area’s unemployment rate was calculated at just 3 percent, and only 2,012 of its residents seeking a job couldn’t find one.

Both figures were the lowest since April 2008.

Shull, speaking in late January, attributed the good year to economic confidence among business owners.

“The economy had been heating up for a while, and I think employers had been using overtime to meet that demand,” he said. “After a significant period, the expansions started to come.

The confidence was there to go ahead and make those investments in their existing facilities.”

With the momentum of 2017 at their backs, both development officials said they think 2018 can be another good year.

Anas said he expects tourism “to begin to blossom here” and thinks national feelings about the state of the economy could yield dividends locally.

“If we stay on the current trajectory, I think there’s a lot of optimism in the local marketplace,” he said. “I think we could see additional construction as a result of things that are happening at the national level.

“I also think we’ll see greater emphasis on trying to work with existing businesses, trying to bring other parts that the businesses need or channel partners to the Shenandoah Valley as part of that success.”

Despite the optimism, Anas said the area must continue its efforts to reform its education offerings in a way that aligns with the needs of

the business community.

Some local companies are having trouble filling positions that require technical skills that can be learned with fairly minimal postsecondary education, such as a professional certification.

“We do a great job of producing college graduates,” said Anas, “but what more we can do to provide the skills our industries need? We need to partner with the Massanutten Technical Centers of the world, and the Blue Ridge Community Colleges.”

In the city, Shull said business inquiries have started the year strong, with many leads coming through the Shenandoah Valley Partnership or Virginia Economic Development Partnership.

He said the federal tax cuts, especially for businesses, approved in December could result in manufacturers expanding their plants, and he hopes some of them occur locally.

But he knows the city has one project that will stir things up this year. When the Hotel Madison and Shenandoah Valley Conference Center open this spring, he expects the effects to shake up downtown and ripple throughout the community.

“I really believe it’s going to be a game-changer for us,” Shull said. “They’ll help attract regional meetings to Harrisonburg that could not be accommodated in the past.

“There will be a whole new audience coming into our market, and I think that will reap big dividends for us down the road.”
