Drafted by Thomas Jefferson between June 11 and June 28, 1776, the Declaration of Independence is at once the nation's most cherished symbol of liberty and Jefferson's most enduring monument. Here, in exalted and unforgettable phrases, Jefferson expressed the convictions in the minds and hearts of the American people. The political philosophy of the Declaration was not new; its ideals of individual liberty had already been expressed by John Locke and the Continental philosophers. What Jefferson did was to summarize this philosophy in "self-evident truths" and set forth a list of grievances against the King in order to justify before the world the breaking of ties between the colonies and the mother country. The Federal Convention convened in the State House (Independence Hall) in Philadelphia on May 14, 1787, to revise the Articles of Confederation. Because the delegations from only two states were at first present, the members adjourned from day to day until a quorum of seven states was obtained on May 25. Through discussion and debate it became clear by mid-June that, rather than amend the existing Articles, the Convention would draft an entirely new frame of government. All through the summer, in closed sessions, the delegates debated, and redrafted the articles of the new Constitution. Among the chief points at issue were how much power to allow the central government, how many representatives in Congress to allow each state, and how these representatives should be elected--directly by the people or by the state legislators. The work of many minds, the Constitution stands as a model of cooperative statesmanship and the art of compromise. During the debates on the adoption of the Constitution, its opponents repeatedly charged that the Constitution as drafted would open the way to tyranny by the central government. Fresh in their minds was the memory of the British violation of civil rights before and during the Revolution. They demanded a "bill of rights" that would spell out the immunities of individual citizens. Several state conventions in their formal ratification of the Constitution asked for such amendments; others ratified the Constitution with the understanding that the amendments would be offered. On September 25, 1789, the First Congress of the United States therefore proposed to the state legislatures 12 amendments to the Constitution that met arguments most frequently advanced against it. The first two proposed amendments, which concerned the number of constituents for each Representative and the compensation of Congressmen, were not ratified. Articles 3 to 12, however, ratified by three-fourths of the state legislatures, constitute the first 10 amendments of the Constitution, known as the Bill of Rights. Although most of the Framers of the Constitution anticipated that the Federal judiciary would be the weakest branch of Government, the U.S. Supreme Court has come to wield enormous power with decisions that have reached into the lives of every citizen and resolved some of the most dramatic confrontations in U.S. history. The word of the Supreme Court is final. Overturning its decisions often requires an amendment to the Constitution or a revision of Federal law. The power of the Supreme Court has evolved over time, through a series of milestone court cases. One of the Court's most fundamental powers is judicial review–the power to judge the constitutionality of any act or law of the executive or legislative branch. Some of the Framers expected the Supreme Court to take on the role of determining the constitutionality of Congress's laws, but the Constitution did not explicitly assign it to the Court. Marbury v. Madison, the 1803 landmark Supreme Court case, established the power of judicial review. From the modest claim of William Marbury, who sought a low-paying appointment as a District of Columbia Justice of the Peace, emerged a Supreme Court decision that established one of the cornerstones of the American constitutional system.

> Yes, this great nation of ours has been through a lot of changes. Some for the good and some for the bad. We as Americans have the right to change things every day and only us can make those changes. When was the last time you honestly, and I mean HONESTLY, left an auto repair show satisfied? Not the “oh my car is fixed, whew” satisfaction, but really been happy to have visited and had your car worked on by that business, to have enjoyed the people, the atmosphere, and experience. If it’s been a while, I suggest you take a drive into Save on Tires in Tigard, OR, and talk to Joe. Joe Garcia was a star in business long before he opened Save on Tires. And before he was a star in business, he was a young boy living in Nogales; even at a young age, he developed a strong sense of family and community from his grandmother. Before Hilary talked about a village raising a child, Joe lived, learned, and played in a community with a strong sense of belonging, a place where everyone looked out for everyone else, where people knew you by name, and where people put the prosperity of the community high on the list. As a young man, Joe knew an old shop owner in California named Nick; when people spoke of Nick, they always said things like “he’s a nice guy”, and “he did his best”, and “he did things the right way”. Words like these shaped the mind of a young man trying to find his way, and were a major influence in his business (and personal) philosophy. Move forward to the business world, Joe is a Vice President at a national bank, white collar, corporate, but also longing to be a pillar in the community, to make a difference. He decided to make a change; not because the job was so bad, but because it wasn’t complete. It’s not about the money – growing up in Nogales, Joe developed a love for life but not an obsession with the almighty dollar, understanding that wealth is defined not only in terms of greenbacks but in a sense of self and self-worth. It’s about being happy and comfortable in your own skin, about being a role model for his family, friends, and the community. Joe didn’t want to be rich or well-off yet feel as if he’s poor; he knew many people who had money but were unhappy. So, with that in mind, he took his own money, his own experience in the automobile industry, and opened Save on Tires. Joe is not just a nice guy, but a helluva nice guy. And his staff reflects his personality, his plain joy at serving the community. I, personally, have not been to many auto repair shops who have Joe’s keen eye on treating the customer right. Joe is a fearless leader in his business, and his team will take on any job they are able to perform. Unless they cannot perform the work for the customer in a timely manner, they will never turn away business. Understanding the urgency of this business, they really strive to do their best work as quickly as they can schedule. Joe has instilled an attitude of “do your best in anything you do” on his team, noting the old adage that “anything worth doing is worth doing right”. The staff at Save on Tires always does work with “good intention”; meaning they take the right path toward fixing the problem and serving the customer, and they do so with courtesy and respect. Joe and his staff are also not afraid to tell a customer “this is something we cannot do”; the honesty of taking care of your community also means not saying you can do something when you really can’t. That is NOT customer service, according to Joe. He recounts a story that really shaped his business philosophy: years ago he sent his wife to get her oil changed, and yet she came back with a repair bill of over $2,000! After speaking to the mechanic, he realized that it was disrespectful to speak down to people who do not know as much as he does about cars, and it was wrong to take advantage of people by “recommending” repairs that were not necessarily needed. That is how Joe and Save on Tires treats people like you and me; with dignity and respect. And you can expect honestly from Joe and the team; it might not be good nesws, but Joe and his staff will always tell you the complete situation, and be more than happy to discuss all the angles and potentials. It’s about informing the customer and helping them make educated decisions.

Save on Tires is active in the community as well. Joe and the team are active supporters of the local high schools (Tigard & Tualatin). Joe and his staff involve the local community as much as they can, hiring local expert mechanics and buying from local suppliers; giving back to the community from a personal AND business perspective. Joe is a strong family man but made sure to mention that he has not hired any family members, believing that he can take care of his family as a breadwinner and provider while at the same time taking care of the local community by hiring and providing jobs for local mechanics. How many business owners, in today’s economy, in today’s hard times, can say that they sacrifice a piece of their own fortune to provide jobs and income? A final note about Joe and his lead mechanic. Rick McDonald, an ASE Mastered Certified automobile mechanic, moonlights with CV NorthWest Magazine as our “Ask the Master” columnist. This, of course, should mean quite a bit given the high standards of our team here at CV NorthWest. I met Rick when he worked on my wife’s SUV (and then my Charger), and his level of knowledge is mind-boggling. Rick is Master Certified in electrical, transmission, transaxle, exhaust, and goodness knows what else; suffice to say that Rick’s level of certification at a point where only 5% of all the mechanics in the United States have his level of certification. He is top notch, smart, honest, and a good guy too. After all this, ask yourself “where should I take my business and who would I want to work on my car?” For me, and for the team at CV NorthWest, it’s Save on Tires in Tigard, OR. Motorcycle Riders All motorcycle operators must: Have a valid motorcycle-endorsed driver license or have a valid motorcycle instruction permit, Wear a motorcycle helmet that is DOT-compliant, Register their motorcycle and display a valid license plate and have liability insurance (25/50/20). All operators must carry their endorsed driver license or motorcycle instruction permit and drivers license and current proof of insurance when riding. Motorcycle operators riding on a motorcycle instruction permit must also: be supervised by an endorsed rider 21 or older operating a separate motorcycle and ride only during daylight hours and must not carry passengers. The penalty for riding without a motorcycle endorsement can be as much as $720 plus court costs. Motorcycle Equipment To be street legal, a motorcycle or moped must have: A white headlight, illuminated at all times, Motorcycles must have at least one, but not more than three, white headlights. Modulating headlights are allowed during daylight hours, at least one red taillight with a red stop lamp, at least one red reflector on the rear, one white license plate light, one rear-view mirror and a horn, turn signal lights. Motorcycles built before 1973 are not required to have turn signal lights, however, vehicles without turn signal lights may not be operated after dark. Fenders on all wheels, at least one brake operated by hand or foot, an exhaust system in good working order and in constant operation. The exhaust must prevent the discharge of any visible emissions and keep noise levels at or below standards set by the Department of Environmental Quality, a valid license plate mounted to be easily read and plainly visible from the rear.

Motorcycle Laws: A motorcycle may share a lane only with one other motorcycle. Lane sharing (lane splitting/filtering) with any other vehicle is illegal. Operators may not transport or carry any object that interferes with their ability to hold the handlebars or operate their motorcycle safely. If a motorcycle operator carries a passenger, the motorcycle must have a passenger seat and footrests. Passengers are only permitted to ride on a passenger seat behind the operator or in a side car. Passengers are required to wear DOT-compliant motorcycle helmets as well as the operator. There are no requirements for passenger age or size in Oregon. However, operators should use good judgment. Passengers should be large enough to reach the footrests, strong enough to hold on securely and mature enough to follow directions and behave predictably.

Yes, it is that time of the year and there are more motorcycles out on the road now than there was 2 months ago. In the 70’s and 80’s there was a safety commercial where the announcer was hiding a motorcycle operator behind a stick of gum and was less than 60 feet away from the rider. One of my favorite past-times is taking my motorcycle out for summer cruises to the coast or even just short rides thru the back country. The NW has some of the most beautiful scenery for riding. I do carry a fascination for travel, whether it be a brief weekend getaway or longer excursions to unfamiliar places. I enjoy taking in the varieties of life; different food, drink and conversation from multiple cultures. I lived abroad for a year, in Europe, and that experience really opened my eyes (and palate) to the many flavors of the world. I also happen to be a fitness enthusiast. I studied fitness and nutrition in my younger days and I was a personal trainer for awhile, however, my true passion lives in Rock n Roll. Outside of everything else I am a 'Rocker' tried and true. I LOVE singing and performing for a live audience. Currently I front the Van Halen tribute band 'Unchained'. Talk about inhibitions... I get to portray David Lee Roth on the weekends LOL unbelievably FUN! All in all though, when it comes down to it, there's nothing like a cold beer (or MANY beers!) hanging with some great friends and partying the night away. The NW has provided me with some AWESOME friends and I've got amazing people in my life.... For this I am truly grateful.... Www.cvnorthwestmagazine.com

The Xperience is not your run of the mill Jimi Hendrix tribute band, they are a tribute not just to Jimi Hendrix but to his music and his life. The artists that make up The Xperience; RG Valentino - Guitarist/Singer/Songwriter, David Duffee - Songwriter/Percussionist/Producer and Bill Cochran - Bass, Backing Vocals were all drawn to music and to each other from many genres of popular music, legendary artists and bands that range from BB King, Sly & the Family Stone, Robert Johnson, Grand Funk Railroad to Jimi Hendrix himself. Each member of this amazingly crystal clear tribute adds their own unique piece of the puzzle that brings together the true-to-life classic rock sound and energy of Jimi Hendrix brought back from the past. The musicians that have come together for the Xperience Tribute to Jimi Hendrix began their current journey in late 2010 as friends sitting in a barely lit room, jamming on acoustic guitars, sharing their past life’s experiences and their obvious love, passion and admiration for the late great artist. The Xperience Tribute to Jimi Hendrix was born in early 2011. All three members of this band have previously worked with great musicians and bands that range from Lenny Kravitz to Prince, Haven to Poorboy, but RG Valentine brings something to the Xperience that no other artist or guitarist can; he not only makes you hear Jimi, he makes you feel Jimi in your soul and what Jimi wanted his fans to see and feel in every note of his music. “People just love it because they can feel us, the spirit on stage and I tell anyone, if you like Jimi Hendrix’s music and grew up with it, you’ve got to see The Xperience because it will send you back” says Dianna B. who lives in Washington and who saw Jimi Hendrix perform live on more than one occasion. The Xperience shows have drawn a wide range of rave reviews, and it shows that their fans and musicians alike feel their performances embody the “true spirit of Jimi Hendrix and his passion for music.”

It is well known in the music world that one of the first major gigs that Jimi Hendrix did was Woodstock in 1969. Cox, one of the members of Jimi Hendrix’s band once said in an interview about that show “Jimi pulled the curtain back and looked, and his eyes were big as quarters and in his [Jimi’s] wisdom, he said, “You know what, these people are sending a lot of energy up to the bandstand. So what we’re going to do is we’re going to take that energy, absorb it musically and send it right back to them.” You can see that exact expression in RG’s eyes and face every time he talks about his music and the energy that he feels from all of the members of The Xperience. When asked to name the best honor that The Xperience has had today, they all agreed on the Mt. Tabor show with Iron Butterfly Ron Bushy and the fact that there were people at the show that had actually performed with Jimi Hendrix. To be blessed with that honor and the over-whelming expression of pure satisfaction on the faces of the people that attended the show proved to them [The Xperience] that they had it right on the money. Cylinder Boring for your V-Twin After your Harley has a lot of miles on it and it isn’t running as strong as it did. The cylinders seem to wear closer to the top and they lose mechanical efficiency. You can have them bored to get them straight. The engine will then run cooler and have more noticeable power. Evolution motors’ cylinders have a tendency to get out of round because of the long cylinder studs. When the motor gets hot, in long lines of traffic in hot weather, the cylinders will “barrel shape” themselves. Freshening up or beefing up the top ends of Evo motors will give you back the engine efficiency, response and power that you had from the start. Over-boring cylinders depends on how much wear you have in the cylinders and how big a motor you want when you are done with the work. When considering over-sizing a stock cylinder, you can maintain a cooler running big-inch motor with performance cylinders. Performance cylinders are recommended when building a performance motor. The more metal you have in the cylinders the more heat they can absorb and the less chance you have of over-heating and will have a longer mechanical life expectancy. It is recommended that all of the cylinder work should be done with the right honing machines and a true boring machine. It is also recommended that you have the work done by a professional mechanic that way all of the work is guaranteed.

Feeling as visiting an old friend, I rolled into those familiar stomping grounds of old. There it was to greet me... The massive Copper Penny marquee, one of SE Portland's icons, proudly perched atop the legendary restaurant and night club of its namesake - has been there as long as I remember. Entering the restaurant, there he was, the man, a true legend sitting at his 'office' table. I know this table where I've met with him before on other occasions. This meeting was different than the promoter pitches I've given in the past. Today I came to talk to the man who brought the Copper Penny into our hearts and find out what The New Copper Penny is up to. Can we collectively bring that back? His name is so well respected in this town but little is really known about Sakis Tzantarma, we all know him as Saki. I was extremely honored to spend the quality time getting to know this very noble figure. Saki is a very prideful man who does not boast or brag so it takes a bit of finesse to pull details out of him. Being in business for nearly 50 years with his 2 nephews and son Johnny by his side for over 30 years - that is something to be proud of! Not only proud of this achievement, he is proud of his family and likes to spend free time boating and out on the river and going on trips. Not many are able to carry a load like that. It took some prodding but through conversation I learned that he came to the US from his home country of Greece with only 5 Pennies in his pocket. Wow, I got goose bumps when said that! I am sure many don't know that, so I had to revisit it again. Yes, 5 Pennies. 47 years ago Saki opened the first resturant in downtown Portland, The Copper Penny Supper Club, then went on to Athens West featuring Greek entertainment. He opened this location, The Copper Penny while he owned and operated The Copper Penny II downtown. He talked of some interesting experiences with the ebbs and flows of owning, selling and keeping his businesses successful all these years. I asked him what the secrets are to staying in business so long and I was intrigued by his answers. "We cooperate with local law enforcement and obey the rules (OLCC)". Most importantly, Saki loves this country who gave him the opportunity to be a successful business man and provide his family a solid future. I could see the conviction in his eyes and hear it when he spoke, "Give back and share what you have" was the strong message I received. A longtime member of the Restaurant Association, Saki is very involved and hosts several charity fundraisers every year. He and his associates are also very loyal to the community, the ‘The Boys and Girls Club’ and ‘Doernbecher Children's hospital’, participating with these and other local organizations to help those who need it. Providing a safe environment for patrons is always a priority. A dress policy is in place, security check at the door, regular patrols with local law enforcement driving through or stopping in to check the crowd, 42 cameras monitor every corner of the entire premises as well as house security inside and outside. "We always take care to make sure the ladies are always safe" this I know, I was escorted by one of their security to my car during a recent night out myself. While talking I learned that 'back in the day' Saki was a professional boxer, something that he doesn't talk about everyday but said it was helpful back in the early days of The Penny when people got out of hand. Today customers will not be over served while others will not be allowed in the door if visibly intoxicated, a good policy in my book.

Getting back to the music.. I was delighted watching his eyes glisten when we touched upon the live music and the rockin’ days of the eighties. Saki remembers the first live rock band he booked, The Ghost Riders and then a country style band. We talked about the top notch bands of the time Sequel, Bad Karma, No Ties and Mirror, Mirror. Let's bring it back! We talked about what is NEW with The New Copper Penny... Saki brought up an important point, the club and musicians need to build a partnership to work together in bringing great live entertainment to the masses. Bringing Tommy Von Shillereff on board to manage the Summer music lineup has created a small army working hard to do just that! The Nightclub is so big you can almost get lost in there. Housing an amazing sound sytem and lighting rig, the place is wired for amazing Live Entertainment. Gigantic dance floor, 2 full service bars, 2 VIP areas, 1 greenroom, large restrooms, seating for 360 customers, this place can host some serious parties for any occasion. Live Music is now every Friday with Hip-Hop DJ and dance music from 1am-closing, then Dance Music on Saturdays. The restaurant is open for lunch and dinner offering a variety of foods from Greek and Mediterranean to traditional American including steaks. Many long time regulars can be seen dining daily. The smells from the kitchen offer old world sense of yum. The Pantheon Banquet Hall is an enormous sparkling room available for special occasion events and seats aprox 450 people. The room is beautifully decorated with white tablecloths, gorgeous chandeliers, stage riser and gazebo.
