For the “reel” collector, he even has original reel-toreel copies of many of films that played in suburban theatres around Australia. “Films like ‘The Slender Thread’ and ‘My Man Godfrey’... for any movie buffs out there, these are an ideal Christmas gift,” Malcom said.

“A friend of mine decided to move here three years ago, and I came to stay with him.

“I started out at Bondi Beach way back in 1974 and was there for more than 30 years,” he said.

“He told me to look at some of the prices here, and I found that I could buy a four-bedroom house and storage sheds, for what I couldn’t have bought a garage for in Sydney,” Malcolm remembers.

GROWING WHILE ALSO RETAINING VILLAGE LIFE IN BLAYNEY SHIRE Retaining the charm and unique ambience of village and town life while encouraging sensible development are issues that the next Blayney Council should focus on, Bruce Reynolds believes.

Bruce is one of five current Blayney Shire councillors seeking re-election for the seven-member Council.

Others seeking re-election include David Somervaille, John Newstead, current Mayor, Scott Ferguson, and Deputy Mayor, Allan Ewin.

Other candidates to replace the currently all-male Council include Iris Dorsett, Michelle Pryse Jones, and Craig Gosewisch.

The two councillors not seeking re-election are David Kingham and Scott Denton.

With only eight candidates for seven places and with two female candidates, this will ensure that at least one of the new councillors will be a woman.

Bruce would like to have seen a greater geographic spread of candidates from outside of Blayney town which comprises just half of the 7342-population shire that also includes the villages of Millthorpe, Mandurama, Lyndhurst, Barry, Neville, and Carcoar.

On a farming property between Millthorpe and Forest Reefs, he says that he and Allan Ewin from Browns Creek are the only two candidates outside of the Shire’s main population centre.

“It is still disproportionately from Blayney, I would have liked to have seen more people running from outside of town,” he said.

development soon.

Another is the Flyers Creek Windfarm which is nearing final approval and construction near Cadia. Both of these will bring major construction and development work to the Shire, something that the new Council will have to effectively-manage.

With these two giant developments and a sudden rush for country living from people fleeing the cities, protecting the heritage of villages like Millthorpe and Carcoar from overdevelopment should be central to the next Council, Bruce believes.

“You’ve got plenty of development goingon in the region — particularly with Cadia’s (gold mine) expansion as well — which will also affect housing demand in the Shire “We’re seeing a lot of growth in our villages, prices for houses are going through the roof… we need new homes here, but development that blends-in with the

landscape,” he added.

“With any development, however, it should be done with consultation of local communities to try and get a positive outcome.”

He said that, for this to succeed instead of the piecemeal growth at present, a cohesive policy framework needs to be formulated and adhered to.

Other policies he supports includes sealing rural roads and upgrading bitumen roads and continuing the bridge replacement program in the 1525 km² Shire located south of Orange.

As a working farmer, he also believes that ensuring protection of viable farm-land in the Shire also needs to be considered.

“I’ve tried to work-out a vision and how I’m going to to achieve that for both our villages and our farming communities,” Bruce concluded.

Keeping major capital works projects supplied with materials during a time of international shortages will be one hurdle facing the next Cabonne Council, Mayor Kevin Beatty believes.

Residents in the rural-based Shire encircling Orange and based at Molong also go to the polls on Saturday, December 4 to elect a new Council.

Thirteen candidates have nominated for the local vote — including Cr Beattie and eight others of the current Council.

The former police officer however believes that keeping materials up and costs down for major works will be a major challenge for Council in coming years.

“It’s not just Cabonne, one of the challenges we face, is that we’ve got grant funding, but it’s getting the supply of materials to do the projects,” he said.

“This supply of materials is one of the issues, but also the costs of materials for already-approved projects is a major issue,” Cr Beatty said.

The laws of supply and demand are starting to make themselves felt following international disruption to world supply chains flowing from the coronavirus pandemic.

“The estimates for some projects have gone up by 20–25 per cent… one of the challenges in delivery of these projects, is the likely cost blowouts,” he added.

Federal and State pump-priming of the Australian economy with grant money for specific projects is helping create the supply bottlenecks, he added.

“This is going to be across-the-board and across the whole State, it’s certainly going to be a problem, blowing the cost out on many projects.”

Good news for the rural-based Shire, however, is that the increasing-appeal of rural living in our post-COVID-19 society will benefit Cabonne.

“It is very similar all over, everyone likes village life, a lot of communities like that village lifestyle.

Which is good for our Shire, in both growth and sustainability,” Cr Beatty concluded.

Aristocratic British Prime Minister of the late 1950s and early 1960s, Harold Macmillan, when once asked what caused politicians to have trouble keeping their promises, supposedly replied, “Events, dear boy, events.”

2. (A) Council-owned bitumen facility for the City. Re-introducing this facility will allow Council staff to act on problem areas in a more timely manner. At present, Council is subject to contractor and bitumen availability.

And so it has always been in our world where politics, policy and reality collide to derail even the best-laid plans of elected officials.

3. Lobby the State Government to change the NSW Planning rules to allow Council and the community to have more say over the development and the types of development that occurs in our City.

This has also been our own recent experience, where even Orange City Council has been hostage to the unforeseen circumstances of a pandemic overshadowing the last two years.

With this in mind, and with our longdelayed Local Government election finally upon us, Orange City Life thought it would be informative to look at the promises made by many of the ultimately-successful candidates from that long-ago 2017 Orange Council vote.

In 2017, current Councillor Tony Mileto led the “Put Community Back Into Council” GROUP F ticket for the September 9 poll.

Their advertising went: “Our team comprises of passionate residents from various walks of life, who will take the community of Orange forward and into a better future for all of us.”

Their ad went on: “The team will ask voters to remember that the current Council has a long list of failures to its name.

“The Northern Distributor, the Aquatic Centre pool, the runway at the airport, the lack of infrastructure at the North Orange precinct and, of course, the many millions of dollars of ratepayers money used to purchase land for the proposed Airport Business Park.”

Their group listed their main policy aims as to:

“Events, dear boy”: Looking back at Council’s class of 2017

• Limit councillors to two consecutive terms • Ensure responsible planning and proper community consultation before approving developments • Find ways of reducing Orange’s overly expensive rates to the level of comparable councils • Encourage business growth in order to create new job opportunities.”

– Well, the toilets certainly got built in Robertson Park, and a fine facility they are, too!

Councillor Tony Hamling also led his own ticket for Council under “Team Hamling, Group C” with the slogan “Positive Growth Productive Partnerships, and Progressive Thinking”.

The ticket’s policy initiatives included:

• “Freeze sewer water and garbage rates for three years

• “Every child in Orange learns to swim;

• Prioritise work on road and footpaths

• Work with State and Federal Governments;

• Return airport precinct to agricultural use

– One can say that community meetings certainly came back into flavour, with many of these about locating the sporting and recreation precinct at south Orange, a move opposed by many residents.

GROUP L on the ballot sheet was Jeff Whitton’s “WHITTON & HILLIER” ticket that promised: 1. “ Real-time reporting of issues from the community to Council via all mediums.

This will provide community members with a real-time action to their reported issue as the matter is progressed in Council. For example, Council implements a ‘smart technology’ application that links the community to council to log issues, i.e., ‘dangerous pothole intersection Anson Street and Gardiner Road’.

5. Grow and protect the Orange tourism assets.

6. Work harder to facilitate jobs and business growth.

Showing how events can overtake plans and policies, major issues that impacted the current Council have included: • water security following a devastating three-year drought; • controversial plans for the new sports precinct to go on the old Ex-Services golf course site in south Orange, rather than the site already purchased by Orange Council at north Orange; • Re-invigoration of the moribund CBD with Council’s $15 million Future City initiative; • proposed plans for a series of Mountain bike trails for Mt Canobolas.

One never ever really knows what the future holds!
