eveloping international relationships with foreign filmmakers and production companies has always been an important endeavour for the Czech Republic. We have made it a priority to establish effective,
straightforward production incentives, ensure a stable system for supporting co-productions, and provide additional forms of financial reinforcement for our other many assets, such as professional film infrastructure, diverse locations, and experienced crews. Through all this and more, the Czech Republic has staked out an important place on the map of the European film industry. Who we are The Czech Film Fund is the primary national institution for film financing. Its mission is to develop and foster Czech cinema.
T
he fund supports all stages of film production, distribution and promotion as well as domestic film festivals, publications, digitalization of cinemas, and the work of regional film offices. The fund also administers production incentives for films and television projects made in the Czech Republic. Out of an annual operating budget of approximately 51 million euro, 30.8 million go to production incentives and 14.2 million to selective support.
In 2017, the fund expanded to include the Czech Film Center and the Czech Film Commission. The focus of these two divisions lies mainly in the promotion and representation of Czech cinema and the local audiovisual industry abroad.

The Czech Film Center raises awareness of Czech cinema worldwide by promoting and marketing Czech films and the local film industry. To this end, the center works in close collaboration with major international film festivals and co-production platforms, and utilises a global network of partners to profile the innovation, diversity, and creativity of Czech films, seeking opportunities for creative exchange between Czech filmmakers and their international counterparts.
The Czech Film Commission promotes the country and its film infrastructure as one of the world’s top destinations for audiovisual production and plays an active role in creating, supporting, and cultivating a filming-friendly environment in the country. As a comprehensive resource for shooting in the Czech Republic, the commission provides incoming filmmakers with consultation, guidance, and contacts.

Selective funding for minority co-productions
HOW TO APPLY The fund announces calls for subsidies for minority co-productions twice a year. The annual budget for minority co-productions is CZK 40 million / EUR 1.5 million*. In 2018, the calls are scheduled for May and October, with application deadlines 30 days from the announcement, i.e. in June and November.

T
he Czech incentives scheme offers domestic and foreign producers cash rebates on Czech and international expenditures and applies to film and TV, including all post-production work. Since it was introduced in 2010, CZK 3.44 billion (EUR 132 million) has been paid out to 237 film and television projects. Each year, the Czech government earmarks CZK 800 million (EUR 30 million) of the state budget for the Czech Film Fund to finance production incentives.

ELIGIBILITY CRITERIA European cultural and production criteria test Minimum expenditure levels – CZK 15 million (EUR 577,000) for fiction, animated, and TV films – CZK 2 million (EUR 77,000) for documentary films – CZK 8 million (EUR 307,700) per episode for TV series – CZK 1 million (EUR 38,400) per episode for animated series The applicant must be a tax resident in the Czech Republic with a place of business or permanent establishment in the Czech Republic.
I nternational costs paid to foreign cast and crew who pay withholding tax in the Czech Republic are eligible for a rebate of 66% of the withholding tax actually paid. A pplies only to costs paid after submission of registration (see How to Apply)

3. Grant award For projects with a minimum of 10 shooting days in the Czech Republic (not including animated projects), two applications for payment are possible:

2. Project listing (allocation of the rebate) Upon receiving the registration certificate, the applicant can apply for allocation of the rebate via a project listing application. Applicants must submit the project listing application within 3 years of receiving the registration certificate. The timing of the application is important:
The first after filming in the Czech Republic is concluded and the minimum eligible costs have been spent (according to the type of project) The second after all production and postproduction in the Czech Republic has been completed. Applicants must submit a statement of account, financing plan, audited statements demonstrating the eligible expenditures incurred, co-production or service agreements, and other financial information.

1. Project registration Projects must pass a simple test to show they meet European cultural and production criteria. Applicants must submit their tests along with a synopsis and a Czech version of the script. The application fee is CZK 30,000 (EUR 1,154). The fund will issue a registration certificate within 30 days of receiving the application for project registration. The certificate is valid for 4 years, during which time the applicant must request payment of the incentive.
W ithin 4 months of the project listing application being filed, at least 10 shooting days must have been completed in the Czech Republic (for a Eurimages project, the deadline is 9 months). The application may be filed no later than the 10th day of filming in the Czech Republic. S hould the 10th day of filming take place prior to the delivery of the registration certificate, or within a month of the delivery of the registration certificate, the deadline for submission of the project listing application will be one month after receipt of the registration certificate. F or animated projects and projects that do not entail filming in the Czech Republic, only the standard 3-year deadline applies. Applicants must submit the project’s total budget, the budget for eligible expenditures in the Czech Republic, the financial plan, and the schedule for project implementation.

T
he Czech Republic offers filmmakers a wealth of diversity in locations and architecture. Traversing this small central European country from west to east takes only six hours yet offers textbook examples from European architectural history from its beginnings during the Romanesque period through to the most modern combinations of glass and steel. And there’s more – the Czech Republic can boast a huge variety of natural scenery: mountains, ravines, valleys, waterfalls, lakes, forests, plains or rivers. Add to that the variability of four distinct seasons and one quickly realises why filmmakers love coming here. The Czech Film Commission cooperates closely with regional film offices throughout the country. The current network of nine offices offers filmmakers: communications with regional authorities and businesses, assistance in understanding the opportunities and conditions for shooting in the region, recommendations for locations and support for preliminary location scouting, contacts for local suppliers, support for hiring extras and bit parts, recommended accommodation.
