If you sat down and designed an environment that maximized the spread of coronavirus, it would look a whole lot like a college campus. Thousands of people living in close quarters, routinely gathering in huge groups for indoor events, swapping bodily fluids in a variety of different ways—it’s a petri dish in the best of times. Many of these young people, if they do contract coronavirus, won’t feel particularly sick, making them more likely to spread the disease to others.

Our story on page 12 details UVA’s plans for the fall. As of now, students are returning to Grounds in August. Though the school has put a variety of safety measures in place, a large portion of its plan for containing the virus hinges on asking students, “pretty please, don’t go to parties.”

I graduated from UVA a little more than a year ago. Trust me on this: If UVA students are here in Charlottesville, there is no way to prevent them from spreading the virus. Many will behave themselves, but many won’t. I’ve seen students gather to drink at noon on days when it was sunny and 110 degrees. I’ve seen students gather at two in the morning with sleet pouring down. Chain the frat house doors shut, and they’ll climb in through the window.

An all-virtual semester brings a whole different set of challenges, but none of those challenges have consequences as severe as the city-wide COVID outbreak that’s all but inevitable when students return. UVA should face reality now, and spend the next month preparing the best possible plan for a digital semester.—Ben Hitchcock

Military grade On Monday, City Council voted to ban the Charlottesville Police Department from obtaining weapons from the military and participating in military training. But ahead of the meeting, Planning Commission member Rory Stolzenberg pointed out a variety of loopholes in the resolution—military equipment could still be purchased from private sellers, and the resolution doesn’t address the military-style equipment already in CPD’s arsenal. Stolzenberg, along with other public speakers, urged council to pull the policy from the consent agenda and strengthen it, but council passed the resolution anyway. “Just because it’s not pulled tonight, doesn’t mean we’re not going to work on this,” said ViceMayor Sena Magill.

City Council approves Flint Hill development

A

fter nearly an hour of discussion, and midway through a meeting that lasted until 2:30am, City Council voted July 20 to move forward with the Flint Hill housing development, a set of new homes to be constructed in Fry’s Spring.

Last year, council rejected an initial proposal for the project, but Southern Development has since made substantial changes to its plan. It now wants to build 37 singlefamily homes and two eight-unit condominium buildings, dumping its original plan for 50 townhouses.

The developers have also boosted the number of affordable units, from 10 percent to at least 15 percent. The units will be affordable for 30 years, and priced to house residents from 25 to 60 percent of area median income.

With a density of six units per acre, there will be some room left for homeowners to add accessory dwelling units, such as a basement apartment or guest house. And there will be almost five acres of green space along Moores Creek, including trails and places to gather.

Last month, the Charlottesville Planning Commission unanimously endorsed the revamped plans.

Habitat for Humanity of Greater Charlottesville has partnered with Southern Development, and will build 30 percent of the units. Because the average area median income for Habitat families is 32 percent, Habitat’s president, Dan Rosensweig, said that Flint Hill would be “really good” for them, and for the city.

“It’s the kind of neighborhood our families have told us they’d like to live in,” he added.

“This isn’t an answer to all affordable housing issues…[but] we’re really excited to be part of this project.”

Multiple people voiced their support for the development during public comment, including a current Habitat homeowner.

While Mayor Nikuyah Walker had several concerns, including when families would be able to move into the affordable units, she admitted the project was “better than anything” she’s seen regarding affordable housing since she’s been on council.

Two ordinances and a resolution for the development will be put on the consent agenda for council’s next meeting on August 3, and the project will move forward from there.

Last week, Nick Freitas won the Republican primary to challenge freshman U.S. Congresswoman Abigail Spanberger for Virginia’s competitive 10th District seat. Freitas lost to far-right statue defender Corey Stewart in the 2018 Republican U.S. Senate primary, and won his current seat in the House of Delegates through a write-in campaign, after failing to file paperwork to get himself on the ballot. He nearly made the same mistake this year, but the Virginia Board of Elections extended the deadline for filing, a move the Democratic Party has contested.

For years, the Charlottesville-based brewers have been selling The Ghost APA, which is named for John S. Mosby, a Charlottesville native and Confederate officer nicknamed the Gray Ghost. The beer will now be called Ghost of the James, a reference to the reserve fleet of U.S. military boats currently stored on the river. The packaging has shifted from gray to blue.

The fight continues

“That’s what defunding the police is about—channeling those funds into assistance,” said Harli. “If somebody had come up to my mom and said here is some rent money, this never would have happened.”

Following several more speakers, Conn wrapped up the protest by encouraging attendees to call on City Council to slash

the police department budget and invest in “real solutions,” such as an emergency response division, which could have prevented the violent arrest of an intoxicated unhoused man on the Downtown Mall earlier this month.

“We shouldn’t be criminalized for being human,” she said.

t’s been nearly two months since the murder of George Floyd, but protests against police violence continue around the country, including here in Charlottesville. Over a hundred protesters took to the streets July 17 to amplify Black women’s voices and struggles, and demand justice for those who’ve been killed by police, including Breonna Taylor and Sandra Bland.

Hosted by Defund Cville Police, the demonstration started in front of the Albemarle County Office building, where organizer Ang Conn welcomed the (masked) crowd and led several chants, including “No justice, no peace, defund the police,” and “Black women matter.”

Youth organizers (and twin sisters) Zaneyah and Zeniah Bryant, who are 14, also took turns shouting chants into their megaphone, alongside local activist and friend Trinity Hughes. Drivers passing by honked their horns in support.

While the group gathered on East High Street, a woman drove around the public works truck blocking the road, and twice told the protesters they would “make good speed bumps,” according to tweets from the event and a Medium post from Defund Cville Police. The threat is especially chilling and violent given that Heather Heyer was murdered by a driver just a few blocks from where the protest took place.

The woman was soon identified as UVA undergraduate Morgan Bettinger. Her stepfather, Wayne Bettinger, was a Charlottesville police officer until he passed away in 2014.

When asked, the Charlottesville Police Department said it is “respectively declining comment” about the family member of a former member of the force.

Defund Cville Police called for Bettinger’s expulsion from UVA, but activist Zyahna Bryant says the group will not press charges.

“We cannot and will not use/expect systems and institutions that disproportionately harm and criminalize Black people, to protect us at this time. They won’t. We protect us,” Bryant tweeted.

UVA released a statement via social media saying, “We are aware of the allegations on social media about a student’s conduct with respect to a protest in the city and are actively investigating the matter.”

The protesters walked down the mall before stopping in front of the Charlottesville Albemarle Juvenile and Domestic Relations Court, where Conn asked everyone to take a knee and a moment of silence to honor the Black women who have lost their lives at the hands of police.

In front of the courthouse, Conn spoke about why money needs to be reallocated from the Charlottesville Police Department—which currently has a budget of $18 million—to different social departments and programs, especially the city’s foster care system. (Black and multiracial children are referred to child welfare services at a disproportionate rate.) Conn, who spent time in foster care, invited Black people in the crowd who’ve been affected by the system to share their stories.

Sisters Harli and Kyra Saxon detailed the trauma inflicted on them after their parents split up, and their mother was no longer able to keep up with the bills. Kyra was forced to live with the girls’ abusive father, while Harli was sent to a group home and later lived with several foster families. The pair got little help from social services for five years before being reunited with their mother.

my has a lot of school spirit. A third-year at the University of Virginia, she’s been active in the UVA community since her first year. She holds leadership positions in multiple clubs. “I go to all the football games,” Amy says. “And I love wearing my UVA gear.”

But her sentiment toward her university started to shift as the novel coronavirus swept through Virginia. Amy, who is immunocompromised due to asthma and chronic sinusitis, is concerned for her club members and her own health as the University of Virginia moves closer to opening Grounds to students on August 25. She has been given no specific guidelines on how to hold meetings or host club activities safely.

“This is not a time for self-governance,” Amy says.

Students like Amy—and Charlottesville residents—have become increasingly concerned with the university’s guidelines for reopening, and its lack of enforcement of mask wearing and social distancing, which are crucial to preventing the spread of COVID-19.

“This is the first time I’ve felt disappointed with UVA,” she says. “I love UVA, I truly love it. And this is the first time where I feel like I’ve been cheated...The lack of communication and lack of transparency is very, very frustrating.”

The coronavirus has killed 141,000 people in the United States since March. Charlottesville, thus far, has been relatively spared in comparison to other cities, due to nonessential businesses closing early and limits on gatherings.

However, as national COVID-19 rates spike for a second time, Charlottesville’s rate of infections has been steadily rising.

City leaders and community members are concerned that the return of students could mark a deadly rise in coronavirus cases. In a July 13 virtual press conference, Charlottesville Mayor Nikuyah Walker called UVA’s plans to reopen Grounds to students a “recipe for disaster.”

“I, for one, don’t understand why the students are coming back into the community, from all over the globe, and why we’re taking that chance,” she said.

During a recent city schools school board meeting, Chairwoman Jennifer McKeever said, “In any given moment, after the students come back into our town, the local numbers are going to be really different than they are right now.”

Party on Mounting evidence suggests that these steps—and this trust—won’t be enough to prevent students from spreading the virus among themselves and to the rest of the city. Although 92 percent of undergrads responded in a university survey that they would practice social distancing, mask wearing, and hand-washing, flocks of maskless students crowded corner bars and fraternity houses to celebrate during the weekend of July 11-12, the traditional party weekend called Midsummers.

Tyler Lee, a rising second-year, was one of those who took part in the Midsummers festivities. Over Instagram direct message, Lee recognized that “partying in the midst of a pandemic is not the best idea,” but said he expects students to continue partying once classes resume.

“I do not expect to see bars empty or a lack of people at parties in the fall,” Lee said. “I had my fun, even if it was for a short weekend.”

Following Midsummers, Dean of Students Allen Groves sent a scathing email to students, calling the partying “selfish and ignorant,” but failing to explain how the school would enforce safety at future large, student-held gatherings.

Ryan McKay, a senior policy analyst for the Thomas Jefferson Health District, says the state health apparatus is scaling up contact tracing and educational messaging, but noted that, ultimately, “there’s a concern if students aren’t wearing face coverings and not social distancing.”

Early in March, the university outlined plans to reopen, and opted to hold classes, excluding large lecture hall courses, in person. In this hybrid model, most students can choose to attend classes online, if they wish, with the exception of some practicum courses. Classes will be held through fall break, and in-person teaching will end by Thanksgiving. The university will quarantine those who test positive for coronavirus, and provide personal protective equipment.

Additionally, students are required to submit a negative COVID-19 test before returning to school.

In a May 28 email, the university wrote that “In some ways, it would be easier simply to be online all fall,” but mentioned the “obvious financial risks” to that course of action. Like many schools around the country, UVA has been clear about its fears that an all-virtual semester would destroy tuition revenue.

So UVA’s administration has decided to forge ahead. “There inevitably will be greater risk in having students return,” the email reads, “and we will be placing a good deal of trust in our students to look out for the safety and well-being not just of each other, but of our faculty, staff, and community members.”

When UVA reopens in August, will students be able to resist gathering in large groups to prevent the spread of COVID-19?

Albemarle teachers, parents call out inequity in reopening plans

“It will be our most well-resourced families who opt their children out of that learning environment because they have the means.

Which means you’ll then have school buildings that are filled with students who depend upon the resources that the school system can provide for them,” says Oliver, who is Black.

“Black and Latinx people...are [disproportionately] dying from this illness. To have a school that could potentially be filled with vulnerable students in any capacity places the burdens of the illness upon them,” Oliver says.

In response to community backlash, the district sent out a survey to teachers on July 10, asking them for their thoughts about reopening, and if they’d like to be part of a reopening task force. And on July 14, Superintendent Matt Haas announced he would draft an online-only option for the school board to consider at its July 30 meeting, when a final decision will be made.

or weeks, Filadelfia Soto—along with hundreds of other teachers in Albemarle County—was left in the dark. She had received emails with “general information about school board meetings,” but nothing about how the school division planned to reopen in the fall, or when teachers could weigh in on the issue.

So when division staff rolled out three reopening scenarios—all allowing students to return to classrooms for face-to-face learning—at a July 9 school board meeting, she was as surprised as she was disappointed.

“They went from moving the opening date from August to September...and then all of a sudden they said we are reopening schools face-to-face,” says Soto, who teaches Spanish at Woodbrook Elementary School. When she heard the plans, she felt like she had no choice but to participate in risky in-person learning.

More than 600 teachers—nearly half of those in the division—share Soto’s sentiments, and signed an open letter criticizing their exclusion from the planning process, as well as a lack of consideration for their needs and concerns. Pointing to the rising coronavirus rates in the area, they believe the proposed face-to-face models are “unequivocally unsafe,” and have urged the school board to reopen schools virtually.

“Virtual is not the ideal learning environment for all students, but we must begin there. The rising rates of illness and death across Virginia and nationally do not make me feel confident entering into a building,” says Adrienne Oliver, an instructional coach for ACPS. “We need to begin there also because we’re going to end up there in some capacity.”

But there is still a lot more equity work to be done, teachers say. Though ACPS sent out a survey to families last month, asking them if they preferred a hybrid or online reopening, the response rate was only 50 percent, says instructional coach Dr. Vicki Hobson.

“The voices of our most marginalized families...need to be central in the decisions that affect them. We need to find out what it is that they want and need, and how we can support that,” adds Hobson.

“We also need to consider how we’re asking for information. Some families don’t have access to devices or the internet in order to respond to an online survey,” she says. “We need to [have] alternative ways to get information, such as personalized phone calls with those we haven’t heard back from.”

In addition to contacting every family, the district should hear from all staff members, as well as community members and organizations, Oliver says.

Though distance learning did not go well for her eighth grader in the spring, parent Amanda Moxham believes that a virtual reopening is safest.

“We’ve been paying attention to the data locally around the number of cases and increases, and looking at the spikes across the country. And knowing that so many students will be returning to UVA this fall, there are [a lot of] dangers that exist,” says Moxham, who is a community organizer for the HateFree Schools Coalition of Albemarle County. “I don’t want to contribute to forcing teachers back into a physical school building who are not comfortable being there…[or] to increasing case numbers.”

Moxham is hopeful that teachers will be able to create a more effective distance learning model, such as by implementing live classes, before school starts on September 8, but is also frustrated with the district’s lack of outreach.

“What could have saved a huge amount of time was…[if] they had actually talked to the teachers first,” she says.

For the students who cannot learn from home, the district could work with community members and organizations to create alternative, yet safe learning options, suggests Moxham. For example, it could assign certain teachers a small group of students, and allow them to teach at outdoor locations.

But regardless of the school board’s decision, the district needs to figure out “how to make virtual learning equitable,” says Hobson. It should not only gather feedback from families about their experience with it in the spring, but also train teachers, set up more Wi-Fi hot spots, and distribute more laptops.

“We have a chance to do so much better than the virtual learning that we provided in the spring,” adds Oliver. “We see this as an opportunity to shift educational practice for the better.”

Residents in neighborhoods surrounding UVA, like 10th and Page, are particularly at risk of serious health complications stemming from coronavirus. The virus disproportionately affects Black Americans and those with underlying health conditions.

Dr. Taison Bell, an infectious disease, critical care physician, and the director of UVA’s medical intensive care unit, recognizes that risk, and says Charlottesville has to develop a safety plan that “has to be, more so than we’ve done in the past, integrated into the whole plan for the city and the region.”

As for making students practice social distancing, Bell says it’s “a little unclear” what can and cannot be enforced.

“One variable, or a big part that the community is concerned about, is how younger people will behave during their free time,” Bell says. “Will they behave in a responsible way...Or will they be potential drivers of infection?”

For decades, area residents have watched UVA students party their way across town.

Now, the university has put forward a coronavirus containment plan that relies in large part on students choosing to act conscientiously.

“If we’re going to have a substantial amount of students,” Bell says, “then there needs to be a collective understanding that [they] have to behave differently than they have before.”

“Even if we did say that restaurants needed to close,” McKay says, “we need to be concerned about social gatherings where we don’t have authority.”

Around 40 percent of UVA upperclassmen live in off-campus housing, which further complicates the picture because the university has very little control over what happens in those houses and apartments. Harvard University made headlines recently for its COVID prevention plan, which allows only 40 percent of students to return to campus, something it can more easily do because 97 percent of its undergraduates live in university housing. At UVA, students can decide to return to Charlottesville even if classes are held completely virtually.

UVA English professor Herbert Tucker recognizes that students behave much differently outside the classroom than in it.

“I’ve been in the business long enough to know that no matter how much homeworkdoing students are on the ball...they behave very differently with each other when they’re out of class,” he says. “The students infect each other...these are not fantasies, these things are certainly going to happen more frequently. This isn’t rocket science here.”

“The extreme that everyone should imagine is a fraternity party,” Tucker says. “Those events are going to happen.”

And while Tucker says the faculty can “take care of themselves,” citing UVA’s flexibility in allowing faculty to teach remotely, he worries about the staff and community members that students could infect with COVID-19.

“They won’t enter the students’ minds,” he says.

For Martinez, it’s not surprising that the outside world shapes one’s internal world.

She believes the internal is a microcosm for the external.

“It’s no accident that all of these massive societal changes are taking place a few months after everyone is forced to be inside with their demons,” she says. “It’s a huge transition energetically.”

It’s a transition that Martinez, Kodakalla, and many others are still getting used to. They miss the energy of FUCC’s in-person events and the opportunities they presented to connect. Yet, the co-curators feel hopeful about what experiencing art virtually could inspire for artists and art-appreciators alike. They are planning more shows like “Inside” and more opportunities for artists through media like zines, snail mail, and public street art.

“As artists, how can we communicate about this moment that we’re in and the old world dying?” Martinez asks. “How can we as a collective take those ideas and have a conversation with others who find our work? ...We want it to exist beyond the gallery scene.”

Kodakalla, too, speaks to the possibility that the idea of normal no longer exists. She seems to stand resiliently against a world where daily conversations among co-workers, friends, or family members invoke phrases like “when this is over,” or “when things go back to normal.” And maybe, that’s a beautiful thing.

Martinez points to Shannon Smith’s digital print, “Shift,” which juxtaposes the body’s organic shapes against the sharp, repeated edges of geometric shapes—all portrayed in a palette of saturated jewel tones and pastels. It’s a response to the deep grief and mourning she felt over the abrupt end to her college career, Smith says in her artist’s statement. She uses the female form as a means to explore her body in quarantine.

Painter Meghan Smith also investigates quarantine through the lens of the female body. In “Pink Light,” she presents a tense, uncomfortable self-portrait with three hands grasping to apply makeup to her face.

One draws a dark line into her eyebrow and another applies concealer under her eye as a black bra pokes out above her tank top.

“Even in isolation, where in theory I could finally indulge a ‘self’ that has nothing to do with how others see me, I’m still stuck in that cycle,” Smith writes in her artist statement. “To feel productive, I need a bra and combed hair and plucked eyebrows. To speak confidently

T

he acronym for the Feminist Union of Charlottesville Creatives— FUCC—is pronounced exactly like the four-letter word it brings to mind.

“We also call ourselves the pussy posse,” says mixed-media artist and member Sri Kodakalla. “It’s a thing.”

And it’s a powerful thing for the group’s 200-plus community of creatives in the central Virginia area. Founded in 2017 by sculptor Lily Erb and painter Sam Gray, FUCC began as a means to connect and support female-identifying, gender-queer, and non-binary artists through events like clothing swaps, art shows, and ideas exchanged over social media.

In late 2019 and early 2020, they began planning and collecting submissions for their first juried show, “Enough,” to be held in the summer at The Gallery at Studio IX. The show would include a dance party, spoken word performances—a “whole extravaganza,” Kodakalla says. It was part of the FUCC’s effort to hold events that brought artists together to collaborate and share their skills.

But as COVID-19 took hold, arts communities and organizations in Charlottesville and around the world had to cancel in-person events. (Americans for the Arts estimates that due to coronavirus, nonprofit arts organizations have lost nearly $5 billion, with 62 percent of creative workers and artists now unemployed.)

With the help of fellow FUCC member and printmaker Ramona Martinez (a C-VILLE Weekly contributor), Kodakalla did what artmaking asks of its participants every day: Come up with a new idea.

The “Enough” show became “Inside,” an online exhibition in collaboration with Studio IX that showcases the work of 18 local womxn artists, including Erb, Gray, Kodakalla, Martinez, Laura Lee Gulledge, Hannah ThomasClarke, Abigail Wilson, and others. In each of the works displayed in the virtual show, the artists present unique and deeply personal responses to the internal, external, local, and global chasmic shifts of today’s reality.

“A lot of people have decided that they aren’t going back to work the way they used to,” says Kodakalla. “Or that they won’t take on every opportunity as they come—that they’ll save money, volunteer, and do more social justice outreach. They’re realizing that they’re an introvert, or need more time to themselves. ...While the theme of the show is reflection, it encompasses so much more than that.”

As viewers scroll through the works of “Inside,” they can click each image to read an artist statement and bio. Though medium and palette vary widely, perhaps what unites the show is an exploration of the body and its complex relationship with interior and exterior forces—the mind, the natural world, and other beings who inhabit that world. In some pieces, figures reach and fall through empty, dark voids; in others, plants, animals and the man-made anxiously encroach upon human forms as they envelop faces or entire bodies.

Here are a few recommended local options to help you keep drinking well through the rest of the summer. This isn’t meant to be comprehensive or a list of “best” wines, but rather an invitation to try something different. After all, isn’t the “best” wine often the one you have in a glass on a beautiful day, especially when it’s shared with good company?

Rosé Rosé is popular in spring, but it can be appropriate for the hotter months as well. The Crosé 2019 from King Family Vineyards is a good pick. The 2019 Rosé from Early Mountain Vineyards ($25, earlymountain.com) is a personal favorite and I’m seeing it on more tables and in more glasses this summer. Produced from a blend of grapes that changes each year, the 2019 is full of acidity and pleasant flavors of strawberry, barely ripe peaches, and white flowers. The lingering finish contains hints of bitter grapefruit that encourage you to take another sip or a bite of food.

Albariño

Sparkling Wine Like rosé, sparkling wine is a great choice for summer. Bubbles are always appropriate, but traditionally made sparkling wines, with acidity and bright flavors of citrus fruits, are excellent options for any sunny activity.

I’ve written about local sparkling wine previously in these pages, and it’s easy to once again recommend the Thibaut-Janisson Blanc de Chardonnay ($29.99, tjwinery.com) for both its quality and delicious flavors. You

Best known as a variety that thrives in Spain and Portugal, albariño is attracting attention in California and the Pacific Northwest wine regions as well. There’s not a lot of albariño in Virginia, but the examples I’ve tried suggest it holds great promise for our region. A crisp, refreshing, and high-acid white wine, it’s perfect for a sweltering day. I recommend the Afton Mountain Vineyards 2019 Albariño ($28, aftonmountainvineyards.com), which is fresh and lean with flavors of lime, clementine, and hints of green grass. There’s an underlying salinity, characteristic of albariño, and if you’re not already sitting on a beach, this wine will prompt you to close your eyes and imagine that you are.

Recent Virginia releases resonate with dream pop, folk, and old-time music Becca Mancari The Greatest Part (Captured Tracks) After cutting her chops in Lynchburg, Virginia, Becca Mancari brought the traditions of Appalachia with her to Nashville, where she quickly made a name for herself in Music City’s Americana circles. Her debut album Good Woman (2017) drew on elements of her roots, elevating them to the modern day. In its wake, Mancari has spent the past few years forging her own path as an artist.

She teamed up with friends Jesse Lafser and Brittany Howard (Alabama Shakes) to form the band Bermuda Triangle, and became more outspoken about social issues. These experiences have informed her sophomore release, The Greatest Part, which ditches the mountain tones in exchange for a dream pop sheen. The juxtaposition of sound and subject matter is crucial: While Mancari tackles personal traumas and truths, the weight is carried by her

airy vocals and Beach Boys-inspired production. On the single “First Time,” Mancari recalls the aftermath of coming out as gay to her Christian fundamentalist family: “I remember the first time my father didn’t hug me back.”

The rest of the album follows suit, acting as a celebration of Mancari’s heritage and identity as a queer Italian/Puerto Rican woman. There’s no sophomore slump here; The Greatest Part is a joyous expression of an artist coming into her own (released 6/26).

Dogwood Tales Closest Thing to Heaven (WarHen) Kyle Grim and Ben Ryan began playing music together in high school, and bonded over shared influences from ‘70s-era folk rock—think Neil Young or Emmylou Harris. As Dogwood Tales, the Harrisonburg duo has brought flower power to the Shenandoah Valley through a handful of releases. The group’s latest LP,

Closest Thing to Heaven, is no exception. With songs like “Truck Stop Town” and “Riding Horses,” Grim and Ryan combine a low country sound with straight-ahead Americana for an easy listenin’ ride tinged with slide guitar and folk narrative (released 7/17).

Diane Cluck Common Wealth (self-released) Diane Cluck has been a stalwart in the Charlottesville music scene for nearly a decade, churning out folk compositions and ushering in the next generation of artists

as a songwriting teacher at The Front Porch, the area’s roots music school. Her notoriety is hard-earned: she spent 12 years in New York City, garnering accolades in the often-dubbed “freak-folk” scene and playing venues like the recently shuttered SideWalk Café on the Lower East Side with the likes of Regina Spektor and Kimya Dawson, spearheading the anti-folk movement. Cluck dropped her new album, Common Wealth, on Bandcamp last month, with a percentage of its sales benefiting the Equal Justice Initiative.

Common Wealth is a socially conscious collection that boasts beautifully understated melodies and Cluck’s singular voice. Her signature fingerpicking shines on “Jenny,” while tracks like the harmonica-laden “Float a Cuppa Tea” are a knee-slappin’ reincarnation of old-time music. Elsewhere, on songs like “Lie Quiet With Me” and “Grandma Say,” minimalist piano is front and center.

Harkening back to a simpler time, Common Wealth is a welcome reprieve, bringing solace during a time of cultural unrest and sociopolitical uncertainty (released 6/5).

CULTURE SCREENS Chardonel Chardonel is a hybrid grape variety, a cross between seyval and chardonnay, developed

by Cornell University in 1953. While not all hybrids make great wine, chardonel is known for superior wine quality and cold hardiness, which makes it well suited to Virginia. Locally, winegrowers and winemakers have expressed interest in working more with hybrids, and chardonel is one of the more promising options. The 2018 Chardonel from 53rd Winery and Vineyard ($19.95, 53rdwinery.com) is a crisp and refreshing example with flavors of green apples, white pears, and lime. If you’re a chardonnay-lover, this is something new and interesting to try.

Baked with love First Cow is a deftly crafted story of virtue and friendship

Vermouth may not come to mind immediately when talking about summer wines.

Originating in Italy as a medicinal product, vermouth has found its fame as an aperitif.

Vermouth starts with a base wine to which botanicals (herbs, spices, roots, etc.) and a bit of brandy are added. In this country, vermouth gets a bad rap because most people first experience inexpensive bottles that have spoiled after they’ve been left sitting on a home bar for years. Vermouth is wine, and just like wine it needs to be consumed relatively soon after opening and before it spoils. Around the globe, ver-

bodies were probably left in the open air, never fully buried. They appear intact and neatly placed, but there is no marker. Who are they, and why did they die? This question lingers throughout the film, as we wait for the story to reveal the series of events that lead to that discovery two centuries later.

The politics of First Cow are inherent in its filmmaking. The prologue brings our attention to forgotten history, and the narrative imagines unrealized greatness that was intentionally quashed, either because it overstepped artificial boundaries created by powerful men, or because the friends were not ruthless enough in pursuing it. Cookie and King Lu rely on nature, and want to help

First Cow PG-13, 122 minutes Streaming (Amazon Prime) people they don’t know. Chief Factor (Jones) tries to own nature, measuring the worth of a beaver population against its fashion value in Paris and China. He owns the cow, but he does not respect the animal. Though he enjoys Cookie’s use of her milk (of which he is unaware), he has no idea how to use it. These are the two paths America could take, and instead of a foundation of helping people and relying on nature, we chose to depopulate wildlife for fashion and food, and flatten forests to farm too much livestock. Shawkat’s character may not realize it, but that is the history she’s discovered.

s our country struggles with its foundational mythology, we are faced with the question of how the story would be framed if it were written by those whose names are lost to history yet participated in its creation. Though First Cow is not made with a didactic tone, it asks us to consider vital questions as we reconcile with our national identity. How many dreams have gone unrealized due to a lack of capital or luck? How many successful people built empires on awful crimes that went undiscovered or unpunished?

How many paid the ultimate price for small infractions? There is no healing in First Cow, it is a plea for us to reorient our empathy, and to meditate on historical wrongs that appear buried yet remain very much with us.

First Cow was co-written, directed, and edited by Kelly Reichardt with (her frequent writing partner) Jonathan Raymond, on whose novel it was based. The story follows “Cookie” Figowitz (John Magaro) and King Lu (Orion Lee) as two unlikely friends attempting to break free from their station in the Oregon Territory. It’s an inhospitable and lawless setting, where people take as much as they want from the land and seem to get ahead, so the pair steal milk from the cow of a wealthy landowner (Toby Jones), and with Cookie’s exceptional baking skills, they create a small sensation with baked goods.

People have used the term “slow cinema” to describe Reichardt’s film and that’s not a slight,

it’s mostly due to her naturalistic pacing. Yet, every moment of First Cow is filled with emotions, often contrasting ones. As Cookie milks the cow, we know this could cost him and his friend their lives, yet Reichardt focuses on his bond with the cow. This transgression allows us to fill the moment with our feelings: We hope he will succeed, dreading that he won’t, all while he makes the cow feel like it’s the most important being on earth. He milks with love, he bakes with love, he shares his gift and dreams of a better future, and the film carries the same tone throughout. Meanwhile, we are the ones who see the proverbial time bomb.

Reichardt trusts the audience’s intellect as much as King Lu trusts Cookie and as much as Cookie trusts the cow.

First Cow is also the story of friendship between Cookie and King Lu. They meet on the way to Oregon as Cookie travels with fur trappers and King Lu flees for his life after killing a man. Neither attempts to game the other, and acts of kindness with no expectation of reward are reciprocated. Cookie can’t seem to harm anything; he can’t bring himself to hunt, even recoiling when handed trapped squirrels to eat. King Lu’s circumstances have been different, but he does not define himself by past actions that were committed out of necessity.

It’s a true partnership, with no leverage, no schemes, and no deception between two men who want the same thing.

The film has a brief prologue set in the present day, where a young woman (Alia Shawkat) and her dog discover two complete skeletons just below the surface, meaning the

mouth is held in high regard as a versatile and delicious beverage that can be adapted to any occasion and time of day.

Perhaps the most famous use of vermouth is in the classic wine cocktail known as a “spritz,” which combines vermouth with sparkling wine and a splash of soda water.

Experiment a bit and you may find that vermouth becomes your mainstay drink for many summers to come.

TAKING A HIT but Still Standing

ast year, trade policies and elections looked like they would be the biggest events impacting the 2020 commercial real estate market.

Until COVID-19 disrupted nearly everything.

Many businesses have taken a hit since March 2020, and at some level, that translates into problems for the larger commercial real estate market.

Closed stores and restaurants have an impact beyond their own doors. A vacant storefront sets the mood for customers, neighboring owners, passersby, the whole block or plaza or mall. It’s poor form to show you’re operating at anything less than full capacity.

But there is good news. At this point in the pandemic, Central Virginia is showing signs that the commercial real estate market can absorb some level of disruption. As some local businesses close or limp along through the pandemic, others have the resources in place to grow and expand.

Just like the closures, those successes also have an impact beyond their own footprint: optimism, jobs, customers for other businesses, tax revenues, cash flow. Several notable projects have been completed and others are moving full steam ahead.

Rewriting History The high-profile rehab of the historic Woolen Mills factory is complete and has brought some pizazz to the once decrepit building. WillowTree Inc., relocated from its downtown location to just over the Albemarle County line. Consistent with most office environments, WillowTree is phasing in their employees but the site

has the capacity to bring 500 workers under roof.

At the same site, The Wool Factory opened its doors to the public on July 1; three months later than they planned, due to COVID-19 limitations. The Wool Factory’s offerings include Selvedge Brewing, The Workshop (coffee and wine shop), and Broadcloth (a more intimate

restaurant that will open later). With generous indoor and outdoor space, Selvedge Brewing and The Workshop allow easy physical separation of customers, a must-have in a post-COVID restaurant environment.

Brian Roy, Owner of BR Development, feels that his Woolen Mills rehab benefited from the three-month delay. “We were able to get the new pedestrian bridge over Moore’s Creek installed at the end of June without working around people.

Our restaurant tenants established protocols that are considered best practices from the first day of operations.”

Roy is cautiously optimistic about the commercial real estate market. “I’ll admit the retail market feels scary. Many were already struggling. And while office environments are still operating mostly remotely, culture is important. To have a strong company, you need that faceto-face interaction. I’m confident that the market for office space will remain strong. It may even expand as companies figure out how to provide some separation between employees.”

Less than three miles away, Stony Point Development Group is getting ready to open its doors on another historical rehab: Dairy Central, the largest mixed-use development in downtown Charlottesville. The food and retail portion of the development, Dairy Market, is offering Summer Series events that include food for pick-up, drive-in movies, a beer garden, and other events leading up to their September full opening.

Just announced tenants for the Class A office space at Dairy Central are Allen, Allen, Allen & Allen, P.C. Their more than 7,000 square feet will nearly double their previous location on 29 North. The law practice will relocate later this month and will be joining previously signed tenants CoStar and Dexcom.

In Orange County, Aquaphalt is constructing a new facility in the 155-acre Thomas Lee Industrial Park on Route 15 between Orange and Gordonsville. The asphalt and concrete cold-patch repair company is moving its distribution and manufacturing operation from Fluvanna County.

Gordonsville will be home to the new Champion Ice House Brewery, set to open this fall on North Main Street. Taking a cue from post-COVID-19 best practices, there will be plenty of space between tables inside to allow for appropriate physical separation and lots of outdoor seating. Stony Point Development Group is developing the brewery for the owners of the BBQ Exchange and Champion Brewing Company.

Louisa County’s Zion Crossroads continues to attract retail and commercial enterprises, some of which have been slow to get out of the ground. Neither the Hampton Inn nor the Waffle House have begun construction. Some of the holdup is associated with the placement of a new access road, other delays may be related to the pandemic.

Jenny Stoner, Commercial Sales-Leasing Associate with Cushman & Wakefield | Thalimer, says “There is a good level of interest in the Zion Crossroads area from local and regional, as well as national tenants.”

Mills reports that El Mariachi restaurant will open next month in the Freedom Drive shops, and nearby Rhett’s Bar and Grill is targeting September.

Dollar General will be opening a new store adjacent to the entrance road to North Anna Power Station.

Greene County is making it easier for commercial entities to locate there. Alan Yost, Director of Economic Development and Tourism for Greene County, reports that a new ordinance was passed allowing light manufacturing in the business district with adherence to certain performance standards.

Augusta County, Waynesboro and Staunton have reason to be optimistic after Hershey’s recent announcement of a $104 million investment in expanded production capacity at their Stuarts Draft facility. This is their second expansion in just over a year, a positive sign for the economy and real estate values in the Shenandoah Valley.

Sites at Fishersville’s Myers Corner are still in demand with Valley Star Credit Union and Edward Jones queued up as the newcomers in this popular 30-acre business park. Mike Pugh, Principal Broker with old Dominion Realty, expects the growth at Myers Corner to continue until the 140-acre mixed-use development is sold out on both the commercial and residential side.
