financing is nearly two and a half times higher than the national average. Over $65 million in follow-on funding has been invested in UVA research projects that have strong potential for improved healthcare as well as commercial and industrial applications. And according to AffordableSchools.net, UVA is one of the top 50 entrepreneurial schools in the country, for both its entrepreneurship centers and its top-ranked business schools.

Its Licensing and Ventures Group (LVG) was recently recognized among six technology transfer “star performers.” UVA’s numerous and widely varied economic development activities include entrepreneurial development and startup creation, public and private partnerships, workforce and talent development, and infrastructure and funding. iLab Incubator supports student, faculty and community entrepreneurs in developing early-stage business ventures. LVG, located in the Coca-Cola Bottling Works with co-working space for Universitybased entrepreneurs, supports hundreds of invention disclosures, patent applications, commercial transactions and new company launches.

Twenty-nine percent of UVA alumni in a 2014 study by UVA’s Darden School of Business identified themselves as “entrepreneurial,” but the real numbers were even higher: 19 percent were founders, 11 percent were early employees (one of a new company’s first five), 12 percent were board members, and 7 percent were investors. Sixteen percent of UVA alumni entrepreneurs had taken entrepreneurship classes and programs at the University.

What’s more, the study found, business creation by UVA alumni over the long term is on an upward trajectory, with 2010 being the single highest year so far.

Most impressively, as Darden reported, “the survival rate of UVA alumni ventures compares favorably to national averages.”

Skilled and educated, creative and entrepreneurial, and highly sought after, UVA graduates could light out for greener pastures—but they’ve found them here already. Lines between the UVA community and the larger Charlottesville community intersect, intertwine, and overlap—to the benefit of us all.
