M
ost people are familiar with the “carrot and the stick” means of motivating behaviors in people; The stick represents threats of discipline and punishment, while the carrot represents incentives and benefits in return for compliance. To deter Sailors from drinking and driving, Command Master Chief Greg Renick is turning to the carrot. Under the incentive based program, divisions on board USS Nimitz (CVN 68) will be awarded 24 hours special liberty for every 90 days they go
without a driving under the influence (DUI) charge or alcohol related incident (ARI). After 90 days, a division will be given 24 hours special liberty, then 48 hours after 180 days and 72 hours for 270 incident free days all the way up to 96 hours for 360 days. “The XO [executive officer] asked me to come up with a plan and track the plan and make sure departments are complying with it,” said Renick. “When our Sailors are doing something good, we want to reward them.” The program is a way to en-
courage Sailors who are making positive decisions rather than focusing solely on the negative outcomes of poor decisionmaking. “At times I feel that the message becomes too negative,” said Renick. “I want to emphasize that 98% of our Sailors are doing good things and doing things right. Sailors understand that if they violate the UCMJ [Uniform Code of Military Justice] they’re going to be held accountable and it’s very clear. is positive reinforcement for the majority of the crew that are doing things right.” Renick has tried similar programs at his previous commands and found success with them. “On my previous destroyer, we went two years without a DUI,” he said. “The incentivebased programs work out better for younger Sailors. They realize that when they do good things, good things will happen for them. I want Sailors to not get in trouble. I want them to succeed and do well and do the right things.” Ideally, the program will spark discussions amongst peers, and drive Sailors to motivate and help each other make responsible decisions. “I’m asking CSADD [Coalition of Sailors Against Destructive Decisions] to sponsor
our DUI signs because I want people to associate our CSADD with that,” said Renick. “I want it to be competitive, not in a negative or threatening way, but I want people to be talking amongst themselves about making plans. I want this to be peer driven. I don’t want this to be the chiefs threatening. I want this to be peer-motivated and about peers looking out for each other.” The issue is important enough to Command Master Chief Renick to warrant his personal administration of the program. “I’m tracking it,” said Renick. “It’s important enough to me to manage the program and go to the departments and ask them when they’re giving out liberty. I want to take on administrative management for that because I want everyone to know that we

are enforcing that program. In one year you could get an extra 10 days off per year free just for doing what you’re supposed to be doing already. We’re not asking anyone to do anything extra.” Sailors who are already making good decisions and drinking responsibly can now look forward to the prospect of extra liberty. For those who may have made some mistakes in the past, they now have more incentive than ever to make good choices. “It gives Sailors an attainable goal to reach,” said Seaman Tycon Gardner from Norfolk, Va. “It’s good it’s by division because you have to work together and help each other out. Divisions are together anyway, so be there and support each other.”
