Homeport Change 2011 Frequently Asked Questions NIMITZ will be completing its Homeport Change to Everett, WA in December 2011. The information provided will assist answering questions you and your family may have. Who will get a Homeport Change Certificate (HPCC)? All personnel who are attached to the ship on the date CNO promulgates a change of homeport are entitled to move themselves along with family member(s) and ship Household Goods (HHG) if they have a PRD of December 2012 and a EAOS of 15 December 2012 or greater. The COHP effective date is 15 December 2011. Who will not get a Homeport Change Certificate (HPCC)? 1. Personnel who have received PCS orders (including separation or Release from Active Duty (RAD) orders) or received written notification of intended issuance of such orders prior to movement of family member(s) or shipment of HHG. 2. Personnel who have less than 90 days obligated service (OBLISERV) remaining on the effective date of the change of homeport. Separation or RAD orders will be issued for these personnel. 3. Personnel with less than one year remaining onboard NIMITZ from COHP effective date. How do I get an HPCC? Fill out a HPC questionnaire and turn it in to your departmental coordinator. Certificates are processed as they are received. HPCC will be provided to your departmental coordinator once signed. What entitlements do I receive with a HPCC? An HPCC will entitle you to shipment of Household goods (HHG), travel allowances from Bremerton to Everett. Authorized one day flat per diem at $123 and a mileage allowance of $0.19 per mile including one way Ferry cost, if used. If you have dependents and two vehicles with two drivers (a family member (i.e. spouse or child) with a valid driver’s license) you will receive $0.19 per mile, per vehicle, $123 flat per diem for yourself, a percentage of that per diem for each authorized traveler, and Dislocation Allowance (DLA), if applicable. Personnel will also be entitled to 1 day of travel and may request up to 4 days of proceed time through their department.

If you are currently receiving FSA based on denying a HPCC to Bremerton and you are not entitled to a HPCC to Everett, then you will continue to draw FSA unless your dependent relocates to the members location. I am married to another military member, what do I have to do for spouse co-location? You are required to have 1 year onboard prior to requesting spouse collocation. Once the 1 year minimum is met, cases will have to be worked through your applicable detailers. Further guidance may be found in MPM 1300-1000 or by contacting your Department CCC. What if I do not qualify for a HPCC and I do not intend to re-enlist at my EAOS? The CO may grant at his discretion, early separation requests up to three months prior to member’s EAOS. For further guidance contact your Department CCC. Would a Sailor who requires orders due to a homeport change be waived from Perform to Serve (PTS)? No. Sailors must still obtain PTS approval for reenlistment and extension if OBLISERV is required. *Note: If your EAOS gets extended to match PRD for a HPCC ensure your ECM is contacted to see if the extension takes your PTS quota away. I want to extend my PRD/EAOS for the home port change in order to get a HPCC, what do I have to do? You will need to work with your departmental Homeport Change Coordinator and Career Counselor to submit a 1306/7 to Navy Personnel Command to request a PRD adjustment to 12 months past the effective date of the home port change. In addition, you will have to request that your EAOS be extended to the new PRD. Please refer to NAVADMIN 242/09 in regards to short term extensions.
If I do not receive a HPCC what entitlements will I receive? Personnel who have less than one year remaining onboard NIMITZ from the COHP effective date will be entitled to Family Separation Allowance (FSA) if you do not commute daily from Everett to dependents location.
I have an Exceptional Family Member (EFM), what do I have to do? Naval Station Everett is a Level 5 EFM installation and can accommodate all EFM needs. Contact the ship’s EFM coordinator LT Weiss (HSD DEPT COORD), for more information.
Under what circumstances will members receive Family Separation Allowance? There are two situations in which you may receive FSA.
How do I apply for childcare at the Child Development Center (CDC) on base? What are the approximate wait list times and priority? Information and applications for childcare at the CDC can be requested at www.navylifepnw.com or you may call 888 463-6697. Waiting list times are subject to the age of the child(ren) and your category for care (i.e. Single Parent, Dual Military, Working Spouse, Non-working Spouse, Spouse attending school etc.). When openings become available, you will be contacted based on your application date and the projected date of arrival to Everett that is provided on your application. If care is not available at the CDC, you may also request a listing of available licensed Family Childcare Development Homes (CDH) in the local area or area where you will be residing.
1. If you received orders to NIMITZ after the COHP promulgation date, you were directed to move your family to Everett. If your family has moved to Everett, and you have updated your Page 2 to reflect their new address, you are entitled to FSA from the date your family moved to Everett until the COHP effective date. See note below. 2. If you ARE NOT entitled to an HPC certificate and forced to leave your family in Bremerton, you will be entitled to FSA on the COHP effective date if you are not commuting daily. Note: In both cases personnel will be required to sign a NAVPERS 1070/613 stating they do not commute daily between Everett and Bremerton to receive FSA. Commuting daily is defined as remaining in the area of the ship 4 days out of the week. If I am currently receiving FSA because I declined a HPCC to Bremerton when will my FSA entitlement stop? Personnel who declined an HPCC from San Diego to Bremerton will lose their FSA entitlement upon their dependents relocating to the member’s location or upon the COHP effective date to Everett, WA,
I need to break my current lease… how do I do that? With a HPCC/PCS orders, you will be able to terminate a lease under the Service Members’ Civil Relief Act. Notices to vacate must provided 20 to 30 days in advance depending on your lease/contract and must be in writing per the Washington State landlord/tenant laws. Those who are not entitled to a HPCC will get a Statement of Deployment letter to present to their landlord. For additional guidance contact the local Housing Services Center or NIMITZ Legal Department. I am a single Sailor, what do I need to do to keep my BAH? Single E5 & E4s with over 4 years Naval service must request to receive BAH in Everett and provide a copy of a lease or mortgage.
Updated 3 Oct 11 Single E6 and above can elect to receive single BAH as long as they are not occupying government quarters and provide Personnel with a lease.

Will single E4 and below Sailors with less than four years Active Naval Service be required to live onboard the ship? Naval Station Everett has a total inventory of 1020 spaces. USS ABRAHAM LINCOLN is currently allocated 56% of the total inventory of spaces. The LINCOLN is scheduled to change homeports before our arrival and we anticipate that NIMITZ will be allocated the same percentage of spaces the LINCOLN occupied. If there are not enough spaces for all single E4 and below with less than four years of Naval service then the rooms will be assigned fair share by department. It will be up to the departments to assign their best Sailors to rooms as they feel appropriate. Keep in mind, the ship will be habitable and therefore living in the Bachelor Enlisted Quarters is a privilege not an entitlement.
My family is currently living in Navy/Govt. Housing in Jackson Park or Bangor; will I be required to move my family out of housing? No. You are not required to move your family out of Jackson Park or Bangor when NIMITZ changes homeports.
Can my spouse arrange and execute my HHG move if I am not available or TAD out of area? Yes, as long as they have a power of attorney to move your household goods. A template for the power of attorney is located on the NIMITZ website under Leasing and Legal tab. Contact the Legal Department for more information if required. When is the last day prospective gains can move their dependents or HHG to Bremerton under their current orders? HHG cannot be shipped and dependents will no longer be authorized to travel to the current homeport of Bremerton once the promulgation date is established. They will only be authorized to travel and ship HHG to Everett, WA (there is no waiver authority in the JFTR for this). There will be a statement in the member’s PCS orders stating this and the transferring PSD and Personnel Property Office will enforce this requirement. When is the last day I can move my family or HHG to Everett, WA with a HPCC? You may move family to Everett up to one year from the time you receive your HPCC. Does Everett have a higher BAH rate than Bremerton? Yes. I am a married Sailor or a Sailor claiming dependents, when will my BAH change to the Everett rate? Everybody’s BAH will change upon the effective date of the Homeport Change which is 15 December 2011. Sailors who have dependents that reside outside the area of their PDS can request BAH at dependent location with a special request chit. See your departmental HPC Coordinator for details. If the member is currently receiving BAH at dependent location a new special request chit is required to maintain entitlement. Requests are due to Personnel by 1 December 2011 but not earlier than 1 October 2011. When can I execute my move? Once you receive your HPCC and your department can support your absence. If you execute your move prior to being issued a HPCC you will not be reimbursed for any expenses. Can I go to Everett under no-cost TAD orders to find housing? Yes, per MILPERSMAN 1320-210, the Commanding Officer can authorize up to 5 normal work days house-hunting TAD. This can be extended to a total of 10 calendar days when combined with weekends, holidays and liberty. When can I apply for Military/Family Housing in Everett? You can apply now. A housing application package consists of the following documents which can be found at www.navylifepnw.com and should be emailed to Everett-housing@navylifepnw.com: - DD Form 1746 (Housing Application) - Registered Sex Offender Policy Acknowledgement (Addendum A) - Copy of your Change of Homeport Certificate that brought you from San Diego to Bremerton or PCS Orders to NIMITZ if orders were received after the Everett COHP promulgation date. - NAVPERS 1070/602 (Dependent Record of Emergency Data).
