As COVID began sweeping across the U.S. in mid-March, I remember an ominous warning from a fourth-grade public school teacher friend of mine. The country could more or less survive this, she said, as long as we figured it out by the time public schools reopened in the fall. That was the hard deadline; that was when the shit would really hit the fan.

That deadline has arrived, and we as a country have failed to meet it. Thanks to a rudderless federal government stacked on top of years of cultural and infrastructural failures, the U.S. has the worst coronavirus outbreak in the world—and in the next few weeks, kids around the country are supposed to resume their educations.

We have no answers: The students who return to crowded hallways and shared water fountains will doubtless spread the deadly disease through their communities. Those who stay at home and learn online will miss out on the social connection of classrooms and hallways, and present an unsolvable child-care conundrum to their already desperate parents.

Last week, public schools in both Charlottesville and Albemarle made a difficult but potentially life-saving decision: With few exceptions, students in both districts will be learning virtually for at least the first nine weeks of the semester (page 11). The schools deserve credit for making this call, after national failures from the top down left them in the lurch.—Ben Hitchcock

Riggleman running?

COVID outbreak

After losing the Republican primary to Bob Good, lame-duck Congressman Denver Riggleman told a Bloomberg podcast that he was “seriously considering” an independent run for governor. Riggleman said he lost his seat because he “refused to commit to supporting anything even close to racism or bigotry.” During his two-year term, Riggleman voted in line with Donald Trump 94 percent of the time.

Cedars Healthcare Center, a skilled nursing facility in Charlottesville, has been devastated by a coronavirus outbreak, reports NBC29. As of July 31, 96 of the center’s 112 residents, and 44 of the 140 staff, have tested positive for the virus. Seventeen residents have passed away.

UVA’s hopes for a hybrid semester rely on testing students at a high volume. That plan got off to a rocky start this week. The school sent an email to all students directing them to order COVID tests from the university website, but the website immediately crashed, multiple students report. Once the site came back online, other glitches emerged: The drop-down menu where students were sup-

Since the resurgence of protests against police violence around the country, multiple local residents have submitted applications to the city asking for a street downtown to be named in honor of the Black Lives Matter movement.

But City Council decided to hold off on voting on the name on Monday, waiting to have more “community involvement” in the matter. Council will now accept related honorary street name requests until August 31, and will consider all of the applications together before taking action.

After nearly two decades of municipal hiccups and mishaps, the city’s plan to replace the Belmont Bridge is finally coming to fruition.

On Monday evening, City Council conducted a first reading on an allocation for the project: The state will pay $12.1 million, the federal government will pay $3.2 million, and the city will kick in $13 million. Council will hold a final vote on the decision August 17.

The city has completed right-of-way acquisition of necessary land and is now finalizing plans with the Federal Highway Administration and Virginia Department of Transportation, explained Jeanette Janiczek, Charlottesville’s Urban Construction Initiative program manager.

Last year, the Board of Architectural Review approved a certificate of appropriateness for the project.

However, Janiczek said the certificate is currently being updated.

The city has been working to replace the nearly 60-year-old bridge since 2003, but has run into numerous issues. Initial designs were shot down by the public, and the consultants first hired for the project, MMM Design Group, shut their doors in 2014.

Kimley-Horn took charge of the project in 2017, and council approved a final design the following year.

The new bridge will include pedestrian lighting, benches, and bike racks, as well as a seven-foot-wide bicycle lane and a 10-foot-wide sidewalk, which will be separated from the road by a median.

Ramps and stairs on the north end will connect the sidewalks to the Downtown Mall and Water Street.

Construction will begin next year, and is expected to be finished by 2023.

Jennifer McClellan, long seen as a rising star in Virginia politics, is running for governor in 2021.

I

n June, State Senator Jennifer McClellan announced her candidacy for governor of Virginia.

McClellan is a 14-year veteran of the Virginia legislature who grew up in Petersburg. In this year’s session, she was a sponsor of significant clean energy and abortion access bills, as well as Virginia’s ratification of the Equal Rights Amendment. If elected in 2021, she would be the first Black woman governor in the United States.

McClellan spent three years in Charlottesville at UVA law school, and she’s earned endorsements from local leaders including Albemarle County Commonwealth’s Attorney Jim Hingeley and Jefferson School African American History Center Director Andrea Douglas. The following interview has been edited for length and clarity.

C-VILLE: At every level of politics, there’s been conversation about the range of views within the Democratic Party. Where would you place yourself along the progressive-moderate spectrum?

JM: I would say I’m a pragmatic progres-

sive. I have progressive values and I push

for progressive policy, but if I cannot get 100 percent of what I want when I want it, I always ask myself, “Is this better than the status quo? Is this a good start to keep pushing?” And act accordingly.

This session, you were a patron of the bill that Charlottesville was watching more closely than anything—the bill allowing localities to move Confederate monuments. Why was that legislation important to you?

As a Black woman who had ancestors who were enslaved, I fully understand our history as a people and our history as a commonwealth, but I also understand the history of when these monuments were put up and why.

Those monuments trigger a lot of trauma and pain for me, and Black people, and we needed to be honest about that. Many of them are put in public spaces like courthouses. They were put there intentionally, to basically say, “life, liberty, and justice for all doesn’t mean you.” That was the message.

I live not too far from the Lee monument.

I drive past it every day. I never realized how much emotional energy I spent ignoring it, because of all the trauma that it triggered, until I heard the words that it was coming down. This is going to sound clichéd—but

You’ve been around Virginia politics for years, seen as a rising star for years.

Why did you decide to run for governor this cycle?

I’ve made a lot of progress addressing inequity and trying to make Virginia government one that works for progressive change. But at the end of the day, the governor sets the agenda, and you can make that kind of progress more broadly as governor.

I’m fighting the same fights as my parents, and grandparents, and great-grandparents.

I can’t look at my kids and say, “I did everything within my power to keep you from having to fight these fights”—unless I run for governor.

My number one priority is building a world-class public education system, from early childhood to career, that doesn’t leave any child behind. That includes completely restructuring how we fund it. That’s going to require me to write the budget. That’s going to require me to appoint the Board of Education and the secretary of education and the superintendent of schools. That’s going to require a commitment from the top.

For most of your career, you’ve served in the minority of the legislature. If you become governor, there’s a good chance you’d be working alongside a Democrat-controlled legislature. You’ve talked a lot about bipartisanship as one of your skills. Is bipartisanship still important in a situation like that?

fter weeks of discussion and debate, the verdict is in: Charlottesville City Schools will reopen virtually for all students, while Albemarle County will allow a limited number of students to participate in in-person learning. Both districts finalized their decisions at school board meetings on Thursday.

During the division’s virtual meeting, ACPS staff detailed the five stages of reopening. Superintendent Matt Haas recommended the board approve the second stage for the first nine weeks of school. Most students will begin the year learning online only, but the plan makes an exception for students with inadequate internet access that cannot be improved, those with special needs who cannot fulfill their individual education plans at home, and English learners with low proficiency levels in fourth through 12th grades.

These students—an estimated 1,000 to 1,500—will be put into pods of 10 or fewer, and paired with a learning coach, who will assist them with their online coursework.

Everyone will be required to wear masks and adhere to social distancing within the school buildings, which will be regularly cleaned and disinfected, among other mitigation measures. Bus service will be provided for families who request it.

All students and staff members coming into school buildings will be doing so voluntarily, Haas emphasized throughout the meeting.

In the coming week, Albemarle will release more details on how it’s revamping virtual learning, which will include both asynchronous and synchronous coursework, and what actions it will take if a student or staff member involved in in-person instruction contracts COVID-19.

Ahead of Charlottesville’s virtual meeting, Superintendent Rosa Atkins recommended that the board approve an all-virtual model for the first nine weeks of school, pointing to the rising cases and positivity rate in the area and many remaining unanswered safety questions. She emphasized that virtual learning in the fall would greatly differ from the experience offered in the spring, and would include a variety of new features, from social-emotional learning to peer engagement.

Both divisions will revisit their decisions in the middle of the first quarter, and evaluate whether they will move forward with reopening, or stay in the same phase for the next school quarter.

Though all classes will be online, Charlottesville plans to host individual in-person, socially-distanced meet-and-greets with teachers, which students and their families will sign up for. Additionally, it is possible that a small number of students in great

need of in-person instruction will be grouped into pods, and have classes in outdoor settings, said Atkins.

About 200 families in Charlottesville have indicated they need child care, she added.

The division is working with community partners—including the Boys & Girls Club, Piedmont Family YMCA, and City of Promise—to figure out how to best provide assistance. Students could participate in virtual learning while at a child care center.

Feelings about virtual reopening were mixed in the county. Board members Judy Le and Ellen Osborne emphasized the various risks of in-person learning and lack of solid data on how the virus transmits between children, and preferred to start with stage one, or all-virtual classes.

“I just don’t feel like I can put our most vulnerable students into the middle of a grand experiment, and have them take that home to their communities,” said Osborne.

However, board member Katrina Callsen expressed concern for the families she has heard from who are unable to adequately participate in distance learning, particularly those from marginalized backgrounds.

The board initially did not agree to reopen under stage two, with members David Oberg and Graham Paige siding with Le and Osborne against the plan. However, Oberg changed his mind after a 10-minute break, and voted to approve it, along with Callsen, Jonno Alcaro, and Kate Acuff.

Albemarle parents and staff were also split on reopening plans, per the division’s latest surveys. Out of nearly 7,000 responses, 71 percent of parents ranged from “somewhat” to “extremely” concerned about sending their student to school for in-person learning in

the fall, but 67 percent preferred that the division adopt a hybrid reopening model.

Meanwhile, 65 percent of staff respondents did not feel comfortable returning to the classroom.

If the pandemic worsens in the area—especially after UVA students return—Haas has the authority to revert the division back to stage one without approval from the board.

While the Charlottesville School Board’s vote approving an all-virtual reopening was unanimous, results from a phone and web survey were split. A majority of staff (about 60 percent) preferred an all-virtual reopening, but families showed nearly equal support for face-to-face and onlineonly learning.

During public comment, most speakers advocated for a hybrid model, particularly for younger students and those from marginalized backgrounds.

“There is no clear consensus among families about the best path forward…I’m not sure why we are straying from the multipath system that was first designed,” said Richard Feero, who works for Abundant Life Ministries and lives in the Prospect community.

“Choosing an all-virtual path to start the school year punishes working-class, predominantly Black and brown families in the city. ...Why not just give this small segment the option to have their children attend school in-person?”

During its school board meeting on August 6, Charlottesville staff will give a presentation with more details on how it will implement distance learning for students in special education, ESL, and preschool.

Albemarle’s next meeting is scheduled for August 13.

It is. I’d be the governor for the entire commonwealth, not just Democrats. On most issues that we deal with, there’s not a lot that separates Democrats or Republicans. Most of the legislation that we pass is either unanimous or near unanimous. We all want a good job, we all want a good education and opportunity for our kids, and we want to live in clean healthy neighborhoods.

We have very different perspectives of how to get there…But when you listen to someone else’s perspective, and try to understand where they’re coming from, you will find common ground. You may hear a perspective you hadn’t thought about. We’re a government by, of, and for the people—that means my perspective isn’t always right.

There aren't enough culturally competent therapists, equipped with the lived experiences to address the unique feelings that arise when Black-death goes viral. This kick-starter fund will cover the cost of therapy for uninsured/ underinsured Black people, while pairing them with a Black Therapist. Our intentions are to help the Black community address the trauma of personal and collective pain that we often face while fighting for our humanity.

cern about whether students would show up for a non-traditional school year (and, accordingly, pay tuition).

UVA’s incoming freshmen have shown that they’re so eager to begin their halcyon college years, they’ll do so even during a pandemic.

According to Dean of Admission Greg Roberts, 42 percent of students offered UVA admission accepted—up 2 percent from last year. As of mid-July, just 74 students have requested to take gap semesters or years, the university reports.

“None of us really thought about taking a gap year, just because we still wanted to have a college experience,” says incoming first-year Willow Mayer, referring to the other rising freshmen she’s spoken with, “even if it might not be the same as it was for other students who’ve already had their first year.”

Like many universities, UVA announced in early summer that the fall semester would be a hybrid of online and in-person learning.

Though pressure is mounting for the school to switch to an all-virtual plan, UVA seems to hold out hope for some in-person instruction. The university recently sent an email to students, directing them to take a COVID test before arriving on Grounds.

It won’t be easy for UVA to hold a safe in-person semester, especially where first-years are concerned. All freshmen live in on-Grounds housing, and under the current plan, “double rooms will continue to be the default option for housing incoming first-year students,” the school says. The university plans to enact other measures, such assigning students to specific sinks and showers and closing common spaces.

The promise of a hybrid semester has lured some students who might not have otherwise come. Jack Meaney initially considered taking a semester off, but once he learned classes wouldn’t all be online, he decided to start his college career in August. “It might be different, but it’s still going to be a college experience,” he says.

Others balked at the idea of Incoming UVA first-year Ella Fendley says she’ll be paying full tuition for a watered- enrolled this fall, whether her classes are online or not.

“Is it really worth all this money that I would have to be spending?” she asks. “Or would it be better to just leave it all and then come back to it when it’s back to normal?”

“Once I get all of the [information]... especially when it comes to classes and whether my classes would be in-person or online, that [will] probably be the biggest determining factor,” Bolton says.

Based on the number of students who have requested a gap year so far, students like Bolton and Meaney are in the minority.

Most, it seems, will pay tuition regardless of the university’s instructional plans.

Mayer says she doesn’t care if classes are fully digital; she’ll be enrolled anyway. “I can keep up with them better since there’s always the due dates and then I can just turn in the assignment right away,” she says.

Ella Fendley, who attended Monticello High School, chose UVA over other colleges specifically because of the pandemic.

Given the uncertainty, staying close to home has benefits, she says. And while Fendley considered taking time off, she ultimately decided against it because she didn’t have anything else lined up.

“I didn’t have a plan for a gap year, and I didn’t want to sit around for a year and just not do anything,” she says.

Rule, which limits the powers of local governments only to those expressed by the state government. Localities aren’t allowed to do things like ban firearms or (until this year) remove monuments.

In times of crisis, localities have a little more say. Although Charlottesville and Albemarle’s new guidelines depart from those set by the state, the ordinances are in line with the expectation for local governments to protect their citizens during a crisis. The city’s ordinance cites the continued state of emergency along with the fact that the COVID-19 pandemic remains a “disaster” under Virginia Code. In Northam’s executive order declaring the state of emergency, he stated that local governments have the power “to implement recovery and mitigation operations” to fight the virus.

At the July 27 Albemarle County Board of Supervisors meeting, Bea LaPisto Kirtley, who represents the Rivanna District, expressed her confidence in the board’s decision to move forward with the local ordinance. “I would hope that the public, our county, our citizens, our community, would look at this as what I call a Phase 2.5,” she said. “I think we’ve made a lot of adjustments that fit our community, that fit us, and then will help us help our businesses help keep our citizens safe.”

n August 1, residents of Charlottesville and Albemarle became subject to a new set of coronavirus restrictions: in-person gatherings of more than 50 people are banned; restaurants and other venues such as wineries, breweries, and distilleries can operate at only 50 percent capacity; and face coverings are required in indoor public spaces. The state’s Phase 3 guidelines, which have been in effect since July 1, allow in-person gatherings of up to 250 people, and stores, restaurants, and bars have no capacity limits, as long as social distancing is enforced.

The new local rules, which were approved July 27 and will last for 60 days, are more strict than the current statewide guidelines, and demonstrate the power localities have been given in crafting policy to contain COVID-19.

As of August 3, the Virginia Department of Health reports 775 cases of coronavirus in Albemarle and 495 cases in Charlottesville. Much of the support for both ordinances comes from concerns surrounding the impending return of UVA students. As the community prepares for the influx, Charlottesville and Albemarle government leaders recognize the potential for a surge.

“Part of...the motivation for this is that nothing would be worse for the economy than for UVA students coming back...to be a super spreader event,” said City Councilor Michael Payne at the July 27 emergency meeting. “And to prevent that, I think, is a decision worth making.”

The Charlottesville and Albemarle County ordinances reflect the difficulty that local governments face as they mitigate the damage the pandemic has wrought upon their communities. Although Virginia entered Phase 3 more than a month ago, recent actions reflect the state’s piecemeal approach to virus control.

In late July, Virginia Beach Mayor Bobby Dyer wrote a letter to Governor Ralph Northam asking the state to impose harsher restrictions after cases surged in that area.

Dyer requested that the governor mandate restaurants and bars close early, among other rules. Northam quickly assented, making the rules official the following day.

Historically, Virginia is no stranger to friction between state and local jurisdictions. Localities in Virginia generally do not have much power, thanks to the Dillon

As word of the paschal celebration has spread, the event has grown in popularity.

Angelo’s most recent dinner boasted a crowd of almost 250 people, attracting renowned chefs from the area’s fine-dining juggernauts.

“The restaurant business is a high stress environment. Good people naturally come together to help one another get through the tough parts,” Angelo says. “The chef might have been hard on you, your customers maybe not as friendly as usual. You come out the other side a little closer and you learn to lean on one another...family, in the restaurant, includes everyone.”

This warm salad is all about the slices of fried eggplant, made satisfyingly chewy by leaving some of the skin on.

Tom lists his education on Facebook as coming from the School of Hard Knocks, exactly what you would expect from a hardworking family man who started several successful restaurants from the ground up.

Yet, his successor had grander intentions.

With a desire to broaden his mindset and encouragement from his favorite cousin, Angelo opted for a more formal education.

“Once I learned that I could spend all day every day doing nothing but learning about food and cooking, it was an easy decision. The advantage I have going to CIA is my exposure to so many different cuisines and their respective techniques. That’s where my dad can grow, and he’s still, at age 81, asking me questions all the time. He loves to learn new things.”

Angelo admits, though, that the difference in perspectives can lead to butting heads with his father in the kitchen. He is more willing to tweak and experiment with classic recipe, while Tom is a purist, committed to doing things exactly the way he learned them from his mother, brothers, and sisters.

Tom no longer co-owns the restaurant, but he still bakes the inn’s housemade breads and prepares a personal selection of takeout dishes (moussaka, pastitsio, flakey spanakopita) via Mr. V’s Pantry. Family has been a cornerstone of the Ivy Inn over the past quarter century, and a tenet of the Vangelopoulos name for longer. And even during this volatile time for local businesses, the father-son relationship remains at the heart of the restaurant, and an essential part of Charlottesville’s culinary community.

in 1990 and gaining experience beyond the pizza kitchens in which he grew up, Angelo was ready to find a restaurant he could call his own. He says they “spent almost a year looking at available properties in D.C., NoVa, and suburban Maryland with no luck. We expanded our search to central Virginia and quickly came upon the Ivy Inn for sale. A month later, we were moving to C’ville.”

Descended from a long line of restaurateurs, Angelo knew early on that he was bound for food service. “I was 12 years old, we went to Blackie’s House of Beef in D.C.,” he recalls. “I had filet mignon and lobster tail and thought it was the greatest thing ever. I remember looking up at this ornate chandelier and saying out loud, ‘This is the kind of restaurant I want to own!’”

The Vangelopoulos’ culinary legacy stretches back over 80 years to the Greek village of Velventos, less than 20 miles from

the real Mount Olympus. Here, Angelo’s grandfather, who he is named after, opened a bakery that became a central hub of commerce. Angelo says his father, the youngest of seven children, worked in the bakery, learning to cook from his grandmother, and carrying water from the village center every day to make bread. In 1965, Tom immigrated to the U.S. to take a job with his brother in Raleigh, North Carolina, at the aptly named Brother’s Pizza.

Over the next decade, Tom and his wife moved around the country, working at a phyllo dough factory in Cleveland, a pizzeria in northern Virginia, and a vertical gyro rotisserie in D.C. Finally, they settled at Victor’s, a Greek-Italian pizza parlor in Springfield, Virginia, where they served homestyle classics for another 18 years.

“It’s the restaurant I grew up in, though I have memories of most of them,” explains Angelo. “I learned by watching [my father] and his dedicated work ethic.”

Today, Angelo works closely with his dad in the kitchen. His wife, Farrell, is general manager and his brother-in-law is his sous chef. However, it’s not just DNA that keeps the Ivy Inn afloat. The Vangelopoulos team works hard to make its staff feel as close as family. Most famously, Angelo likes to thank his staff and their families each year with an Easter feast. After the pandemonium of the inn’s Sunday brunch, a gyro of roast goat, served in the property’s garden, transitions to a center of enjoyment and relaxation for the restaurant’s crew.

he Ivy Inn, an acclaimed local finedining staple, rests comfortably in the shady greenery of Old Ivy Road.

Klockner Stadium is just beyond the treeline, but in midsummer you would never know it was there while sitting in the outdoor dining space surrounded by lush flora. Once a tollhouse and tavern for travelers on the road to Virginia’s capital city, the historic property blends perfectly into the architectural chic of Charlottesville.

The original structure was built in 1715 and was partially destroyed by a fire in the early 1800s. Reconstruction of the property was funded by Jesse Pittman Lewis, a soldier and close confidant of Thomas Jefferson. The land changed hands several times, at one point purchased by the University of Virginia as part of the larger Faulkner Estate, named for William Faulkner, the esteemed author and writer-inresidence at the university. The building that houses the Ivy Inn Restaurant, as it is known today, is just over 200 years old, with most of the original construction still intact.

The restaurant recently celebrated its 25th anniversary under owner and head chef Angelo Vangelopoulos, who purchased the inn with his father, Tom, in 1995. After graduating from The Culinary Institute of America

Rediscovering history

to national audiences, has supported “The Future of America’s Past” from the beginning. Field Studio has now completed eight episodes over two seasons, covering topics like the Brown v. Board of Education decision outlawing segregation in schools, a New York City factory fire, and Chicago’s 1919 Red Summer race war. Almost 80 percent of PBS stations nationwide, including eight of the top 10 markets, have carried the show.

But the future’s somewhat uncertain for “The Future of America’s Past,” as the COVID-19 pandemic has delayed production on the show’s third season. Ayers says she and her husband have concepts for all four episodes, and in the meantime, they’re creating “Rapid Response” shorts tied to newsworthy events like the pandemic itself and the Black Lives Matter movement.

“We’re very encouraged by the national reach of the show,” Warren says. “The past is often terribly present, and too often history is a point of contention. We hope [“The Future of America’s Past”] shows how history can be constructive.”

For Ed Ayers, who’s spent his life trying to learn and convey the stories of “people who are not like myself,” the show is an opportunity to use a medium like television— not to mention his daughter and son-inlaw’s cinematic vision—to bring his work to younger and wider audiences.

“We live in history like we live in oxygen,” he says. “It is invisible, but it is constantly pushing and pulling on us and the people we love. The things of history are too often quarantined in the textbook. We’re trying to make history visible.”

hen Field Studio founders Hannah Ayers and Lance Warren went to cast a leading man for their historical documentary series “The Future of America’s Past,” they knew just who to put in front of the camera. Ed Ayers, who researched and taught history at the University of Virginia for 27 years before taking over as president of the University of Richmond in 2007, had the style and substance the wife-and-husband team needed to anchor their vision.

“Hannah and I have the same last name, but I don’t think it was just nepotism,” Ayers says, graciously giving his daughter, who he and his wife raised in Charlottesville, the benefit of the doubt.

“The Future of America’s Past,” specifically its pilot episode “Freedom’s Fortress,” recently was nominated for an Emmy Award through the National Capital Chesapeake Bay Chapter of the National Academy of Television Arts and Sciences. The regional honor is among a handful “presented in various area-specific ceremonies...honoring excellence in television programming,” according to the national Academy.

The Academy plans to announce its Capital Awards, in which “Freedom’s Fortress” will compete against five other films on August 8.

The younger Ayers and Warren conceived of their production company’s flagship documentary series in December 2017 as an educational vehicle, a way to breathe life into historical events by highlighting their impact on modern public policy. Their Richmond-based Field Studio soon began work on a pilot, and the team released its first series teaser in Spring 2018.

“Freedom’s Fortress” focuses on Virginia’s own Fort Monroe, a military installation that played a pivotal role in both the launch and end of slavery in British North America. The first enslaved Africans arrived at Fort Monroe in 1619, viewers learn in the pilot, and on May 27, 1861, a Fort Monroe officer gave escaping slaves refuge by making what became known as the “contraband decision.”

Major General Benjamin Butler said enslaved people reaching Union lines were “contraband,” meaning they would not have to be sent back to the Confederacy.

After Butler made his decision, thousands in bondage fled to Fort Monroe. Ed Ayers, who in addition to being the University of Richmond’s ninth president until he stepped down in 2015 was also UVA’s dean of the College and Graduate School of Arts and Sciences and won the Bancroft Prize for distinguished writing in American history, and says not even he knew the extent of Fort Monroe’s involvement in the United States’ troubled past before talking to folks in the area.

“I knew it was the place of the contraband decision, but that’s all I really knew,” Ayers says. “I, like many people, thought the first African people had been brought to Jamestown. People don’t really know the fact that the stories intersected.”

In “Freedom’s Fortress,” as in other series episodes, the host travels around interviewing locals: the Fort Monroe site superintendent, a local archeologist, even a brewer using historical yeast. Shedding light on traditionally misunderstood or underappreciated historical events and places is what “The Future of America’s Past” is all about, Hannah Ayers says. The idea is to produce a show with familiar elements—think the late Anthony Bourdain’s “Parts Unknown”— while taking on public history topics that speak to weighty issues like social injustice.

“We go to places where people are inspiring stories in the way they are keeping the history alive,” Ed Ayers says. “And we’re trying to tell those stories with sensitivity and care.”

Honest to God Karen Maine delivers a sharp coming-of-age comedy

face, but behind the scenes, raging hormones will not be denied, and the adult supervision is less chaste than it appears.

It would have been easy for Maine to sensationalize the antics on the retreat, and lesser films might focus on pent-up shenanigans or naively insist that sexual release is all these characters need. Yes, God, Yes is smarter, sharper, and funnier because it avoids those traps, remaining focused on what it wants to say, and avoiding clichés that would muddle the message. Alice is not any more enlightened or base than those around her. She’s no more honest or dishonest, no more empathetic or selfish. The only difference is that she carries no shame for her newfound feelings. She is every bit as capable of bad decisions, fudging the truth, and concealing her true intentions as those around her, but she

cannot reconcile the positivity of what she experienced with the guilt she is supposed to feel. She forgoes the self-deception of trying to live both ways, and forgives herself when she realizes nobody actually lives up to their outward personality. Dyer’s performance excellently captures the difficult emotional space of knowing that there should be conflict but feeling that there doesn’t have to be.

Maine co-wrote Obvious Child, a film in which the character’s journey never once involves an apology for her decision to have an abortion, and the humor comes from a similar place of honesty. Yes, God, Yes is a comedy about a sexual awakening, but it is not a “sex comedy.” It’s about the unnaturalness of denying the totality of who you are. or those of us who were teenagers in the 1990s and early 2000s, the “walled garden” of America Online was how many of us connected with the world on a then-unprecedented scale. One could surf the World Wide Web using an early browser like Netscape, but the security of a closed platform made this enormous new concept of the internet seem a little more orderly, manageable, and custom-made for the individual. It was also an introduction to how quickly digital anonymity can spiral out of control, where entering an innocuous chatroom can quickly turn into a solicitation for cybersex.

This is the inciting event in Yes, God, Yes, a coming-of-age dramatic comedy from writer-director Karen Maine. The story follows Catholic high school student Alice (Natalia Dyer) on her journey to self-discovery. During an eye-opening exchange on AOL, Alice discovers masturbation (thus the cheeky title) with no prior knowledge of what to do or how. At school, she’s taught that sex is only between a married man and woman for the purposes of procreation, and that anything outside of that is against God’s will, including solo sex. Meanwhile, religious schools are just as susceptible to cliques and popularity contests, and a weekend retreat called Kirkos is all the rage. Alice, wanting to fit in (and get close to the boy she actually likes), decides to join.

The retreat itself projects positivity, but in practice it’s little more than a vehicle for soft yet unrelenting peer pressure to confess feelings that aren’t sins, and to redirect young people’s adolescent confusion and need for role models into enthusiasm for the church.

Neither of these activities on their own are moral or immoral, but the more they are denied, the more their public-facing persona becomes a deception, and their private life becomes an obsession.

On the first day of the retreat, the students are given a list of words and told to circle the ones they’ve felt. Alice circles “turned-on” (then tries to erase it in horror), and is later confronted about it, despite being told there were “no wrong answers.” Many students likely considered circling that word but didn’t to maintain their facade. Alice’s life is made more difficult because she was honest. This is an unfair trap: Reward self-denial, and punish self-acceptance.

While avoiding spoilers as much as possible, the film ends with a meditation on the true meaning of confession, forgiveness, and honesty. We are used to a film climaxing with a grand statement of sincerity, the misun-

In all of the zodiac, you Capricorns are among the least likely to be like that. One of your potential strengths is the inclination to cultivate robust desires that are rooted in a quest for rich experience. Aries (March 21-April 19): In her book Sticks, Stones, Roots & Bones, Stephanie Rose Bird reports that among early African Americans, there were specialists who spoke the language of trees. These patient magicians developed intimate relationships with individual trees, learning their moods and rhythms, and even exchanging non-verbal information with them. Trees imparted wisdom about herbal cures, weather patterns, and ecologically sound strategies. Until recently, many scientists might have dismissed this lore as delusion.

But in his 2016 book The Hidden Life of Trees, forester Peter Wohlleben offers evidence that trees have social lives and do indeed have the power to converse. I’ve always said that you Aries folks have great potential to conduct meaningful dialogs with animals and trees.

And now happens to be a perfect time for you to seek such invigorating pleasures.

Aquarius (Jan. 20-Feb. 18): The people who live in the town of Bazoule, Burkina Faso regard the local crocodiles as sacred. They live and work amidst the 100-plus creatures, co-existing peacefully. In Memoriam...

Ed C. Waxman 4/12/58 - 7/25/2020 Ed Waxman was born with gifts that most of us only have when we’ve lived our lives to old age. He was wise beyond his years. He was a fantastic person brimming with love, kindness, laughter, and a never-ending empathy for humanity. Anyone who knew him or was fortunate to have met him will never forget him. His sense of humor and lighting quick wit was simply unforgettable. Ed was born into a loving family on April 12, 1958, in Wilmington, Delaware. His mother, Esther, father, Seymour brothers Ken & Dan, and a large extended family embraced Ed and watched him grow into an amazing man. Ed touched many people throughout his life from Wilmington, Delaware to Charlottesville, VA, where he spent much of adult life living near his brother Ken. Many people in C-Ville remember Ed as “The Natural Music Man,” which he proudly called himself. He played on the downtown mall in C-Ville for many years. Ed was a serious guitar player and a great musician. He knew how to play and sing a million songs. He loved listening to many different genres of music too. However, his all-time favorite musician was Joni Mitchell. He loved Joni and always hoped someday he could meet her in person to thank her for making him feel good. After Ken’s passing in 2018, Ed moved to Maine to be closer to his brother Dan and his family and made many new friends as he joined the Barron Center family. He loved Maine. Ed loved all of his caregivers at The Barron Center. Ed’s family will be forever grateful for the extraordinary loving care he received while living there.

Ed is predeceased by his mother, father, and brother Ken. He is survived by; his brother Dan, and wife Dory of Portland, nephews Ben/Whitney, Arlo, Wyatt, Adam/Kate, Olivia, Nola of Westbrook Maine, Josh and partner Vicki Samborski of Boston, MA, sister-in-law Antje Kohrs Waxman of Charlottesville, and niece Corrina Waxman and husband Andy Petrus of Richmond, VA. TJPDC and Regional Housing Partnership Announces Rental and Mortgage Relief Program for RegionTen The Thomas Jefferson Planning District Commission (TJPDC) and the Central Virginia Regional Housing Partnership and their community partners have launched an emergency mortgage and rental assistance program that is expected to keep over 1,000 families in their homes within the TJPDC’s Region Ten, which includes the City of Charlottesville and the Counties of Albemarle, Fluvanna, Greene, Louisa and Nelson.

The COVID-19 Emergency Rent and Mortgage Relief Program (RMRP) is a partnership with the Virginia Department of Housing and Community Development. Federal CARES Act funding, in excess of $450,000, will initiate the program, with up to $2.2 million available as demands are met.

The program will make rent and mortgage payments that are in arrears for eligible individuals or families who have experienced a loss of income due to COVID-19. Area partners include the City of Charlottesville, United Way of Greater Charlottesville, Monticello Area Community Action Agency, and Nelson County Community Development Foundation.

JAUNT, INC. and Greene County Transit Announce Transition of Service Effective July 1, 2020, Greene County transferred all on-going responsibilities and obligations for operating Greene County Transit to Jaunt, Inc. including service operations, human resource management, public outreach and engagement, grant management, asset management and financial responsibility.

This transition of service represents an opportunity for Greene County to become part of a successful regional transit enterprise. 2020 Freefall Music Festival canceled, other community programming still happening Due to the COVID-19 pandemic, WTJU 91.1 FM and IX Art Park have decided to cancel Charlottesville’s 2020 Freefall Music & Art Festival, originally scheduled for August 29 through October 3.

Throughout the fall, IX Art Park will program socially distanced outdoor concerts, arts events, and farmers markets, in compliance with current Virginia executive orders. IX’s current schedule is online at IXArtPark.org.

CAAR Homes Sales Report 2nd Quarter 2020 Market Report Key Takeaways Economic Conditions • Like the rest of the Commonwealth, the Charlottesville region was hit hard by job losses during the spring. However, there is evidence that the regional economy is improving as we head into summer.

• Consumer confidence in the economy rebounded, after plummeting in March and April. Expectations about future economic conditions have been improving over the past two months.

• Record low mortgage rates have driven a refinance boom and have helped sustain the for-sale market during the COVID19 pandemic and economic downturn.

Low rates will continue throughout 2020 and into 2021.

Housing Market Conditions • Sales activity slowed in the CAAR housing market this quarter as COVID-19 uncertainty continued through the spring months. There were 1,181 sales throughout the CAAR footprint in the 2nd quarter, which is 217 fewer sales than a year ago, a 16% drop.

• Despite the slowdown in sales, home prices continue to climb in the region.

At $331,500, the 2nd quarter median sales price in the CAAR housing market rose 4% from last year.

• The shrinking inventory trends have accelerated in the CAAR footprint amid the on-going pandemic. Similar trends are occurring throughout the State.

There were 1,198 active listings at the end of the 2nd quarter in the CAAR market, 592 fewer active listings than last year, a 33% plunge.

Economic Overview The COVID-19 outbreak led to an unprecedented economic downturn in both the U.S. and in Virginia. However, there is evidence that the economy has reached a turning point, and conditions should be improving over time. Nationally, the economy lost 22 million jobs in March and April. In May and June, however, the U.S. economy added 7.5 million jobs.

Virginia also shed hundreds of thousands of jobs in March and April. However, in May, the State added 19,800 jobs.

Like the rest of the Commonwealth, the Charlottesville region was hit hard by job losses during the spring. However, there is evidence that the regional

economy is improving. In May, the unemployment rate in the Charlottesville area was 8.2%, higher than the 2019 average, but below the unemployment rate in April and lower than both the U.S. and Virginia unemployment rates.

New residential construction activity slowed in the 1st part of 2020 as economic conditions weakened. In May 2020, there were 67 permits issued for new residential housing units in the Charlottesville metropolitan area, which is down 36% from May 2019. Over the 1st 5 months of 2020, there were 344 permits issued for new residential units, a pace that is off by about 21% compared to 2019. More than 80% of these new residential permits were for single-family homes, and less than 20% were for townhomes and units in multifamily buildings (both rental and condominium).

Consumer confidence rebounded in June, although individuals and families were still feeling uncertain about economic conditions during most of the 2nd quarter. Among residents of the South Atlantic region of the U.S., which includes Virginia, the measure of confidence in current economic conditions was 103.3 in June, up strongly from April and May, though still significantly lower than the level earlier this year. The

measure of consumers’ confidence in future economic conditions rose to 110 in June, indicating growing confidence in where the economy is heading. A consumer confidence measure above 100 indicates consumers are feeling more optimistic about economic conditions.

Throughout the spring and into the summer, mortgage rates have fallen to record lows. In the week ending July 4th, the average 30-year fixed-rate mortgage rate fell to 3.07%, down from 3.18% a month earlier and down from 3.75% a year ago. Record low mortgage rates have driven a refinance boom and have helped sustain the for-sale market. Mortgage rates should remain low throughout 2020 and 2021, which will help support the recovery of the State’s housing market.

Housing Market Overview The typically busy spring market in the CAAR footprint was slower this quarter compared to prior years. Market uncertainty associated with COVID-19 is keeping many would-be sellers from listing their homes, which is limiting the options available for buyers who are still active in the market. Some buyers could also be waiting to see if economic conditions improve, though historically low interest rates will help to keep financing attractive.

While sales at the regional level declined in all 3 months of the quarter (April, May, and June) compared to the prior year, the rate of decline moderated somewhat in June, and some local markets, such as Fluvanna and Louisa counties, had sales growth in June, a signal that market activity will be trending back up in the summer in some local areas. The inventory of active listings has been shrinking consistently over the past 5 years in the CAAR region, but the current pandemic has accelerated this trend, and active listings fell sharply this quarter. The tight supply of homes continues to put upward pressure on home prices in the region.

Sales Sales activity in the CAAR housing market slowed down considerably in the 2nd quarter. There were 1,181 sales across the CAAR footprint in April, May, and June, which is 217 fewer transactions than a year ago, a 16% drop. This is by far the sharpest decline in sales activity in the region in more than 4 years and reflects the uncertainty in the market from COVID-19. Similar trends are occurring in other parts of the state. The overall sales numbers for Virginia declined 10% in the 2nd quarter compared to last year.

Sales Prices Despite the slowdown in sales activity, home prices continue to climb in the CAAR region. At $331,500, the 2nd quarter median sales price rose 4% from last year, a gain of $13,500. The median sales price in the region has increased for 5 consecutive quarters. The rising prices reflect the shrinking inventory of active listings that are available to buyers in the local markets. Similar upward price trends are occurring throughout the State. The median sales price in Virginia rose 2% in the 2nd quarter compared to last year.

While the full impact of COVID-19 on the local housing market continues to be monitored, the direct impact on the inventory is already quite evident. Housing markets throughout the Commonwealth experienced dramatic declines in active listings over the past several months as more would-be sellers continue to wait to see how the market responds to the pandemic. At the end of the 2nd quarter, there were an estimated 1,198 active listings on the market in the CAAR footprint, which is 592 fewer active listings than there was at the same time last year, a 33% drop. The supply in the CAAR housing market had already been shrinking steadily for the past several years, but COVID-19 has accelerated the inventory decline. The tight market supply is likely constraining sales activity in some local areas and continues to put upward pressure on home prices in the region. The supply declines accelerated in many parts of the State, as well. The overall inventory of active listings in Virginia at the end of the 2nd quarter was 39% lower than it was a year ago.

There was approximately 3.3 months of supply at the end of the 2nd quarter in the CAAR area, down from 4.9 months

last year. This is the largest supply drop in the CAAR footprint in nearly 5 years.

The months of supply is calculated by taking the average monthly sales over the preceding 12-month period and dividing it by the inventory of active listings. In most housing markets, a supply below 6 months tends to favor sellers rather than buyers.

Even with rising home prices, the slowdown in sales led to a lower sold dollar volume in the CAAR housing market this quarter. There was approximately $481 million in sold volume in the region during the 2nd quarter, down by about $62 million compared to a year ago, representing an 11% drop. This is the 1st decrease in sold volume in the CAAR housing market since the winter of 2019, and the largest volume decline in more than 5 years.

ith its lovely old buildings and hilly streets, it’s been called the prettiest town in Virginia, and Smithsonian Magazine once named it one of the 20 best small towns in the country.

But let’s hear how New Hampshire transplant Bruce Elder describes it.

Owner of one of the more distinctive places in town (an antique car dealership that in normal times functions twice a week as a museum) Elder found Staunton 31 years ago.

“I had this wish list, the kind you have as a teenager when you’re looking for the perfect girl,” Elder says. He wanted a warmer climate, with a year-round car culture, and a cosmopolitan community,

where he could raise his kids in a multicultural environment. When he found the perfect building for his business, “the first concrete and steel structure in Virginia,” he enthuses, “it was like an arranged marriage in which I absolutely fell in love with my bride. Staunton was a town filled with possibility and still remains that way.”

Once painted by celebrated folk artist Grandma Moses, Gypsy Hill Park comprises a full 214 acres and as many places to play as you can think of: a gymnasium, football field, baseball fields, basketball courts, running tracks, soccer fields, tennis, volleyball, and horseshoe courts, skate park, golf course, pool and playgrounds. Picnic shelters with tables and grills, a garden center, a duck pond, and a dog park are also available along with a 1.3-mile circular Constitution Drive that attracts walkers, joggers, cyclists and rollerbladers.

A 2.5-acre storm water retention pond is stocked with trout and is the site of two annual fishing derbies (boating is not permitted).

On summer evenings, people gather around an old-fashioned bandstand for entertainment, including the Stonewall Brigade Band, the oldest continuous community band in the country, dating to 1855. The park remains open, with users required to observe stringent physical distancing guidelines.

Horse lovers enjoy hour-long guided horse trail rides just outside of town at Star B Stables. Guides provide needed assistance; prior riding experience is unnecessary. The cost is $45 per person for a 1-hour ride.

Stonewall Jackson Hotel Wilson’s birthplace is hardly the only impressive structure in Staunton. Originally one of the first settlements west of the Blue Ridge Mountains, the city is lauded for its picturesque and wellpreserved downtown and its charming and eclectic housing stock.

The Colonial Revival-style Stonewall Jackson Hotel on South Market Street went up in 1924, but was in decrepit condition by the 1980s. A $21 million restoration completed in 2005 preserved many of its original features, including chandeliers, wall sconces and marble

Frontier Culture Museum Staunton’s Frontier Culture Museum of Virginia tells the stories of America’s first pioneers: of their ways of life, and the traditions they carried on and created. Walking paths and trails lead to the museum’s 11 permanent exhibits, where costumed interpreters bring history to life. Open seven days a week, 360 days each year, the museum is currently accessible to a limited number of visitors.

Bruce A. Elder Antique and Classic Automobiles “You talk about automotive history, this place was the largest garage in the South when it was constructed in 1911,”

Elder says about the former Beverley Garage, where he opened his business in 1989. Currently open for sales and appraisals, Bruce A. Elder Antique and Classic Automobiles stocks about 60 cars at a time. “It’s an international trade,” Elder says. “We act as brokers for collectors and museums of all types of antique collectible vehicles. We’ve handled cars that were used in motion pictures, cars that we’ve supplied to motion pictures, and cars owned by celebrities.”

Perhaps the most famous car in Elder’s care was a vehicle, now in a museum in North Miami, Florida, specially built for Dick van Dyke in the 1968 musical adventure fantasy film, Chitty Chitty Bang Bang.

While his stable includes low-mileage cars that are unique but expensive, it also encompasses more reasonably priced rides.

“We have a 1965, wrangler-red Mustang, a one-family owned car, for only $20,000.

It’s a good investment and a lot of fun.”

Technically the business is not a museum, Elder notes, but “about five years ago we created tours for people who weren’t necessarily customers but wanted to come in and learn.” Eyeballing the jawdropping collection of historic vehicles is only half the fun—the other is hearing Elder tell stories about them.

In good times, the public is invited to tour the collection on Fridays and Saturdays at 10:30 a.m., and 1:30, 3:00 and 5:00 p.m.; tickets are $5 for persons 16 and over. Children accompanied by adults are free. Tours are suspended for now, but the business is open by appointment for sales and appraisals.

Heifetz International Music Institute Founded in 1996, the non-profit Heifetz International Music Institute is dedicated to coaching promising young classical musicians and helping them launch careers. The Institute’s teaching philosophy is that artists express their individuality not only through technically and intellectually robust music making, but also through emotional and physical engagement with the music they play.

Usually the Institute conducts a sixweek summer program utilizing the Heifetz Performance & Communication Training system to help students become well-rounded, communicative artists by improving their technical agility and musicianship, self-confidence, gestural and verbal communication skills, and leadership capacity both on and off stage.

This summer, Heifetz’s Virtual Concert Hall series, Rubato, features daily concerts livestreamed on its YouTube and Facebook channels and made available for seven days following the broadcast.

Staunton Music Festival When pianist, harpsichordist, and conductor Carsten Schmidt organized some concerts for a handful of friends back in 1998, he wasn’t thinking of bringing an international cast of eighty musicians to town for thirty-plus concerts in ten days every year. But the Staunton Music Festival was all set for its 23rd year this summer, and intends to return in 2021.

America’s 28th president, Woodrow Wilson, was born in Staunton in 1856.

Although he lived there barely a year before moving to Georgia and then South Carolina, Staunton houses his Presidential Library and Museum in the Greek Revival manse where he was born, on a hill in the city’s Gospel Hill historic district.

Museum visitors can take self-guided tours through seven galleries devoted to Wilson’s early years and later presidency, as well as to period issues and events including suffrage, prohibition and World War I. Exhibitions include the President’s restored 1919 Pierce-Arrow limousine, World War I weapons and uniforms,

and a state-of-the-art display recreating life in the trenches where so much of the war was endured.

Children can enjoy scavenger hunts and hands-on activities in the Kids’ Corner. The research library is open by appointment. The Victorian-style terraced gardens behind the Manse were designed by Charles Gillette and planted in the early 1930s by The Garden Club of Virginia.

The museum is open 9:00 a.m. to 5:00 p.m. Monday through Saturday, and noon to 5:00 p.m. on Sunday. Visitors must wear masks and are asked to observe social distancing. For people who would prefer not to visit in person, the museum offers ticketed virtual tours available every half hour from 10:00 a.m. to 3:30 p.m. Digital resources and virtual programming are free.

Over at the free Augusta County Railroad Museum in the Staunton Mall the focus is on railroad history and railroad miniatures. In addition to its collection of operating model train layouts, the Museum shows a large selection of railroad art depicting railroad scenes and steam, diesel, and electric locomotives, many of which no longer exist. Shelves display antique model trains that are collector’s items, and artifacts like lanterns and railroad signs. The museum is currently closed.
